Jihwan Hwang, a professor at the University of Seoul, predicts that the strengthening alliance between North Korea, China, and Russia could enable North Korea to overcome its international isolation, weakening the influence of the US-South Korea alliance and increasing China’s leverage over the Korean Peninsula. Dr. Hwang points out that even without the establishment of a new Cold War order, the strengthened cooperation among the authoritarian regimes will pose a significant strategic challenge to South Korea. As Seoul’s approach to Pyongyang has been based on a unipolar system led by Washington, Dr. Hwang highlights the need for South Korea to explore new approaches to address the changing security environment.

4. Russia’s Stance on the North Korean Narrative of a New Cold War

Abstract:
Seho Jang, a research fellow in the Institute for National Security Strategy, states that North Korea is promoting strategic solidarity with China and Russia to achieve its goal of dismantling US hegemony. While Russia also shares the perception that the US-centered unipolar order is not conducive to attaining its national interests, it rarely uses the term “new Cold War” in official foreign policy discourse, reflecting its apprehension about the concept and its potential implications. He evaluates that this caution possibly originated from Russia’s historical trauma as a loser of the Cold War, making it highly likely to be opposed to the emergence of the new Cold War order led by Washington and Beijing. Dr. Chang suggests that this subtle difference could become an important inflection point as Washington’s clout in international politics decreases in the future.

Abstract:
On March 31, 2023, the sixth Concept of the Foreign Policy of the Russian Federation was published (The Ministry of Foreign Affairs of the Russian Federation 2023). The document was updated for the first time in six years, the main reason for which is the deteriorating international situation for Moscow amid the Russo-Ukrainian war. The text of the concept is highlighted by harsh and revanchist calls against the West and especially the USA. The document almost entirely refers to the Russo-Ukrainian war, at the same time, the concept shows that the current war is only one part of Russia’s confrontation with the Western world. The concept contains a number of statements inconsistent with the real policy of Russia and even lies, but despite the absurd, propagandistic content of the new document, it is important to find out how the new concept differs from its predecessor, and also what factors Russia relies on in the current difficult international situation? Based on the 2023 Concept of the Foreign Policy of Russia the impact of Russia’s imperialist worldview on its foreign policy in the light of full-scale military intervention in Ukraine, the changed attitude towards the West, the prospects of Russia-West relations, Russia’s attempt to strengthen ties with non-Western countries, and finally, threats from Russia to Georgia are discussed in this publication.

Abstract:
This paper aims to analyze Germany’s approach to the Eastern Partnership against the backdrop of the “turning point” (Zeitwende) in German foreign policy announced by Olaf Scholz in February 2022. The deviation from the previous policy came as a result of Russia’s war against Ukraine, which disrupted the European collective security system and called into question the main characteristics of German foreign policy. The outbreak of the war on the territory of Europe showed the German leadership that the use of non-military means in the foreign policy, as well as their policy of openness and normalization towards the East (Ostpolitik), which largely implies Russia, turned out to be wrong. Russia’s war in Ukraine also became the basis for the rethinking of yet another political concept - change through trade (Wandel durch Handel), according to which trade and economic interdependence with Russia will facilitate its integration into Europe and push it towards peaceful mutual cooperation. Germany’s dependence on Russian natural resources on the one hand gave Russia a lever of political influence, and on the other made the German economy vulnerable.

A debate over the nature of the China-Russia relationship has raged for almost two decades. One side believes the two are strategic partners; the other believes their ties are an “axis of convenience” lacking depth. Understanding the true nature of their relationship is of vital importance to U.S. national security. Abstract:
The US ambassador to South Africa recently accused South Africa of shipping arms to Russia. The ambassador was criticized by some—including the South African government—for breaking with diplomatic protocol by so openly condemning his host government. However, maintaining an effective working relationship does not mean that a diplomat must never say or do anything that the host country might not like. Far from it. Effective diplomacy is built on trust, honesty, and respect, and the diplomat who never disagrees or who comes across as a sycophant, will be neither trusted nor respected. On the other hand, a diplomat who is consistently honest, but who strives to be polite and considerate, might not be universally liked, but will earn respect.

