Abstract:
This article is the result of research carried out in the postdoctoral stage of the Postgraduate Program in Aeronautical Sciences at the University of Aeronautics (PPGCA), whose theme was “Geopolitics, Culture and Law: Epistemological dialogues needed in times of postmodernity” Thus, it collimates to examine the scientific connections that unite geopolitics and law, disciplines that overlap in such a way that they end up guaranteeing fundamental rights for ordinary citizens, aiming to analyze the geopolitical control of law from the influence of neoliberal geopolitics on constitutionalism. of the countries of late modernity, as is the case of Brazil, thus it was possible to demonstrate the influence of real factors of world power in the legislative process of the countries of the Global South of neoliberal globalization, whose leadership is being disputed by the United States and China.

Abstract:
State’s choice for human beings emerged when they realized that wild freedom in the “state of nature” where power is right, failed to achieve life and property independence and protection. Human beings were forced to capitulate for the common good to the abstract government. In what Hobbes (1588-1678) called the “social contract”, the state acknowledged this obligation to be governed by a leader of an all-powerful society. In his Second Treatise of Government (1689), John Locke (1632-1704) also agreed with Hobbes’ notion of a social contract, based on the premise that human beings are born free. Individuals enjoy a natural right to life, freedom and the freedom to own or possess estates.

Abstract:
In early July, 1991, the first National conference of the ANC2 after its political admission took place in Durban. There, the party’s new leadership was formed, Nelson Mandela was elected ANC President and Walter Sisulu its Deputy President, both unopposed. However, the race for the next top position, that of Secretary-General, did take place and Cyril Ramaphosa, a long-standing leader of the National Union of Miners (NUM), won by good majority over Alfred Nzo who had occupied this post for 22 years. I had the honor of addressing the conference and, on the way back home, a very fruitful discussion in the ANC Headquarters in Johannesburg with Joe Slovo, then Secretary-General of the South African Communist Party and member of the ANC National Executive Committee. Slovo was quite happy with the results of the conference and in particular with the composition of the NEC3 : “We haven’t made any canvassing, but it’s the best Executive we could have”. Comrade Joe, as we usually called him, was of high opinion of the ANC’s new Secretary-General: “He is not a member of the SACP4 , but we always cooperated well with him”. Just a few years ago Brazil was a feel good story. Its economy was soaring at a rate to rival China’s. Its charismatic president, Luiz Inacio “Lula” da Silva, was among the most popular leaders anywhere, a rags-to-riches phenomenon. In 2014, when the Council on Foreign Relations chose its “Great Decisions” topics for the next year, one was “Brazil in Metamorphosis.” Unfortunately, the country has slipped back into its cocoon. The Samba music has stopped. Instead of being on a roll, Brazil is mired in an awful slump. Or as Frank Sinatra put it, riding high in April, shot down in May. What sort of country is this anyway?

5. Making Citizens: Brazilian Social Policy from Getúlio to Lula

Abstract:
This article compares and contrasts two important phases of social incorporation in Brazil: (i) an early punctuated period that integrated formal sector workers and civil servants under President Getúlio Vargas (1930–1945) and (ii) a later more extended sequence that strived to include the informal sector poor, beginning with the military regime (1964–1985), gaining momentum with the 1988 Brazilian Constitution and the presidency of Fernando Henrique Cardoso (1995–2002), and continuing under President Luiz Inácio Lula da Silva (2003–2010). It captures the shift from a welfare state based on corporatist principles to one that comes closer to basic universalism. Whereas Vargas's incorporation project addressed workers as producers, later governments incurporated the informal poor as beneficiaries of public policy programs – including income support policies – in a more individualist and liberal fashion.

Abstract:
This article discusses the participation of civil society during the governments of President Lula, particularly in institutional public spaces. The participation of civil society in decision-making processes, incorporated in the Brazilian Constitution of 1988, has been a central principle in the political project of the Partido dos Trabalhadores (PT) since its foundation in 1980. This paper examines the extent to which this principle has remained effective and has been actively implemented at the federal level since the PT came to power in 2002. It also analyzes the concrete results of implementing greater participation and the difficulties faced in doing so. In addition, it explores both the continuities and new developments that have emerged during the government of Lula's successor, Dilma Rousseff.

Abstract:
When I attended the first Summit of the Americas in Miami in 1994, only two female heads of state represented their countries: Dominica and Nicaragua. This past April at the Sixth Summit of the Americas in Cartagena, Colombia, five of the presidents and prime ministers representing the 33 participating countries were women: from Argentina, Brazil, Costa Rica, Jamaica, and Trinidad and Tobago. Their presence was an important example of the progress the hemisphere—and its women—have made. In fact, the region continues to make progress in a variety of areas. Latin America and the Caribbean are tackling ongoing challenges head-on, including promoting girls' education, improving women's and girls' health, facilitating women's political participation, and expanding women's economic opportunities. Governments throughout the hemisphere are increasingly recognizing that no country can get ahead if it leaves half of its people behind.

Abstract:
The time is ripe for a historic transformation of Mexico's energy sector. The 2008 Reforma Energética (Energy Reform)—a congressionally-approved presidential initiative that established or modified seven laws—highlighted the significant challenges facing the Mexican oil industry and the economic implications of a decline in oil production. The problem: it didn't resolve them. With the exception of Andrés Manuel López Obrador of the Partido de la Revolución Democrática (Party of the Democratic Revolution—PRD), for the first time in Mexican politics the presidential candidates this year set out a series of bold institutional reforms. These included what was unthinkable years ago: turning the state-owned enterprise, Petróleos Mexicanos (PEMEX), into an autonomous firm that could issue stock shares—a model similar to the one adopted by Brazil's Petrobras in the 1990s.

Abstract:
The strength and quality of democracy depend on how well judiciaries perform and function. In Latin America, after more than 20 years of judicial reforms, there have been some notable achievements. But there is a long way to go before judiciaries can adequately carry out their responsibilities to resolve conflicts, define and interpret rights and laws, and provide the framework for accessible, impartial systems of justice. The judicial reform movement that began in the 1980s—an effort that accompanied the rebuilding of democratic systems—sought to overhaul existing penal codes and procedures to respond to citizens' claims of human rights violations, and to pursue truth, justice and accountability for abuses committed during the dictatorships. Reforms were later expanded and deepened, while others did not take effect until the late 2000s.

Abstract:
"Brazil, the country of the future” was a sarcastic cliché popular among Brazilians to describe a country striving to reach an economic potential that always seemed just out of reach. The past decade, however, offered hope that Brazil was finally fulfilling the cliché's promise. As hyperinflation became a distant memory, the hemisphere's largest country joined Russia, India and China in the ranks of emerging economies. The story of the passage from cliché to reality is explored in Multinacionais brasileiras: competências para a internacionalização (Brazilian Multinationals: Competences for Internationalization), co-authored by Afonso Fleury, a professor in the department of production engineering at Universidade de São Paulo, and Maria Tereza Leme Fleury, director and professor at Escola de Administração de São Paulo da Fundação Getúlio Vargas.
