  • Abstract: THE BRITISH GOVERNMENT PUBLISHED A DOSSIER on 24 September 2002 setting out its claims regarding Iraqi Weapons of Mass Destruction (WMD). Parliament was recalled for an emergency session on the same day to hear Prime Minister Tony Blair's presentation of it. The dossier stated that Iraq had WMD and was producing more. After the invasion in March 2003, no WMD were found. Ever since, there has been controversy as to whether the dossier reported accurately intelligence which turned out to be wrong, as Blair has claimed consistently, or whether the dossier deliberately deceived by intentionally giving the impression of greater Iraqi WMD capability and threat than the intelligence suggested.

  • Abstract: This analysis offers an evaluation of the last three elections of the Kurdistan Regional Government (KRG) in Iraq. These three elections included the regional parliamentary elections in September 2013, and the local and federal elections held simultaneously in April 2014. The KRG, as a federal region, exists in the north of Iraq where Kurds have managed their own affairs through a regional government since 1992. The KRG elections have very little in common with elections in the rest of Iraq. Compared to the rest of Iraq, the “region” has experienced a very different trajectory during the last two decades. As a postwar region, the KRG strives to solidify a stable democracy in a landlocked region, which suffers from minimal economic capital and weak democratic culture.

  • Abstract: At first glance, perhaps the most notable feature of Plan Colombia has been its longevity. Given the current divisiveness in Washington, the bipartisan support it has received across three administrations now seems remarkable. After 12 years, the plan is gradually winding down, but the U.S. allocated more than $300 million under the program in 2012 alone. Although the Plan has evolved considerably since it was approved by the U.S. Congress in July 2000, it has become shorthand for wide-ranging U.S. cooperation with Colombia to assist that country in combating drugs, guerrilla violence, and related institutional and social problems. All told, the U.S. has spent nearly $8 billion on the initiative—more than anywhere outside of the Middle East, and Iraq and Afghanistan since the end of the Cold War. Although the effort gave priority to counter-narcotics operations—and specifically the eradication of coca in southern Colombia—from the outset it also encompassed assistance for the judiciary and economic development.

  • Abstract: It is a commonly expressed idea that a key goal of intervention in and assistance to foreign nations is to establish (or re-establish) legitimate political authority. Historically, even so great a skeptic as John Stuart Mill allowed that intervention could be justified if it were "for the good of the people themselves" as measured by their willingness to support and defend the results. In recent times, President George W. Bush justified his post-war emphasis on democracybuilding in Iraq, Afghanistan, and elsewhere in the Middle East with the logic that "nations in the region will have greater stability because governments will have greater legitimacy." President Obama applauded French intervention in Mali for its ability "to reaffirm democracy and legitimacy and an effective government" in the country

  • Abstract: From 2004-2012, the Special Inspector General for Iraq Reconstruction (SIGIR) conducted 387 inspections and audits of U.S.-funded projects and programs that supported stabilization and reconstruction operations in Iraq. Most of SIGIR's reviews focused on large-scale projects or programs. In a recent special report, SIGIR accomplished a novel study examining a particular part of the rebuilding effort. That report reviewed the remarkably diverse spectrum of programs and projects executed in a crucial geographic area in Iraq, the Rusafa Political district, delving into who built what and at what cost. The nature of this new report opens the door to deeper perspectives on what was actually achieved – and how it was achieved–by various U.S. government agencies operating during operation Iraqi Freedom (oIF). SIGIR elicited seven lessons-learned from the study, which conclude this article.

