Abstract:: With Pakistan engulfed by political and economic turmoil, the Tehrik-i-Taliban Pakistan (TTP)—better known as the Pakistani Taliban—is again growing as a threat. In our feature article, Abdul Sayed and Tore Hamming write: “With the Taliban’s victory in Afghanistan, the TTP has obtained new more sophisticated weapons and relocated fighters from Afghanistan to Pakistan and is now turning its focus back to its war against the Pakistani state. Over the past two years, the group has gone through a series of mergers, strengthened its media and operational activities, moved away from the indiscriminate targeting of civilians in suicide attacks, implemented a range of new internal policies centralizing its organizational structure, and settled on a localized strategy. With a solid organizational foundation and its eyes set on the Pakistani state, the TTP appears ready to follow in the footsteps of the Afghan Taliban and take control of territory in Pakistan’s tribal areas. The Taliban victory in Afghanistan has emboldened and strengthened the TTP. With the Taliban in control of Afghanistan and sympathetic to the TTP, the TTP now enjoys a level of ‘strategic depth’ that is arguably unparalleled in its history.” Our interview is with Robin Simcox, the United Kingdom’s Commissioner for Countering Extremism. He talks about tackling violent and non-violent extremism across the ideological spectrum and the findings of the recent independent review of the United Kingdom’s “Prevent” counter-extremism pillar. Wassim Nasr recounts his journey through Idlib in late April and early May 2023 on a reporting assignment for France24. He met with senior leaders of Hayat Tahrir al-Sham, including its leader Abu Muhammad al-Julani, who told him they have definitively turned away from global jihad. In Nasr’s words: “You have a core jihadi group with core leaders saying, ‘OK, we don’t want anything to do with international jihad anymore.’ This is unique. It’s never happened before.” Colin Clarke, Mollie Saltskog, Michaela Millender, and Naureen Fink examine the recent targeting of infrastructure by America’s violent far-right. They write that “the increased focus and attacks on critical infrastructure by far-right extremists has the potential to wreak extensive, multifaceted societal disruption and damage, impacting communications, the economy, mobility, and basic human necessities.”

Abstract:: Thanks to Editor-in-Chief Paul Cruickshank for allowing me to take over this space this month as we commemorate the 20th anniversary of the founding of the Combating Terrorism Center, established at West Point in February 2003. Originally the vision of Mr. Vinnie Viola, Brigadier General (Retired) Russ Howard, and General Wayne Downing, the CTC has evolved into a trusted global hub for scholars, practitioners, and policymakers. At the heart of what we do are the Cadets of West Point, who have made the Terrorism Studies Minor the number-one choice of minors at West Point over the last 10 years and who graduate to lead our nation’s Soldiers in complex times. This mission is empowered by 20 years of teammates, donors, partners, and stakeholders around the world who ensure the CTC is delivering cutting-edge research and insight in the fight against terrorism. While the CTC has been a mainstay of the CT fight for the last two decades, I posit that the most important time for this team is now. As national security priorities and resources rebalance toward strategic competition, the CTC will maintain its focus on understanding current and future terrorism threats to our nation and to the world, ready to assist our nation and our allies wherever we are called. To all who have made this possible, thank you. In this issue, the directors of the Combating Terrorism Center over the past 20 years—Brigadier General (Retired) Russell Howard, Colonel (Retired) Kip McCormick, Colonel (Retired) Joseph H. Felter, Lieutenant Colonel (Retired) Reid L. Sawyer, Colonel (Retired) Liam Collins, Lieutenant Colonel (Retired) Bryan C. Price, Brian Dodwell and myself—provide our reflections on the contribution the Center has made to the counterterrorism enterprise. In our interview Col. (Res.) Omer Bar Lev, the former Minister of Public Security of Israel, discusses recent security challenges in Israel and warns that a potential third intifada is “getting closer and closer.” Aaron Zelin examines Hayat Tahrir al-Sham’s ‘counterterrorism’ campaign against the Islamic State in northwestern Syria. As concern rises over the threat posed by older far-right terrorists, David Wells examines relevant data in the United Kingdom.

3. The Lion, the Wolf Warrior and the Crossroads: UK-China Relations at a Turning Point

Abstract:: In early 2018, UK Prime Minister Theresa May visited China with a British business delegation, seeking a free trade deal and expressing optimism over Beijing’s “one country, two systems” formula for governing Hong Kong (Global Times, January 31, 2018; Zaobao, January 31, 2018). In her first foreign trip since moving into 10 Downing Street, she promised that the “golden era of relations” between the UK and China would be even better after Brexit (Xinhua, February 1, 2018). Since May’s visit, however, a great deal has happened to move UK-China relations in the opposite direction, with the PRC’s suppression of mass demonstrations in Hong Kong (Global Times, July 29, 2020); the implementation of the 2020 Hong Kong National Security Law that London sees as a breach of “one country, two systems” (PRC Ministry of Foreign Affairs [FMPRC], June 12, 2020); the British riposte in offering a path to citizenship for Hong Kongers (Gov.cn, April 14, 2021); and the escalation of tensions between China and its trading partners, particularly the UK’s closest ally, America (FMPRC, September 24, 2021; Xinhua, October 5, 2021). The British establishment, like their American cousins, have changed tack on China of late. In June 2022, MI5 Director Ken McCallum and FBI Director Chris Wray gave a joint address warning business and academic leaders in Britain of the “massive shared challenge” posed by China (MI5, July 6, 2022). Two years earlier, McCallum said that if Russian behavior is like “bursts of bad weather,” then “China is changing the climate” (CIGI, June 2, 2022). Last November, Prime Minister Rishi Sunak, referring to UK-China relations, said that “the so-called ‘golden era’ is over, along with the naive idea that trade would lead to social and political reform” in the People’s Republic (ThePrint, November 29. 2022). Even the pro-engagement business weekly Beijing to Britain admits that no one in the UK Parliament “believes that an enriched Chinese middle class will steer the country towards democracy” (Beijing to Britain, January 24, 2021). Britain’s conundrum in stabilizing commercial relations with Beijing while heeding American sensibilities is as difficult as at any time since Nixon’s groundbreaking trip to China in 1972. Meanwhile in Beijing, the decades-old ordeal of striving to play the British off against the Americans has become an increasingly uphill battle. In fact, much of today’s menu of bilateral issues between London and Beijing, with the Washington factor always hovering in the background, might be familiar to Clement Atlee, Winston Churchill, Zhou Enlai and Mao Zedong. That brings some predictability to the rollercoaster ride of UK-China relations, but unsettling variables have changed the course of relations and pushed London, not to mention the rest of NATO, ever closer to Washington. Specific aspects of the PRC’s increasingly destabilizing and aggressive policies that have rankled London include the removal of Hong Kong as a centerpiece of the UK-China bilateral relationship; and Beijing’s announcement immediately prior to Russia’s full-scale invasion of Ukraine in February 2022, that “the Sino-Russian cooperation has no limits, no exclusion zone, no ceiling” (中俄合作没有止境 ,没有禁区,没有上限) (Global Times, December 24, 2021; Gov.cn, February 4, 2022).

Abstract:: The decision of the Supreme Court represents yet another prompt to reflection asto the very wide provision for deprivation of British citizenship bytheSSHD undertheBNA 1981s 40(2). By making clear the paucity of domestic law restraints upon the SSHD, the decision may ultimately have the effect of moving attention to the question—which the Supreme Court did not address —of whether domestic law safeguards, if not reformed, might be found so insufficient as to fall short of the international law norm prohibiting arbitrary deprivation of nationality, which the European Court of Human Rights in recent cases has been willing to find applicable through the broader art 8 ECHRrights. That question looms over the future but will,for the moment,remain unresolved. It also raises important questions concerning the absence of protection from serious harms which may, given the technical nature of the statelessness definition, not be alleviated by protection from statelessness, and leaves to be resolved on the facts of future cases important issues of child law, including the international human rights protections of the CRC89.

5. Mirroring its British masters: state and outsourced terrorism against the Maoist insurgency

Abstract:: The Indian state has been adopting controversial policies for countering the Maoist insurgency. Even worse, this behaviour seems to mirror British colonial attitudes against India’s population at some level. Consequently, this article attempts to understand this probable ‘paradoxical’ conduct. With the support of the post-structuralist theory, I discuss state and outsourced terrorist practices of the Indian state apparatus against this insurgency. To reach this goal, first, I try to explicate the concept of state terrorism and its application in India. Then, I analyse the historical development of the Maoist movement and India’s concrete policies of state and outsourced terrorism against this counter-hegemonic movement. I believe the British Raj’s colonial practices have had a deep dialectical influence on India’s state apparatus and major political parties to date. So, this inquiry may clarify the persistence of colonial practices within India.

Abstract:: The article presents the positions of the UK and Polish governments on the importance of European security management as a factor influencing and shaping the defence doctrine in both states. Building on the systemic nature of European security, security management concepts, as defined in UK and Poland’s strategies for developing defence capabilities, have been examined using a system analysis. The assessment of the issue from the perspective of the UK and Polish governments is based on a decision-making analysis, while differences in the approach to European security are demonstrated through a comparative method. The authors have shown that the actual perception of European security as part of the global order is a factor determining the current involvement of the UK Government in the process of security management. However, the Polish government has shown interest in similar actions only to the extent these are convergent with national security.

Abstract:: A significant foundation of European stability after World War II has been the balance of power between the United Kingdom (UK), France, and Germany. The UK’s accession to the European Communities (EC) in 1973 had carried that ‘balance’ into the EC’s institutional framework. In this regard, the UK’s withdrawal from EU structures may lead to an important political and financial vacuum at the center of the Union. In the wake of Brexit, indications of anxiety and concerns about power imbalances have emerged around the question of which country or counties will steer the Union. There exit fresh post-Brexit assessments that indicate that the UK’s departure from the EU may catalyze the differences between Germany and France. This paper will discuss three essential scenarios for the EU’s political and economic future direction, namely, French leadership, German leadership, and a Franco-German partnership, for the post-Brexit period.

