- The continuing terrorist attacks in the West and different parts of Asia and Africa underscore the resilience, adaptability and regenerative nature of the prevailing global terrorist threat. With these attacks, the contours of the post-IS threat environment are now becoming increasing clear. It entails four major issues: a decentralised threat landscape, the challenge of returning foreign fighters from Iraq and Syria, the emergence of new IS hotspots in the Philippines, Afghanistan and parts of Africa, and cyber radicalisation. This requires continued vigilance, collaborative responses and sharing of best practices between security institutions and intelligentsia. In the context of continuing terrorist threat, the massacre of over 500 civilians in Eastern Ghouta in Syria by the Bashar Al-Assad regime is concerning for several reasons. The brutal use of violence will continue to fuel jihadist recruitment, strengthen the extremist narrative and create space for IS-linked and other militant groups to survive. Whether it is Iraq, Syria or Afghanistan, the absence of conflict stabilisation has undermined counter-terrorism efforts in these war-torn territories. The imagery of civilian killings in Ghouta plays right into the hands of groups like Al-Qaeda and IS as these groups continue to be the by-products of anarchy and lawlessness in active conflict zones. Against this backdrop, the first article by Abdul Basit explores the urban footprint of pro-IS jihadists in South Asia. The author observes that the dissemination of IS ideology of Jihadi-Takfiri-Salafism has galvanised a new generation of South Asia jihadists, which is narrowly sectarian, brutally violent and tech savvy. This pro-IS generation of jihadists uses various social media platforms for propaganda dissemination, recruitment and operational planning. In recent months, they have moved from open-end to encrypted social media applications. This development coupled with their segregated cell-formations makes their detection challenging. In conclusion, the author suggests that in addition to robust social media monitoring capabilities and operational preparedness, various South Asia governments would also require robust counter-ideological responses to overcome and neutralise IS appeal in this generation of South Asia jihadists. Highlighting the threat from social media, Syed Huzaifah Bin Othman Alkaff examines the trajectory of online radicalisation of a young Filipino girl, whose quest to atone herself from a ‘sinful’ past life exposed her to IS-recruiters online. The recruiters encouraged her to undertake the so-called ‘hijra’, after which she emerged as the head of IS’ female wing in Marawi (Mindanao, Phillipines). Syed highlights the need for a proactive approach by the governments and mainstream Islamic scholars to impart correct interpretations of key Islamic concepts such as jihad, caliphate, hijra and takfir to Muslim youth. It is argued that these efforts will circumvent the exploitation of these concepts by violent-extremist groups. Departing from the discussion on Islamist terrorist groups, this issue carries an article by C. Nna-Emeka Okereke focusing on the dynamics of the current indigenous Anglophone (English-speaking population) crisis in Cameroon and the escalating violence between the community in the northwest and southwest and the government. The Anglophone community is resentful towards what is perceived to be their marginalisation and the erosion of their unique identity as a result of various government actions relating to issues such as the creation of a centralised state from a two-state federation, and status of the English language. A segment of the Anglophone community has resorted to violence to address its grievances, conducting arson attacks and bombings targeting schools, government and security personnel. The instability has resulted in the displacement of thousands of refugees into Nigeria and poses security challenges to the country as it goes into the Presidential elections, and to the entire Lake Chad Basin.

- For more than half a century, the United States has played a leading role in shaping order in East Asia. This East Asian order has been organized around American military and economic dominance, anchored in the U.S. system of alliances with Japan, South Korea, and other partners across Asia. Over the decades, the United States found itself playing a hegemonic role in the region—providing security, underwriting stability, promoting open markets, and fostering alliance and political partnerships. It was an order organized around “hard” bilateral security ties and “soft” multilateral groupings. It was built around security, economic, and political bargains. The United States exported security and imported goods. Across the region, countries expanded trade, pursued democratic transitions, and maintained a more or less stable peace.

