1. The Party and the People: Chinese Politics in the 21st Century

Abstract:
In his book, The Party and the People: Chinese Politics in the 21st Century, Bruce Dickson, Professor of Political Science and International Affairs at George Washington University, thoroughly scrutinizes China’s domestic political system and the inner structure of the Chinese Communist Party (CCP). Dickson largely limits his primer to the post-Mao period, with each of the book’s sections answering specific research questions: “What Keeps the Party in Power?”, “How Are Leaders Chosen?”, “How Are Policies Made?”, “Does China Have a Civil Society?”, “Do Political Protests Threaten Political Stability?”, “Why Does the Party Fear Religion?”, “How Nationalistic Is China?” and “Will China Become Democratic?”. Each question he seeks answers to sheds light on the relationship between the CCP and Chinese society. Dickson argues that the CCP has exercised unopposed authority throughout the country since 1949 despite many elite conflicts, economic catastrophes and social unrests. Nevertheless, the party has not always resorted to repressive methods to stay in power. Rather, it is the author’s main argument that the main survival policy is the party’s ability to be responsive to the demands of Chinese people. For Dickson, the repression-responsiveness dichotomy is the core strategy that made it possible for the CCP to rule China as a single party for decades.

2. The Sino-French Relationship At 60: China’s Losing Bet On A Reset

Against a background of increasingly fraught relations with the European Commission, China has been doubling down on its outreach to member states, with France chief among them. The two countries have been gearing up to the 60th anniversary of their bilateral relationship in January 2024 with a flurry of diplomatic exchanges. These have included high-level visits by President Emmanuel Macron in April, Economic Minister Bruno Le Maire in July, diplomatic adviser Emmanuel Bonne in late October, and most recently Foreign Affairs Minister Catherine Colonna (FMPRC, November 22). On the Chinese side, Premier Li Qiang traveled to Paris in June to take part in the Summit for a New Global Financing Pact. However, this year also saw Paris deal some blows to China’s economic ambitions, with Macron being one of the driving forces behind Brussels’ ongoing anti-subsidy investigation into China-made electric vehicles and revamping its own EV purchase credits to exclude Chinese-made models (Service Public, October 10). During Bonne’s visit, Wang Yi framed his expectations for the anniversary in no uncertain terms, calling on China and France to “revisit the original intention (重温建交初衷)” of their bilateral ties and “consolidate and reset (巩固和再出发) the relationship” (FMPRC, October 30). Paris’ appetite for meeting Beijing halfway in “resetting” the relationship is far less certain. Most likely, China’s lofty ambitions for a reset will be met with more ambiguity from France, continuing its diplomatic outreach to safeguard economic opportunities in China, all the while pushing for more assertive policies within Brussels to achieve its vision of “strategic autonomy.” While some scholars are not entirely immune to the “dual-faced (两面性)” nature of French diplomacy (Fudan Development Institute, March 2), a prevalent view—or hope—among officials in Beijing is that Macron’s vision of strategic autonomy is primarily about asserting an independent foreign policy from the United States. However, in reality, strategic autonomy also informs France’s own de-risking agenda toward China.

Abstract:
Contrary to the Japanese Foreign Ministry's claim that Koreans never demonstrated any clear basis for its claims that it had taken effective control over Dokdo (Takeshima) before 1905, the Ministry ignores the critical role of the Korean media, especially major Korean newspapers such as the Hwangsŏng Newspaper and Dongnip Sinmun (Independent), in publicizing and mobilizing Korean nationalism through a sustained assertion of Korean sovereignty over Dokdo. By publishing articles which officially denounced Japanese intrusion into Dokdo or the Japanese government's feigned ignorance and disregard for such an act, or articles which explicitly discussed the long history of Korea's recognition of Dokdo and Ulleungdo as her nascent territories, Korean newspapers not only expressed Korean nationalism by incorporating anti-Japanese sentiment. They also emphasized Korea's ancient consciousness of national unity by clearly declaring that at the heart of such nationalism and rhetoric was a strong identification of Dokdo and Ulleungdo as Korea's historic territories. Korean newspapers were instrumental in publicizing Korean consciousness about Dokdo and Ulleungdo by not only reporting on Japanese intrusions into Dokdo, educating the Korean public on the ancient history of Dokdo and Ulleungdo, but also serve as crucial evidence proving that Japan willfully ignored Korea's national sovereignty and judicial authority to wrest away Korean sovereignty over Dokdo and Ulleungdo.

