1. Pan Am 103 and the Birth of “No Double Standard”

Abstract:: On December 12, 2022, the U.S. Department of Justice announced the arrest and detention of Abu Agila Mohammad Mas’ud Kheir Al-Marimi (Mas’ud), 71, of Tunisia and Libya, the suspected maker of the bomb that destroyed Pan American Flight 103 over Lockerbie, Scotland, 34 years earlier. In addition to being a sharp reminder of the tragic deaths of 270 innocent persons in 1988, the announcement of Mas’ud’s arrest also brought home for me decades-old questions about what was “known in advance” and the birth of the U.S. government’s No Double Standard policy. The news about Mas’ud sent my mind swirling back 34 years to the discussion at our weekly section heads meeting in Moscow in mid-December 1988; I participated in these Country Team meetings as embassy Press Attaché. That day, Administrative Counselor Bill Kelly reported receiving an unclassified Federal Aviation Administration (FAA) “Threat to Civil Aviation” warning, sent to several embassies. By citing Pan American specifically, the warning had special resonance for the official Moscow community. At the time, our usual route to the U.S. under required “Fly America” rules put us on Pan American’s daily flight to Frankfurt or London, then onward to the U.S.

However, such programs vary widely in their approaches, which range from public awareness campaigns aimed at educating populations about the risks of violent extremist ideologies to in-person interventions for individuals who have already been radicalized and, in some instances, engaged in terrorist activities.

3. Protection of Polish critical infrastructure (CI) against air threats

Abstract:: The goal of this paper is to analyse challenges related to protecting Polish critical infrastructure (CI) against air threats, such as UAVs, as a case study in a wider discussion on protection of critical infrastructure worldwide. The Polish legal definition of critical infrastructure and laws regarding the protection of such facilities are explained in the article in order to provide context. A review of scientific literature and open-source analysis of known air attacks on CI and the capabilities of air platforms are also included, with special attention being paid to unmanned systems. The threats themselves have been divided into two groups of scenarios: peacetime threats and crisis situations that have hybrid wartime scenarios. Depending on the scenario, the different capabilities of actors must be taken into account. Peacetime air threats include the use of commercially available drones. Those devices have limited capabilities, in terms of weaponisation, due to the limited weight of their cargo and the flight range. More advanced devices, including custom–built drones and military systems, can be supplied and used by state actors. Therefore, there are different requirements regarding protection systems. In peacetime, anti-drone systems are certainly recommended due to their capabilities and safety of use for bystanders. In more dangerous scenarios, typical military systems, including Very Short-Range Air Defence, Short-Range Air Defence and Medium Range Air Defence systems have to be employed or dedicated kinetic counter-drone systems deployed.

Abstract:: Terrorism and jihadist propaganda are among the primary threats of the contemporary era. Because of the high number of foreign fighters from the post-Soviet republics among the rank of the Islamic State, there is a general concern about jihadist propaganda in the Russian language. Kavkazcenter has appeared as one of the main websites in the Russian language to support Imarat Kavkaz (Caucasus Emirate) and regional militant groups. Firstly, this paper examines scientific literature useful to classify Kavkazcenter as a jihadist portal or a media agency. Secondly, the research focuses on the website Kavkazcenter investigating its structure, ideologies and connection with the Arab-Muslim world and the international terrorist network. Finally, this investigation intends to describe if Kavkazcenter represents a serious threat not only for the Russian national security but also for the entire post- Soviet space and the European Union itself, where North Caucasian migrants and refugees live.

Abstract:: Terrorism with religious ideological background today is a serious global threat. The modern infrastructure and the communications of movement allowed terrorist organizations to be able to attack everywhere in the world. The issue that is a point of interest of this paper is the current situation of returning the foreign terrorist fighters to their home country or third countries and the security consequences that may arise if they are not treated properly. For a more detailed perception of this problem through the case analysis – an operative police action related to the foreign terrorist fighters, the functional aspects of the criminal prosecution bodies of the Republic of North Macedonia will be better perceived and studied. Also, a special emphasis will be placed on the strategy for the fight against violent extremism and the financing of terrorist fighters.

Abstract:: Earlier this month, the United Nations monitoring team that tracks the global jihadi threat warned the Security Council that “ISIL franchises in West Africa and the Sahel continued to enjoy operational success in early 2020, as have those of Al-Qaida, heightening international concern about stability in the region.” Concern over the threat has grown despite the fact that a year ago clashes erupted between the Islamic State and al-Qa`ida franchises in the region, turning what had been an often amicable and sometimes cooperative relationship into fighting between them in Mali and Burkina Faso. In our feature article, Héni Nsaibia and Caleb Weiss assess that a number of factors ended the “Sahelian anomaly” of amicable relations between the regional Islamic State and al-Qa`ida groupings, “including the hardening of ideological divisions, pressure from Islamic State Central for its regional satellite to take on a more confrontational approach toward its rival, and tensions created by the growing ambition of the Islamic State affiliate in the Sahel.” They note that “while some argue that fighting between jihadi groups is positive for the counterterrorism landscape, it is also possible that the two groups are in effect engaging in a process called ‘outbidding,’ wherein a group aims to show ‘greater resolve to fight the enemy than rival groups.’” Our interview is with Chris Costa, who during the first year of the Trump administration served as the Special Assistant to the President and Senior Director for Counterterrorism. Building on a study of terrorist recidivism in Belgium by Thomas Renard published in the April issue of CTC Sentinel, Robin Simcox and Hannah Stuart examine the problem set created by jihadi prisoners in Europe from two different angles. Firstly, they examine the nature of the threat by analyzing a dozen alleged jihadi terror plots and attacks that occurred inside and outside prisons in Western Europe since 2014 in which at least one of the attackers/plotters had been convicted in Europe of a previous terrorism offense. Secondly, they look at the scale of the threat by calculating the rates of various forms of recidivism from a comprehensive database relating to U.K. jihadi terror activity. Amarnath Amarasingam and Marc-André Argentino assess the emerging security threat posed by the QAnon conspiracy. They write: “A survey of cases of individuals who have allegedly or apparently been radicalized to criminal acts with a nexus to violence by QAnon, including one case that saw a guilty plea on a terrorism charge, makes clear that QAnon represents a public security threat with the potential in the future to become a more impactful domestic terror threat. This is true especially given that conspiracy theories have a track record of propelling terrorist violence elsewhere in the West as well as QAnon’s more recent influence on mainstream political discourse.”

Abstract:: The COVID-19 pandemic has renewed concerns over bioterror threats, with Microsoft founder Bill Gates recently warning that a bioterror attack involving a pathogen with a high death rate “is kind of the nightmare scenario” facing the planet. In this month’s feature article, J. Kenneth Wickiser, Kevin J. O’Donovan, Lieutenant Colonel Michael Washington, Major Stephen Hummel, and Colonel F. John Burpo assess the potential future threat posed by the malevolent use of synthetic biology. They write that synthetic biology “is a rapidly developing and diffusing technology. The wide availability of the protocols, procedures, and techniques necessary to produce and modify living organisms combined with an exponential increase in the availability of genetic data is leading to a revolution in science affecting the threat landscape that can be rivaled only by the development of the atomic bomb.” The authors, who all serve at, or are affiliated with, the Department of Chemistry and Life Science at the United States Military Academy, note that synthetic biology has “placed the ability to recreate some of the deadliest infectious diseases known well within the grasp of the state-sponsored terrorist and the talented non-state actor” and that “the techniques used to propagate bacteria and viruses and to cut and paste genetic sequences from one organism to another are approaching the level of skill required to use a cookbook or a home computer.” They argue that “an effective response to the threats posed by those using synthetic biology for nefarious purpose will require vigilance on the part of military planners, the development of effective medical countermeasures by the research community, and the development of diagnostic and characterization technologies capable of discriminating between natural and engineered pathogens.” In our interview, Gilles de Kerchove, the European Union’s longtime Counter-Terrorism Coordinator, speaks to Raffaello Pantucci. Nuno Pinto presents a detailed case study of an alleged Portuguese Islamic State network with strong connections to the United Kingdom that sheds significant light on the foreign fighter recruitment pipeline between Europe and Syria in the last decade. Tomasz Rolbiecki, Pieter Van Ostaeyen, and Charlie Winter examine the threat posed by the Islamic State across Africa based on a study of its attack claims. They write: “As the second half of 2020 unfolds, it is critical that military and counterterrorism policymakers recognize what is at stake in Africa. The Islamic State is not just fighting a low-grade insurgency on the continent; in at least two countries, it has been able to seize and hold territory and subsequently engage in pseudo-state activities.”

