1051. The Breakout of China-India Strategic Rivalry in Asia and the Indian Ocean

Abstract:: Submerged tensions between India and China have pushed to the surface, revealing a deep and wide strategic rivalry over several security-related issues in the Asia-Pacific area. The U.S.-India nuclear deal and regular joint naval exercises informed Beijing's assessment that U.S.-India friendship was aimed at containing China's rise. China's more aggressive claims to the disputed northern border—a new challenge to India's sovereignty over Kashmir—and the entry of Chinese troops and construction workers in the disputed Gilgit-Baltistan region escalated the conflict. India's reassessment of China's intentions led the Indian military to adopt a two-front war doctrine against potential simultaneous attacks by Pakistan and China. China's rivalry with India in the Indian Ocean area is also displacing New Delhi's influence in neighboring countries. As China's growing strength creates uneasiness in the region, India's balancing role is welcome within ASEAN. Its naval presence facilitates comprehensive cooperation with other countries having tense relations with China, most notably Japan. India's efforts to outflank China's encirclement were boosted after Beijing unexpectedly challenged U.S. naval supremacy in the South China Sea and the Pacific. The Obama Administration reasserted the big picture strategic vision of U.S.-India partnership first advanced by the nuclear deal. Rivalry between China and India in the Indian Ocean, now expanded to China and the United States in the Pacific, is solidifying an informal coalition of democracies in the vast Asia-Pacific area.

Abstract:: This paper investigates the threat of a water war between China and India. It argues that Indian suspicion of China has been premature. Beijing has not yet given its approval for major water diversion projects in Tibet, it has taken some limited steps toward easing the concerns of the Indian government and a growing number of Chinese experts have taken an interest in developing institutional frameworks for managing transboundary rivers. However, a definitive settlement or cooperation will be difficult because both countries perceive themselves as the victim of a greedy neighbor. While India complains about China's ravenous exploitation of the Himalayan rivers, it is common in China to accuse India of exaggerating the Chinese threat and being unreasonable in its demands.

Abstract:: The “all-weather” Sino-Pakistan relations, characterized especially by Beijing's position on the Kashmir issue and its long-standing and close defense ties with Islamabad, continue to affect New Delhi's threat perceptions and Sino-Indian relations. Beijing's need to sustain friendly relations with Pakistan stems from its desire to mitigate ethnic separatist problems, improve energy security and execute its policy of hedging against a rising and future rival in India. Despite the changing international and regional security environments and Beijing's more balanced South Asia policy, this need is viewed in New Delhi as a major obstacle to enhancing mutual trust and improving bilateral relations between China and India. Conversely, without de-hyphenating Sino-Indian ties, the Pakistan factor will remain a point of contention in fully developing the increasingly important relationship between Asia's two rising powers.

1054. The Tibet Factor in China-India relations

Abstract:: Tibet is a key factor in India-China relations. It is only after the 1950 Chinese occupation of Tibet that India and China came to share the now disputed common border. In recent years, China's military buildup and infrastructure development in Tibet, as well as reported plans to divert or dam rivers that rise in Tibet and flow into India, have raised India's anxieties. Conversely, China's insecurity about Tibet is an important driver of its approach toward India. India has been unable to assuage China's fears about its possible use of the presence of the Dalai Lama in India and its large Tibetan refugee population of about 120,000 to create trouble for China in Tibet. The presence of the Dalai Lama and a large community of Tibetan refugees in India has kept the “Tibetan question” alive. Given India's open democratic system and long tradition of giving refuge to persecuted peoples, India will find it politically impossible to meet China's expectations on the Tibet question without a significant quid pro quo. The breakdown of talks between the Chinese government and representatives of the Dalai Lama does not augur well for the future, and a post-Dalai Lama situation could become much more complicated. Of late, China's aggressive territorial claims on India, the deepening of the China-Pakistan alliance and a shift in China's position on Kashmir has led to a hardening of India's position on Tibet. India is now seeking satisfaction on what it considers to be the core issues relating to India's sovereignty and territorial integrity. India-China relations are unlikely to be on an even keel until this tangled knot is unraveled.

1055. China and India: More Cooperation than competition in Energy and Climate Change

Abstract:: Energy and climate change are two important areas in which there is much more cooperation than competition between China and India. After a few years of trying to outbid each other for oil and gas exploration and production licenses, both have found it more productive to bid jointly for many such contracts. Even though neither China nor India has agreed to limits on their emissions of greenhouse gases, both are committed to reducing the carbon intensity of their development, by 40 to 45 percent from 2005 levels by 2020 for China, and 20 to 25 percent over the same time period for India. To achieve these goals, the two countries have launched major programs to install power plants using renewable energy sources and nuclear energy, and to increase the efficiency of energy use. It is unlikely that either China or India will agree to absolute reductions in greenhouse gas emissions from their present levels soon, but they may be willing to cap them at future levels that still permit their future per capita income to become comparable to that of countries in Western Europe. At the recently concluded United Nations Climate Change Conference in Cancun, China was strongly supportive of a continuation of the Kyoto Protocol for a second commitment period, but India indicated that it may be willing to explore other approaches suggested by the United States, the EU and small island nations. Though their paths to addressing climate change may begin to differ, it is highly likely that China and India will continue to share the same strategic goal of achieving parity with the West in terms of standard of living of their populations, even if it means higher emissions for another decade or two.

