Abstract:: The signing of the Abraham Accords in September 2020 was a turning point in Israel’s standing in the Middle East. The accords created a positive atmosphere that helped promote regional cooperation in security and the economy. This positive change does not, however, provide an answer to some of the fundamental challenges that Israel is facing, which cast their shadows on the entire region, such as the Iranian threat - Tehran’s regional ambitions and its efforts to gain nuclear capabilities; but first and foremost, the Israeli-Palestinian conflict, which is getting further and further away from a solution, and may flare up and damage regional stability and hinder the progress in Israeli-Arab relations, which was achieved following the signing of the Abraham accords.

Abstract:: Israelis and Gulf Arabs became closer amid shared fears of an aggressive and powerful administration in Tehran, which boasted of its influence over four Arab capitals (Baghdad, Damascus, Beirut, and Sana’a). With the signing of the Abraham Accords, states on the periphery of the Israeli-Palestinian conflict decided that the benefits of establishing relations with Israel outweighed the risks. They reasoned that if they advocated for increased coordination between Israel and the Arab world, it would increase pressure on the Palestinians to negotiate with Israel. This article focuses on the regional factors that led to the signing of the Abraham Accords and carefully reviews this important historical document.

3. The Two-State Delusion

Abstract:: In the 85 years since the evocation of the two-state solution (i.e., a Jewish state and a Palestinian Arab state living side by side in peace and security), not a single Palestinian Arab leader has ever evinced any true liking for the idea or acted in a way signifying an unqualified embrace of it. Allowing their anti-Jewish hatred and obsession with violence to get the better of them, Palestinian leaders have repeatedly dragged their hapless constituents into disastrous conflicts that culminated in their collective undoing and continued statelessness. So long as Palestinian society does not undergo a comprehensive transformation that will sweep the corrupt and oppressive PLO and Hamas regimes from power, eliminate endemic violence from political and social life, and teach the virtues of coexistence with Israel, the two-state solution will remain a pipe dream.

4. Peace, Security, or the Economy? Israeli Narratives About the Abraham Accords

Abstract:: In 2020 several Arab states announced U.S.-brokered full normalization agreements with Israel, absent any explicit compromises on Israel’s side vis-à-vis the Palestinians, a significant shift from traditionally held positions. While several of these states already had informal security, intelligence, and trade relations with Israel and, except for Sudan, were never at war with Israel, these agreements represented a significant shift in historical Arab-Israeli relations and thus required discursive justification to a range of audiences, including the Arab and Israeli publics. This article looks specifically at how the Abraham Accords were framed in the Israeli press and takes an initial look at the extent to which the Accords have impacted Israel’s economic and security situation.

5. Selective Reconciliation: The Rapprochement Between Israel and the Gulf Monarchies

Abstract:: The September 2020 Abraham Accords between Israel and the United Arab Emirates, and Bahrain was the culmination of a multi-year process. Later two other Arab monarchies, Morocco, and Jordan jointed them in improving their relations with the Jewish State while the remaining Gulf Cooperation Council members opted not to join the Accords. This article focuses on Gulf Kingdoms and argues that the improvement in Israeli-Arab relations is explained by a growing realization that in Iran, both sides have a common enemy; the failings of America’s Middle East policy; the anticipated economic and security benefits to be gained from improved relations; and the diminished importance of the Palestinian issue for Arab societies and governments.