The core of Wagner leadership was effectively decapitated with the deaths of Yevgeny Prigozhin and Dmitri Uktin, but the group’s fingerprints won’t disappear quickly. Although the Kremlin may attempt to appoint new leadership, semi-nationalize Wagner, or attempt a full takeover, a Wagner descendant organization will continue causing problems for the West. The Wagner model of weaponizing private military companies to use as a foreign policy tool, will continue as well. U.S. and European authorities should avoid complacency by intensifying efforts to counter Wagner and its employees, so that Wagner members cannot slip into anonymity amidst Russian gray zone warfare.

The US-Armenia “Eagle Partner” joint military exercise from September 11–20 may signal the beginning of a shift in the foreign policy direction of Armenia, historically a close ally to Russia. Armenia has been growing frustrated at the lackluster response of the Collective Security Treaty Organization to its appeals for assistance in the deepening conflict with Azerbaijan. However, it would be difficult to imagine a wholesale change in the geopolitical orientation in Yerevan, given the strong military, economic, energy, and cultural ties between Armenia and Russia.

14. The Restraining Effect of Nuclear Deterrence

Recent developments in international affairs and military technology have led some analysts to conclude that the nuclear revolution, which purportedly prevents war between nuclear powers, no longer has much effect—that the world is getting safer for nuclear war or conventional war beneath the nuclear umbrella. This conclusion is wrong; technological change has not meaningfully shifted the political calculus pacifying relations between nuclear weapons states. The war in Ukraine demonstrates the continued strength of nuclear restraint: while Russian President Vladimir Putin is risk-acceptant and brutal, he did not attack a country protected by U.S.-extended deterrence, and, like NATO members, he appears deterred by the possibility that a Russia-NATO war could escalate out of control. North Korea provides another example of the endurance of mutual deterrence: Despite heated rhetoric and a barrage of missile tests, North Korea remains deterrable, and its small arsenal has also been able to deter the United States. Because the chances of nuclear war are usually low but never zero, the nuclear age should continue to be an era of great power restraint. Traditional foreign policy approaches emphasizing strategic ambiguity and arms control, including with China, remain useful tools to help keep the peace.

15. Niger Coup Threatens U.S. Strategy on Counterterrorism and Russia

On July 26, Nigerien president Mohamed Bazoum was detained by members of his special guard and put under house arrest, where he remains under harsh conditions. Gen. Abdourahmane Tchiani has since declared himself head of the so-called “National Council for the Safeguard of the Homeland” and appointed a twenty-one-person cabinet on August 8. The coup comes in the wake of military takeovers in Guinea, Burkina Faso, Mali, Chad, and Sudan over the past three years, demonstrating regional anti-democratic trends amid trans-regional instability. Diplomatic efforts to quell the crisis have failed to date. U.S. secretary of state Antony Blinken has made repeated calls to Bazoum, reflecting a commitment to securing his release and returning to “constitutional order.” Bazoum was a close American security partner prior to his arrest and was accorded a prominent role during the U.S.-Africa Leaders Summit in Washington last December. Blinken has also reached out to former president Mahamadou Issoufou, who has better personal ties to the junta; he was once an ally of Bazoum but had recently broken with his successor’s anti-corruption initiatives. This call followed Acting Deputy Secretary Victoria Nuland’s unsuccessful August 8 visit to Niamey, where she was prohibited from meeting with Bazoum or Tchiani. Instead, she spoke with Gen. Moussa Salaou Barmou, a longtime U.S. security partner who serves as the military’s new chief of staff but would not offer so much as an assurance of Barzoum’s safety, let alone his release or restoration. With the junta rejecting all U.S. and regional diplomatic initiatives, the Economic Community of West African States (ECOWAS) has threatened military intervention. The alliance’s leaders met on August 10 and agreed to deploy a standby force, though how quickly it can be assembled remains unclear. In neighboring Algeria, President Abdelmadjid Tebboune strongly condemned the junta but said any military intervention in Niger would represent “a direct threat” to his country, declaring, “There will be no solution without us. We are the first people affected.” In Libya—another neighbor keenly attuned to Niger’s stability given persistent smuggling—the Government of National Unity condemned the junta, while the eastern-based warlord Khalifa Haftar condemned the threats by ECOWAS. Elsewhere, Egypt has remained largely silent about the crisis, while Saudi Arabia and the United Arab Emirates quickly denounced the coup and called for Bazoum’s restoration (in part because he is Niger’s first Arab president). The UAE also sent some military vehicles to neighboring Chad, providing additional border security and signaling their growing bilateral relationship.

