Abstract:
Desde el fin de la Guerra Fría, cuatro grandes prioridades definieron la estrategia de la República Popular China hacia África: el acceso a recursos naturales y materias primas; la consecución de mercados para sus exportaciones de manufacturas; la obtención de apoyo a sus objetivos políticos; y la consolidación de un estatus como líder del mundo en desarrollo. A partir de la primera década del siglo XXI China se ha convertido asimismo en un importante socio financiero y en impulsor del desarrollo de infraestructuras en el continente, a la vez que ha adquirido una creciente presencia militar. La relación multidimensional construida por la China de Xi Jinping con África forma parte integral de su estrategia de ascenso global, con implicaciones económicas y geopolíticas que han atraído la atención de las restantes potencias.

Abstract:
The revitalization of the Silk Road as a trade route, cultural exchange, religion, science and civilization based on the “Maritime Silk Road” (MSR) is the focus of strategic studies and international relations. ASEAN countries, including Indonesia in the MSR route and the contestation of the United States and China who are fighting for dominance in the Indo-Pacific region, face challenges and opportunities. The results of this research, which uses a normative approach, show that the revitalization of the MSR may give positive impacts to China’s foreign affairs for the good interaction and communication among people by economic trade.

Abstract:
COVID-19 onset has questioned the proclaimed notions of Globalization such as shared prosperity and security across the board. The ongoing pandemic once again calls for collective action in men and material terms rather than erecting technology barriers and doubting the intentions of each other. This paper aims to address the following inter-related queries: What is the nature of China‟s health-based assistance to the South Asian states for mitigating the COVID-19 risks? How and why do the United States and India remain skeptical of Chinese anti COVID- 19 Vaccine efforts? And how do other South Asian states perceive Chinese contributions to deal with the ongoing Pandemic? And, finally what lessons can be learned from this divergent debate centered on: Chinese Vaccine Diplomacy? Comparison and contrast of the available information is employed as an analytical technique to determine the nature of skepticism surrounding the Chinese vaccination campaign in South Asia. Consulting data on three various accounts assisted to conclude the findings of this research paper. The findings of this study establish that Western and Indian skepticism, directed against Chinese health diplomacy in South Asia is motivated by their geopolitical contestations with China. In nutshell, the paper‟s main thrust is to stress the essential value of mutual cooperation in dealing with the Pandemic like COVID-19. There is a need to embrace the concept of „holistic security‟ in the highly interconnected world of today and tomorrow.

Abstract:
The “Belt and Road Initiative” (BRI) is quite impressive in the amount of resources and the number of countries involved, but also in the diversity of intentions it reveals. In one hand, it is a demonstration of strength for China in the international arena; in the other hand, it is an effort of the Chinese government to face important economic problems. Nevertheless, it may not be studied only from the point of view of China, since it has direct and indirect impacts over the whole globe. This paper aims therefore to analyze BRI under the framework of associated opportunities and challenges for China and for the rest of the world.

This article is the result of research carried out in the postdoctoral stage of the Postgraduate Program in Aeronautical Sciences at the University of Aeronautics (PPGCA), whose theme was “Geopolitics, Culture and Law: Epistemological dialogues needed in times of postmodernity” Thus, it collimates to examine the scientific connections that unite geopolitics and law, disciplines that overlap in such a way that they end up guaranteeing fundamental rights for ordinary citizens, aiming to analyze the geopolitical control of law from the influence of neoliberal geopolitics on constitutionalism. of the countries of late modernity, as is the case of Brazil, thus it was possible to demonstrate the influence of real factors of world power in the legislative process of the countries of the Global South of neoliberal globalization, whose leadership is being disputed by the United States and China.

