101. The United Nations Children and Armed Conflict Agenda: Integrating Child Protection Issues and Children’s Voices in Peace Processes

Abstract:: One in five children lives in a country affected by conflict (Save the Children 2019). Despite concerted international and national efforts to protect children, these 415 million children face grave human rights violations that continue to rise. More political will and resources are needed from governments and parties to the conflict to prevent such violence against children and protect children in armed conflict. However, research confirms that out of 431 ceasefire and peace agreements, less than 18 percent of peace agreements included child protection provisions (Watchlist on Children and Armed Conflict). Often, peace-related documents that mention child protection issues do not mention integrating children's participation into peace processes, which is essential to understanding and addressing children's needs during and after the conflict. To end the cycle of violence against children, a paradigm shift must be made in the way peace agreements address children’s issues and rights. Guided by the “Global Policy Paper on Youth Participation in the Peace Process,” commissioned by the United Nations Envoy on Youth, this paper recommends that mediators and child protection actors employ three integrated but non-hierarchical layers for including child protection issues and children’s participation in the peace process: “in the room,” “around the room,” and “outside the room” of formal peace negotiations. This multi-layered, inclusive approach may help achieve the desired results: preventing violence against children and reaching a sustainable peace.

102. Insurgency in Mozambique: the Role of the Southern African Development Community

Abstract:: Since early October 2017, when the Islamist militants or jihadists – identified as the Ansar al-Sunna – launched their first attacks in the villages and towns of Mozambique’s northern province of Cabo Delgado, insurgency and conflict has continued to escalate, targeting civilians, public infrastructure and government buildings. Although the Government of Mozambique continues to make concerted efforts to fight and subdue the terrorist insurgency through its national defence forces, the Forças Armadas de Defesa de Moçambique (FADM), a series of battles with the terrorist militants has resulted in widespread violence, insecurity, the death of over 2 400 people[1] and the displacement of over 500 000 civilians by the end of November 2020.[2] It has also disrupted economic activities, especially farming, thereby worsening food insecurity.

103. Elections and Electoral Violence in Côte d’Ivoire: ECOWAS’s Efforts towards Stability

Abstract:: Côte d’Ivoire’s presidential election on 31 October 2020 marked the fifth presidential election held in the country since the death of the “pere foundateur de la nation” (father of the nation), Félix Houphouët-Boigny, in 1993. The election was held in a tense political and volatile security atmosphere, driven by opposition protests against President Alassane Ouattara’s third-term candidacy, which was a breach of the 2016 constitution. The political contest among the political stakeholders also bordered on matters around the electoral code, the voter register, implementation of the constitutional reforms and the composition of the Independent Electoral Commission (IEC), which opposition parties denounced as non-inclusive, unbalanced and partisan.[1] The inability of the ruling party and the opposition parties – which formed a common political front, led by Henri Konan Bédié – to reach common ground in addressing these issues led to a series of protests, which escalated into violence across the country. On the eve of the election, Bédiéand Pascal Affi N’Guessan, the two major opposition candidates, reneged their participation in the election and called on their supporters to block the election. The election result declared by the IEC proclaimed Ouattara as the winner, having amassed 94.27% of the votes cast. N’Guessan got 0.99%, Bédié was credited with 1.66% and Kouadio Konan Bertin obtained 1.99%.[2] These results, which were ratified by the Constitutional Council on 9 November 2020, as stipulated in the constitution, endorsed President Ouattara as the winner. However, N’Guessan, on behalf of the opposition parties, announced his non-recognition of Ouattara’s victory and thereby installed a National Transitional Council, with Bédié as the president.Protests by opposition parties and their supporters led to violence, which resulted in about 85 deaths recorded in localities including Yopougon, Bonoua, Mbatto, Bongouanou, Daoukro and others.

104. Female Participation in Peacebuilding Efforts in Africa: A Review of Recent Academic Contributions

Abstract:: The year 2020 marked the 20th anniversary of the unanimous adoption of the United Nations (UN) Security Council Resolution 1325 on Women, Peace and Security; 25 years since the World Conference on Women in Beijing; and the conclusion of the African Women’s Decade. Since 2000, the UN has adopted 10 subsequent resolutions and several strategies under the normative framework of the women, peace and security (WPS) agenda. On the African continent, the African Union (AU) and its member states have promoted the WPS agenda through several legal guidelines, training manuals and normative frameworks, including Aspiration 6 of Agenda 2063, the Solemn Declaration on Gender Equality in Africa (2004), The Protocol to the African Charter on Human and Peoples’ Rights on the Rights of Women in Africa (2003) and the AU Gender Policy (2009). Furthermore, in 2016, more than 19 AU member states adopted Resolution 1325 national action plans and, in 2018, the AU adopted the regional Strategy for Gender Equality and Women’s Empowerment (2018–2028).[2]Still, despite progress in many areas, the advancement of women’s meaningful participation in peacebuilding efforts and the promotion of gender equality in peace and security has been slow.[3] Since the adoption of Resolution 1325 and the resolutions that followed, which now constitute the WPS normative framework, a substantial body of literature has emerged. The literature has concentrated on some key thematic areas – participation, protection, prevention and gender perspectives – which, to a large degree, mirror the four main pillars in Resolution 1325. In 2018, The Oxford Handbook of Women, Peace and Securityexamined the growing academic and policy contributions to the WPS agenda over the past two decades and highlighted remaining challenges.[4] Therefore, the recent anniversary presents an opportunity to continue on this track and to take stock of recent and ongoing empirical studies and emerging topics within the WPS agenda. This review explores (1) recent academic and policy contributions to the WPS agenda on the African continent from 2017 onwards, with a special emphasis on participation; and (2) relevant new contributions regarding emerging challenges to female participation in peacebuilding efforts. There have been several reviews regarding the operationalisation and implementation of the goals set out in Resolution 1325 by both the UN and the AU, and in academic communities – for example, the AU Commission Review; Implementation of the Women, Peace, and Security Agenda in Africa; the Continental Results Framework: Monitoring and Reporting on the Implementation of the Women, Peace and Security Agenda in Africa (2018–2028);[5] the review Women, Peace and Security – Implementing the Maputo Protocol in Africa (2016),[6] the recent 10-year Review of the Women, Peace and Security Agenda of the AU Peace and Security Council (2020)[7] and the 2015 UN review, including the UN Global Study.[8] However, the main focus of this article is a review of the academic contributions in the past few years, to evaluate the empirical foundation for the next decade of the WPS agenda.

105. Mission to Civilise: The French West African Federation

Abstract:: Imperial powers such as Rome, Persia, Japan and China have justified their conquests as a benefit to those that were conquered by virtue of bringing a superior civilisation to their world.[1] Among imperial powers, one of the most strident were the Second and Third French Republics.[2] The civilising mission – or what French historian Raoul Girardet refers to as “colonial humanism”[3] – came to define French colonial statecraft in the early 19th century crusade to improve the lives of people who France saw as backward in Asia, Africa and the Pacific. For intellectuals such as Leroy-Beaulieu, civilisation was to be spread through commerce, trade and exchanges between people, rather than through conquest.[4] By the early 1800s, the republican ideals that inspired the French Revolution were slowly abandoned for a more forceful assimilationist policy exemplified by colonial expansionist policies. According to Jules Brévié, governor-general of French West Africa from 1930 to 1936 and of French Indochina from 1936 to 1939, the most important task for the French was to bring about a cultural renaissance to the indigenous people.[5] Brévié called for a redefined mission with a focus on teaching colonised subjects to live according to “authentic African traditions”.[6] As with the British before them, French policy adapted to the local context and shifted towards a more “indirect mode of rule”,[7] casting foreign rule as the protectors of indigenous cultures. This article analyses the French imperial project in Africa, with a focus on the Federation of French West Africa (consisting of today’s Benin, Burkina Faso, Côte d’Ivoire, Guinea, Mali, Mauritania, Niger and Senegal). It outlines differences and similarities between the French mode of direct rule and the British mode of indirect rule. To understand the methodology of rule, one must first understand the system of knowledge production that informed, shaped and guided the colonial project. A policy change occurred after the French experienced a crisis of empire, which ushered in fundamental transformations before World War I (1909 and 1912) and the interwar years between 1918 and 1939 (from “assimilation” to that of “association”). The new policy shifted the focus from antagonism towards Islam to collaboration with Islamic representatives, from civilisations to conservation, from a focus on progress to law and order, and a preoccupation with local customs while managing social and cultural differences (pluralism).[8] This article is offered as an important contribution to the political and intellectual history of the largest colonial state in Africa: the Federation of French West Africa.

106. Youth Engagement in Peace Processes in Africa

Abstract:: Since International Youth Day was celebrated on 12 August 2020, it is a good time to take stock of the youth and their role in peacebuilding and peace processes in Africa. With the youth, peace and security agenda gaining ground in recent years, this is an opportune time for youth-focused organisations to strengthen their work on youth and peacebuilding, while contributing to the ongoing discourse. The youth, peace and security agenda is currently backed by three United Nations Security Council (UNSC) resolutions adopted between 2015 and 2020, namely UNSC Resolutions 2250 (2015), 2419 (2018) and 2535 (2020). Among other priorities, the resolutions emphasise the importance of youth as agents of change in the maintenance and promotion of peace and security;[1] reiterate the need for stakeholders to take young people’s views into account and facilitate their equal and full participation in peace and decision-making processes at all levels; and recognise the positive role young people can play in negotiating and implementing peace agreements and in preventing and resolving conflict.[2] The third resolution, adopted in July 2020, also establishes a regular biennial reporting requirement on youth, peace and security by the United Nations (UN) Secretary-General, which is a great step forward in mainstreaming the youth, peace and security agenda into the work of the UN – especially since youth engagement in peacebuilding and peace processes is ad hoc and intermittent. The reporting requirement will therefore provide a snapshot of ongoing processes and how engagement can be enhanced and deepened in future processes.

107. Violent Ethnic Extremism in Ethiopia: Implications for the Stability of the Horn of Africa

Abstract:: Scholarship on the challenges of ethno-linguistic federalism in contemporary Ethiopia is copious; yet a critical analysis of violent ethnic extremism in the country and its implications for the sub-region is rare. This article argues that violent ethnic extremism is a threat to the existence of Ethiopia and a destabilising factor for its neighbours. Based on qualitative empirical data, it attempts to address the knowledge gap and contribute to the literature by examining why violent ethnic extremism has persisted in the post-1991 Ethiopia and how it would impact on the stability of the Horn of Africa. Analysis of the findings indicates that systemic limitations of ethno-linguistic federalism; unhealthy ethnic competition; resistance of ethno-nationalist elites to the current reform; unemployed youths; the ubiquity of small arms and light weapons; and cross-border interactions of violent extremists are the major dynamics propelling violent ethnic extremism in Ethiopia. Thus, Ethiopia and the sub-region could potentially face cataclysmic instabilities unless collective, inclusive, transformative and visionary leadership is entrenched.

