  • Abstract: At this 60th Anniversary of Brown v. Board of Education, Jeffrey D. Hockett offers us a new interpretation of the dilemmas, debates, and deliberations that members of the Court engaged in on their way to this decision. Hockett challenges conceptualizations of the decision in Brown as emerging purely from any one set of motives and that it can be analyzed through only one theoretical or methodological lens. Instead, he argues through painstaking review of the discussions between the justices about the case and early drafts of opinions that different justices were swayed by different arguments, took into account different considerations, and made different compromises. In short: There was no “one” road to Brown v.   • Abstract: “History,” Winston Churchill is reported to have observed, “is written by the vic¬tors.” The losers, if they are lucky enough to avoid vilification, are airbrushed out. When it comes to our understanding of American foreign policies of the first four decades of the twentieth century, the history-writing victors have, for the most part, been liberal internationalists. Democrats and Republicans alike, in the wake of the Second World War, concluded that the task of making the world safe for America demanded active, global U.S. politico-military engagement.   • Abstract: The AK Party has been a leading reform actor with particular emphasis on education. AK Party governments implemented educational reforms to increase access to education, improve the quality of education and democratize the education system. Some challenges, however, persisted: Turkey still lags one year behind the OECD average PISA 2009 indicators. This article focuses on the educational policies of the AK Party governments during the last decade. The AK Party's education reforms and policies will be examined through the lenses of access, quality, governance, finance, and democratization of education. The current problems and challenges of Turkey's education system will also be discussed.

  • Abstract: Women's socioeconomic and political progress advanced dramatically across the globe in the last half of the twentieth century, especially in Latin America and the Caribbean. Yet gender disparities remain high, and bridging those gaps has been a slow process. This is partly explained by negative stereotypes and misguided perceptions of gender roles—both still prevalent in Latin America. Such stereotypes not only distort many social interactions at home and in the workplace; they act as disincentives for girls to apply themselves in advanced study—particularly in mathematics. Just as significantly, they affect the overall labor supply. In both formal and informal labor markets, where Latin American families get 80 percent of their total income, gender gaps remain. Although the level of women's participation in the workforce has markedly increased over the past two decades across the region, three out of every five workers are male.

  • Abstract: The Art of Peruvian Cooking Now that Peruvian cuisine has become a worldwide rage, it's hard to believe there was ever a time when people didn't know about Peru's culinary treasures. In 2000, Peruvian businessman and president of Lima's Fundación Custer Tony Custer helped introduce Peruvian cooking to the world with the publication of his best-selling The Art of Peruvian Cuisine. At the time, Custer says, “when people thought of Peru, it was always Cuzco and Machu Picchu, but there's a whole other world people miss out on. I wanted the world to see how rich and fascinating our food was; and there was no other book in English with quality photography.”

  • Abstract: Educational achievement has always marked and defined the middle class. Public policies that have led to mass access to education have led to a broad-based improvement in educational accomplishments, among them higher completion rates in secondary and tertiary education. This has led to more upward mobility in terms of earnings and types of occupation. Still, there has been an education depreciation effect. The higher the average years of schooling, the more demanding the labor market becomes in rewarding those educational achievements. Many non-manual jobs that require more schooling often see their rate of return to education deteriorate. As those non-manual jobs pay less for schooled employees, their workers fall below the income threshold characteristic of the middle class.

  • Abstract: The quality of Chile's universities is well known across the Americas. Two of these—Pontificia Universidad Católica de ChileUniversidad de Chile—rank in the top five of the 2011 U.S. News and World Report list of the 100 best schools in the region. Unfortunately, high-quality education comes at a high cost. Chile has the second most expensive private university system of any OECD country, after the United States. And due to the lack of financial aid, Chilean families shoulder 85 percent of the cost of a university education—more than any other developed nation.Until recently, most Chilean youth accepted the cost of education as the price of social mobility. Gabriela San Martín, 24, considered a university degree a ticket to a stable, decent-paying job. She took out a government-financed loan, known as crédito con aval del estado (CAE), to pay for her studies in early childhood education at Universidad Andrés Bello.

  • Abstract: Arts Innovator: Luis Antonio Vilchez, Peru Watch a video of Luis Antonio Vilchez dancing in Times Square below. Passing through New York's Times Square one winter day in 2010, Lima native Luis Antonio Vilchez noticed a group of street percussionists playing a familiar Afro-Peruvian rhythm—and immediately decided to join them. Soon, a large crowd gathered as Vilchez, wearing a button-down shirt and a winter coat, burst into a dance performance that was so impressive even the drummers watched in awe. The same kind of impromptu creativity dominates Adú Proyecto Universal (Adú Universal Project), a nonprofit arts organization Vilchez founded four years ago to re-imagine Peruvian identity through dance, theater and percussion. Financed by money the group earns from its performances, Adú (which means “friend” in limeña slang) encourages its 20 members—all dancers—to combine different dance and music genres, crossing back and forth between tradition and modernity.
