51. ‘Strasbourg’ in the South Caucasus: The EU’s Opportunities, Obstacles, and Incentives

Abstract:
Implausible might be the hyperbole of “once in a generation.” Occasionally, overstatement is legitimate and necessary. Just as the Baku‑Tbilisi‑Ceyhan (BTC) pipeline revolutionized development and income in the South Caucasus a generation ago, so too (and more) are the prospects of reconstruction in the region due to Azerbaijan’s victory in the Second Karabakh War. The possibilities for win‑win progress and growth are truly unprecedented. Hyperbolic hope faces challenges, and they need reconciliation with the unprecedented opportunities now recasting the South Caucasus— with potential betterment of the peoples and countries of the region, and even for the wider world. This essay first considers the momentous changes already underway as well as the significances they portend. It then assesses obstacles, and thereafter suggests ‘Strasbourg’ as a multi‑faceted label for contributions both to overcome them and help to realize fully the ambitions for this region. To be precise: ‘Strasbourg’ here means the physical, technological, and financial involvement of the EU in regional infrastructural development, including linkages of the South Caucasus more widely, and also as a metaphor for deep‑seated, historically truthful reconciliation. (In the Summer 2021 edition of Baku Dialogues, elements of both meanings were put forward by F. Murat Özkaleli in an article titled “Winning the Peace” and are built upon here.) This thinking takes even greater significance as Euro‑Atlantic planning will concentrate on redefining relations in this region due to conflict over Ukraine.

Particularly in today’s evolving geopolitical and economic reality triggered by Russia’s invasion of Ukraine, the Caspian region has gained greater relevance whilst acquiring renewed significance. More specifically, one of the geostrategic consequences of Putin’s ongoing assault against Ukraine and its broader implications for the global economy has been the enhanced impetus for ensuring the pragmatic and strategic utility of the “Middle Corridor” (also more formally known as the Trans‑Caspian International Transport Route, or TITR) for the Caspian region and beyond as a viable commercial transport route alternative to the long‑established northern pathway through Russia. China, which has been eager to expand its economic networks, had hoped to dominate economically the utilization of the Middle Corridor as part of an expanding BRI. But at least some of the countries in the region (and beyond) have grown increasingly uneasy about participating in it. They have viewed China as leaving many of its BRI promises unfulfilled. And they have also become more concerned that Beijing’s BRI engagement comes with too many geopolitical strings attached and can lead to debt traps. By and large, China has invested in a number of infrastructure projects in Central Asia within the framework of BRI. Most of China’s activity has taken place on the eastern shore of the Caspian. Major port, pipeline, and infrastructure projects on the Caspian’s western shore have been done without much, if any, direct Chinese involvement. Making the Middle Corridor work properly is not an easy task: it will take considerable degrees of time, financial means, and political commitment. With many economic and political challenges lingering around, by no means, the cross‑country transportation route could become the cheapest option any time soon. Nonetheless, in an increasingly raucous world where diversifying supply chains reduce risk and has become more desirable, the route could become not only fully viable but, more importantly, truly cost‑effective.

Abstract:
At the beginning of 2022, just as the globalizing world was entering the postCovid period and the United Nations Climate Change Conference declared a “code red” emergency for the climate crisis at COP 27, a strategically calculated move came from Russian President Vladimir Putin to unlawfully invade Ukraine. From the beginning, the invasion of Ukraine has generated impacts much larger and more transformative than any previous crisis, triggering serious crisis-ridden developments in the international system and globalization and forcing national governments and global actors to recalibrate and reposition. It is in this global and broader context NATO’s Madrid Summit and its “new Strategic Concept” should be analyzed and assessed. This paper argues that the summit is historic, necessary, but not sufficient. To substantiate this argument, it analyzes is NATO’s new strategic concept in detail, exploring its critical importance, its transformative effect and the six challenges that it faces.

Russia’s invasion of Ukraine seems to have led, with very few exceptions, to greater cooperation among members of the Western alliance and brought the transatlantic partners closer to one another. As a result, NATO, which has undergone several changes since the end of the Cold War, has regained its key role as the cornerstone of the West’s collective security interests. In its enhanced position, NATO also appears to be emerging as the champion of the liberal order as well as the universal values embraced by transatlantic partners. Yet, it may also be facing new challenges both from within, particularly in the case of a prolonged conflict in Europe, and from China, which is demonstrating increasing rivalry to the West.

The war between Russia and Ukraine that began on 24 February 2022, has now gone on for more than four months. It has already taken a severe toll on much of the world and will cause much more harm the longer it continues. Moreover, it does not seem likely to end soon. Russian President Vladimir Putin recently declared that Russia has barely begun its military operation in Ukraine. He has clearly stated his goal of taking the entire Donbas. Success in that endeavor may motivate him to continue the fight for other objectives, including the major industrial center of Kharkiv, the key Black Sea port of Odesa, and perhaps even Kyiv and its environs. For his part, Ukrainian President Volodymyr Zelensky has repeatedly said his goal is to push Russia back to the line it occupied on 23 February. His Minister of Foreign Affairs Dmytro Kuleba has spoken of winning back the entire Donbas and liberating “the rest of our territory.” The U.S. Director of National Intelligence has predicted that a “grinding struggle” may continue for a long time. Abstract:
The new strategic concept of the alliance looks at the Mediterranean situation as a shift in the engagement with a history that is as old as the origins of the Western bloc. In this history, the Italian role has been an example for the other Mediterranean countries that later joined NATO. The steps in the construction of the Atlantic coalition started also in Mediterranean with U.S. military engagement grounded in Truman’s doctrine. Twenty years late, the North Atlantic Council’s report on the alliance’s future tasks examined crucial “exposed areas” for NATO, and first among them was the Mediterranean. After the collapse of the Soviet system, NATO worked on a relationship of coexistence and cooperation with Russia. The ongoing invasion in Ukraine has thwarted years of discussion and work, but the partnerships promoted by NATO with the countries of the so-called enlarged Mediterranean stand as a success story.