Abstract:: Since the beginnings of the anti-colonial struggle, Madagascar, a former French colony and an island in the Indian Ocean, has gone through nine episodes of conflict, ranging from political tension to high intensity conflicts. These changes of conflict intensity demonstrate that the proclivity towards conflict may take different forms in various episodes of violence and conflicts in the country. This phenomenon may be explored by examining the causal configurations and the co-existence of positive and negative processes and mechanisms which are interacting and co-constructing each other. In order to untangle the intricacy behind the conflict-readiness of parties preparing for conflict at low, medium or high levels of violence, use is made of concepts and theories pertaining to peace, conflict, negotiation and mediation, conflict escalation and de-escalation to explore the roles played by the following factors: local narratives and metanarratives. repertoires of action of the actors the actors’ framing of the conflicts the actors’ polarising of public opinion construction of the image of the self and the other conflict dimensions (socio-economic, cultural, political and global external) accommodation policies This paper argues firstly that proclivities toward violence/conflict in Madagascar are related to the coexistence of positive and negative elements, and secondly, that such proclivities are built partly upon the fact that liberal strategies for maintaining peace give rise to negative as well as positive effects on the dynamics of keeping that peace.

109. Farm Attacks or 'White Genocide'? Interrogating the Unresolved Land Question in South Africa

Abstract:: Apartheid South Africa was noted for historical land dispossession, domination by the white group and disempowerment of the black population. Post-apartheid South Africa has struggled to address the land-related structural and physical violence in the country. Despite the implementation of land reform programmes since 1994, land inequality and impoverishment of black South Africans persist. The government’s failure to use land reform as instrument for socio-economic empowerment has engendered frustrations among those craving for land reform. This has found expression in farm attacks and murders. The subsequent instability in the farming sector and the categorisation of farm attacks as ‘white genocide’ have demonstrated the acute dynamics of the conversation, and the urgency to combat farm attacks, ameliorate the racial discourse and resolve the land question. Through unstructured interviews with key actors involved in the land and farm conflicts, the article engages the land attacks and ‘white genocide’ discourses and provides a more nuanced understanding of conflict recurrence in South Africa. It is claimed that unequal access to land and other intrinsic factors account for the destruction of lives and property on farms. It is concluded that, while white farmers are the major victims of farm murder, a conceptualisation of such as ‘white genocide’ does not adequately characterise the reality. One step among others would be for the government to inaugurate a ‘Panel of the Wise’, comprised of well-respected elders from all races, who would contribute to land reform and conflict-resolution strategies for the farms and agricultural sector.

Abstract:: Many low and middle-income countries have either implemented or considered conditional or unconditional cash transfers to poor households as a means of alleviating poverty. Evidence from pilot schemes in many developed and developing economies, including those in Africa, suggests that cash transfers do not only alleviate poverty; they also promote social cohesion and reduce the propensity for violent responses. For example, studies have shown a direct impact of cash transfers on Intimate Partner Violence (IPV). In some studies, the rate of IPV (including emotional violence) was significantly reduced when one of the partners was a beneficiary of cash transfer. However, there are limited studies on the potential of Conditional Cash Transfers (CCTs) for stemming gang violence. Our study contributes to filling this gap. We examine here the possibilities of conditional cash transfers for stemming intractable gang-related violence in the Cape Flats.

Abstract:: Nhimbe is an endogenous knowledge practice used in community-based development for community members to provide socio-economic assistance as required. The practice is couched in people’s socio-cultural and moral compass. Households in rural areas use it to assist one another on a wide range of development initiatives, especially agricultural activities to promote and sustain food security and community values. In Africa, practices similar to nhimbe are Harambee in Kenya, Chilimba in Zambia and Letsema in South Africa and Botswana. Since the 1800s or earlier, economic and social benefits have been the known key motivations for the practice of nhimbe. This paper is a re-visit of nhimbe from the perspective of its contribution to conflict prevention and peacebuilding in the communities where it is practised. No in-depth studies have been published concerning the conflict and peacebuilding potentials of nhimbe, but it is quite clear that it plays a fundamental role which emanates from its relatedness to social dimensions and community cohesiveness. The analysis here shows that the practice has inherent capacities for pre-conflict prevention, in-conflict mitigation, conflict management, conflict resolution, conflict transformation and post-conflict peacebuilding.

112. Challenging International Relations’ Conceptual Constraints: The International and Everyday Life across Borders in Southern Africa

Abstract:: One of the critiques of International Relations (IR) is that the discipline’s discursive boundaries are particularly rigid and continue to be shaped and maintained by dominant Western-centric concepts and discourses. This paper explores the apparent dichotomy between how concepts like ‘the international’ are interpreted by IR scholars and the experiences of ordinary people on which these concepts are imposed. How people engage with borders will be used as an illustration, with borders being regarded by IR scholars as constituting important boundaries that are essential to the field’s understanding of the world as consisting of neatly separated sovereign, territorial states. Two examples that highlight the arbitrary nature of national borders in Africa draw these assumptions into question and suggest that defining what does or does not constitute the international is, in reality, much more complex than suggested by the theoretical abstractions found in standard IR texts.

113. A New Coup Era for Africa?

Abstract:: It was not long ago that the decline of coups was being celebrated, not just in Africa, but globally. New African magazine asked in Fall 2015 why coups are going out of style.[1] Writing in September 2017, Schiel and her co-authors pointed to a two-year period since the last attempted coup in Africa, with the continent approaching three full years since the last successful attempt.[2] A month later, former Malian Foreign Minister Kamisssa Camara – even in the context of herself serving shortly after a coup –suggested that ‘the time for coups is over’.[3] Though perhaps not a long period at first glance, this was the longest coup-less stretch in Africa since decolonisation. Various efforts have been made to explain this shift, including the institutionalisation of more open political systems and the role of external actors such as the African Union (AU).[4] Though the November 2017 coup against Robert Mugabe in Zimbabwe was a new coup, coups remained something of an afterthought in subsequent years. More recently, commentary at the Council on Foreign Relations concluded that ‘old style’ coups in which soldiers attempted to seize power had been supplanted by incumbents scheming to maintain it.[5] This has changed since August 2020, with successful coups taking place in Chad, Guinea, and twice in Mali as well as a failed effort to seize power in Niger, and both a failed and successful coup in Sudan. This apparent resurgence in the phenomenon has prompted much discussion on the causes of these events, whether they are related, and what – if anything – the region can do to buck the trend. Independent African states have experienced over 200 coup attempts since 1950, of which over 100 have succeeded (see Figure 1).[6]

114. Political Reforms and Implications for Democracy and Instability in West Africa: The Way Forward for ECOWAS and Member States

Abstract:: With the restoration of democratic order in the Gambia in 2017, the West African region regained the attention of the world with renewed hope and optimism for democratic consolidation in Africa. The Economic Community of West African States’ (ECOWAS) rejection of the undemocratic retention of power by former President Yahya Jammeh and its threat to apply force, coupled with Gambians’ resistance, resulted in the restoration of democratic order in the country. Similarly, ECOWAS’ preventive diplomacy efforts following the recent military incursion in 2021 affirmed the regional body’s zero-tolerance stance for power acquired through unconstitutional means. The practice of accessing political power through credible elections under the watch of civil society and international actors is progressively taking firm root across the region. However, despite these democratic gains, the region is also witnessing setbacks in emerging political developments across Member States. According to the Freedom House ‘Freedom in the World Report 2021’, of the 12 countries with the most significant decline in democracy year-on-year, five are in West Africa.[1] The Economist Intelligence Unit’s Democracy Index (2020) showed that only Ghana and Cabo Verde still qualify as fully-fledged democracies in the region.[2] Recently, the region has also witnessed a resurgence in military interregna in Mali and Guinea. This democracy backsliding portends political instability, and its attendant economic consequences for the ECOWAS is concerning considering the developmental agenda of the region. Central to this negative democratic trend are concerns around political reforms that have undermined electoral integrity, inclusiveness and legitimacy in Member States. The application of some of these reforms has fuelled crises, which have led to the resurgence of coups d’état and threatened stability, peace and security in the region.

115. Self-defence Militias and State Sponsorship in Burkina Faso

Abstract:: Burkina Faso has been engulfed in an ongoing conflict with jihadist insurgent groups active across the Sahel in West Africa. The conflict originally started in Mali in 2012 and later spread to Niger. In June 2021, the worst attack in Burkina Faso since 2015 occurred in the village of Solhan, where suspected jihadists massacred 160 civilians.[1]Naturally, discussions in the media revolved around who perpetrated the attack, but the attack also brought to the forefront the role of self-defence groups or militias in the Burkina Faso conflict. While the use of armed militias in Burkina Faso has become widespread and is actively sponsored by the State, there are concerns that self-defence militias perpetuate conflict. The main reasons are that self-defence militias in Burkina Faso are exacerbating mutual distrust, tension and violence among different communities, while the use and State sponsorship of militias are exposing the civilian population to reprisals from the insurgents who perceive them as a threat. The result is that President Roch Marc Kaboré may be doing more harm than good by creating self-defence militias under the legal framework of the Volunteers for the Defence of the Homeland (VDPs) adopted unanimously by Burkina Faso’s Parliament in January 2020.

Abstract:: Insecurity in Nigeria is a recurring phenomenon that threatens the well-being of its citizens. The multipronged occurrence constitutes a bane to development and leads to the proliferation of crime. As a multifaceted quandary, insecurity assumes varying dimensions in different geopolitical zones. The South West is plagued by a surge in cybercrime, armed robbery, kidnapping, domestic crime, extrajudicial killings, herder-farmer conflicts, ritual killings, and banditry. The South East is a haven for ritual killings, commercial crime, secessionist agitation, kidnapping, herder-farmer clashes, attacks by unknown gunmen, and banditry. The South remains threatened by militancy, kidnapping, and environmental agitation. The North East has been subject to a humanitarian crisis lasting over a decade and caused by the Boko Haram insurgency and the Islamic State in West Africa Province. Meanwhile, the North West is enmeshed in illegal mining, ethnoreligious killings, and banditry. It is, therefore, an axiom that insecurity in Nigeria has assumed a disproportionate geopolitical stance and that it has claimed thousands of lives and extensive damage and loss of property.