1056. Chinese and Indian Engagement in Africa: Competitive or Mutually Reinforcing Strategies

Abstract:: This article explores the strategies used by China and India, two emerging global economies, to build a strong relationship with Africa. It analyzes China and India's competing interests and strategies around four broad issues: access to Africa's potentially vast markets, development cooperation, diplomatic influence and energy security. Several questions are raised based on the nature, similarities, differences and impacts of Chinese and Indian strategies. Will these create a new dynamism in South-South relations, or lead to a new form of asymmetrical relations between Africa and its Asian giant friends? What are the likely implications of closer Sino- and Indo-African ties for the continent's relations with the West, Africa's traditional trading partner, with which it has long-established relations, economic and strategic interests? In seeking explanations or answers, we caution that the differences between Chinese and Indian strategies of engagement are more of form than intent, underscoring the primacy of the competing national interests that do not completely foreclose mutually reinforcing strategies. We note that India's strategies presently swing between playing “catch up” with China—which has clearly made greater inroads—and pragmatically accommodating Chinese and other interests in Africa. There are even instances, as in the case of the Sudanese oil industry, in which Chinese and Indian oil companies are cooperating as partners in an oil producing consortium, despite competing in other African countries. While the emerging scenario is one of competition that is moderated to some extent by accommodation, we conclude, based on certain conditions, that in the medium to long term, India may turn out to be more competitive than China in its engagement strategies with Africa.

1057. The Myth of Economic Complementarity in Sino-Indian Relations

Abstract:: It is now a part of conventional wisdom that both China and India are emerging economic, political and even military powers in the 21st century. Terms such as “BRIC” and “Chindia,” and phrases such as “not China or India, but China and India” have entered popular discourse and policy discussions. Such terms imply a synergistic relationship between China and India—an implication that belies the tension that has characterized Sino-Indian relations for centuries. My view is less sanguine than many others' about the prospects of their relations. Relations between the two countries will be fraught with difficulties and will likely remain fragile. Conflict and competitiveness are deeply rooted in historical and structural causes, while forces for harmony are more contingent on political will, cultural understanding and careful policy management. There are several areas in which their relations can go wrong. At a fundamental level, the two countries are in an economically competitive, not a complementary, relationship with each other. Their economic and social endowments are similar (as compared with China/U.S. or India/U.S.). India and China offer very different lessons about economic policies and growth. This is not to suggest that the two countries are headed toward an inevitable collision, but to identify the urgency of carefully managing their relations and nurturing trust and goodwill on both sides.

1058. Technology Trade in India-China Relations: Divergent Dynamics and Implications

Abstract:: The recent and growing technology trade among India, China and the rest of the world is punctuated with distinctive trajectories and dynamics. Propelled by the simultaneous phenomena of impressive economic growth and increasing technological capabilities, the two countries under review have made a paradigmatic shift from being predominantly technology-importing countries in the 1980s to technology-exporting countries at the beginning of the 21st century. The consequent outcome of this process is the changing composition of technology exports wherein the share of technology-intensive products is increasing in their overall export baskets, which is a clear indication of the two countries' growing technological prowess. A key element in this growth is that the technology component in the overall bilateral trade between India and China is increasing both in volume and diversification. A considerable part of China's exports to India constitute technology-intensive products, but primary goods dominate Indian exports to China, revealing China's edge over India. This is likely to change as India strengthens its comparative advantage in software and begins to catch up with China in sectors such as manufacturing. These developments have several implications not only for their economies, but also for those in both developed and developing countries.

Abstract:: Despite close geographical proximity and centuries-old ties, the relationship between China and India has been filled with obstacles and stumbling blocks. The majority of academic research and media reports tend to examine relations at the national level, yet cities have become increasingly important due to urbanization and globalization. This paper argues that, through the city platform, India and China can turn potential cooperation into reality. The differences between Chinese and Indian cities beget complementarity that provides great potential for cooperation. Local governments in both China and India have high levels of administrative power in decisionmaking. Cooperation between cities can avoid many obstacles that prevail in national-level cooperation. Local governments will not only be motivated to cooperate, but also can accomplish a great deal in promoting cooperation between the two countries. The conditions for city cooperation are improving. Cities can and should become a key path and a new engine for Sino-Indian cooperation.

Abstract:: “The world has enough for both of us” has come to be a regular refrain of Chinese and Indian leaders. Even academic commentaries sometimes use this argument to explain why Asia's two fastest growing economies and increasingly dynamic billion-plus-strong societies will not clash as they pursue peaceful development. Their relationship continues to be examined in simplistic dichotomies of competition or cooperation, rivals or partners, friends or foes, etc., ignoring the complex nature of their evolution and interactions. This paper argues that their continued rapid economic growth and resultant ever-expanding engagement with the external world is not completely innocent, and that their growth has begun to influence their bilateral relations. Prima facie, multilateral forums provide China and India with a relatively neutral playground in which the two countries have gradually begun to decipher their stronger commonality of interests in addressing their regional/global challenges within multilateral settings. This expanding mutual trust and understanding at the multilateral level is expected to have a positive impact on the nature of their historically complicated bilateral equations. No doubt, their difficult bilateral engagement also impacts their interactions at the multilateral level and their mutual trust deficit circumscribes their joint strategies in multilateral forums. Yet, on balance, contemporary Sino-Indian relations seem to mark a clear shift in the center of gravity from a bilateral to a multilateral matrix. This shift is now discernible enough to stand scrutiny and also to guide the future direction of Sino-Indian equations.

