Abstract:
On October 7, Hamas killed 1,200 Israelis in the largest terror attack since 9/11, carrying out acts of brutality that matched, and even surpassed, the worst atrocities of the Islamic State. The resulting war in Gaza, the escalation in tensions across the Middle East, and the anger in Arab and Muslim communities over the large number of Palestinian civilians killed in the conflict so far have upended the international terror threat landscape, creating acute concern about reprisals, and given the attacks already seen in France and Belgium, raised the specter of a new global wave of Islamist terror. In our feature article, Devorah Margolin and Matthew Levitt write that “The brutal Hamas-led October 7 attack on Israeli communities near Gaza represented a tactical paradigm shift for the group.” They observe that “the group’s explicit targeted killing and kidnapping of civilians [on October 7] baldly contradicts Hamas’ articulated revised political strategy since it took control of the Gaza Strip in 2007. Ironically, Hamas’ sharp tactical shift only underscores that the group never abandoned its fundamental commitment to the creation of an Islamist state in all of what it considers historical Palestine and the destruction of Israel.” Global jihadi groups have been exploiting the conflict in Gaza to call for attacks. In our feature interview, EU Counter-Terrorism Coordinator Ilkka Salmi says that “these calls to attack or to engage in some terrorist activity spread extremely quickly on social media and that’s why they could have a rapid and serious impact on the security situation. It reminds me of the days back in 2014-2016 when Daesh propaganda was at its high peak. The situation in Israel, combined with that sort of propaganda, could change the security situation in the E.U. quite drastically.” Tore Hamming writes that “three factors are likely to determine the impact of the ongoing events on the trajectory of the terrorism threat in the West: the length of the war, the scale of Israel’s offensive in Gaza, and the degree of support from Western nations to Israel.” Erik Skare stresses that analysts need to holistically examine both what Hamas says and does to better understand the group. He writes: “October 7 likely signifies the victory of those in the movement who have grown frustrated with an excessive focus on politics, advocating instead for a renewed emphasis on violence to reach their long-term goals.” In our second interview, General (Retired) Stephen Townsend, who commanded AFRICOM until August 2022, warns about intensifying jihadi terrorist threats across Africa. He says that al-Qa`ida’s affiliates there are “probably the largest threat to U.S. interests in the region today. And as they gain capacity, they’ll broaden their picture to the region and globally, to include our homeland eventually, I think.” Finally, Asfandyar Mir examines the counterterrorism dilemmas facing the United States in Pakistan and Afghanistan. He writes: “Al-Qa`ida and the Islamic State are pivoting to exploit Hamas’ October 7 terrorist attack on Israel and the civilian harm in Israel’s military campaign in Gaza since … Policymakers should take seriously the risk of a surprise terrorist provocation from Afghanistan.”

In this month’s feature article, Lorena Atiyas-Lvovsky, Eitan Azani, Michael Barak, and Assaf Moghadam find that “jihadi rhetoric is rarely translated into violent attacks against Israeli and Jewish targets … The relative dearth of successful operations, however, has not deterred global jihadi organizations from regularly leveraging the Palestinian issue for political gain, and in order to reinforce their stature as powerful actors in the Middle Eastern and global arenas. Despite jihadi lip service to the Palestinian cause, support for global jihad among Arab Israelis and Palestinians has remained relatively low. Physical and ideological barriers erected by Israel and the Jewish community have so far limited the capacity of global jihadi actors to operate against Israel and the Jewish community.” Christopher Faulkner, Raphael Parens, and Marcel Plichta explore the future of the Wagner Group in Africa after the death of its founder, Yevgeny Prigozhin. They write: “Wagner personnel in Africa appear poised to carry on their original missions given the importance of the continent to Russia’s broader strategic ambitions. Though the mercenary mutiny and Prigozhin’s death may lead clients to raise questions about what a continued partnership with Wagner means for relations with the Kremlin, Moscow has signaled a tolerance, if not need, for Wagner or a Wagner-like entity in Africa. Abandoning Wagner clients would severely undermine Russia’s influence on the continent.” Aaron Zelin and Devorah Margolin explore the Islamic State’s shadow governance in eastern Syria since the group lost its last piece of territory in the country in 2019. They write: “While it is true that the organization’s insurgency has been degraded in recent years, only focusing on the Islamic State’s attack claims and propaganda misses an important trend happening at the local level: … the Islamic State has continued attempts to govern as shadow actors in eastern Syria.” They warn that thanks to these efforts, “even if it sounds far-fetched now, a reasonable worst-case scenario is that the Islamic State could rapidly take advantage of a changed local context to attempt to carve out a small statelet in eastern Syria again.”