Abstract:: Social media platforms play a prominent role in modern society by providing tools for various voices to communicate ideas, perspectives and worldviews. Such potential has been illustrated by the role of these platforms in supporting social movements, mobilisation in defence of the environment, and the defence of marginalised communities and groups across different latitudes.[1]However, in many instances, social media has also been used to spread misinformation, broadcast hate speech, and incite violence. The role of social media has been documented as interacting and co-creating narratives with mass media in contexts of conflict. We understand mass media as a diverse set of media platforms that use mass communication to reach a large audience and operate within visible organisational structures. Platforms such as radio, television, newspapers, and magazines are examples of mass media. We define social media as decentralised broadcasting platforms that allow users to create and share content as well as engage in social networking. Facebook, Twitter and YouTube are examples of social media platforms. The role of social media and its interaction with mass media in relation to conflicts remains a growing area of study, particularly after the Arab Spring.[2] The Arab Spring highlighted the importance of social media in social mobilisations leading to uprisings and the emergence of armed conflicts. It illustrated how conflicts and even armed action can be coordinated via social media platforms (as in Syria and Iraq). Despite this, the role of social media and its interaction with mass media in fuelling tensions across ‘ethnic’ groups in armed conflicts remains an under-researched area. Thus, while social media and mass media appear ubiquitous, little research has been conducted to examine how traditional mass media and social media interact in fuelling ethnic conflict.

Abstract:: In the last two decades, West Africa has become an incubator for violent conflict whose origins are mostly believed to be rooted outside the region. The current climate of poverty, unemployment, under-development, poor governance, human rights abuses, repression, unprecedented delays and denial of access to justice, and ongoing conflicts have made West Africa a breeding ground for terrorism. The spread of terrorism across the region has intensified exponentially over the past 20 years more than any other time in the history of the region. Terrorism is a major security challenge for Africa as a whole, considering the rising number of attacks, the multiplicity of active terror networks, and the growing links between and among terror groups. Boko Haram, al-Shabaab, Al-Qaeda in the Islamic Maghreb (AQIM), and the Islamic State of Iraq and the Levant (ISIS) are some of the deadliest terrorist organisations that are still highly active in Africa. They constantly mutate into incognito networks, and their actions are also labelled as banditry or cattle rustling, among others, in Nigeria. Terrorism is violence without borders, and its dynamics are highly unpredictable, especially with the skill and ingenuity with which terrorist organisations conceal their real identities.

119. The July 2021 Protests and Socio-political Unrest in South Africa

Abstract:: During the period 9 to 17 July 2021, South Africa experienced violent protests and socio-political unrest characterised by widespread looting of shops and businesses, as well as burning and destruction of public facilities and private properties, mostly in the provinces of KwaZulu-Natal (KZN) and Gauteng. The socio-political unrest and violence were largely sparked by initial low-intensity and sporadic protests in parts of KZN against the arrest and imprisonment of former President Jacob Zuma. The Constitutional Court of South Africa sentenced the former president to 15 months imprisonment for defying its order to comply with the summons to appear before the Judicial Commission of Inquiry into Allegations of State Capture, Corruption and Fraud in the Public Sector including Organs of State, and for undermining the authority of the Court through his casual and scandalous attacks. There has been wide-ranging debate across the country on whether the ‘Free Zuma’ protests, looting and socio-political unrest was caused by the imprisonment of Zuma or not. However, what stands out is not only the undeniable fact that the developments resulted in colossal socio-economic damage countrywide at a time when the Covid-19 pandemic is wreaking havoc on national economic growth and people’s lives and livelihoods, but also the valuable lessons for sustainable future prevention, management and resolution of conflict, violence and socio-political unrest in South Africa. This article deepens the analysis into the causes and consequences of the Free Zuma socio-political unrest while reflecting on the possible valuable lessons that can be drawn from the events to avoid the recurrence of such and to manage and resolve similar conflicts in the future sustainably.

Abstract:: The activities of violent extremist and terrorist groups in West Africa have been on the rise since the outbreak of the COVID-19 pandemic. Since January 2021, high-profile attacks by groups affiliated with the Islamic State (ISIS) and Al-Qaeda have been recorded in Burkina Faso, Mali, and Niger. Although the Sahel region of West Africa is currently the epicentre of violent extremism and terrorism (VET), the threat is gradually spilling over into the littoral States along the Gulf of Guinea (GoG).[1] Several coastal States along the GoG have recently either witnessed attacks or identified the presence of terrorist groups in parts of their territory.[2]Ghana provides a clear example of the contagion effects of VET in the coastal States, although the countryhas not witnessed any direct terrorist attacks. In July 2021, the Minister of Information, Kojo Oppong Nkrumah, affirmed this and noted that ‘terrorist groups operating in West Africa have managed to recruit some Ghanaians to aid their cause.’[3] Unlike its neighbouring countries, like Burkina Faso and Côte d’Ivoire that are experiencing terrorist attacks, Ghana has managed so far to prevent attacks despite its vulnerabilities. This raises critical questions about Ghana’s seeming resilience against the risk of VET and how it is responding to the scourge. This article probes these questions by examining the factors that render Ghana vulnerable to, and at the same time resilient to, VET. It also assesses Ghana’s response to the threat and concludes with some policy recommendations.

121. Conflict Dynamics in Mozambique’s Cabo Delgado Province

Abstract:: The ongoing militant insurgency and conflict in the upper north-eastern Cabo Delgado province in Mozambique has been brewing since 2017. However, it only gained the attention of the international community in mid-August 2020 when the Islamist extremist movement, Al Sunnah wa Jama’ah (or Ansar al-Sunna), captured the port town of Mocimboa da Praia in the north-eastern part of the country. This was not the first capturing of the town, as the insurgents – many of whom reportedly are originally from Mocimboa da Praia – earlier also briefly took control of the town in March 2020. At the same time, the town of Quissanga, approximately 180 km further south, then became the most targeted area in 2020, although the insurgents focused attacks on several other towns and districts. The insurgents further specifically targeted military and police forces, while the population in Cabo Delgado experienced horrific brutality in the form of killings, including beheadings, and other forms of violence that led to internal displacements and food shortages in the affected areas.[1] What followed were harsh security responses from the Forças Armadas de Defesa de Moçambique (Mozambican Defence and Security Forces) (FDS),[2] similar to indiscriminate responses elsewhere in conflict zones in Somalia, the Lake Chad Basin, the Sahel, and the Maghreb. The escalating attacks and heavy-handed responses have only heightened distrust among local residents and are alleged to have enhanced recruitment by the insurgents.[3] Currently, Cabo Delgado province is caught up in a security challenge with national, regional and international implications. The situation not only endangers the lives of tens of thousands of Mozambicans, but is also destabilising the upper north-eastern parts of Mozambique and certainly poses a threat to foreign direct investment pertaining to large-scale infrastructure, mining, exploration (especially natural gas), and other projects in Mozambique and the region.[4]

Abstract:: The effects of climate change are felt globally in frequent and severe disasters, increasing temperatures, and changing rainfall, with significant implications for society. Climate security acknowledges that climate change can undermine peace and increase levels of violence by affecting the drivers of conflict.[1] Somalia, South Sudan, and Mali are all exposed to climate change, face complex security challenges, and host large peacekeeping forces. Increasing temperatures, changing rainfall patterns, droughts, and floods have disrupted livelihoods and forced migration in three African countries. Climate change contributes to farmer-herder competition over land and water. Elites take advantage of climate-related disruptions by exploiting marginalised groups, as do armed groups seeking to recruit youth. The relationship between climate change and insecurity has been recognised in multilateral organisations with a mandate in climate, peace and security (CPS) in Africa. The United Nations Security Council (UNSC) has included climate security-specific language in country situation and peacekeeping mission resolutions, which has led to the creation of an Environmental Security Advisor position in the UN Assistance Mission in Somalia (UNSOM).[2] The African Union (AU) is advancing analysis and responses to CPS across Africa, including in high-level fora and in coordination with Regional Economic Communities (RECs).[3] The European Union (EU) is a global leader in development aid and climate finance, and several of its Member States have been instrumental in international climate diplomacy and CPS discussions.[4] This article[5] discusses climate change and conflict and describes a risk-based approach to investigating links between the two.[6] It further outlines relevant climate data and context-specific climate vulnerabilities in Somalia, South Sudan, and Mali and analyses five themes in CPS in the three countries. The article concludes with recommendations for institutional responses. The research is based on a review of academic literature and institutional reports. Early versions of case studies formed the basis of consultations with government ministries, thematic experts, and CPS practitioners.[7]

123. From Cattle Raids to Violence: A Processual Analysis of the Baragoi Massacre in Northern Kenya

Abstract:: In pre-colonial times, young men from pastoralist communities in Northern Kenya conducted cattle raids to enable their households or clans to replenish decimated herds after droughts or to acquire livestock for the payment of bridewealth.[1]Today, such raids are carried out mainly to solidify ethnic-based group identity for political competition or as resource scrambles.[2] Mobilisation for large cattle raids is carried out with ethno-nationalistic orientations that seek to entrench ‘us’ versus ‘them’ narratives as a prerequisite for the raids.[3] Although cattle raids are carried out by warriors (circumcised young men between the age of 15 and 30), the violence that accompanies the raids is significantly fuelled by ethnic identity politics and ethno-nationalistic mobilisation involving politicians and the educated elite.[4] In the town of Baragoi in Kenya, major raids and massacres have occurred after periods of mobilisation based on ethnic identities. In this article, a massacre is described as the intentional, indiscriminate murder of a group of people due to their socio-political orientations, such as ethnic identity or political allegiance. Unlike cattle raids of the pre-colonial era in which the aim of violence was to acquire cattle forcefully, recent massacres among pastoralists in Northern Kenya are intended to convey a message of incompatibility between two or more communities within a common geographical area (often in-land and in boundary zones). Disputes between communities may be aimed at forcefully evicting political opponents and their supporters from a common area in the run-up to a competitive political period, thus denying them a chance to cast their ballots. Massacres may arise out of such disputes and may be perpetrated to ensure a win for the organisers of the massacre. This article, therefore, examines the processes of violence escalation based on the assumption that the escalation of conflict into violence elucidates the contested relationships between two warring groups.[5]

Abstract:: Despite the solid progress made in democratic consolidation, regional cooperation, and economic growth in recent years, West Africa has been in the global spotlight due to persistent insecurity and accompanying humanitarian crises. Indeed, the current peace and security climate in West Africa is replete with existing and emerging threats that are national, regional, and global in character. The threats are occasioned by incidents of terrorism, violent extremism, election violence, intercommunal violence, ethnic violence, farmer-herder conflicts, transnational organised crime, and climate change, among others. The onset of the Covid-19 pandemic has also induced adverse effects on human security. Efforts to assuage the varied threats to security in the region have prompted the development and activation of an array of frameworks and interventions by actors including the United Nations (UN), European Union (EU), African Union (AU), the Economic Community of West African States (ECOWAS), France, the United States (US), and civil society organisations (CSOs). Notwithstanding these interventions, the threats continue to be exacerbated and evolve, invoking critical questions about the effectiveness of existing responses.[1] The volatile security climate coupled with escalating violence has sparked unprecedented humanitarian crises across the region. In 2019 alone, more than 4 000 deaths were recorded (compared to 770 in 2016) due to the resurgence of violence in certain countries, especially Burkina Faso, Niger, and Mali.[2] Between 2019 and 2020, the fatality rate increased from 4 385 to 5 606, an annual increase of more than 1 200 fatalities.[3]