In a ground-breaking move, Women, Peace, and Security (WPS) features prominently in NATO’s Strategic Concept for the first time, a powerful signal that it will form a central part of NATO’s changing priorities going forward. At the same time, there have been significant gendered silences in NATO and its allies’ response to the Russia-Ukraine War, undermining these policy aspirations. This is despite over a decade of significant investment in the WPS architecture across NATO’s political and military structures, including the creation of a high-level Special Representative on Women, Peace, and Security, reporting directly to the Secretary General and supporting a comprehensive WPS policy adopted in conjunction with NATO partners. Focus therefore needs to be given to what NATO can do to operationalize the WPS aspirations of the new Strategic Concept in practice.

Abstract:
Russia’s war of aggression on Ukraine launched on 24 February 2022 upended Europe’s security order. The invasion was a wake-up call that peace in the continent should not be taken for granted and a catalyst for change at European and transatlantic level. The EU adopted a long-term Strategic Compass for security and defense. NATO, no longer “braindead,” issued a new Strategic Concept for the coming decade and is expanding. While there is convergence in strategic outlooks, questions remain on how both organizations will cooperate and coordinate their actions, implement the investment, troops and capabilities’ goals set in each document as well as deal with countries such as China.

NATO’s Madrid Summit in June 2022 was potentially transformative. Allied leaders agreed to a fundamental shift in NATO’s deterrence and defense posture and to continue the fight against terrorism. They committed to long-term support for Ukraine, they invited Finland and Sweden to join the Alliance, and they unveiled a new NATO Strategic Concept. Alliance members must now translate words into deeds. They must move from deterrence by reinforcement to deterrence by denial. They must bolster their resilience to disruptive forces. They need to offer Ukraine, Georgia, Moldova and other partners what they need to defend themselves. They must address the China challenge. And they must rebalance transatlantic defense burdens by boosting European capabilities.

The secure defense of NATO members does not depend on the Kyiv frontline; the southern flank is the most unguarded. This paper deals with the Mediterranean, a closed sea without borders which globalized before globalization, examining some strategic alternatives for Western allies. The Mediterranean is a point of contact, a diaphragm, and a battlefield. In addition, the central Mediterranean is a relevant area where Russia and China have their foot in the door because of the disengagement of France and Italy and the lack of attention of NATO. It is precisely on this weaker frontier that NATO must relaunch its commitment and presence. Defending marine spaces determines the continent’s safety. So, losing the Mediterranean can be disastrous. And finally, it examines Italian policy in the Mediterranean to date and the reasons why Italy can and must correct the strabismus of the USA, which is completely looking at the Indo-Pacific, and of imagines a peripheral Europe without politics.

NATO’s new Strategic Concept highlights areas of change and continuity in nuclear priorities. These priorities will be driven by a combination of global and domestic political factors. In this article, I argue that the continued threat posed by Russia, the growth of the anti-nuclear movement in Europe, the rise of China, and the emergence of new nuclear technologies will drive NATO nuclear priorities for the foreseeable future. Russian aggression drives continuity in NATO nuclear priorities, as Russia has been, and will remain, the primary threat to NATO security. Meanwhile, the other factors will combine to force changes to NATO nuclear priorities and policies.

Abstract:
North Atlantic Treaty Organization (NATO) has been the most important and successful multilateral military cum political organization, pursuing the agenda of exporting democracy globally and ensuring the mutual defense of its allies. Historically, NATO was formed against the threat of communism emanating from USSR (Russia). The alliance did not use military option till the end of the cold war between the west and USSR, but post-cold war, it transformed and operated in Balkans, South Asia, Horn of Africa, and Middle East. The 9/11 incident further enhanced the military role of the organization and gave it ample reason to act internationally for ensuring the global security. America, being the leader of the alliance used it for fighting the so-called global war on terrorism and its adventures in Middle East. Nevertheless, in the last two decades the organization went through various changes and is now continuously in the state of transformation. The wave of populism which had influenced the very concept of globalization has posed serious challenges for the alliance. The Trump rhetoric of “America first”, BREXIT, challenges of migration, changing demography of Europe, assertion of Russia in global politics, confrontation between the NATO allies like Turkey and France, and rise of China are few factors which may affect the future of the so-called intergovernmental military alliance. This article concurrently discusses the new challenges for the NATO and sheds light on the possible options to the strategy of Biden administration to reverse the policies of its predecessor which have influenced the cooperation of different allies of NATO. In the end researcher has tried to put forth few recommendations which may help the policy makers to cope with the challenges NATO is facing. The study is qualitative and analytical in nature whereas primary as well as secondary sources are used for data collection.