  • Abstract: What lessons have you personally drawn from the decade of war in Iraq and Afghanistan? Blair: The decade of war is really two decades of war–from the time the Cold War ended in about 1989 through the disappearance of the Soviet threat and the involvement of the United States in a series of individual military actions. What I've learned is that we need to do a better job thinking these conflicts all the way through before we engage in them. Because it turns out that we are relearning an old lesson, which is the use of military force is only a part of improving a situation and protecting American interests in a particular country or region. Too often, we think that a military victory itself will cause the desired result. In fact many other factors come in to play; economic development, social development, government improvement. These are not accomplished by the U.S. alone, and certainly not by American military force alone, but often with allies and other partners, and with other civilian capabilities. I think we have not thought them through carefully as to the end state that we are trying to achieve. Next we need to be realistic about the resources that are required; military, civil, and other. I'm afraid these are old lessons that need to be relearned, not new lessons, but they certainly have been borne out as some of the shortcomings of the interventions we have made in recent years. I would add, by the way, that I am not one who says our military interventions since 1989 have all been disasters. I think on the whole they have made the world a better place; bad people who were around then aren't around now, from Manuel Noriega to Saddam Hussein through Slobodan Milosevic and others; so it is not that our military interventions have been wasted. On the contrary–but we need to make sure that we get the maximum possible benefit from them and intervene in a smart way.

  • Abstract: Fred Kaplan's The Insurgents is a highly successful and compelling intermingling of three stories: the rise and eventual fall of General David Petraeus; the intellectual history of counterinsurgency; and the broadening of the learning culture within the United States Military during the Iraq war. Indeed, the heroes of the book are the “insurgents” within the U.S. Army who all but overthrew the dominant paradigm of kinetic warfare in favor of ideas derived from England and France during the end of the colonial era.1 Kaplan's book picks up on the story told by Tom Ricks in The Gamble2 about how this intellectual insurgency transformed the way the U.S. fought the war in Iraq, preferring the counterinsurgency (COIN) approach to protecting civilians from insurgents and lowering their casualty rate, and building alliances in order to reduce the number of insurgents. For Kaplan this is nothing short of a profound alteration of the American way of war, one that caused enormous consternation amongst certain sectors of the military who were wedded to a more conventional approach to war.

  • Abstract: Nine years after U.S. troops toppled Saddam Hussein and just a few months after the last U.S. soldier left Iraq, the country has become something close to a failed state. Prime Minister Nouri al-Maliki presides over a system rife with corruption and brutality, in which political leaders use security forces and militias to repress enemies and intimidate the general population. The law exists as a weapon to be wielded against rivals and to hide the misdeeds of allies. The dream of an Iraq governed by elected leaders answerable to the people is rapidly fading away.

  • Abstract: In "Time to Attack Iran" (January/February 2012), Matthew Kroenig takes a page out of the decade-old playbook used by advocates of the Iraq war. He portrays the threat of a nuclear-armed Iran as both grave and imminent, arguing that the United States has little choice but to attack Iran now before it is too late. Then, after offering the caveat that "attacking Iran is hardly an attractive prospect," he goes on to portray military action as preferable to other available alternatives and concludes that the United States can manage all the associated risks. Preventive war, according to Kroenig, is "the least bad option."

  • Abstract: Following the US invasion of Iraq in 2003, Kurdish politicians were involved in Baghdad governments, and the Kurdistan Regional Government (KRG) became a federal unit with increased autonomy. Nevertheless, the KRG's quest for keeping its autonomy was challenged after the withdrawal of US forces at the end of 2011. When US forces left Iraq, the Baghdad government, headed by Prime Minister Nouri Al-Maliki, the leader of the Shiite State of Law Coalition, tried to centralize power. Unsurprisingly, Maliki's centralization efforts have generated criticism and secessionist repercussions among Kurdish political circles. Furthermore, the Maliki government has violated the basic principles of power sharing, which is sine qua non to strengthen the confidence building processes in divided societies. Increasingly, the Kurds' willingness to remain as part of Iraq considerably decreases as the Baghdad government consolidates its power and excludes the ethnic and religious groups from the political system.

  • Abstract: Turkish foreign policy toward the Middle East has confronted with more and novel security challenges in 2012. The problematic issues related to Arab revolutions of 2011 have already had negative repercussions for Ankara. As a result of diverging policy choices toward the Arab revolutions, these conflicting issues caused more strained relations between Turkey and its neighbors in the region. Regional actors divided over how to respond to political deadlocks in the Middle East. While Turkey, Egypt and Saudi Arabia have sided together, Iran, Syria and the central government of Iraq have made their policies jointly. This very division between the regional actors has increased the security risks within the Middle East. These two camps have particularly conflicting policy agendas and as a result, they have become part of a “proxy war” in Syria which constitutes the biggest security threat to the whole region. Despite the deteriorating situation in Syria and its own tense political environment domestically, Turkey, has continued to strengthen its economic relations with the Middle Eastern capitals except Damascus. It was partly a result of this policy that Turkey's export toward the Middle East increased significantly.