Abstract:
The concept of Eurasia is one of the most important elements of geopolitics, dating back to the beginning of the last century, and whose development owes much to the works of geographers and political thinkers alike. Nevertheless, although comprising a big portion of the planet’s political space, this region suffers from a relative ‘organizational gap’, especially if compared with neighboring regions such as Western Europe and Southeast Asia for instance. This paper contends that the lack of an overarching political arrangement in Eurasia owes much to particular aspects of the Russia-China relationship, which encompasses Great Power aspirations and competing organizational schemesin the region. Different views about Eurasia itself, associated with a quest for leadership in regional institution-building, put both Russia and China on competitive tracks, essentially obstructing the formation of a broad political design in the broader continent. To substantiate our point, the present work applies certain concepts from historical institutionalism, whose mechanisms enabled a thorough evaluation of patterns of inception, continuation, and change of political institutions, alliances and principles affecting the Sino-Russian relationship over time, as well as its effects on Eurasia’s ‘organizational gap’ per se.

5. The Long Shadow of the 1962 War and the China-India Border Dispute

In the war that India and China fought between October 20 and November 20, 1962, India not only suffered a humiliating defeat but also lost a chunk of territory in Aksai Chin in Ladakh in eastern Jammu and Kashmir. Sixty years later, the Indian Army and China’s People’s Liberation Army (PLA) are locked in a standoff along the Line of Actual Control (LAC), the de facto border, at Ladakh, which began in mid-2020 and continues through the present (Jamestown Foundation, March 1). Both sides’ corps commanders have held sixteen rounds of bilateral talks thus far and have reached agreements on the disengagement of troops from several points of friction and the establishment of several “buffer zones” in these areas (Xinhua, July 28). However, China has refused to return to the April 2020 status quo and the buffer zones have been carved largely out of Indian territory. Sixty years after it lost a large swath of territory in Ladakh, is India ceding ground there again to China?

6. Mongolia’s Emergence

Abstract:
I had long been curious about Mongolia, a lightly populated country twice the size of Texas, which under Genghis Khan and his successors produced, in the 13th century CE, the largest contiguous land empire the world has ever known—9 million square miles. For much of the 20th century people spoke of Outer and Inner Mongolia. The Inner was firmly under Chinese control. The Outer claimed independence but was in fact the first Soviet satellite state, the Red Army having expelled Chinese troops in the early 1920s. The country was almost totally isolated from the rest of the world. In 1939, Japanese forces advanced into Mongolia from China and were pushed back by Soviet forces, in battles that involved tens of thousands of troops but went almost totally unreported in the West. After World War II, Communist China sent twenty thousand or more “guest workers” into Mongolia. It was a prelude to colonization, as China had brought about in Inner Mongolia and would do later in Tibet and Xinjiang. The Soviets did not want a new Chinese state on their border. They and the Mongols managed to get the guest workers sent home. What I knew about the past of Mongolia, Tibet, and Xinjiang came mainly from reading the work of three great explorers and travelers: Sven Hedin, Sir Aurel Stein, and the American diplomat William Woodville Rockhill, who once crossed Tibet on foot. (Henry Adams said that meeting with Rockhill was like having dinner with Genghis Khan.)

7. William Rockhill, The Man Who Shaped China Policy a Century Ago

Linguist, author, explorer, and diplomat, William Woodville Rockhill is best known as the author of the Open Door policy toward China put forth by the United States in 1899. In between his first diplomatic assignment in China and his later role as the top U.S. diplomat there, he trekked for months across North Asia, and recorded meticulous observations of climate, geography, and local people in a book published in 1894 by the Smithsonian Institution. In his two decades of service to the United States, Rockhill served both in Washington and as the American envoy to several major countries. He was, however, not just a diplomat. He lived a life uniquely diverse for an American of his or any day. When a boy, he moved with his widowed mother to France. In his teens he entered St. Cyr, the French military academy, where he found time to study Tibetan, the first American to do so. After St. Cyr he became an officer of the French Foreign Legion, and served in Algeria, where the French administration was taking stern measures to control the native Muslim majority.