The outcome of the Second Karabakh War between Azerbaijan and Armenia significantly trans­formed the geopolitical reality in the South Caucasus, with im­plications for the wider Black Sea‑Caspian region. The unsettled political geography of the South Caucasus and the ethno‑political separatism fueled by external actors since the early 1990s left bleeding wounds on the bodies of the newly re‑emerged sovereign states of Armenia, Azerbaijan, and Georgia. These conflicts have determined the trajectory of the geopolitical developments of the region for the last 30 years, including on the for­eign policy orientations of these new states. The conflicts in the South Caucasus were the primary challenge for transforming the strategic assets of this region into greater political and economic success. Three major conflict areas in the South Caucasus were former autonomous regions, created in the early Soviet period: Nagorno‑Karabakh, Abkhazia, and the Tskhinvali region, what was called South Ossetia. (Briefly: the latter term was introduced by the Soviets in the 1920s as a name for the newly created autonomous area in Georgia, popu­lated by Ossetians alongside ethnic Georgians. The historic homeland of Ossetians is located to the north of the Greater Caucasus mountains. Following the Soviet tradition of planting ethno‑political time bombs, Ossetia proper—located in the Russian Federation—was named North Ossetia, while the Tskhinvali region of Georgia—with the Ossetian population at the time concentrated in the border areas with Russia—was named South Ossetia.) As of today, all three of these areas are self‑proclaimed indepen­dent states, are formally ruled by de facto governments, and saw fierce military confrontation in the early 1990s. In 2008, the Tskhinvali region became the battleground between Russian and Georgian forces. In 2020, Azerbaijan regained through a combination of military action and diplomatic brinksmanship all seven regions outside of Nagorno‑ Karabakh that had been occupied by Armenia, as well as one‑third of the former Nagorno‑Karabakh region. In the case of Abkhazia and the Tskhinvali region/South Ossetia, as of mid‑2021, these ter­ritories remain, in reality, governed by Russian occupational forces. The Russian military influence was in­serted into Karabakh after the war that ended on November 10th, 2020, with Russian peacekeepers playing an increasing role in the governance of the region. In terms of geopolitical orienta­tion, Armenia willingly allowed Russian troops onto its territory, seeing them as a security guar­antee and deterrent against Azer­baijan. Georgia aligned itself with the Western powers, determined to join NATO and the EU. The conflicts on Georgian territory are seen as punishment from Russia for Georgia’s pro‑Western focus. As a result, there has been a heavy Russian military presence in the separatist areas of Georgia since the Russian invasion to Georgia in 2008.

64. From Struggle to Permanent Failure Why the Karabakh Attempt at Secession Failed

After 44 days of fighting, the Second Karabakh War came to an end on 10 November 2020 as a result of a Russian‑brokered ceasefire agree­ment. The most important questions here appear to be: what led to this dangerous military escalation, and what does it mean for the conflict, given that it seems to have now entered into a (new) political phase, again? In the declining Soviet Union, what was originally a status dispute over the autonomous Nagorno‑Karabakh region escalated into an international violent conflict between Armenia and Azerbaijan in the early 1990s. Following the end of a bloody war in 1994 (the First Karabakh War, 1992‑ 1994), a fragile situation around the conflict region took root: the “frozen conflict,” as it came to be known, lasted for nearly three decades and led to conditions of neither war nor peace. And during this period, it was feared that the longer the sides had to wait for a peace agreement to be reached, the more likely the conflict would re‑escalate and even­tually erupt again into a hot war. As it turned out, this is exactly what happened: an all‑out six‑week war erupted again unexpectedly between the conflict parties in late September 2020, and, as a result, the Armenian side more or less capitulated. But first things first: in the First Karabakh War, Azerbaijan suffered a major defeat, ceding to Armenian forces not only the secessionist region itself but also seven surrounding territo­ries. These other lands were, as a whole, twice the size of Nagorno‑ Karabakh itself and contained five times the old oblast’s population, the entirety of which was expelled by the time an armistice was signed in 1994. And that is why during this war the UN Security Council re­sponded by passing four resolutions demanding the withdrawal of Arme­nian forces from the occupied areas of Azerbaijan. However, the UN res­olutions failed to have any effect. Since that time, no international protagonists felt a strong, compelling need to try to resolve the Nagorno‑ Karabakh conflict. In addition, all in­ternational actors dismissed the idea of “power mediation.” Moreover, although Russia as a key international actor is directly involved in all the conflicts on the territory of the former Soviet Union, its involvement in the Nagorno‑Karabakh dispute has been rather indirect: in the Karabakh case, Moscow has been both a critical and a questionable actor. On the one hand, the Kremlin has taken a central position in me­diating a peaceful settlement to the conflict while, on the other hand, it has been delivering weapons to both sides. This last represents perhaps the most striking situation regarding the international dimension of the con­flict. Russia is militarily allied with Armenia and has a military presence in the country. It has provided secu­rity guarantees to Yerevan, primarily through their shared membership in the Collective Security Treaty Organization (CSTO), which neu­tralized to a certain extent the poten­tial effects of Russian arms being sold to financially strong Azerbaijan on a purely commercial basis.

kraine’s relations with the three Southern Caucasian states of Azerbaijan, Georgia, and Armenia have been varied during the three decades since the disintegration of the Soviet Union. Ukraine has paid greater attention to pro‑Western Georgia and multivectoral Azerbaijan, and the least attention to pro‑Russian Armenia. In Soviet times, the Ukrainian and Georgian dissident and nation­alist movements maintained close ties, and this influenced the devel­opment of friendly relations be­tween Ukraine and Georgia in the post‑Soviet era. From the late 1990s onwards, Ukraine and Georgia made joining both NATO and the EU priority goals, which also played a role in bringing Kyiv and Tbilisi together. Azerbaijan pur­sued a multi‑vector foreign policy of integration without membership in these two institutions, managing to be cautiously pro‑Western but at the same time not anti‑Russian. Armenia, on the other hand, has been a member of all Russian‑led regional integration projects since the early 1990s, and therefore Kyiv has had few common interests with Yerevan. Relations with Armenia have de­teriorated since 2014 because of Armenia’s support for Russia’s annexation of Crimea and the presence of Armenian merce­naries fighting against Ukraine in the ranks of Russia’s proxies in the Donbas. During the Second Karabakh War, the Ukrainian media, President Volodymyr Zelenskyy and all political parties (except one pro‑Russian one) en­thusiastically supported Azerbaijan.