  • Abstract: Termination of the US military presence in Iraq at the end of 2011, bring some problems for Iraq on military, domestic politics and economic area. Just a few months later US military withdrawal, escalating political tension began to delimitate coalition government built on a fragile structure and at the same time has led to emergence of some struggles with in the country. Discourses or expectations of many Iraqi leaders that Iraq will be saved from the problems which he faced and even new independent era will start with the year of 2012 have been turned upside down because of violence and political instability occurring at the beginning of this new independent era. Bombings, political and military strife between ethnic groups, struggle between national government and the Iraqi Kurdish Regional Government (KRG) and particularly worsening of Iraq-Turkey relations forced Baghdad government to waste large part of its energy on these issues. In addition to this, natural resources having strategic importance for economic developments and Iraq's future stand out as a shaping factor of Iraq's foreign and domestic politics.

  • Abstract: The historical trajectory of the Iraqi nation-state has been profoundly marked by its role as a political-institutional laboratory of grand imperial projects. Its first master, United Kingdom, first forged Iraq from the three former Mesopotamian provinces of the Ottoman Empire (1918) and then experimented different forms of governance, from direct rule (1918-1920 and 1941-1945) to indirect rule as a Mandate power alongside of the Hashemite monarchy (1921-1932) to informal influence on an independent state (1932-1941 and 1945-1958). Its second master, the United States, treaded down the same path from direct rule through the CPA of Paul Bremer (2003-2004) to indirect rule alongside democratically elected governments (2004-2010) to Obama's envisioned informal rule after the alleged departure of all combat troops (from 2010). The commonality between the two cases cannot be limited to the attempt to exert a political/economic control over the Iraqi territory; in both cases the foreign powers endeavoured to create a self-sustainable nation-state which could serve as a model to all other countries in the region and in the global South: autonomous, yet pro-Western and liberal-democratic.

  • Abstract: Until the Japanese government's decision to participate in the so-called war on terror by first sending maritime self-defense force (SDF) ships to refueling missions in the Indian Ocean in 2001, and then by dispatching ground self-defense force troops to Southern Iraq, the overall view of Japanese security policy had been that it was constrained by article 9 as well as strong public support for perhaps pacifist attitudes. However, these developments and, so it seemed, fundamental changes in Japanese security posture after 9/11 have been taken as evidence that either antimilitarism was vanning, or that the Japanese government, particularly under Prime Minister Koizumi, had been successful in convincing the Japanese public that it was the time for a fundamental shift in Japan's security policy (Green, 2001; Hughes, 2009; Samuels, 2007). This book challenges this assumption and tries to prove that public opinion is not only stable, but also rational, and that it does continue to constrain Japanese government security policy decisions.

  • Abstract: If the terrorist attacks of 9/11 on New York City and Washington D.C. were a rude wake-up call for potential security threats to continental North America, the reaction on part of Canada has been measured and typically cautious. The acts were of course immediately condemned and temporary refuge given to thousands of travellers stranded by closure of airspace over the United States until declared safe. The federal government and most Canadians extended sympathy and offers of assistance to their closest neighbour and main trading partner. Close cultural and economic ties between the two countries ensured as much. Unease, however, set in about the tough talk and next progression characterized by President George Bush's now famous “You're either with us or against us” speech. Canada's then Liberal prime minister decided not to send the Canadian military wholeheartedly into the invasion of Iraq, though deployment of Canadian troops in Afghanistan duly became a major commitment. Reassuring the United States of Canada's reliability and loyalty as a partner was imperative. To this end, the federal government tightened up financial restrictions on potential fund-raising by identified terrorist groups, introduced new legislation and bureaucratic structures focused on security issues, and better coordinated intelligence gathering and information sharing activities across government agencies and with principal allies. Canadians convinced themselves that any possibility of a 9/11 scale terrorist attack on Canada was unlikely, and even if one was planned or happened, the effect would be minimized by the pro-active measures of authorities. Selected use of security certificates and arrest of home grown Islamic terrorists, the so-called Toronto 18, apparently showed that the police and intelligence agents were up to the task. The threat of terrorism, if not eliminated, could at least be managed and thwarted when required to provide a reasonable level of safety to the Canadian state and society. Ten years on, the course of events has shown the chosen policy decisions to have been mostly sound. Though the highest leadership of Al Qaeda remain at large and defiant as ever in their stated resolve to attack the West, Canada has not yet experienced a major terrorist incident since 9/11.

