Abstract:: In recent years, multiple studies have confirmed that terrorism occurs in democracies more often than in nondemocratic regimes. There are five primary groups of explanations for this phenomenon, including the openness of democratic systems, organizational pressures resulting from democratic competition, the problem of underreporting in authoritarian regimes, gridlock resulting from multiparty institutions, and the coercive effectiveness of terrorism against democracies. Most of these studies, however, examine the relationship only through 1997. In this article, I explore whether terrorism has continued to occur more in democratic countries through 2010. I find that while terrorism is still prevalent in democracies, it has increased in “anocracies,” countries that policymakers would often describe as “weak” or “failed” states. I offer a potential reason for this increase: the American-led occupations of Iraq and Afghanistan. I conclude by offering some insights into how the rise of terrorism in anocracies affects the typical explanations for terrorism and democracy, and I suggest a few ways to improve on our current understanding.

Abstract:: I argue that International Relations Theory has not been able to transcend its parochialism because it continues to negate the agency of the East. By analyzing the articles published in four leading journals of the discipline between 2002-2007, I find that the number of studies that focus on the East have indeed increased, but most of these studies continue to situate the cases derived from the East in the context of West-centric theories. Even critical approaches continue to position the West as the main subject of international relations and dismiss the mutual constitution and interaction between the East and the West, and the local and global. I contend that the generation of non-Western IR theories is not going to pose an adequate challenge to West-centrism; what is necessary is the formulation of specific propositions on East-West relations that directly counter the established assumptions of West-centric theories.

Abstract:: The rejection of the European Draft Constitution by voters in France and Holland created a crisis in Europe. The dilemma, however is rooted in the deeper issues concerning democracy, neoliberalism, and the division of wealth among classes in European society. The draft constitution would have locked in the principles of neoliberalism and guaranteed rights for capital over those of citizens. Beyond the question of the lack of grass roots democracy European social welfare guarantees are threatened. Capitalist accumulation is rendered as a technical question to be determined by technocrats and business enterprises, rather than a political question at the heart of democracy. The vote against the constitution was not a vote against a united and social Europe, but against a Europe united on the basis of the American model of enshrining capitalist accumulation as the be all and end all of human endeavor. The crisis in Europe has revealed the limits to neoliberal integration in Europe.

Abstract:: As is had been the case during the Cold War, Central Asian region was one of the priorities in the US foreign policy in the wake of the dissolution of the Soviet Union. Howevwr, this gegan to change in the second half of the 1990s as the US became aware of its vital interests in the region. This led to a situıation in which the place accorded to Central Asia in the American national security strategies began to increase. Following September 11 attacks the US started cooperating with the Central Asian republics closely. US troops began to enter the region under the rhetoric of "fight against terrorism" since the end of 2001. Thus, US administration began its military opening toward the region as it had been seeking ways to gain influence in the region since the second half of the 1900s. Wahington realized its aim guickly due to the "temporary approval" of Russia and willingness of the regional countries to cooperate.

Abstract:: This study examines the formation, evolution and consequences of the US-Japan post-war security relations. Since the end of World War II, the close US-Japan security relationship has benefited both nations. Japan relies on the US for protection from outside attacks by either conventional or nuclear forces. In turn, under the terms of the security treaty, Tokyo lends military bases on Japanese soil to American forces. In this context, Japan has been able to concentrate on rebuilding its economy with relatively little concern for its own defense. But both Tokyo and Washington have begun to reassess their security requirements in view of changing global threats in the post-cold war era.