In the troubled and insecure global and regional international systems, the European Union is committed to become an operational, autonomous and credible actor in the present international relations, despite a certain internal erosion of the pillars of integration, the lack of a common strategic culture that prevents a clear identification of political and security priorities, plus the new US approaches towards the European Union, no longer its strategic priority. The US would only provide assistance to the EU when its national interests are affected. Consequently, Europe must modify its approaches to face contemporary geopolitical and strategic changes and perhaps the change of paradigm in world governance. This study tries to explain the current policies and initiatives of the Union in the field of security and defense, questioning its consistency./En el convulso e inseguro contexto global y regional, la Unión Europea apuesta por reivindicarse como un actor operativo, autónomo y creíble en las actuales relaciones internacionales, pese al cierto desgaste interno que acusan los pilares que cimentan la integración, la falta de una cultura estratégica común que impide una clara identificación de prioridades políticas y de seguridad y la nueva actitud de EE.UU. hacia el concierto europeo, que deja de ser una prioridad para sólo aportar asistencia cuando sus intereses nacionales se vean afectados. In many countries, the police, as a part of public administration, have witnessed many changes during the last few years. This article explores the process of the reform of the Polish police force, which took place between 2015 and 2017. Doing so examines in detail the process of implementing an IT tool – The National Security Threat Map – by paying particular attention to the mechanism of engaging external stakeholders. This study is conceptual but empirically focused. The paper posits that, despite the hierarchical nature of the police administration structure, it is possible to build an engagement of external stakeholders.

Russia’s intervention in Syria in 2015 marked the Russian Federation (RF) return as a key player in the Middle East and North Africa. In this context, the relations between Russia and the UAE are of utmost importance for both entities, for the region, and globally. This article seeks to fill a gap in scholarly knowledge by answering questions about the nature of the emerging cooperation between Russia and the UAE. How Russia seeks to use the UAE to expand its sphere of influence in the MENA region and how the UAE uses this cooperation to achieve its foreign policy goals. The article applies protocooperation (an analogy to the ecological relationship) as a model for the Russia-UAE partnership. The RF is strengthening its position in the MENA regarding the UAE as a key partner for regaining its political, economic, and military influence in the MENA region. Russia-UAE’s partnership aims at achieving conjunctural geopolitical interests benefiting from diminished Western, mainly the US, presence in the region.

National and international security remains a fascinating area of scientific research. Studies of phenomena and processes in military security suggest that we are witnessing great and intense changes. In their analyses of the modern security environment, both NATO and the EU wish to accommodate the existing conditions. Poland also has been affected by that process. The security policy should be based on the main assumption that Poland is a sovereign security entity, able to define its national interests and strategic objectives autonomously. However, the foundations of our security are assured by membership in the EU and NATO, good relations in the region, a strategic alliance with the USA, and an internal defense mechanism. The needs of the state and the society for national security arise from a dynamic rate of changes in challenges and hazards. The Author intends to combine theory with practice that is implemented in favor of the military security of Poland. First of all, the essence of military security is presented from theoretical and utilitarian viewpoints. The subsequent parts of the paper present research results related to the identification of contemporary challenges and hazards to the military security of Poland. This approach provided an opportunity to outline assumptions of policy and strategy underlying military security in current international security conditions.

In this paper, the authors attempt to prove that the Polish position on developing the EU’s Common Security and Defense Policy (CSDP) was skeptical, despite entries in political and strategic documents which emphasized its great significance for Polish security policy. It is evidenced by Poland’s low level of involvement in EU missions and operations and other undertakings in the CSDP area. The central hypothesis adopted at the beginning of the research is that Poland has always treated security and defense within the European Union as a kind of complement to the potential and capabilities developed within the framework of the North Atlantic Alliance, and the Polish involvement in CSDP has never been adequate to the provisions contained in political and strategic documents. Poland’s stance resulted, on the one hand, from the weakness of the CSDP’s political framework, which was shaped by numerous compromises among its member states, and on the other hand, from the political elite’s conviction that only NATO’s, and de facto the United States’, security guarantees are credible. In this paper, the authors analyze Poland’s previous experience resulting from polish participation in the policy in question and the evolution of Poland’s position toward its development in the context of the Republic of Poland’s security interests formulated in political and strategic documents.

The progressive militarization of outer space presents a range of policy and legal challenges for NATO due to its reliance on space assets for operational effectiveness and the increased vulnerabilities of these assets. Indeed, dependence on space-based assets and services in the conduct of military operations has become something of an Achilles heel for NATO as peer and near-peer competitors are honing their counter-space capabilities. Given the vulnerability of space-based assets and services to hostile interference, the question presents itself whether, and under what circumstances, the collective defense commitment, as set out in Article 5 of the North Atlantic Treaty (NAT), arises in space. NATO’s ability and resolve to counter threats in space could be challenged due to the uncertain parameters of the right of self-defense itself when exercised in space and the geographical limits that Article 6 of the NAT imposes on the operation of Article 5 of the NAT.