8. “The Gateway to Europe”. The Discourse on Poland in the Chinese Press (2015–2020)

Abstract:
The aim of the article is to present the results of the survey on the structure of the discourse on Poland present in the content of various Chinese newspapers and magazines. In the first part, we provide an overview of the history, characteristic and development trends of the Chinese newspaper market. In order to construct the collection of messages about Poland and Poles, a query was carried out in 172 journalistic materials published in 2015-2020. The first step of analysis performed in this research was the lexical analysis of the Chinese print media gathered in the text corpus of app. 160 thous. words. Additionally, the authors of the article used text mining analytics software to extract the main concepts. The next phase of the survey was the computer assisted content analysis. For the research purposes 150 categories dictionaries were created. Those dictionaries consisted of the set of words gathered on the same semantic basis. The unit of the analysis in this phase of the research was a single paragraph (N=2465 units) and the results of this analysis were the hierarchy and key-ness of collective symbols, themes, actors and places present in the press discourse on Poland. In the last part of the research—as a result of factor analysis—the structure of the discourse on Poland in the Chinese press was reduced to 9 strongest factors determining which different (detailed) categories have the tendency to co-occur and that is why they create easily distinguishable configurations.

9. The image of Chinese and Japanese Theatre in selected popular and artistic press printed in Poland in 1930s

Abstract:
Journalists who described Oriental theatres usually based their narrative on personal experience. Both specialist, mass and popular press paid particular attention to elements that distinguished Japanese and Chinese theatre from their European counterpart. The length of performance, innovative technical solutions, different acting style were the elements that received most attention. Nonetheless, sometimes it was impossible to explain the origins of those differences. Furthermore, the above-mentioned differences usually spoke against Chinese theatre. It was criticized for different music, moveable stage scenery, exaggerated acting that was hard to understand. Such attitude was the result of lack of understanding of Chinese opera’s conventions. On the other hand, press eagerly commended the richness of Chinese actors’ costumes and ,,shadow puppet theatre”. Moreover, Polish press also stressed that both classical and modern Chinese theatre enjoyed immense popularity among Chinese people. Polish press went easy on theatrical art in Japan depicting differences that were in many cases the same as in Chinese theatre as something neutral, even positive as it gave the play magical touch. Sometimes it was emphasized that Japanese theatre could become a source of inspiration for its European counterpart. It was praised for masks, costumes, moveable stage scenery and music. It is interesting that in the last two instances Chinese theatre was looked down on. Polish press also spoke favourably of puppet theatre and ,,Takarazuka” performances. On the other hand, magazines’ opinions on acting varied.

10. Shared History, Divided Consciousness: The Origins of the Sino-ROK Cultural Clash amid the Pandemic

Abstract:
Since 1992, bilateral relations between China and South Korea have sustained a state of positive development, although there have naturally been some moments of friction and contradictions. Amid the COVID-19 pandemic in 2020, a number of disputes arose between netizens in China and South Korea over such things as the origin of pickled vegetables (paocai in Chinese, kimchi in Korean) and the Van Fleet award acceptance speech of South Korea’s BTS singing group. Different interpretations of a few thousand years of bilateral interactions—cultural, political, military, historical, and other topics mutually entangling the two—have led to some sharply vitriolic disputes between netizens in the two neighboring countries. Today’s tensions over national identity issues are rooted in how history is understood in the two countries and the enduring salience of cultural symbols of identity tied to history. Nobody could have anticipated that pickled vegetables would, ultimately, become a focus of the 2020 dispute between netizens of China and South Korea. Since over a decade ago when the Gangneung Danoje (端午祭) was granted UNESCO recognition and other developments occurred, all the way up to today’s pickles, it seems that almost all ongoing Sino-South Korean identity disputes are connected to the entangled histories of the two sides. Seen from the history of cultural exchanges from long ago, is traditional medicine, after all, your Chinese medicine or my Korean medicine? Is traditional dress our Han Chinese clothing or your Korean clothing? Is the May 5 festival our Duanwujie (端午節，Dragon Boat Festival) or your Danoje? Are vegetables marinated by pickling, our “paocai” or your “kimchi”? A thousand-year cultural legacy should be a factor to strengthen shared identity and tighten cultural connections in Sino-South Korea relations. However, against the current geopolitical and geo-economical background, shared cultural connections unexpectedly became the focus of contention between the two neighbors. Geopolitically, China and South Korea have been involved in different political camps since World War II. During the decades of Cold War, these two countries unfortunately fell into hot war although they were not each other’s main enemy. Each country describes the war and justifies its actions through its own lens. Was the war, after all, our “War to Resist U.S. Aggression and Aid Korea” or your “Korean War”? Different memories of the war led to widespread, fervent protest from Chinese fans against South Korea’s popular singing group BTS’s acceptance speech in receiving the Van Fleet Award by the Korea Society. Sensitivity toward remarks about the war some 70 years ago has unexpectedly heightened recently. Geo-economically, China and South Korea have been interdependent over the past three decades. China has been the biggest trade partner of South Korea for many years. The Chinese market is bigger than the U.S. and Japanese ones combined for Korean products. The market matters. The Samsung Group and Hyundai Group have had to react to the voices of customers and stop showing an advertisement performed by BTS. Also, when Seoul and Washington decided to deploy THAAD in South Korea, Seoul had to face the negative economic consequences of its deteriorating bilateral relationship with China. Both geopolitical differences and historical memories are now capable of arousing economic retaliation. This chapter analyzes from the angle of how history and the present are linked the current identity conflicts between China and South Korea. It recognizes that using today’s concepts to evaluate history leads clearly to tearing asunder Sino-South Korean mutual historical recognition. At the same time, the influence of values, geopolitics, differences in level of development, and other factors, along with cultural clashes between China and South Korea intersecting with political and security topics mutually arouse and even worsen relations between the two peoples. Security confrontations and ideological divergence have severely worsened public relations between the Chinese and South Koreans. These disputes, such as the Korean War and THAAD, have become important backdrops for the emergence and exacerbation of cultural rifts.