8. How Embassy Pristina Helped Kosovo Manage the Foreign Terrorist Fighter Problem

Abstract:: Kosovo, which declared independence from Serbia in 2008, is the most pro-American country in the world. From 2012 to 2013, it was also the world’s per-capita biggest source of foreign terrorist fighters (FTFs) in Syria. It would seem those two statements could not possibly both be true, but they are. This is the story of how the professional diplomats at the U.S. Embassy in Pristina, aided by experts from the United States, played a major role in helping the new country bring the FTF problem under control for our mutual benefit. Between 2012 (when the Syrian civil war started) and 2016, more than 300 Kosovo citizens went to fight with al-Nusra, or ISIS. U.N. Development Program analysts who interviewed FTFs identified two categories of reasons for this phenomenon: “push factors” and “pull factors.” Among the push factors were Kosovo’s poverty, weak rule of law (enabling porous borders), corruption and high unemployment, especially among the young (60%, compared to 30% overall, in a population with 50% age 25 or younger). The pull factors were more complicated: After the 1998-1999 Kosovo war, “humanitarian” NGOs from the Middle East came to build mosques and provide aid, also importing Wahabi-style Islam, which is very different from Kosovo’s Hanafi Islamic tradition. Some Kosovo imams trained in Middle Eastern religious schools came back with a more radical Islam. ISIS recruiters proclaimed a religious duty for Kosovars to help Syrian Muslims threatened by Syrian President Bashar al-Assad. Radical imams operating outside the Kosovo Islamic community recruited young men, often offering computer or English classes as bait.

9. Western DAESH Women: Ideology, Profile and Motivation

Abstract:: The DAESH has been particularly successful in recruiting Western women. There are differences in their profile and motivation with their male counterparts. The DAESH offered an alternative to Western secularist feminism, substituting salvation for emancipation (empowerment without gender equality). DAESH´s Western women played different roles. They were wives of jihadists, mothers and educators of the next generation, recruiters and fundraisers for the organisation and workers in the segregated institutions of the Caliphate. They were also involved in violent actions when the time came, depending on the needs of the organisation. The analysis on DAESH Western women is often influenced by prejudices, stereotypes, and gender biases. Counterterrorism efforts need for the integration of the gender perspectives and needs for more women to detect radicalization as well as in prevention, de-radicalisation, and reintegration processes.

Abstract:: The murder earlier this month of journalist Lyra McKee in Northern Ireland on the night before Good Friday illustrates the fragility of peace in a region in which terrorist violence has persisted. In our cover article, Aaron Edwards writes that this was “the latest in a series of incidents that have raised the specter of a surge in terrorist violence in Northern Ireland.” In examining the evolution of the threat from militant groupings on both sides of the sectarian divide, he notes there has been a “blurring of the concepts of terrorism and criminality that challenges orthodox perspectives on the security landscape in Northern Ireland.” Our interview is with Edmund Fitton-Brown, the Coordinator of the ISIL (Daesh)/Al-Qaida/Taliban Monitoring Team at the United Nations. This issue features the concluding article of a two-article series focused on IED and WMD network convergence. The first article, published in our February 2019 issue, warned there was a high risk that profit-minded suppliers within vast, transnational IED networks may expand in the future into WMD proliferation. In the second article, Major Stephen Hummel, Lieutenant Colonel Douglas McNair, Colonel F. John Burpo, and Brigadier General James Bonner examine in greater detail the ways this could happen. Audrey Alexander and Bennett Clifford examine the threat posed by Islamic State-affiliated hackers and hacking groups. Through “analysis of several U.S. prosecutions of Islamic State-affiliated hackers and their networks, proficiencies, and activities,” they argue that “very few of these actors demonstrate advanced hacking or cyberterrorism capabilities.” Caleb Weiss examines the evolution of the threat posed by the Islamic State in Somalia, noting the group, “which is believed to only number in the low hundreds of fighters, appears to have significantly expanded its operations across Somalia, albeit from a relatively low base.” He argues the resulting reignition of tensions with the much larger al-Qa`ida affiliate al-Shabaab means “it is far from clear whether the Islamic State in Somalia will be able to sustain its operational expansion.”

Abstract:: The Easter Sunday attacks in Sri Lanka took the terrorism studies community by surprise because there had been no known history of jihadi violence inside the country and very little to indicate that local groups had the wherewithal to carry out such a large-scale coordinated operation. There is much that remains unclear about the links between the Sri Lankan cell and the Islamic State, but nearly 18 years after 9/11, the suicide bombings were a reminder that clandestine terrorist groups can, at any moment, strike in unexpected places and ways. In our cover article, Amarnath Amarasingam, whose research has focused on both Sri Lanka and global terrorism, outlines what is known about the network that carried out the Easter attacks and situates the attacks in the broader context of evolving intercommunal tensions in the country. Brian Michael Jenkins examines the options for dealing with the significant numbers of Islamic State foreign fighters currently detained in Syria, warning that “endless delay” risks creating a serious threat to international security. Our interview is with Vidhya Ramalingam, the co-founder of Moonshot CVE, a company using technology to disrupt and counter violent extremism globally. Mitchell Silber examines how the terrorist threat against Jews in the West has evolved by examining attacks between 2012 and the present day. He notes that “what may be the most striking findings from this case study analysis are that first, Europe has become the focal point of the jihadi terror threat to Jews in the West and second, the United States has become a new, emerging focal point of the extreme right-wing terror threat to Jews in the West.” Last month, Abu Bakr al-Baghdadi appeared for the first time on camera since the Islamic State heralded its ‘caliphate’ in Mosul’s al-Nuri mosque five years ago. Haroro Ingram, Craig Whiteside, and Charlie Winter explain how the video underlined the group’s strategic transformation with the Islamic State’s leader now portraying himself as “the guerrilla ‘caliph’ of a global insurgency.”

Abstract:: In our cover article, Matt Bryden and Premdeep Bahra trace the evolution of the jihadi terrorist threat in East Africa over the last three decades. They argue that al-Shabaab’s January 2019 attack on the Dusit D2 luxury hotel compound in Nairobi, Kenya, “brought together three strands of al-Shabaab’s organizational DNA: its Somali provenance, its ideological affiliation with al-Qa`ida, and its growing cohort of trained, experienced East African fighters. The successful combination of these traits in a single operation suggests that al-Shabaab’s longstanding ambition to transcend its Somali origins and become a truly regional organization is becoming a reality, representing a new and dangerous phase in the group’s evolution and the threat that it poses to the region.” Our interview is with Catherine De Bolle, the Executive Director of Europol, who previously served as Commissioner General of the Belgian Federal Police between 2012 and 2018. Graham Macklin outlines what is now known about the Christchurch terrorist attacks. He writes: “In the space of 36 minutes on March 15, 2019, it is alleged that Brenton Tarrant, an Australian far-right extremist, fatally shot 51 people in two mosques in Christchurch in the deadliest terrorist attack in New Zealand’s history. What was unique about Tarrant’s attack—at least insofar as extreme-right terrorism is concerned—is that he livestreamed his atrocity on Facebook and in doing so, highlighted the Achilles heel of such platforms when faced with the viral dissemination of extremely violent content.” Joana Cook and Gina Vale provide an updated assessment of the numbers of foreign men, women, and minors who traveled to or were born in the Islamic State, examine the proportion that have returned ‘home,’ and outline the continuing challenges foreign women and minors affiliated with the Islamic State pose to the international community. Robin Simcox assesses the terrorist threat from “frustrated travelers” in Europe by examining the 25 plots (eight of which resulted in attacks) by such individuals since January 2014.