Abstract:: The digital age has greatly expanded the terrain and opportunities for a range of foreign influence efforts. A growing number of countries have invested significantly in their capabilities to disseminate online propaganda and disinformation worldwide, while simultaneously establishing information dominance at home. Each of the contributions to this issue addresses the central theme of influencing perceptions and behavior. First, Daniel de Wit draws lessons from a historical analysis of the Office of Strategic Services (OSS), America’s intelligence and special operations organization in World War II. In addition to its efforts to collect intelligence on the Axis powers and to arm and train resistance groups behind enemy lines, the OSS also served as America’s primary psychological warfare agency, using a variety of “black propaganda” methods to sow dissension and confusion in enemy ranks.82 As noted earlier, psychological warfare plays a significant role in the conduct of today’s military operations, so de Wit’s research offers important historical lessons for contemporary campaign planners. Next, Kyleanne Hunter and Emma Jouenne examine the uniquely troubling effects of spreading misogynistic views online. Their analysis of three diverse case studies—the U.S. military, the incel movement, and ISIS— reveals how unchecked online misogyny can result in physical behavior that can threaten human and national security. Glen Segell then explores how perceptions about cybersecurity operations can have positive or negative impacts on civil-military relations, drawing on a case study of the Israeli experience. Lev Topor and Alexander Tabachnik follow with a study of how Russia uses the strategies and tactics of digital influence warfare against other countries, while continually seeking to strengthen its information dominance over Russian citizens. And Donald M. Bishop reveals how other countries do this as well, including China, North Korea, Iran, Cuba, and Venezuela. Each is engaged in these same kinds of efforts to control the information that circulates within their respective societies, while using various forms of propaganda against other countries to strengthen their influence and national power. Phil Zeman’s contribution to this issue looks at how China and Russia are trying to fracture American and Western societies through information, disinformation, economic coercion, and the creation of economic dependencies— in many cases capitalizing on specific attributes and vulnerabilities of a target nation to achieve their strategic objectives. Through these efforts, he concludes, China and Russia hope to prevent the will or ability of American or Western states to respond to an aggressive act. Next, Michael Cserkits explains how a society’s perceptions about armed forces can be influenced by cinematic productions and anime, drawing on a case study comparison of Japan and the United States. And finally, Anthony Patrick examines how social media penetration and internet connectivity could impact the likelihood that parties within a conventional intrastate conflict will enter negotiations. As a collection, these articles make a significant contribution to the scholarly research literature on political warfare and propaganda. The authors shed light on the need for research-based strategies and policies that can improve our ability to identify, defend against, and mitigate the consequences of influence efforts. However, when reflecting on the compound security threats described at the beginning of this introduction—involving both cyberattacks and influence attacks—a startling contrast is revealed: we have committed serious resources toward cybersecurity but not toward addressing the influence issues examined in this issue. We routinely install firewalls and other security measures around our computer network systems, track potential intrusion attempts, test and report network vulnerabilities, hold training seminars for new employees, and take many other measures to try and mitigate cybersecurity threats. In contrast, there are no firewalls or intrusion detection efforts defending us against digital influence attacks of either foreign or domestic origin. Government sanctions and social media deplatforming efforts respond to influence attackers once they have been identified as such, but these efforts take place after attacks have already occurred, sometimes over the course of several years. The articles of this issue reflect an array of efforts to influence the perceptions, emotions, and behavior of human beings at both individual and societal levels. In the absence of comprehensive strategies to more effectively defend against these efforts, the United States risks losing much more than military advantage; we are placing at risk the perceived legitimacy of our systems and institutions of governance, as well as our economic security, our ability to resolve social disagreements peacefully, and much more.83 Further, many other nations are also facing the challenges of defending against foreign influence efforts. As such, the transnational nature of influence opportunities and capabilities in the digital age may require a multinational, coordinated response. In the years ahead, further research will be needed to uncover strategies for responding to the threat of digital influence warfare with greater sophistication and success.

8. Compulsory military service as a social integrator

Abstract:: Compulsory military service has become very rare over the last 30 years, in the western world. In the past, most countries considered military service as a socialisation platform, given the fact that most of the population was recruited and military units were a "meeting point" for different cultures – because of that the service then was functional as a social integrator. The current research studied changes in social attitude during compulsory military service in Israel, where the society is considered to be essentially divided around ethnical and national issues. This study is based on an analysis of the attitudes of 3200 internet questionnaire participants via social networks in Israel, followed by a U-test of the collected data. Half of the participants were high-school students (average age 17) and half of them discharged soldiers (average age 23). Analysis of the results reveals significant evidence: discharged soldiers tend to be more tolerant then high-school students with regard to other cultures and ethnic origins. A discharged IDF soldier is less afraid of security threats and considers budget prioritisation towards social welfare to be more important than security challenges. These findings show that compulsory military service can still be effective as a social integrator, even in the post-modern world where countries are dealing with migration issues and ethno-national tensions.

9. U.S. Security Coordination and the “Global War on Terror”

Abstract:: The U.S. Security Coordinator (USSC) mission in Jerusalem was created in 2005 to help implement security sector reform within the Palestinian Authority (PA). With a single-minded focus on “counterterrorism,” Washington considered the USSC an ancillary mechanism to support U.S. diplomatic and political efforts to resolve the Israeli-Palestinian conflict. Despite upending long-standing U.S. policy and cutting all other forms of aid to the Palestinians, the Trump administration has maintained the USSC in the run-up to the “Deal of the Century.” This article draws on original interviews with security personnel responsible for enacting USSC interventions. It uses their insights to highlight how the mission tethered Israeli political aims to its remit, and the distorting ramifications that have ensued for Palestine and the Palestinians. In uncovering the full parameters of Washington’s securitization policy, this history also points to the ways in which the PA has consequently been woven into the U.S.-led “global War on Terror.”