Owing to the changing dynamics of state relations, scholarly attention has increased toward the domestic policy influence on foreign policy. In this regard, political parties are considered the main drivers in foreign policy formulation in parliamentary democracies. To comprehend the influence of the party on the agenda or formulation of governmental foreign policy, there is a need to examine the link between party manifesto and foreign policy priorities. The case of Pakistan People’s Party (PPP) would be under consideration during the period from 2008-2013. This is an attempt to explore the foreign policy priorities given in the manifesto of Pakistan People’s Party (2008) with its practical implementations. It is observed that dichotomy prevails between the manifesto and practical implementations of PPP’s performance. The government of PPP has remained unsuccessful to implement its foreign policy priorities in true letter and spirit as promised in the party manifesto.

Abstract:
In 2019, the 38th Commandant of the Marine Corps released his planning guidance that laid out the strategic focus and future direction of the Marine Corps. General David H. Berger’s intent for the following four years concurred with the analysis of the previous Commandant and the necessary alignment of the Corps with the National Defense Strategy for the future needs of the Fleet by focusing on five areas: force design, warfighting, education and training, core values, and command and leadership. General Berger cogently noted that the coming decade will be characterized by conflict, crisis, and rapid change—just as every decade preceding it. And despite our best efforts, history demonstrates that we will fail to accurately predict every conflict; will be surprised by an unforeseen crisis; and may be late to fully grasp the implications of rapid change around us. Berger’s primary concern is that the Marine Corps is not fully prepared— equipped, trained, or organized—to support the naval force. To that end, force design became the priority for Marine Corps efforts to fulfill its role for the Fleet as prescribed by the U.S. Congress. The level of change required to integrate the Corps of the future with the naval forces of today would not happen overnight and certainly not without a great deal of growing pains to ensure the Corps is equipped and prepared for the future security environment. When Force Design 2030 was released in March 2020, the Marine Corps was prepared to make the force-wide changes necessary to partner with the Navy and serve as the country’s naval expeditionary force. Our current force design, optimized for large-scale amphibious forcible entry and sustained operations ashore, has persisted unchanged in its essential inspiration since the 1950s. It has changed in details of equipment and doctrine as technology has advanced toward greater range and lethality of weapon systems. In light of unrelenting increases in the range, accuracy, and lethality of modern weapons; the rise of revisionist powers with the technical acumen and economic heft to integrate those weapons and other technologies for direct or indirect confrontation with the U.S.; and the persistence of rogue regimes possessing enough of those attributes to threaten United States interests, I am convinced that the defining attributes of our current force design are no longer what the nation requires of the Marine Corps. Berger’s plan pointed to specific areas of change required to make force design a reality: the size, capacity, and capability of the Corps. In an austere fiscal environment, the Marines must assess their current capabilities to achieve a smaller footprint with broader reach—do more with less. As the reality of COVID-19 and the 2020 U.S. presidential election have so poignantly reminded us all, these tasks cannot and should not rest on any single shoulder and any response should be well considered and intended to benefit the greater good. This issue of the Journal of Advanced Military Studies (JAMS) will address elements of the Commandant’s Planning Guidance, particularly the concept of naval integration and what it means for the Services, especially the Marine Corps. Our authors look to the past for relevant examples of military successes and failures of integration, but they also discuss how future warfare will play out based on these concepts. The authors explore the topic from a variety of perspectives, including those for and against, and they offer analyses of past and current attempts and what naval integration may mean for the future of the Corps. The following articles present the capabilities that will be required to shift from a traditional power projection model to a persistent forward presence and how the Marine Corps can exploit its positional advantage while defending critical regions. Our first author, Dr. Matthew J. Flynn, presents a historical approach to the topic in his article “The Unity of the Operational Art: Napoleon and Naval Integration.” Flynn’s research calls for greater coordination between the sea and land domains to improve U.S. national security. His article draws parallels between Napoleon Bonaparte’s