Abstract:: In our feature article, Michael Knights draws on six research visits to Iraq in 2018 and 2019 to document the expanding footprint region-by-region of pro-Iranian militias in Iraq that were previously labeled “Special Groups” by the United States and in some cases designated as terrorist organizations. Knights assesses “that the Special Groups (not including 18,000-22,000 Badr troops) currently have 63,000 registered personnel … 15 times the size of the Special Groups in 2010, when there were probably as few as 4,000 Special Group operatives in Iraq (again not including Badr personnel in 2010).” He notes a key driver for their growth in manpower and popularity in Iraq was their role in fighting the Islamic State and liberating Sunni population centers under Islamic State control. He writes that “a pantheon of smaller, newer pro-Iran militias is arguably closer to the Islamic Revolutionary Guard Corps than larger and older pro-Iranian militias such as Badr and Asa’ib Ahl al-Haq” and identifies Kata’ib Hezbollah led by U.S.-designated terrorist Abu Mahdi al-Muhandis as the greatest threat to U.S. interests. With pro-Tehran militias expanding their presence across Iraq and U.S. influence in Iraq reduced since its 2011 troop withdrawal, he argues the United States “needs to be parsimonious and pragmatic if it wishes to push back effectively.” Our interview is with Suzanne Raine, who was the head of the United Kingdom’s Joint Terrorism Analysis Centre (JTAC) between 2015 and 2017. She outlines to Raffaello Pantucci the lessons learned from her work in counterterrorism and the threat landscape as she sees it. Two articles in this issue focus on the Western Balkans. Adrian Shtuni provides a qualitative and quantitative assessment of the security threats posed by foreign fighters and homegrown jihadis from the region. Kujtim Bytyqi, the Acting Director of the Department for Analysis and Security Policies at the Kosovo Security Council Secretariat, and Sam Mullins outline Kosovo’s experience dealing with returning foreign fighters. Finally, Ross Dayton documents how the Maduro regime in Venezuela has increased its reliance on paramilitary groups, including the Colombian left-wing guerrilla group ELN, which was responsible for the suicide car bomb attack on the National Police Academy in Bogotá, Colombia, in January 2019.

Abstract:: The final two years of this decade witnessed a wave of far-right terror attacks around the world, including the October 2018 synagogue shooting in Pittsburgh, Pennsylvania; the March 2019 gun attacks on mosques in Christchurch, New Zealand; the April 2019 Poway, California, synagogue shooting; the August 2019 attack targeting the Hispanic community at a Walmart in El Paso, Texas; and the October 2019 Halle, Germany, shootings, in which a synagogue was targeted. In our feature article, Graham Macklin examines the El Paso attack, which he assesses was “part of a chain reaction fomented within the violent sub-cultural online milieus of right-wing extremism.” He writes: “This digital ecosystem is fueling a cumulative momentum, which serves to lower ‘thresholds’ to violence for those engaged in this space, both in the United States and elsewhere, as one attack encourages and inspires another.” The Halle shootings appear to have also been part of this chain reaction. In a case study, Daniel Koehler writes that the far-right extremist who carried out the shootings in the eastern German town “appears to be mainly a copycat attacker inspired by previous incidents” such as the shootings in Christchurch, Poway, and El Paso. Koehler writes: “The Halle attack reflects and evidences several trends, including the internationalization of right-wing terrorism and lone-actor terrorists fashioning their own weapons. The attack stood out because it was the first time a terrorist appears to have used homemade firearms.” Our interview is with Lieutenant General John “Jack” Shanahan, the director of the Joint Artificial Intelligence Center at the U.S. Department of Defense. In that role, he is responsible for accelerating the delivery of artificial intelligence-enabled capabilities, scaling the department-wide impact of AI and synchronizing AI activities to expand joint force advantages. Tore Hamming draws on court documents from a recently completed trial to examine the 2016 Copenhagen ‘Matchstick’ terror plot. The failed conspiracy saw an Islamic State ‘virtual planner’ based in Syria connect and direct two Syrian refugees living in Sweden and Germany. The case provides insights on the evolving jihadi terror threat in the West and its transnational dimension. Hamming writes: “The plot presented obvious challenges for Western security institutions. Central to its planning and execution were the virtual planner and the availability of instructions on how to construct explosives.”

Abstract:: The decline in the number of Balkan jihad volunteers setting off for the Islamic State over the past couple of years should not lull observers into the belief that the threat posed by the militant Islamist movement in southeastern Europe has declined as well. In fact, the collapse of the Caliphate might increase the threat in the Balkans; as Bajro Ikanović, a Bosnian extremist warned, “your intelligence agencies made a mistake thinking that they would be rid of us, however, the problem for them will be the return of individuals trained for war.” Ikanović himself will not be carrying out this threat, however, because he was killed in Syria, but no doubt many of his comrades feel the same way.

Abstract:: The discourse on religious extremism in the past few decades has largely been dominated by Islamist-oriented trends and actors. However, there are emerging alternate discourses of religious extremism that are becoming relevant in South and Southeast Asia – Buddhist and Hindu extremism. The March Issue thus focuses on Sri Lanka and Myanmar as case studies depicting the rise of Buddhist extremism and related intolerance towards the minority Muslim communities. The Issue also delves into two different responses to counter-terrorism by the state and community stakeholders in their bid to tackle religious-motivated terrorist groups. It takes a look at two divergent ‘hard’ and ‘soft’ counter-terrorism responses: (i) leadership decapitation; and (ii) the Danish de-radicalisation programme. First, Amresh Gunasingham narrows in on radical Buddhism in Sri Lanka and Myanmar focusing on the rise of the Bodu Bolu Sena (BBS) and Ma Ba Tha groups respectively. The author argues that these groups, rooted in Theravada Buddhism, have justified intolerance and violence towards minority Muslim populations that could escalate further, if neglected or exploited by the state. In Sri Lanka, periodic attacks against Muslims since 2014 and the legitimacy of groups such as BBS have emboldened a segment of the Sinhalese Buddhists. In Myanmar, the violent clashes between the Buddhist majority and the Rohingya, minority Muslim community since 2012, coupled with Ma Ba Tha’s rhetoric bordering on Islamophobia, have exacerbated intolerant ethno-nationalist sentiments within the country. The author proposes the need for a national identity that is inclusive and peaceful in both countries with political leaders taking a stand against intolerant narratives to mitigate long-term unrest. Kenneth Yeo Yaoren discusses leadership decapitation as a counter-terrorism strategy, which includes killing or arresting the senior leadership of a terrorist group. The author outlines the varying outcomes of the strategy in the context of religiously-motivated terrorist groups in the Israel-Palestine and Malay Archipelago regions. The impact of leadership decapitation on four key groups: Hamas, Hezbollah, Abu Sayyaf Group and Jemaah Islamiyah in terms of the frequency and lethality of attacks after the arrests or killings of their leaders are observed. It is argued that, “leadership decapitation is not a silver bullet against terrorism”, necessitating broader responses to counter the ideology and operational strength of religiously-motivated terrorist groups. Lastly, Ahmad Saiful Rijal Bin Hassan focuses on Denmark’s de-radicalisation programme in light of the returning foreign terrorist fighters (FTF) phenomenon. The author delineates the components and key features of the ‘De-radicalisation – Targeted Intervention’ and the ‘De-radicalisation Back on Track’ projects which constitute a ‘soft’ approach towards dealing with homegrown terrorists and FTFs in the country. Overall, three guiding principles dictate Denmark’s de-radicalisation programme – (i) inclusion over exclusion; (ii) collaboration between public, private and people sector bodies; and (iii) assumption that every individual aspires to live a ‘good life’. The article then focuses on the perceived efficacy of the programme in the Danish context vis-a-vis contending views made by other interested observers.