Abstract:: This scholarly contribution by John Young offers an insightful critique and evaluation of liberal peacemaking and internationalism that has shaped post-cold war approaches to Africa. Examining South Sudan’s peacemaking process, the book refutes modernist and liberal peace epistemologies that deficiency in governance, underdevelopment, and failed peace are caused by internal factors. The main argument is that failed peacemaking in South Sudan, and previously in Sudan, has been induced by external forces. Organised into eight chapters, South Sudan’s Civil War: Violence, Insurgency and Failed Peacemaking outlines missed opportunities to resolving the Sudan conflict. The author takes the Turco-Egyptian empire that exposed South Sudan to a global economy of slavery as the starting point. The British who came to the Sudan to avenge the death of Gordon Pasha established an administration of ‘benign neglect’ that ended in the integration of South Sudan into an asymmetrical economy and polity. After two civil wars, the Comprehensive Peace Agreement (CPA) enabled the birth of an independent South Sudan, with the Agreement providing a trade-off between self-determination and democratic transformation (p. 10). The ruling party, the Sudan People’s Liberation Movement/Army (SPLM/A), manufactured shallow political unity to promote the referendum for independence. All promises for an elaborate transformative agenda and successful post-independence transitional period were abandoned and neglected. The book criticises the liberation movement (SPLM) and the United States (US) administration for causing conflict. The central thesis of the book considers the independence of South Sudan as the root cause of conflict by endorsing the SPLM’s tyranny (p. 65).

Abstract:: In understanding democracy in Africa, it is crucial to locate the process of democratisation in its historical context. The colonial enterprise is important in the understanding of the postcolonial erosion of democratic institutions. Indeed, colonialism was not a democratic system, and its masters were not the mentors of democracy as they propagated. Rather, they took self-governance away from Africans while destroying indigenous democratic values and institutions without building stable replacements. Democracy need not be seen as the exclusive property of the West; it can be found in various African cultural contexts. Defining democracy can be difficult as its expression remains controversial in many African countries and other parts of the world. Does democracy necessarily mean Western ideas of democracy? Is there only a distinct model for every country, irrespective of its traditions and culture? These are some notable questions to address in dealing with democracy in its entirety. Africans must draw on features within their societies to give local relevance to democratic concepts, rather than run the risk of having democracy transplanted without adaptation, as they have done with technology. Although the idea of Africa’s openness to external ideas may not be strange, these external ideas would prove more useful if they were modified to harmonise with African values, ensuring proper understanding by the population at large. If democracy is to exist on the African continent, Africans will have to keep reinventing it. The constant reinvention of democracy based on African initiatives is what is needed in Africa. The Gadaa system among the Oromos highlights that Africans are not just students of democracy but actually owners of democratic ingredients themselves.

Abstract:: Conflict is a complex phenomenon that dwells in the domain of human relations. It rears its head when interests clash, opinions differ, needs fail to be met, agreements are breached, and the parties involved fail to find common ground for peace, or to continue relating to one another. Conflict can mutate and develop new dimensions. It can occur at the interpersonal, sectional, racial, ethnoreligious, national, regional, continental and international levels. Wars start as smaller-scale conflicts. Once a certain group in a given population continues to feel aggrieved, marginalised, frustrated or threatened, conflicts will likely arise. But human societies also make efforts to prevent conflicts before they occur, manage them when they do, and resolve them to sustain peace. Conflict handling thus includes the phases of prevention, management, and resolution. Prevention entails early efforts to avoid the occurrence of conflict. Management entails efforts to contain it. Resolution entails the de-escalation of conflict. It involves negotiation on the conditions or materials of dispute, reopening interaction, increasing cooperation, fostering positive attitudes, building trust, and sustaining peace among the parties.

128. Ignoring the Roots of Mozambique’s War in a Push for Military Victory

Abstract:: Nearly 2 900 people were killed[1] and most of the population displaced[2] by early June 2021 in a civil war that began in October 2017 in Cabo Delgado, Mozambique’s north-eastern province. From a single initial attack involving 30 men, insurgents now control most of four districts and parts of three others in a block roughly 70 km wide and 200 km from north to south. The second-largest natural gas field in Africa is being developed in the far north-east of Mozambique, with more than US$20 billion in investment predicted. The French company Total is developing the project, but insurgents reached the gates of the development zone in December 2020, and Total pulled out its staff and halted work on 1 January 2021. The Total Chief Executive Officer (CEO) told President Filipe Nyusi personally that Total would only return if Mozambique could guarantee security in a 25 km cordon around the gas project on the Afungi Peninsula. On 22 March 2021, Nyusi staked his personal reputation and that of the nation on a promise of security. Total agreed to resume construction. Two days later, insurgents occupied Palma, which is within the security cordon. Total withdrew its staff again and, on 26 April 2021, declared ‘force majeure’[3] on its Liquefied Natural Gas (LNG) project. The company stated that it would only return if Mozambique ended the war.

Abstract:: Like other continents, Africa has embraced the so-called Fourth Industrial Revolution. Emerging technologies are defined as those that are radical or novel and may have disruptive effects in the sectors where they are deployed and in society.[1] For example, in Africa, drones have improved the way healthcare is provided in Rwanda as they are being used to deliver blood in remote areas, thus helping to ensure the security of the people. Some of these emerging technologies are being researched and tested. Others have already been deployed, including mixed reality merging the virtual and the real world, Augmented Reality (AR) and Virtual Reality (VR), 5G, Artificial Intelligence (AI), and Blockchain, among others. Currently, Africa is also engaged in technological Research and Development and deployment. Some countries on the continent already have thriving AI hubs, such as Nigeria and Ethiopia. Google has its own AI hub in Ghana, and the United Nations (UN) has an AI centre, the UN Global Pulse lab, in Kampala.

Abstract:: Amid continued domestic upheaval, Ethiopia’s foreign relations are also in crisis. This is particularly true of relations with Ethiopia’s neighbouring countries. Ethiopia’s rapprochement with Eritrea, for which Prime Minister Abiy Ahmed received the Nobel Peace Prize, has morphed into a joint security pact that has now seen Eritrean troops occupy parts of northern Ethiopia for more than six months, in an attempt to defeat the Tigrayan People’s Liberation Front (TPLF), whose forces are now rebranded as the Tigray Defence Forces (TDF).[1] The war between Ethiopian and Eritrean allied forces and the TPLF/TDF has led to numerous atrocities, a humanitarian and development disaster, and brought the Tigray region to the brink of widespread famine.[2] Even after sustained military operations and despite the higher number of Ethiopian federal and Eritrean troops, the TPLF/TDF have not been defeated and, as was predicted, they still retain the capacity to mount guerrilla attacks.[3] There is little prospect that the war will be won outright by either side and, to date, the Ethiopian federal government’s commitment to withdraw Eritrean forces has yet to be fulfilled.[4] Recent, albeit unconfirmed, reports have suggested that Somali troops may also be involved in the war in Tigray, prompting Somali parliamentarians to demand an investigation into the location of their troops.[5]

Abstract:: One of the world’s youngest nations, South Sudan, broke out into civil war in December 2013. The civil war was marked by persistent disregard for the sanctity of civilians, especially women and children. At the time of the conflict, both the ruling Sudan People’s Liberation Movement-in Government (SPLM-iG) and the Sudan People’s Liberation Movement-in Opposition (SPLM-iO) carried out massacres, which spread like wildfire across the country. Troops from both sides raped and slaughtered civilians, while government troops in Juba went door-to-door, seeking out opposition ethnic groups. After several failed regional mediation attempts, neighbouring states and international partners pressured President Salva Kiir, SPLM-iO leader, Riek Machar, and former detainees to sign the Agreement on the Resolution of the Conflict in the Republic of South Sudan (ARCSS)[1] in August 2015 in Addis Ababa. The Agreement aimed to end the violent civil war and support comprehensive political reform during a three-year inclusive Transitional Government of National Unity (TGoNU). Additionally, the ARCSS provided a pathway to demilitarise many well-equipped militias and mechanisms for transitional justice and reparation, immediate measures to facilitate humanitarian access, and a programme to redress the economy. Nevertheless, just after the ARCSS was signed, Kiir, by presidential decree, ordered an increase in the number of states from 10 to 28.[2]

Abstract:: Like many of my contemporaries, both in the U.S. Foreign Service and in the wider international affairs community, who have worked on issues related to Africa since the end of the Cold War, I have seen Washington’s attentiveness to the states and peoples of the continent wax and wane over the years. For example, the probable nadir was in 1995, when the United States Strategy for Sub-Saharan Africa published that year actually declared that America had “very little traditional strategic interest in Africa,” and the hitherto apogee was in 2014, when the first-ever U.S.-Africa Leaders Summit brought leaders from 50 of Africa’s 54 countries, including 37 heads of state, to our nation’s capital. While emphases and resources shifted from time to time and certainly between U.S. Presidents, there has largely been continuity of policy across Democratic and Republican Administrations, even including the last one. Notwithstanding unfortunate remarks attributed to President Donald Trump, I would argue that the Trump Administration’s Africa strategy achieved some significant advances in America’s approach to the continent, which the Biden Administration can harness to achieve some of its top priorities, including geopolitical competition and its ambitious climate-change agenda.

Abstract:: In practice, shaking off unhelpful ideas about stability does not necessarily mean abrupt policy reversals; nor does it solve thorny dilemmas in which immediate security interests dictate one course, while commitment to sustainable and accountable governing regimes dictates another. But rethinking stability should inform diplomatic strategies that pay more careful attention to the tensions between the governed and the governing and the degree to which governing institutions are responding to or resisting popular demands. The United States should take care to conceive of, implement and publicly frame our partnerships on the continent as relationships with societies, not with specific leaders. Finally, if every challenge to a given leader or party is understood as a harbinger of chaos, alarms should be going off in Washington. Evidence of growing state fragility is not a reason to double down on supporting an individual or system of governance that engendered that weakness. When a head of state or government is deemed indispensable, policy has lost its way. Policymakers need to reckon with the truths that change is not synonymous with instability, and that the apparent safety of working with known quantities is often a costly illusion.