Abstract:: A 2019 investigation by the Israeli NGO Akevot and Haaretz newspaper has uncovered official suppression of crucial documents about the Nakba in Israeli archives. The Journal of Palestine Studies is publishing print excerpts and a full online version of the buried “migration report,” which details Israel’s depopulation of Palestinian villages in the first six months of the 1948 war, a document that clearly undermines official Israeli state narratives about the course of events. In methodical fashion, this report provides contemporaneous documentation of Israeli culpability in the expulsion of Palestinians from their homes and the systematic depopulation of so-called Arab villages in the first six months of the war. Alongside a discussion of key revelations in the newly available document, this introduction situates the broader pattern of erasure within historiographical debates over 1948 and questions of archival access. It examines how accounts of Israel’s birth and Palestinian statelessness have been crafted in relation to the underlying question: who has permission to narrate the past?

11. Power, Politics, and Community: Resistance Dynamics in the Occupied Golan

Abstract:: In 1967, Israel occupied the western section of Syria’s Golan Heights, expelling some 130,000 of its inhabitants and leaving a few thousand people scattered across five villages. Severed from Syria, this residual and mostly Druze community, known as the Jawlanis, has been subjected to systematic policies of ethno-religious identity reformulation and bureaucratic and economic control by the Israeli regime for half a century. This essay offers an account of the transformation of authority, class, and the politics of representation among what is now the near 25,000-strong Jawlani community, detailing the impact of Israeli occupation both politically and economically. During an initial decade and a half of direct military rule, Israel secured the community’s political docility by restoring traditional leaders to power; but following full-on annexation in 1981, new forces emerged from the popular resistance movement that developed in response. Those forces continue to compete for social influence and representation today.

Abstract:: Security and resources are closely linked together. To broaden the category of security from strictly military and defense issues to include energy and resource security is not a new idea. Ultimately, “security is what actors make it.“ This definition of securityis a wide ranging one and includes political and military aspects as well as societies and their developments including many actors and different levels and sectors – so called `units`. This wide definition is also useful for analysing the Levant region, which is currently undergoing a period of transformation. On the one hand, developments since 2010 have applied increasing pressure on the actors of the so called sub-Regional Security Complex (RSC) Levant. On the other hand, new development can be observed in the level of interdependence in the substitution of natural resources like water, gas and oil. Internal transformation of the region has occurred and will lead to a transition of the region. The impact on security dynamics with regard to energy and resources will have consequences for the entire Levant and beyond.

Abstract:: Our Spring 2016 volume encapsulates the dangerous developments in MENA over the course of the past year. While the international community hoped for a resolution to the five-year Syrian Civil War, the conflict has further divided the region into a sectarian split, pitting Shia Iran and the Sunni gulf states on opposing sides. Additionally, Russia’s brief military intervention, finally winding down as of March 2016, has further destabilized the country and significantly increased the flow of refugees into the heartland of Europe. With the November 2015 Paris attacks, the threat of the so-called Islamic State (Daesh) to the west was finally realized, calling into question ongoing efforts to counter violent extremism, as well as to resolve the Syrian Civil War. Meanwhile, Turkey’s increasing two-front war against the Kurdistan Workers’ Party (PKK) and Daesh has resulted in a series of deadly terrorist attacks throughout the country, putting further pressure on Turkish leadership to both find a solution to the Kurdish question and stem the refugee flow transiting northward from Syria. It is through this lens that the Spring 2016 edition has been crafted. With conflict and instability abound, we present first an exclusive interview with Speaker of the Iraqi Parliament Salim al-Jabouri. On a more positive note, JMEPP also interviewed Tunisia’s Minister of Economic Infrastructure and Sustainable Development, Hedi Larbi, on Tunisia’s relative stability and success in its post-Jasmine Revolution transition. This year’s featured articles include Robert Mason’s assessment of the Saudi leadership and the perilous position it now finds itself in, both geopolitically and domestically; and Serhat S. Çubukçuoğlu’s eyes on Turkey’s natural gas ambitions as being linked to settling the Cypriot peace talks, as well as re-establishing partnerships with its regional neighbors in the eastern Mediterranean. Benjamen Franklen Gussen creates a new picture of a geographically reoriented Middle East, while Dylan MaGuire analyzes the no-fly zone option in Syria, with a look back to previous operations in Iraq and Libya. Focusing on gender, Dr. Dalia Ghanem-Yazbeck looks at integration and inclusion of women in Algeria’s military, yet presents a critique on its superficiality. With an eye on Turkey’s destabilized southern border region, Joseph Sadek provides commentary on the political and geostrategic jostling between Turkey and its Kurdish population, as well as the complex relationships between Turkey, the PKK, and Syrian People’s Protection Units (YPG) rebels. Turning to terrorism, Lauren Fisher presents an argument against the stovepipe methodology of countering violent extremism by exploring the complexities behind the topic. Abstract:: Security relations with the US have been critical for Turkey. Cold War strategic imperatives dictated typical bandwagoning policies, although disagreements and frictions were present at times. In the 2000s, a combination of domestic developments and rapidly changing regional security patterns has resulted in a more assertive Turkish regional security policy, which for many represents a departure from traditional Kemalist principles. This article attempts to assess the current course of Turkish regional security engagement and the extent to which relations between the USA and Turkey are subject to major change. The analytical context accounts for the impact of domestic, regional and global levels. The empirical focus is on Turkey’s involvement in the Syrian sectarian conflict and on the trajectory of the bilateral relations with Israel.