Abstract:: Terrorist violence led by the Kurdistan Workers’ Party (PKK) is one of the major issues of Turkey since the 1980s. This violence is based upon Kurdish ethnic identity aimed towards establishing an independent Kurdish state in Turkey’s southeast, northern Iraq, northern Syria and north-western Iran. Despite this aim, the terrorist campaign of the PKK predominantly targets security forces and civilians in Turkey. However, the existence of a terrorist group such a long time raises a question of the impact of external support on the formation and maintenance of the PKK. While Turkey has criticised constantly its southern neighbours on the PKK’s activities and tactics, the regional approaches have been largely neglected in the existing scholarly literature. This article aims to close this gap by focusing on the role played by Iraq, Iran and Syria in the PKK terrorism and Turkey’s counter-terrorism policies. The article argues that the major reasons for the unsuccessful result of Turkey’s effort to destroy the PKK were the approaches of ignorance of the PKK activities and the use of the group as a trump card by the three neighbours and insufficient policies to keep under control the regional dimension of the conflict. The article critically analyses historical relationships between these three states and Turkey to explore how the regional dimension has affected the resolution of this conflict.

Abstract:: The Combating Terrorism Center at West Point is proud to mark its 15th year anniversary this month. In this issue’s feature article, Charles Lister tells the inside story of how al-Qa`ida lost control of its Syrian affiliate, drawing on the public statements of several key protagonists as well as interviews with Islamist sources in Syria. In the summer of 2016, al-Qa`ida’s Syrian affiliate, Jabhat al-Nusra, announced it was uncoupling from al-Qa`ida and rebranding itself. Al-Qa`ida’s deputy leader at the time, Abu al-Khayr al-Masri, released a message endorsing the move, which even included a previously unheard audio clip of Ayman al-Zawahiri stressing that organizational links should be sacrificed if necessary for unity, creating the impression that al-Qa`ida’s paramount leader had also sanctioned the decision. What appeared to be a carefully choreographed set of announcements made many analysts conclude the split was nothing more than a PR exercise, designed to advance the local aims of al-Qa`ida in Syria by improving al-Nusra’s standing among Syrian rebel groups and insulating it from international pressure. But this interpretation was challenged by a bombshell message released by al-Zawahiri on November 28, 2017. Al-Qa`ida’s leader publicly revealed that not only had he not endorsed the split, but he regarded it as a “a violation of the covenant.” “Al-Zawahiri’s interjection was a watershed moment,” Lister writes, “making clear to the wider global jihadi movement that a real split had taken place between al-Qa`ida and its Syrian affiliate.” One function of the split has been the beginnings of a tense modus vivendi between hardcore al-Qa`ida loyalists in Syria and Hayat Tahrir al-Sham (the latest rebrand of al-Nusra). The result, Lister argues, is “a complex counterterrorism threat, in which a locally focused jihadi outfit with a sizable 12,000 fighters continues to control territory, govern people, and maintain sources of local finance, while accepting—even grudgingly—a deeply dangerous, small, tight-knit clique of al-Qa`ida terrorists committed to attacking the West. That image looks eerily similar to the Taliban-al-Qa`ida relationship in Afghanistan in 2000-2001, the consequences of which are well known to all.” Our interview this month is with Deputy Assistant Commissioner Neil Basu, the Senior National Coordinator for Counterterrorism Policing in the United Kingdom. Michael Horton examines the challenges faced by the UAE in its counterinsurgency campaign against al-Qa`ida in Yemen. Kendall Bianchi looks at how Hezbollah has used the mothers of fighters killed in Syria to promote martyrdom. Miles Hidalgo, one of the CTC’s Downing Scholars, provides a first-hand account of the cooperation between Europol and U.S. Homeland Security Investigations (HSI) at Europol’s headquarters in The Hague.

Abstract:: This summer marks the end of an era for us. Lieutenant Colonel Bryan Price, the Combating Terrorism Center’s longest-serving director, is retiring after 20 years of service in the Army, the last six at the helm of the CTC. During that time, he was a tireless champion for the CTC and its staff and cemented its status as one of the leading research institutions in the terrorism studies field. In a conversation with Brian Dodwell, who is taking over as director, LTC Price reflects on his service at the CTC and the essential need for rigorous research to understand the evolving threat landscape. There is concern that Islamic State-linked terror is on the rise in Southeast Asia. On Sunday, May 13, 2018, three churches in Surabaya, Indonesia, were targeted by suicide bombers comprising one single family of six. The following day, a family of five rode two motorbikes to the entrance of the city’s police headquarters where they blew themselves up. The attacks saw the confluence of several trends in jihadi terrorist plotting—an increased reliance on family networks and an increased embrace of women and children in combat roles. In our cover article, Kirsten Schulze outlines the evolving threat from pro-Islamic State militants in Southeast Asia’s most populous country. Dakota Foster and Daniel Milton build on the the CTC’s previous analysis on the personnel records of just over 4,100 Islamic State foreign fighters to focus on what the records reveal about the smaller subset of 267 children. David Sterman also analyzes the Islamic State’s personnel records to compare and contrast the profile of recruits with previous experience in Libya and Afghanistan. Robin Simcox documents an alleged terrorist conspiracy by an all-female cell guided by an Islamic State cybercoach to plot attacks in the Paris area in 2016.

Abstract:: In our cover article, Ali Soufan profiles Major General Qassem Soleimani, the long-serving head of Iran’s Quds Force who the U.S. government has accused, among other things, of support for terrorism and involvement in a 2011 plot to assassinate the Saudi ambassador to the United States. Soufan outlines how Soleimani has masterminded Tehran’s efforts to project its power across the Middle East using a unique strategy of blending militant and state power, built in part on the model of Hezbollah in Lebanon. Soufan argues that with nationalist sentiment on the rise in Iran in the wake of the U.S. withdrawal from the nuclear agreement and the ongoing regional tussle with Saudi Arabia, Soleimani’s popularity would make him the natural front-runner if Iran chooses to adopt a military presidency. Our interview is with Patrick Skinner who during the decade after 9/11 worked in counterterrorism for the CIA in Afghanistan and Iraq. Last year, he began working as a police officer in his hometown of Savannah, Georgia, in an effort to make a difference closer to home. Skinner reflects on how lessons learned from his time as a CIA case officer and as a local police officer could apply to counterterrorism and counterinsurgency strategy and tactics overseas. Drawing on thousands of pages of judicial documents and investigative files, Nuno Pinto outlines the alleged key role played by two Portugal-based extremists in a transnational Islamic State network whose alleged attack plans were thwarted by arrests in Strasbourg and Marseille in November 2016. The case raises concerns that European countries in which security services are less geared up to confront terrorist activity are being used as logistical hubs by jihadi terrorists. In the wake of the Islamic State’s deadly attack on Western tourists in Tajikistan in July 2018, Damon Mehl examines the threat the group poses to the country. With the Islamic State having lost almost all of its territory in Syria and Iraq, Michael Munoz looks at how the group’s propaganda efforts may evolve in the future.

