The US-Armenia “Eagle Partner” joint military exercise from September 11–20 may signal the beginning of a shift in the foreign policy direction of Armenia, historically a close ally to Russia. Armenia has been growing frustrated at the lackluster response of the Collective Security Treaty Organization to its appeals for assistance in the deepening conflict with Azerbaijan. However, it would be difficult to imagine a wholesale change in the geopolitical orientation in Yerevan, given the strong military, economic, energy, and cultural ties between Armenia and Russia.

After 12 years of civil war, Syrian President Bashar al-Assad’s government has consolidated its power and defeated credible threats to its rule. The anti-Assad armed opposition, which once controlled half of Syria, is relegated to the northwestern province of Idlib. While the Biden administration recognizes that Assad will likely remain in office, U.S. policy remains punitive, maintaining comprehensive sanctions on Syria until Assad negotiates political reforms with his opponents and agrees to free and fair elections. This policy will not produce the desired results. Assad is firmly entrenched, benefits from the help of security partners in Iran and Russia, who prefer that he stays in power, and remains highly unlikely to comply with U.S. demands. The status quo amounts to collective punishment of the Syrian population. Approximately 900 U.S. troops remain in eastern Syria, allegedly to train and advise the Kurdish-led Syrian Democratic Forces against ISIS. But ISIS lost its territorial caliphate more than four years ago. The risk of keeping U.S. forces there in perpetuity which includes sporadic attacks on U.S. positions and escalation risks with various actors, outweighs any rewards. Neither the sanctions nor the occupation of eastern Syria serves U.S. security interests. The former does no good, and the latter risks embroiling the United States in a mission without an end date. The United States should withdraw its remaining forces and offload what is left of the counter-ISIS mission to local actors. The United States should also reduce if not end its failing sanctions regime.

The US-Africa Leaders Summit—which included delegates from forty-nine countries and the African Union—was held in Washington, D.C., from Dec. 13–15, 2022. The summit focused on deepening and expanding the US-Africa partnership and giving voice to Africans in meeting current global challenges. The controversy surrounding Nancy Pelosi’s (D-CA) potential visit to Taiwan centers on what it implies about United States’ relations with Taiwan. When the United States normalized relations with the People’s Republic of China (PRC) in 1979, it said it would continue relations with Taiwan on an unofficial basis. The Normalization Communique said that “the people of the United States will maintain cultural, commercial, and other unofficial relations with the people of Taiwan.” Beijing has interpreted this statement as a commitment, and it has warned Washington that closer government-to-government interactions with Taipei would violate that commitment and have dire, though unspecified, consequences. But there’s no formula for determining what “unofficial” means. The canonical statements of the United States’ One-China policy—the Shanghai Communiqué, the Normalization Communiqué, the Arms Sales Communiqué, the Taiwan Relations Act, and the Six Assurances—are written at a high level of abstraction. There is no communiqué in which the United States said that the Speaker of the House would never visit Taiwan; those kinds of details are left to diplomatic protocols (such as the “contact guidelines”) that the United States has defined on its own. It is an act of interpretation—an art rather than a science—and the question now is whether a visit by Nancy Pelosi to Taiwan would be outside the bounds of a reasonable interpretation of “unofficial” relations.

Over the past several decades, the United States has made the advance of democracy its great purpose in foreign policy. The Biden administration’s rhetoric about a global struggle between autocracy and democracy is the old habit in new form. U.S. leaders market this goal as consonant with the U.S. liberal tradition, but it in fact offends the nation’s founding ethos, especially in relegating state sovereignty and national independence to secondary status. In the older teaching, accepted even by liberal internationalists like President Woodrow Wilson and President Franklin Roosevelt, free institutions were to expand by example, not by force. After the Cold War, U.S. efforts to push states into becoming democracies by instruction, war, and sanctions have been an abject failure, in large part because they offended against the principle of national independence. Defining U.S. efforts today as the defense of democracy obscures vital problems in the U.S. alliance system, including its expansionist tendencies, its unfair sharing of burdens, and the risks it poses of a major war that would be detrimental to U.S. security. The U.S. should reject the revolutionary policy of regime change and return to the respect for national independence once embedded in the U.S. diplomatic tradition. Overturning autocratic governments is an aim that is antithetical to peace, the most favorable environment for the growth of liberal democracy.

In addition to the 51 allies the United States is obligated by treaty to defend, it has a number of quasi-allies: states the United States is not committed to defend but to which it provides a substantial degree of military and political support. By creating uncertainty about U.S. commitments both at home and abroad, quasi-allies’ ambiguous status creates dangers for both the United States and the quasi-allies. For the United States, the danger is entanglement; having quasi-allies can pull the United States into trouble outside its core interests, creating needless cost, risk, and even war. Quasi-allies may suffer a kind of moral hazard; they may falsely believe they have U.S. military protection and fail to secure themselves sufficiently or become emboldened and dangerously provoke adversaries. U.S. leaders should be more wary of these dangers and avoid loose talk and policy acts that imply a commitment to non-allies’ defense.