Abstract:
In this month’s feature article, Matthew Levitt and Lauren von Thaden examine the recent heightened smuggling challenge at Israel’s borders with Jordan and Egypt. They write: “The guns and drugs that are flowing into Israel are creating societal problems and public safety issues. The influx of weapons is also a major counterterrorism concern. Smuggled weapons have been a contributing factor to the surge of violence that has plagued the West Bank and Israel.” Building on the assessments of Israeli, Jordanian, and Egyptian officials, their study draws on a dataset they compiled of “105 cases of identified, thwarted, or disrupted weapons or drug smuggling attempts into Israel from March 2021 through April 2023 across all of Israel’s borders.” Our interview is with Ravi Satkalmi, the director of intelligence of the United States Capitol Police. He describes the post-January 6 security challenge as “fundamentally different than that posed by 9/11. The risk is fundamentally different when we’re discussing this kind of normalization of political violence against each other—an erosion of our civic norms—rather than a terrorist organization seeking to launch an attack from overseas.” He says that “our goal is essentially to be the premier intel shop for anti-government violence, full stop. We are sitting on a vast trove of threat information that’s being sent to us by our members’ offices and that we are finding on our own. And the key distinction here is we get it from all sides all the time. We’re protecting Democrats; we’re protecting Republicans, people of all political persuasions.” Satkalmi came out publicly as a gay man while previously working at NYPD and describes the importance of inclusivity in the national security and counterterrorism domain. He notes that “essentially, anybody can experience the challenge of belonging and anybody can be part of the solution. If we can check some of our own assumptions about who may be struggling and who effective change agents can be, we improve the likelihood for progress.” Tore Hamming draws on a new cache of Islamic State documents he collected to examine how the Islamic State’s General Directorate of Provinces has managed the Islamic State’s global network. He writes: “With the deaths of successive caliphs, the territorial demise in the Levant, and the growing importance of its external provinces, the General Directorate of Provinces has emerged as the organization’s most decisive body.” His article “describes the institution’s decisive role in the group’s military and economic affairs and its growing responsibility managing its external attack planning and execution.”

In this month’s feature article, Pierre Boussel provides a deep examination of the Quds Force in Syria. He writes: “The key mission of the Quds Force of the Revolutionary Guards (IRGC) is to defend the Iranian Islamic Revolution and create armed militias in the countries of its ‘Axis of Resistance.’ Its organization is opaque and complex, coordinating combat operations with soft-power actions aimed at, among other initiatives, establishing a Pax Irania in the Middle East, a ‘peace’ of which it is the initiator and guarantor. Although the Quds Force’s apparatus in Syria has been under pressure from Israeli airstrikes, Tehran is sticking to its mission set: infiltrating Syrian civil society and sending fighters to the north, where the civil war will one day end, and to the south, on the edge of the Golan Heights, to establish a base against Israel if necessary.” Our interview is with Brian Nelson, the Under Secretary of the Treasury for Terrorism and Financial Intelligence. He describes how his office “marshals the Department’s intelligence and enforcement functions with the dual aims of safeguarding our financial system against illicit use and also combating corrupt regimes, terrorist facilitators, weapons of mass destruction proliferators, money launderers, drug kingpins, and other national security threats.” On May 6, 2023, Mauricio Garcia, a man with longstanding neo-Nazi views, murdered eight people in a mass shooting at the Allen Premium Outlets mall in Allen, Texas. Ashley Mattheis, Amarnath Amarasingam, Graham Macklin, and Marc-André Argentino look at what led to the attack. They write that the deceased perpetrator “had an ideologically fuzzy tapestry of extreme thoughts tied to rampant violence. He appeared to view neo-Nazis and other members of the extreme far-right as living the ‘real’ masculine ideal in its fullest form by their commitment to generating dominance through violent, radical, racial, and cultural action. This interaction between race and gender is an increasingly present aspect of far-right violence and needs to be better understood.”

Thanks to Editor-in-Chief Paul Cruickshank for allowing me to take over this space this month as we commemorate the 20th anniversary of the founding of the Combating Terrorism Center, established at West Point in February 2003. Originally the vision of Mr. Vinnie Viola, Brigadier General (Retired) Russ Howard, and General Wayne Downing, the CTC has evolved into a trusted global hub for scholars, practitioners, and policymakers. At the heart of what we do are the Cadets of West Point, who have made the Terrorism Studies Minor the number-one choice of minors at West Point over the last 10 years and who graduate to lead our nation’s Soldiers in complex times. This mission is empowered by 20 years of teammates, donors, partners, and stakeholders around the world who ensure the CTC is delivering cutting-edge research and insight in the fight against terrorism. While the CTC has been a mainstay of the CT fight for the last two decades, I posit that the most important time for this team is now. As national security priorities and resources rebalance toward strategic competition, the CTC will maintain its focus on understanding current and future terrorism threats to our nation and to the world, ready to assist our nation and our allies wherever we are called. To all who have made this possible, thank you. In this issue, the directors of the Combating Terrorism Center over the past 20 years—Brigadier General (Retired) Russell Howard, Colonel (Retired) Kip McCormick, Colonel (Retired) Joseph H. Felter, Lieutenant Colonel (Retired) Reid L. Sawyer, Colonel (Retired) Liam Collins, Lieutenant Colonel (Retired) Bryan C. Price, Brian Dodwell and myself—provide our reflections on the contribution the Center has made to the counterterrorism enterprise. In our interview Col. (Res.) Omer Bar Lev, the former Minister of Public Security of Israel, discusses recent security challenges in Israel and warns that a potential third intifada is “getting closer and closer.” Aaron Zelin examines Hayat Tahrir al-Sham’s ‘counterterrorism’ campaign against the Islamic State in northwestern Syria. As concern rises over the threat posed by older far-right terrorists, David Wells examines relevant data in the United Kingdom.