defeat and the importance of naval integration for military success: “Napoleon’s fate reveals a great deal about naval integration and how it explains France’s defeat and, most importantly, that there is but one operational art—not one for land and one for sea.” Our second author, Andrew Rhodes, also relies on a historical example with his discussion of the salient lessons that can be learned from the Sino-Japanese War. Rhodes encourages professional military educators and planners who are developing future operational concepts to look beyond simply retelling history and consider how the legacy of this conflict might shape Chinese operational choices. He reinforces From the Editors 9 Vol. 11, No. 2 the concept that military history is not simply a resource for answering concerns about future conflict, but it encourages us to ask better questions about the role of the sea Services and how they can handle uncertainty when preparing for the future. Lieutenant Colonel Michael F. Manning’s “Sea Control: Feasible, Acceptable, Suitable, or Simply Imperative” offers a historical review of early twentieth century Japanese naval battles as a framework to model possible future contests for control of the maritime domain. Manning believes that control of the maritime domain is a prerequisite for assured access and sets the condition for successful Joint operations. Manning believes that “nations not only have to compete with their enemy’s major air and naval capabilities but must also defend against land-based airpower; missiles; torpedoes; short-range, antisurface warfare assets; and coastal mines.” Colonel Scott Erdelatz (Ret) and his team of coauthors focused on an old approach for a new era of naval integration that acknowledges the long-term threat posed by China but also considers how much of what we know as the Marine Corps should be retained to fulfill other missions. Erdelatz et al. also analyze how radical integration might incur significant risk for the Marine Corps if long-term force structure decisions are based on still-evolving concepts and unproven technologies. Major Michael Kohler’s article, “The Joint Force Maritime Component Command and the Marine Corps: Integrate to Win the Black Sea Fight,” discusses how most current Marine and Navy integration takes place at the Service-chief level and primarily focuses on the Pacific. Kohler, however, believes that naval integration is also an important component of a successful defense against Russian expansion in the Black Sea region. Dr. John T. Kuehn shifts the focus to carriers and amphibious operations with his article “Carriers and Amphibs: Shibboleths of Sea Power.” Dr. Kuehn argues that aircraft carriers and Amphibious Ready Groups (ARGs) with an embarked Marine Expeditionary Unit represent shibboleths of seapower that conflate a deeper understanding of where the U.S. Fleet belongs now and where it needs to go in the future to face the challenges of the twenty-first century. Major B. A. Friedman’s article, “First to Fight: Advanced Force Operations and the Future of the Marine Corps,” then circles back to the traditional Marine Corps stance as always first to fight and the need for advanced force operations in the Corps of the future. Steven A. Yeadon’s article, “The Problems Facing United States Marine Corps Amphibious Assault,” rounds out the current perspective with a review of issues the Marine Corps has faced with amphibious assaults. Ludlow’s article, “Losing the Initiative in the First Island Chain: How Organizational Inefficiencies Can Yield Mismatched Arsenals,” presents what may be considered a losing proposition of initiatives in China’s First Island Chain; however, strategic gaps in capabilities have emerged that could dramatically impact the ability to execute an island-defense strategy. The final article by Lieutenant Colonels Terje Bruøygard and Jørn Qviller, “Marine Corps Force Design 2030 and Implications for Allies and Partners: Case Norway,” offers a larger discussion of Force Design 2030 and its future implications for American allies with a case study on Norway. The authors encourage the Department of Defense to consider greater interoperability between and among Services and allies, including increased communication with allies on changes happening at the Service and national level of the U.S. armed forces. The remainder of the journal rounds out with a review essay and a selection of book reviews that continues our focus on naval integration, but it also highlights continuing challenges in national security and international relations. The coming year will be busy for the JAMS editors as we work to provide journal issues on a diverse range of topics relevant to the study of militaries and defense.

Leaders often believe that states that demonstrate disloyalty toward an ally will acquire a reputation for disloyalty, and thus damage other alliances. But in some circumstances, excessive loyalty to one ally can damage—perhaps even destroy—other alliances. The First Taiwan Strait Crisis (1954–55) shows that alliance interdependence is governed not by a reputation for loyalty, but by assessments of allied reliability.