Putin’s war in Ukraine has highlighted the resilience but also the limitations of Sino–Russian partnership. Far from being an “arc of autocracy”, this is an interests-based relationship between strategically autonomous powers. Foreign policy coordination between China and Russia is limited by their different views of global order. Beijing is invested in a stable international system, albeit one skewed in its favour, whereas Moscow thrives on disorder and uncertainty. Xi Jinping aims to preserve the Sino–Russian partnership while maintaining ties with the West. But Beijing’s balancing act will become harder to sustain as the war continues. The balance of power within the bilateral relationship has tilted sharply towards Beijing. Russia is more reliant on China than ever. The long-term outlook for the relationship is unpromising.

On February 21, 2022, Russian President, Vladimir Putin, signed the document recognizing independence of the so-called Donetsk and Luhansk People’s Republics (Lenta, 2022) which was officially supported by the de facto leaders of Abkhazia and the Tskhinvali region. The de facto leadership of the Tskhinvali region, which recognized the DNR and LNR back in 2014, hailed President Putin’s decision of February 21 as an «expected, reasonable and justified» step (RIA Novosti, 2022). Russia’s move was also lauded by the de facto President of Abkhazia, Aslan Bzhania, who said the decision was «fair, geopolitically adequate» and in line with modern challenges and threats (TASS, 2022). In a few days, the de facto leader of Abkhazia signed the document recognizing independence of the so-called Donetsk and Luhansk People’s Republics (Ekho Kavkaza, 2022). The recognition of Donetsk and Luhansk is in itself a remarkable geopolitical step on the part of Russia which also brings significant changes in terms of Abkhazia and the Tskhinvali region. However, within days of its recognition, it became clear that Moscow needed the move as a launch pad for war in Ukraine. Consequently, the recognition of the de facto republics was accompanied by a Russian military aggression in Ukraine which, from the prospective of Sukhumi and Tskhinvali, changes even more than just the recognition of the Donbas region. As the domestic and foreign policy characteristics of Sukhumi and Tskhinvali differ, both will be discussed separately in this article.

23. Lessons for Taiwan from Ukraine

The Russo-Ukraine war is analogous in several ways to a hypothetical war between China and Taiwan. Like Ukraine, Taiwan is a relatively weak state, threatened by a neighboring great power with a sizable nuclear arsenal who makes historical claims to its territory, and has some backing from the United States. Ukraine’s experience provides several lessons for Taiwan. War remains an instrument of statecraft that great powers use in pursuit of their perceived national interests; smaller, weaker states should plan accordingly. In Taiwan’s case, that means continuation of the status quo which has helped provide peace for decades. Taiwan should assume the United States will not engage in direct conflict with China on its behalf. This assumption should encourage Taiwan to focus its military strategy on securing an advantage by acquiring more anti-access, area-denial capability and reforming its reserve force to help it deter or resist an invasion. While Ukraine shows Taiwan could expect an outpouring of global humanitarian and military aid if attacked, its island geography and the likely course of the war means it might not manage to receive or access those supplies, and should therefore maintain strategic stockpiles of weapons, ammunition, food, fuel, and other supplies. The United States and others will likely impose economic sanctions on China. However, sanctions are unlikely to alter China’s behavior in any meaningful way if it has already committed to war.