Abstract:
This qualitative study aims to analyze the impact of Saudi-Israel relations on the Middle East. The study also focused on the reaction of Arab countries to their bilateral ties and incidents that have arisen in the Middle East as a direct result of tensions between Saudi Arabia and Israel. The deteriorating condition of relations between Israel and Saudi Arabia wreaked havoc throughout the region. The United States plays a pivotal role in the politics of the Middle East; therefore, a nation that is willing to operate as the United States' right hand was sorely needed in the region. Israel, a country that is not recognized on a global scale, has set up shop in that vacated seat. Together, they aid proxy wars between Saudi Arabia and Iran, which contributes to instability in the region. The only thing that could diminish the damage would be a concerted effort by Muslim states against Israel.

7. Systemic Operational Design – a study in failed concept

One of the many reasons for the failure of the Israel Defence Forces’ (IDF) in the Second Lebanon War was the concept of Systemic Operational Design (SOD), translated into de facto military doctrine. The story of the rise and fall of the SOD idea is a warning sign for all militaries faced with “modern” and “fashionable” ideas. The purpose of this paper is therefore to describe and evaluate the Systemic Operational Design created and introduced into the IDF by Brigadier General Shimon Naveh and the Operational Theory Research Institute (OTRI). The study is based on the literature created by the State of Israel, the IDF, and its main proponent Shimon Naveh, as well as other militaries (mainly the US Army). This theoretical background is confronted with the IDF’s operations during the Second Lebanon War of 2006 and their effects on the war’s outcome. The over intellectualised, ambiguous, and not properly structured concept of the SOD, introduced as the IDF’s doctrine and approach to operations, led to military failure (which also had more root causes) in Lebanon. A study of the SOD failure should lead to a careful approach being taken to all new military concepts and ideas. Both change and continuation need to be properly balanced and evaluated, while enhanced military effectiveness could be of great value. At the same time, the impact of concepts which are not well anchored in military science/history and untested, like the SOD, could be devastating for militaries.

In this month’s feature article, Amarnath Amarasingam, Marc-André Argentino, and Graham Macklin examine the May 2022 extreme far-right live-streamed terrorist attack at a grocery store in Buffalo, New York, in which 10 Black Americans were murdered “in one of the deadliest racist massacres in recent American history.” Their article examines the perpetrator, his pathway to violence, how he plotted the attack, and his writings. They argue that “the Buffalo massacre was not an isolated phenomenon. Indeed, one can only fully comprehend it when considered within a continuum of self-referential extreme-right terrorism inspired by the March 2019 terrorist attack on two mosques in Christchurch, New Zealand,” that had “a catalytic effect upon extreme-right actors, sparking a chain reaction of mass shootings.” Our interview is with Nitzan Nuriel, the former director of the Counter-Terrorism Bureau in the Prime Minister’s Office of Israel. It is the second in a series of articles and interviews examining the terrorist threat landscape in Israel and the lessons other countries can learn from Israel’s counterterrorism efforts. The series is a joint effort between the Combating Terrorism Center at West Point (CTC) and the International Institute for Counter-Terrorism (ICT) at Reichman University in Israel. Rodger Shanahan “uses data from Australian terrorism trials in the Islamic State era to examine the degree to which mental health issues exist among terrorism offenders and whether there is any causal link.” His findings “support the view that Islamist terrorists’ mental health is largely the same as the general population and finds that there is little evidence to support any causal link between mental health and terrorism.” Matteo Pugliese profiles convicted Islamic State terror planner Muaz al-Fizani, whose jihadi career “spanned two decades and three continents” taking the hardline Tunisian extremist from Italy to Bosnia and Afghanistan and from Tunisia to Libya, from where he helped plan a wave of terror in Tunisia in 2015 that resulted in the deaths of many Western tourists.