Abstract:: Egypt's democratization efforts require domestic and international considerations: Domestically, the country must focus on the economy at the expense of the military's political role: While military involvement in politics is crucial to democratization, improvements in this area represents an outcome, not the cause, of the process. Discussions should concentrate on protecting lower- and middle classes, generate prosperity and create common ground between democracy and class interests. At the international level, Egypt requires countries to support democratization efforts and condemn extra-democratic actions. Meanwhile, the prominence of Islamists causes concerns for Western governments with regard to the Peace Treaty and Israel's security.

Abstract:: The article deals with important aspects determining the defensibility of the State of Israel borderlines and its current conditions. It outlines trends and tendencies in Israeli approach to this burning issue and depicts important political and military - strategic factors concerning Israeli concept for countering military and paramilitary (i.e. terrorist, insurgent etc.) threats in border region. Particular focus is dedicated to the new regional security situation after the outbreak of the Arab Spring and its impact on securing the Israeli sovereignty. Furthermore, it depicts the question whether current unsatisfied security situation in surrounding Arab countries could eventually turn into an outbreak of conventional military conflict and/or whether the State of Israel could possibly face concentrated strain of radical Islamic groups operating in the border area. Last but not least, the article concludes an outline of Israeli doctrinal approaches and examines the impact of budgetary restraints into the development of IDF.

Abstract:: The Sinai Peninsula has been a center of conflict for many years, starting with the first Arab-Israeli war in 1948. After Israel and Egypt signed the Camp David Accords in 1978, it became a peaceful region, strongly controlled by the military during Hosni Mubarak's rule in Cairo. Now, after several years of non-violence, the Sinai Peninsula is once again the center of a complicated conflict. Heavy protests across Egypt in 2011 forced Hosni Mubarak to step down from the presidency, creating a security vacuum in the Sinai that allowed radical Islamists to almost freely operate in the region. During the months that followed, insurgent groups grew in number, recruiting frustrated Bedouin who have been neglected by the Egyptian government for years.

Abstract:: Filistin Politikamız: Camp David'den Mavi Marmara'ya The Israeli-Palestinian conflict is presumably the most problematic and persistent theme in Middle Eastern politics. Thus, the conflict is one of the most studied topics in academic literature on the region. In this light, it is all the more surprising that the current study of Erkan Ertosun is the first book-length work on Turkey's Palestinian policy. It is also a very timely contribution as Palestine becomes an ever more central topic in Turkish foreign policy. The author claims that he has attempted a holistic analysis in which domestic, regional and international factors are integrated. However, despite this claim, the real emphasis of the book is on international affairs and rightfully so.

Abstract:: The political and strategic landscape of the Middle East and North African region has changed dramatically since late 2010 and the events now loosely defined as the 'Arab Spring'. The dust has yet to settle in many Arab capitals and 2013 is set to be another defining year for the greater Middle East as regional actors, particularly new Islamist-led governments, take on more direct roles in influencing political, military and social developments in the Arab world. Israel and the Palestinian factions of Hamas and Fatah are not immune to these developments and while progress towards peace has been all but non-existent, change in the region must not necessarily lead to more tensions and conflict. The EU and US should work to establish greater Arab ownership of the diplomatic process, convince Israel that its security is best served by assuming a proactive approach to its changing neighbourhood and strive to harness the new realities in the region to modify the incentive calculus of the major domestic players in the conflict.