Abstract:: China and India remain locked in a stagnant embrace when it comes to the most intractable of security dilemmas: the Sino-Indian border issue. A closer look at Chinese and Indian strategic, scientific and academic experts' security perceptions vis-à-vis one another reveals that there is much more to the Sino-Indian security dynamic than meets the eye. Chinese and Indian strategic analysts hold divergent interests when evaluating each other's military modernization, the former preoccupied with India's naval development and the latter with China's army. Technical analysts in each country share a similar level of interest in the other's aviation and aerospace programs. Scholars exhibit a strong, if not symmetrical, level of focus on the other country's nuclear strategy and status. Using this tripartite discourse as a baseline, this essay provides both a quantitative and qualitative analysis of each group's perceptions to better understand Sino-Indian security relations and to propose measures within each arena to enhance mutual understanding. It shows that the Sino-Indian security dilemma cannot be simply viewed through the prism of the border anymore.

Abstract:: Despite gloomy predictions about the inevitability of competition between China and India, cooperation between Asia's two emerging powers is possible. It will, however, require a much more concerted effort to bridge the gap in sociocultural understanding that exists between the two countries. While growing economic ties have warmed relations between them, there remains a fundamental lack of appreciation on the part of each country of the underlying cultural and societal norms that define the other—norms that influence each country's perception of its own national interest. We argue that greater appreciation of these elements is critical if China and India are to successfully address issues such as the ongoing border dispute and the mounting trade imbalance. This essay is devoted to exploring avenues for cultural rapprochement and analyzing efforts made thus far. It also explores ways to make the process of engagement more effective, not only at the intergovernmental level but also in terms of person-to-person contact. With the remarkable economic resurgence of Asia, especially that of China and India, we contend that it is urgent for each country to gain a more direct and nuanced understanding of the other.

1063. Blind Men and an Elephant: How the Indian and Chinese Press Cover Myanmar

Abstract:: The objective of this paper is to examine how patterns of Indian and Chinese reporting on Myanmar reflect the political climates of each country. A sample of 94 articles from Indian sources and 106 articles from Xinhua News Agency (English) was examined using content-analysis techniques. There is a clear divergence in the topics covered by the Indian and Chinese media during the time period reviewed, 3 November to 17 November 2010, which was selected to coincide with Myanmar's first nationwide elections in twenty years as well as the release of political prisoner Aung San Suu Kyi from house arrest. The Indian press provided more coverage of Suu Kyi's release and of Myanmar political affairs than the Chinese press, but neither India nor China covered Suu Kyi's activities in the days following her release. The Chinese press provided more coverage of economic affairs and the Myawaddy border crisis, which the Indian press ignored. Surprisingly, the press in nondemocratic China attentively chronicled and promoted Myanmar's elections while the press in democratic India had very little to say about them. This suggests that on these issues, the press focus on what they perceive to be in the national interest of their respective countries.

Abstract:: This ambitious book focuses on presidential activities in the contemporary political environment that Jeffrey Cohen characterizes as marked by polarized political parties in Congress and fragmented mass media. Building on his own work (for example, the recent The Presidency in the Era of 24-Hour News) and the contextual theory that Samuel Kernell develops in the classic Going Public, Cohen connects presidential behavior to the organization of Congress and the mass media. As the shift from congressional institutional pluralism(which Cohen identifies as prevailing 1953–1969 [p. 43]) to individual pluralism (1970–1988) helps explain presidentsʼ increased emphasis on public activities covered by national media, so more-recent changes in political context have affected presidentsʼ public behavior. Cohen argues that congressional polarization and media fragmentation (1989–present) help explain recent presidential efforts to more narrowly target constituencies via interest groups and local media. As an example of this tactical shift, Cohen notes President George W. Bushʼs schedule of domestic travel to circumvent his “national Pooh-Bahs” (p. 2) and build support for legislative initiatives.

1068. The Future of the Liberal World Order

Abstract:: There is no longer any question: wealth and power are moving from the North and the West to the East and the South, and the old order dominated by the United States and Europe is giving way to one increasingly shared with non-Western rising states. But if the great wheel of power is turning, what kind of global political order will emerge in the aftermath? Some anxious observers argue that the world will not just look less American -- it will also look less liberal. Not only is the United States' preeminence passing away, they say, but so, too, is the open and rule-based international order that the country has championed since the 1940s. In this view, newly powerful states are beginning to advance their own ideas and agendas for global order, and a weakened United States will find it harder to defend the old system. The hallmarks of liberal internationalism -- openness and rule-based relations enshrined in institutions such as the United Nations and norms such as multilateralism -- could give way to a more contested and fragmented system of blocs, spheres of influence, mercantilist networks, and regional rivalries. The fact that today's rising states are mostly large non-Western developing countries gives force to this narrative. The old liberal international order was designed and built in the West. Brazil, China, India, and other fast-emerging states have a different set of cultural, political, and economic experiences, and they see the world through their anti-imperial and anticolonial pasts. Still grappling with basic problems of development, they do not share the concerns of the advanced capitalist societies. The recent global economic slowdown has also bolstered this narrative of liberal international decline. Beginning in the United States, the crisis has tarnished the American model of liberal capitalism and raised new doubts about the ability of the United States to act as the global economic leader.

