Abstract:
Most empirical research on campaign finance reform attempts to identify the effects of reform using large quantities of data. These studies are useful, but do not present a complete picture of how reform influences electoral dynamics, because they lack information on underlying causal mechanisms. Arts Innovator: Andrea Baranenko, Venezuela Latin America is moving forward, but Venezuela is moving in the opposite direction,” says Andrea Baranenko, a 28-year-old Venezuelan filmmaker whose recent documentary, Yo Indocumentada (I, Undocumented), exposes the struggles of transgender people in her native country. The film, Baranenko's first feature-length production, tells the story of three Venezuelan women fighting for their right to have an identity. Tamara Adrián, 58, is a lawyer; Desirée Pérez, 46, is a hairdresser; and Victoria González, 27, has been a visual arts student since 2009. These women share more than their nationality: they all carry IDs with masculine names that don't correspond to their actual identities. They're transgender women, who long ago assumed their gender and now defend it in a homophobic and transphobic society.

Abstract:
Jeffrey Henig's new book is about the changing governance of the public schools and why it matters. Henig's central theme is that local, single‐purpose governance-a hallmark that has made education "exceptional" by comparison to other realms of public policy-has been giving way to general-purpose governance, sometimes through mayoral control, but mainly through a shift to state and national decision arenas. With this ongoing shift in governance, he argues, education is being plunged into the same governance mix with other public policies, and this change has consequences for power, politics, and reform.

The Northeast Asian region has attracted at least two types of international relations analyses. A first type focuses primarily on military and hard security and investigates changes in states' power and the politics of coercion, balance of power, and alliances. A second type is interested in cross-border economic activities, regional interdependence, and institutionalization and then examines the states' policies of development, trade, money, and technology, as well as the politics of institutional building and reform. T.J. Pempel's edited volume synthesizes the two approaches by viewing the mutually shaping interactions between economics and security as a major feature of regional politics. The book is a fruit of collaborative efforts by American, Japanese, South Korean, and Chinese scholars who provide in-depth analyses of recent developments in the region.

Europe and the United States—the West—urgently need political leadership, economic fortitude and a clear vision of the future if they are to contend with the challenges posed by emerging regional powers and to resist the downward pressures of 'relative decline', the central focus of David Marquand's book, The end of the West: the once and future Europe. Central to this goal will be the West's ability to 'rebalance' between its institutions and democracy; its power and commitments; and its political and moral authority. Europe must 'rebalance' on issues related to ethnicity and identity, governance and authority, and civilization and territory. EU enlargement and its institutional reform processes have exacerbated this imbalance. American foreign policy objectives currently exceed its resources and are hampered by lack of strategic clarity and intellectual vision which keeps the United States from achieving an adaptive leadership model more capable of successfully operating in an increasingly complex and multipolar world. For Europe to become internally healthy and externally productive—both politically and economically—it needs to regain balance between its utopian, institutional objectives and democratic support for its future ambitions and policy course. Strong leadership and a powerful vision of prosperity from the West will be vital to return the transatlantic partnership to global economic and political advantage.

Public school employee unions are politically partisan and polarizing institutions. Of the National Education Association's $30 million in federal campaign contributions since 1990, 93 percent has gone to Democrats or the Democratic Party. Of the $26 million in federal campaign contributions by the American Federation of Teachers, 99 percent has gone to Democrats or the Democratic Party (Center for Responsive Politics 2009). Perhaps not entirely coincidentally, conservatives and Republicans have often accused these unions of simultaneously raising the cost and lowering the quality of American public schools. Many advocates of charter schools, vouchers, and education tax credits have cited union political influence as the greatest impediment to their chosen reforms. But in academic circles, scholars have sometimes disagreed on the unions' impact on wages and educational productivity. The purpose of the present review is to summarize, and attempt to reconcile, the empirical research on the actual impact teachers unions have on American education.