Ukraine’s NATO membership has moved over the last decade from unlikely to mission impossible. Thirteen years after the NATO Bucharest Summit promise that Georgia and Ukraine “will join” the Alliance and Russia’s subsequent invasion of Georgia, and seven years since Russia’s invasion of Ukraine, the political willingness of the 30 NATO member states remains insufficient to keep their 2008 promise. Russia’s violation of Ukrainian territorial integrity makes Kiev’s integration into NATO almost impossible. But the strategic rationale for Ukraine joining NATO remains as compelling as ever. Moreover, the arguments for a revised NATO strategy towards the Black Sea region are multiplying. The current Alliance’s Strategic Revision process should be the first step towards a revised NATO policy towards Ukraine.

Hasta entonces el Consejo primaba las ópticas nacionales y la Comisión actuabahacia la industria,fundamentalmente como regulador para extenderlas reglas de mercado único alámbitode defensa.La crisis de Libia de 2011 mostróla necesidad de disponer de autonomía estratégica. La crisis se produce en un momento de caída generalizada de los presupuestos de defensa que dificultabaabordar grandes programas de forma individual por las naciones. Cobra valor la necesidad de disponer de una base industrial competitiva que respalde las operaciones autónomassin dependencias externas.Eneste marco se promulga la Estrategia Global de2016,de la que derivan la aplicación a defensa de la iniciativa PESCOy el Plan Europeo de Defensa, en el que se incluye un fondo dirigidoa incentivar la cooperación industrial.La dotación del fondo entre2021 –2026 se ha rebajado, pero se ha mantenido a pesar de las presiones por reducirlo a niveles mínimos o incluso suprimirlo.Las iniciativas de los últimos años para propiciar la cooperación en defensa, con especial atención al componente industrial, están en marcha y será difícil volver atrás,aunque los europeos estén inmersos en el dilema entre proteccionismo y cooperación, y en el debate sobre el papel de la Unión en el escenario global.La crisis COVID 19 ha desviado la atenciónhacia otras políticas, pero no ha relegado la actuación en defensa. El futuro presenta un escenario de mayor inestabilidad, y mayor competencia entre grandes potencias en el que Europa no presenta una voz única. En esas condiciones se enfrenta a la necesidad de decidir entre disponer de capacidades adecuadas a sus objetivos políticos o mantener los modelos actuales.Si el objetivo es contar con autonomía suficiente para abordar acciones independientes, el desarrollo de una política industrial de defensa resultará un elementobásico y estará condicionado por las visiones de los estados, el esfuerzo presupuestario, y lacoordinación entre oferta ydemanda.

Seeking to ensure their national interests, states have traditionally taken advantage of opportunities offered by what is known as intelli- gence diplomacy, involving official bilateral or multilateral collaboration between foreign intelligence services. Foreign intelligence services have accumulated considerable experi- ence in working together in various areas, and this applies not only to allied countries. this experience conclusively proves that partnership makes it possible to solve many problems – those related to intelligence and those outside the bounds of “classic” intelligence operations. the experience of Russia’s foreign intelligence service, which is cur- rently marking its 100th anniversary, is interesting and instructive. Created on December 20, 1920, the Foreign Department of the Cheka, the original predecessor of Russia’s foreign intelligence services (the Foreign Department-the First Main Directorate-the SVR), established first official contacts with several intelligence services of other countries. Fair partnership agreements at that time were signed on the initiative of other countries’ intelligence services. this clearly shows that right from the start Russia’s intelligence service had a reputation as a strong, useful and reliable partner.

The number of refugees in Turkey exceeded 4 million in a short period of time due to the civil war in Syria, and Turkey has become the country hosting the largest number of refugees from 2014 onwards. The concerns of Turkish society, which portrayed an extraordinary solidarity initially, have become apparent in terms of refugees, almost all of whom live side-by-side with Turkish society in urban areas. This paper is based on a comprehensive and representative research data about Turkish citizens’ attitudes towards Syrian refugees. This study aims to explore the influence of the European Union (EU) and Common Security and Defence Policy (CSDP) on non-EU countries and the foreign and security policies of associated states. It argues that the scope of EU’s transformative impact is not limited to the EU members and their economy, rule of law and democracy. Although it is at a relatively few and new, the EU has an increasing impact on non-EU countries and the security, defence and foreign policies of EU members. The findings of study reveals that the influence of the EU on non-EU members and on the security, defence and foreign policies of EU members occurs in four ways: a) adaptation to the EU/CSDP norms and values through socialisation and experimental learning, b) adaptation to the EU/CSDP requirements, norms and values as an outcome of the EU calls and conditionality, c) adaptation to the EU/CSDP requirements, norms and values to achieve diplomatic and national goal at international level and d) adaptation to the EU/CSDP requirements, norms and values as an outcome of the effect of the EU on the domestic balance of power and the ‘domestic sources’ of external policy.