1072. Graceful Decline? The Surprising Success of Great Power Retrenchment

Abstract:: How do great powers respond to acute decline? The erosion of the relative power of the United States has scholars and policymakers reexamining this question. The central issue is whether prompt retrenchment is desirable or probable. Some pessimists counsel that retrenchment is a dangerous policy, because it shows weakness and invites attack. Robert Kagan, for example, warns, “A reduction in defense spending . . . would unnerve American allies and undercut efforts to gain greater cooperation. There is already a sense around the world, fed by irresponsible pundits here at home, that the United States is in terminal decline. Many fear that the economic crisis will cause the United States to pull back from overseas commitments. The announcement of a defense cutback would be taken by the world as evidence that the American retreat has begun.” Robert Kaplan likewise argues, “Husbanding our power in an effort to slow America's decline in a post-Iraq and post-Afghanistan world would mean avoiding debilitating land entanglements and focusing instead on being more of an offshore balancer.... While this may be in America's interest, the very signaling of such an aloof intention may encourage regional bullies.... [L]essening our engagement with the world would have devastating consequences for humanity. The disruptions we witness today are but a taste of what is to come should our country flinch from its international responsibilties.” The consequences of these views are clear: retrenchment should be avoided and forward defenses maintained into the indefinite future.

Abstract:: This article investigates and explains the development of International Relations studies (IRS) in China, Japan, and India. Beginning in early 1980s IRS experienced exponential growth in China and is becoming a separate discipline in that country. Despite early starts, IRS in Japan and India is still an appendage in other disciplinary departments, programs, and centers although growing interest is discernible in both countries. Continued rise of Asian powers along with their growing roles and responsibilities in constructing and managing regional and global orders is likely sustain and increase interest in IRS in these countries and more generally in Asia. Distinctive trajectories have characterized the development of IRS in China, Japan, and India. Distinctiveness is evident in master narratives and intellectual predispositions that have shaped research and teaching of IR in all three countries. The distinct IRS trajectories are explained by the national and international context of these countries as well as the extensiveness of state domination of their public spheres. Alterations in national circumstances and objectives along with changes in the international position explain the master narratives that have focused the efforts of IR research communities. Extensiveness of state domination and government support, respectively, explain intellectual predispositions and institutional opportunities for the development of IRS. IRS in Asia has had a predominantly practical orientation with emphasis on understanding and interpreting the world to forge suitable national responses. That orientation contributed to a strong emphasis on normative–ethical dimensions, as well as empirically grounded historical, area, and policy studies. For a number of reasons including intellectual predispositions and constraints, knowledge production in the positivist tradition has not been a priority. However, IR theorizing defined broadly is beginning to attract greater attention among Asian IR scholars. Initial interest in Western IR theory was largely a function of exposure of Asian scholars to Western (primarily American) scholarship that has been in the forefront in the development of IR concepts, theories, and paradigms. Emulation has traveled from copying to application and is now generating interest in developing indigenous ideas and perspectives based on national histories, experiences, and traditions. Although positivism may gain ground it is not deeply embedded in the intellectual traditions of Asian countries. Furthermore, theorizing in the positivist tradition has not made significant progress in the West where it is also encountering sharp criticism and alternative theories. Asian IR scholarship would continue to emphasize normative–ethical concerns. And historical, area, and policy studies would continue to be important in their own right, not simply as evidentiary basis for development of law-like propositions. It also appears likely that Asian IR scholarship would increasingly focus on recovery of indigenous ideas and traditions and their adaptation to contemporary circumstances. The net effect of these trends would be to diversify and enrich existing concepts, theories, methods, and perspectives, and possibly provide fresh ones as well. The flourishing of IRS in Asia would make the IR discipline more international.

Abstract:: The development of International Relations theory (IRT) in China has been framed by three debates since 1979. The first was about China's opening up to the outside world. It started with the question of whether the world was characterized by 'war and revolution' or 'peace and development' between orthodox and reformist scholars and continued to focus on China's interest between orthodox scholars and the newly rising Chinese realists. It resulted in a wide acceptance of the reformist argument that peace and development characterized our era and of the realist view that China was a normal nation-state and should have its own legitimate national interest. The second started in the early 1990s and centered on the better way of realizing China's national interest. It was between Chinese realists and liberals. While the former emphasized national power, the latter proposed the alternative approach of international institutions. The third debate was on China's peaceful rise. It evolved at the turn of the century, when all the three major American IRTs, realism, liberalism, and constructivism, had been introduced into China and therefore the debate was more a tripartite contention. Realists believed that it was impossible for any major power to rise peacefully, while liberals and constructivists both supported the peaceful-rise argument. Liberals stressed more the tangible benefits derived from international institutions and constructivists explored more China's identity in its increasing interaction with international society. Although it was Chinese constructivists who explicitly discussed the identity issue, all the three debates and all the debating sides have reflected this century puzzle since the Opium War – China's identity vis-à-vis international society. These debates have helped push forward the IRT development in China and at the same time established Western IRT as the dominant discourse. A new round of debate seems likely to occur and may center on the question of the world order. This time it may help the newly burgeoning but highly dynamic Chinese IRT to develop and contribute to the enrichment of IRT as knowledge of human life.

