Russia as a state and civilization and Russian statehood as an institution have acted for centuries as system-forming factors of the world order. They have, at various times, exerted influence of varying intensity and significance on the shape, character, and content of international relations, while also being influenced by them. The West’s hostility toward Russia arose, took shape, and began to actively manifest itself as one of the constants of this influence, occasionally reaching the level of outright hatred and spiraling into attacks against Russian statehood, which invariably mobilized the country’s peoples to rebuff the aggressors.

Abstract:
Ancient Roman history creates a wide interdisciplinary field of study for academics, from politics and archaeology to sociology and art. Interpreting today’s world by making inferences from Roman history is the most important factor that encourages the academy to work in this wide field. In The Roman Republic of Letters: Scholarship, Philosophy and Politics in the Age of Cicero and Caesar, Katherine Volk examines the Late Roman Republic (63-43 BCE), unlocking details for readers and researchers that were previously overlooked. At the same time, Volk has brought together the subjects of philosophy, religion, politics, rhetoric and grammar in a way that contributes to intellectual history. We can confidently say that this book fills a gap in helping us understand the intellectual and philosophical debates behind the political upheavals of the late Republic and in comparing Roman politics and politics today.

Abstract:
This article argues that the critical point of failure in the Allied catastrophe in France and the Low Countries in 1940 was a military plan that ignored key tenets of operational art and planning. In doing so, it points out that the Allies lacked a strategy oriented toward victory, failed to balance their operational factors of time, space, and force, and planned against a single potential enemy course of action. Together, these components set the conditions for a swift Allied defeat that shocked the world.

When General Vernon Walters, our famously outspoken ambassador in Germany, visited Stockholm in the fall of 1989, we arranged a press briefing at the ambassador’s residence. His prediction that Germany would be reunited within five years made headlines and drew a rebuke from Washington, which was not yet talking publicly about such possibilities. Of course, things moved much faster than even Vernon Walters could predict. During four years at the U.S. embassy in Stockholm, 1989-1993, we saw the Berlin Wall come down, the Soviet Union dissolve, and the Baltic states regain their independence.

The footage is grainy. The cacophony of noise pours from the idling helicopters and the columns of police cars, motorcycles, and armored personnel carriers with their engines and blaring sirens. But the scenes are remarkable all the same. They show the city of Banja Luka, the second largest metropolitan area in Bosnia and Herzegovina (BiH), on May 12, 1992. They depict a city under occupation by a regime in the process of orchestrating the first genocide in Europe since the Holocaust.

Abstract:
During the First World War, the front between the Austro-Hungarian Empire and the Italian Kingdom ran across hundreds of kilometers through the Alpine mountain range. In this geographical context, the armies had to survive in a hostile environment that abounded with fierce and relentless natural hazards. Despite the widely recognized relevant role of nature on the Alpine front, works focusing on this topic are still few. This article gathers and organizes the information found in literature concerning the impact of nature on casualties. The article further identifies the mechanisms through which natural hazards inflicted losses and evidences the necessity of quantitative data and analyses for reaching a better-supported and improved quantification and characterization of these victims. Despite the still-limited knowledge about the casualties due to natural hazards, the Alpine front represents a historical case of how the consequences of waging war in inhospitable environments go beyond the difficulties concerning fighting and how nature can cause great damage to armies.

A high performance level in a public organisation is fundamental. The Portuguese Armed Forces can influence the environment, both external and internal, and should therefore have a high performance level and adequate development of military capabilities. For that, it is fundamental to understand the importance of military capabilities for combatting the threats of the 21st century. This paper aims to analyse the influence of military capabilities for combating the current threats and risks in fulfilling the various operations, and for optimising the performance of the Portuguese Armed Forces. A quantitative analysis was carried out from citizen and military convenience samples through correlations between variables, as well as measures of central tendency like mean and standard deviation. The results show that the development of military capabilities has a positive effect on the performance of the Portuguese Armed Forces, combatting conventional threats and risks, as well as threats to civil protection. This capabilities performance is related with the execution of military operations (external and internal). Therefore, a proper development of military capabilities (output) with a special focus on human resources and privilege and the efficiency and quality of the missions (outcomes) are essential to combat the threats of the 21st century.