Realist foreign-policy pundits have become synonymous with ‘neorealists’, who prefer a negotiated end to the Russia-Ukraine war to restore stability to the relationship between great powers in the international system. However, realism cannot be treated as a monolithic theory of international relations. It includes also ‘classical realism’, which derives state conduct from domestic politics rather than international structure. This CEPS Explainer highlights several qualitative insights about the war derived from classical realism, which seem more relevant to the conduct of Western foreign policy. These insights make a convincing case for continuing and perhaps increasing the military support to enable Ukraine to liberate further territory. The first is the acknowledgement that the Western nations have a significant interest in enforcing the principle of non-aggression and restore deterrence to the European security system, which Russia seeks to overthrow. The second insight is into the psychology of the Kremlin’s escalation potential, which depends on the Russian people’s willingness to sacrifice and on diplomatic pressure exerted by China (and India). The third is that the military investment in Ukraine pays off with very high dividends and with the degradation of Russia’s fighting power as an additional benefit to NATO.

In the name of national security, Captain Ibrahim Traoré took control of the country on 30 September, deposing Paul-Henri Damiba, who had come to power through his own coup in January. Among the most signifcant events in Russia in 2020 were the Covid-19 pandemic, reactions to the protests in Belarus, and the poisoning of top opposition politician Aleksey Navalny. Te frst two were clearly events of international signifcance, but so was the medical treatment given to Navalny, frst in Omsk and then in Berlin, after he suffered from symptoms of poisoning dur- ing a flight from Tomsk in Siberia to Moscow in August. In December, a joint study by the investigative journalist groups Bellingcat and The Insider, along with CNN, Der Spiegel and Naval- ny’s FBK Foundation, showed that it was difficult to find more con- clusive evidence of the Kremlin’s involvement in the assassination attempt by a chemical weapons- related poisoning group under the FSB that had been following Na- valny for years. This kind of op- eration would hardly have been possible without the blessing of high-level intelligence. Te ques- tion of whether the FSB leader- ship was proactive in resolving the “Navalny problem” or whether the order came from the Kremlin is irrelevant. Te revealed pattern confrms the long-standing trend of the strengthened role of the se- curity services, especially the FSB, in Russian politics. It is consistent with Putin’s approach to political processes being increasingly seen as issues of national security. Navalny’s self-confidence and style in the revelation videos related to the investigation, receiving ap- proximately 45 million views in less than a month, underscore the extent to which the FSB failed. The target did not die or become paralyzed, but recovered relatively quickly and bounced back, playing for higher and more radical stakes than before. Navalny’s role and reputation as the Kremlin’s most prominent critic has been based on the political pressure on the Kremlin generated by expos- ing elite corruption. While the will- ingness of citizens to see Navalny as an alternative to Putin varies consid- erably – with the majority indifer- ent to politics as a whole – Navalny’s numerous revelations have created an alternative to Russia’s ofcial re- ality, the political potential of which the regime obviously fears.

The operation of the Russian Aerospace Forces in Syria was perceived by the world community as a demonstration of strength, unveiling Moscow and the Kremlin's readiness to defend its interests in the Middle East by military means. It is not surprising that the Russian military presence in Syria has generated a lot of speculation about the possibility of a repetition of the Syrian ‘scenario’ in other hot spots in the region, such as Yemen. We believe that such generalizations are inaccurate and simplify the multifaceted situation. First of all, the Syrian case is rather an exception for Moscow. After the collapse of the Soviet Union and the communist ideology, Russia became more pragmatic, its policy got rid of the prefix ‘pro’, and, in principle, it is trying to serve its own interests. It is not surprising that the rejection of messianic ideas forced Russia to reconsider its attitude to conflicts, including ones in the Middle East. The best example of Russian pragmatism is the Kremlin's policy on the Yemeni crisis since its beginning in 2011 until now.