Abstract:
The apparent eroding in the hegemonic power of the United States and the sustained growth of China has triggered debate as to whether the rise of China will be peaceful or conflictual. Structural realism posits that the world is characterised by the anarchic ordering principle in which there is no central authority sitting above the states. Therefore, the absence of a “leviathan” on the international system automatically makes every state equal on the system which created an atmosphere of competition for the maximisation of power for survival. On a similar line of reasoning, the Power Transition theory as a variant theory within realism postulates that when the international system is structured based on the principle of hierarchy, peace will reign. It means that when international relations are regulated and influenced by a dominant power, the international system becomes stable. But the emergence of a dissatisfied powerful nation to challenge the hegemon usually ends up in war. Based on this assumption, Power Transition theorists argued that the rise of China to rival the dominance of the United States could not be peaceful. The Power Transition theory has influenced many academics to have the belief that the two nations will end up in “Thucydides’ Trap”. This belief has aggravated the matter beyond the reasonable level and has instilled panic in the mind of foreign policymakers which could jeopardise world peace and international cooperation. Hence, this paper aims to critically evaluate the deficiency of the Power Transition theory in the 21st century in explaining the current United States-China relations and the prospect of peace or war between the two nations using process tracing. Accordingly, in this paper, it is argued that in the 21st century, an armed confrontation between the United States and China is highly unlikely. Because in today’s world, nations (including the United States and China) are intertwined by the forces of globalisation which created inexorable economic interdependence. Additionally, there is rapid advancement in military technology and the proliferation of weapons of mass destruction which came with the concept of Mutually Assured Destruction (MAD). Consequently, there is a need to revisit the Power Transition theory to accommodate contemporary factors. The inclusion of the current variables into the Theory will make it applicable and adequately fit in the discourse of international relations and global politics of the 21st-century international system.

Multiculturalism is thoroughly connected with “identity politics,” “the politics of difference,” and “the politics of recognition,” which assigns a promise to increasing disparaged appearances and shifting leading arrangements of illustration as well as interaction which disregards definite units. It encompasses claims of fiscal benefits, political power, distinctiveness and culture. In this backdrop, the article targets to analyze traditional interaction as a panacea of all social and border disputes in this new century through the Chinese BRI connecting the current situation along historical linkages of Old Silk Road (OSR). Likewise, the basic purpose of this study is to investigate how seventy states in BRI project can be unified through cultural collaboration other than political, economic and strategic partnership, following Chinese pushing forward scheme in New Silk Road (NSR). In fact, BRI would provide all stakeholders of this project a golden opportunity to value their disregarded culture whose ethos lost actual worth because of Western rule since decades in this landmass. Moreover, the study is grounded with the theoretical approaches of cross-cultural power and leading theorizers of multiculturalism supported by Confucius, Iqbal, Nietzsche, Ibn Khaldun, Charles Taylor and Will Kymlicka. Besides, the data have been taken from the official reports, reports on cultural meetings among diplomats from BRI official sites and archival holy manuscripts to reevaluate the value of marginalized local cultures of Arabian, Indian and Chinese civilizations. Overall, the study distinguishes that how diversity is the real beauty of Asia and manifold culture of Asia is embedded with each other because of erstwhile historical links and it‟s tough to separate diverse identities of Asia on ethnic and communal grounds.