Abstract:: The article aims to analyze Brexit from the perspective of the Visegrad Group countries in the context of the future of the European Union. Addressing this issue is important from the point of view of assessing the role of the EU for the Visegrad countries. The main thesis of the research is that Brexit will not lead to a reform of the EU in the coming years, which is what some of the Visegrad Group countries are trying to do. The article is provocative, because, during the migration crisis, the Visegrad Group was shown as a brake on the European integration process. After Brexit, it was considered that some of EU Member States could follow Great Britain and leave the EU. The article complements the scientific achievements in this field, as it presents the view from the country of Central and Eastern Europe.

Abstract:: President Biden soon has to decide whether to withdraw the remaining 2,500 U.S. troops from Afghanistan to meet a May 1 deadline agreed to by the previous administration. With time ticking down, the Biden administration has launched a major diplomatic push to broker a peace settlement for Afghanistan. As noted by Thomas Ruttig in this month’s feature article, “Whether and how much the Taliban have changed since their repressive rule over Afghanistan before the fall of 2001 is key to whether a potential peace settlement can create a social and political landscape in Afghanistan that is acceptable to the people of Afghanistan, as well as the United States and NATO allies.” Ruttig assesses that “While the Taliban have softened their rhetoric on some issues (for example, on women’s rights and education) and there is evidence of real policy change in certain areas (for example, on the use of media, in the education sector, a greater acceptance of NGOs, and an acceptance that a future political system will need to accommodate at least some of their political rivals), their policy adjustments appear to have been largely driven by political imperatives rather than any fundamental changes in ideology.” He assesses that “Whether some changes in approach will be perpetuated will depend on the ability of Afghan communities and political groups to maintain pressure on the Taliban. This, in turn, depends on continued international attention toward Afghanistan.” Brian Michael Jenkins, in a feature commentary, examines several possible courses of action the Biden administration could take if the U.S. efforts to broker a peace settlement in Afghanistan do not result in a major breakthrough in the coming weeks. He writes: “What makes a decision on which path to follow so difficult is that each option carries a high risk of resulting in bad outcomes.” He notes that “Decisive action always looks good, but a turbulent world also means calculating risks, avoiding unintended consequences, and hedging bets.” This month’s interview is with Mary McCord, the executive director of the Institute for Constitutional Advocacy and Protection at the Georgetown University Law Center, whose previous service in government included working as Acting Assistant Attorney General for National Security at the U.S. Department of Justice from 2016 to 2017. She offers insights on the heightened threat of far-right extremist violence in the United States and how the country’s legal architecture could evolve to counter it. Douglas Weeks argues that there is “too much pessimism” in the United Kingdom about the possibility of deradicalizing terrorist offenders. He writes: “To address the root causes of the threat, the United Kingdom needs to learn lessons from what has worked for successful ‘deradicalization’ mentors and empower their efforts.”

Abstract:: One painful lesson from the history of terrorism is just how dangerous one single capable international attack planner can be. Little has been written in English about Basil Hassan, a radicalized Danish engineering graduate of Lebanese descent who became one of the most dangerous international attack operatives within the Islamic State. In this issue’s first feature article, Mette Mayli Albæk, Puk Damsgård, Mahmoud Shiekh Ibrahim, Troels Kingo and Jens Vithner build on a two-year investigative report for the Danish public broadcaster DR to provide a detail-rich profile. The authors write: “As the key figure in a drone procurement network that stretched from Europe through Turkey to Syria, [Hassan] was instrumental in furthering the Islamic State’s drone-warfare capabilities. As ‘the Controller’ behind the 2017 Sydney airline plot, he pulled the strings from Syria in directing one of the most ambitious and innovative terrorist plots ever seen.” There are claims Hassan was killed in the second half of 2017, but the authors note that Danish counterterrorism officials are still not certain that he is dead. In our second feature article, Michael Knights and Alex Almeida find that “the Islamic State has recovered from its territorial defeats since 2017 to mount a strong and sustained resurgence as an insurgent force inside Iraq.” Their analysis of attack metrics from the past 18 months paints “a picture of an Islamic State insurgency that has regained its balance, spread out across many more areas, and reclaimed significant tactical proficiency.” The authors write that “now operating at the same levels it achieved in 2012, a number of factors suggest that the Islamic State could further ramp up its rural insurgency in 2020 and 2021. An input of experienced cadres from Syria, a downturn in Iraqi and coalition effectiveness, and now the disruption of a combined COVID and economic crisis will likely all feed into an escalating campaign of attrition against the Iraqi state, military, and tribes.” May 2020 marks the third anniversary of the suicide bombing attack at the Manchester Arena in the United Kingdom. Two brothers from Manchester of Libyan descent, Salman and Hashem Abedi, were responsible for the attack. Following the conviction of Hashem Abedi in a trial that concluded two months ago in the United Kingdom, Eran Benedek and Neil Simon outline what is now known about the genesis of the attack, the brothers’ web of connections in a British-Libyan jihadi nexus, and their links to Islamic State extremists. Finally, Nakissa Jahanbani provides a high-level analysis of attack trends from 2008 to 2019 of Iranian proxies in the Middle East, South Asia, and Africa using several open-source datasets.

Abstract:: COVID-19 is arguably the biggest crisis the planet has faced since the Second World War and will likely have significant impacts on international security in ways which can and cannot be anticipated. For this special issue on COVID-19 and counterterrorism, we convened five of the best and brightest thinkers in our field for a virtual roundtable on the challenges ahead. In the words of Magnus Ranstorp, “COVID-19 and extremism are the perfect storm.” According to another of the panelists, Lieutenant General (Ret) Michael Nagata, “the time has come to acknowledge the stark fact that despite enormous expenditures of blood/treasure to ‘kill, capture, arrest’ our way to strategic counterterrorism success, there are more terrorists globally today than on 9/11, and COVID-19 will probably lead to the creation of more.” Audrey Kurth Cronin put it this way: “COVID-19 is a boost to non-status quo actors of every type. Reactions to the pandemic—or more specifically, reactions to governments’ inability to respond to it effectively—are setting off many types of political violence, including riots, hate crimes, intercommunal tensions, and the rise of criminal governance. Terrorism is just one element of the growing political instability as people find themselves suffering economically, unable to recreate their pre-COVID lives.” The roundtable identified bioterrorism as a particular concern moving forward, with Juan Zarate noting that “the severity and extreme disruption of a novel coronavirus will likely spur the imagination of the most creative and dangerous groups and individuals to reconsider bioterrorist attacks.” Ali Soufan warned that “although the barriers to entry for terrorists to get their hands on bio weapons remain high, they are gradually being lowered due to technological advances and the democratization of science.” The special issue also features five articles. Audrey Alexander examines the security threat COVID-19 poses to the northern Syria detention camps holding Islamic State members, drawing on a wide range of source materials, including recent interviews she conducted with General Mazloum Abdi, the top commander of the SDF, and former U.S. CENTCOM Commander Joseph Votel. Chelsea Daymon and Meili Criezis untangle the pandemic narratives spun by Islamic State supporters online. Christopher Hockey and Michael Jones assess al-Shabaab’s response to the spread of COVID-19 in Somalia. Mark Dubowitz and Saeed Ghasseminejad document how the Iranian regime has spread disinformation relating to the pandemic. Finally, Nikita Malik discusses the overlaps between pandemic preparedness and countering terrorism from a U.K. perspective.

Bateman’s new book explores nearly all of the crucial questions concerning democracy and inclusion that we are grappling with today, from the very broad—how do the ways in which we think about the origins of our nation inform the welcoming or hostile attitudes we assume in relation to immigrants and outsiders?—to the very narrow—do requirements that voters present physical documents verifying their identity reduce the electoral participation of minority groups? In answering these questions, Bateman offers a detailed portrait of the political machinations that result in electoral reforms, describing elites’ efforts to blur lines between expediency and morality and the circumstances that led conservative parties (the same that today seek to abolish laws that give special status to protected classes of people) to work hard to establish and maintain legal provisions that awarded different rights to different groups. Fundamentally, Bateman explains why steps toward inclusive democratic institutions are often accompanied by steps back, which leave us uncertain of our accomplishments and anxious about our future. Remarkably, though, Disenfranchising Democracy considers these familiar dynamics and dilemmas not in the contemporary world but in the rather distant past, drawing on a wealth of archival sources to analyze the timing of electoral reforms, the emergence and ossification of party- based patterns of support for franchise reform, and the political ideas of would-be reformers and resisters in three of the world’s first semidemocratic countries: the United States, the United Kingdom, and France.

Abstract:: On 25 March 2017, the European Union celebrated the 60th anniversary of the Treaties of Rome, which established ‘an ever-closer union’ as a fundamental principle for European region- al integration. Only four days later, the United Kingdom delivered an official letter triggering its withdrawal process from the Community. How could we comprehend Brexit integrative and dis- integrative dynamics to the EU? The UK’s decision to leave the EU alongside recent crises in the Community and the spread of Eurosceptic movements fostered studies about disintegration dynam- ics. This article presents the current debate about differentiated (dis)integration based on up-to-date related literature. Next, it proposes a framework to assess the recent shifts in the UK-EU relationship and its contradictory effects on the EU project. The main argument of the paper is that the UK’s relationship with the European Union moved from an internal differentiated integration to a pro- posal of internal differentiated disintegration and, thereafter, to a process of external differentiated disintegration. Moreover, although Brexit means disintegration by one Member State, its effects on the EU project are mixed, initially promoting an integrative boom among the EU27 members, while at the same time neglecting disintegrating forces that could undermine the traditional European integration model.