Abstract:: The war-torn Afghanistan has long suffered from the dynastical contests and fraught economic strategies of foreigners, which instigated constant internal strife and regional instability. The foreign interventions have made this land a sphere of influence and initiated the great game politics sporadically. This paper attempts to examine the historical geostrategic tussles in Afghanistan between international players on the one hand and regional actors on the other hand over control and manipulation of Afghanistan and its surrounding regions through the lens of conceptual framework of unintended consequences approach, which deals with irrational aspect of foreign policy of the states. This study makes interesting contribution to the existing literature of the [old] Great Game of the late 19th century between Czarist Russia and Great Britain or New Great Game by re-conceptualizing this idea into a new concept of the Grand Great Game or the 3G in place of explaining the unintended consequences of the historical events i.e. the Soviet invasion of Afghanistan of 1979, the post-Cold War era when the regional players Pakistan and India got involved in Afghanistan; and the US invasion of Afghanistan of 9/11 incident. The findings of the paper suggest that the unintended consequences of these historical events are bitter than the reality. The foreign interventions have paralyzed the Afghan society and made it more insecure by promoting clandestine terrorist activities and proxies. The interview technique helps to verify the 3G concept and present its unintended consequences. The critical content analysis of the primary and secondary data is of assistance to understand that the current 3G to be not only multidimensional competition, embodying multiple stakeholders but also incorporating complex self-defined rational as well as irrational foreign policy objectives and national interests.

Abstract:: Islamic State (IS) has demonstrated unprecedented capabilities in attracting foreign fighters, particularly from Western countries. Between 2011 and 2015, Western foreign fighters coming from North America, Europe, and Australia traveled to Iraq and Syria in order to join IS and the Al-Qaeda affiliate Jabhat Al-Nusra. As IS has been significantly weakened, authorities in many western countries are increasingly worried that returning fighters will come back to their home countries radicalized, battle hardened, and eager to commit terrorist attacks. This concern is clearly manifested in Phil Gursky’s book cover which features a striking image of a Belgian returnee from Syria, Abdelhamid Abaaoud, who has been named by security officials as one of the architects of the attacks in Paris in 2015. In Western Foreign Fighters: The Threat to Homeland and International Security, Phil Gursky, a former analyst at the Canadian Security Intelligence Service, elaborates on the phenomenon of ‘Western Foreign Fighters.’ This book aims at addressing two fundamental issues: “why people leave their homeland to join terrorist groups?” and “do they pose a threat upon their prospective return?”[1] To answer those questions, Gurski relies not only on a detailed analysis of the excerpts and statements by the fighters recently engaged in violent extremism at home and overseas, but also on accounts that delineate historical parallels and differences with previous conflicts sharing similar dynamics. Gurski divides his analysis into eight substantive chapters, an appendix, a glossary and a suggested reading list, using accessible, non-academic prose. He conducts the majority of his historical analysis in chapter three. His discussion of western volunteers—mainly Canadians and Americans—and their involvement in previous conflicts such as the Spanish Civil War and the Boers Wars provides informative and engaging insights, mostly for a general readership.[2] It also sets the stage for shedding light on why Westerners join terrorist groups like IS, and what threat they pose to homeland/international security. Abstract:: There are a variety of reasons to study geopolitical rivalries, and analysts, officers, and politicians are rediscovering such reasons amid the tensions of the last several years. The best reason to study geopolitical rivalries is the simplest: our need to better understand how power works globally. Power not only recurs in human and state affairs but it is also at their very core. Today’s new lexicon—superpower, hyperpower, and great power—is only another reminder of the reality of the various ways that power manifests itself. Power protects and preserves, but a polity without it may be lost within mere decades. Keith D. Dickson’s article in this issue of MCU Journal, “The Challenge of the Sole Superpower in the Postmodern World Order,” illuminates how fuzzy some readers may be in their understanding of this problem; his article on postmodernism calls us to the labor of understanding and reasoning through the hard realities. Ed Erickson’s survey of modern power is replete with cases in which a grand state simply fell, as from a pedestal in a crash upon a stone floor. Modern Japan, always richly talented, rose suddenly as a world actor in the late nineteenth century, but the Japanese Empire fell much more quickly in the mid-twentieth century. A state’s power—or lack thereof—is an unforgiving reality. This issue of MCU Journal, with its focus on rivalries and competition between states, is refreshingly broad in its selection of factors—from competing for or generating power. Dr. Erickson recalls that Alfred Thayer Mahan settled on six conditions for sea power, all still vital. Nicholson, commander of Resolute Support and U.S. Forces-Afghanistan, stresses the importance of preventing the country from again becoming a platform for international terrorism, noting counterterrorism operations have almost halved the fighting strength of the Islamic State’s local affiliate. He also outlines the ongoing effort to empower Afghan efforts against the Taliban, saying: “They’re at a bit of a stalemate. The government holds about two-thirds of the population. The enemy holds a solid 8 to 10 percent. … We think [if] we get to about 80 percent or more, we start to reach a tipping point where the insurgency becomes more irrelevant.” Our cover story by Georg Heil focuses on the deadly truck attack this past December in Berlin by Anis Amri, a Tunisian extremist suspected of links to Islamic State operatives in Libya. Investigations have made clear the danger posed by the radical network he belonged to in northwestern Germany led by an Iraqi preacher named Abu Walaa. It is believed to have recruited dozens to travel to join the Islamic State, communicated extensively with Islamic State operatives in Syria and Iraq, and encouraged attacks on German soil. Heil argues the high level of interconnectedness between these radicals in Germany and the Islamic State has potentially grave implications for European security. Aymenn al-Tamimi looks at the implications of the recent realignment of rebel and jihadi groups in Syria, which created two potentially conflicting power centers revolving around an enlarged Ahrar al-Sham and Hay’at Tahrir al-Sham, a new al-Qa`ida-aligned umbrella grouping. Robin Simcox finds Islamic State plots by pre-teens and teens are increasing in the West, with plotters in contact with the group in a majority of such cases. Shashi Jayakumar examines the growing Islamic State threat to Southeast Asia, arguing the group may pose as big a threat in the future in the East as in the West. Andrew McGregor warns growing clashes between Fulani Muslim herders and settled Christian communities in Nigeria could be exploited by terrorist groups and potentially destabilize the entire Sahel-West Africa region.

Abstract:: In the early hours of June 12, 2016, an Islamic State-inspired gunman carried out the deadliest terrorist attack on U.S. soil since 9/11, shooting dead 49 people in an Orlando nightclub. The attacker was finally killed after a three-hour hostage standoff, leading to questions raised in the media over the police response. One year later, Frank Straub, Jennifer Zeunik, and Ben Gorban look at the lessons learned from the police response to the Orlando and San Bernardino terrorist attacks based on critical incident reviews they conducted for the Police Foundation. In our cover article, they outline how regular police units who were first to respond to the attacks were faced with chaos and “unimaginable devastation … with victims begging for help, people dying, and others who were already deceased” as well as adversaries armed with powerful weapons with explosives or making threats to use them against hostages. The authors argue that with the Islamic State calling for attacks in all 50 U.S. states, police forces across the country need to adapt their training and equipment to prepare for IED, suicide bombing, and hostage situations. Their review found that while Orlando police followed current best practices designed to avoid the deaths of hostages and unreasonable danger to police, new protocols may be necessary for terrorist hostage attacks. In our interview this month, James Gagliano, a former counterterrorist operator for the FBI Hostage Rescue Team, argues that with Islamic State-inspired hostage-takers seeking to kill as many as possible before being killed themselves, the new guidance in these cases should be for law enforcement to more quickly or immediately implement rescue plans to save as many hostages as possible. John Horgan, Mia Bloom, Chelsea Daymon, Wojciech Kaczkowski, and Hicham Tiflati examine the Islamic State’s older fighters. As the group finds it increasingly difficult to replace its fighters, preliminary evidence documented by the Georgia State University researchers suggests an emerging and increasingly aggressive role for older adults, especially as suicide bombers. Michele Groppi warns the terrorist threat to Italy may come to resemble that in France because of growing societal tensions. Franc Milburn provides an overview of Iranian Kurdish insurgent groups, who he argues may emerge as significant players in the region.