Abstract:: The Congolese people have endured a tragic history, first at the hands of a colonial power and, since gaining independence, from its own homegrown rulers. A country with ample supplies of strategic minerals and natural resources has become dependent on considerable international humanitarian assistance and peacekeeping support to avoid a further calamity. Yet out of an imperfect electoral transition in 2019, the Democratic Republic of the Congo can break with the past and achieve substantial progress. Despite Congo’s unpredictability and legendary challenges, one constant has been clear throughout my time in Kinshasa: there is presently an opportunity for real change. One can envision how sustained good governance that channels resources toward development could rapidly transform this struggling nation. If President Tshisekedi can embody the vision he has ambitiously laid out, it is possible to achieve a rapid transformation of this struggling nation. But DRC cannot do it alone. Since the U.S. is a committed, reliable and long-term partner of the Congolese people and their government, it is incumbent on us to step up and make a difference. Still, given the enormity of the task at hand, U.S. interagency efforts in support of the DRC must be sustained over time even if there are setbacks and if progress is painfully slow. This is an investment well worth making!

Abstract:: Africa’s existential situation in the prevailing global order is such that no state thereof can afford to take national sovereignty too seriously. Apart from the myriad of structural challenges imposed on the continent by globalization, Africa is faced with a gamut of political and economic problems that can only be meaningfully addressed through some form of strategic multilateral collaboration. Africa’s aspiration to economic sovereignty has been constrained by the structural conditionalities of globalization, which have kept the continent overly weak, dependent and underdeveloped. The constraint is so immanent that individual African states can hardly afford even the relative sovereignty to harness a strategic balance in the fast ossifying asymmetries of interdependence that characterize the contemporary global political economy. It is posited in this paper that the remedy for Africa lies in the ability of her states to transcend their disempowering territorial-cum-nationalistic divides and capitalize on the existing continental multilateral mechanisms towards mainstreaming collective sovereignty, based on the principle of pan-African supranationalism. To that end, leveraging and maximizing the gains and prospects of extant regional and continental supranational organisms would become both salient and expedient.

Abstract:: This reflection concerns the armed conflicts of the African Sahel and aims to historically analyze the role of Arab-Islamic colonization, Western colonization and the rivalries between the two. It is based on the hypothesis that the confrontation between jihadist and internal and external interventionists in the region constitutes a historical struggle motivated by humanitarian and non moral geoeconomic interests. Methodologically, a historical and comparative analysis is chosen to conclude that the main causes of conflicts should be located in the colonial maps and the historical rivalry between empires and not in ethnic, tribal and religious deferences or the borders created by Western colonization.

Abstract:: The purpose of this paper is to verify whether “a failed strategy”, a phrase commonly used in the literature, is an adequate description of Barack Obama’s legacy in the Middle East and North Africa. Based on the selected political manifestos and actions in the sphere of diplomacy, it has been proven that the Middle East and North Africa was not a priority to the decision-makers in Washington in the years 2009–2012, unlike in the years 2005–2008. However, although President Obama did not manage to implement most of his original plans, he achieved a few significant successes, the most notable of which is the withdrawal of U.S. troops from Iraq and the conclusion of the nuclear deal with Iran. Authors seek to contextualize and explain Obama’s failures and successes, arguing that using the phrase “a failed strategy” does not reflect the complexity of the problems analyzed.

Abstract:: “A series of extreme far-right cases among members of Germany’s military and police highlight the threat of the enemy within: radicalized extremists within security services, with access to weapons, training, and confidential information,” Florian Flade writes in this month’s feature article. According to Flade, “The specter of armed underground cells being trained by former or current members of the security services has been a wake-up call for authorities. New measures have already been implemented within Germany’s domestic and military intelligence agencies to more effectively root out enemies of the state wearing uniforms. Nevertheless, the threat will most likely persist in the coming years.” He adds that “with the United States and other countries also grappling with this problem set, it is vital to share lessons learned and best practices at the international level.” This month’s interview is with Idriss Mounir Lallali, the Deputy Director and Acting (Interim) Director of the African Centre for the Study and Research on Terrorism (ACSRT), a structure of the African Union Commission (the secretariat of the African Union). Alex Newhouse examines “the multi-node structure” of a global network of violent neo-fascist accelerationists seeking system collapse. He writes that “evidence from Atomwaffen’s development and collapse reveals that it was not the apex of a hierarchy of groups, but rather one node in a larger network of violent accelerationists. This network is built on membership fluidity, frequent communications, and a shared goal of social destruction. This framework is vital to understanding how and why action against individual groups is not sufficient, and why the threat from Atomwaffen has not faded in spite of its reported ‘collapse.’ The lesson to be drawn from the history of the Atomwaffen Division is that the current threat of neo-fascist accelerationism exists more in the evolution of the network as a whole, rather than in any one individual group.” Peter Kirechu examines “Iran’s Currency Laundromats in the Emirates.” He writes that “Since 2014, the United States has sanctioned dozens of Iranian nationals and commercial entities for the illicit acquisition of U.S. and other foreign currencies. A close review of these designations reveals the organized character of Iran’s illicit currency laundering operations and the role of the Islamic Revolutionary Guard Corps (IRGC) in their orchestration. It also shows that Iran relies on a diverse network of illicit commercial entrepreneurs to covertly access foreign currencies abroad. These actors operate under the cover of legitimate commerce and exploit the vulnerabilities of regional economic centers—such as the United Arab Emirates—to provide covert financial resources to the Revolutionary Guards.”

Abstract:: This article aims to indicate the sources of problems in the field of governance and politics in the African Great Lakes Region. The countries of this region play an essential role in the global socio-political and economic system. Their development is hampered by numerous external and internal conflicts resulting from both the historical and contemporary problems of the countries. Colonialism had a major impact on the development of African countries. It manifested itself, among other things, in the spread of political domination. Adopting state management patterns from European culture and attempt to transplant them on African ground without understanding local cultural conditions contributed too much post-colonial fresh and modern conflict. Examples of this are failures to establish liberal democracy and its crises in the African Great Lakes Region.

Abstract:: The cycle of individual and communal lives from birth to death is supposedly preserved by the government through institutions. However, political, social, and economic activities are engaged to make ends meet wherein the government is to serve as an unbiased regulator. The activities that play out in Southern Kaduna reflected politics of being on one side with interplay on origin, identity, religion, and locality. On the other hand, it reflects politics of belonging that play on kin, reciprocity, and stranger status. It has thus resulted in violence, suspicion, and persistent conflict. The study examines citizen’s inclusiveness in peacebuilding initiatives and the people’s perception of the sincerity of the government. The research relies on secondary sources where governmental and non-governmental publications and documents from relevant and reliable sources enriched the socio-historical approach, particularly those relating to contestation in the region. The study found out that just like situations in the other northwest states of the country, the crisis exacerbates by the government’s inability to mediate fairly between warring parties to ensure fairness and justice as well as failure to apprehend and punish the culprits, even as recommendations from the various interventions were unimplemented. Thus, the spate of violence continues.

Abstract:: This research paper explores the impact of sociological perspectives on the relationship between natural resources and conflicts. From these theoretical perspectives, many fundamental sources of conflict over natural resources are identified and defined. This research takes the approach of a case study in which the researchers investigate and analyze the sources of conflict happening in the Darfur region of Sudan. This case study explores the demographic changes, economic development, and social inequality among some factors contributing to conflict over resources in this region. The research findings demonstrated that various factors play a vital role in the availability of natural resources, which is the main reason sides other reasons flaring conflict in the Darfur region in Sudan. These factors are related to climate change, destruction of ecosystems, immigration, demographic change, and political changes. Even though various factors could impact the conflict of resources in the Darfur region in Sudan, these researchers focused in this research paper on the sociological perspective only.

Abstract:: Editor’s Note: American Diplomacy Journal asked several foreign policy commentators to address the significance of growing chaos in many parts of the world, as failed and failing states are increasingly unable to perform the fundamental functions of the sovereign nation-state. This is one of five articles looking at those concerns. Because of its vast size, about equal to the U.S. east of the Mississippi, and its large deposits of strategic minerals, the Democratic Republic of the Congo is of special interest to American and western national security. In the current rush to develop renewable energy, for example, the minerals cobalt and lithium are essential. The DRC is the most important source of these minerals outside of Russia. The DRC is also one of the few countries that produces columbite and tantalum that are necessary for the world’s portable phones. The DRC is also host to the second largest tropical rain forest in the world after the Amazon. Preservation of this carbon sink is essential to the worldwide effort to limit global warming. The maintenance of stability in the DRC, a country that has seen long periods of instability in its sixty-year history, is therefore an international priority. With the end of the Kabila regime in the Democratic Republic of the Congo came new hopes for peace and progress in one of Africa’s most historically violent and corrupt nations. Yet since President Felix Tshisekedi’s administration formally assumed power in January 2019, the eastern DRC has seen thousands of murders and kidnappings, in a dramatic escalation of violence. The second quarter of 2021 was the deadliest in recent history, according to the nonprofit Kivu Security Tracker: 564 killings over just the past three months. Hundreds of discrete militias and insurgencies operate in the area – rendering a negotiated settlement unlikely – but the single worst offender is the Allied Democratic Forces (ADF), a decades-old Ugandan group responsible for 37% of civilian killings, far more than any other faction. President Tshisekedi pledged to “definitively exterminate” the ADF during a “final offensive” shortly after his inauguration, but so far this initiative has been met with failure, while massacres and other human rights abuses increase in frequency and brutality. With international aid dwindling under pandemic pressures, how can the Tshisekedi administration rein in the ADF and other militant groups, and get the violence under control? Insurgencies can be intractable even for the world’s largest and best equipped militaries. But Congo’s militants have three unique advantages: a steady source of finance, infighting in Congo’s civilian government, and corrupt allies in the Congolese armed forces (FARDC).

Abstract:: Migration is an extremely complex and sensitive concept. The main research purpose is the migration phenomena from the perspective of integration policies adopted by the country of destination concerning the process of cross-border immigration. In this research, we used as a case study the events in South Africa from 2014 until 2019. We chose this country because of its economic development, relative prosperity being one of the main reasons why migrants chose this country. The government is obliged to rethink its policies regarding the status of migrants. Using a qualitative approach, we used four levels of analysis (access to education, labor market, healthcare, political participation) to conduct an exploratory study on how South Africa’s government manages the integration policies. Using official documents and media articles we tried to determine the main characteristics of public policies in regards to integration in terms of social, economics, and politics.