  • Abstract: Summary: No state with serious oil wealth has ever transformed into a democracy. Oil lets dictators buy off citizens, keep their finances secret, and spend wildly on arms. To prevent the “resource curse” from dashing the hopes of the Arab Spring, Washington should push for more transparent oil markets -- and curb its own oil addiction. MICHAEL L. ROSS is Professor of Political Science at the University of California, Los Angeles, and the author of the forthcoming book The Oil Curse: How Petroleum Wealth Shapes the Development of Nations. Even before this year's Arab uprisings, the Middle East was not an undifferentiated block of authoritarianism. The citizens of countries with little or no oil, such as Egypt, Jordan, Lebanon, Morocco, and Tunisia, generally had more freedom than those of countries with lots of it, such as Bahrain, Iraq, Kuwait, Libya, and Saudi Arabia. And once the tumult started, the oil-rich regimes were more effective at fending off attempts to unseat them. Indeed, the Arab Spring has seriously threatened just one oil-funded ruler -- Libya's Muammar al-Qaddafi -- and only because NATO's intervention prevented the rebels' certain defeat. Worldwide, democracy has made impressive strides over the last three decades: just 30 percent of the world's governments were democratic in 1980; about 60 percent are today. Yet almost all the democratic governments that emerged during that period were in countries with little or no oil; in fact, countries that produced less than $100 per capita of oil per year (about what Ukraine and Vietnam produce) were three times as likely to democratize as countries that produced more than that. No country with more than a fraction of the per capita oil wealth of Bahrain, Iraq, or Libya has ever successfully gone from dictatorship to democracy. Scholars have called this the oil curse, arguing that oil wealth leads to authoritarianism, economic instability, corruption, and violent conflict. Skeptics claim that the correlation between oil and repression is a coincidence. As Dick Cheney, then the CEO of Haliburton, remarked at a 1996 energy conference, "The problem is that the good Lord didn't see fit to put oil and gas reserves where there are democratic governments." But divine intervention did not cause repression in the Middle East: hydrocarbons did. There is no getting around the fact that countries in the region are less free because they produce and sell oil.

  • Abstract: Since the early 2000s, Turkish foreign policy has experienced a fundamental transformation. Turkey's regional and global position, its relations with the countries in surrounding regions, and its long-lasting disputes with its neighbors were reshaped through the adoption of the "zero-problem with-neighbors" policy. In line with this policy, Turkey has taken a pro-active stance and followed a multi-dimensional foreign policy approach to establish itself, first, as a conciliatory partner for peace with its neighbors, and second, as an agent of mediation between its clashing neighboring countries. 2009 was a year of foreign policy initiatives towards Syria, Armenia, and Iraq, including the Kurdish Regional Government. And it marked the beginning of more positive and constructive relations between Turkey and the United States. Turkey gained substantial ground in becoming a regional hub for energy by undersigning two critical energy deals. Yet, two major issues remain as challenges for Turkish foreign policy: a) the EU accession process, and b) the Cyprus dispute.