Abstract:
In this month’s feature article, Boaz Ganor looks at the lessons that should be learned from the spring 2022 terror wave in Israel. His analysis kicks off the “CTC-ICT Focus on Israel” series, a joint effort between the Combating Terrorism Center at West Point (CTC) and the International Institute for Counter-Terrorism (ICT) at Reichman University in Israel. In the coming months, the series will examine the terrorist threat landscape in Israel and the lessons other countries can learn from Israel’s counterterrorism efforts. The two feature analysis articles focus on the foreign fighter problem set in Ukraine and the evolving linkages to far-right extremism of actors on both sides of the conflict. Kacper Rekawek finds that unlike in 2014, “the 2022 conflict has, for the most part, not energized Western right-wing extremists, nor persuaded them to travel. In what is for Ukrainians a war for national survival and a fight to secure a Western democratic future for the country, the allure of the far-right in Ukraine has dimmed. Ukrainian units with far-right histories are now deeply integrated into Ukraine’s armed forces and eschew foreign recruitment, and one of those units, the Azov Regiment, was decimated during the siege of Mariupol. Very few foreign right-wing extremists have been recruited into Ukraine’s International Legion. In fact, anecdotal evidence suggests most of the foreign fighters who have traveled this year to fight on the Ukrainian side are fighting to safeguard Ukraine’s future as a Western democracy.” Don Rassler examines key concerns and questions about the war in Ukraine that are relevant to counterterrorism practitioners. Continuing this month’s focus on the impact of nefarious Russian actions, Christopher Faulkner examines the activities in Africa of the Wagner Group, a Russian private military company closely tied to the Kremlin. He writes: “Wagner’s role in Africa poses a severe threat to the security and stability of African states as well as the strategic interests of the United States and allied nations.” Finally, Tara Candland, Ryan O’Farrell, Laren Poole, and Caleb Weiss assess the rising threat to Central Africa posed by the 2021 transformation of the Islamic State’s Congolese branch.

Abstract:
With more than a million Americans dead from COVID-19 and the pandemic associated directly or indirectly with around 15 million deaths globally by the end of 2021 according to World Health Organization estimates, it is essential to reassess the global biological threat landscape, including the possibility that bioterrorists or other bad actors might seek to exploit advances in biotechnology to engineer a future pandemic. In a joint effort, the Combating Terrorism Center and the Department of Chemistry and Life Science at West Point have assembled some of the best and brightest thinkers in the counterterrorism, policy, and scientific communities around the world for their perspectives and analysis on the evolution of the biological threat picture. The result is a two-volume set of special issues, with the second volume being published this month. In the feature article, Gary Ackerman, Zachary Kallenborn, and Philipp Bleek present a bioterrorism classification schema to evaluate the pandemic’s impact on bioterrorism. They assess that “when it comes to bioterrorism, the pandemic probably has not moved the needle much. Although COVID-19 might encourage apocalyptic cults, some radical environmentalists, some extreme right-wing groups, and some Islamist extremist groups toward biological weapons, most other terrorist groups are more likely to be discouraged. The pandemic has bolstered some terrorists’ bio-related capabilities but in at most modest ways. At the same time, lessons from the COVID-19 experience may both help reduce the consequences of a future attack and heighten perceptions of bioterrorism risk.” Our interview is with Shmuel Shapira, who served as Director General of the Israel Institute for Biological Research between 2013 and 2021. Audrey Kurth Cronin argues that “the most significant new risks of [biological] attacks come largely from insider threats by knowledgeable scientists with questionable motives, proxy actors backed by adversarial states, or even those experimenting with new biotechnologies irresponsibly.” She writes that “the old threats of bioterrorism remain, but they are joined by new ones that are falling between the seams of biology and other disciplines, especially engineering, data science, and computer science, and especially at the intersection between molecular biology and artificial intelligence.” Jaime Yassif argues it is vital to “take action to safeguard the life sciences to prevent biotechnology catastrophe, in addition to bolstering law enforcement and intelligence capabilities to more effectively anticipate and prevent bioterrorism and other biological threats.” She writes: “In biosecurity, there is no single solution or intervention that can eliminate all risk. That is why a layered defense is needed, in which multiple interventions in aggregate add up to substantial risk reduction.”

This essay considers the place of the Gaza Strip in the broader Palestinian context. Israel’s determination to separate Gaza from the West Bank since the signing of the Oslo Accords and its subsequent withdrawal from the territory in 2005 resulted in a process that culminated in the buildup of a Palestinian military front reminiscent of that established by the Palestine Liberation Organization in south Lebanon in 1975–82. In both instances, the military front appears to serve as a Palestinian counterstrategy to achieve linkage. Palestinians demonstrated their determination to break the isolation of Gaza in the war of May 2021 that was accompanied by mass mobilization across and outside Mandate Palestine. The essay probes the question of whether we are witnessing the consolidation of a Gazan military front and points to the minimal political conditions necessary for such a development to advance the liberation struggle.

Israeli law is an important medium that maintains, perfects, and facilitates the fragmentation of Palestinians. Israeli citizenship figures in this structure of fragmentation as an exceptionalizing legal status that blurs “colonial difference” between Palestinian citizens in Israel and Jewish Israelis. The May 2021 uprising and its aftermath not only highlighted the counter-fragmentary forces present among Palestinians across different legal statuses, it also brought into clearer view a rule of “colonial difference” that crisscrosses the Israeli legal system and pertains to all Palestinians under its control. This essay explores the concept of “colonial difference” as applied to Palestinians through the law, and how this rule has been employed in the context of the May 2021 uprising against Palestinian citizens in particular.