Abstract:
For most of history, the domains of the global commons were unclaimed, largely because the technology to access and utilize them did not exist.[1] In areas such as the high seas and outer space, it was impossible for states to establish and maintain sovereign control. Even as the relevant technologies developed, costliness and controls kept them initially concentrated largely in the hands of just a few major powers such as the Unit- ed States and the Soviet Union. For the United States, “command of the commons” became the military foundation of its hegemony, granting it the ability to access much of the planet and to credibly threaten to deny the use of such spaces to others.[2] Bipolar competition between the United States and the Soviet Union strongly influenced developments in the maritime and outer space domains. In the case of cyberspace, a more recent addition to the traditional global commons, the United States was also initially dominant due to its role in pioneering associated technologies. However, over time and particularly since the end of the Cold War, continuing technological innovation and diffusion have made these domains accessible to a growing number of countries. ​ This technological progress was born of both cooperation and competition between states. While some states chose to develop certain technologies indigenously, many acquired knowledge and equipment from abroad. Globalization of industry has made it easier for states to obtain a variety of foreign technologies, even lowering the threshold for them to procure disruptive military capabilities. In addition, over the last two decades, American primacy has been increasingly challenged by the rise of China, which has impacted the dynamics of technological development and diffusion across multiple domains. As China has acquired the technology to become more active in the commons, it has prompted major regional powers, such as Japan and India, to accelerate their own technological advancement, and other mid-sized and smaller countries have also become increasingly engaged.[3] ​ The consequence of this multiplication of technologically sophisticated actors has been the erosion of American primacy in the global commons. Although the United States still remains the most dominant player, it is faced with a more densely populated field, and management of these spaces has become more difficult. This article examines this trend in the high seas, outer space, and cyberspace since the end of the Cold War, with attention to the ways in which the rise of China and the relative decline of the United States have catalyzed greater engagement with the commons, particularly among the countries in Asia that find themselves most affected by this power transition. I argue that advances in and diffusion of technology have transformed the global commons into increasingly crowded domains characterized by interstate competition and heightened tensions. In the process of construction, its elements might differ by time and resources needed to create and consolidate them. The result, likewise, may be different where the length of time needed to produce the desired effect and the effect itself are concerned. an image of a country responsible for the development of mankind and its security is time- and resource-consuming to the greatest extent while inevitable contradictions between global responsibility and national interests make it idealistic and unachievable. many countries, however, claim the status of responsible – either regional or global – pow- ers depending on their scope and development goals. This image presupposes that the power demonstrates to the world, not only to certain audiences, that it does not intend to grow and develop at the expense of others but in the long-term perspective is firmly deter- mined to create a secure world of equal opportunities. at first, the Chinese expert community was apprehensive and even fearful of the idea of China as one of the responsible world powers. The West, on its side, was actively trying this role on China and even impos- ing it. This stirred up mistrust. It was repeated, among other things, that the role of globally responsible power does not fit China’s interests; that Beijing is being drawn, contrary to its will, into funding the international system on a grand scale. It should be said that Western politicians tried to persuade China to become a more active sponsor. Later, when the “responsible power” concept had been absorbed and, what is more important, adjusted to the country’s interests, skepticism was finally overcome. Between 1999 and 2009, the definition of China as a “responsible power” found its place, with certain readjustments, in the Chinese political vocabulary. Prominent foreign policy experts Wang yizhou,1 yen Shenyi,2 yu Keping3 and hu Jian4 have written a lot about the logical connection between China’s development and the development of mankind, between protection of national interests and the need to take international interests into account.

Abstract:
The purpose of this article is to analyze the relationship between development and global power of China. And, more specifically, how the Made in China 2025 policy is designed to deepen China’s development by driving strategic sectors of smart manufacturing and other innovations. To do so, it needs to understand how China has taken advantage of systemic changes since the 1970s to unleash a cycle of comprehensive reforms mobilizing industrial, commercial and technological (ICT) policies. That is, without state emulation there is no economic complexity or expansion of the country’s presence in the world. The proposed argument is that the interweaving between the internal and international dimensions compose the key of the rise of the powers - imperative underestimated by the narratives of liberal globalization - whose epicenter remains the national development.

Abstract:
Economic development aims at building a healthy community which in turn strengthens institutions of a state. Economic Development can also be reflected through soft power, which is not only a diplomatic tool but also a booster for a state's economy. Chinese economic development is a synthesis of two ideologies: attributed to Mao Zedong and the other to Deng Xiaoping. Mao and Deng have contributed to Chinese economic development by initiating compatible economic policies in their respective eras. Their economic policies are influenced by Karl Marx and Adam Smith respectively. Mao, a staunch supporter of centralization of economy, opted for the theory of Marxism; ic level. On the other hand, Deng Xiaoping is associated with liberalizing of Chinese economy. The ideas of free trade and facilitation of foreign investors is the mainstay of Deng’s economic policy. In the process of liberalizing the Chinese economy, Deng initiated a paradigm shift from curtailed to liberal approach; he followed the footsteps of Adam Smith, the pioneer of free market economy. Privatization, establishment of exclusive economic zones, introduction of new flexible economic policies are the reforms introduced by Deng under the theory of free market economy. Hence, the modern China we see today is a product of the economic policies envisioned by these two great Chinese leaders. This descriptive research looks into the contribution and implication of these economic policies on the Chinese economic system.

14. Global Peaceful Change and Accommodation of Rising Powers: A Scholarly Perspective

Abstract:
Can the accommodation of rising powers in the international system be accomplished peacefully? Prof. Paul, in his recent publication, argued that if the established and status quo powers hold grand strategies which allow for peaceful accommodation, this is feasible. He clarifies the differences between accommodation and appeasement and the value of soft balancing, relying on institutions, economic diplomacy, and limited ententes as mechanisms for restraining the aggressive behavior of major powers. Variations in current US policies toward Russia and China are discussed. Non-accommodation of major powers as well as minor powers has major internal and external consequences. He concludes by arguing that contemporary rising powers, such as China and India, have much greater prospects of rising peacefully than previous era great powers, partially due to the opportunities offered by the globalization process. However, these states must initiate economic and developmental programs for other states, without neocolonial overtones, in order to increase global development and their own status. The discipline of IR has a special duty to encourage students and policy makers to develop strategies of peaceful transformation, rather than war, as the main mechanism of change.