15. Twenty Years Later: Why 9/11 Has Not Been a Second Pearl Harbor

In the immediate aftermath of the 11 September 2001 terrorist attacks, an overwhelming majority of commentators drew a parallel with the surprise blitz by Imperial Japan against the US Pacific fleet in Hawaii’s Bay of Pearl Harbor, on 7 December 1941. The comparison rested on two pillars. The first had its roots in historical analogy and symbolic impact. The Pearl Harbor attack was the closest precedent of an aggression against the United States on its soil. The fact that the United States was caught by surprise, combined with the considerable toll in human lives exacted by the aggressors (more than two thousand people died in Pearl Harbor and almost three thousand on 9/11), lent legitimacy to such comparison. As all US citizens at the time would forever recall what they were doing when news of the Pearl Harbor attack came through, so do all US citizens (and not only) remember what they were busy with when the image of the Twin Towers wrapped in flames appeared on TV screens on that Tuesday back in 2001. The second reasoning underlying the parallel between Pearl Harbor and 9/11 concerned the impact on US domestic politics and, consequently, foreign policy.

On January 20, 2021, a new administration will take office in the United States. This could lead to changes in US-Iran relations. The Trump administration continued to provoke Iran by withdrawing from the Joint Comprehensive Plan of Action (JCPOA), tightening sanctions, and killing Quds Force commander Qasem Soleimani. Meanwhile, the incoming president Joe Biden and key members of his diplomatic team are oriented toward a return to the JCPOA. In the midst of all this, Mohsen Fakhrizadeh, a nuclear scientist who is believed to have played a central role in Iran's nuclear development, was murdered. Iranian President Hassan Rouhani responded by saying he would retaliate at an "appropriate" time, and an advisor to Supreme Leader Ayatollah Khamenei said he would take "decisive" action. Although the US is not believed to have been directly involved in this incident, there are concerns that it will cast a dark shadow on the diplomacy between the US and Iran over the JCPOA. Shortly thereafter, Iran's parliament passed a law that obliges the government to take steps to expand nuclear activities that significantly exceed the JCPOA's limits and to seek the lifting of sanctions. The new US administration will need to be very careful not to overlook either hard or soft signals, to analyze Iran's future course, and to take diplomatic steps to reduce Iran's nuclear and regional security threats.

The U.S. has become a “Phantom Empire,” a country that appears to be powerful because it has a robust military presence abroad but cannot use garrisoned forces to achieve geopolitical objectives. More than 225,000 U.S. troops and DoD personnel are stationed abroad in more than 150 countries. The largest deployments are to wealthy U.S. allies (Japan, Germany, and South Korea) capable of defending themselves. U.S. leaders often justify military commitments by arguing they preserve “influence.” But because American leaders are committed, in most cases, to maintaining troops abroad as a good in and of itself, the U.S. squanders most of its leverage to influence hosts. Threats to withdraw troops are not credible, making them irrelevant for most U.S. geopolitical goals. The sources of U.S. power and influence are ultimately rooted in economic prosperity and soft power. A foreign policy that cultivates these sources of strength over maintaining military commitments would better achieve U.S. geopolitical goals.

Abstract:
What challenges the new American administration will face in the Balkans, and how should it approach them? Read in the latest analysis of BCSP researcher Vuk Vuksanović. When Joseph Biden defeated Donald Trump in the 2020 US presidential elections, the Balkan countries were not neutral on that race. Serbian President Aleksandar Vučić made a failed bet on Trump, hoping that under Trump, he will get a less painful settlement of the Kosovo dispute and an opportunity to finally make Belgrade a partner of Washington, after several decades. Vučić still congratulated Biden for his win alongside several other Balkan leaders who were probably happier about Biden’s win than him. US foreign policy towards the Balkans under Trump has been marked by transactional logic and disdain towards the European Union, best symbolised in the economic normalisation agreement between Belgrade and Priština brokered in September 2020 by Trump. Many policy hands, including Nicholas Burns, former US diplomat and one of Biden’s advisors, now expect that Biden will display US leadership in the region while cooperating closely with the European Union. The US foreign policy will have to deal with three sets of challenges: the unresolved Kosovo dispute, democratic backsliding in the region, and the presence of non-Western powers like Russia and China. While US power is a necessary element in resolving these challenges, the Biden administration will not be able to offer quick fixes.

Following four years of former President Donald Trump’s “America first” foreign policy, President Joe Biden is seeking to reorient the US approach to world affairs, placing much greater emphasis on international cooperation. This reorientation has already been evident in Biden’s decisions to return the United States to the Paris climate agreement, extend the New START arms control treaty with Russia, remain in the World Health Organization, reengage with the United Nations Human Rights Council, and commit to rejoining the Iran nuclear deal if Iran returns to complying with it. To what extent do Democratic, Republican, and Independent foreign policy professionals support Biden’s international agenda? The results of the 2020 Chicago Council on Global Affairs-University of Texas at Austin survey of more than 900 US executive branch officials, congressional staff, think tank scholars, university professors, journalists, and interest group representatives indicates there is substantial support among leaders of different political persuasions for a greater emphasis on cooperation and less reliance on coercion in foreign policy. However, this consensus also has a partisan tilt: Democrats and Independents are far more likely to agree on cooperative foreign policy approaches the United States should use, while Republicans are more comfortable with coercive measures. Taken together, these findings suggest that Biden should be able to attract strong support for his foreign policy from Democratic and Independent members of the foreign 2 policy community but will find it much more difficult to gain Republican backing for many of his international initiatives.