Abstract:: High-level contacts between the US and Chinese militaries resumed in January with a visit by Defense Secretary Robert Gates to China. Immediately following his trip, President Hu Jintao traveled to the US for a state visit. The occasion combined informal discussion with all the protocol trappings of a state visit by a leader from an important country. Both countries exerted great efforts to ensure the visit's success, which put the bilateral relationship on more solid footing after a year that was characterized by increased tensions and discord. At the invitation of Secretary of State Hillary Clinton, State Councilor Liu Yandong made a week-long visit to the US in mid-April. China held its annual “two meetings” – the National People's Congress and the Chinese People's Political Consultative Congress – and endorsed the 12th Five-Year Plan for National Economic and Social Development.

Abstract:: Following last year's strong Chinese criticisms of US and regional moves seen directed against Chinese policies in Southeast Asia, the reassuring message of good neighborliness and cooperation that Chinese leaders and commentary reverted to at the end of 2010 continued into 2011. The shift was reflected through more positive attention to Southeast Asia and other neighbors, seeking to advance extensive Chinese engagement, especially rapidly growing economic interchange, while endeavoring to play down differences over territorial disputes and other questions. Wariness remained over US policies and practices, but disputes were registered less frequently and in less strident tones than in much of 2010. The treatment was consistent with the improvement in China-US relations registered in Chinese commentary coincident with the prelude and aftermath of President Hu Jintao's January visit to Washington.

Abstract:: In the aftermath of North Korea's artillery shelling of Yeonpyeong Island on Nov. 23, 2010, Chinese officials showed great concern about the possibility of escalation, focusing special concern on the possibility that South Korean military exercises might lead to military escalation. The January summit between Presidents Hu and Obama served to reduce tensions to some degree, especially through a call for resumption of inter-Korean talks in the US-China Joint Statement released at the summit. Following the apparent stabilization of inter-Korean relations, China has stepped up calls for "creating conditions" for the resumption of Six-Party Talks, engaging in diplomatic exchanges with both Koreas, including meetings between Special Representative for Korean Peninsula Affairs Wu Dawei and ROK nuclear envoy Wi Sung-lac on Feb. 10-11 in Beijing and again on April 26 in Seoul, and through DPRK Vice Minister Kim Kye Gwan's meetings in Beijing with Wu Dawei, Foreign Minister Yang Jiechi, and Vice Foreign Minister Zhang Zhijun respectively in mid-April in China. Although South Korea in April agreed to China's proposed "three-step" process toward restarting Six Party Talks – (1) Inter-Korean, (2) US-DPRK, and (3) Six-Party Talks – this plan makes the resumption of multilateral talks depend most critically on reaching consensus on the preconditions for inter-Korean talks, which remain stalled since a preparatory meeting for inter-Korean defense ministers' talks broke down in February.

Abstract:: Old problems – the Senkaku fishing boat incident, the East China Sea, and China's increasing maritime activities in waters off Japan – persisted in early 2011. Efforts by Japan to keep lines of communication open with China's leadership included a visit to China by members of the Diet and Japan's senior vice minister for foreign affairs. The China-Japan Strategic Dialogue resumed in Tokyo at the end of February. Less than two weeks later, the March 11 earthquake and tsunami hit Japan. China responded by providing emergency assistance and sending a rescue and medical team. Prime Minster Kan personally thanked China's leadership and the Chinese people for their assistance, support, and encouragement. The Asahi Shimbun offered the hope that the crisis could provide a fresh start in Japan's relations with its Northeast Asian neighbors.

Abstract:: China-Russia economic relations were “reset” on New Year's Day 2011 when the 1,000-km Skovorodino-Daqing branch pipeline was officially opened. The pipeline, which took some 15 years from conception to completion, will transport 15 million tons of crude annually for the next 20 years. The low-key ceremony marking the launch of the pipeline at the Chinese border city of Mohe was followed by several rounds of bilateral consultations on diplomatic and strategic issues in January. Abstract:: Ambiguous, often contradictory, assessments of the achievements of NATO/ISAF operations in Afghanistan make it difficult to form a clear picture of the situation on the ground. However, despite the rhetoric of politicians and military leaders who speak of 'sticking it out' till the job is done, there are unmistakable signals that the endgame has started. The emphasis now is on fashioning an exit strategy that will justify the claim of 'mission accomplished'. It is ironic that it is only now, with the dawning awareness that 'a victor's peace is impossible', that the importance of involving the regional states is finally being recognized. With the exception of Pakistan, which from the outset played a strategic role in Western-led operations, there was an implicit reluctance, amounting to a virtual ban, on cooperating with these states as equal partners. China, Russia and Iran were largely ignored, while the Central Asian states were regarded mainly as transit routes. Yet by geography, history, ethnic ties and culture, Afghanistan is an integral part of the region. The 'neighbourhood' states are neither unaware nor indifferent to what happens there. Before and since 2001 there have been regional initiatives aimed at promoting stability and development in Afghanistan. This paper gives an overview of the main initiatives, bilateral and multilateral which seek to promote the country's re-integration into regional cultural, economic and security networks.

