Seho Jang, a research fellow in the Institute for National Security Strategy, states that North Korea is promoting strategic solidarity with China and Russia to achieve its goal of dismantling US hegemony. While Russia also shares the perception that the US-centered unipolar order is not conducive to attaining its national interests, it rarely uses the term “new Cold War” in official foreign policy discourse, reflecting its apprehension about the concept and its potential implications. He evaluates that this caution possibly originated from Russia’s historical trauma as a loser of the Cold War, making it highly likely to be opposed to the emergence of the new Cold War order led by Washington and Beijing. Dr. Chang suggests that this subtle difference could become an important inflection point as Washington’s clout in international politics decreases in the future.

Many commentators have claimed that the Russo-Ukrainian War invalidates or refutes core aspects of realist international relations (IR) theory. However, the opposite is the case: many realists correctly predicted the war, and realism offers a compelling explanation for its causes, while explanations based on liberal IR theory are weak and often inconsistent with the evidence. By focusing on factors like the balance of power and the security dilemma, the realist explanation for the Russo-Ukrainian War emphasizes Russian security concerns in the face of NATO expansion and Western-sponsored regime change. Liberal explanations, by focusing on the internal attributes of states and their decision-makers, instead attribute the war to the pathologies of the Russian government. The dominant liberal narratives regarding the causes of the war are that Russian President Vladimir Putin has always been intent on reincorporating Ukraine into Russia and/or that the democratic example set by post-Maidan Ukraine would threaten President Putin’s own autocratic rule at home. Neither of these explanations stand up to scrutiny. For decades, a long list of policymakers, diplomats, and scholars warned against Western encroachment on Russia’s borders and cautioned that a crisis like the current war could erupt due to continued NATO enlargement. These predictions are consistent with realist theory and the explanations for the war offered by realists. Liberal IR theory encourages a crusading, messianic, and highly militarized foreign policy that consistently produces outcomes inimical to U.S. interests. Realist IR theory offers a better framework through which to understand international politics and encourages a more prudent foreign policy that defends fundamental U.S. security interests while avoiding unnecessary conflicts with other powers.

Abstract:
Structural realism is a useful tool to examine the implications of the war in Ukraine for global politics. Because structural realism emphasizes the anarchic nature of international relations, it suggests the war is unsurprising, a reminder that states still compete for security, sometimes violently, and the prudent will prepare for it with tools for self-preservation. The realist lens also sees lessons for nuclear deterrence: The prospect of mutual nuclear destruction constrains great power war and has limited U.S. and NATO support for Ukraine. Other states may take note and seek their own nuclear deterrents. The war demonstrates some limits of economic interdependence, which not only failed to pacify Russia, but also left Russia exposed to economic coercion, in a way both it and China may look to avoid in the future. Other important lessons for states from a realist perspective include the importance of military power—large, capable armies and the enduring advantages of defensive warfare, especially when infused with nationalism. The war leaves the “liberal international order,” a byproduct of the eroding post-Cold War U.S. power position, looking threadbare, but it is thus far reviving the U.S. Cold War coalition—a less liberal grouping—which could prove useful in dealing with China.

Abstract:
One of the fundamental problems of international relations is that people from the countries whose political system is based on the rule of law and human rights often do not understand the logic of conduct of authoritarian regimes. Incidentally, this is equally the case with the relatively conservative and completely liberal observers. Such misunderstanding has, on many occasions, produced catastrophic outcomes. The most vivid illustration of this is the 1930’s policy of appeasement. Despite the facts that Nevil Chamberlain was motivated by the noble goal of averting the war, the wrongful assessment of the Hitler regime brought about the bloodiest war in history. In this paper, I will attempt to evaluate some aspects of Russian foreign policy which, in my humble opinion, are misunderstood in the West and have resulted in serious complications for Russia’s neighbors and the West itself and which continues to represent a clear and present danger. Naturally, I do not intend to diminish the achievements of generations of brilliant diplomats, analysts and political leaders whose wisdom, vision and courage contributed to many triumphs of Western civilization in its struggle with tyrannies. Today, the world needs precisely the type of leaders who would be ready to see the reality that the ideals of human dignity, freedom and democracy are again under threat and that they must be defended.