Abstract:: The abject failure of British Prime Minister Theresa May to get the United Kingdom’s (UK) Withdrawal Agreement from the European Union (EU) through Parliament on 15 January 2019, with MPs overwhelmingly rejecting it by 432 votes to 202, has been put down to a variety of reasons. Primary among them has been the question of the post-Brexit status of the land border between the Republic of Ireland and the UK’s province of Northern Ireland. Although an issue which was initially seen as of minor importance, the significance of the Irish border steadily grew over time until it became the main stumbling block in UKEU Brexit negotiations brought about by the decision of the British people to leave the EU in a referendum held on 23 June 2016. Indeed, the key term of the ensuing debate, namely ‘the Irish backstop’, produced such confusion among politicians, political pundits and the general public that the House of Commons, split between so-called Brexiteers and Remainers, decided to reject May’s deal out of hand. This article seeks to argue that, from June 2016 (the time of the referendum) up to January 2019 (the time of the first vote on May’s Brexit deal in Parliament), the issue of the Irish backstop was seriously underestimated before suddenly taking centre stage and ultimately sabotaging the Withdrawal Agreement from within.

Abstract:: The article presents the main parties (i.e. the Conservative Party, Labor Party, Liberal Democrats and Scottish National Party) results of the 2019 UK general election as well as an analysis of the most important issues (i.e. correct identification of voters’ expectations, simplicity and clarity of the messages, leaders’ personalities) which determined each party success or loss. The author proves that since Brexit was the primary focus of voters, the level of support for particular parties remained dependent on the solutions presented in this issue. This basis explains why the Conservatives in the whole UK and the SNP in Scotland won (and the Labor Party and the Liberal Democrats lost) the battle of Brexit.

Abstract:: Kashmir is the most serious dispute between Pakistan and India that originated with the British decision to give independence to British India that later divided into two states i.e. Pakistan and India. Being a Muslim majority princely state, the people wanted to join Pakistan. However the non-Muslim ruler of Kashmir opted India. The people of Kashmir revolted against this decision which set the stage for the first Kashmir war between Pakistan and India. Since then India has maintained its control over Kashmir by use of force and a heavy presence of Indian security forces. India and Pakistan fought another war on Kashmir in 1965. Despite India’s coercive policies, Kashmiris continued to resist Indian domination. The current uprising in Kashmir is the latest manifestation of Kashmiri revolt against India. Pakistan and India need to hold talks for a peaceful resolution of Kashmir which is also acceptable to the Kashmiris. They do not want to live under Indian rule and want to decide about the future of Kashmir through plebiscite, as promised in the UN resolutions of 1948-49.

22. The Secret Testimony of the Peel Commission (Part 1): Underbelly of Empire

Abstract:: The Peel Commission (1936–37) was the first British commission of inquiry to recommend the partition of Palestine into two states. The commissioners made their recommendation after listening to several weeks of testimony, delivered in both public and secret sessions. The transcripts of the public testimony were published soon afterward, but the secret testimony transcripts were only released by the United Kingdom’s National Archives in March 2017. Divided into two parts, this article closely examines the secret testimony. Part I discusses how the secret testimony deepens our understanding of key themes in Mandate history, including: the structural exclusion of the Palestinians from the Mandate state, the place of development projects in that structural exclusion, the different roles played by British anti-Semitism and anti-Arab racism, and the importance of the procedural aspects of committee work for understanding the mechanics of British governance. Part II extends this analysis by focusing on what the secret testimony reveals about how the Peel Commission came to recommend partition.

Abstract:: he paper challenges the view that the fall of France in June 1940 is attributed to military errors of the French High Command and with the brilliant German offense in the Ardennes. The paper highlights that the French security strategy after the end of World War I failed because the country lacked the economic basis to implement its strategy. Thus the paper argues that the French endorsed an internal and external balancing strategy against Germany. The internal balancing strategy was associated with the ability of France to sustain powerful armed forces and obviously this was associated with high defense spending and a strong economy. The second part was associated with external balancing which was associated with the creation of alliances in Eastern Europe in order to block any German expansion. Again this was associated with strong economic relations between France and these states. This strategy was implemented during the 1919-1929 period however after the global economic crisis erupted the deterioration of the French economy made the continuation of this strategy impossible. Thus France was forced to follow a defensive strategy at the military level and the privileged bilateral economic relations with Eastern European countries were abolished and Germany replaced France as the major economic and trading partner of these states.

Abstract:: In our cover article, Tore Hamming revisits the ideological origins of the Islamic State. He argues that “despite its history as a local al-Qa`ida affliate in Iraq, the Islamic State developed from an ideological and cultural trend born in late-1980s Afghanistan that was always in tension with the core idea and identity of al-Qa`ida,” setting the stage for the current bitter divide between the two groups and creating a significant obstacle to any reunification of the global jihadi movement. Our interview this month is with Rebecca Weiner, the Assistant Commissioner for Intelligence Analysis at NYPD, and Meghann Teubner, NYPD’s Director of Counterterrorism Intelligence Analysis. Despite the demise of the Islamic State’s territorial caliphate, they have not seen much of a fall-off in jihadi terrorist plotting against New York City. While they assess Islamist terrorism remains the primary threat to the city, their focus on far-right terrorism is more intense than ever before. With concern about violent right-wing extremism rising on both sides of the Atlantic, Graham Macklin examines the evolving far-right terror threat picture in the United Kingdom, focusing in particular on the terrorist group National Action. In 2007, coalition forces captured Qais al-Khazali, the head of Asa`ib Ahl al-Haqq (AAH), an Iran-backed Shi`a militia group accused of killing U.S. soldiers in Iraq. Al-Khazali was released in 2010, continues to lead AAH, and has become a significant political player in Iraq. Bryce Loidolt outlines how the recently declassified interrogation reports from al-Khazali’s time in custody reveal significant rifts between Shi`a militant power centers in Iraq and argues that such “rifts are likely to persist and will complicate Iran’s ability to project its influence in the future.” In 2018, al-Qa`ida’s leader Ayman al-Zawahiri released more messages than in the previous year and ratcheted up his threat rhetoric against the United States. Jami Forbes warns al-Qa`ida’s increased media outreach may signal both a revitalization and that it is readying to pivot back to attacking its far enemies.

Abstract:: In our feature article, Michael Knights draws on six research visits to Iraq in 2018 and 2019 to document the expanding footprint region-by-region of pro-Iranian militias in Iraq that were previously labeled “Special Groups” by the United States and in some cases designated as terrorist organizations. Knights assesses “that the Special Groups (not including 18,000-22,000 Badr troops) currently have 63,000 registered personnel … 15 times the size of the Special Groups in 2010, when there were probably as few as 4,000 Special Group operatives in Iraq (again not including Badr personnel in 2010).” He notes a key driver for their growth in manpower and popularity in Iraq was their role in fighting the Islamic State and liberating Sunni population centers under Islamic State control. He writes that “a pantheon of smaller, newer pro-Iran militias is arguably closer to the Islamic Revolutionary Guard Corps than larger and older pro-Iranian militias such as Badr and Asa’ib Ahl al-Haq” and identifies Kata’ib Hezbollah led by U.S.-designated terrorist Abu Mahdi al-Muhandis as the greatest threat to U.S. interests. With pro-Tehran militias expanding their presence across Iraq and U.S. influence in Iraq reduced since its 2011 troop withdrawal, he argues the United States “needs to be parsimonious and pragmatic if it wishes to push back effectively.” Our interview is with Suzanne Raine, who was the head of the United Kingdom’s Joint Terrorism Analysis Centre (JTAC) between 2015 and 2017. She outlines to Raffaello Pantucci the lessons learned from her work in counterterrorism and the threat landscape as she sees it. Two articles in this issue focus on the Western Balkans. Adrian Shtuni provides a qualitative and quantitative assessment of the security threats posed by foreign fighters and homegrown jihadis from the region. Kujtim Bytyqi, the Acting Director of the Department for Analysis and Security Policies at the Kosovo Security Council Secretariat, and Sam Mullins outline Kosovo’s experience dealing with returning foreign fighters. Finally, Ross Dayton documents how the Maduro regime in Venezuela has increased its reliance on paramilitary groups, including the Colombian left-wing guerrilla group ELN, which was responsible for the suicide car bomb attack on the National Police Academy in Bogotá, Colombia, in January 2019.

Abstract:: In 2015, the United Kingdom (UK) became the first European State to incorporate extraterritorial targeted killing with drones into its counterterrorism framework. This article examines whether the UK’s obligations under the European Convention on Human Rights (ECHR) extend to such operations. Scholars have suggested not, based on a comparison of a drone strike to the circumstances of the landmark Bankovic case, which was inadmissible on jurisdictional grounds. Consequently, the UK policy is perceived as occurring in a legal black.hole outside the purview of the Convention. However, this article argues that the comparisons to Bankovic overlook the uniqueness of targeted killing operations and the context in which the UK policy is utilized. Considering the distinctiveness of the UK policy, this article re-evaluates the applicability of the ECHR and proposes that the European Court of Human Rights (ECtHR) could find a jurisdictional link between the UK and the victims of targeted killing, thereby avoiding the perceived legal black.hole.