Abstract:: It is widely held that the 21st century will be China's century on the global stage, while Iran, in the beginning of the 21st century, is becoming a regional power in the Middle East even if the limits to its power can be questioned. Both countries stand practically alone, without allies in a world that looks upon their expansion unfavourably, if not with outright hostility. The 21st century, however, will not be the period of gaining influence by military means, even if the use of military force cannot be excluded. One of the main characteristics of both the Chinese and the Iranian expansions is economic expansion. Chinese presence is booming in the Middle East. Iran has developed a significant economic activity in Western Afghanistan, then in Iraq. Both countries look back on ancient civilisations, to which they frequently refer to and which contributes to their perceptions of the surrounding world. China has traditionally perceived itself as the centre of the universe. Iran, by the right of its Islamic revolution of 1979, wishes to be the leading power of the Islamic world. Ayatollah Khomeini was speaking of Islam, in spite of the fact that the Islamic government put forward by him is rooted in Shiite Islam. This leading role seems to return under the presidency of Ahmadinejad – even if in a new form. 11 September 2001 has created the moving space for Iran in which it can become a regional power.

Abstract:: MISREADING CHINA'S INTENTIONS Shyu-tu Lee According to Charles Glaser, the prospects for avoiding war between the United States and China are good ("Will China's Rise Lead to War?" March/April 2011). But by ignoring China's history and economic policy and other relevant factors, Glaser arrives at policy prescriptions that would increase the chance of a Chinese nuclear attack on the U.S. homeland. Glaser misjudges Chinese motives. China's military modernization is not primarily motivated by insecurity, as he asserts. China is not threatened by the United States or any of its neighbors. It is advocating its model of governance -- managed capitalism combined with one-party authoritarianism -- as a more efficient alternative to a free-market economy and democracy. China's mission is to regain its place as the dominant superpower so that the country can cleanse itself of the humiliation it has experienced at the hands of the West. The rise of China poses grave challenges to U.S. security. Beijing implements a mercantilist trade policy and artificially sets a low value on its currency to promote exports, thus creating a large U.S. trade deficit with China year after year. Its army has been modernizing at a rapid pace, developing anti-access, area-denial weapons and cyber- and space-warfare capabilities. Meanwhile, China wants to integrate Taiwan because its democracy threatens Beijing's autocratic and repressive rule. In addition, Beijing needs Taiwan as a military base from which to project power into the Indian and Pacific oceans. To keep the peace, the United States must discard the culture of excessive deference to Beijing and implement policies to maintain U.S. military superiority, stanch the flow of U.S. wealth to China, steer China toward democratization, strengthen its alliances with Japan and South Korea, and engage China in an economic and strategic dialogue to promote fair trade and avoid misunderstandings.

1086. Letter from the UN: After the U.S. Veto on Settlements

Abstract:: Obama's first veto in defense of Israel at the UN was of a Security Council draft resolution that condemned Israeli settlements in language reflecting the administration's own stated policy. The draft, supported by all other UNSC members, forced the U.S. to choose between undermining its credibility internationally and alienating constituencies at home. For the Palestinians, insistence on tabling the draft in defiance of Washington was seen by some as a first step in an “alternative peace strategy” involving a turn away from the Oslo framework in favor of the UN. After reviewing the context of the resolution, the author analyzes the stakes for the various players, the repercussions of the veto, and the diplomatic prospects in its wake. On 18 February 2011, the Obama administration vetoed a United Nations Security Council (UNSC) resolution that would have condemned as illegal Israeli settlement in the occupied territories. Palestinian insistence on submitting the resolution incurred America's wrath. But the Council's fourteen other member states (including permanent members Britain, France, China, and Russia and nonpermanent powers Germany, Brazil, India, and South Africa) all voted for the resolution. And a colossal 123 countries cosponsored it, including every Arab and African state except Libya (which rejects a twostate solution to the conflict). Israel “deeply appreciated” the American veto—understandably so. Rarely had it been left so alone internationally, with even close allies like Germany ignoring appeals to abstain. For the Americans, Obama's first veto in defense of Israel at the United Nations came at a time when he wanted to appear at least rhetorically on the side of young Arab protestors who from Morocco to Yemen had been demanding change, rather than with the ancien régimes defending inertia. U.S. Ambassador to the UN Susan Rice's contortions were palpable as she tried to explain a veto that violated elemental justice, international law, and until recently her administration's own stated policy on settlements—all in the name of a peace process that no longer exists. The veto “cost the Americans blood,” admitted Israel's Maariv newspaper, paraphrasing a “sharp” exchange between Secretary of State Hillary Clinton and Israeli prime minister Benjamin Netanyahu in the aftermath. It also cost Obama in the occupied territories. In Ramallah, some 3,000 mainly Fatah members staged a “day of rage” against the veto, with the West Bank Palestinian Authority's (PA) usually pro-American Prime Minister Salam Fayyad incandescent: “The Americans have chosen to be alone in disrupting the internationally backed Palestinian efforts,” he said. Smaller Fatah anti-America demonstrations occurred in Qalqilya, Hebron, Jenin, and East Jerusalem. The Palestinian and Arab decision to take the resolution to the UN was born of the beaching of the U.S.-steered “peace process” after the Israeli government's refusal last September to renew a partial moratorium on West Bank settlement starts. It was the first run of what has been called the PA's new “alternative” diplomatic strategy. Combined with the promise of new elections in the West Bank and Gaza, moves toward reconciliation between Hamas and Fatah, and the approaching climax of Fayyad's state-building agenda in September, the alternative strategy involves freeing the Palestinian case from the grip of American tutelage in order to anchor it again on UNSC resolutions and international law. How serious is the alternative?