Turkish president Recep Tayyip Erdogan attended a military parade in the Azerbaijani capital of Baku on December 10 to celebrate Azerbaijan’s victory over Armenia in the war over the Karabakh region that ended with the Russia-brokered armistice on November 9-10. The Russian historian, Andrey Zubov, describes the Baku parade as an occasion “rather to celebrate the birth of a new geopolitical alliance than the victory over Armenia”1 . Following the parade, Russia imposed a ban on tomato imports from Azerbaijan in its flagship manner and Russian peacekeepers attempted to do something around the town of Shusha in Karabakh resembling what they have done in Georgia: “borderization”. Azerbaijani state TV, other media outlets and public figures widely and explicitly condemned such behavior of the Russian peacekeepers as a jealous response to the parade demonstration of Armenia’s Russian-made weapons and military equipment captured by the Azerbaijani armed forces or destroyed using Turkish-made Bayraktar drones . Erdogan and the Azerbaijani President, Ilham Aliyev, watched Turkish soldiers march alongside with Azerbaijanis on the central streets of Baku to the joy of local residents who took to the streets despite the COVID-19 related restrictions in order to salute them. This scene shows a major Russian weakness vis-àvis Turkey in Azerbaijan. Unlike Moscow, whose perception in Azerbaijan is controversial, Ankara enjoys nation-wide support. Recently leaked Russian secret files reveal that it is much more difficult for Moscow to develop proRussian civil society organizations and soft power instruments in Azerbaijan than even in staunchly pro-Western Georgia.

As far as the contemporary Russian perspective is concerned, the former Soviet states can be categorized into two geographic groups. The states other than the Baltics, that is. We shall call Belarus, Ukraine, Moldova, Georgia, Armenia and Azerbaijan “the Western Six.” The former Soviet Central Asian countries – Kazakhstan, Kyrgyzstan, Uzbekistan, Tajikistan and Turkmenistan – shall be included in “the Eastern Five.” The basis of such a grouping is a country’s geographic location vis-à-vis the Caspian Sea. It would be no news to claim that the prevention of the color revolutions and the democratization of the post-Soviet space has always been the fundamental aim of Russia.1 This translates into the objective to preserve the Russia-approved social and political “stability.” However, the specific Russian actions for the maintenance of the “stability” in various post-Soviet states differ fundamentally. In some of them, “stability” is to be ensured by the internal destabilization of a country as well as subversive actions towards a central government, whereas in others the task is implemented through Russia’s constructive approaches towards a central government and state consolidation. So, to what extent are Russia’s attitudes towards a post-Soviet state influenced by the state’s own politics or regime type? What are the places where “central government,” “state” and “regime stability” are synonymous in the eyes of Russia? What does this “stability” even imply and how is it different from simple “authoritarianism,” the most acceptable model of governance to Russia? Would “democratization” be a precise labelling as the alternative to “stability?” Does democratization in every post-Soviet state cause a similar reaction from Russia?

The 2020 Karabakh war has significantly shifted the geopolitics of the South Caucasus. Armenia suffered a tough defeat while the non-recognized Republic of Artsakh (Republic of Nagorno Karabakh) lost almost 80 percent of its territories. Azerbaijan won a decisive victory and took not only territories outside of the former Nagorno Karabakh Autonomous Region (NKAR) but 30 percent of NKAR itself. The November 10 trilateral statement signed by Armenia, Azerbaijan and Russia not only stopped the war in Karabakh but ushered in a new era in regional geopolitics.1 The key features of the new status quo are the increased role of Russia and Turkey and the significant reduction of Western involvement. However, the South Caucasus is far away from stability and, most probably, volatility will continue. We will seek to analyze the main interests of the key regional and external players and what may play out in a short/mid-term perspective.