Abstract:: This article approaches the question of post-Brexit access of European Union (EU) Member States to the United Kingdom’s (UK) territorial sea fisheries by first discussing the pre-Brexit legal status quo under the Common Fisheries Policy (CFP) of the EU. Second, this article discusses the international legal framework for access to territorial sea fisheries that would apply if the UK withdraws from the EU in the absence of a future agreement. As Part II of the 1982 United Nations Convention on the Law of the Sea (UNCLOS) does not contain provisions on fisheries access, this analysis focuses on the role of the 1964 London Fisheries Convention (LFC), bilateral voisinage agreements between the UK and EU Member States, potential acquired historic fishing rights of EU Member States in the UK’s territorial sea, and potential access rights derived from royal privileges. Next, this article addresses the relevance of the transitional arrangements contained in the latest draft withdrawal agreement of 2018, which was not, however, adopted by the UK. Finally, this article offers some conclusions as to the applicable legal framework for access of EU Member States to the UK’s territorial sea fisheries absent a new fisheries agreement between the EU and the UK, and potential ways to proceed in the future regulation of this issue.

Abstract:: Nowadays, two main limitations persist in intelligence analysis: the intrinsic existence of a certain degree of uncertainty and the large volume of information available. In order to face these problems, since the end of the 90s, technology and statistics have been used in the field of security to tackle the analytical limitations of human beings, improving their performances. As a result, professionals in the crime prevention areas started using technology in investigation to calculate the probability that a (criminal) event might occur in the future. Such a phenomenon is also called predictive analysis. Today, Europe stands out both for the number and the type of predictive programs implemented in different national contexts. The main objective of this article is to analyze the phenomenon of predictive policing in the European context through a comparative analysis of 6 cases study in 5 different countries (Germany, France, Italy, the Netherlands and the United Kingdom) to, firstly, assess the implications in the improvement of the security context of the European Union, and secondly, to detect the innovative cases within this framework.

29. From Joining to Leaving: Domestic Law’s Role in the International Legal Validity of Treaty Withdrawal

Abstract:: If a state withdraws from a treaty in a manner that violates its own domestic law, will this withdrawal take effect in international law? The decisions to join and withdraw from treaties are both aspects of the state’s treaty-making capacity. Logically, international law must therefore consider the relationship between domestic and international rules on states’ treaty consent both in relation to treaty entry and exit. However, while international law provides a role for domestic legal requirements in the international validity of a state’s consent when joining a treaty, it is silent on this question in relation to treaty withdrawal. Further, there has been little scholarly or judicial consideration of this question. This contribution addresses this gap. Given recent controversies concerning treaty withdrawal – including the United Kingdom’s exit from the European Union, South Africa’s possible withdrawal from the International Criminal Court, and the threatened US denunciation of the Paris Agreement – and the principles underlying this body of law, it is proposed that the law of treaties should be interpreted so as to develop international legal recognition for domestic rules on treaty withdrawal equivalent to that when states join treaties, such that a manifest violation of domestic law may invalidate a state’s treaty withdrawal in international law.

Abstract:: The Combating Terrorism Center at West Point is proud to mark its 15th year anniversary this month. In this issue’s feature article, Charles Lister tells the inside story of how al-Qa`ida lost control of its Syrian affiliate, drawing on the public statements of several key protagonists as well as interviews with Islamist sources in Syria. In the summer of 2016, al-Qa`ida’s Syrian affiliate, Jabhat al-Nusra, announced it was uncoupling from al-Qa`ida and rebranding itself. Al-Qa`ida’s deputy leader at the time, Abu al-Khayr al-Masri, released a message endorsing the move, which even included a previously unheard audio clip of Ayman al-Zawahiri stressing that organizational links should be sacrificed if necessary for unity, creating the impression that al-Qa`ida’s paramount leader had also sanctioned the decision. What appeared to be a carefully choreographed set of announcements made many analysts conclude the split was nothing more than a PR exercise, designed to advance the local aims of al-Qa`ida in Syria by improving al-Nusra’s standing among Syrian rebel groups and insulating it from international pressure. But this interpretation was challenged by a bombshell message released by al-Zawahiri on November 28, 2017. Al-Qa`ida’s leader publicly revealed that not only had he not endorsed the split, but he regarded it as a “a violation of the covenant.” “Al-Zawahiri’s interjection was a watershed moment,” Lister writes, “making clear to the wider global jihadi movement that a real split had taken place between al-Qa`ida and its Syrian affiliate.” One function of the split has been the beginnings of a tense modus vivendi between hardcore al-Qa`ida loyalists in Syria and Hayat Tahrir al-Sham (the latest rebrand of al-Nusra). The result, Lister argues, is “a complex counterterrorism threat, in which a locally focused jihadi outfit with a sizable 12,000 fighters continues to control territory, govern people, and maintain sources of local finance, while accepting—even grudgingly—a deeply dangerous, small, tight-knit clique of al-Qa`ida terrorists committed to attacking the West. That image looks eerily similar to the Taliban-al-Qa`ida relationship in Afghanistan in 2000-2001, the consequences of which are well known to all.” Our interview this month is with Deputy Assistant Commissioner Neil Basu, the Senior National Coordinator for Counterterrorism Policing in the United Kingdom. Michael Horton examines the challenges faced by the UAE in its counterinsurgency campaign against al-Qa`ida in Yemen. Abstract:: Concern is rising over the threat of chemical and biological terror. Last month, the British newspaper The Sunday Times reported that staff at soccer stadiums in the United Kingdom were being advised on how to respond to attacks using poison gas and hazardous substances following concerns that Islamic State-inspired extremists may seek to carry out such attacks on crowded venues. There are signs the group is seeking to export expertise built up in Syria and Iraq. Last summer, an alleged terrorist cell based in Sydney that was in communication with a senior Islamic State controller allegedly plotted to build a poison gas dispersion device to potentially attack crowded places in Australia. As Florian Flade reports in our feature article, this past June, German authorities allegedly thwarted a ricin attack by a Tunisian extremist being advised on how to make the biological agent by an Islamic State-linked operative overseas. Before he was arrested, he was allegedly able to produce a significant quantity of ricin. A threshold had allegedly been crossed. Never before has a jihadi terrorist in the West successfully made the toxin. Our interview this month is with Hamish de Bretton-Gordon, who previously led U.K. and NATO efforts to counter CBRN threats. He warns the huge disruption caused by the “Novichok” attack in Salisbury earlier this year may inspire jihadi terrorists to launch bio-chem attacks. He argues the better informed and prepared the public and emergency responders are, the less likely such attacks will lead to large-scale panic. In late June, European security agencies thwarted a plot allegedly orchestrated by an Iranian diplomat to bomb an Iranian opposition conference near Paris attended by Newt Gingrich, Rudy Giuliani, and 4,000 others. Matthew Levitt outlines how Iranian agents have used diplomatic cover to plot terrorist attacks in Europe over the past several decades. Geoff Porter looks at the terrorist threats facing Mauritania. Jason Warner and Charlotte Hulme provide best estimates for the numerical strength of the nine Islamic State groupings active in Africa. This month, we mourn the loss of Ambassador Michael Sheehan, who worked tirelessly throughout his professional life to protect the United States from terrorism. As the former Distinguished Chair and current Senior Fellow of the Combating Terrorism Center, he inspired a new generation of military leaders and researchers and was a strong champion of this publication. He will be greatly missed.

Abstract:: This paper analyses the gendered organisational practices of Environmental Non-Governmental Organisations (ENGOs) in the United Kingdom (UK) and Turkey and the possible outcomes of these practices on gender compositions in senior roles. Since gender is an important element in organisations, it is expected to have implications for policies of ENGOs. The research on which this paper is based was undertaken as part of a Ph.D. which examined the gendered nature of ENGOs in Turkey and the UK. The research revealed how and why ENGOs are gendered especially in positions of power and influence. This is an important question because of pressure groups’ influence on environmental decision-making, and yet it has largely been neglected until now. This research revealed that while the ENGO sector is dominated by young single middle-class female employees, white, middle class men are in charge of the decision-making. It showed that the ENGOs reflect the rest of the society and its dominant patriarchal values. The research concluded that gender-biased working practices such as culture of long working hours, lack of formal recruitment and promotion procedures and short-term contract work relations limit career progression of women. This is due to the gendered roles and the traditional division of work in society (the gender division of labour), where triple workload of women remains invisible as a result of patriarchal and capitalist relations existing in both societies.

Abstract:: British withdrawal from the Persian Gulf in 1971, started a new era in the region with new political order and new security map. Iran and Saudi Arabia emerged as the guardians of the status quo to be filling the power vacuum left by the British in behalf of the West. Britain adopted a new post-imperial role in the region along with new post-colonial foreign policy in the post-withdrawal context. British policy towards the regional security is analysed in this article with central focus on the shift emerged in the aftermath of the Iranian Revolution in the British policy. After 1979, Iran, no longer a Western ally, has been defined as the major internal threat for the regional security following the major external threat of the Soviet expansion in the British foreign policy. This paper argues that the shift in the British policy came along with a sectarianist approach towards the region. The sectarianization emerged with the securitization of the Gulf based on “Iran threat” within the determinants of the Anglo-American alliance on the regional security. The sectarianist discourse adopted by the British foreign policy was employed as an effective tool of the securitization of the Gulf that was deepened during the regional conflicts, the Iran-Iraq War and the Gulf War.