15. When the Hong Kong Dream Meets the Anti-Mainlandisation Discourse: Mainland Chinese Students in Hong Kon

This article looks at identity constructions of mainland Chinese undergraduate students in a Hong Kong university. These students shared a “Hong Kong Dream” characterised by a desire for change in individual outlooks, a yearning for international exposure, and rich imaginations about Hong Kong and beyond. However, when their Hong Kong Dream met Hong Kong’s “anti-mainlandisa- tion discourse,” as was partially, yet acutely, reflected in the recent Occupy Central movement, most students constructed the simultan- eous identities of a “free” self that was spatially mobile and ideologi- cally unconfined and an “elite” self that was among the winners of global competition. This article argues that the identity constructions of these mainland Chinese students shed light on global student mo- bilisation and provide a unique, insider’s perspective into the integra- tion process between Hong Kong and the rest of the People’s Re- public of China.

16. The Temporal Experience of Chinese Students Abroad and the Present Human Condition

This article examines the experiences of Chinese elite uni- versity students abroad through the lens of temporality. In the strug- gle to get ahead, elite students are expected to carefully deploy their time. Studying abroad, it is argued, has become one more step in a culturally idealised temporal arrangement of how one is expected to go about advancing. The downside to this ethics of striving is shown to be a pervasive sense of restlessness (, fuzao). The article shows how relocating to a different life environment allowed a group of elite students to respond to their temporal predicament in existentially creative ways that registered socially as personal maturation. It is argued that these responses were set in motion by the students’ in- habiting an expanse of not-yet-purposeful time. Treating the tem- poral experience of Chinese elite students as a pronounced inflection of an increasingly global temporal mode of striving, the article en- quires into the temporality of the present human condition.

This article uses Mahler and Pessar’s (2001, 2006) model of “geography of power” to interrogate how the general dynamic of Chinese student migration generates a variety of experiences at the individual level. Each Chinese student-migrant embarks on their journey from a different position vis-à-vis the flows and interconnec- tions of the international education market. Some of them set out to achieve concrete goals, while others are motivated by a more intan- gible mission to become cosmopolitan subjects. As they move around, their shifting position in the hierarchies of nationality, class, gender, and generation influences their decision-making and their experiences. These power systems function simultaneously on mul- tiple geographical scales, exemplified by the contradictory ways gen- der operates in the family, education, work, and marriage. To further develop the connection this model makes between personal charac- teristics, cognitive processes, and various power systems, I draw at- tention to the politics of ordinary affects.

The 1948 Universal Declaration of Human Rights affirmed in Article 13 that "[e]veryone has the right to leave any country, including his own, and to return to his country." In response to the Soviet Union's and China's prohibitive controls over the travel of their citizens, Article 13 recognized the right of individual citizens to take trips to other countries willing to receive them, knowing that they may return home at the end of their foreign stays.

LAST YEAR, during his visit to the United States, Chinese president Xi Jinping introduced the idea of a “new type of great-power relationship.” In March of this year, in apparent response, President Obama's national-security adviser, Tom Donilon, suggested an interest in building “a new model of relations between an existing power and an emerging one.” This June, the two presidents met in California to explore whether their strategic outlooks can be reconciled. I suspect that President Xi's concept reflects the senior leadership's study of history. At last year's meeting of the U.S.-China Strategic and Economic Dialogue, former president Hu Jintao stated, “We should prove that the traditional belief that big powers are bound to enter into conflict is wrong, and [instead] seek new ways of developing relations between major countries in the era of economic globalization.” In the United States, professors Graham Allison and Joseph Nye at Harvard have referred to this challenge as “the Thucydides trap”: in explaining the cause of the great Peloponnesian War of the fifth century BC, Thucydides pointed to the rise of Athens and the fear it inspired in Sparta. In the centuries since, scholars have pondered how power shifts have led to competitive tensions, which sometimes have been managed and sometimes led to conflict. This essay will pose a question: What might be the substance of a new type of great-power relationship between China and the United States? Kevin Rudd, former prime minister and foreign minister of Australia, has also taken up this topic in a series of thoughtful speeches. His approach points to the need for reinforcing dialogues and cooperative efforts.