Central Europe has always been an integral part of all processes on the European continent. Nowadays, more than 30 years after the fall of the Iron Curtain, Central Europe has broad opportunities for cooperation in all areas and is fully integrated into various regional and international organisations. Using qualitative methods—analysis and comparison with combination with the theory of social constructivism—help us understand the social phenomena of cooperation among states. Based on social constructivism theory, our article elaborates on the factors of cooperation between individual states, focusing on the cooperation of the Visegrad Four (V4) countries in Central Europe. We examine the factors leading to the establishment of V4 cooperation, its form, and specific features related to the European Regional Security Complex, as well as future challenges.

The European security environment has changed and the EU has become more independent in its security policy. New threats faced by the EU in 2014 (the migration crises) and other remaining threats (such as terrorism, organised crime, piracy) need solving by its greater involvement in the region. One problem that the EU tries to solve is the inconsistency of member states in security issues. In this article, we focus on the V4 group and their opinions towards EU security. This article examines strategies adopted by small/new EU member states to protect European borders and European territories and regions outside the EU that affect their security. For a long time, the V4 countries only participated sporadically in EU missions. The article shows what changes took place and what were the reasons for the decision to participate or not in the EU activities. The article raises the question of whether the showthe-flag strategy adopted by the V4 countries and their participation in EU missions is relevant for ensuring European security nowadays.

Europe has undergone various security changes in the past and needs to prepare itself for managing the present and future security challenges appearing on the horizon. Within Central Europe, we can see a significant change in its security orientation and a gradual development by continuous involvement in security initiatives such as the current EU-led PESCO. This article aims to show the present Visegrad Group (V4) interest in maintaining an autonomous European security, as well as to analyse the current possibilities and security capabilities of Central European countries. The V4 countries are an important part of NATO and the European Union, even though they are small to medium-sized countries with limited security capabilities. Participation in the creation of collective security under NATO has a stable, several-year position in the countries, but the European Union is on the rise in its security agenda, and that is assumed by the V4 countries with its participation in EU initiatives such as PESCO and the integrated involvement of the V4 in ongoing military projects.

Abstract:
Continuing tension and competition among Northeast Asian countries complicate the degree to which North and South Korea can actively garner support from regional powers. The involvement of regional powers has not been effective means to overcome the status quo. Bilateral negotiations between North Korea and the United States, while critical for tension reduction in the region, have not been able to produce an agreement. Instead, international institutions from outside the region may be able to help negotiate a peace agreement that brings acceptable levels of security to all parties involved. This article examines the past and future roles of international institutions located outside of the region -- notably the European Union (EU) and the Association of Southeast Asian Nations (ASEAN). Exploring the relations of the EU and ASEAN with the two Koreas, the article assesses their potential as mediators in the process of creating a lasting peace between the Koreas.

Abstract:
Poland has insufficient natural gas resources to satisfy its needs. That is why it has been dependent on the imports of that raw material. One of the challenges facing the Polish government is limiting Poland’s dependency on Russian gas. The objective of the paper is to present the directions of the Polish government’s energy security policy in terms of natural gas in the years of 2015-2018. Particular attention was paid to the assumptions and the implementation of the government’s gas policy in terms of the situation in the European Union gas market. An attempt was made to answer the question: To what extent have the assumptions of policy of the government of the Law and Justice party regarding Poland’s gas security been realized? In an attempt to answer the question so formulated, the following methods were used in the study: a decision-making method, formal-legal method, statistical and comparative methods. On the grounds of the conducted research, it needs to be concluded that after 2015, as a result of the government’s policy, the imports of natural gas from the east to Poland were reduced with a simultaneous diversification of the direction from which this raw material was delivered. The resignation from the deliveries of Russian gas to Poland after 2022 will be possible thanks to putting Baltic Pipe gas pipeline into operation and raising the flow capacity of Świnoujście LNG terminal. The implementation of these investments will have a positive impact on the improvement of Poland’s gas security. Failure to launch the investments and an increase of gas consumption in Poland will make it necessary to conclude a short-term Polish-Russian agreement for imports of that fuel to Poland.

Abstract:
After the local government elections in Poland in 2018, the adopted solutions aimed at increasing the security of the elections were reviewed. Some of the solutions adopted so far have been abandoned, such as transmissions from the polling station, while others have been minimized (the division of the precinct electoral commissions in the precinct electoral commission for voting in the region and the precinct electoral commission for determining the results of voting in the region). In public opinion polls, the National Electoral Commission achieved record of confidence.

In early December, Major General Shao Yuanming (邵元明), the Deputy Chief of the Joint Staff Department of the Central Military Commission of the People’s Republic of China (PRC), traveled to the Islamic Republic of Iran for rare high-level military meetings. These meetings were held for the purpose of organizing a series of unprecedented joint naval drills between China, Iran, and Russia, which were held in the Indian Ocean and the Sea of Oman from December 27–29. The drills took place just as escalating tensions between the United States and Iran reached a crisis point at the end of 2019. The exercise also signified a deepening relationship between Iran and the PRC in economics, diplomacy, and security affairs. China and Russia have both increased military and economic cooperation with Iran in the year and a half since the U.S. government pulled out of the Joint Comprehensive Plan of Action (JCPOA). However, while Iran’s government has repeatedly touted its deepening relations with China and Russia as a show of diplomatic strength, its allies have been less public about the growing relationship. In December, Iranian officials lauded the trilateral exercises—titled “Marine Security Belt”—as proof that Iran can outlast crippling sanctions with aid from its non-Western allies, and declared that the drills signaled a new triple alliance in the Middle East (Tasnim News, December 29, 2019). [1] By contrast, officials from Russia and the PRC were more restrained, framing the joint exercises as part of routine anti-piracy operations, highlighting their peacekeeping priorities and seeking to depoliticize the drills (South China Morning Post, September 23, 2019; Ministry of Foreign Affairs (Russia), October 2, 2019).