Abstract:: After a respite from mass-casualty terrorism for more than a decade, the United Kingdom this past spring suffered three such attacks in the space of just 73 days, making clear it faces an unprecedented security challenge from jihadi terrorism. In our cover article, Raffaello Pantucci outlines what investigations have revealed so far about the March attack on Westminster Bridge, the bombing at a pop concert in Manchester in May, and the June attack on London Bridge and Borough Market. The early indications are that the Westminster attacker, Khalid Masood, had no contact with the Islamic State and the Manchester and London Bridge attackers were, at most, loosely connected to the group. The current threat environment, Pantucci writes, continues to be mostly made up of individuals and smaller scattered cells planning lower-tech attacks with very short planning and operational cycles—sometimes remotely guided by the Islamic State—rather than cells trained and dispatched by the Islamic State to launch large-scale, Paris-type attacks, but this could change as more British Islamic State recruits return home. Our interview this month is with Edward You, a Supervisory Special Agent in the Biological Countermeasures Unit in the FBI’s Weapons of Mass Destruction Directorate. While the full liberation of Mosul last month effectively ended the Islamic State’s caliphate pretensions, Michael Knights warns the Islamic State and other jihadis are already bouncing back in several parts of Iraq and more strongly and quickly in areas where the security forces are either not strong enough or not politically flexible enough to activate the population as a source of resistance. As the Islamic State transitions from administering territory to a renewed campaign of terrorism and insurgency, Charlie Winter and Devorah Margolin examine the Islamic State’s apparent lifting of its moratorium on using women as suicide bombers. In a commentary, Aaron Brantly argues that creating back-doors in encryption, or banning it, would create significant societal costs without stopping terrorists from accessing the technology.

Abstract:: This article utilises International Relations role theory to analyse a number of potential roles for the United Kingdom as an actor with vested interests in the South Atlantic. It assesses the contemporary context of the UK’s trading relationship with the South Atlantic in light of the ongoing dialogue between the EU and the UK with regard to BREXIT. It also recognises the strategic realities of the South Atlantic and the UK’s Overseas Territories in the region. It posits that the UK, as a strategic actor in the South Atlantic, is limited in its role choices and that the role of ‘Opportunistic Partner’ in terms of its relationship with Argentina, offers the most scope as the basis for future mutually beneficial trading relations to normalise further political relations between the two countries.

41. Inside the Digital Revolution

Abstract:: Technology and transparency combined to create the digital revolution, which in turn has ushered in a new form of monitory democracy. Communicative abundance and global interconnection mean the democratic franchise can expand and deepen, but the author argues that it matters who is made transparent and for what purpose. Content and context matter. Technology and transparency can be used to strengthen democracy by opening up government to citizens, but the same tools can also be used by the state to surveil and disempower citizens, thereby damaging democracy. The author uses three case studies to discuss the impact of digitizing information on power relations between citizens and states. First, her observations as the journalist and litigant in the legal case that forced the digitization of UK parliamentary expense records, which when leaked created one of the biggest political scandals in that country for decades. Second, she obtained the entire set of U.S. diplomatic cables and reported on their contents for the Guardian. Lastly, she served as a member of the Independent Surveillance Review Panel, set up by the UK government to investigate allegations made by Edward Snowden that the UK and U.S. governments were conducting mass surveillance programs that were potentially illegal and lacked adequate oversight. The case studies show how journalism is integral not only to identifying useful civic information but also maximizing the public good from leaked information while minimizing harm.

42. The Value of the European Court of Human Rights to the United Kingdom

Abstract:: National debates concerning the appropriate role of the European Court of Human Rights (ECtHR) in the United Kingdom (UK) recently intensified with the suggestion by the government that the UK might leave the European Convention on Human Rights system. It has been argued that a British Bill of Rights, to replace the current system of national human rights protection provided by the Human Rights Act 1998, would provide better protection than the ECtHR, making its role in the national system redundant. Claiming that the ECtHR is legitimate and has an impact that is usually illustrated by the transformative power of judgments more than 10 years’ old, have not provided a convincing answer to this claim. In this article, rather than legitimacy or impact, the value of the ECtHR to the objective of protecting human rights through law is assessed. Three different levels of value are identified from the relevant literature and then applied to the judgments of the Court concerning the UK from 2011 to 2015 to determine what has happened in practice. It is concluded that given that the UK government’s objective remains to protect human rights through law, although some types of value are now more relevant than others, overall the potential value of the Court to the UK in achieving this objective is still clearly evident.

Abstract:: British political (and other) missions to Bhutan spawned scholarly publications. These included addresses delivered to the meetings of learned societies and subsequently printed in scholarly journals, or else published as books. Such publications conjured up an image of Bhutan that fit the aims and interests of the expanding British Empire, and there was a broad audience for such works, whether scholarly or popular. This article explores the publication history of the first British book concerning Bhutan, Captain Samuel Turner’s Account of an Embassy to the court of the Teshoo Lama in Tibet containing a narrative of a journey through Bootan and part of Tibet, which appeared in 1800.

44. The Mobilization and Recruitment of Foreign Fighters: The Case of Islamic State, 2012–2014

Abstract:: This article examines how foreign fighters were recruited and mobilized for Islamic State in 2012-2014. Institutional and individual approaches to this phenomenon form the basis of understanding the mechanisms used for the mobilization and recruitment of foreign fighters. The former refers to a terrorist institution that plays a key role in the recruitment of individuals (top-down/institutional), and the latter refers to the self-radicalization process that foreign fighters undergo (bottom-up/ individual). In particular, the research focuses on an analysis of Islamic State and the recruitment/mobilization of sixteen foreign fighters from Tunisia, Saudi Arabia, France, and the United Kingdom. The analysis shows that both top-down and bottom-up concepts are important but that the extent to which each is used depends on the profiles of the country in question. The study concludes by demonstrating the comparative value of top-down and bottom-up approaches in terms of understanding contemporary terrorist recruitment and providing policy recommendations.

Abstract:: A large body of research suggests mass publics are capable of thinking coherently about international relations. We extend this body of research to show that domain relevant postures – in our case, more abstract beliefs about foreign policy – are related to how tough of a line representative samples of US and UK respondents want their governments to take toward China. More specifically, we utilize a unique comparative survey of American and British foreign policy attitudes to show broad support for toughness toward China. Beliefs about the use of the military and attitudes regarding globalization help explain preferences for tough economic and military policies toward China. In the two countries, the relationship between general foreign policy outlooks and the positions citizens take is robust to the addition of a general mediator that controls for the general affect those surveyed have toward China. Finally, the strength of the relationship between these abstract postures and specific preferences for a China policy are different across the countries.

46. A Tran-Atlantic Condominium of Democratic Power: the grand design for a post-war order at the heart of French policy at the Paris Peace Conference

Abstract:: France’s policy at the Paris Peace Conference has long been characterised as a bid to destroy German power and to secure a dominant position in the post-1918 European political order. The strategy and tactics of French premier Georges Clemenceau are nearly always contrasted with those of American president Woodrow Wilson. Clemenceau is represented as an arch cynic and committed practitioner of Realpolitik while Wilson is depicted as an idealist proponent of a new approach to international politics. The earliest, and one of the most extreme, articulation of this view was advanced by John Maynard Keynes in his Economic Consequences of the Peace. In what remains the most influential book ever written about the peace conference, Keynes characterised Clemenceau as a French Bismarck and the chief advocate of a ‘Carthaginian peace’.1 This judgement has reverberated through the historiography of the European international politics ever since.2 This general picture misses important dimensions to French planning and thus to the possibilities for peace in 1919. The evidence reveals that the peace programme of the Clemenceau government was much more open-ended and innovative than is generally recognised. French negotiators did propose a highly traditional project to overthrow the European balance of power by detaching the Left Bank of the Rhine from Germany and placing this region under permanent occupation. But there were other currents in French planning and policy that have been neglected. The French peace programme, as it emerged in February-March 1919, was a complex combination of power political calculation and an ideological commitment to a democratic peace based on new principles of international politics. Alongside the aim of territorial adjustment and a weakening of German power was a thoroughly trans-Atlantic conception of a democratic post-war order that allowed for the possibility of political and economic co- operation with a reformed and democratic Germany. The flexible and fundamentally multilateral character of this ‘larger strategic design’ overlapped with prevailing internationalist visions of peace and security in ways that have been missed by most scholars. French policy was much more ambiguous than Clemenceau was later willing to admit. Along with his chief lieutenant André Tardieu, he would spend much of the 1920s denouncing the failure of successive governments to impose the letter of the Versailles Treaty.4 But this post-war posturing has done much to obscure the complex character of his government’s peace programme.

Abstract:: Over the last 14 years of war, our military developed incredible relationships both within and outside the Department of Defense. The concept of the Joint Force reached its full potential as we relied on one another in places such as Iraq and Afghanistan. We learned how to effectively integrate the talents of our Special Operations Forces and conventional forces on the battlefield. We integrated with other government agencies on the battlefield, ranging from the CIA to USAID, moving the concept of “one team, one fight” forward. We even worked closely with non-governmental organizations (NGOs) and humanitarian organizations, often finding ourselves in similar areas with similar goals. As we continue to downsize in Afghanistan and our efforts in Iraq remain at the advisory level, my biggest fear is that we forget the lessons we have paid for with the blood and sweat of our brothers and sisters. It is absolutely critical that the military retain the myriad lessons learned from these 14 years for future conflicts. Toward the goal of capturing important lessons learned, Transparency International UK’s Defence and Security Programme has published the valuable handbook, “Corruption Threats and International Missions: Practical Guidance for Leaders.” This well-written and easy-to-use document will be invaluable to leaders of any organization conducting operations in areas where corruption exists, but especially for our military leaders of today and tomorrow.