Abstract:
This paper intends to point out that threats and problems related to security and stability are common and affect the entire sub-regional system, necessitating common responses. The paper is structured in three parts. In the first part this paper intends to analyse and explain the concept of security, demonstrating that from a theoretical point of view, it must not be considered as a univocal problem, but regrouping different aspects. The second part of the paper analyses the many sources of instability affecting the Persian Gulf region today, with unavoidable consequences seen in the neighbouring sub-regional systems, such as the Caucasus, Central Asia, European Union, India and China. In the third part this paper will propose some theoretical ideas and pragmatic mechanisms aimed at suggesting different solutions to the issues analysed above. There will also be a review of the proposal for the creation of a common market involving Iran and the Persian Gulf Cooperation Council (GCC) countries as a prelude to a monetary union modelled on the experiences and results of the Euro. The effects of an end to the embargo on Iran will also be assessed. As for military security, I will assess whether the realisation of a sort of a Persian Gulf version of NATO would be possible.

Since becoming a member of the World Trade Organization, China embarked on sever- al commitments to become a key player on the international economic stage. This pa- per is a case study of China’s membership of the World Trade Organization (WTO) and the implications on Chinese sovereignty. Theorizing China’s historical evolution amid concerns of sovereignty, the paper looks at China’s Regime Commitment and Compli- ance in the WTO, major Compliance and Commitment Concerns with China in the Or- ganization. China may have complied with some of its commitments particularly in the service area. The paper distinctively concludes that China’s membership of the organi- zation has forced it to share power with other actor whilst protecting the interest of its citizens on the global stage.

This article looks at the livelihoods and lives of African traders coming to Hong Kong and Guangzhou. These traders are practising “low-end globalization”, involving small amounts of capital, and semi-legal or illegal transactions under the radar of the law. The article first considers who these traders are, portraying them as, typically, members of the upper crust of their home societies. It then considers these traders in Chungking Mansions, Hong Kong, a building that is an entrepôt between China and the developing world. Finally, it looks at traders' livelihoods and lives in Guangzhou, South China, and traders' efforts to succeed in mainland China. The article argues that one essential economic role China plays today is in manufacturing the cheap, sometimes counterfeit goods that enable Africa and other developing-world regions to experience globalization; the African traders who come to China help make this possible.

TROUBLE ON THE HOME FRONT Richard Katz A decade ago, the great American jobs train fell off its tracks. Traditionally, boosts in private-sector employment have accompanied recoveries from economic downturns. In the first seven years after the beginning of the 1980 and 1990 recessions, for example, the number of private-sector jobs increased by 14 percent. Yet in January 2008, seven years after the previous pre-recession peak and before the most recent recession began, private-sector jobs were up only four percent. Today, for the first time in the postwar era, there are fewer of these jobs than there were ten years before. Ignoring the overall dearth of jobs, Michael Spence (“The Impact of Globalization on Income and Unemployment,” July/August 2011) singles out the fraction of employment in sectors related to trade. He claims that China and other developing countries have taken U.S. jobs and blames globalization for the substantial increase in income inequality across the country. It is misleading, he says, to argue that “the most important forces operating on the structure of the U.S. economy are internal, not external.” He is wrong: the fault lies not in China or South Korea but at home.

In this age of globalization, nations rise and fall in the world markets day and night. Europe, Germany in particular, may at first have indulged in a certain amount of schadenfreude to observe the abrupt fall from grace of the U.S. financial system. But not for long. As of November 2008, the euro zone is officially in a recession that continues to deepen. Germany's government was compelled to enact a 50 billion euro fiscal stimulus package. The Japanese economy, though perhaps among the least susceptible to the vagaries of the European and U.S. economies, followed soon after, with analysts fearing that the downturn could prove deeper and longer than originally anticipated. The U.S.—Europe—Japan triad, representing the world's three largest economies, is in simultaneous recession for the first time in the post-World War II era. China, meanwhile, is suddenly seeing its 30-year economic dynamism lose steam, with its mighty export machine not just stalling but actually slipping into reverse.