- Regional maritime security has clearly wanted improved structures and mechanisms since early 2010. In 2011 Dr. Sam Bateman published an article, "Solving the 'Wicked Problems' of Maritime Security: Are Regional Forums up to the Task?" identifying a number of intractable problems. Recently, Bateman's list has been overshadowed by a variety of new 'wicked problems' and all parties continue to dig the hole deeper. These new issues faced by the East Asian nations include: the impact of domestic politics upon maritime security, the difficulty of striking a balance between the US and China, the struggle for self-reliant defense through rearming, the dearth of alternative models for maritime cooperation, the blurring of operational roles between navies and coastguards, and the reluctance to turn to legal mechanisms of dispute resolution. In Bateman's original exposition, the 'wicked problems' were directly applicable to current maritime security, but denoted some negative outlook. This paper is hopeful that the nations of the region might be willing to put the past behind them, so that some of the mounting catalog of issues can be resolved. If effective solutions are ever to be found, then the nations in dispute will inevitably have to adopt a more flexible mindset and break out of the perilous and unproductive cycles of action and reaction. The key aim of this paper is to identify trust-building strategies through which the nations of the region can mitigate their quarrels and collaborate in solving the challenges of regional maritime security, including both old and new 'wicked problems'.

- The 12 months under review saw the unfolding of the withdrawal timetable from Afghanistan, the second rotation of US Marines to northern Australia, the first “Full Knowledge and Concurrence” statement on US facilities on Australian soil in six years, and the end of Australia's long-term military deployments in Timor Leste and Solomon Islands. The Gillard government produced a trio of major policy statements built on an understanding that Asia's “extraordinary ascent” means Australia is entering “a truly transformative period in our history.” In the words of the Australia in the Asian Century White Paper: “In managing the intersections of Australia's ties with the United States and China, we will need a clear sense of our national interests, a strong voice in both relationships and effective diplomacy.” Meanwhile, Australian politics experienced a bit of turmoil. The Labor government discarded Australia's first female prime minister in an attempt to appease the voters, but instead the voters discarded the Labor government. So it was that in the national election on Sept. 7, Australia got its third prime minister in the same calendar year. After six years of Labor rule, the LiberalNational Coalition led by Tony Abbott is back in power. Plummeting opinion polls had caused the Labor Parliamentary Caucus to vote out Julia Gillard as leader in June and elect Kevin Rudd as prime minister. Thus, Labor returned to the man it had thrown out of the prime ministership in 2010, afraid he could not win the looming 2010 election. Facing the prospect of another federal election, the Caucus this time dispensed with Gillard and gave Rudd a second chance as prime minister. Rudd, though, carried the weight of Labor's six years in office and the wounds of his bitter three-year leadership wrangle with Gillard, a struggle that had eaten at the government's standing and morale. Abbott's simple message was a Coalition alternative to the disunity, drama, and spectacular hatreds of the Labor years, allowing the Liberal leader to run a campaign that was singularly light on policy commitments. In the end, not being Julia Gillard or Kevin Rudd was enough for an Abbott triumph.

- East Asia has experienced a drastic decline in incidences of warfare and has had exceptionally low levels of battle deaths after 1979. However, East Asian peace had already begun in 1967 inside ASEAN. Is it possible that East Asian peace began in ASEAN and spread to the rest of East Asia? This is the question that this article aims to tackle by showing the association between a reasonable and plausible explanation, the ASEAN Way, and East Asian peace after 1979. The argument about the role of the ASEAN approach in the pacification of East Asia is based on an examination of the patterns of frequency of conflicts, numbers of battle deaths and conflict termination. In this kind of examination, it seems that the recipes for peace in East Asia after 1979 are similar to those of ASEAN after 1967, and that their relationship to conflicts was also very similar.