Abstract:: Corruption, instability, and conflict tend to go hand in hand. Twelve of the fifteen lowest-ranking countries on Transparency International’s Corruption Perceptions Index are currently experiencing violent insurgencies, extremist activity, or other signs of deep-seated instability. [1] Systemic, embedded corruption is a thread that runs through such seemingly disparate events as the outbreak of the Arab Spring, the conflict in Ukraine, the failure of the Malian army in 2012, the growth of Boko Haram in Nigeria, and the retreat of the Iraqi security forces in the face of ISIS. However, the effects of corruption are not limited to exacerbating the risk of conflict; corruption also makes it more difficult for states to respond to threats and for international institutions and other actors to offer effective assistance.[2] Assistance to fragile and failing states tends to include two types of engagement: international peacekeeping and/or stabilization operations and defense capacity building (i.e. assistance to the recipient states’ security forces). But without anticipating and mitigating the risks that corruption poses, the international community risks the intent of security assistance being subverted, the assistance wasted, and the success rate of stabilization operations being severely impaired. In particular, misappropriation of funds, vanishing resources, and a reliance on malign power-brokers can irreparably damage the operational success of a mission. This article is based on the research investigating the international community’s approach (or lack thereof) to tackling corruption in Afghanistan carried out by Transparency International UK’s global Defence and Security Programme (TI-DSP) and based on over 75 interviews with civilian and military officials. This work is supported by insights from TI-DSP’s long-term engagement in the Building Integrity training for the Afghan National Army and Afghan National Police.[3] In the resulting report, we argue that corruption has had a significant impact on ISAF mission success and that the international community’s reaction to corrupt practices was too little, too late. We point to three main ways in which corruption and uncontrolled money flows can diminish the effectiveness of the mission and offer a planning and risk assessment framework as the first step toward addressing corruption risks on operations...

Abstract:: In May 2013 Barclays Bank in the UK announced it was shutting down the accounts of four Somali Money Service Businesses (MSBs) includ- ing Dahabshiil, the largest remittance company operating in the Somali regions. Following international uproar, and a Somali diaspora-led grassroots campaign, the UK government took on the task of setting up an Action Group on Cross Border Remittances and a Somali-UK Safer Corridor Pilot Project with the aim of finding a durable solution to the problem. Two years later, however, the Safer Corridor Project has collapsed. Legal remittance flows persist, albeit in a fragile and precarious environment. This paper provides a brief update on the Safer Corridor Initiative, its challenges, and how the money transfer sector has been adapting to the process.

Abstract:: Thomas Piketty's Capital in the Twenty-First Century is a tour de force—a compelling and accessible read that presents an eloquent and convincing warning about the future of capitalism.* Capitalism, Piketty argues, suffers from an inherent tendency to generate an explosive spiral of increasing inequality of wealth and income. This inegalitarian dynamic of capitalism is not due to textbook failures of capitalist markets (for example, natural monopolies) or failures of economic institutions (such as the failure to regulate these monopolies), but to the way capitalism fundamentally works. Abstract:: Whichever party or parties form the next UK government, a Strategic Defence and Security Review (SDSR) is expected to begin soon after the general election in May. The review might be a 'light touch' exercise—little more than a reaffirmation of the SDSR produced by the coalition government in 2010. It seems more likely, however, that the review will be a lengthier, more deliberate exercise and one which might even last into 2016. For those most closely engaged in the process the challenge is more complex than that confronted by their predecessors in 2010. The international security context is more confused and contradictory; the UK's financial predicament is still grave; security threats and challenges will emerge that cannot be ignored; the population's appetite for foreign military engagement appears nevertheless to be restricted; and prevailing conditions suggest that the risk-based approach to national strategy might be proving difficult to sustain. Two key questions should be asked of the review. First, in the light of recent military experiences, what is the purpose of the United Kingdom's armed forces? Second, will SDSR 2015–16 sustain the risk-based approach to national strategy set out in 2010, and if so how convincingly? Beginning with a review of the background against which SDSR 2015–16 will be prepared, this article examines both enduring and immediate challenges to the national strategic process in the United Kingdom and concludes by arguing for strategic latency as a conceptual device which can complement, if not reinvigorate, the risk-based approach to national strategy and defence.

Abstract:: This article argues that there has been an increasing convergence of the discourses of terrorism, radicalization and, more lately, extremism in the UK and that this has caused counterterrorism to lose its focus. This is particularly evident in the counterterrorism emphasis on non-violent but extremist ideology that is said to be 'conducive' to terrorism. Yet, terrorism is ineluctably about violence or the threat of violence; hence, if a non-violent ideology is in and of itself culpable for terrorism in some way then it ceases to be non-violent. The article argues that there should be a clearer distinction made between (non-violent) extremism of thought and extremism of method because it is surely violence and the threat of violence (integral to terrorism) that should be the focus of counterterrorism. The concern is that counterterrorism has gone beyond its remit of countering terrorism and has ventured into the broader realm of tackling ideological threats to the state.

Abstract:: The 'Five Eyes' alliance, led by the United States, spends close to 100 billion dollars a year on intelligence. This review article argues that western countries are distinguished by their sophisticated approach to the making of intelligence-led national security policy. Political leaders and policy-makers who access this sensitive material are often involved in elaborate systems that constitute part of the core executive and which seek to task and improve the intelligence leviathan. Western intelligence therefore has a 'central brain' that devotes considerable energy to both analysis and management. By contrast, in the majority of other states around the world, the orientation of intelligence has often been inward facing, with a high priority given to regime security. Some would suggest that intelligence has been an important component of western power projection, while others would argue that this process has been over-expensive and has under-delivered, not least in the last decade. Either way, the debates about development of the central intelligence machinery that supports western security policies are of the first importance and fortunately this discussion has been advanced by the appearance of several valuable new studies: these are discussed in this review article.

Abstract:: Legal transplants scholarship has thoroughly examined the transnational diffusion of legal institutions. Although Article 38 of the Statute of the International Court of Justice acknowledges that international law draws upon domestic legal systems, the exchange of legal institutions between states and international law has yet to receive similar treatment. This article highlights the process of vertical diffusion – that is, the borrowing of legal institutions between the nation-state and international law. Vertical diffusion takes place in two forms: downward and upward diffusion. Scholarship on the internalization and vernacularization of international law has highlighted the process of downward diffusion. This article offers a theory of internationalization of law and the emergence of internationalized legal transplants. It draws on a study of the internationalization of the amicus curiae participation procedure from the United Kingdom to the European Court of Human Rights. Three main conditions must be present for internationalization: the institution’s structural transformation that results in a law-making opportunity, norm entrepreneurs, and access to the decision-making body. The study of internationalized legal transplants is important to have a more fine-grained perspective on the making of international law. The evidence of the diffusion of legal institutions between domestic law and international law also creates a bridge between international law and comparative law scholarship.

The number of Latin Americans accessing the Internet jumped 12 percent last year, and mobile traffic is on the rise too. From July 2011 to July 2012, Flurry Analytics reports that four of the 10 fastest growing iOS and Android markets, as measured by the number of active devices, were in the Americas: Chile (279 percent); Brazil (220 percent); Argentina (217 percent); and Mexico (193 percent). Federico Torres, CEO of Traetelo, a cross-border marketplace solely focused on Latin America, explained why the region's future is digital at the June 2013 Chicago Internet Retailer Conference and Exhibition, the world's largest e-commerce conference. According to Traetelo, Chile (27 percent growth), Mexico (19 percent) and Brazil (19 percent) were among the five fastest-growing e-commerce markets in the world last year. “Three-quarters of Latin America shoppers find the products they search for on U.S. e-commerce sites,” said Torres.

Abstract:: The adoption of the Geneva Accord between Iran and the P5+1 (the US, UK, France, Russia, China plus Germany) to resolve issues related to Iran's nuclear program on November 24, 2013, brought about a series of debates in political circles. In many ways, it could be considered a historic event with international and regional implications and also ushered in a new chapter in Iran-U.S. relations. Abstract:: Diplomatic relationship between Iran and the United Kingdom is one of the most heated debates in the foreign policy of the Islamic Republic. The pros and cons of these relations have always been subject to argument and controversy among politicians and academics. This article seeks to analyze diplomatic ties between the Islamic Republic of Iran and the United Kingdom, applying the cost-benefit analysis method. In this relationship, the costs and benefits are discussed in three situations including the maintenance, downgrading, and rupture of diplomatic relations. The main question answered by the authors is how diplomatic relations between the Islamic Republic of Iran and the United Kingdom can be analyzed according to the cost-benefit analysis method, and what costs and benefits can be brought about for Iran in case of the rupture, downgrading or maintenance of diplomatic relations with Britain. The final conclusion of this research suggests that under the current circumstances, downgrading diplomatic relations with the United Kingdom can lead to fewer costs and further benefits for the Islamic Republic of Iran in comparison to the other two options.

This symbiosis between the state and its ability to wage war has long been synonymous with statehood itself, and what it means to be independent within the international state system. Abstract:: When NATO heads of state and government convene in Newport, Wales, in September 2014, it will be their first meeting in the UK since the London summit of July 1990. A quarter of a century ago, NATO was reborn. The London Declaration on a Transformed Alliance was NATO's keynote statement of renewed purpose, issued in 1990 as the Cold War was drawing to a close. In it we find the beginnings of the tasks which would come to define the alliance in the post- Cold War period, along with an appreciation of a fundamentally altered strategic landscape. Europe had 'entered a new, promising era', one in which it was thought the continent's tragic cycle of war and peace might well be over. The 2014 summit communiqué is unlikely to reflect such optimism, but what it surely needs to do is to recapture the spirit of enterprise that NATO has on occasion been able to articulate in demanding times.

Abstract:: This article discusses the 'Big Society' of the U.K. and particularly the Localism Bill, a distinct component of this agenda aimed at decentralizing government, transferring power to local authorities and communities. This research examines the Localism Bill effectiveness and ways in which it is different from other decentralization efforts, while also exploring the possibility of adopting select provisions of the Localism Bill in Yerevan. Our main findings show that the respondents who are well informed about the U.K. government’s domestic policies recognize the freedoms and flexibilities that are transferred to local governments. The level of satisfaction with the Council has increased considerably among the citizens of Sutton. Our analysis also demonstrates that respondents to the second survey were willing to champion and/or support local government reforms in Yerevan. Nonetheless, the majority of them did not believe such reforms were feasible at this time.