8. The evolution of the Hungarian Defence Forces’ volunteer reserve component after the Cold War

When Hungary transformed to an all-volunteer force in 2004, most attention was given to the regular component and very little mention was made of reservists. The main goal of this study is to draw attention to the importance of, and the potential, in the reserve component using historical research to produce an overview of how the reserve component of the Hungarian Defence Forces has evolved since the end of the Cold War. Information was collected and analysed from the discussed time period and interpretations were made of the collected evidence through systematic methods appraising all available studies to synthesise the findings. Similarly to other countries in the region, more than a century of conscription and the Warsaw Pact legacy still haunts the Hungarian Defence Forces. Fortunately, Hungary’s NATO membership spearheaded the drive for qualitative change within the armed forces and more attention was paid to a volunteer reserve system. Hungary’s NATO membership has ushered in a new era of security guarantees and obligations which, among other things, brought with it the realisation that the time for qualitative change in the armed forces had come. Among other changes, an initial shift of emphasis towards a reserve system – followed by the adoption of the all-volunteer force model – made it clear that a new basis had to be provided upon which to address the reserve issue in Hungary.

On 23 December 2020, Northern Ireland turned one hundred years old— that is, if its birthday is dated by the ratification of the Government of Ireland Act by King George V. Officially titled “An Act for the better Government of Ireland,” it became known to Irish nationalists and republicans as the partition act.1 The U.K. Parliament passed the act without a single vote in its favor from a member of Parliament elected in Ireland. The proposed British “solution” to Ireland’s right to self-determination was the invention of two Irelands, “Northern Ireland” and “Southern Ireland,” each scheduled to be a devolved government within the Union of Great Britain and Ireland. The proposal was enacted during what we Irish call the “War of Independence.”2

Are European migration policies racist? In times of spreading politiciza- tion of any migration-related issue, such a question may sound rhetorical and partisan. It is not; or at least, not necessarily. Millions of actual and potential migrants and a growing number of decision-makers in migrant-sending countries are earnestly asking this question or close variants of it. If only for this reason, this question becomes a relevant factor in international relations and, as such, it requires evidence-based answers. To answer this question, some historical background is needed. This is why I will start with a brief appraisal of the transition from the colonial to the post- colonial migration regimes of European countries. In particular, I will consider migration policies adopted toward Africa, which forms the key empirical case for my investigation.

Abstract:
The purpose of this article is to identify the policy orientations of Russia in the Balkans. The historical aspects of Russia’s political and cultural ties with the Balkan region and Russia’s policy towards the Balkans during the USSR period will feature. As the Balkans are an important factor in Russia’s geopolitical game to retain influence in Europe, the author analyses Russia’s contemporary policy in the Balkans, its interests and the measures taken to achieve its specific goals. It can be concluded that Russian involvement in some Balkan countries is exhausting the elements of a hybrid war. Two possible models of geopolitical behaviour in relation to Russia can be distinguished. The first is to continue trying to stay as far away from Russia, the second is to build effective mechanisms for socioeconomic cooperation. It can be implied that Russia will not hesitate to repeat the hybrid war scenario from Ukraine in order to maintain its political influence in the region. Only the EU returning to a consistent policy of enlargement involving the Balkan countries and the economic strengthening of the Member States from the Balkan region can weaken Russia’s political influence in the region.

13. Non-violent civil resistance against military force: The experience of Lithuania in 1991

Evolving threats to national security have resulted in the adoption of comprehensive (total) defence concepts by a number of small and medium states. Civil resistance constitutes a considerable part of such concepts, complementing military defence. The historical experience of Lithuania proved the value of nonviolent resistance between 1988 and 1991 for regaining independence, and defending it in January 1991. The aim of this article is to analyse the role of non-violent civil resistance in the national defence system, based on the experience of 13 January 1991 in Lithuania and develop further discussion about the concept of civil resistance. The methodological approach of the article is based on historical and theoretical analysis. This allows the experience of Lithuania to be assessed on the basis of Lithuanian National Security and Defence Strategy and scientific research. Lithuanian non-violent civil resistance in 1988–1991 was successful in terms of strategy, leadership, organisation, planning, non-violence priorities and the number of citizens involved. The leaders of the movement were able to mobilise people into a widespread movement based on their moral authority and value orientations, strongly appealing to different groups in society. Lithuania’s independence was achieved with minimal human sacrifice, preserving the country’s resources and infrastructure. This experience of non-violent civil resistance came to be used by modern state institutions to create strategic documents of the state. In the current situation, it is necessary to focus not only on the knowledge required for state defence and civil resistance, but also on its moral aspects such as values, ethical behaviour, civic and human maturity.