Abstract:: After a respite from mass-casualty terrorism for more than a decade, the United Kingdom this past spring suffered three such attacks in the space of just 73 days, making clear it faces an unprecedented security challenge from jihadi terrorism. In our cover article, Raffaello Pantucci outlines what investigations have revealed so far about the March attack on Westminster Bridge, the bombing at a pop concert in Manchester in May, and the June attack on London Bridge and Borough Market. The early indications are that the Westminster attacker, Khalid Masood, had no contact with the Islamic State and the Manchester and London Bridge attackers were, at most, loosely connected to the group. The current threat environment, Pantucci writes, continues to be mostly made up of individuals and smaller scattered cells planning lower-tech attacks with very short planning and operational cycles—sometimes remotely guided by the Islamic State—rather than cells trained and dispatched by the Islamic State to launch large-scale, Paris-type attacks, but this could change as more British Islamic State recruits return home. Our interview this month is with Edward You, a Supervisory Special Agent in the Biological Countermeasures Unit in the FBI’s Weapons of Mass Destruction Directorate. While the full liberation of Mosul last month effectively ended the Islamic State’s caliphate pretensions, Michael Knights warns the Islamic State and other jihadis are already bouncing back in several parts of Iraq and more strongly and quickly in areas where the security forces are either not strong enough or not politically flexible enough to activate the population as a source of resistance. As the Islamic State transitions from administering territory to a renewed campaign of terrorism and insurgency, Charlie Winter and Devorah Margolin examine the Islamic State’s apparent lifting of its moratorium on using women as suicide bombers. In a commentary, Aaron Brantly argues that creating back-doors in encryption, or banning it, would create significant societal costs without stopping terrorists from accessing the technology.

With a significant proportion of European foreign fighters having criminal backgrounds, they outline how the Islamic State is going out of its way to depict crime as helpful to its cause and to recruit criminals for terrorist enterprises. Our interview this month is with Lisa Monaco, President Obama’s chief counterterrorism advisor during his second term. In July, police in Sydney, Australia, discovered alleged plots by two brothers to detonate a bomb on a passenger jet and release poison gas on a target such as public transportation. Andrew Zammit outlines why it set off alarm bells in counterterrorism agencies worldwide. An Islamic State cybercoach in Syria allegedly arranged for a partially constructed bomb with military-grade explosives to be air-mailed to the plotters from Turkey and provided sufficient instructions for them to build a fully functioning device. This ‘IKEA-style’ approach to terrorism could be a game-changer because untrained Western extremists have hitherto found it difficult to make high explosives. The Islamic State cybercoach also transmitted know-how on making a poison gas dispersal device to the Australian cell. Columb Strack looks at the evolution of the Islamic State’s chemical weapons efforts in Syria and Iraq and the possibility that the group could export chemical terror to the West. John Mueller examines the degree to which the cybercoaching of terrorists should be cause for concern, arguing that in many cases cybercoaches have little control over their amateurish charges. Finally, Derek Flood, recently back from the frontlines, outlines how the capture of Hawija, the Islamic State’s last remaining urban stronghold in northern Iraq, exposed faultlines between Baghdad and Erbil, which set the stage for the dramatic events unfolding in the Kirkuk area.

Abstract:: The Islamic State’s caliphate project has ended in abject failure, with the group now holding a small vanishing portion of the territory it once controlled in Syria and Iraq. In our cover article, Mohammed Hafez argues the Islamic State is just the latest example of a “fratricidal” jihadi group predestining its own defeat by its absolutism, over-ambition, domineering behavior, and brutality. He argues that the Islamic State’s puritanical ideology blinded it to learning lessons from the GIA’s defeat in Algeria in the 1990s and al-Qa`ida in Iraq’s near defeat in the 2000s. In all three cases, these jihadi groups “managed to snatch defeat from the jaws of victory” because of their innate inability to show restraint and pragmatism. Our interview is with Angela Misra, the co-founder of The Unity Initiative (TUI), a British Muslim community group widely viewed as one of the most effective in countering violent extremism. Misra describes her increasingly high-stakes efforts to transform the mindset of women convicted of terrorist offenses and recent female returnees from the Islamic State. With the Islamic State recently moving toward embracing combat roles for women, she warns there could be a surge in female terrorism in Western countries. Colin Clarke and Phillip Smyth document how the Iranian Revolutionary Guard Corps is working to transform Shi`a foreign fighter networks into transnational proxy forces capable of fighting both asymmetric and conventional wars. Andrew McGregor outlines the security challenges in Libya’s southern Fezzan region, warning it could emerge as a major new base for jihadi operations with serious implications for European security. Jason Warner and Caleb Weiss look at why the Islamic State has, so far, failed to pose a significant challenge to al-Shabaab. Abstract:: The Islamic State (IS) terrorist group faces setbacks on several fronts as it continues to come under heavy pressure from the US-led coalition forces, the Russians and Syrians. On the military front in Iraq, it is slowly losing western Mosul while in Syria, its de facto capital Raqqa is being surrounded for the inevitable showdown. On the propaganda front, it is experiencing a decline in the output and quality of its media products, such as videos and publications. It fares no better on the religious front where it remains marginalised within the Islamic world and faces continuous denunciations from mainstream religious leaders for its exploitation and misrepresentation of Islam. It has failed to gain legitimacy and has in fact been branded as un-Islamic, deviant, even heretical. As IS loses its lustre and appeal with the loss of territories and impending collapse of its so-called caliphate, counter-ideology efforts should be intensified to further delegitimise IS’ theology of violence and debunk its misinterpretations of religious texts. IS’ hard-core ideology encompassing violent jihad, suicide bombing, takfirism (excommunication) and hijrah (migration), among others, have to be exposed as unquestionably flawed, transgressing Islamic legal principles and juristic process and methodology. This issue of CTTA features a critical examination of one of the principal tenets of IS’ jihadist ideology – takfirism – by Dr Muhammad Haniff Hassan. His article contrasts IS takfiri doctrine with mainstream Sunni position on the subject, exposing IS’ deceptions and deviations from true Islamic teachings. Despite the evident errors and distortions, IS ideology has gained some traction among the disillusioned and alienated. This issue is examined by Mohd Mizan bin Mohammad Aslam who focuses on the impact of IS ideology on some university students in Malaysia. He explores what causes students to join or sympathise with an extremist group such as IS, and how the government should respond to this phenomenon. Social media platforms and chat applications as well as religious discussion groups are among tools used by IS to cajole and lure students to IS activities. The author proposes the formation of a critical partnership between the government, security officials and parents to curb the radicalisation of students. Mohamed Sinan Siyech in his article analyses the relatively syncretic nature of Salafism in India and stresses the need to distinguish such Salafist groups from those that preach extremism and violence. Established Salafist organisations and non-Salafist groups are facing challenges from the spread of intolerant strands imported from the Middle East and coming through the Internet. He calls for greater attention to be paid to self-radicalised social media-savvy youngsters who are divorced from their community, draw inspiration from IS ideologues online, and take orders from IS operators in Syria and elsewhere. From India the focus shifts to Turkey where in the last one year, it has become the central target of IS’ overseas terrorist campaign; Turkey suffered the largest number of IS attacks outside Iraq and Syria. Nodirbek Soliev argues that Turkey‘s capability to fight terrorism is crucial to contain the growing threat domestically and globally. Major and regional stakeholders should closely work with Ankara to boost the effectiveness of its counterterrorism efforts. In the long term, there is a need for sustained measures by Turkey to disrupt cross-border movement of foreign fighters and to dismantle IS supply and support networks in the country.

Abstract:: While Russia’s military involvement in the war in Syria has received great attention, less focus has been directed at the foreign fighters from Russia and other post-Soviet states who have joined the Islamic State and other Jihadist groups. The emergence of these Jihadists has been a gradual process, which began in the 1990s, and it has now led to a situation where an estimated 7,000 Russians and 3,000 Central Asians are fighting in Syria. These figures present a challenge for the various states fighting the Jihadist groups, but they pose a much greater problem for the Russian and other national authorities, who will have to handle the fighters, when they return home.