Covid-19 not only posed a threat to the bodies of individuals or their mental health but also disrupted routines that are re-producing certain communities every day. This is particularly the case for communities with already securitized identities such as the ultra-Orthodox (Haredi) society in Israel. Its authentic narrative, routines and practices that had been sustained thanks to their decades-long autonomy within the state, faced a substantial challenge when the state-led pandemic measures arrived in Haredi towns. This article seeks to explain the Haredi non-compliance with certain pandemic instructions like closing religious and educational centers, through the conceptual lens of an ontological security approach. It argues that the ontological security concerns of the Haredi leadership hampered them from fully complying with the state-led pandemic measures, even at the expense of risking the lives of individual Haredim.

Understanding the key determinants of health of Palestinian children in occupied East Jerusalem is enhanced by analyzing Jerusalem as a settler colonial frontier. Structural racism, prolonged occupation, and settler colonialism shape the social and political determinants of health in Jerusalem, generating ill health and insecurity for Palestinian children who are rendered stateless in their own city. They are “unchilded” and, in fact, treated like enemies of the settler state. Colonial violence penetrates their family stability, homes, classrooms, and targets their bodies and health. In providing a thorough analysis of the lived experience of indigenous Palestinian children in Jerusalem, a broadened understanding of the effects of statelessness on their health can begin to take shape.

The signing of the Abraham Accords in September 2020 was a turning point in Israel’s standing in the Middle East. The accords created a positive atmosphere that helped promote regional cooperation in security and the economy. Israelis and Gulf Arabs became closer amid shared fears of an aggressive and powerful administration in Tehran, which boasted of its influence over four Arab capitals (Baghdad, Damascus, Beirut, and Sana’a). With the signing of the Abraham Accords, states on the periphery of the Israeli-Palestinian conflict decided that the benefits of establishing relations with Israel outweighed the risks. In the 85 years since the evocation of the two-state solution (i.e., a Jewish state and a Palestinian Arab state living side by side in peace and security), not a single Palestinian Arab leader has ever evinced any true liking for the idea or acted in a way signifying an unqualified embrace of it. Allowing their anti-Jewish hatred and obsession with violence to get the better of them, Palestinian leaders have repeatedly dragged their hapless constituents into disastrous conflicts that culminated in their collective undoing and continued statelessness. So long as Palestinian society does not undergo a comprehensive transformation that will sweep the corrupt and oppressive PLO and Hamas regimes from power, eliminate endemic violence from political and social life, and teach the virtues of coexistence with Israel, the two-state solution will remain a pipe dream.

In 2020 several Arab states announced U.S.-brokered full normalization agreements with Israel, absent any explicit compromises on Israel’s side vis-à-vis the Palestinians, a significant shift from traditionally held positions. While several of these states already had informal security, intelligence, and trade relations with Israel and, except for Sudan, were never at war with Israel, these agreements represented a significant shift in historical Arab-Israeli relations and thus required discursive justification to a range of audiences, including the Arab and Israeli publics. This article looks specifically at how the Abraham Accords were framed in the Israeli press and takes an initial look at the extent to which the Accords have impacted Israel’s economic and security situation.

The recent ruling of the International Criminal Court (ICC) affirming territorial jurisdiction over the West Bank, including East Jerusalem, and the Gaza Strip may at first appear to be a mere procedural decision outlining the court’s authority to investigate Israeli criminality. Upon closer scrutiny, however, it is clearly much more: an indirect, yet far-reaching vindication of Palestinian resistance and struggle in the ongoing “legitimacy war” with Israel. These legal proceedings have momentous potential implications for broader accountability efforts, which could be significant over time, even if attempts to prosecute Israeli perpetrators are ultimately frustrated. This legal event already sheds light on both the limitations of the court and the legal and geopolitical challenges it faces in cases where suspected perpetrators wield significant influence in international political arenas. As of now, the ICC has gained credibility precisely because it has the institutional courage to take on the architects of Israeli criminality.