Abstract:
The Montreux Convention signed on July 20, 1936 strictly regulates the presence of naval warships of non-Black Sea nations (including the United States) in the Black Sea, limiting their aggregate tonnage (thereby limiting their number), their maximum period of stay within the Black Sea and so on. Such a regime creates a problem of access by Western powers to the Black Sea which negatively influences Georgia’s security environment. However, much has changed in the Black Sea after the Convention was signed – the Second World War took place, the Cold War was concluded, the Soviet Union collapsed and new states arose in its place – Russia, Ukraine and Georgia while Romania and Bulgaria became member states of NATO, Russia annexed Crimea, Turkey distanced itself from the West and so forth. In such conditions, a document signed in the 1930s remains a militarypolitical anachronism, unable to address new requirements and realities. That said, the issue of reviewing it remains problematic as it depends on numerous factors.

It is not the caliphate that the world’s Muslim powerhouses are fighting about. Instead, they are engaged in a deepening religious soft power struggle for geopolitical influence and dominance. This battle for the soul of Islam pits rival Middle Eastern and Asian powers against one another: Turkey, seat of the Islamic world’s last true caliphate; Saudi Arabia, home to the faith’s holy cities; the United Arab Emirates, propagator of a militantly statist interpretation of Islam; Qatar with its less strict version of Wahhabism and penchant for political Islam; Indonesia, promoting a humanitarian, pluralistic notion of Islam that reaches out to other faiths as well as non-Muslim centre-right forces across the globe; Morocco which uses religion as a way to position itself as the face of moderate Islam; and Shia Iran with its derailed revolution. In the ultimate analysis, no clear winner may emerge. Yet, the course of the battle could determine the degree to which Islam will be defined by either one or more competing stripes of ultra-conservativism—statist forms of the faith that preach absolute obedience to political rulers and/or reduce religious establishments to pawns of the state.

On August 26, Politico reported that U.S. service members were injured after an altercation with Russian forces in northeast Syria. This pattern of Russian challenges to U.S. forces was enabled by the Trump administration’s decision to retreat from parts of northern Syria in 2019, allowing Russia to fill the void. Until this decision was made, the two countries had agreed to make the Euphrates River the deconfliction line to keep U.S. and Russian forces separated. Russia stayed on the west side of the river, and the United on the east side, where this incident took place. Robert Hamilton, Senior Fellow at the Foreign Policy Research Institute, commented on the story and warned that it will not be a one-off incident: “We need to respond to this immediately and forcefully. Russian forces deliberately escalated against U.S. partners when I was running the ground deconfliction cell for Syria in 2017, but tended to be careful when U.S. forces were present. On 25 March, one month after Russia registered its first confirmed case of Coronavirus, President Vladimir Putin announced a week of paid national holiday and invited Russians to stay home in a televised address to the nation. Further measures were subsequently introduced to limit the spread of the virus, while authorities prepared emergency plans to safeguard socio-economic conditions in the country. Initiatives included providing a new support package to businesses hit by the pandemic, a monthly bonus to medical personnel and the construction of new hospitals, following the Chinese model. Meanwhile, the constitutional referendum meant to extend Putin’s term limit as president was postponed. Originally scheduled for 22 April, this delay is due to Putin’s concern for public health and the multidimensional impact of the pandemic, a perfect storm involving quarantine measures, declining living standards, inflation and a weakened exchange rate, rising prices and increased job insecurity. Taken together, these challenges could jeopardise the outcome of the referendum. A recent poll conducted by the Levada Center in March highlighted a very slim majority (45 per cent) in favour of Putin’s constitutional amendments.

It’s been over two months since the crisis between Ukraine and Russia escalated with the Kerch Strait incident in November 2018. Since then, the global news media has devoted little attention to the conflict and references to the dispute from senior American and European policy makers have grown increasingly sparse. Despite an immediate public condemnation of Russia’s actions by the EU and NATO, European and American leaders have yet to coordinate a significant response. In short, the reaction has been underwhelming. This is problematic for three reasons. First, Russia’s latest act of aggression has been interpreted by many as a test of Western resolve and America’s commitment to its European allies. A failure to present a united front carries reputational consequences for the United States, the EU, NATO, and other European powers as well as their leaders. Second, the conflict in Ukraine is ongoing and the humanitarian consequences for civilians of this “forgotten” war—not to mention for Ukrainian democracy itself—are dire. Third, a lack of response to such acts of aggression could further embolden Putin, not just in Ukraine, but also in the Baltics and Eastern Europe.