It is not the caliphate that the world’s Muslim powerhouses are fighting about. Instead, they are engaged in a deepening religious soft power struggle for geopolitical influence and dominance. This battle for the soul of Islam pits rival Middle Eastern and Asian powers against one another: Turkey, seat of the Islamic world’s last true caliphate; Saudi Arabia, home to the faith’s holy cities; the United Arab Emirates, propagator of a militantly statist interpretation of Islam; Qatar with its less strict version of Wahhabism and penchant for political Islam; Indonesia, promoting a humanitarian, pluralistic notion of Islam that reaches out to other faiths as well as non-Muslim centre-right forces across the globe; Morocco which uses religion as a way to position itself as the face of moderate Islam; and Shia Iran with its derailed revolution. In the ultimate analysis, no clear winner may emerge. Yet, the course of the battle could determine the degree to which Islam will be defined by either one or more competing stripes of ultra-conservativism—statist forms of the faith that preach absolute obedience to political rulers and/or reduce religious establishments to pawns of the state.

A global multilateral rules-based order, supported by a pro-active and interventionist United States, is gradually being replaced by a more fragmented world, in which geopolitics and geo-economics are becoming the dominant factors and universal rules, norms, and values are increasingly questioned. May 5, Vyacheslav Volodin, the State Duma’s Speaker, paid a significant visit to Serbia for working negotiations with President-Elect Aleksandar Vučić, acting Prime Minister and Foreign Minister Ivica Dačić, President of the National Assembly Maja Gojkovic, Serbian Orthodox Church Patriarch Irinej and other officials. The parliamentary delegation’s trip came at a difficult time. Montenegro’s accession to NATO and internal political changes in Macedonia are reconfiguring the military and political landscape of the region. All the events are unfolding amid a massive information campaign mounted by the mass media and Western pundits capitalizing on the issue of Russian influence in the Balkans, with yet another information attack being launched on the day of Volodin’s visit. Moreover, Russia’s relations with Montenegro have reached their lowest point over the past year. In its turn, Serbia is completing the phase of consolidation of Vučić’s regime. The agenda includes the creation of a new government, which may require new parliamentary elections. It is noteworthy that the President-Elect, however, fails to command total popular support. At the same time, Vučić is singled out for allegations and fierce criticism for embracing Euro-Atlantic integration. When it comes to Russia’s assets and liabilities in the Balkans, Volodin’s stay in Serbia, therefore, was of particular importance.

If anything, the central tenet of the Hippocratic oath: first do no harm – Primum non nocere – is the first motto to be applied to today’s dialogue between Russia and NATO, a military and political organization. The dialogue essentially boiling down to interaction between Russia and the United States, the alliance’s leader, has offered fewer grounds for optimism over the years. Noticeably worse relations, whose downward spiraling trend is too serious a phenomenon to be even referred to as “the Cold War”, are degenerating into an agony. This is testified by some experts predicting an unavoidable military conflict and a real deterioration in the situation amid the Ukraine and Syria conflicts that Russia and NATO (the US) treat differently. For instance, Moscow officially suspended a deal with the US to prevent mid-air collisions over Syria in response to America’s attitude towards April’s deadly chemical attack in Syria’s Idlib province.

Several weeks after winning a plurality in Bulgaria’s late March parliamentary election, Prime Minister Boyko Borissov did something unprecedented: he brought the nationalist United Patriots (Obedineni Patrioti) into his coalition government. The United Patriots is an electoral alliance of three parties, the IMRO[2]-Bulgarian National Movement (VMRO-Bulgarsko Natsionalno Dvizhenie), the National Front for the Salvation of Bulgaria (Natzionalen Front za Spasenie na Bulgaria), and Attack (Attaka). Their inclusion in the coalition government has given rise to concern among Bulgaria’s NATO allies (and many Bulgarian themselves) about what the Bulgarian Socialist Party’s Korneliya Ninova called Mr. Borissov’s “floating majority, his unprincipled alliance”[3] (plavashti mnozinstva, bezprintsipni sŭyuzi). That concern is well placed for several reasons. Only a few years ago, even the nationalist IMRO-BND and NFSB excluded the radical Ataka[4] from their electoral alliance dubbed the “Patriotic Front” (Patriotichen front) because of Ataka’s positions on Russia and NATO. Even then, however, the Patriotic Front’s “nationalist profile” (natsionalisticheskiyat profil) was so far to Bulgaria’s political right to cause Mr. Borissov to exclude the Patriotic Front from his coalition government. He did so with the active encouragement of his center-right European People’s Party allies across the European Union. “Nothing against the PF, but unfortunately the things Valeri Simeonov [a PF leader, more about whom anon] proposes do not correspond to our Euro-Atlantic orientation,” said Mr. Borissov at the time.[5]