  • Abstract: After the invasion of Iraq in March 2003, the United States encountered a series of strategic surprises, including the hostility to the occupation, the fragility of Iraq's infrastructure, and the fractious nature of Iraqi politics. One of the least spectacular but most significant of these surprises was the rise of organized crime and its emergence as a postconflict spoiler. This development was simply not anticipated. Organized crime in Iraq in the months and years after March 2003 emerged as a major destabilizing influence, increasing the sense of lawlessness and public insecurity, undermining the efforts to regenerate the economy, and financing the violent opposition to the occupation forces. In 2003, the theft of copper from downed electric pylons made the restoration of power to the national grid much more difficult. In 2008, the capacity to generate funds through criminal activities enabled al Qaeda in Iraq (AQI) to continue resisting both the U.S. military and the Iraqi government. Moreover, with the planned U.S. withdrawal from Iraq, organized crime in the country will continue to flourish by maintaining well established crime-corruption networks. It might also expand by exploiting the continued weakness of the Iraqi state.

  • Abstract: The Kurdish question in Turkey has a long history which was viewed within the framework of nation building, integration and underdevelopment until it was perceived as a security issue with the emergence of the PKK in the 1980s. During the 1990s, dominated by the security perspective, the scope of the question was reduced to terrorist acts alone under a state of emergency rule. A number of changes transformed the nature of question, such as the Kurdish political movement since the 1990s, forced migration, the capture of PKK leader Abdullah Ocalan in 1999 and the emergence of autonomous Kurdish government in northern Iraq. A permanent settlement of the Kurdish question must be based on developing new and alternative strategies vis-a-vis existing policies. In this context, a comprehensive package of measures should include not only security measures, but more importantly democratic reforms and economic investments.

  • Abstract: After the American invasion of Iraq in 2003, it became evident that Iraq's Shia majority would dominate the future government if a free election was going to be held. In 2004, Jordan's King Abdullah, anxiously warned of the prospect of a “Shia crescent” spanning Iran, Iraq, Syria, and Lebanon. This idea was then picked up by others in the Arab world, especially Egypt's President Mubarak and some elements within the Saudi government, to reaffirm the Iranian ambitions and portray its threats with regard to the Middle East. This article seeks to unearth the main causes of promoting the idea of a revived Shiism by some Arab countries, and argue that it was basically proposed out of the fear that what the American occupation of Iraq unleashed in the region would drastically change the old Arab order in which Sunni governments were dominant. While Iran downplayed the idea and perceived it as a new American conspiracy, it was grabbed by the Bush administration to intensify its pressures on Iran. It also sought to rally support in the Arab world for US Middle East policy in general, and its failed policy toward Iraq in particular. Thus, to answer the above mentioned question, a close attention would be paid to both the Arab and Iranian agenda in the Middle East after the overthrow of Saddam Hussein in order to establish which entities benefit most from the perception of a Shia crescent.

  • Abstract: Throughout history, shifts in governing coalitions have critically affected war termination. For example, the execution of the Athenian democratic ruler Cleophon and the ascendancy of the pro-Spartan oligarchs in B.C. 404 led to Athens' surrender to Sparta and ended the twenty-seven-year Second Peloponnesian War. Similarly, the death of Russian Empress Elizabeth in January 1762 led her Prussophile successor, Peter III, to immediately recall Russian armies that were occupying Berlin and conclude the Treaty of Saint Petersburg by May—ending the fighting between Russia and Prussia in the Seven Years' War. During World War I, riots in Germany ushered in a new government that then negotiated the final war armistice, as Kaiser Wilhelm II fied to Holland. Likewise, during World War II, France and Italy surrendered shortly after changes in their governing coalitions, in 1940 and 1943, respectively. Most recently, on his first full day in office, U.S. President Barack Obama summoned senior officials to the White House to begin fulfilling his campaign promise to pull combat forces out of the war in Iraq.