Abstract:
The 1994 Agreed Framework called for North Korea to dismantle its plutonium-production complex in exchange for civilian light water reactors (LWRs) and the promise of political normalization with the United States. Today, scholars look back at the Agreed Framework as a U.S. offer of “carrots” to bribe the regime, but this framing overlooks the credibility challenges of normalization and the distinctive technical challenges of building LWRs in North Korea. Political and technical analysis reveals how the LWR project helped build credibility for the political changes promised in the Agreed Framework.

Abstract:
Poland is one of the first countries to establish diplomatic relations with People’s Republic of China. Since the establishment of diplomatic ties 70 years ago, both countries have conducted close cooperation in all areas and the bilateral relations have witnessed steady development. In particular, the “One Belt, One Road” initiative, launched in 2013, got the positive responses and support from many countries, including Poland, which became an important partner for China to promote the construction of the initiative. This paper, from a historical perspective, reviews the first interaction between China and Poland in the period of Yuan Dynasty which is arranged in chronological order. The narrations mainly concentrate on accounts of the western expeditions by Genghis Khan and his descendants as well as the Battle of Legnica, during the period of which the Mongolia Empire was successively set up. Each entry will include a concrete description, highlighting where possible issues such as where the Mongolia went, why the expedition and its record are important. The paper also expounds the first record about Poland and the change of the name of Poland in Chinese literature so as to deepen the mutual understanding between two countries.

Abstract:
The relationship between China and the two Koreas can be considered as a friendship that is not completely reliable. North Korea and China have been considered strong allies by the outside world, but questions arise nowadays about whether that relationship is based on a true friendship. The relationship between South Korea and China is a somewhat ambiguous one. There exists a complex situation and dilemmas in that trilateral relation. This article examines the current trilateral relations between China and the two Koreas in order to draw the position of each other. For this purpose, we explore three different approaches: China´s position toward North Korea and South Korea; the position of the two Koreas toward China and their defence; and the regime survival of North Korea and the political and economic interests of South Korea. The analysis of the relationship between China and the two Koreas is based on the context of a shared history, culture and the rapidly changing international economic and political situation together with the regional security hazards caused by the nuclear weapons essays and missile tests of North Korea.

Today, the CCP leadership would prefer not to use the PLA again in case of riots or unrest. They have strengthened and enlarged the People’s Armed Police and created PAP and PSB riot units. But if the Party center felt threatened again, it is unlikely that Xi Jinping would vacillate and debate: he would not hesitate to crush widespread unrest. The CCP leadership remains as determined as ever to maintain their ruling position, and armed force remains the ultimate guarantor of the Party’s grip on power.

Nepal is one of the members of SAARC. Like most of other members, Nepal has also a long socio-political history. It has a particular culture that distinguishes it from the other members. The Maoist Movement is also an important phase in the political history of Nepal. Furthermore, the local government system is also discussed in detail by the researchers. Like the different political eras, it also faced many changes. Currently, Nepal is experiencing two tiers Local Government System that is District Development Committee (DDC) and Village Development Committee (VDC).

Watching the unfolding drama in the streets of Hong Kong, as police and protestors clash daily over the city-state’s future, brings back vivid memories of another, distant era when, for visitors like me, the then-Crown Colony was a tantalizing, intoxicating, mixture of East and West. It was more than half a century ago, in January of 1967, when I first stopped in Hong Kong en route to Bangkok for my initial assignment in the Foreign Service. I’d never ventured outside the United States before and was bowled over by the sights, sounds, and smells of this teeming island group off the tip of mainland China.

Chinese universities first reopened after the Cultural Revolution in 1977. Since 1949, no academic degrees had been awarded in China. The professors agreed with us that the time had come to invite specialists in American history and American literature to teach about our cultural patrimony rather than just teach English. Were we interested to learn about traditional Chinese opera, recently resurrected from the dead after the Gang of Four's departure? How did he, alone of all the officials I met in my two and a half years in Beijing, remain warm, curious, cheerful, open, enthusiastic, ever flashing a thousand watt smile and above all, so alive? I have photos of Ma grinning as he tried out my colleague's American motorcycle, Ma helping my two-year-old daughter with her chopsticks, Ma joking with the newly arrived Fulbright professors, who ended up relying on Ma as their interlocutor for every request or misunderstanding with the BeiDa authorities.