Abstract:: The decade of 2000–2010 was the warmest decade in recent history. It was also a decade of climate extremes such as the 2003 heat wave in western Europe and 2010 heat wave in Russia, frequent major floods in Europe, Pakistan in 2010 or Australia in early 2011, devastating cyclones, or major cold snaps and snow blizzards as in the US, UK and China. Despite this reality, there persists a deep gap between the scientific evidence about the changing climate of the Earth, and political awareness about the reasons and consequences of global warming. Such a gap between physical reality and political thinking will be extremely costly. Recent scientific evidence suggests that measures considered to tackle global warming are gravely inadequate. It appears that the average global temperature by 2100 will increase by at least 3°C to 4°C. Such increase will have devastating effects on agricultural production and survival of hundreds of millions people. The purpose of this paper is to improve understanding of climate change science among policy makers and diplomats.

Abstract:: The wave of uprisings in the Middle East and North Africa has not only affected Russia's interests but also opens some new opportunities for strengthening Russian influence. Nevertheless, the prevalent attitude in Moscow towards these dissimilar but inter-connected crises is negative, which is caused primarily by the nature of its own corrupt quasi- democratic regime haunted by the specter of revolution. The stalled NATO intervention in Libya has re- focused the attention of the Russian leadership on the issue of sovereignty, which determines the decision to disallow any UN sanctions against Syria. Russia's position has evolved in synch with the course taken by China, and Moscow is interested in strengthening this counter- revolutionary proto-alliance by building up ties with conservative Arab regimes, including Saudi Arabia, and also by upgrading its strategic partnership with Turkey. Harvesting unexpected dividends from the turmoil in the Arab world,Russia cannot ignore the risks of a sudden explosion of a revolutionary energy – and neither can it effectively hedge against such a risk.

Abstract:: Is the much hyped 'rise of Asia' translating into global public good? The leading Asian powers, China, India and Japan, demand a greater share of the decisionmaking and leadership of global institutions. Yet, they seem to have been more preoccupied with enhancing their national power and status than contributing to global governance, including the management of global challenges. This is partly explained by a realpolitik outlook and ideology, and the legacies of India's and China's historical identification with the 'Third World' bloc. Another key factor is the continuing regional legitimacy deficit of the Asian powers. This article suggests that the Asian powers should increase their participation in and contribution to regional cooperation as a stepping stone to a more meaningful contribution to global governance.

Abstract:: Japan has long been regarded as a central component of America's grand strategyin Asia. Scholars and practitioners assume this situation will persist in the face of China's rise and, indeed, that a more 'normal' Japan can and should take on anincreasingly central role in US-led strategies to manage this power transition. Thisarticle challenges those assumptions by arguing that they are, paradoxically, beingmade at a time when Japan's economic and strategic weight in Asian security isgradually diminishing. The article documents Japan's economic and demographicchallenges and their strategic ramifications. It considers what role Japan mightplay in an evolving security order where China and the US emerge as Asia's twodominant powers by a significant margin. Whether the US-China relationshipis ultimately one of strategic competition or accommodation, it is argued thatJapan's continued centrality in America's Asian grand strategy threatens to becomeincreasingly problematic. It is posited that the best hope for circumventing thisproblem and its potentially destabilizing consequences lies in the nurturing of anascent 'shadow condominium' comprising the US and China, with Japan as a'marginal weight' on the US side of that arrangement.

1094. How Japan matters in the evolving East Asian security order

Abstract:: This article argues that Japan matters crucially in the evolving East Asian security order because it is embedded both in the structural transition and the ongoing regional strategies to manage it. The post-Cold War East Asian order transition centres on the disintegration of the post-Second World War Great Power bargain that saw Japan subjecting itself to extraordinary strategic constraint under the US alliance, leaving the conundrum of how to negotiate a new bargain that would keep the peace between Japan and China. To manage the uncertainties of this transition, East Asian states have adopted a three-pronged strategy of: maintaining US military preponderance; socializing China as a responsible regional great power; and cultivating regionalism as the basis for a long-term East Asian security community. Japan provides essential public goods for each of these three elements: it keeps the US anchored in East Asia with its security treaty; it is the one major regional power that can and has helped to constrain the potential excesses of growing Chinese power while at the same time crucially engaging with and helping to socialize China; and its economic and political participation is critical for meaningful regionalism and regional integration. It does not need to be a fully fledged, 'normal' Great Power in order to carry out these roles. As the region tries to mediate the growing security dilemma among the three great powers, Japan's importance to regional security will only grow.

Abstract:: This article is written in the general spirit of contributing to the development of the English School (ES) approach to International Relations (IR), and from the specific perspective of the work of Martin Wight. The literature on international society has greatly enriched our understanding of international order. However, it falls short in what it offers to one important contemporary debate. This deficiency results from its evasion of a central dilemma: how is the role of the Great Powers in managing international order best sustained when their number approximates to one single Great Power? Given the English School's attachment to the role of the Great Powers, it cannot afford to ignore this question. This article adapts ES theory to reflect a world characterized by a concentration of power. The concept of hegemony is central, and will be applied to the arguments about a putative succession between the United States and China. The case is made that their respective power trajectories need to be plotted, not just against relative material capabilities, but taking into account also the appeal of the international orders they come to represent.