The ongoing crisis in Ukraine continues to jolt the architectural plans of Euro-Atlantic security developed over the past 25 years. Predictions of a “new Cold War,” and anxiety over Russia’s ambitions in its neighborhood, have led to calls for the North Atlantic Treaty Organization (NATO) to step up efforts to ensure security on the European continent and protect its newer members in close geographic proximity to the Russian Federation. After more than two decades, during which NATO was transforming into a military alliance fo- cused on out-of-area missions, the collective defense at the heart of the 1949 Washington Treaty has suddenly appeared to regain its relevance. Since the annexation of Crimea by the Russian Federation and the escalation of military conflict in Ukraine’s Donbas region a year ago, NATO has demonstrated its commitment to the security of its Eastern European member states through reassurance measures that have included increased air and maritime patrols, as well as the rotation of ground forces. There are however countries partnering with NATO – but not covered by its collective defense protective umbrella – which fall into a gray zone of influence between Russia and the Euro-Atlantic allies. 94. The Kaliningrad Region – Key to Security in East-Central Europe

Abstract:
Political transformations in East-Central Europe after 1989, and the advancing pro- cesses of integration, have resulted in a significant increase in the importance of the Ka- liningrad region of the Russian Federation for the stabilisation of this part of Europe in two dimensions: the Kaliningrad region provides a unique example and a specific “testing ground” for cooperation between the European Union (EU) and Russia, and also plays a crucial geopolitical role for the southern part of the Baltic Sea region. For the Russian Federation, this region has become especially important in view of the integration pro- cesses occurring in East-Central Europe over the last twenty-five years. The European integration process has been ongoing, with significant milestones marked by two stages of the EU expansion in 2004 and 2007, when a series of East-Central European states gained membership. An increase in the cohesion of this part of Europe was also affected by progressive Euro-Atlantic integration, a subsequent step of which was the eastward expansion of NATO in 1999 and in 2004. Thus, the area of European and Euro-Atlantic inte- gration significantly neared the borders of the Russian Federation. It is important that the Kaliningrad region has entered into intensive interactions with various entities from the EU member states, becoming involved – to some extent – in the network of relations with the EU: through the integration of local governments, universities, non-governmental organi- zations, and by utilizing various cross-border cooperation programmes.

95. Shaking the Foundation: the Trump Administration and NATO’s East

Ultimately though, my very last remarks are ultimately optimistic, because President Trump lacks geopolitical vision, lacks historical insight or, really even, frankly – I don’t mean to be disrespectful, but – curiosity about history. Everything is about the deal. One and one, the individuals, the people – that’s why he had nobody in a room which is what Putin wanted, besides Rex Tillerson and the interpreter when they met. And so, what’s inevitably going to happen is he will start up with a grand bargain, where something hap- pens in Ukraine mostly cut over the heads of the Ukrainians. But thank goodness with Am- bassador Volker there, I know he’s no fool and will fight against that, but probably though there will be an agreement which I know that the Trump administration, from my own contacts within, has been cooking up, hoping for, for a longtime, whereby President Putin gets what he needs. He gets an excuse to exit Donbass, because that’s a failed operation, the uprising that he expected never happened, Russian troops are dying, it’s an economic albatross around the neck of Russia. But he can’t just leave, he can’t just pull out Russian troops, because that would really hurt him domestically, politically. So, okay, he says: “We’ve reentered the geopolitical stage, we’re at the center of it with President Trump”. Putin will say “We’ll pull out of Donbass, we’re never leaving Crimea”, That will be the deal I think. Donbass – if the Ukrainian government offers autonomy – will have a sort of a frozen political conflict, troops gone, heavy weapons pulled back on the Russian side, Crimea still what it is – anschlussed by Russia. And then the other area where there will be coopera- tion is in Syria. And we’ve already seen in Southeastern Syria there is a modest cease-fire that seems to be holding – that’s great, may it work, however it also provides U.S. bless- ing for Russian troops to base deeper in the Middle East, and that has never happened before. But leave that aside, maybe it will bring peace. Eventually that cooperation in Syria will collapse. Russia has no history of successfully establishing peace and rebuilding economies and complex cultures. It used brutality in the 1920s, 1930s, 1940s, and 1950s, to build the Soviet Union, but it doesn’t have the finesse to rebuild something on the scale of Syria. And so, Trump is going to be disappointed with President Putin. President Putin will inevitably overplay Russia’s hand, and finally at that point my last remark – if the EU and NATO have maintained their cohesion, remain strong, maintain the geopolitical vision of President Duda and Secretary of State Szczerski, then we have a chance to take these positive developments and push away the lack of clarity, the dalliance with Putin and the security services on the part of team Trump, and finally wake up – just as Obama woke up, just as President Bush woke up and realized he that he hadn’t see Putin’s soul, and then maybe we can rebuild. So, the key to all this is that you all are doing exactly what you’ve said, Mr. Secretary of State – taking the strategic reins in your own hands, pursuing initia- tives like the Three Seas, changing the geopolitical facts on the ground so that when the U.S. does finally wake up – we know which way to move. Thank you very much!