After almost 75 years of existence of the State of Israel, its foreign policy has maintained a certain continuity. Some prime ministers such as David Ben Gurion, Menahem Begin, Isaac Rabin have taken some turns in foreign policy that in the long term will condition Israel's future. Last summer Benjamin Netanyahu left the government after more than twelve years in office, becoming the longest-serving Israeli leader. Throughout these years, Benjamin Netanyahu has introduced important structural reforms in the country. One of these fields has been foreign policy, where he has implemented his own doctrine, the Netanyahu Doctrine. This article will try to present the fundamental points that make up this foreign policy doctrine. An interpretative approach will be adopted using the most important speeches of Benjamin Netanyahu. / En los casi 75 años de existencia del Estado de Israel, su política exterior ha mantenido una cierta continuidad. Algunos primeros ministros como David Ben-Gurión, Menahem Begin, Issac Rabín han dado giros a la política exterior que, a largo plazo, han condicionado el futuro de Israel. El pasado verano Benjamín Netanyahu salió del gobierno después de más de doce años en el cargo convirtiéndose en el mandatario israelí que más tiempo ha permanecido en el cargo. A lo largo de estos años, Benjamín Netanyahu ha introducido importantes reformas estructurales en país. Uno de estos campos ha sido la política exterior donde se puede considerar que se ha instalado una doctrina propia, la Doctrina Netanyahu. Este artículo tratará de construir los puntos fundamentales que componen esta doctrina de política exterior. The political-religious foundation of the Kingdom of Saudi Arabia is Wahhabism that marks its identity, society and politics. The Al Saud dynasty defends and expands Sunni Islam in the region and beyond its borders. In order to understand the interests and objectives of Saudi foreign policy, this article analyzes the main geopolitical elements at the service of the stability and hegemony of the Al Saud house in the most turbulent region of the Middle East. The Saudi government is developing a foreign policy, unsuspected in the past, to maintain its historic alliance with Washington, despite the ups and downs, and to transform the old rivalries between Riyadh and Tehran into new opportunities, including with Israel. This change in Saudi foreign policy is due to the controversial Crown Prince Mohamed bin Salman who knows how to take advantage of the changing regional geopolitics and Saudi financial instruments, but also the military and technological in favor of a more proactive and modern Saudi Arabia, despite his weaknesses./El fundamento político-religioso del Reino de Arabia Saudí es el wahabismo que marca su identidad, su sociedad y su política. La dinastía Al Saud defiende y expande el islam sunní en la región y fuera de sus fronteras. Para poder entender los intereses y objetivos de la política exterior saudí, este artículo analiza los principales elementos geopolíticos al servicio de la estabilidad y hegemonía de la casa Al Saud en la región más convulsa de Oriente Medio. El Gobierno saudí está desarrollando una política exterior, insospechada en el pasado para mantener su histórica alianza con Washington, a pesar de los altibajos, y transformar las viejas rivalidades entre Riad y Teherán en nuevas oportunidades, incluso con Israel. The Middle East has recently seen a few bright spots in Arab Israeli relations, as evidenced by the wellknown Abraham Accords, led by former President Donald Trump and former Israeli Prime Minister Benjamin Netanyahu. There remain, however, two major unresolved issues: one is that of Iran and the armed groups massively supported by Tehran, such as Hamas, Hezbollah and others that are beginning to have a certain relevance in both Iraq and Syria, as highlighted by international news; and the other, which is more defined, concerns the issue of Iran’s nuclear programme, an aspect that is currently being addressed in the Vienna nuclear negotiations, following the Donald Trump withdrawal from the July 2015 nuclear deal. This highlights the fact that Iran has become one of the most important players in the region and Israel continues to keep a close eye on its activities, not only nuclear, but also those of the various armed groups under its economic, military and political patronage./La zona del Medio Oriente ha encontrado en los últimos tiempos unos vigorosos rayos de luz en las relaciones árabes-israelíes, como lo demuestran los ya conocidos Acuerdos de Abraham, liderados por el ya ex-presidente Donald Trump y por el también ya ex-primer ministro israelí Benjamin Netanyahu. Quedan, sin embargo, dos grandes temas muy importantes sin resolver: uno de ellos es el de Irán y los grupos armados apoyados masivamente por Teherán, como Hamás, Hezbolláh y otros que empiezan a tener una cierta relevancia tanto en Irak como en Siria, como lo pone de relieve la actualidad internacional; y el otro, que es más preciso, atañe a la cuestión del programa nuclear iraní, aspecto que se está tratando actualmente en las negociaciones nucleares de Viena, tras la retirada de los Estados Unidos del acuerdo nuclear de julio de 2015 por parte de Donald Trump. Earlier this year, President Donald Trump presented his Peace Plan for Israel and the Palestinians. The plan also dealt with the future boundaries of Jerusalem. Jerusalem is the only city ruled by a sovereign regime, the State of Israel, which declared Jerusalem as its Capital city and draw its boundary lines. Except for the US, the status and boundaries of Jerusalem are not accepted by any other international or national entity. Only the United States, which accepts Jerusalem as the capital city of Israel, agreed to accept its Israeli declared boundaries. Jerusalem’s status and boundaries stand at the core of the dispute between Israel and the Palestinian Authority, which wishes to restore the pre-1967 line. The city of Jerusalem was divided during the years 1948-1967 between Israel and Jordan. The Palestinian Authority thus calls for a separation of Jerusalem between two independent states. Today, Jerusalem has an urban boundary that serves partly as a separating line between Israel and the Palestinian Autonomy, but most countries do not accept the present boundaries, and its future permanent line and status are far from establishing. Jerusalem is a unique city. This article presents a brief history that should help understanding its uniqueness.