White House National Security Advisor John Bolton recently declared, “In this administration, we’re not afraid to use the phrase ‘Monroe Doctrine.’” The Monroe Doctrine harkens back 200 years to a policy that captures the idea that a hegemonic power holds dominion over a particular geographic region—its sphere of influence—where it serves as the sole arbitrator of the rules of the game. Bolton likely referred to the doctrine’s Roosevelt corollary where, “the United States was justified in exercising ‘international police power’ when there was unrest in Latin America.” In explicitly referencing this doctrine from the past, Bolton seemingly took a page from the playbook of the Game of Thrones’s (GoT) Night King, bringing back to life things once considered dead. As President Obama’s Secretary of State John Kerry stated, “’The era of the Monroe Doctrine is over. The relationship that we seek and that we have worked hard to foster is not about a United States declaration about how and when it will intervene in the affairs of other American states.’”

The UN Security Council’s five permanent members—the United States, the United Kingdom, Russia, France and China—are unlike-minded states with diverging foreign policy agendas. Media coverage of the Security Council typically highlights divisions between its Permanent Five Members (P5). This week, for instance, we read about Russia blocking a resolution for a cease-fire to bring humanitarian aid to a suburb of Damascusin Syria. In January, CNN declared a “big power showdown” at the Security Council. The narrative of five great powers at loggerheads with one another, each with a unilateral veto over any of the Council’s actions, is a powerful explanation for the UN’s stasis on some high-profile issues of international peace and security. But the largest category of Security Council action—UN peace operations—does not fit easily into this narrative, and examining it should lead us to reconsider the way we think about Security Council politics. For peace operations, agreement, not gridlock, is the norm at the Security Council. In general, P5 cooperation is a vital common good, because it enables multilateral responses to global crises. When it comes to peace operations, however, the Council has settled on a puzzling, often counter-productive point of agreement.

2017 brought both successes and disappointments to Russia on the international arena. Moscow succeeded in establishing dialogue with its rivals in the Middle East — Saudi Arabia and Turkey. It also participated in the Astana peace talks to come up with a compromise with Ankara and Tehran on Syria. Besides, Russia together with its Syrian allies defeated the Islamic State of Iraq and the Greater Syria (ISIS). Afterwards, Russian President Vladimir Putin announced about the partial withdrawal of the Russian troops from Syria. One of the biggest challenges became the strengthening of the American sanctions against Russia for its alleged interference in the 2016 U.S. presidential election. The Russia dossier probe conducted by Special Counsel Robert Mueller and Congress is also a very important event, because it could deepen the crisis in U.S.-Russia relations. Parliamentary and presidential elections in Europe also matter: They took place amidst the buzz about the Russian cyber threat and hackers, and this indicates that there is not trust toward Russia in European countries today.

May 5, Vyacheslav Volodin, the State Duma’s Speaker, paid a significant visit to Serbia for working negotiations with President-Elect Aleksandar Vučić, acting Prime Minister and Foreign Minister Ivica Dačić, President of the National Assembly Maja Gojkovic, Serbian Orthodox Church Patriarch Irinej and other officials. The parliamentary delegation’s trip came at a difficult time. Montenegro’s accession to NATO and internal political changes in Macedonia are reconfiguring the military and political landscape of the region. All the events are unfolding amid a massive information campaign mounted by the mass media and Western pundits capitalizing on the issue of Russian influence in the Balkans, with yet another information attack being launched on the day of Volodin’s visit. Moreover, Russia’s relations with Montenegro have reached their lowest point over the past year. In its turn, Serbia is completing the phase of consolidation of Vučić’s regime. The agenda includes the creation of a new government, which may require new parliamentary elections. It is noteworthy that the President-Elect, however, fails to command total popular support. At the same time, Vučić is singled out for allegations and fierce criticism for embracing Euro-Atlantic integration. When it comes to Russia’s assets and liabilities in the Balkans, Volodin’s stay in Serbia, therefore, was of particular importance.