Abstract:: There has been a shift in the intelligence and security strategies of the states since 9/11. The attacks created a new security environment in which intelligence has become increasingly significant. Not only have the responsibilities and tasks of intelligence agencies become more important, but the necessity for intelligence and security service cooperation among nations has also increased. Accordingly, intelligence agencies had to update their strategies to put more emphasis on collaboration. This article analyzes the current EU intelligence network and tries to answer whether full intelligence cooperation in the EU could develop into a discrete organization in the aftermath of 2004 Madrid, 2005 London and the 7 January 2015 Charlie Hebdo attacks, or whether it is an impossible dream to have concerted action whereby states acknowledge their mutual alliances, interests, and strategies.

Abstract:: This article examines how foreign fighters were recruited and mobilized for Islamic State in 2012-2014. Institutional and individual approaches to this phenomenon form the basis of understanding the mechanisms used for the mobilization and recruitment of foreign fighters. The former refers to a terrorist institution that plays a key role in the recruitment of individuals (top-down/institutional), and the latter refers to the self-radicalization process that foreign fighters undergo (bottom-up/ individual). In particular, the research focuses on an analysis of Islamic State and the recruitment/mobilization of sixteen foreign fighters from Tunisia, Saudi Arabia, France, and the United Kingdom. The analysis shows that both top-down and bottom-up concepts are important but that the extent to which each is used depends on the profiles of the country in question. The study concludes by demonstrating the comparative value of top-down and bottom-up approaches in terms of understanding contemporary terrorist recruitment and providing policy recommendations.

El aumento de la actividad extremista en la región del Sahel-Sáhara a partir de 2005 ha ido en paralelo con el crecimiento de las redes de crimen organizado transnacional a través del área. Aunque hay un intenso debate sobre su relación, intensidad e impacto, es una dinámica innegable en el área. La UE no tiene realmente una política unificada Magreb-Sahel y en términos de crimen organizado y terrorismo, el Sahel no se puede separar del Magreb. Hay una comprensión limitada y parcial del problema tanto en términos de amenazas como en soluciones viables, ampliado irremediablemente por la acción de Boko Haram y desbordando la visión, proyección y estrategia de la UE. A pesar del "Sahel Regional Action Plan 2015-2020", las medidas tomadas son reducidas, muy recientes y probablemente insuficientes y tardías desde el punto de vista de la dinámica y sinergia entre terrorismo-crimen organizado en un contexto de corrupción. 36. Paris 2015: Terrorism, Climate Change, and the Politics of Securitization

Abstract:: In the closing months of 2015, two separate events thrust the city of Paris into the epicentre of global security politics. On November 13th, the French capital was the site of a series of coordinated terrorist attacks. At least nine individuals claiming allegiance to the Islamic State in Iraq and Syria (ISIS) used suicide vests and assault weapons to target citizens and symbols of the Republic. The attacks, which took place in cafés, restaurants, the national soccer stadium, and a crowded music venue, killed more than 130 people and precipitated the largest state of emergency across France since the Second World War. Just two weeks later, the 21st Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC) convened in Paris. The conference, known as COP21, was a pivotal moment in the global effort to reach a multilateral agreement on global climate change. The juxtaposition of terrorism and climate change, two of the most pressing security issues of our time, encapsulate the complex and intertwined nature of contemporary threats to global security. The political and normative implications of the November events in Paris demonstrate the intricacies of securitization theory, a “radically constructivist” approach to understanding the nature of security threats.[1] This theory provides a framework for understanding the process through which political issues are transformed into security issues, while offering a series of cautionary warnings about the adverse consequences of security discourse and practices within democratic societies. The application of securitization theory lends a unique understanding to both the terrorist attacks and popular engagement in the climate summit. This framework also clarifies the resulting trade-off between renewed securitization of terrorism and democratic mobilization at COP21.

37. A Parochial Nexus? Crime and Terror in Europe

Abstract:: On November 5, 2015, authorities in the Molenbeek neighbourhood of Brussels, Belgium shut down Café del Beguines. The bar was frequently host to drug deals and other illicit activities, known to “[compromise] public security and tranquillity.”[1] The bar manager, Ibrahim Abdesalam, was one of the attackers involved in the Paris terror events in mid-November 2015. The attacks shook France and shocked the world, and at the year end, investigation of the events still posed many unanswered questions. French and international investigators have focused their efforts on exposing the source of funding for the attacks. Although an important part of any investigation, it must be understood that the funds necessary to plan and conduct attacks like these are minimal, often requiring less than $10,000[2] Unfortunately, terrorists have learned that small sums of money collected over time through the use of somewhat banal criminal activities can be effective, and even reliable, sources of funding.

38. The Terrorist Threats Against Russia and its Counterterrorism Response Measures

Abstract:: As of mid-2015, the primarily Islamist-based terrorist threats against Russia and its counterterrorism response measures continued to be in the spotlight. These Islamist terrorist threats, it must be pointed out, were unrelated to Russia’s other national security problems emanating from its intervention in Ukraine, which will not be discussed in this article. As with other Western countries, the latest phase of the terrorist threats against Russia has become even more complicated than before, with large-scale involvement by a reported 1,700 “homegrown violent extremists” (HVE),[1] primarily North Caucasus-based, many of whom have travelled to Syria and Iraq to join the Islamic State’s insurgents and to fight the Moscow-supported Bashar al-Assad government as well as the Shi’ite government in Baghdad (which is also backed by Tehran – Russia’s close ally), with their violent extremism also directed against the Russian state. As part of this phase, although unrelated to the involvement of the aforementioned Russian Islamists in Syria, Russian airpower was deployed in Syria in September 2015 to support the besieged al-Assad regime against the Islamic State. The earlier phase of the terrorist threats against Russia was highlighted by the April 15, 2013 Boston Marathon bombings, which were perpetrated by two brothers of ethnic Chechen origin (one of whom was reportedly monitored by Russia’s security services during his stay in Dagestan), as well several significant terrorist attacks in late 2013 during the lead-up to the Sochi Winter Olympics, which were held in February 2014 without a terrorist incident. Overall, the primary terrorist threats against the Russian Federation are presented by the Islamist insurgents in the North Caucasus, who are organized into several groups that are loosely allied with al-Qaeda’s global Jihad. Fortunately for Russia, in their most significant threat over the past several years, these Islamist militants were thwarted in their intent to exploit the worldwide media attention associated with the February 2014 Olympic sporting events, which were located close to the North Caucasus, several hundred miles from the Republic of Dagestan, where they were mounting an insurgency to establish an Islamic state in that region. In response, Russia greatly boosted its counterterrorism measures in the North Caucasus republics as well as in other parts of the country, thereby preventing these insurgents from succeeding in their terrorist plots. Nevertheless, the attraction of jihadi groups such as the Iraq- and Syria-based Islamic State in radicalizing hundreds of Russian Islamists into joining their insurgency expanded the geographical scope of the terrorist threats against Russia, particularly upon the return of some of them to Russia to carry out attacks in light of Moscow’s support of the Syrian and Iraqi regimes and their call to establish an Islamist caliphate in the North Caucasus.

Abstract:: The thesis defended is that jihadist terrorism, whose final purpose is the political planning of society based upon a fundamentalist interpretation of Islam, constitutes a serious threat to Spain. Examined and addressed as any other threat, before it the only possible response is fighting back. In that analysis, the concepts of Security and Defense, today closely linked, are taken as starting points. Abstract:: Consider the artist Michelangelo standing in front of a block of Carrara marble rough-hewn from the quarry. As he later described that moment, “I saw the angel in the marble and carved until I set him free.” Sculptors need the patience to recognize that many small steps will be needed to realize their vision. The sculptor needs a strategic sixth sense that can continuously adapt the design to the conditions of the material while testing whether each small incision, however immediately appealing and easily achieved, will end up weakening the final structure. The sculptor needs the confidence to know that the design can be adjusted in response to the inevitable small slips and misjudgments made along the way. Call it the ability to hold the desired ends in mind while being continuously aware of the ways open for achieving them and the means that are at hand. Even the most technically skilled sculptor equipped with the sharpest chisels needs to have a clear sense of the end state – to see at the outset, “the angel in the marble” – that could be the final result of all the labor to come. That is the strategic cast of mind needed for planning modern counter-terrorism.

