Abstract:: High population growth is driving a rapid increase in the proportion of young people in Pacific Island countries, with half the region's population aged under 23. This 'youth bulge' is particularly acute in Melanesian states and will have a major impact on every area of development in the region in the coming decades. Economic prosperity, political success and social stability in the Pacific Islands region in the future will depend on harnessing this demographic dividend and preventing youth marginalisation and disillusionment. Urgent and coordinated national and regional responses should include addressing pressing health problems, expanding Australia's seasonal worker scheme, increasing migration pathways, and targeted skills and employment programs.

Abstract:: The countries of the Association of Southeast Asian Nations (ASEAN) have cumulatively vaulted from the world’s seventh-largest economy to the fifth, in 2019, in only three years. But several challenges threaten future economic growth. Chief among them is demographic change: populations across ASEAN are aging and birthrates are declining. One outcome will be labor shortages. The shrinking labor pool could serve as a strong driver for automation. But while automation may reduce input costs and boost growth, it could change the skills employers desire, resulting in the obsolescence of many low-skilled jobs, leaving current workers without the skills necessary to obtain work. Upskilling labor through vocational education and related programs is the obvious response. But ASEAN education systems have never included significant vocational opportunities. With technological change accelerating, ASEAN states will need help with the herculean task of rapidly remodeling their education systems.

Abstract:: The entrance of a Chinese state-owned enterprise (SOE) in the transit passenger railcar manufacturing sector disrupts the current private-sector competitive railcar manufacturing sector in the U.S. In this study, Oxford Economics measures the net effects, stemming from this disruption by quantifying the loss to U.S. jobs, income and GDP that result from anti-competitive SOE practices. Even when domestic protective measures, such as 'Buy America' are put in place loss due to the SOE offshoring key apsects of their supply chain quickly accumulates--especially given the size and duration of municipal transit railcar contracts. We estimate that for every $1 billion in new contracts awarded to a Chinese SOE, the U.S. loses between 3,250 and 5,100 jobs.

Abstract:: The basic tenets of Unemployment Insurance (UI) have changed little since the program was enacted during the Great Depression. It was built as a bridge for workers between jobs in similar industries that required similar skills. You lose your job and a weekly check tides you over until you land a new one, usually doing the same type of work as before.

Abstract:: Youth unemployment rates in Spain are considerably higher than the European average. Moreover, those young people who do have jobs generally work under extremely unstable conditions on temporary contracts. Most of these temporary contracts are “involuntary” – workers would prefer to nd permanent jobs but are unable to do so. The consequences of this job insecurity in Spain are dramatic. Across the educational spectrum, young workers are at greater risk of remaining unemployed, getting stuck in temporary contracts for long periods of time, experiencing wage penalties, or being over-quali ed for their jobs. The crisis has increased the overall risk of long-term poverty and social exclusion, particularly for youth with migrant backgrounds and those who are not in education, employ- ment, or training. The paper concludes by outlining the three most urgent objec- tives for the Spanish labor market today: bridging the gap between education and work; developing active labor market policies; and reducing labor market segmen- tation between workers with temporary and permanent contracts and between “insiders” and “outsiders.”

Abstract:: Access to talent is central to London’s competitiveness. It is important that all companies can recruit the skills and experience they need to innovate and grow. Tier 2 of the UK’s visa system is the main economic route for skilled immigration from outside the European Economic Area (EEA), where the position cannot be filled by a UK/EEA national or is on the Shortage Occupation List. This report assesses the extent to which start-ups and SMEs, particularly those in the science and technology sectors, have difficulties in recruiting from outside the EEA through Tier 2. It finds that while some firms are undoubtedly facing challenges, the problem is not especially widespread across the science and technology sector as a whole. However, at least some employers are encountering difficulties with Tier 2 and a faster, better-supported, and simpler process would make a real difference to employers.