The Middle East saw its share of globe-altering events in the last year. While JMEPP seeks to offer original analysis beyond the headlines, almost all major contemporary regional developments have been addressed in the present edition. The list, of course, is not exhaustive, but includes the Abraham Accords and increasing international marginalization of Palestinians, the renewed fighting over Nagorno-Karabakh between Armenia and Azerbaijan, continued protests amidst crises and weakening state institutions in Lebanon, and the rise of Turkey’s aggressive imperial foreign policy, to name a few. While there are major global transitions afoot as relates to the region, there is also a lack of transition— sadly, the 10-year anniversary of the Syrian revolution marks little change for those living under the dictatorship of Bashar al-Assad. Likewise, the humanitarian crisis in Yemen persists. The edition discusses what may become of newly inaugurated President Biden’s policies toward the region, including the challenge of renegotiating the Joint Comprehensive Plan of Action (JCPOA) with Iran. In January 2021, Prime Minister Benjamin Netanyahu paid a visit to Umm al-Fahm, an Arab city in the north of Israel. The visit, officially celebrating the country’s millionth COVID-19 vaccine recipient, also had a political purpose: winning the forthcoming elections in March 2021. For the first time, Netanyahu and the Likud party hoped to gain support from Israel’s Arab citizens. He pledged “a comprehensive plan” with the primary goal of constructing more police stations “because a dense network of police stations creates more security.” Going further, he added that he “also want[ed] more intelligence, more officers, and more means [of enforcement].” Netanyahu declared himself “first and foremost committed to the rule of law and safety for citizens.”1

Abstract:
The digital age has greatly expanded the terrain and opportunities for a range of foreign influence efforts. A growing number of countries have invested significantly in their capabilities to disseminate online propaganda and disinformation worldwide, while simultaneously establishing information dominance at home. Each of the contributions to this issue addresses the central theme of influencing perceptions and behavior. First, Daniel de Wit draws lessons from a historical analysis of the Office of Strategic Services (OSS), America’s intelligence and special operations organization in World War II. In addition to its efforts to collect intelligence on the Axis powers and to arm and train resistance groups behind enemy lines, the OSS also served as America’s primary psychological warfare agency, using a variety of “black propaganda” methods to sow dissension and confusion in enemy ranks.82 As noted earlier, psychological warfare plays a significant role in the conduct of today’s military operations, so de Wit’s research offers important historical lessons for contemporary campaign planners. Next, Kyleanne Hunter and Emma Jouenne examine the uniquely troubling effects of spreading misogynistic views online. Their analysis of three diverse case studies—the U.S. military, the incel movement, and ISIS— reveals how unchecked online misogyny can result in physical behavior that can threaten human and national security. Glen Segell then explores how perceptions about cybersecurity operations can have positive or negative impacts on civil-military relations, drawing on a case study of the Israeli experience. Lev Topor and Alexander Tabachnik follow with a study of how Russia uses the strategies and tactics of digital influence warfare against other countries, while continually seeking to strengthen its information dominance over Russian citizens. And Donald M. Bishop reveals how other countries do this as well, including China, North Korea, Iran, Cuba, and Venezuela. Each is engaged in these same kinds of efforts to control the information that circulates within their respective societies, while using various forms of propaganda against other countries to strengthen their influence and national power. Phil Zeman’s contribution to this issue looks at how China and Russia are trying to fracture American and Western societies through information, disinformation, economic coercion, and the creation of economic dependencies— in many cases capitalizing on specific attributes and vulnerabilities of a target nation to achieve their strategic objectives. Through these efforts, he concludes, China and Russia hope to prevent the will or ability of American or Western states to respond to an aggressive act. Next, Michael Cserkits explains how a society’s perceptions about armed forces can be influenced by cinematic productions and anime, drawing on a case study comparison of Japan and the United States. And finally, Anthony Patrick examines how social media penetration and internet connectivity could impact the likelihood that parties within a conventional intrastate conflict will enter negotiations. As a collection, these articles make a significant contribution to the scholarly research literature on political warfare and propaganda. The authors shed light on the need for research-based strategies and policies that can improve our ability to identify, defend against, and mitigate the consequences of influence efforts. However, when reflecting on the compound security threats described at the beginning of this introduction—involving both cyberattacks and influence attacks—a startling contrast is revealed: we have committed serious resources toward cybersecurity but not toward addressing the influence issues examined in this issue. We routinely install firewalls and other security measures around our computer network systems, track potential intrusion attempts, test and report network vulnerabilities, hold training seminars for new employees, and take many other measures to try and mitigate cybersecurity threats. In contrast, there are no firewalls or intrusion detection efforts defending us against digital influence attacks of either foreign or domestic origin. Government sanctions and social media deplatforming efforts respond to influence attackers once they have been identified as such, but these efforts take place after attacks have already occurred, sometimes over the course of several years. The articles of this issue reflect an array of efforts to influence the perceptions, emotions, and behavior of human beings at both individual and societal levels. In the absence of comprehensive strategies to more effectively defend against these efforts, the United States risks losing much more than military advantage; we are placing at risk the perceived legitimacy of our systems and institutions of governance, as well as our economic security, our ability to resolve social disagreements peacefully, and much more.83 Further, many other nations are also facing the challenges of defending against foreign influence efforts. As such, the transnational nature of influence opportunities and capabilities in the digital age may require a multinational, coordinated response. In the years ahead, further research will be needed to uncover strategies for responding to the threat of digital influence warfare with greater sophistication and success.