Abstract:: The article deals with deterrence of terrorism. The aim is to assess validity of a proposition that it is possible to deter terrorist groups, but there are some specifics in comparison to the deterrence of states. First, we determine deterrence threats which can be applied in relation to terrorist groups and discuss possible restraints of their application in practice. This is followed by an analysis of whether deterrence can be applied against all types of terrorist groups without distinction, where we develop a model of classification of terrorist groups according to the goals which they pursue. So far, the topic of deterrence of terrorism has not been discussed in detail in the Czech academic texts. This article thus seeks to fill this lacuna and highlight the benefits of applying deterrence strategy to the terrorist groups.

If anything, this issue of the Marine Corps University Journal serves to illustrate the chaos and violence that predominate in perennial hot spots. As our resources continue to dwindle, our options for dealing effectively with these hot spots seem just as limited. It is very likely that we will continue to be asked to do more with less. Doing more with less is even more difficult under challenging circumstances, as is doing the right thing. For instance, when confronted by a morally abhorrent situation, how do we as a nation and as a military force respond? In these situations, nations, leaders, and peacekeeping forces are sometimes required to make the ultimate decision: strictly follow orders or do what is both moral and right. Military personnel have faced this dilemma in hostile places, such as Rwanda and Srebrenica, often with tragic consequences. In the opening article, Paolo Tripodi describes similar challenges faced by United Nations peacekeepers when civilian lives became the responsibility (or not) of force commanders.Tripodi argues that, in spite of their orders, commanders at various levels had (and still have) a moral responsibility to protect the lives of citizens, even at the risk of their own lives.

Abstract:: This article explores the causes and dynamics impacting the development of the EU's security policy on Africa. The changing global structure in Africa has influenced the EU's foreign and security policy in Africa. The new global actors, such as China, India, Brazil, and Turkey have recently consolidated their political and economic relations with both African states and organisations with an impact on the EU's approach to the continent. At the same time, the new challenges, like international terrorism and immigration, also left their mark on the EU's policy in Africa. This article argues that the EU members' economic interests have played a central role in developing the EU's security policy towards Africa. Abstract:: Are Muslims born or living in the United States increasingly inclined to engage in terrorist attacks within the country's borders? For much of the post-September 11 era, the answer to that question was largely no. Unlike its European counterparts, the United States was viewed as being relatively immune to terrorism committed by its residents and citizens-what is commonly referred to as "homegrown" terrorism-because of the social status and degree of assimilation evinced by American Muslims. In 2006, in the long shadow cast by the Madrid 2004 and London 2005 attacks perpetrated by European homegrown terrorists, there was a perceptible shift in the characterization of the threat posed by American Muslims. Public officials began to speak more regularly and assertively about the potential threat of some Muslims taking up terrorism, elevating it in their discussions alongside threats from foreign operatives and transnational terrorist organizations. By 2009, in part catalyzed by a surge in terrorist-related arrests and concerns that they could portend a growing radicalization of the American Muslim population, policymakers and terrorist analysts seemed increasingly worried about homegrown terrorism. When U.S. Special Forces killed Osama bin Laden in May 2011, some members of Congress and other commentators argued that the threat of homegrown terrorism would become even more important.

Abstract:: In reflecting on the extensive literature and research on intelligence failures and particularly that which ensued in the aftermath of the 9/11 terrorist attacks in the US, Indonesia and those in Europe, this analysis concludes that intelligence, and particularly Western intelligence, cannot be completely at fault for the failure to identify appropriately and forewarn about the occurrence of historical discontinuity events. Western policymakers, economic advisers, as well as socio-economic elites' performance throughout the 1980s and 1990s reveals flaws in long-term policy planning and decision-making with serious repercussions for strategic intelligence analysis. The inability to forecast historical discontinuity events is a key element of intelligence and policy which needs further revision.

Abstract:: On march 30, 2009, militants launched a deadly assault on a police training center outside Lahore, the capital of Pakistan's Punjab Province. Eight police cadets were killed. Less than a month earlier, on March 3, gunmen in Lahore ambushed members of the visiting Sri Lankan cricket team, killing at least eight people. Punjab, the most populated of Pakistan's provinces, has largely escaped the bloodshed plaguing the country's troubled northwest. Yet since 2007, violence has escalated in the province. The bold terrorist attacks in Pakistan's heartland—within Punjab Province and in the Pakistani capital of Islamabad—show that local logistical support for these attacks is attributable to what is often labeled the “Punjabi Taliban” network. The major factions of this network include operatives from Lashkar-i-Jhangvi, Sipah-i-Sahaba Pakistan and Jaysh-i-Muhammad—all groups that were previously strictly focused on Kashmir and domestic sectarian violence.

Abstract:: The Clash Within is a lengthy account of the rise of the Hindu right and of anti-Muslim violence in contemporary India. There is little in the book that strikes the specialist as new or original, since the events and arguments it deals with are well known and extensively dealt with in the existing literature, but the author wants to address a wider audience. Nussbaum argues that her contribution is as that of a loudspeaker, since she feels that Indian developments are wrongly ignored in the United States and Europe. In her view, the reason for this neglect is ''the way in which terrorism and the war on Iraq have distracted Americans from events and issues of fundamental significance'' (p. 1). This is not self-evident, since one might plausibly contend that Iraq and the Middle East (including Israel) rightly attract more attention and are of more fundamental significance for American foreign policy than Hindu-Muslim antagonism in India. How-ever, Nussbaum's argument is not located at the level of geopolitics, but at the level of national political systems. She argues that the problem of how religious nationalism affects the largest democracy in the world is instructive for all democracies. From a philosopher one might expect a theoretical argument about democracy, nationalism, and religion to frame what we can learn from the Indian case, but Nussbaum's book surprisingly offers more journalism than theory.

Abstract:: There are many experiences of jihadist radicalization in prisons, some of them also in Spain. This article first describes the situation of Muslim convicts in Spanish prisons. Following, it analyzes the challenges and inefficiencies that the Spanish penitentiary system is currently facing. These are weaknesses that affect the relationship between convict jihadists and common prisoners of Muslim origin, the prevention and control of the prisoners' daily lives, the diffusion of radical documents inside the prisons and the communication between the interior and exterior of the center. Overall, it is noticeable the lack of a strategic plan from the penitentiary Administration for the prevention of jihadist radicalization.

Abstract:: The 19th December 2003 law inserting specific terrorist infractions in the penal Code sets a new step in the evolution of the political offence in Belgium: the "political" moral element in the definition of those infractions has indeed been conceived as an aggravating circumstance, opposing in that way the principle of the "régime de faveur" (preferential treatment) established by the newborn Belgium and progressively restricted in its application. At a larger scale, this "de-politization" of the political offence through terrorism can lead to contemporary governmentality and democratic model which seem to induce an exclusion of ideology out of the field of what Foucault calls "the conditions of true and false". La loi du 19 décembre 2003 inscrivant au Code pénal des infractions terroristes spécifiques marque une nouvelle étape dans l'évolution du délit politique en Belgique. En effet, l'élément moral « politique » retenu dans la définition de ces infractions est conçu comme une circonstance aggravante, et contredit ainsi le principe du régime de faveur établi aux premières heures de la Belgique et progressivement restreint dans son application. Plus largement, cette « dé-politisation » du délit politique à travers le terrorisme renvoie à la gouvernementalité et au modèle démocratique contemporains, qui semblent induire une exclusion de l'idéologie hors du champ de ce qui constitue, selon Foucault, les « conditions du vrai et du faux ».