14. Economic Well‐​Being under Plan versus Market: The Case of Estonia and Finland

This article investigates the dynamics of individual economic well‐​being in Estonia and Finland over three periods: (1) 1923–1938, when both countries were similarly situated; (2) 1960–1988, during which Estonia was under Soviet control; and (3) 1992–2018, after Estonian independence. Economic well‐​being is calculated using the purchasing power of wages in terms of the affordability of a minimal food basket. The results show that, in 1938, the purchasing power of wages in Estonia was 4 percent lower than in Finland; in 1988, it was 42 percent lower; and, by 2018, the gap had fallen to 17 percent. Consequently, as measured by the purchasing power of wages, well‐​being in Estonia and Finland was similar before the Soviet occupation, widely diverged during Soviet rule, and converged after Estonian independence, with the transition from plan to market.

Abstract:
The aim of the article is to present the results of the survey on the structure of the discourse on Poland present in the content of various Chinese newspapers and magazines. In the first part, we provide an overview of the history, characteristic and development trends of the Chinese newspaper market. In order to construct the collection of messages about Poland and Poles, a query was carried out in 172 journalistic materials published in 2015-2020. The first step of analysis performed in this research was the lexical analysis of the Chinese print media gathered in the text corpus of app. 160 thous. words. Additionally, the authors of the article used text mining analytics software to extract the main concepts. The next phase of the survey was the computer assisted content analysis. For the research purposes 150 categories dictionaries were created. Those dictionaries consisted of the set of words gathered on the same semantic basis. The unit of the analysis in this phase of the research was a single paragraph (N=2465 units) and the results of this analysis were the hierarchy and key-ness of collective symbols, themes, actors and places present in the press discourse on Poland. In the last part of the research—as a result of factor analysis—the structure of the discourse on Poland in the Chinese press was reduced to 9 strongest factors determining which different (detailed) categories have the tendency to co-occur and that is why they create easily distinguishable configurations.

Abstract:
Journalists who described Oriental theatres usually based their narrative on personal experience. Both specialist, mass and popular press paid particular attention to elements that distinguished Japanese and Chinese theatre from their European counterpart. The length of performance, innovative technical solutions, different acting style were the elements that received most attention. Nonetheless, sometimes it was impossible to explain the origins of those differences. Furthermore, the above-mentioned differences usually spoke against Chinese theatre. It was criticized for different music, moveable stage scenery, exaggerated acting that was hard to understand. Such attitude was the result of lack of understanding of Chinese opera’s conventions. On the other hand, press eagerly commended the richness of Chinese actors’ costumes and ,,shadow puppet theatre”. Moreover, Polish press also stressed that both classical and modern Chinese theatre enjoyed immense popularity among Chinese people. Polish press went easy on theatrical art in Japan depicting differences that were in many cases the same as in Chinese theatre as something neutral, even positive as it gave the play magical touch. Sometimes it was emphasized that Japanese theatre could become a source of inspiration for its European counterpart. It was praised for masks, costumes, moveable stage scenery and music. It is interesting that in the last two instances Chinese theatre was looked down on. Polish press also spoke favourably of puppet theatre and ,,Takarazuka” performances. On the other hand, magazines’ opinions on acting varied.