Abstract:: Zionism: One or many? Obsolete? Irreconcilably divided? Ethnocentric? Is there a Zionism compatible with nondiscrimination of Palestinians? These two books, Nation and History: Israeli Historiography between Zionism and Post-Zionism by Yoav Gelber and Zionism and the Roads Not Taken: Rawidowicz, Kaplan, Kohn by Noam Pianko, present opposite points of view, one backward looking and abortive, the other forward looking, expressing hope for change. Both are grounded in historical discussions with considerable relevance to the present. Both draw legitimacy by adhering to a Zionist dream. The two opposing dreams, however, negate each other.

Abstract:: Despite the efforts put into negotiations, they have created a self-perpetuating cycle of disappointment, frustration and empty dialogue. With contradictory Palestinian and Israeli agendas - Palestinians negotiating for an independent state, an end to occupation, etc., and Israel negotiating primarily over security concerns - one must question the reason behind prolonged negotiations. Is US mediation, accused by many of extreme bias towards Israel, to blame? Or are negotiations an Israeli objective to execute a particular political agenda? In spite of the international community's recognition of establishing an independent Palestinian state, the current reality on the ground undermines any creation of one. This reality was allowed only by the strategic prolonging of negotiations. A particular focus on the proceedings following the Oslo Accords explains how Palestinian-Israeli negotiations have been used to pursue a particular objective.

Abstract:: After 9/11, U.S. President George W. Bush announced his determination to do whatever was necessary to prevent future terrorist attacks against the United States. Following the lead of several countries that had recently come to similar conclusions after their own bitter experiences -- including India, Israel, Japan, Russia, Spain, and the United Kingdom -- the United States tightened its immigration laws; increased the protection of its borders, ports, and infrastructure; criminalized providing "material support" for terrorist groups; and tore down the wall between the intelligence agencies and law enforcement agencies, which had crippled counterterrorist efforts for decades. Washington did not authorize preventive detention, as other countries had, but it used other measures to hold persons against whom criminal charges could not be brought -- thereby preventing terrorist attacks. The U.S. government also led or joined various international efforts aimed at warding off new dangers, such as the Proliferation Security Initiative, through which over 70 states cooperate to interdict the movement of nuclear materials across international borders. But the Bush administration's call for preventive action went further: it endorsed using force against states that supported terrorism or failed to prevent it. This was a particularly controversial position, since using (or threatening to use) preventive force across international borders is generally considered to be a violation of international law: the International Court of Justice (ICJ) and most international legal authorities currently construe the United Nations Charter as prohibiting any use of force not sanctioned by the UN Security Council, with the exception of actions taken in self-defense against an actual or imminent state-sponsored "armed attack."

Abstract:: On 15 September 2009, the private Israeli-Palestinian peace initiative known as the Geneva Initiative published 13 detailed annexes to the Geneva Accord, the draft framework for a final status agreement between Israelis and Palestinians unveiled in 2003. The Geneva Initiative was launched by former Israeli justice minister Yossi Beilin and then Palestinian Authority (PA) minister Yasir Abid Rabbuh in their private capacities in 2001. The original accord, while immediately rejected by then Israeli prime minister Ariel Sharon, was met with considerable international backing, but never formed the basis of any official negotiations.

Abstract:: Israeli voters went to the polls in February 2009 for the fifth time in a decade. The campaign was overshadowed by the December 2008 Israeli offensive into the Gaza Strip: air operations beginning just two days after Christmas and Israeli ground operations following during the early days of the New Year. Israeli troops pulled out of the Gaza Strip some three weeks later but sporadic Palestinian rocket fire continued even after the election during the ensuing weeks of coalition formation. Inevitably an election which might have focused on the future path toward peace, or perhaps the onset of the economic crisis, was dominated by traditional concerns about security. The outcome enabled both the centrist Kadima party leader and outgoing foreign minister, Tzipi Livni, and the standard bearer of the right, Likud leader Binyamin Netanyahu, to claim victory. Kadima won the most seats in the Israeli parliament, the Knesset, while the political right as a whole emerged with the best chance of forming the next governing coalition.

Abstract:: As the reconstruction of Nahr al-Barid refugee camp in northern Lebanon is halted once again, this time due to the discovery of an archaeological site, twelve thousand Palestinians from the camp have taken to the streets in protest. The remaining nineteen thousand refugees continue to reside in eleven other camps in Lebanon, unable to return two years after the Lebanese army destroyed it. The struggle for these refugees has shifted, albeit temporarily, from the right of return to Palestine to that of return to the camp.