12. How Japan matters in the evolving East Asian security order

- This article argues that Japan matters crucially in the evolving East Asian security order because it is embedded both in the structural transition and the ongoing regional strategies to manage it. The post-Cold War East Asian order transition centres on the disintegration of the post-Second World War Great Power bargain that saw Japan subjecting itself to extraordinary strategic constraint under the US alliance, leaving the conundrum of how to negotiate a new bargain that would keep the peace between Japan and China. To manage the uncertainties of this transition, East Asian states have adopted a three-pronged strategy of: maintaining US military preponderance; socializing China as a responsible regional great power; and cultivating regionalism as the basis for a long-term East Asian security community. Japan provides essential public goods for each of these three elements: it keeps the US anchored in East Asia with its security treaty; it is the one major regional power that can and has helped to constrain the potential excesses of growing Chinese power while at the same time crucially engaging with and helping to socialize China; and its economic and political participation is critical for meaningful regionalism and regional integration. It does not need to be a fully fledged, 'normal' Great Power in order to carry out these roles. As the region tries to mediate the growing security dilemma among the three great powers, Japan's importance to regional security will only grow.

- This article argues that in the post-Cold War strategic transition in East Asia, ASEAN has helped to create a minimalist normative bargain among the great powers in the region. The regional norms propagated through the 'ASEAN way', emphasizing sovereignty, non-intervention, consensus, inclusion, and informality were extremely important in the initial stages of bringing the great powers – especially China and the United States – to the table in the immediate post-Cold War period. During this time, ASEAN helped to institutionalize power relations legitimizing the role of the great powers as well as the 'voice' of smaller states in regional security management. But the process of institutionalizing great power relations contains further steps, and what ASEAN has achieved is well short of the kind of sustained cooperation on the part of the great powers that is so necessary to the creation of a new stable regional society of states. Moreover, ASEAN has provided the great powers with a minimalist normative position from which to resist the more difficult processes of negotiating common understanding on key strategic norms. At the same time, ASEAN's model of 'comfortable' regionalism allows the great powers to treat regional institutions as instruments of so-called 'soft' balancing, more than as sites for negotiating and institutionalizing regional 'rules of the game' that would contribute to a sustainable modus vivendi among the great powers. As such, ASEAN's role is limited in, and limiting of, the great power bargain that must underpin the negotiation of the new regional order. This is a task that the regional great powers (the United States, China, and Japan) must themselves undertake.

- Secretary of State Hillary Clinton's visit to Indonesia, part of her initial overseas journey to Asia, was enthusiastically received in the world's most populous Muslim country. The secretary praised Indonesia's thriving democracy as evidence of the compatibility of Islam and political pluralism. Noting Southeast Asia's importance to the U.S., Clinton announced that the State Department would begin consideration of a process to sign ASEAN's Treaty of Amity and Cooperation, a prerequisite for membership in the East Asia Summit. She also acknowledged that Washington's harsh sanctions against Burma's military junta had not changed that regime's draconian rule but also pointed out that ASEAN's engagement strategy was equally impotent. Nevertheless, she stated that the U.S. would consult with ASEAN in the process of reviewing its Burma policy. Meanwhile, ASEAN held its 14th summit in Thailand at the end of February. While the global economic crisis dominated the agenda, the future of a human rights commission mandated by ASEAN's new Charter proved the most contentious, with the more authoritarian ASEAN members insisting that noninterference in domestic affairs should remain the underlying principle of any human rights body.

- To construct a coherent account of East Asia's evolving security order, this article treats the United States not as an extra-regional actor, but as the central force in constituting regional stability and order. It proposes that there is a layered regional hierarchy in East Asia, led by the United States, with China, Japan, and India constituting layers underneath its dominance. The major patterns of equilibrium and turbulence in the region since 1945 can be explained by the relative stability of the US position at the top of the regional hierarchy, with periods of greatest insecurity being correlated with greatest uncertainty over the American commitment to managing regional order. Furthermore, relationships of hierarchical assurance and hierarchical deference help to explain critical puzzles about the regional order in the post-Cold War era.