The European Union was established after the Second World War by countries that wanted to maintain their presence in the global arena as a whole and reorganise economic structures. The rising powers challenged the European Union with the start of the millennium. In order to counter challenges, the European Union has developed a number of mechanisms for its institutional structure and its relations with other actors. These mechanisms included the concept of strategic partnership and summit diplomacy. The mechanisms started with cooperation frameworks such as trade. The mechanisms were thought to reduce the intensity of the challenges and further the relations between the states. For this reason, in this study, it will be discussed which challenges the rising powers have made against the EU and to what extent the foreign policy tools used by the EU against these challenges have effects will be discussed. | İkinci Dünya Savaşı sonrasında küresel arenadaki varlığını bir bütün halinde sürdürmek isteyen Avrupa devletlerinin iktisadi yapılanmalarını yeniden tanzim etmek için meydana getirdiği Avrupa Birliği, yükselen güçler tarafından kaynaklanan çağdaş meydan okumalara karşı durabilmek için kurumsal yapısına ve diğer aktörlerle yürütmekte olduğu ilişkilerine birtakım yenilikler getirmektedir. Stratejik ortaklık konseptinin ve zirve diplomasilerinin bu (yeni) mekanizmalar arasında yer aldığı düşünülmektedir. Avrupa Birliği özellikle ticaret gibi işbirliği çerçevelerinden başlayan bu mekanizmalar sayesinde meydan okumaların şiddetini azaltacağını ve taraflar arasındaki münasebetleri çok daha ileriye taşıyacağını ümit etmektedir. En las postrimerías del siglo XV surgió de la mano de los dos pueblos ibéricos atlánticos una revolucionaria aproximación al uso en beneficio propio del mar, caracterizada por tener que enfrentarse al reto de la navegación oceánica y de la exploración de nuevas tierras, algo jamás siquiera concebido con anterioridad. Como ya había ocurrido en otras etapas históricas con otros protagonistas, la principal motivación para lanzarse al mar fue económica. Sin embargo, la escala geográfica del empeño en esta ocasión dio lugar a una nueva era, caracterizada tanto por un acelerado desarrollo científico como por una globalización del comercio, de la política, de la tecnología y de la cultura (el lenguaje, la educación y el cristianismo). Portugal conquistó los océanos con el ánimo de establecer una red de enclaves comerciales, creando el molde de lo que desde entonces se ha considerado el lógico proceder de las potencias marítimas, empeñadas en moverse con libertad por los mares que unen las colonias con la metrópoli. De esa guisa, lo que desde hace apenas poco más de un siglo se denomina poder naval no era sino la parte del poder marítimo que se encargaba de proteger el comercio propio de la ambición ajena. España, sin embargo, acometió una epopeya similar con una mentalidad más territorial (y más patrimonial), debido a la cual los mismos océanos pasaron a ser considerados parte integrante de las posesiones monárquicas como vínculo que unía las distintas partes del reino. Esa asunción engendró un concepto nuevo de poder naval, por el que en tiempo de paz complementaba al poder marítimo, que se convertía en tributario del primero en caso de conflicto bélico. Lo que los tratadistas clásicos anglosajones (Alfred T. Mahan y Julian S. Corbett, en particular) describieron como poder marítimo y naval al estudiar la historia basándose en fuentes documentales británicas no es más que la trasposición de los principios que rigieron la constitución del Portugal renacentista en una talasocracia de ámbito planetario. El caso español es mucho más complejo, pues no solo fue igualmente ignorado en los estudios histórico-estratégicos tardo-decimonónicos y posteriores (no solo anglosajones, lo que es aún más inexplicable), sino que se mantiene en la bruma de lo inexplorado al no haber tenido continuidad histórica reconocida, lo que ha contribuido a impedir una comprensión adecuada de la dimensión histórica del éxito (por su resiliencia, durabilidad, prosperidad…) del “imperio” de la Monarquía Hispánica.

Las guerras dácicas de Trajano (101-106 d.C.) implicaron múltiples movimientos de población por parte de todos los contendientes, que afectaron al desarrollo y desenlace del conflicto, condicionando muchas de las decisiones de las potencias implicadas. Del mismo modo, la intensidad y escala de la conflagración, que se extendió a lo largo y ancho de la Europa danubiana y póntica, se saldó con cuantiosas pérdidas de población, consecuencia directa e indirecta de los enfrentamientos armados. Finalmente, el proceso de consolidación del poder romano en Dacia tras la conquista y sus particularidades supusieron la deportación y desplazamiento intencional de grupos de población nativa, migraciones hacia zonas libres de la ocupación romana y otros problemas de orden sociopolítico y demográfico resueltos por el Imperio romano mediante una colonización planificada del nuevo territorio y toda una serie de arreglos diplomáticos concluidos en 119 d.C. En este artículo abordamos, a través de las fuentes literarias, epigráficas, numismáticas, arqueológicas e iconográficas disponibles, estos procesos demográficos, las realidades derivadas de los mismos y sus consecuencias en el marco de las guerras dácicas de Trajano, procesos que condicionaron la situación geopolítica de la región y, por lo tanto, la futura configuración de la Europa del Este.

Abstract:
This paper aims to analyze Britain’s relations with the former colonies in the Gulf after the termination of the British protectorate in the Persian Gulf and discuss how the British colonial ties influenced the post-colonial relations with the Arab Gulf States. Archive documents, official papers and secondary sources were used in order to determine and compare the relations in pre/post withdrawal periods and the results were analyzed in frame of the Post-colonial theory. The main argument of this study is that the British colonial relations and ties, which had been constructed in political, military, economic and institutional spheres in the colonial era, were significant determinants in reshaping the new British foreign policy towards the Arab Gulf States. Britain, who successfully adopted the colonial relations in the new term, managed to preserve its interests after the withdrawal and even extended some of them in certain fields such as the oil sector.