2021 Chicago Council Survey data show a majority of Americans support a range of US policies towards Taiwan: recognition as an independent country, inclusion in international organizations, and a US-Taiwan free trade agreement. Tensions between Beijing and Taipei are running high. Chinese intimidation of Taiwan has increased since 2016, demonstrated by naval drills in the Taiwan Strait, incursions into Taiwanese airspace, and economic coercion targeted at Taiwanese industries. In turn, the United States has sold advanced weapons to Taiwan and normalized US warship transits nearby. While past administrations have not made formal commitments to defend Taiwan, the just-completed 2021 Chicago Council Survey finds that for the first time, a slim majority of Americans now favor sending US troops to defend Taiwan if China invades.

Chicago Council survey data find majorities in South Korea view China as more of a security threat than a security partner and as more of an economic threat than an economic partner. On May 21, South Korea’s President Moon Jae-in will meet President Joe Biden at the White House. In his first 100 days in office, Biden’s foreign policy has focused on repairing alliances and setting the administration’s policy toward China—in March and April alone, the administration participated in US-China talks in Alaska, 2+2 meetings in South Korea and Japan, trilateral talks among national security advisers, and Japanese Prime Minister Yoshihide Suga's visit to Washington. Moon’s visit will add North Korea to the agenda. The two leaders meet at a time when there are significant gaps on their preferred paths forward to dealing with Beijing and Pyongyang. However, recent Chicago Council surveys find that attitudes among publics in South Korea and the United States are remarkably similar when it comes to China and North Korea.

Southwest Asia is increasingly dangerous. Negotiations about Iran’s nuclear program appear stuck near a breakpoint. With the Kabul government’s precipitous collapse, President Biden’s courageous decision to remove U.S. troops from Afghanistan has gone badly. Each situation threatens grave consequences for the administration. Together they suggest more deadly chaos looms from the Middle East to China’s borders. Iran is an important common factor, central to the first case, important in the second due to geography and potential leverage. The concurrence of threat – but also perhaps opportunity – justifies a new strategy for dealing with it that cuts across both situations. Joe Biden said before taking office that it was a priority to restore the nuclear deal that was working well until Donald Trump took the U.S. out. He pledged to conclude the endless war in Afghanistan. Today neither objective appears promising. Iran has more enriched and closer to weapons level uranium than when the original deal was signed. U.S. officials acknowledge that negotiating time is limited and, by implication, that military action may be required to keep the president’s pledge never to allow an Iranian bomb. As the Taliban takes over Afghanistan, Washington is focused as it should be on safely extracting U.S. citizens and the many thousands of Afghans whose lives are at risk for having helped the Americans over 20 years. Soon, however, there will be new proposals, including preparations for off-shore responses to what many anticipate will be a revival of the kind of civil war that ravaged Afghanistan in the 1990s. Any reasonable proposal should include at the least a significant diplomatic component in which Afghanistan’s neighbors, Iran prominent among them, apply their weight to persuade the Taliban to rule more moderately than it did its first time in power and in particular to keep out international terrorists. Most acknowledge that a key weakness of that approach is U.S. inability to work with Tehran.

The withdrawal of remaining U.S. and NATO troops in Afghanistan is nearly complete. As they go, the country begins a new, uncertain chapter in a long uncertain history. With the U.S. and our allies having made significant investments and great sacrifices in an attempt to develop self-sustaining Afghan institutions – and the Taliban now rampaging through the countryside – this is the moment of truth for the country’s government and post-9/11 political order. Whether Afghanistan’s institutions, security forces, and civil society prove sufficiently resilient to meet current challenges is not solely a matter of local capacity and resolve (or wisdom of previous donor decisions). Nor is it a matter of free choice between competing political views, as Afghans are not going to the voting booth to decide the outcome. It is equally about the commitment of the U.S. and our allies to continue supporting the equality of Afghan women and minorities, rule of law, free speech, and basic human rights. These are not foreign impositions, as some might argue, but rather vital weapons, absent U.S. troops, in the Afghan people’s own struggle against extremism and political regression. For many, there is justifiable fatigue with America’s “forever war” and its costs; but the Taliban’s repressive rule and its consequences are not a specter of another lifetime. It has only been 20 years since Afghan girls were banned from going to school; women barred from the workforce and life outside the home; and summary justice, including stoning and decapitation, for transgressions against the Taliban’s medieval code meted out in the national stadium. It has only been 17 years since Afghans were first given the constitutional right to choose their leadership at the ballot box. Progress is recent, and the Taliban is determined to make it reversible.

In the late 1980s, Taiwan successfully transformed from an authoritarian rule to representative democracy. However, the country is receiving global attention due to the existing influence of China. