Though, as China's state news agency Xinhua pointed out, this was not Baidu's first foray into overseas markets, it was the first time China's top leader was personally on hand to support the launch. As Chinese President Xi Jinping and Brazilian President Dilma Rousseff jointly pressed a button initiating the service, it appeared China had taken another step in leveraging its fast-growing technology companies to enhance its global soft power—something Xi's predecessor, Hu Jintao, had declared a key national objective.

754. Balance of payments and power: assessing China's global and regional interdependence relationship

Abstract:: Global economic imbalance leads to change in the global distribution of economic resources. While some foresee the inevitable decline of US power, others consider China's forthcoming global primacy to be an exaggeration. This paper seeks to contribute to the debate by linking balance of payments (BOP) to power analysis. Dimensions of BOP are connected to Keohane and Nye's two ideal-types of interdependence relationship: realist and complex interdependence. The former relates to the global distribution of aggregate economic resources; the latter emphasizes a detailed investigation of distinct interdependence situations between countries. China's BOP from 1997 to 2012 is assessed through the lens of both ideal-type scenarios. The findings show that China's growing power manifests principally in its rising status as a major global buyer in primary goods and its growing military strength in the region. However, China is confronted with possible slowdown in wealth accumulation and its lagging technological development. At present, the speculation of China's upcoming global primacy may be exaggerated, but its dominant position in the region is indeed on the rise.

Abstract:: China has gone global, but most China experts in the American academic community have gone local, moving in the opposite direction. As Shambaugh has observed rightly, 'big picture' books on China in the United States have been written by virtually anyone but China scholars. A crucial reason for this academic trend is the current obsession with theories and methods in the social sciences departments, which has changed the incentive structure for scholars who compete for employment, promotion, recognition, and funding. Moreover, given the increasingly complex nature of China's greater presence in the world on so many dimensions, it is also the case that a new generation of scholars trained to be specialized in narrow research topics would arguably find it difficult to write a big book even if they want to. As guilty as many others, this reviewer also encourages his own students to follow a narrow path out of fear that they would otherwise be placed at a competitive disadvantage even though he shares the same concern with Shambaugh.

Abstract:: Those who follow the newspapers and media in general are led to believe that the stakes are getting higher in the Arctic. Climate change is melting the sea ice and opening up new economic opportunities: oil, gas, moving fish stocks, and shorter navigational routes are among the benefits to be had by those who are bold enough to make a move. According to the media, China and other emerging economies are claiming their own piece of the Arctic. In the scramble among states for the riches of the Arctic, we sense a scenario that may even drive states to the point of military conflict. Yet, this scramble does not take place in a legal vacuum – there are plenty of legal rules that govern the behaviour of states and other actors in the region. Indeed, this is one of the salient points that Michael Byers makes in his book.

Abstract:: For the better part of a decade, the United States has been mired in mediocrity, settling for what feels like a new normal of low eco- nomic growth, stagnant wages, political intransigence, and an unending war or terror. Many think America's better days are behind it. Richard Haass, the president of the Council on Foreign Relations, disagrees. In Foreign Policy Begins at Home , Haass attempts to reverse American defeatism and assuage fears of American decline, arguing instead that the United States is simply underperforming, suffering from "American made" problems that can be corrected by restoring the "foundations of its power." He explains that America's true strength abroad comes from its strength at home, and if America is to provide global leadership it "must first put its house in order." While much of Foreign Policy focuses on policy prescriptions that would restore American strength, the true contribution of the book is its explanation of why such a strategy is needed.

Abstract:: The world has seen the international distribution of power gradually shifting, driven in great part by China's rise and America's relative decline. Almost continuously for two decades, China has kept double-digit growth rates in defense spending and, consequently, made military build-ups that are unprecedented in modern international history. China has also demonstrated a series of increasingly assertive diplomatic and military actions as related to its irredentist claims to Taiwan, the Senkaku Islands, the Spratly Islands, and the Paracel Islands, among others. Although the regional security order of the East Asia and the Western Pacific appears sufficiently stable, the US and its major regional allies together have to deter and, if necessary, defeat possible China's armed aggression against the territorial status quo. Doing so is a challenge even for the hegemonic US, on the grounds that the aftermath of the 2008 Lehman Shock has seriously impaired the health of the US political economy, and that its defense spending is anticipated to undergo one major cut after another, at least, for a decade to come.

Abstract:: All through the ages, Shakespeare's literary oeuvre has occupied a canonical status in world literature, primarily because of its universal relevance in terms of thematic preoccupation, characterization, and setting amongst several literary components. Though widely regarded as the greatest writer in the English language and the world's pre- eminent dramatist, Shakespeare has been translated into every major living language and is performed more often than any other playwright. His dramatic works have been repeatedly adapted and rediscovered by new movements or perspectives in scholarship and performance. Even now, his plays remain highly popular and are constantly studied, performed and reinterpreted in various social, cultural and political contexts throughout the globe. One of these contexts is the Second World War. Regarded as the longest, bloodiest and deadliest conflict in history, World War II was fought predominantly in Europe and across the Pacific and Eastern Asia, pitting the Axis powers of Nazi Germany, fascist Italy and Japan against the Allied nations of Great Britain, France, China, United States and the Soviet Union. It is the most widespread war in history with more than one hundred million people serving in military units from over thirty different countries, and death tolls estimated to be between fifty and eighty-five million fatalities. Despite the fact that theatre stands as a “simulacrum of the cultural and historical process itself, seeking to depict the full range of human actions within their physical context, has always provided society with the most tangible records of its attempts to understand its own records” (3), the role of Shakespeare during the Second World War had not yet been given sustained, critical and detailed scholastic documentation. Herein lies the relevance and necessity of Shakespeare and the Second World War – as a writers' quota to fill the scholastic lacuna. Most of the war's belligerents showed affinity with Shakespearean works as a depiction of their society's self-image. Divided into fifteen illuminating, diverse, and yet coherent essays by seasoned and erudite academics, Shakespeare and the Second World War is a small sampling of reviewed and extended essays from “Wartime Shakespeare in a Global Context/Shakespeare au temps de la guerre” – an international bilingual conference that took place at the University of Ottawa in 2009. Within the spatial and temporal context of the war, Shakespeare's oeuvre is recycled, reviewed and reinterpreted in the chapters. In a Manichean manner, these essays cannot be collectively pigeonholed as either pro or anti–war. In fact, there is a sort of ambivalence with vacillating opinions by the writers.

By focusing on "Major Projects", the most prestigious and well-funded program initiated by the NPOPSS in 2004, this contribution outlines the political and institutional ramifications of this line of official funding and attempts to identify larger shifts during the past decade in the "ideologics" of official social science research funding – the changing ideological circumscriptions of research agendas in the more narrow sense of echoing party theory and rhetoric and – in the broader sense – of adapting to an increasingly dominant official discourse of cultural and national self-assertion. Abstract:: Over the past three decades, China's fast economic development has induced considerable changes in China's university and research institution landscape, research financing and academic career incentives. This paper argues that these changes have affected the motivation and the ways in which Chinese scholars engage in international research cooperation. Most recently it has been observed that strong pressures on scholars and scientists – especially at leading academic institutions – to excel in international publications while simultaneously fulfilling their obligation to generate income for their institutions can lead to a dilemma with regard to international research cooperation: Those institutions and scholars most interesting for foreign scholars to cooperate with may be the ones with the least amount of both incentive and time to enter into serious cooperation. Abstract:: Field research in China often requires the researcher to cooperate with two kinds of actors: research collaborators, such as those at universities or official think tanks, and local officials. These actors facilitate or enhance field access, but such access comes at the price of a potential "pre-selection bias" in data collection. Some scholars have argued that dependence on these "gatekeepers" introduces a significant bias into research outcomes. I argue, however, that the constraints faced by China scholars in their field studies are not absolute, but function by degree. The CCP is monolithic neither in its organization nor in the thoughts of its agents, and close collaboration with local partners can help remove normative bias rather than necessarily introducing it. Most importantly, an argument built exclusively on the power of structural constraints discounts China scholars' most crucial abilities: to learn, to think critically and to research holistically.

Abstract:: This paper examines two cases of Zhuang religious revival involving multiple actors. It shows how consideration of "superstition" (迷信, mixin) places some religious practice outside the institutional framework when discussing the modern concept of religion in China. In this paper, I particularly focus on two main dimensions of religious revival among the Zhuang people. The first is a grassroots dimension that involves the revival of a so-called "superstitious" cult in which Zhuang people along the Sino-Vietnamese border carry out shamanic rituals to make offerings to a powerful chief-turned-deity, Nong Zhigao, and his wife. The second dimension is a top-down dynamic and involves a series of projects conducted by Zhuang officials, scholars and business persons, which aim to standardize a Zhuang religion, known as Mo religion. These two cases of religious revival demonstrate the varied strategies utilized by different actors in response to government policies regarding religion in China.

Abstract:: The relation between ethnicity and religion has had a troubled history in the People's Republic of China. Conflating religious practice with ethnic culture is considered to carry the risk of breeding "splittism" – especially in Tibet and Xinjiang. While in the post-Mao era the outright hostility against religion has given way to a religious revival, keeping religion and (nationality) politics separate has remained a major concern for the Chinese Communist Party. Religion is supposed to be a private matter that does not interfere with politics. Against this backdrop, a recent phenomenon in the Tibet Autonomous Region is all the more remarkable: the (re-)fusion of ethnicity and religion under the label of cultural heritage and its protection. This paper approaches this officially endorsed re-fusion ethno-graphically and examines its wider implications. I argue that endorsing religion as an attribute of Tibetan heritage corresponds to the concept of defining public spaces and events in which religious practice is legitimate and expected. Simultaneously, religious practices outside these dedicated spaces and events become even more problematic, leading to everyday Buddhist practices, such as circumambulation, being seen as (and performed as) political acts.

Abstract:: Like people born shortly after World War II, the international human rights movement recently had its sixty-fifth birthday. This could mean that retirement is at hand and that death will come in a few decades. After all, the formulations of human rights that activists, lawyers, and politicians use today mostly derive from the UN Universal Declaration of Human Rights, and the world in 1948 was very different from our world today: the cold war was about to break out, communism was a strong and optimistic political force in an expansionist phase, and Western Europe was still recovering from the war. The struggle against entrenched racism and sexism had only just begun, decolonization was in its early stages, and Asia was still poor (Japan was under military reconstruction, and Mao's heavy-handed revolution in China was still in the future). Labor unions were strong in the industrialized world, and the movement of women into work outside the home and farm was in its early stages. Farming was less technological and usually on a smaller scale, the environmental movement had not yet flowered, and human-caused climate change was present but unrecognized. Personal computers and social networking were decades away, and Earth's human population was well under three billion.

Abstract:: The magnitude of assignment of the People's Republic of China in Africa has recently ignited a tide of 'speedy' literature ranking the latter as the main actor to the detriment of traditional ones. A close look at this issue, however, shows that this deduction seems all the less simplistic. By deliberately limiting the present analysis to the so-called Francophone Africa, where Chinese engagement is as considerable as elsewhere on the continent, it appears that this conclusion is shaky when submitted to a rigorous analysis. Can a causal relation be established between the progression of this presence and Beijing's actual influence? Can power or influence be subsumed to an ever-growing presence and an economic vitality? Are these parameters enough to unseat old colonial powers, especially France in its original and natural area of influence?

Abstract:: The adoption of the Geneva Accord between Iran and the P5+1 (the US, UK, France, Russia, China plus Germany) to resolve issues related to Iran's nuclear program on November 24, 2013, brought about a series of debates in political circles. In many ways, it could be considered a historic event with international and regional implications and also ushered in a new chapter in Iran-U.S. relations. At the international level, it could have a great impact on the ways in which world affairs are managed. In fact, it was a victory for diplomacy, multilateralism and a thrust towards a multi-polar international system after more than a decade of unilateralism and military interventionist policies with all its catastrophic consequences. At the regional level, by fostering new alignments, it may have a positive impact on current problems; be it elimination of weapons of mass destruction or countering terrorism and extremism that is now expanding beyond the region. The Accord in Geneva also fosters hope for solid and productive relations between Iran and the U.S. after more than three decades of estrangement. Considering that a new geostrategic situation is unfolding in the region, this article tries to answer the questions related to its international and regional implications, as well as its impact on the very delicate issue of Iran-U.S. relations. At the end, some of the major challenges that lay ahead in the implementation of the Accord are examined.

Abstract:: Warfare is a uniquely human endeavour, and has been central to human culture and civilization for many thousands of years. Early forms of intergroup conflict were conducted by our hominid ancestors over one million years ago, while the development of larger-scale, organized conflict is recorded by early civilizations in Mesopotamia and China almost 5,000 years ago. The impetuses for warfare, being a complex mix of genetics, psychology, culture, politics, technology and resource availability, are unlikely to disappear in the future, as long as our species survives. Though the nature of warfare is changing, from its most devastating twentieth- century form of industrial 'total' warfare to the geographically and politically complex 'everywhere war' that is beginning to define conflict in the twenty-first century, violent conflict is certain to remain a defining part of the human story.

Abstract:: China’s involvement in Asian regionalization is a main axis of its foreign policy and a part of China’s multilateral strategy which aims at increasing its regional role in Asia and multilateralism in global arena. The engagement with the regional institutions such as SAARC and ASEAN on the one hand facilitate China’s role as an effective player in the peripheral politics and on the other hand, maximizes PRC’s strategic interest for further regional integration. The article seeks to analyze the main elements of China’s engagement with two Asian regional organizations, (SAARC and ASEAN). The comparative analysis over China’s behavioral policies towards SAARC and ASEAN leads to the estimation that China has the potential for leadership in Southeast Asia while in South Asia its “voice” is still inaudible. The article argues that China’s engagement with SAARC compared to ASEAN is limited due to the games of balance of power in the region of South Asia deriving from the internal contradictions among the members (India-Pak relations), the low level of regionalization in South Asia as well as due to the increased role of other great and regional powers in the region of South Asia such as USA and India.

Abstract:: The new national security leaders in Japan, the United States, China and the two Koreas have assumed office at a precarious time. Despite the recent relaxation of tensions, conditions are ripe for further conflict in Northeast Asia. The new DPRK leadership is as determined as its predecessor to possess nuclear weapons and ballistic missiles while resisting unification or reconciliation with South Korea and its allies. The new government in Tokyo is also augmenting its military capabilities. Meanwhile, despite Chinese efforts to restart the Six-Party Talks, the Obama administration has refused to engage with the DPRK until it demonstrates a willingness to end its nuclear weapons program and improving intra-Korean ties. But this policy of patiently waiting for verifiable changes in DPRK policies may be too passive in the face of North Korea' s growing military capabilities, leading the new South Korean government, striving to maneuver between Beijing and Washington, to consider new initiatives to restart a dialogue with the North even while reinforcing its own military capabilities.

781. Some "New Wicked Problems" of the Asia-Pacific Regional Maritime Security: Can Solutions be Found?

Abstract:: Regional maritime security has clearly wanted improved structures and mechanisms since early 2010. In 2011 Dr. Sam Bateman published an article, "Solving the 'Wicked Problems' of Maritime Security: Are Regional Forums up to the Task?" identifying a number of intractable problems. Recently, Bateman's list has been overshadowed by a variety of new 'wicked problems' and all parties continue to dig the hole deeper. These new issues faced by the East Asian nations include: the impact of domestic politics upon maritime security, the difficulty of striking a balance between the US and China, the struggle for self-reliant defense through rearming, the dearth of alternative models for maritime cooperation, the blurring of operational roles between navies and coastguards, and the reluctance to turn to legal mechanisms of dispute resolution. In Bateman's original exposition, the 'wicked problems' were directly applicable to current maritime security, but denoted some negative outlook. This paper is hopeful that the nations of the region might be willing to put the past behind them, so that some of the mounting catalog of issues can be resolved. If effective solutions are ever to be found, then the nations in dispute will inevitably have to adopt a more flexible mindset and break out of the perilous and unproductive cycles of action and reaction. The key aim of this paper is to identify trust-building strategies through which the nations of the region can mitigate their quarrels and collaborate in solving the challenges of regional maritime security, including both old and new 'wicked problems'.

Abstract:: In recent years, East Asian countries have faced serious challenges with regard to regional security. The bilateral relationships between China and Japan, and Japan and South Korea, have become increasingly strained due to a variety of disagreements over key political issues, such as territorial claims. Some observers argue that China and Japan may become involved in a direct military confrontation in the near future over the Senkaku/ Diaoyu Islands. The increasing levels of naval and aerial engagements between the two countries demonstrate that such arguments can no longer be seen as 'out of the question'. While two democracies in the region, Japan and South Korea, are both major alliance partners with the United States and share the key security concern of countering North Korea's nuclear and conventional provocations, the two have suffered deteriorating relations since 2012. For instance, the General Security of Military Information Agreement, which provided a mechanism through which Japan and South Korea could share military technology, was canceled in July 2012. Furthermore, the two states have been embroiled in an increasingly antagonistic territorial dispute over Takeshima/Dokdo Islands since President Lee Myung-bak's visit to the islands in August 2012.

Abstract:: China and Japan have been deepening economic interdependence over the last two decades, while China has recently shown territorial ambitions and initiated disputes with Japan. This runs contrary to the commercial liberal literature that argues that trade promotes peace. On the other hand, the realist theory also does not fully explain Sino-Japanese relations because Sino-Japanese relations are not always in conï¬‚ict. The rise of China and the relative decline of Japan might explain increasing tensions in the rivalry relationship, but what drives Chinese leaders to initiate disputes? I address the importance of domestic politics to examine Sino-Japanese disputes. I argue that the recent deterioration of the bilateral relationship could be explained by the power struggle in the Chinese leadership. To support the logic of this argument, I use a game-theoretic model, which accounts for how the type of Chinese leadership inï¬‚uences foreign policy outcomes in Sino-Japanese relations.

Abstract:: Over the past 35 years, China's economic development strategy relied on the extensive use of factors of production relatively abundant in China. These include labour, land and some mining resources (such as coal and rare earths), as well as mounting reserves of capital in the first decade of the twenty-first century. State-guided policies channelled these factors into an export- and investment-driven model of development that was highly successful in terms of aggregate GDP growth. This model also proved to be quite adaptive when the financial crisis originating in US mortgage markets reverberated globally in late 2008. China was then able to rapidly jumpstart a slowing economy with a massive government-led stimulus programme that relied heavily on state banks extending credit for real estate and infrastructure projects.

Abstract:: This article gives a broad characterization of China's political economy, as well as specific aspects of its socio-economic instabilities. With a focus on China's export-oriented industry sectors, concepts from comparative and international political economy are applied to show how the Chinese economy can be understood as a variegated form of state- permeated capitalism that at the same time is deeply integrated into world economic processes. The article goes on to portray the socio-economic dynamics, as well as the instabilities of China's new capitalism, that are at the root of the state leadership's attempts to turn away from a one-sided model of export and investment-driven growth. Thereby, a number of obstacles are revealed for the "rebalancing" of the economy: a continued dependence on exports, a lack of domestic consumer demand which impedes a significant "social" upgrading, the ongoing low- wage model for which there is no end in sight, the limits of the state's steering capacity and the weaknesses of its fragmented, competition- driven structure

Abstract:: This paper develops a new approach to analyse labour relations at the level of companies, industries, and regions in China. Referring to Western and Chinese labour sociology and industrial relations theory, the author applies the concept of "regimes of production" to the context of China's emerging capitalism. This article focuses on China's modern core manufacturing industries (i.e. steel, chemical, auto, electronics, and textile and garment); it explores regimes of production in major corporations and new forms of labour-management cooperation, the growing inequality and fragmentation of labour policies within the modern sectors of the Chinese economy, consequences for further reform regarding labour standards, collective bargaining, and workers' participation.

Abstract:: Based on field studies in the Pearl River Delta (PRD) in 2010 and 2011, specific paths of industrial upgrading in the garment and IT industries are identified. The analysis reveals that there exists a multiplicity of upgrading trajectories, all of which have different implications for skill development and the character of work. While the modernization of industries relies on the input of higher skilled work, primarily in the fields of R and marketing, this barely is the case with regard to manufacturing. While labour intensity in the examined cases is diminishing in absolute or relative terms, internal divisions between low-skilled and high-skilled work are reconfigured rather than overcome.

Abstract:: Through two illustrative case studies of enterprise reform in Henan Province, we examine the underlying political contentions behind the changing roles of local government in the process of the corporatization and asset restructuring of state-owned enterprises (SOE) starting in the late 1990s. As SOEs lose their ability to meet the multitude of resource demands from central and local officials, they become sites of inter-governmental conflicts that produce a no-win situation for the SOE and fiscal and social uncertainties for those communities trying to exit the socialist economy. Our first case study is Puyang municipal government, which leveraged its regulatory authority to exact heavy side-payments in return for not obstructing the corporatization of Zhongyuan Oilfield; the second case involves Zhengzhou city officials colluding with provincial bureaucrats and the state-appointed managers of the Yutong Bus Company in an insider privatization that effectively circumvented a specific Ministry of Finance prohibition.

Abstract:: China's rise constitutes the most serious geopolitical challenge facing the United States today. On current trends, China could–many say will–develop a national economy larger than that of the United States as early as the end of this decade, at least when measured in purchasing power parity terms. China's national ambitions too are clear: at the very least, Beijing seeks to recover the centrality it enjoyed in Asian geopolitics until the coming of colonialism. Its economic renaissance since the 1980s has now positioned it to play a major global role that was simply unimaginable some thirty years ago. With its extraordinary military modernization program, Beijing has also made tremendous strides toward holding at risk the United States' forward deployed and forward operating forces in the western Pacific, thereby raising the costs of implementing U.S. security guarantees to its partners in the region. Its unique characteristics–being a continental sized power, possessing a gigantic and technologically improving economy, having a strategically advantageous location, and rapidly acquiring formidable military capabilities-add up quickly to make China a consequential rival to the United States, even if it differs from previous challengers in character, aims, and ambitions.

Abstract:: Conviction is widespread and increasing in both the United States and China—as well as many other countries—that the U.S.–China relationship is becoming less stable and more dangerous. We do not agree. Relations between Beijing and Washington in 2013 are more extensive, more varied, more interdependent, and more important to one another as well as to the global system than at any time in the past. But suspicion and mutual distrust persist and may have intensified. Yet, despite dramatic changes in the international system and the need to manage fleeting as well as persistent problems, the United States and China have maintained strategic stability for four decades. The relationship is less fragile and volatile than many assert, with strategic stability the result of multiple factors that reinforce one another and limit the deleterious effects of developments threatening specific "pillars" that undergird the relationship. Complacency and failure to address misperceptions and mistrust, however, will have unfortunate consequences for both sides.

Abstract:: The growing consensus among Chinese analysts, both in China and the West, that elements of China's contemporary foreign policy have been self - defeating is important but limited in two significant ways. First, it focuses on China's most divisive policy stances—such as its expansive territorial claims, disruptive diplomacy in the Association of Southeast Asian Nations (ASEAN), or growing use of unilateral economic sanctions. This focus on controversial policies, while important, ignores less litigious policies which are also now contributing to regional instability. Second, analysts who look at China's foreign policy largely confine their work to China's relations with large or medium powers—such as Japan, India, Vietnam, or the Philippines—or with regional organizations such as ASEAN. This focus ignores China's relations with smaller, developing states—such as Cambodia, Laos, Mongolia, or Myanmar—which are, in many ways, the building blocks of China's periphery security.

Abstract:: If there is one idea that has consistently influenced western foreign policy since the Cold War, it is the notion that extending interdependence and tightening economic integration among nations is a positive development that advances peace, stability, and prosperity. As a post-Cold War idea guiding U.S. and European foreign policy, there is much to be said for it. The absorption of Eastern Europe in both the European Union and NATO helped consolidate market democracy. Globalization led to unprecedented growth in western economies, and facilitated the ascent of China and India, among others, taking billions of people out of poverty. Access to the international financial institutions also offered emerging powers the strategic option of exerting influence through existing institutions rather than trying to overturn them. Some policymakers and experts believe that this process holds the key to continuing great power peace and stability.

Abstract:: In July 2013, Japan's ruling Liberal Democratic Party (LDP) and its coalition partner, the Komeito, scored an impressive victory in the House of Councilors elections. Out of the 121 contested seats, the LDP won 65 and the Komeito 11. With this victory, the LDP-Komeitoruling coalition now controls 135 out of 242 seats (about 55 percent) in the upper house. This win follows the December 2012 triumph in the House of Representatives election, which brought Shinzo Abe and the LDP back to power by taking 294 out of 480 seats.

Abstract:: In the past three decades, Chinese Iranian and Middle East Studies have become more and more systematic, which is reflected not only in the great volume of publication, but also in the varied research methodologies and the increase in Iranian and Middle East academic journals. The development of Chinese Middle East studies have accelerated in particular after Arab Spring revolutions and the political changes in the Middle East (2000- 2013). Research institutes evolved from state-controlled propaganda offices into multi-dimensional academic and non-academic entities, including universities, research institutes, military institutions, government offices, overseas embassies and mass media. At the same time, publications evolved from providing an introduction and overview of Iran and Middle Eastern states to in-depth studies of Middle East politics and economics in three stages: beginnings (1949- 1978), growth (1979- 1999), and dealing with energy, religion, culture, society and security. The Middle East-related research programs' funding provided by provincial, ministerial and national authorities have increased and the quality of research has greatly improved. And finally, China has established, as well as joined, various academic institutions and NGOs, such as the Chinese Middle East Studies Association (CMESA), the Asian Middle East Studies Association (AMESA) and the Arabic Literature Studies Association (ALSA). However, Chinese Middle East Studies remain underdeveloped, both in comparison with China's American, European, and Japanese studies at home, and with Middle East studies in the West.

Abstract:: In May 2008, the five Arctic coastal states - the United States, Russia, Canada, Norway and the Kingdom of Denmark, including Greenland and the Faroe Islands - signed the Illulissat Declaration. The declaration established that the 'Arctic Five' will lay claim to the sea territorial rights awarded to them by the 1982. United Nations Convention on the Law of the Sea (UNCLOS), and that they will settle disputes within the framework of existing international law. This was a very strong message to NGOs and external state actors, arguing that a protective treaty should govern the Arctic, just like the Antarctic.

Abstract:: China started being actively interested in Arctic affairs in 2007, and since that time its interest has become manifestly obvious to the international community. Even if 'The Arctic is not destined to become a priority of China's foreign policy,' China seems firmly convinced that in the future, and perhaps the not-too-distant future, the Arctic will become the economic crossroads and geopolitical pivot of the globe, the central point of contact and communication between the three regions that run the world and the world's economy; these are, not in any particular order, East Asia, North America, and Western Europe. It will remain much more concerned about this than about climate change, although China does note the effect of climate change on China. As I have written elsewhere, 'China seems to see the overall effect of Arctic climate change as more of a beckoning economic opportunity than a looming environmental crisis.'

Abstract:: In the past decade, China's expanding engagement with Latin America has captivated the attention of the region and the United States. Most of the focus, however, has been on whether the new trade and investment is good for the region's long-term development, and whether particular Chinese activities, such as military sales and loans to Venezuela and Ecuador, threaten U.S. interests in the region. Lost are the details and dynamics of how Chinese companies and the Chinese government have adapted to doing business in the region. China's new physical presence in Latin America is the product of a fast-growing commercial and investment presence. But as a consequence of that deepening relationship, Chinese companies and China's diplomatic apparatus have become increasingly immersed in the business, social and political conditions in those countries—and in some cases are even shaping those conditions to suit their interests.