Abstract:: This article provides an analysis of President Obama at mid-term. It looks at the mid-term elections from the perspective of the political issues that informed the debate, the implications of Republican control of the House of Representatives for both legislation and relations between the administration and Congress, and the policy areas where cooperation and possible progress is possible. The article looks at the Tea Party movement as a collection of single issue and multi-issue political groups ranging from 'nativists' to Christian fundamentalists to the eclectic and unprecedented combination of fiscal and social conservatives seen at Glen Beck's 'honoring America' event at the Washington Monument. This broad movement may be seen as a classical revitalization movement, not unlike those described by Anthony F. C. Wallace. It is opposed by another 'revitalization movement' namely the 'American renewal' promised by Obama as he ran for office in 2008. These countervailing narratives—in effect two different versions of America, one reflecting the Tea Party broadly conceived and the other reflecting Obama's 'promise'—are seeking political traction among independents. The implications of this struggle are momentous. The prevailing narrative will frame policy going forward on a range of domestic issues and on selected foreign policy questions, which will include the present debate on the Strategic Arms Reduction Treaty (START) with Russia and the upcoming debate on China, which will have even further reaching effects. Finally, this article describes Obama's struggle to frame his policy successes and the ensuing debate in a favourable light. His opponents have sought to limit his progress by presenting him as 'the other', an effective but destructive technique that could have longer term effects on the domestic political discourse. However, the author remains an optimist; he believes, together with 50 per cent of Americans, the president is likable, logical and gives a good speech, and that he will be re-elected in 2012.

Abstract:: The Cambridge history of the Cold War is a three-volume work by 75 contributors, mostly from the United States and the United Kingdom, and is intended as 'a substantial work of reference' on the subject. The bulk of the text deals, in frequently overlapping chapters, with the main protagonists of the conflict—viz. the United States, the Soviet Union and the People's Republic of China—and the areas in which they clashed. At the same time, it aims to go 'far beyond the narrow boundaries of diplomatic affairs', although it is not always successful in doing so. In analysing the origins of the Cold War, the contributors pay perhaps too much attention to ideology as opposed to geopolitics, a flaw which is made easier by the absence of sufficient historical background. On the other hand, the duration of the conflict and the failure of various attempts at détente is more successfully explained in terms of the zero-sum game nature of the conflict and its progressive extension from Europe across the rest of the world. When it comes to the end of the Cold War, the overall conclusion is that this came about through both a shift in the international balance of power following the Sino-Soviet split and the political and economic problems of the Soviet bloc. It is generally agreed that Mikhail Gorbachev's willingness to abandon old shibboleths both at home and abroad was a major factor in bringing about the end of the conflict. The three volumes, while not always an easy read, are the outcome of considerable research and expertise in both primary and secondary sources and will repay careful study.

1098. Is China a responsible stakeholder?

Abstract:: China has recently been criticized for not being a 'responsible stakeholder', not being a good citizen of the international community and not contributing to global public goods. China 'is refusing to be a responsible stakeholder in the international political system, cultivating, as it has been, good relations with some of the world's most odious regimes', according to Robert Kaplan, writing in The Atlantic. An editorial in the Wall Street Journal asserts that 'China won't be a responsible stakeholder' and acts as a 'free-rider'. Observing China's growing assertiveness in foreign policy and purported attempts to undermine the current liberal world order, Elizabeth Economy writes in Foreign Affairs that 'China is transforming the world as it transforms itself. Never mind notions of a responsible stakeholder; China has become a revolutionary power.'

Abstract:: The geography of power is at present being dramatically transformed, notably by the rapid economic rise of China. What makes international order legitimate in a world in which political and economic foundations are rapidly shifting? This article examines analogies and lessons from a previous transition, from a world order centered on Britain, to a US dominated global order. The article looks at two interpretations of the transition, one by E. H. Carr, the other by Charles Kindleberger. China is beginning to behave in the way expected of a Kindleberger hegemon, but also sees the possibilities of asserting power in a world that in the aftermath of 2008 looks much more like the chaotic and crisis-ridden interwar period as interpreted by E. H. Carr. The challenge for the management of the new international order will lie in the ability of China to embrace the universalistic vision that underpinned previous eras of stability, in the nineteenth century and in the late twentieth century.

1100. US missile defence and China's nuclear posture: Changing dynamics of an offence-defence arms race

Abstract:: This article examines the rising prominence of strategic nuclear deterrence in Sino-US relations. China is the only major nuclear power that has been actively expanding its offensive capabilities. Its nuclear modernization has inevitably caused concerns in the United States. The article suggests that China's nuclear programme is driven significantly by US missile defence, which has fundamentally altered the incentive structures for Chinese nuclear deterrence. The article also assesses the latest Chinese perception of US strategic adjustment under the Obama administration and its potential impact on arms control. It reveals that recent measures by the United States to restrain its missile defense could be conducive for achieving a strategic nuclear understanding between the two countries. The article then suggests a number of concrete actions for China and the United States to realize such an understanding.