Abstract:: This study examines the effects of the proliferation of SALWs on the security of the Nigerian state. Although this issue has seldom been tackled in regular or academic literature, it reflects the author’s keen awareness that, in an era of globalization, migrants have been identified as important agents in the proliferation of SALWs into third-world countries. The paper seeks to provide an insight into the socio-economic and political variables operating in the source and destination of such movements, with particular emphasis on migrants and arms proliferation. The study uses the qualitative approach for data analysis, it relies on upon, data gathered through secondary sources, and is reinforced with the argument on the liberal theoretical framework of analysis. The paper concludes that, while weapons play a significant role in intensifying conflict that exerts enormous human and economic costs, the causes of such conflicts lie in political, economic, ethnic, and religious differences and disparities. Finally, the paper looks at the appropriateness of examining the full implications of SALWs as a border management theme and the role of complementary measures for facilitating border control.

Abstract:: Egypt and Turkey makeup about half of the whole population of the Middle East and are the two leading nations in the eastern Mediterranean, including Iran as a whole. Both countries are now recognized as the two most tremendous modern military forces in the Middle East. Besides, Cairo and Ankara are major Muslim centers: the Al-Azhar Mosque in Egypt is the largest Islamic University in the world and a significant feature of Egyptian soft power; the historical association between Turkey and the last Islamic Caliphate is viewed in the region with great nostalgia. Given these similarities, a deep rivalry between the two countries exists around the world, while Ankara and Cairo have increasingly prevented overt aggression or conflicts. After the Arab Spring, tensions have intensified and, in effect, impacts Libya, Sudan, and the Eastern Mediterranean region. Along with the increased risk of an overt war between the two nations, the rivalry between Turkey and Egypt also challenges the delicate security of the Middle East. It indicates that it needs an international mediator to answer this thorny problem.

Abstract:: The conflict in the Niger Delta region (Nigeria) has become one of the most environmentally and humanly devastating contexts on the African continent since the 1960s. The network of different actors involved in this context forms a complex web in which multiple and asymmetrical dynamics and interactions can be identified. From Jason Moore’s World-Ecology perspective (2015), the article suggests that this complex interaction should not be understood as a mere postcolonial episode in the context of globalisation, but as a historical network of relations. This network, in which human and extra-human natures are intertwined, is key to understanding the process of capital accumulation in the region and the resulting capitalogenic violencesince the 16th century. Against this background, the article also attempts to counter the tendency to interpret violence and social resistance in the Niger Delta region as mere criminal phenomena or from narratives such as the “resource curse” that has simplified the multidimensionality of violence. In this sense, the paper analyses the different forms, strategies and meanings through which local resistance movements have tried to safeguard and re-appropriate their livelihoods and the commons in recent decades in the face of the growing presence of multinational oil corporations.

Public attention reached its peak in May 2021 when the Biden administration endorsed the idea and committed itself to pursuing it under the World Trade Organization–World Intellectual Property Organization (WTO-WIPO) procedural rules for waiving intellectual property (IP) protection. Abstract:: The mechanisms of Responsibility to Protect (R2P) as agreed by the world leaders in 2005 were expected to prevent mass atrocities by forming a consensusbased international response that includes the use of force. In early 2011, for the first time, the coercive element of R2P was put into force in Libya by a UNSC resolution. However, the apparent pursuit of a regime change in Libya by the intervening powers has eroded trust in the Western coalition, shattered the belief in humanitarian missions, alienated the non-Western world, and thus broken the fragile consensus. Abstract:: Alternative Dispute Resolution (ADR) mechanisms have been the common practice to resolve various conflicts in general and blood feuds in particular in the Amhara national regional state. As such, the central objective of this study is to assess the interface between ADR and the formal criminal justice system when addressing blood feuds. To achieve this, an ethnographic research approach was used. As the finding reveals, shimglinaas the common indigenous resolution mechanism of blood feuds has been widely used. In this reconciliation process, we identified diagnosis, initiation, forgiveness and the oath as essential phases. Concerning the previous interfaces between shimglina and the formal adjudication system, the reconciliation decisions made by shimglina had been accepted and taken for granted by the formal adjudications. But now this trend has been changed due to interference by formal adjudication on the process and implementation of ADR decision-making.

Abstract:: This article assessed the perceptions of youth towards perceived failures of the Nigerian State and their resulting disposition towards violent extremism as a response. The subjects for the study were drawn from, and representative of Lagos, Delta and Plateau States of the Country. The article adopted an eclectic theoretical approach and utilised a crosssectional survey design to generate quantitative data from 2 106 young people aged 18 and 35 years. The chi square statistical test was used to analyse the quantitative data. The results indicated among others, that although most young people feel disenchanted by the failure of the state to fulfil its contractual mandate of delivering the public good, they are however, unwilling to personally accept acts of extremism/terrorism as legitimate means of pursuing desired goals, and are not positively disposed towards the use of violence or terrorism as a means of actualising their goals. However, the study revealed a positive relationship between young people’s belief that it is incumbent on citizens to use violence to oppose underperforming government and their willingness to adopt violence or terrorism to achieve desired goals at P-value of 0.000. The article, recommends a re-doubling of efforts by the political state to fulfil her contractual obligations of improving the socioeconomic well-being of her citizens, among others.

Abstract:: United Nations Security Council Resolution 2250 (2015) acknowledges that the world cannot attain meaningful peace without including the youth. This is critical in Africa where the youth who constitute the bulk of the continent’s population are involved in armed conflicts as perpetrators, victims and witnesses. Consequently, the youth suffer physical, cognitive and psychosocial impact of conflict, blurring their meaningful participation in peacebuilding processes. This article discusses indigenous African interventions aimed at conflict resolution, peacebuilding, healing and restoration of youth involved in and affected by armed conflicts. Four areas are addressed, namely: introduction, youth, indigenous methods, and finally conclusion and recommendations. It was found that scholars frame youth involvement in armed conflicts as perpetrators, triggers and victims. However, there is an emerging trend which frames youth as peace-builders. Africans have a rich indigenous knowledge reservoir for conflict resolution, peacebuilding and psychosocial interventions. However, the application of these interventions is marginalised. This article therefore advocates for the revitalisation of these interventions in conflict resolution, peacebuilding, and encourages psychological healing and social restoration for the youth amid ever increasing conflicts in Africa. The researcher recommends, as a way forward, the following: greater involvement of youth in conflict resolution, peacebuilding, healing and restoration through indigenous African interventions; research on and inclusion of indigenous African knowledge in our educational system; and integration of indigenous African interventions into police, legal, justice and psychosocial support systems and practices.

Abstract:: The worldwide breakthrough of micro-finance has revolutionised lives of traditionally marginalised group; that few will dare dispute. Nowhere are the changes more sweeping than in Kenya, a country where significant adoption of community savings initiatives (Chamaas) is being witnessed.Chamaas builds on the traditional Rotating Savings and Credit Association (ROSCA) methodology and implemented as a social safety net to support communities address livelihood challenges. Despite the centrality of Chamaas in socio-economic strengthening, very little has been studied about their potential to contribute towards social cohesion and conflict transformation. This study sought to examine how Chamaas go beyond fostering economic empowerment, to enhance community member’s interaction, address communal conflicts and strengthen social bonds. This study is based on qualitative field research, undertaken in Kenya’s West Pokot and Turkana counties and focuses on how community savings contribute to conflict transformation, with especial attention to women’s issues. Importantly, it would be remiss of this study if there was no discussion on challenges that confront members of community savings schemes. Ultimately, the research will focus on how community savings can be strengthened and supported to fully integrate peacebuilding in their processes.

Abstract:: A state-led industrialisation drive inspired by the East Asian ‘developmental state’ ideology is at the core of Ethiopia’s industrial policymaking. Yet, scholarship on the implications of Ethiopia’s state-led industrialisation on the collective voices of local industrial workers is rare. Hence, this article argues that Ethiopia’s state-led industrialisation has firmly stood for strong business-state alliances, thereby curbing the collective voices of local industrial workers. Using qualitative empirical data, the article attempts to address the research gap and contribute to the existing debate by examining why and how the country’s state-led industrialisation has been operating in this context since 2005. Analysis of the findings indicates that facilitating industrial catch-up is at the centre of the country’s industrial development policymaking. Also that, the voice of the workers has been considered as a threat to foreign direct investment (FDI). As a result of the policy, the Ethiopian government employs diverse de facto or de jure labour control mechanisms, exceptionally against the associational rights of workers in the garment exporting industries across the country’s industrial parks (IPs). Moreover, employing industries have enforced various forms of administrative and punitive measures to subdue the collective voices of their workers. Hence, Ethiopia’s activist industrial policy must navigate a reasonable balance between facilitating industrial catch-up and ensuring labour standards for inclusive, peaceful, and sustainable industrial labour relations.

Abstract:: Since the dissolution of the federal system in 1972, Cameroon has been entangled in an internal crisis between the Anglophone region and the government. After four years of violence, the outcome of peace efforts have largely been countered by more incidents of violence. This article traces how the crisis has evolved over the years from a political crisis into a conflict situation. While appreciating the theoretical perspectives of internal colonialism and ethnonationalism in explaining the conflict, the authors highlight that the evolution from a crisis into a conflict has been driven by factors such as the expanding waves of democratisation, the emergence of new actors (militias) and the evolution of the digital space (social media as platform for mobilisation). The article emphasises that whereas grievances over marginalisation form the underlying drivers of the conflict, disagreements over the judicial (common law) and education system in the Anglophone regions exacerbated the crisis, thereby leading to the outbreak of violence. Against this background, the article provides recommendations that may encourage a recourse to peace and stability for a nation previously lauded as one of the (few) stable countries in the Central Africa region.

Abstract:: The right to nationality, enshrined in art 15 of the Universal Declaration on Human Rights, is absent in the 1981 African Charter on Human and Peoples’ Rights, known as the Banjul Charter. On-going efforts by African institutions to address this gap, with a view to eradicating statelessness in the continent have, however, focused on the right to nationality as an individual right. This has undermined the spirit of the Banjul Charter, which consecrates peoples’ rights as an African specificity. This article highlights the Banjul-led African human rights system and its specificities of human rights, particularly with regard to collective community and peoples’ rights. Based on the recognition and communitarian theories, it examines different concepts related to collective rights and highlights the manifestation of peoples’ rights in African case law. It then analyses the nexus between peoples’ rights to nationality and statelessness in the continent. It concludes that the eradication of statelessness by 2024 in Africa cannot be effective unless the focus is on peoples’ collective rights to nationality.

Abstract:: The present work discusses the evolution of the development and international insertion strategies adopted by nations in the African continent since the mid-20th century, period during which they began to achieve formal independence. In this context, supported by a literature review and official documents issued by African international organisations, the aim of this analysis is to understand the meaning and the importance of Agenda 2063 for this issue. Based on this analysis, the article proposes to demonstrate that such an agenda represents the inauguration of a new development and international insertion strategy in the continent, a hybrid one, that reconciles elements of two of the previously adopted approaches: the strategies of contestation and of mutual and shared responsibility.