96. Remarks on Regional Security

I am delighted to be in Warsaw on this panel. In 1994 when I graduated with a PhD, and held my first academic post, the first international conference I went to was in Wrocław, and obviously I had to travel through Warsaw. So, it’s really nice to be back in Poland and have the opportunity to present in the capital when older and wiser. Today, I am going to try and look at how we understand the rationality, the logic of Russia’s foreign policy, particularly the destabilization efforts against neighbours and come to a conclusion has to how sustainable and long-term this approach will be. Will it gradually diminish or is it set to stay as it is or even increase? To try and understand Russia’s foreign policy, we need to look into the domestic eco- nomic, political, and social system created by a system-forming figure that is President Vladimir Putin. The two key data points here really are two strategic vulnerabilities that Russia has to deal with. The first is the hydrocarbon dependence, 50% of GDP and 70% of exports, and 98% of corporate tax. The vulnerability is that Russia is dependent on hy- drocarbon revenues but cannot affect the price of oil globally (which sets the price of gas). Oil can be priced at $110pb or at $25pb and the shift can take place over a matter of months. The second vulnerability is the popularity of the president. When Putin has de-modernized Russia, de-institutionalized and de-globalized Russia it means that if his popularity decreases then you have an existential crisis within the federation. The destabi- lizing question is: “If not Putin, then whom?” There are no contingency plans, no succession mechanism to replace the leader. So, essentially we are looking at Russia’s foreign policy operating in a context where the economy is in the toilet as reflected in a 0.2% average GDP growth since 2009; 2012 – 0% growth and since 2012 when Kudrin resigned from the government. Normally, the popularity of a president – as was the case in the first 8 years of Putin’s presidency from 2000 to 2008 – tracks the economy, or maybe lags a little bit behind. As economic performance increases and revenues distributed to the population, so the popularity of the president. So, this is very abnormal politics.

Abstract:
Turkey is Russia-centric in its East European policies. This approach is a legacy of the Cold War, when the Communist bloc countries were regarded not as sovereign states, but merely the Soviet Union’s “satellites”. Even when they regained full independence after 1989, from Turkey’s point of view, they constituted rather a kind of Russia’s backyard and were generally little known to the Turkish public. Obviously the newly independent states established after the collapse of the Soviet Union were to an even greater extent than the post-communist states perceived in Turkey in the sphere of influence and special interests of Russia. These clichés were shared by Turks and with many in Western societies, as Tur- key remained on the other side of the Iron Curtain.

98. The Balkan Front in the New Cold War

As relations between Russia and the U.S.1continue their downward spiral, the Balkans have become another front in what scholars such as Stephen F. Cohen and Robert Leg- vold have dubbed “the New Cold War.”2 Yet the return to cold war, as Legvold notes, in- volves numerous opportunity costs for both countries—and considerable collateral dam- age as well. One of the areas in which the collateral damage will be most severe is the Balkans. Indeed, the costs of the new confrontation between Washington and Moscow are already evident in the democratic backsliding that has occurred throughout the region over the past decade. The Economist Intelligence Unit’s Democracy Index 2016, shows that of the nine countries in southeastern Europe (Albania, Bosnia & Herzegovina, Bulgaria, Croa- tia, Greece, Kosovo, Macedonia, Montenegro, Romania and Serbia), only one (Bulgaria) showed any improvement, one (Albania) showed no improvement, and the remaining sev- en all regressed in terms of their democratic development.3 Freedom House’s Nations in Transit and the Bertelsmann Transformation Index have similarly shown significant demo- cratic backsliding in the Balkans since 2008.4

99. Nord Stream 2 Current State of the Project and its implications for European Energy Security

Abstract:
Nord Stream 2 is a planned pipeline through the Baltic Sea within the project Nord Stream. The pipeline Nord Stream 2 would flank the already existing Nord Stream 1 in transporting natural gas over 1,220 km from the large reserves in North-Western Russia to the German Baltic coast. In particular, Nord Stream 2 is expected to link Ust Luga in Russia with Greifswald in Germany. The project is planned to double the existing Nord Stream 1 pipeline, with the total volume of both ventures being a maximum of 110 bcm per year. In- deed, Nord Stream 2 is expected to transport annually 55 billion cubic metres (bcm), which is the same amount of Nord Stream 1. The history of Nord Stream project began in 1997, when the Finnish-Russian consor- tium “North Transgas Oy” was established to explore the possibilities of transporting gas from Russia to Europe. In 1999 the consortium concluded the exploration stating that an offshore route through the Baltic Sea is the best option from economic, technical and en- vironmental points of view. Then, in 2000 the EU recognized the need for a new pipeline. In 2005, the North Stream consortium was formed with the participation of Gazprom, the German companies Wintershall and E.ON Ruhrgas. Later two other companies joined the consortium: the Dutch company Gasunie and the French GDF SUEZ SA. The construction of the lines of Nord Stream 1 lasted from April 2010 until October 2012, when Line 2 of Nord Stream 1 officially became operational.

Abstract:
This paper focuses on Turkey’s foreign policymakers’ attitudes in the context of the 2003 US decision to wage war against Iraq. The main goal is to assess and downplay the impact of religion in relation to security-related concerns. Drawing on official speeches, interviews, declarations by key figures in the foreign policy process, the paper argues that religion is nothing more than an intervening factor in the case of Turkey’s approach to the 2003 war in Iraq. Therefore, notwithstanding the role of Islamist elites in the foreign policy decision-making of Turkey, Turkey’s foreign affairs were rather inspired by realist behaviour, driven by pragmatic considerations, aimed at pursuing rationalist goals.