Abstract:
For the last decade of his life, the Palestinian intellectual, author, and editor Ghassan Kanafani (d. 1972) was deeply immersed in theorizing, lecturing, and publishing on Palestinian resistance literature from Beirut. A refugee of the 1948 war, Kanafani presented his theory of resistance literature and the notion of “cultural siege” at the March 1967 Beirut conference of the Soviet-funded Afro-Asian Writers Association (AAWA). Articulated in resistance to Zionist propaganda literature and in solidarity with Marxist- Leninist revolutionary struggles in the Third World, Kanafani was inspired by Maxim Gorky, William Faulkner, and Mao Zedong alike. In books, essays, and lectures, Kanafani argued that Zionist propaganda literature served as a “weapon” in the war against Palestine, returning repeatedly to Arthur Koestler’s 1946 Thieves in the Night. Better known for his critique of Stalinism in Darkness at Noon (1940), Koestler was also actively involved in waging cultural Cold War, writing the United States Central Intelligence Agency’s (CIA) Congress for Cultural Freedom 1950 manifesto and helping the organization infiltrate Afro-Asian writing in the wake of Bandung. Kanafani’s 1960s theory of resistance literature thus responded at once to the psychological dislocation of Zionist propaganda fiction and the cultural infiltration of Arabic literature in the Cold War.

Abstract:
In contemporary conversations around Israel/Palestine, the Gaza Strip is construed as a state of exception, rendering the territory either hypervisible or entirely invisible. Through the prism of the Covid-19 pandemic and Israel’s possible de jure annexation of portions of the West Bank, this piece argues that rather than being exceptional, the Gaza Strip represents the very embodiment of Israeli settler colonialism in Palestine. Its isolation and de-development constitute the endpoint of Israel’s policies of land theft and Palestinian dispossession. This endpoint, referred to as Gazafication, entails the confinement of Palestinians to urban enclaves entirely surrounded by Israel or Israeli-controlled territory. The Trump plan, otherwise known as the “deal of the century,” along with the Covid- 19 crisis, have inadvertently exposed the reality of Gaza as an enclave of the one-state paradigm.

Abstract:
Available on publicly accessible websites, interactive documentaries are typically free to use, allowing audiences to navigate through amounts of information too large for standard film or television documentaries. Media literacy, however, is needed to understand the ways that interactive documentaries reveal or conceal their power to narrate. Examining ARTE France’s Gaza Sderot (2008–9), Zochrot’s iNakba (2014), and Dorit Naaman’s Jerusalem, We Are Here (2016), this article discusses documentaries that prompt audiences to reflect upon asymmetries in the power to forget history and the responsibility to remember it by mapping Palestinian geographies that have been rendered invisible. Since media ecologies are increasingly militarized, particularly in Palestine/Israel, interactive documentaries like iNakba and Jerusalem, We Are Here can disrupt Israeli state branding as technologically innovative while minimizing risk of surveillance by avoiding the use of location-aware technologies that transform interaction into tracking.

In the early 1960s, Israeli diplomats based in Paris noted that student life there had become political in new ways that threatened to undermine Israel’s image and standing in the public mind. In an effort to understand the growing international student body and its nine thousand wellintegrated Arab students, the embassy asked Israeli students to spy on their colleagues and submit detailed reports about their political associations, thoughts, opinions, connections, whereabouts, and much else. Using the reports and other auxiliary material that the Israeli diplomats collected, this article examines the formation process of a unique, student-led intellectual and political ecosystem. Specifically, it shows how, in tandem with the rise of the New Arab Left and other transnational student collaborations, the Palestinian question grew from a marginal and marginalized issue to a major cause that was deeply entwined with other contemporaneous causes of universal resonance, such as those of South Africa, Rhodesia, and Algeria.

Abstract:
Despite its military, diplomatic, and economic power, Israel’s regime of military occupation, settler colonialism, and apartheid still views the nonviolent, Palestinian-led global Boycott, Divestment, Sanctions (BDS) movement as a “strategic threat” to its system of injustice, waging a protracted war against the movement accordingly. This essay aims to contextualize Israel’s war on BDS by examining the movement’s origins, principles, impact, and theory of change. It analyzes the most critical challenges BDS is facing and its most promising strengths, especially its balancing of ethical principles with strategic effectiveness and its intersectional approach to the struggle for Palestinian freedom, justice, and equality.

Abstract:
This article explores the resurgence of Indigenous/Palestine solidarity during the Wet’suwet’en land sovereignty struggle in Canada that took place around the same time Donald Trump’s Middle East “peace plan” was released in early 2020. Historicizing this resurgence within a longer period of anti-colonial resistance, the article attends to the distinct historical, political- economic, and juridical formations that undergird settler colonialism in Canada and Israel/Palestine. It contends with the theoretical limits of the settler-colonial framework, pushing back against narratives of settler success, and shows how anti-colonial resistance accelerated economic crises that led both settler states to enter into “negotiations” with the colonized (reconciliation in one case, and peace talks in the other) as a strategy to maintain capitalist settler control over stolen lands. The analysis also sheds light on a praxis of solidarity that has implications for movement building and joint struggle.