The International Primakov Readings Forum took place November 29-30, 2016, in commemoration of Yevgeny Primakov. The meeting was organized by the Russian Chamber of Commerce and Industry and the Primakov Institute of World Economy and International Relations (IMEMO led by Alexander Dynkin) and was backed by the World Trade Center, the Russian Science Foundation, the Council for Foreign and Defense Policy, and the University of Pennsylvania. In his address to the Forum, Russia’s President Vladimir Putin argued that Primakov had succeeded in predicting the events unfolding in today’s world, especially in the Middle East. As the Head of State put it, “Actually, I was always taking heed of Primakov’s assessments, as he was a wise and astute diplomat. I trusted him and asked to accomplish responsible and sensitive missions rather than ordered him”. Besides, the Primakov Readings Conference brought together Russia’s Foreign Minister Sergey Lavrov, Chair of the Federation Council Valentina Matvienko, and President’s foreign policy adviser Yuri Ushakov who delivered an opening speech. The Forum was also attended by most leading experts on international relations. The Rethinking Russia Think Tank presents the comment of Tatyana Alekseeva, a participant of the Primakov Readings Forum.

At the start of 1917, rumours reached London that something was stirring in Petrograd (now St. Petersburg). As a result, the concerned Prime Minister, David Lloyd George, urgently dispatched Lord Milner, a diplomat of some repute, to the Russian capital. His Lordship visited the Tsar and spoke to ministers and members of the Duma, who informed him that enemies of the state were spreading groundless yarns. Sadly, being a creature of his class, Milner believed that only the elites mattered so he neglected to consult any of the general public. Thus, cocooned in his bubble, the peer reported to London that there was nothing the government could not handle and no need to expect no major changes. However, the same British travelling party also included Lloyd George’s private secretary Philip Kerr. A little more clued in, Kerr walked the streets and interviewed the plain folk. Armed with their predictions, he sent a telegram to Downing Street which asserted that Russia was on the verge of an unstoppable revolution. As it happens, the man who stepped out of the comfort zone was right because Nikolai II was shorn of his crown before the British delegation made it home. We know this story because many years later the ‘Welsh Wizard,’ Lloyd George, revealed the details to Ivan Maisky, the Soviet ambassador to London. And almost a hundred years later, it is a salutary lesson in the dangers of the establishment refusing to acknowledge ordinary people’s concerns when evaluating the causes of political upheaval.

Since December 2009, the European Union has been represented abroad by more than 130 delegations, which are an integral part of the new European External Action Service (EEAS). This paper explores the performance and potential of the delegations in contributing to a common EU foreign policy. The delegations have to strike the right balance between performing the functions of traditional diplomatic missions, while also representing the EU as a political entity that is more than an international organization, but less than a state. The delegations act as a bridge between nascent EU diplomacy and the national diplomacies of the member states. They are also microcosms that gather together under one roof different elements of the EU’s external relations, ranging from the Common Foreign and Security Policy to trade and aid, energy and migration. The delegations have been rather successful in their three main tasks: representing the Union towards third countries, coordinating and providing services to the member states, and contributing to EU policy-making. This paper focuses on two key locations, Moscow and Washington, where the delegations are becoming visible diplomatic actors providing added value to member states as well as EU institutions. The authors argue that, following on from an early albeit cautious success, the delegations should take a stronger role in providing input into EU policy-making, promoting European interests abroad, and advancing consensus among member states’ representatives in the field. The EEAS headquarters should build a stronger link to the delegations, through more active political steering and by endeavouring to make more systematic use of the work on the ground.

Abstract:
World War II, it was necessary to take new economic steps in order to overcome political problems among European countries. Establishment of the European Steel and Coal Community, the European Atomic Energy Community and the European Economic Community formed the/an/new European energy policy. After the first oil crisis in 1973, EU understood the importance of creation of common energy policy “…and European Council adopted “New Energy Policy Strategy” in 1974.” In 1991, EU proposed “European Energy Charter” and the Charter was signed by member states in Lisbon in 1994. The Charter considered further regulation of energy policy across the continent.