Abstract:: Patterns of marginalization and exclusion of the vulnerable in medicine and public health have become the norm. The vulnerable, especially on the African continent, have been left out of the distribution of life-saving medical and public health interventions. When included, they have always been last in line to receive such interventions. This inequity prevents Africa from stopping the spread of diseases, resulting in preventable deaths. The repercussions of this inequitable distribution are magnified in countries whose health systems have been weakened by centuries of colonization and unfair international policies such as the structural adjustment programs that hollowed out public investment in health systems.1

Abstract:: In October 2020, a viral video showed an officer from the Special Anti- Robbery Squad (SARS), a notoriously brutal Nigerian police unit, killing an unarmed civilian. Following credible reports by human rights organizations about a string of extrajudicial killings by police, this video sparked spontaneous demonstrations in Lagos. The video was widely circulated and the demonstrations spread to other cities. These protests reached a nadir when the police killed at least 12 unarmed demonstrators at the Lekki Toll Gate in Lagos on 20 October; human rights groups maintain that the number killed was far greater.1

Abstract:: South-South Cooperation (SSC) is an innovative, forthright, and ambitious means to expand collaboration between countries with a similar economic profile. Over the past decade, it straightforwardly imposes within West African states’ practices. Indeed, as time passes, many countries have developed significant technical capacities and know-how that they can share. To formalise such sharing of experiences and best practices and raise it to another and higher level, it was essential to hand over this role to a supranational organisation with more tools and experience to coordinate the exchange. In that effect, In West Africa, states leaned towards the Economic Community of West African States (ECOWAS), which gathers 15 member states and which is the main catalyst for promoting exchanges and sharing within the sub-region. The study provides an overview of the South-South partnership promoted by ECOWAS on the economic and social aspects through an exploratory documentary study while providing the levers of development for this partnership. The study's main aim is to assess the importance of SSC for ECOWAS member states sustainable development. The specific objectives are: assess ECOWAS initiatives promoting SSC; provide some cases of success stories of good practices.

186. The Impact of Corruption on Nigerian Enterprises' Performance: An Empirical Study

Abstract:: This study aims to assess the effects of corruption on Nigerian enterprises performance using data from the World Bank's Enterprises Survey, (Panel Data) for the years 2007, 2009, 2014. The Pooled Regression Model was applied. The corruption measured by six indicators divided into two groups, graft incidence and perceived need to make bribe payments. Graft incidence measures enterprises experienced request for a bribe payment across five types of applications, namely (1) an electrical connection, (2) water connection, (3) phone connection, (4) construction-related permit, and (5) total annual informal payment to public officials. While the perceived need to make bribe payments based on the answer to the question: (6) It is said that establishments are sometimes required to give gifts to public officials to ‘get things done’. The study found that the enterprises experienced a statistically insignificant bribe payment for the water connection and construction-related permit are statistically insignificant. Meanwhile, the level of firms expected to give gifts to public officers "to get things done", especially related to the sale and purchase of fixed assets significant and positively affect the enterprises' performance. As for the total payments to the public officers is significant and has negative effects, which indicates the medium or long terms impacts. This may be explained by the fact that developing economies are characterized by formal institutional flaws such as ineffective public administration and weak rule of law. It can also be explained by the theory of transaction cost, which states that the high transaction cost leads to a decrease in profits and thus poor performance. Unlike other studies, this study indicates that corruption represents an obstacle to Nigerian enterprises’ performance. The argument is that public authorities should move away from increasing the costs of corruption by improving the performance of public officials and implementing standards of transparency. Entrepreneurs also must search for alternatives to avoid paying bribes, such as leasing financing and so on.

Abstract:: China by launching the multi-trillion dollar Belt and Road Initiative (BRI) has possibly initiated the transformation of the prevailing global political system. The success of the BRI heavily depends upon the neighboring regions of China, as they will provide China with routes to integrate the international markets. In this regard, the China-Pakistan Economic Corridor (CPEC) is the key route; thus, also repeatedly termed as the flagship project of the BRI. The importance of CPEC is crucial for China as Beijing not only needs markets but imports of hydrocarbons from Persian Gulf and Africa. This paper aims to analyze the importance of the CPEC and Gwadar Port vis-à-vis securing China‟s national interests; securing multiple trade routes and attaining the much desired status of Great Power. Abstract:: Drawing on qualitative interviews that are complemented by the analysis of government policy documents, this study examines statelessness in Ghana. It addresses a range of policy, legal, institutional, administrative, and other politico-socioeconomic matters attendant to the concept. The study defines statelessness in its strict legal sense. It recognizes populations at risk of statelessness that may be restricted from benefiting from the protection and privileges of their host state. Persons identified by the study as stateless or at risk of statelessness include persons from traditionally nomadic migratory communities, former refugees, persons residing in border communities, members of Zongo communities, trafficked persons, and those affected by gaps in previous constitutions. The study also identifies the consequences of statelessness, including lack of access to healthcare, education, justice, and work. The study offers several recommendations to prevent and reduce statelessness in Ghana.

193. Building Blocks and Challenges for the Implementation of the Global Compact on Refugees in Africa

Abstract:: Forced displacement continues to be a major challenge to human security across the globe. According to the United Nations High Commissioner for Refugees (UNHCR), the global population of forcibly displaced people increased by 2.3 million people in 2018, and by the end of the year, more than 70 million individuals were forcibly displaced worldwide (UNHCR 2019a). UNHCR also estimated that, in 2018, 13.6 million people were newly displaced as a result of conflicts and droughts (ibid.). Building on the predicament of global sustainability and the 2030 agenda for sustainable development, the Global Compact on Refugees (GCR) is a framework based on four strategic objectives: to (1) ease pressures on host countries, (2) enhance refugee self-reliance, (3) expand access to third-country solutions, and (4) support conditions in countries of origin for return in safety and dignity (UNHCR 2018; UN General Assembly 2019). The GCR urges the international community to respond comprehensively and innovatively to the plight of refugees, and to make a paradigm shift in global humanitarian aid to emphasize refugee self-reliance and livelihoods. One of the risks of such a nonbinding and thin agreement, however, is that the GCR will give rise to a bureaucratic process that “does not come even close to dependably addressing the operational deficits of the refugee regime” (Hathaway 2019, 594). This article looks closely at the prospects for the GCR in sub-Saharan Africa based on the need to shift from a humanitarian system of “care and maintenance” to comprehensive and effective development responses to refugee crises. It also discusses some of these experiences and best practices to promote a resilience-based development approach. It recognizes that development initiatives implemented or still to be implemented under the normative framework of the GCR and the Comprehensive Refugee Response Framework (CRRF) are subject to a multiyear planning and implementation cycle. Therefore, this article does not intend to evaluate their efficacy or measure progress under the GCR, but rather to identify key challenges and to highlight achievements and promising initiatives in sub-Saharan Africa. It particularly focuses on implementation and rollout of the CRRF in Chad, Djibouti, Ethiopia, Kenya, Rwanda, Somalia, Uganda, and Zambia in Africa.

Abstract:: This paper provides a gender analysis of the 2018-2019 Sudanese Revolution, its goals and outcomes, and the strategies employed by protestors and state security forces. To do so, it sheds a light on how protesters drew on, emphasized, and mobilized along gendered identities. It pays particular attention to the part women played in mobilization efforts in the revolution and historic (dis)continuities of their role in mass mobilization. An analysis of protest spaces brings to light the way gender roles were practiced and negotiated within the movement. Examining the state’s response to the demonstrations, the paper highlights state forces’ gender-specific strategies to intimidate protesters and their practice of sexual violence. Lastly, the analysis turns to the first months of political transition. Women’s important roles in the revolution and their challenging of traditional gender roles have not yet translated into equal political representation in the transition, although some of their human rights demands have been met. The paper concludes by urging the Sudanese interim government to include the grievances and perspectives of women and marginalized groups in the negotiation of the country’s future both at the negotiation table and in the transitional legislative body.

Abstract:: One painful lesson from the history of terrorism is just how dangerous one single capable international attack planner can be. Little has been written in English about Basil Hassan, a radicalized Danish engineering graduate of Lebanese descent who became one of the most dangerous international attack operatives within the Islamic State. In this issue’s first feature article, Mette Mayli Albæk, Puk Damsgård, Mahmoud Shiekh Ibrahim, Troels Kingo and Jens Vithner build on a two-year investigative report for the Danish public broadcaster DR to provide a detail-rich profile. The authors write: “As the key figure in a drone procurement network that stretched from Europe through Turkey to Syria, [Hassan] was instrumental in furthering the Islamic State’s drone-warfare capabilities. As ‘the Controller’ behind the 2017 Sydney airline plot, he pulled the strings from Syria in directing one of the most ambitious and innovative terrorist plots ever seen.” There are claims Hassan was killed in the second half of 2017, but the authors note that Danish counterterrorism officials are still not certain that he is dead. In our second feature article, Michael Knights and Alex Almeida find that “the Islamic State has recovered from its territorial defeats since 2017 to mount a strong and sustained resurgence as an insurgent force inside Iraq.” Their analysis of attack metrics from the past 18 months paints “a picture of an Islamic State insurgency that has regained its balance, spread out across many more areas, and reclaimed significant tactical proficiency.” The authors write that “now operating at the same levels it achieved in 2012, a number of factors suggest that the Islamic State could further ramp up its rural insurgency in 2020 and 2021. An input of experienced cadres from Syria, a downturn in Iraqi and coalition effectiveness, and now the disruption of a combined COVID and economic crisis will likely all feed into an escalating campaign of attrition against the Iraqi state, military, and tribes.” May 2020 marks the third anniversary of the suicide bombing attack at the Manchester Arena in the United Kingdom. Two brothers from Manchester of Libyan descent, Salman and Hashem Abedi, were responsible for the attack. Following the conviction of Hashem Abedi in a trial that concluded two months ago in the United Kingdom, Eran Benedek and Neil Simon outline what is now known about the genesis of the attack, the brothers’ web of connections in a British-Libyan jihadi nexus, and their links to Islamic State extremists. Finally, Nakissa Jahanbani provides a high-level analysis of attack trends from 2008 to 2019 of Iranian proxies in the Middle East, South Asia, and Africa using several open-source datasets.