Abstract:: Some months ago while clearing my late mother 's house I came across a stamp album from my school days in the 1960s. There were stamps from 'Croatia ', in reality produced by extremist groups in Argentina, but testifying to the existence of the Nazi puppet state of Croatia (NDH) in the 1940s. But to my surprise, I also found stamps from the 'Alawite State of Syria '. An independent Croatia is now a reality and soon to become a member of the European Union. For that matter we also have states of Bosnia-Herzegovina, Montenegro and Kosovo. And the former Soviet Union has broken up into its constituent republics. Who would have imagined this as late as 1990? But maybe the break up of states, whether Yugoslavia or Czechoslovakia, and possibly the United Kingdom if Scotland opts for independence in 2014, is a purely European phenomenon?

Abstract:: How do policymakers infer the long-term political intentions of their states' adversaries? A new approach to answering this question, the “selective attention thesis,” posits that individual perceptual biases and organizational interests and practices influence which types of indicators a state's political leaders and its intelligence community regard as credible signals of an adversary's intentions. Policymakers often base their interpretations on their own theories, expectations, and needs, sometimes ignoring costly signals and paying more attention to information that, though less costly, is more vivid (i.e., personalized and emotionally involving). In contrast, intelligence organizations typically prioritize the collection and analysis of data on the adversary's military inventory. Over time, these organizations develop substantial knowledge on these material indicators that they then use to make predictions about an adversary's intentions. An examination of three cases based on 30,000 archival documents and intelligence reports shows strong support for the selective attention thesis and mixed support for two other approaches in international relations theory aimed at understanding how observers are likely to infer adversaries' political intentions: the behavior thesis and the capabilities thesis. The three cases are assessments by President Jimmy Carter and officials in his administration of Soviet intentions during the collapse of détente; assessments by President Ronald Reagan and administration officials of Soviet intentions during the end of the Cold War; and British assessments of Nazi Germany before World War II.

Abstract:: For over sixty years, the possession of nuclear weapons and practice of nuclear deterrence have been important to the United Kingdom's defense policy, self-image, and international standing. It was a partner in the Manhattan Project and had acquired its own weapons by the mid-1950s, its program thereafter assisted by cooperation agreements with the United States. Its nuclear capability has long been assigned to the NATO alliance, and it is one of the five nuclear weapon states recognized by the 1970 Nuclear Non-Proliferation Treaty (NPT).

Abstract:: The Arctic Council (AC) is an inter-governmental organization that, since its creation in 1996, has been widely recognized as one of the most progressive regional bodies in the world. The membership includes the eight Arctic states (A8), six permanent participants, and observer states such as the UK and Germany. From May 2013 onwards, there are also new permanent observers including China, India, Japan, and South Korea. The European Union's candidature has been delayed and subject to further review and assessment. The Council is chaired by one of the eight Arctic states for a two year period. The current chair is Canada (2013- 2015) and it will be followed by the United States (2015- 2017). The permanent participants, including the Inuit Circumpolar Council, Saami Council, and Aleut International Association, enjoy full consultative status and may address the meetings of the Council. Administrative support is provided by the Indigenous Peoples Secretariat (IPS), which is based in Copenhagen. The AC lies at the heart of debates about Arctic futures. It faces two challenges – institutional evolution and membership. For its supporters, the AC occupies center position in promoting an orderly and cooperative vision for the Arctic, but there is no shortage of commentary and punditry analyzing and predicting a rather different vision for the Arctic. As Paul Berkman asserted in the New York Times, under the heading “Preventing an Arctic Cold War,” there is little room for complacency. Berkman's analysis warned of Arctic and non-Arctic states being increasingly forced to confront difficult issues relating to policing, resource management, accessibility and navigability, alongside environmental protection. His suggestion at the end of the piece appeared, seemed rather odd, “[a]s the head of an Arctic superpower and a Nobel laureate, Mr. Obama should convene an international meeting with President Putin and other leaders of Arctic nations to ensure that economic development at the top of the world is not only sustainable, but peaceful.” Bizarrely, there is little analysis of how, and to what extent, the AC and other bodies, including the United Nations Law of the Sea (UNCLOS), are actively providing “rules of the road” (Berkman's phrase) for the Arctic region and beyond. This piece focuses on some issues that require further attention (such as the protection of the Arctic marine environment) while acknowledging how the AC has changed in the last few years. As a regional body, it operates in a strategic environment where few specialist observers believe that military conflict or destabilizing resource speculation is likely to prevail. Nonetheless, it is a work in progress with pressing demands to address. I will discuss debates about membership status and the institutional evolution to respond to experts' concerns about disasters (which might involve a shipping or drilling accident) and ongoing climate change, including manifestations such as sea ice thinning in the Arctic Ocean

Abstract:: On 18 September 2014, the people of Scotland will decide whether to remain within the United Kingdom or to secede from a 400-year-long union with England and form an independent state. It is harder to predict the outcome of the referendum than it is to explain what lies behind it. Before examining its immediate context, therefore, this article surveys the history of Anglo-Scottish relations and reveals some of the historical tensions which have led to the most significant constitutional crisis that the UK has faced since the creation of the Republic of Ireland in 1922. Borrowing from the Canadian Prime Minister Pierre Trudeau's memorable description of his country's relationship with the United States, Scots often describe their country's relations with England as like sleeping with an elephant. For Scotland, as for Canada, occupying the same bed as a much larger partner is a challenging experience. The size of that challenge can be illustrated demographically: England has a population ten times larger than Scotland's. More precisely, of the total population of the United Kingdom, 83.9 percent (53 million) live in England and 8.4 percent (5.3 million) in Scotland, the rest living in Wales 4.8 percent (3 million) and Northern Ireland 2.9 percent (2 million). Using the dual backdrop of the country's embedded multiculturalism policy and its counter-terrorism strategy implemented through the Prevent agenda, the authors brush a picture of a tense yet ultimately resilient relationship. While Prevent was often accused of leading to a securitisation of community policy, it is arguable that tensions have led to increased visibility and leadership capacity from the Muslim community, and a recognition of their role and diversity on behalf of the public and the government.

Abstract:: In April 1986, the Reagan administration, with the support of the Thatcher administration in the United Kingdom, bombed several targets within Libya as retaliation for Libyan terrorism that they believed had begun to challenge essential U.S. security interests. Although the stated goal was to change Libya's behavior and reduce its incentives for supporting terrorism, senior leaders and policymakers were quick to declare victory based on military success in striking the targeted sites. Libya's subsequent support for the bombing of Pan Am Flight 103, which came down over Lockerbie, Scotland, in 1988, and the bombing of the Union de Transports Aériens (UTA) Flight 772 in Africa, taken down over Niger in 1989, provide meaningful rebuttals to claims that the 1986 action succeeded in preventing Libyan support for terrorism.

Abstract:: Andrew Moravcsik's review of David Marquand's book The End of the West (“Recent Books on International Relations,” September/October 2011) characterized Marquand as both a political turncoat and a weak-kneed, inconsistent thinker who has reversed his position on European integration. These are damaging accusations, and both are manifestly untrue. Marquand has always been a pillar of the United Kingdom's democratic left; he stuck with the Social Democratic Party from start to finish, and he has never wavered in his advocacy of European integration.

Abstract:: With its 2009 report on the state of the discipline of International Relations (IR), the Teaching, Research, and International Policy (TRIP) Project of the Institute for the Theory and Practice of International Relations aimed to tackle directly Ole Wæver's claim that IR 'is and has been an American social science' (Wæver 1998: 687). Driven by the question of whether or not one could see national variations in the way scholars think about the discipline, and if one could agree on the existence of a single IR discipline, the TRIP project engaged in an ambitious ten-country survey about 'the state of the discipline' (Jordan et al. 2009). The choice of the ten countries surveyed then (Australia, Canada, Ireland, Israel, Hong Kong, New Zealand, Singapore, South Africa, United Kingdom, and the United States) reflects an obvious yet unmentioned selection criteria: these countries use English as the main language of scientific communication. If no consensus could be reached as to whether IR was an American discipline per se, there could at least be an implicit consensus that to be considered and acknowledged — and thus evaluated, measured, and assessed — the discipline(s) of IR had to be Anglophone by definition. This presumption also underpinned Stephen Walt's recent commentary on the persistent dominance of Anglo-Saxon scholarship in IR. 'I'm still struck', he admitted, 'by the relative dearth of “big thinking” on global affairs from people outside the trans-Atlantic axis, including continental Europe. And by “big thinking” I mean ideas and arguments that immediately trigger debates that cross national boundaries, and become key elements in a global conversation' (Walt 2011).

86. Smart muddling through: rethinking UK national strategy beyond Afghanistan

Abstract:: When the Conservative–Liberal Democrat coalition was formed in May 2010 it was confronted with a Ministry of Defence (MoD) in crisis, with armed forces committed to intensive combat operations in Afghanistan and with an unenviable financial situation. Yet within five months the coalition government had published a new National Security Strategy (NSS—the third in three years), a new Strategic Defence and Security Review (SDSR) and a spending review. Among the United Kingdom's allies, France and Australia had prepared their defence white papers of 2008 and 2009 respectively in the context of a more benign global economic environment, while the United States used its national security policy of 2010 to provide a strategic overview without setting out in much detail what it would require of the relevant departments. The UK was effectively, therefore, the first western state to undertake a complete defence and security review in the 'age of austerity'. To add to the challenge, the coalition recognized that there were also problems within its own machinery of government, and came up with some novel solutions. In a radical step, it decided that national security would henceforth be overseen by a new National Security Council (NSC) chaired by the Prime Minister. A National Security Advisor—a new appointment in UK government—would lead Cabinet Office support to the NSC and the review process. The novelty of these arrangements raised questions about whether a more established system might be required to manage such a major review of UK national security. Nevertheless, the strategy review proceeded apace.