Abstract:: In this second installment of his interview for JPS, Khalid Mishal, Hamas politburo chief since 1996 and head of the movement since the assassination of Shaykh Ahmad Yasin in 2004, continues his discussion of Hamas's evolution and strategy. Whereas the focus of part I was Mishal's personal background, political formation, and the founding of the movement, here Hamas's more recent history is foregrounded. From the unfolding conflict and troubled relations with Fatah since the mid-1990s, Mishal recounts the thinking behind the decision formally to integrate into the Palestinian political system born of Oslo by participating the 2006 legislative elections and joining the Palestinian Authority government. He also delves into the ongoing repercussions of these decisions, including the splits within the Palestinian movement culminating in Hamas's seizure of power in the Gaza Strip in June 2007. In the course of the more than three-hour interview, Mishal's straightforward manner is on display, as well as his willingness to be challenged on matters as sensitive as Hamas's suicide bombings and the targeting of Israeli civilians, the utility of armed resistance, and the morality of the struggle. Two themes underlying the interview were Mishal's preoccupation with the need to repair the intra-Palestinian split ("our greatest priority") and the devastating impact of the ongoing siege of the Gaza. Since our interview in early March 2008, two potentially significant developments with relevance to these concerns have taken place. On the internal Palestinian front, Mishal repeatedly emphasized the need for intra-Palestinian dialogue without preconditions, with all subjects on the table including controversial topics like early elections. A first step toward reconciliation was made on 24 March 2008, when Hamas and Fatah representatives signed the "Sana'a Declaration," negotiated in the Yemeni capital, which outlined points of consensus on various domestic issues including security and political institutions. Though the declaration quickly ran aground, with Fatah demanding that Hamas immediately cede control of Gaza before implementation of other aspects would be discussed, by June 2008, Hamas and Fatah were once again considering national unity talks on the basis of the Yemeni initiative. As for alleviating the extreme external pressures on the Hamas-led Gaza Strip, indirect negotiations between Hamas and Israel mediated by Egypt produced a bilateral cease-fire that went into effect on 18 June. Though initially confined to Gaza, the understandings also call for a gradual reversal of the siege as well as renewed negotiations on a prisoner exchange, including the release of captured IDF soldier Gilad Shalit. Hovering over both Hamas-Israel and Hamas-Fatah relations is Washington, which remains opposed to any deals through which the Palestinian Islamists can emerge from their enforced isolation. Yet whatever the ultimate success of either development, the reality is that Mishal and Hamas are increasingly central players in the intra-Palestinian, Israeli-Palestinian, and broader regional equations. Indeed, itwas Mishal, not Abbas, whose movement reached an agreement with Israel before the expiration of the Bush administration.

Abstract:: On 13 April, the Israeli human rights organization Public Committee against Torture in Israel (PCATI) released an extensive report, excerpted below, detailing the Israeli Security Agency's (Shin Bet) use of abuse and threats against detainees' family members in order to extract confessions. PCATI's report also reveals that despite the Israeli High Court ruling against the use of torture in 1999, both physical and psychological torture, assisted by physicians, continues. The report concludes with recommendations concerning both legislation and the supervision of the General Security Services (GSS) that will contribute to preventing the use of this deplorable method. Abstract:: UN Security Council Resolution 242 endorsed the "inadmissibility of the acquisition of territory by war" and called for "withdrawal of Israeli armed forces from territories occupied" in the June 1967 war. Since then, a debate has raged over whether these provisions call for a complete Israeli withdrawal, a minor revision of borders, or license for Israel to retain sovereignty over some of the conquered lands. This article argues that the resolution must be read through the lens of international law. A principled legal interpretation clarifies 242's ambiguities on withdrawal and re-establishes the importance of universal rights to a just and durable peace in the Middle East.

Abstract:: UN Security Council Resolution 242, drafted to deal with the consequences of the 1967 war, left the outstanding issues of 1948 unresolved. For the first time, new Israeli conflict-resolution proposals that are in principle based on 242 directly involve Palestinian citizens of Israel. This essay explores these proposals, which reflect Israel's preoccupation with maintaining a significant Jewish majority and center on population and territorial exchanges between Israeli settlements in the West Bank and heavily populated Arab areas inside the green line. After tracing the genesis of the proposals, the essay assesses them from the standpoint of international law.