Abstract:: COVID-19 is arguably the biggest crisis the planet has faced since the Second World War and will likely have significant impacts on international security in ways which can and cannot be anticipated. For this special issue on COVID-19 and counterterrorism, we convened five of the best and brightest thinkers in our field for a virtual roundtable on the challenges ahead. In the words of Magnus Ranstorp, “COVID-19 and extremism are the perfect storm.” According to another of the panelists, Lieutenant General (Ret) Michael Nagata, “the time has come to acknowledge the stark fact that despite enormous expenditures of blood/treasure to ‘kill, capture, arrest’ our way to strategic counterterrorism success, there are more terrorists globally today than on 9/11, and COVID-19 will probably lead to the creation of more.” Audrey Kurth Cronin put it this way: “COVID-19 is a boost to non-status quo actors of every type. Reactions to the pandemic—or more specifically, reactions to governments’ inability to respond to it effectively—are setting off many types of political violence, including riots, hate crimes, intercommunal tensions, and the rise of criminal governance. Terrorism is just one element of the growing political instability as people find themselves suffering economically, unable to recreate their pre-COVID lives.” The roundtable identified bioterrorism as a particular concern moving forward, with Juan Zarate noting that “the severity and extreme disruption of a novel coronavirus will likely spur the imagination of the most creative and dangerous groups and individuals to reconsider bioterrorist attacks.” Ali Soufan warned that “although the barriers to entry for terrorists to get their hands on bio weapons remain high, they are gradually being lowered due to technological advances and the democratization of science.” The special issue also features five articles. Audrey Alexander examines the security threat COVID-19 poses to the northern Syria detention camps holding Islamic State members, drawing on a wide range of source materials, including recent interviews she conducted with General Mazloum Abdi, the top commander of the SDF, and former U.S. CENTCOM Commander Joseph Votel. Chelsea Daymon and Meili Criezis untangle the pandemic narratives spun by Islamic State supporters online. Christopher Hockey and Michael Jones assess al-Shabaab’s response to the spread of COVID-19 in Somalia. Abstract:: Earlier this month, the United Nations monitoring team that tracks the global jihadi threat warned the Security Council that “ISIL franchises in West Africa and the Sahel continued to enjoy operational success in early 2020, as have those of Al-Qaida, heightening international concern about stability in the region.” Concern over the threat has grown despite the fact that a year ago clashes erupted between the Islamic State and al-Qa`ida franchises in the region, turning what had been an often amicable and sometimes cooperative relationship into fighting between them in Mali and Burkina Faso. In our feature article, Héni Nsaibia and Caleb Weiss assess that a number of factors ended the “Sahelian anomaly” of amicable relations between the regional Islamic State and al-Qa`ida groupings, “including the hardening of ideological divisions, pressure from Islamic State Central for its regional satellite to take on a more confrontational approach toward its rival, and tensions created by the growing ambition of the Islamic State affiliate in the Sahel.” They note that “while some argue that fighting between jihadi groups is positive for the counterterrorism landscape, it is also possible that the two groups are in effect engaging in a process called ‘outbidding,’ wherein a group aims to show ‘greater resolve to fight the enemy than rival groups.’” Our interview is with Chris Costa, who during the first year of the Trump administration served as the Special Assistant to the President and Senior Director for Counterterrorism. Building on a study of terrorist recidivism in Belgium by Thomas Renard published in the April issue of CTC Sentinel, Robin Simcox and Hannah Stuart examine the problem set created by jihadi prisoners in Europe from two different angles. Firstly, they examine the nature of the threat by analyzing a dozen alleged jihadi terror plots and attacks that occurred inside and outside prisons in Western Europe since 2014 in which at least one of the attackers/plotters had been convicted in Europe of a previous terrorism offense. Secondly, they look at the scale of the threat by calculating the rates of various forms of recidivism from a comprehensive database relating to U.K. jihadi terror activity. Amarnath Amarasingam and Marc-André Argentino assess the emerging security threat posed by the QAnon conspiracy. They write: “A survey of cases of individuals who have allegedly or apparently been radicalized to criminal acts with a nexus to violence by QAnon, including one case that saw a guilty plea on a terrorism charge, makes clear that QAnon represents a public security threat with the potential in the future to become a more impactful domestic terror threat. This is true especially given that conspiracy theories have a track record of propelling terrorist violence elsewhere in the West as well as QAnon’s more recent influence on mainstream political discourse.”

Abstract:: The COVID-19 pandemic has renewed concerns over bioterror threats, with Microsoft founder Bill Gates recently warning that a bioterror attack involving a pathogen with a high death rate “is kind of the nightmare scenario” facing the planet. In this month’s feature article, J. Kenneth Wickiser, Kevin J. O’Donovan, Lieutenant Colonel Michael Washington, Major Stephen Hummel, and Colonel F. John Burpo assess the potential future threat posed by the malevolent use of synthetic biology. They write that synthetic biology “is a rapidly developing and diffusing technology. The wide availability of the protocols, procedures, and techniques necessary to produce and modify living organisms combined with an exponential increase in the availability of genetic data is leading to a revolution in science affecting the threat landscape that can be rivaled only by the development of the atomic bomb.” The authors, who all serve at, or are affiliated with, the Department of Chemistry and Life Science at the United States Military Academy, note that synthetic biology has “placed the ability to recreate some of the deadliest infectious diseases known well within the grasp of the state-sponsored terrorist and the talented non-state actor” and that “the techniques used to propagate bacteria and viruses and to cut and paste genetic sequences from one organism to another are approaching the level of skill required to use a cookbook or a home computer.” They argue that “an effective response to the threats posed by those using synthetic biology for nefarious purpose will require vigilance on the part of military planners, the development of effective medical countermeasures by the research community, and the development of diagnostic and characterization technologies capable of discriminating between natural and engineered pathogens.” In our interview, Gilles de Kerchove, the European Union’s longtime Counter-Terrorism Coordinator, speaks to Raffaello Pantucci. Nuno Pinto presents a detailed case study of an alleged Portuguese Islamic State network with strong connections to the United Kingdom that sheds significant light on the foreign fighter recruitment pipeline between Europe and Syria in the last decade. Tomasz Rolbiecki, Pieter Van Ostaeyen, and Charlie Winter examine the threat posed by the Islamic State across Africa based on a study of its attack claims. They write: “As the second half of 2020 unfolds, it is critical that military and counterterrorism policymakers recognize what is at stake in Africa. The Islamic State is not just fighting a low-grade insurgency on the continent; in at least two countries, it has been able to seize and hold territory and subsequently engage in pseudo-state activities.”

Abstract:: In this month’s feature article, Michael Knights assesses the future of Kata’ib Hezbollah (KH) and Iran’s other proxies in Iraq. He notes that in the wake of the death of KH’s founder and leader Abu Mahdi al-Muhandis in a U.S. airstrike on January 3, 2020, “KH is still the engine room of anti-U.S. attacks in Iraq but it is less politically agile and operates in a more hostile counterterrorism environment where deniability and secrecy have become more important again.” He assesses that the “the Islamic Revolutionary Guard Corps Quds Force is also leaning on a more diversified model in Iraq, drawing on non-KH factions like Saraya al-Jihad and Saraya al-Ashura, and engaging more directly with Iraq’s minorities, including Sunni communities and the Shi`a Kurdish Faylis and Turkmen. History may be repeating itself as Iran develops new smaller and more secure Iraqi cells that are reminiscent of the formation of Kata’ib Hezbollah itself.” Our interview is with Drew Endy, Associate Chair, Bioengineering, Stanford University, who has served on the U.S. National Science Advisory Board for Biosecurity. He argues the United States urgently needs a bio strategy to take advantage of rapid advances in biotechnology, protect against the growing danger posed by its potential malevolent use, and prevent the United States from permanently falling behind as a biopower. “First, we need to demonstrate operational mastery of cells by learning to build them. Second and third, we need to build and secure the bio net. And we have to do this now, within the decade, so that we can translate these advances as infrastructure undergirding a uniquely American bio economy that projects power while advancing life, liberty, pursuit of happiness. If we do this, then we have a chance of taking infectious disease off the table. If we don’t develop and implement a coherent bio strategy, it’s game over, not to be dramatic.” In early August 2020, fighters loyal to the Islamic State captured the town and port of Mocimboa da Praia in Mozambique’s northernmost province of Cabo Delgado. They have yet to be dislodged from the town. Tim Lister examines a jihadi insurgency in Mozambique that has grown in sophistication and reach. This month marks 20 years since al-Qa`ida’s attack on the USS Cole, which killed 17 American sailors. Lieutenant Colonel Pete Erickson, Seth Loertscher, First Lieutenant David C. Lane, and Captain Paul Erickson assess the search for justice.

Abstract:: In this month’s feature article, Seth Jones examines the evolving threat posed by the Taliban in Afghanistan. “The Taliban is in many ways a different organization from the one that governed Afghanistan in the 1990s. Yet most of their leaders are nevertheless committed to an extreme interpretation of Islam that is not shared by many Afghans, an autocratic political system that eschews democracy, and the persistence of relations with terrorist groups like al-Qa`ida. These realities cast serious doubt about the possibility of a lasting peace agreement with the Afghan government in the near future,” he writes, adding that “without a peace deal, the further withdrawal of U.S. forces—as highlighted in the November 17, 2020, announcement to cut U.S. forces from 4,500 to 2,500 troops—will likely shift the balance of power in favor of the Taliban. With continuing support from Pakistan, Russia, Iran, and terrorist groups like al-Qa`ida, it is the view of the author that the Taliban would eventually overthrow the Afghan government in Kabul.” In a feature commentary, Hamish de Bretton-Gordon outlines the urgent action needed on biosecurity in the wake of the COVID-19 pandemic. He writes: “For years, the United States and many other countries have neglected biosecurity because policymakers have underestimated both the potential impact and likelihood of biological threats. COVID-19 has had a devastating effect on the planet and could be followed by outbreaks of even more dangerous viral diseases. Meanwhile, advances in synthetic biology are transforming the potential threat posed by engineered pathogens, creating growing concern over biological attacks and bioterror. Given the scale of the threat, biosecurity needs to be a top priority moving forward. Not only do efforts need to be stepped up to try to prevent the next pandemic (natural or engineered), but resilience needs to be built by developing early warning systems, the capacity to track outbreaks, and medical countermeasures, including ‘next generation’ vaccines.” He stresses that “winning public acceptance for public health measures will be imperative to tackling biological emergencies in the future.” Jason Warner, Ryan O’Farrell, Héni Nsaibia, and Ryan Cummings assess the evolution of the Islamic State threat across Africa. They write that “the annus horribilis Islamic State Central suffered in 2019, during which the group lost the last stretch of its ‘territorial caliphate’ in Iraq and Syria and its leader Abu Bakr al-Baghdadi was killed, does not appear to have had a discernible impact on the overall operational trajectory of the Islamic State threat in Africa” underscoring “that while connections were built up between Islamic State Central and its African affiliates—with the former providing, at times, some degree of strategic direction, coordination, and material assistance—the latter have historically evolved under their own steam and acted with a significant degree of autonomy.”