If anything, the central tenet of the Hippocratic oath: first do no harm – Primum non nocere – is the first motto to be applied to today’s dialogue between Russia and NATO, a military and political organization. The dialogue essentially boiling down to interaction between Russia and the United States, the alliance’s leader, has offered fewer grounds for optimism over the years. Noticeably worse relations, whose downward spiraling trend is too serious a phenomenon to be even referred to as “the Cold War”, are degenerating into an agony. This is testified by some experts predicting an unavoidable military conflict and a real deterioration in the situation amid the Ukraine and Syria conflicts that Russia and NATO (the US) treat differently. For instance, Moscow officially suspended a deal with the US to prevent mid-air collisions over Syria in response to America’s attitude towards April’s deadly chemical attack in Syria’s Idlib province.

With the advance of globalization, the spread of new technologies and communication, diffusion of power to non-state actors, as well as the emergence of new forms of rivalry and statecraft, the concept of “gray zone” conflict has very recently produced substantial debates in the US and internationally. Most analysts do not view this phenomenon as entirely new, but they distinguish certain characteristics of gray zone and argue that it will progressively depict and challenge the international system in the near future. The gray zone form of conflict is usually defined by the presence of several crucial elements including rising revisionist states that seek to alter some aspect of the existing, status quo international order, incremental or gradual strategy often ambiguous, and unconventional tools, which are short of outright war. Actors using a gray zone method strive to achieve their goals while minimizing the scope and scale of actual fighting[3]. Russia’s actions in Eastern Europe are often described by the theorists of gray zone conflict as using multi-instrument strategies while employing direct action. China’s use of incremental approaches to produce a critical basis for its claims in the South China Sea also represents a prominent example of the gray zone conflict.

The American military strike on a Syrian airbase has rather demonstrated President Trump’s burning desire to adopt a more hawkish stance – both at home and abroad – than has been launched merely in retaliation for the terrible chemical attack. At home, it was a gimmick to consolidate his position in Congress, secure bipartisan support (primarily GOP’s approval), cement his voting base, and shed the image of the Kremlin’s lackey, which has increasingly been weakening his presidential mandate and left little room for political maneuver. Several weeks after winning a plurality in Bulgaria’s late March parliamentary election, Prime Minister Boyko Borissov did something unprecedented: he brought the nationalist United Patriots (Obedineni Patrioti) into his coalition government. The United Patriots is an electoral alliance of three parties, the IMRO[2]-Bulgarian National Movement (VMRO-Bulgarsko Natsionalno Dvizhenie), the National Front for the Salvation of Bulgaria (Natzionalen Front za Spasenie na Bulgaria), and Attack (Attaka). Their inclusion in the coalition government has given rise to concern among Bulgaria’s NATO allies (and many Bulgarian themselves) about what the Bulgarian Socialist Party’s Korneliya Ninova called Mr. Borissov’s “floating majority, his unprincipled alliance”[3] (plavashti mnozinstva, bezprintsipni sŭyuzi). That concern is well placed for several reasons. Only a few years ago, even the nationalist IMRO-BND and NFSB excluded the radical Ataka[4] from their electoral alliance dubbed the “Patriotic Front” (Patriotichen front) because of Ataka’s positions on Russia and NATO. Even then, however, the Patriotic Front’s “nationalist profile” (natsionalisticheskiyat profil) was so far to Bulgaria’s political right to cause Mr. Borissov to exclude the Patriotic Front from his coalition government. He did so with the active encouragement of his center-right European People’s Party allies across the European Union. “Nothing against the PF, but unfortunately the things Valeri Simeonov [a PF leader, more about whom anon] proposes do not correspond to our Euro-Atlantic orientation,” said Mr. Borissov at the time.[5]