  • Abstract: This article considers the prominence that threats of force have had in international political life since the end of the Cold War, and how we tend to overlook these threats in favour of the actual uses of force. Security Council Resolution 678 of November 1990 is one such example. Emblematic of the rule of law and its New World Order, it is often invoked for the 'authorisation' it gave to Member States of the United Nations 'co-operating with the Government of Kuwait ... to use all necessary means to uphold and implement resolution 660 (1990) and all subsequent resolutions and to restore international peace and security in the area' - but this provision was made contingent upon whether 'Iraq on or before 15 January 1991 fully implements [previous] resolutions'. We examine the range of circumstances in which threats of force have arisen and find that these go beyond the archetypal 'close encounter' between states - such as the Cuban Missile Crisis of 1962 and the 'threats of force' directed against Iraq prior to Operation Desert Fox (1998) and Operation Iraqi Freedom (2003). Making use of the jurisprudence of the International Court of Justice from its Nuclear Weapons advisory opinion (1996), we advance the idea of a prohibition of the application of force, and consider the logistics of its operation in state practice; first, in the recent relations between the United States and Iran and, then, through a modern reprise of the facts of the Corfu Channel Case of April 1949. We allude to the importance of the legislative background and purpose behind this prohibition, constantly reflecting upon the intricacies of state relations in which this provision of the United Nations Charter seeks to make its mark.

But we will not be energy independent for the next thirty to forty years, even with a strong push to increase energy efficiency and spur the development of petroleum alternatives. During this time, America will remain dependent on oil derived from authoritarian regimes, weak states and nations in the midst of civil war.

  • Abstract: IN LIGHT of the costly tragedy in Iraq, some have commented that inspections would have been an alternative to war. They were not. It was not that simple. Moreover, even with the most intrusive and extensive inspection system ever implemented, we still did not know the extent of Iraq's WMD capacity. Arms inspections are no substitute for war or political compromise, or good independent intelligence. Too often, too many have expected too much from such mechanisms. Inspections are not a goal in themselves. As the urgency and perils of North Korean and Iranian nuclear programs continue to escalate unchecked, attention repeatedly turns to inspections as the remedy of all ills. Yet, the invasiveness of the Iraq inspections was unique. We will never again be able to cajole another country to the extent we did Baghdad. And still we see the limits that even these intrusive inspections had. But, there are untold lessons to be learned from this bizarre case. More than anything else it goes to show that, in spite of their failings, inspections have a purpose and can be wielded to gain information and to deter WMD programs.

  • Abstract: MADRID-Spain was attacked by Islamists on March 11, 2004, but the new government that emerged from the polls three days later never learned the right lessons from that massacre. Prime Minister José Luis Rodríguez Zapatero and his Socialist government argued that Spain had been attacked because of its presence in Iraq and because of the conservative government's cooperation with the administration of U.S. President George W. Bush. Based on this notion, they concluded that by pulling out of Iraq and distancing itself from America, Spain could insulate itself from Islamic terrorism.

  • Abstract: In a sharp break from the past, Turkey's AK Party government now openly accepts the existence of a domestic Kurdish problem, and views it moreover as being mutually interrelated with the rise of separatism among Iraqi Kurds and the problem of PKK terrorism. Turkey now has official contacts with the Iraqi Kurds and is working to find a lasting solution to the Kurdish problem by implementing socio-economic and cultural measures in addition to the military one. While the Iraqi Kurds, the American administration and Turkey are beginning to reconcile their differences concerning the Kurdish issue, Turkey faces internal division; certain parties such as the General Staff, the National Movement Party and the Democratic Society Party continue to push for radical measures. Today, there seems to be little opportunity to find common understanding. But as existing conditions deteriorate and pressure mounts both within the domestic sphere and from the international community, it grows increasingly important for Turkey to find a lasting solution to the Kurdish issue.

Tandis que ses manifestations violentes comme l\'invasion et l\'occupation de l\'Irak sont directement ressenties par les populations visées, les pratiques qui y sont associées ainsi que ladite « guerre au terrorisme » ont des effets d\'une portée mondiale. Cet article offre une lecture de la guerre globale comme forme de contrôle propre à cette modernité tardive. Il montre que les pratiques qui constituent la guerre globale sont à comprendre en termes de matrice, ceci comprenant les Etats et leurs bureaucraties ainsi que des agents non étatiques, visant Etats, communautés particulières et individus. La matrice de la guerre opère au nom de l\'humanité, mais c\'est finalement cette même humanité qui en vient à devenir le sujet de ces opérations de contrôle global.