Abstract:: In terms of press coverage and political debate, the story of British defence since the end of the Cold War has been marked by three themes: policy (direction and review), management (shortcomings and initiatives), and military operations, although academic studies and courses tend to neglect the management domain. In principle, these three elements should be closely linked, with policy defining the evolving state of the world and constraining the direction of the country's military response, management delivering the leadership, organization and coordination to build the forces to enable the policy to be implemented, and military operations being undertaken in line with the policy guidance and management preparations made. In practice, however, there have been significant disjunctions between the operations mounted and the policy and management. Military operations launched since 1990 have all been something of a surprise, most of them requiring significant extra funding to be obtained through Urgent Operational Requirements (UORs) to enhance and modify British capabilities before the operations could begin. The concept of Force Elements at Readiness (FE@R), the key output of the mainstream defence budget, came to be recognized in the MoD as of only limited utility unless consideration of the specific attributes of a particular adversary, the physical environment of the envisaged operation and the contribution of allies were also included in the equation.

Abstract:: The theme of risk pervades the western security discourse at the beginning of the 2010s. The United Kingdom's 2010 National Security Strategy (NSS) employs the term 'risk' no fewer than 545 times, while its 2010 Strategic Defence and Security Review (SDSR) mentions the word 96 times. The United States' 2010 Quadrennial Defense Review (QDR) uses the words 'risk' or 'risks' 95 times over the course of its analysis. Risk is an explicit theme in the Australian Defence White Paper of 2009, Germany's Defence Policy Guidelines of 2011, The French White Paper on Defence and National Security of 2008 and the Spanish Security Strategy of 2011. It is also implicit in almost all other western security documentation since 2001 in one way or another.

Abstract:: The term 'juridification' was first used by Gerry Rubin over a decade ago to describe ways in which the British court-martial system was being altered by civil judgments that civilianized the military legal system and reduced the autonomy of the armed forces. Since then, little scholarly attention has been focused on legal developments and their impact on traditional forms of governance of the British armed forces—especially its hierarchical and tradition-based approach to the conduct of its business. More recently, Christopher Dandeker has explored the 'right' of, versus the 'need' for, the British armed forces to be different from the society they serve, and I have explored the impact of wars since 1997 on the three branches of the British state and on the relationship of the state to its citizens. The focus in the present article is on the consequences of changes to the legal framework for the British armed forces. This is of interest not just because the armed forces have been so regularly deployed in combat over the last decade and a half, but also because as an organization the British military has been based on strong hierarchies, self-referential judgments, strong internal (but poor external) transparency and, above all, certainty of process and basic presuppositions that underpin all its activities.

Abstract:: Once viewed as an interesting but minor subset of the broader disciplines of international relations and security studies, the promotion of civil-military relations (CMR), under the new and broader banners of security sector reform (SSR) and stabilization, has become a critical component of foreign, defense, and development policies of former colonial powers in the 21stcentury.1Indeed, it would be fair to say that the promotion of CMR/SSR has become a booming industry. The United States, United Kingdom (UK), Germany, and France have sanctioned the development of this industry through the award of contracts to preferred service providers. There appears, however, to be little consistency, coordination, monitoring, or regulation in the selection of service providers or in the way in which the service is provided.

Abstract:: The great international intervention in Afghanistan is due to run down to a token presence by 2014. Foreign troops are returning home already, and their continued reduction will change the nature of the operation there. Closer to Europe, the Arab Spring has displaced more than a million people along the north coast of Africa. The efforts of those refugees to migrate toward Europe could begin to unsettle the region. Meanwhile, the European economy seems to be heading for long-term decline, and last summer's rioting in the United Kingdom (UK) has alarmed politicians and damaged British urban areas. Looking ahead, this article argues that 2015 may mark the start of a rather different security era, one in which the British government may have to determine whether the safety of its own population takes priority over supporting U.S. operations overseas.

Abstract:: The article analyses the European Court of Human Rights' recent judgments in Al-Skeini v. United Kingdom and Al-Jedda v. United Kingdom. The former is set to become the leading Strasbourg authority on the extraterritorial application of the ECHR; the latter presents significant developments with regard to issues such as the dual attribution of conduct to states and to international organizations, norm conflict, the relationship between the ECHR and general international law, and the ability or inability of UN Security Council decisions to displace human rights treaties by virtue of Article 103 of the UN Charter. The article critically examines the reasoning behind the two judgments, as well as their broad policy implications regarding ECHR member state action abroad and their implementation of various Security Council measures.

Abstract:: This may be the most important proposition revealed by history: 'At the time, no one knew what was coming.' With Britain's main parties of government deeply divided on the question of European integration, the country's politicians have been reticent to the point of paranoia about opening up national debates about the European Economic Community/European Union. This article argues that on the issue of 'Europe' most organs of the British media have, in a variety of ways and for various reasons, been on a journey between 1973 and the present from permissive consensus to destructive dissent. In putting forward this interpretation the article adapts Liesbet Hooghe and Gary Marks's judgement that, since the signing of the Treaty of Maastricht in 1991, European policy-making elites have increasingly had to 'look over their shoulders when negotiating European issues'. This is because public interest in notionally European-level affairs has risen in proportion to the number and contentiousness of landmark decisions being taken at the supranational level. Crucially, there has been a marked rise in Euroscepticism across the Continent, with national politicians having to 'make room for a more Eurosceptical public' when coming to decisions on European integration, especially on sensitive topics such as fiscal union and constitution-building.2The title of this article reflects the specificity of the British case, where a seismic shift took place during the 1980s. Widespread (but by no means total) media support, sometimes manifest as quiet or just plain uninterested acquiescence in the European project in its 'common market' guise, has given way to a vigorously partisan hostility bordering on a nationalist and in some arenas xenophobic approach to the coverage of European affairs.

97. A high price to pay? Britain and the European budget

Abstract:: Shadows of 'bougets', in the old sense of moneybags, loom over Britain's stance on the EU budget today, as they did over EC budgets 40 years ago. Three of the make-or-break issues for the UK in the negotiations over the multiannual financial framework (MFF) for the period from 2014 to 2020 concern the direct cost of UK membership. The first is maintaining the British correction or 'rebate', while also maintaining member state sovereignty over budget revenue decisions. (The current rebate, some claim, was finally gained by another 'bouget', Mrs Thatcher's fabled handbag, in 1984.) Cutting finance to the Common Agricultural Policy (CAP) is the second, and closely linked to the first. At the time Britain was negotiating its terms for accession, its less Eurocentric agricultural trade patterns, and its higher dependence on cheap food imports from outside the Communities, marked it off from the six founding EC member states for which food security was a high priority. UK food prices were relatively low compared to Continental prices. Agriculture was a smaller economic and employment sector in the UK than it was in Continental Europe, and land ownership patterns also differed markedly. The third, and again related, issue is reducing the overall size of the MFF: that is, limiting the amounts available for the EU's annual budgets over several years, and therefore reducing the UK's contributions.

99. The European dividing line in party politics

Abstract:: European integration is a cross-cutting political issue that has divided British political parties for over half a century. When Conservative Prime Minister Edward Heath sought to take Britain into the then Common Market, he relied on the votes of 69 pro-European rebel Labour MPs to get the European Communities Bill through the House of Commons in 1971—an early sign of the divisive impact membership of the European Union would have on British party politics. Barely a decade after accession, the Labour Party had sought to renegotiate the UK's terms of membership, held a referendum on whether the UK should remain in the Common Market, split in part over the issue and finally fought an election in which it called for withdrawal. Fast forward another three decades and the Labour position was broadly pro-European, while Tory rebels, alongside a party established to oppose membership, the United Kingdom Independence Party (UKIP), were advocating withdrawal from the Union. And if withdrawal was not the official Conservative position, Euroscepticism has certainly become prevalent in that party, leading one Conservative parliamentarian to claim: 'The dividing line in the Conservative Party is now in/out.'

100. The UK and European defence: leading or leaving?

Abstract:: The problem of European defence is that it does not work with the United Kingdom, but would not work without it either. Unlike in other policy areas, in defence the issue is not British resistance to Brussels directives. Populist outcries against a mythical 'Euro-Army' notwith-standing, British sovereignty is not under threat. The real issue is that other European countries are not doing enough in spite of being urged from both sides of Brussels—by the European Union and the North Atlantic Treaty Organization (NATO). 'Too many countries are failing to meet their financial responsibilities to NATO, and so failing to maintain appropriate and proportionate capabilities. Too many are opting out of operations or contributing but a fraction of what they should be capable of ', in the words of Defence Secretary Philip Hammond. Britain, on the contrary, is the leading European military power, accounting for 22.4 per cent of defence expenditure and 11.8 per cent of armed forces, and it is more willing than most to deploy those forces (providing 20.8 per cent of the average number of troops deployed), including for combat operations. Its military clout enables the UK to lead the others—any scheme for European defence without it would indeed be severely handicapped. But does Britain want to lead? The paradox is that while the EU's Common Security and Defence Policy (CSDP) would not have come into being without British leadership, it would be much more effective without British reluctance to make full use of it. In contrast to most European countries, the UK has never stopped seeing European defence and the continued assurance of transatlantic partnership (in the shape of its special relationship with the United States and the NATO alliance) as a zero-sum game.
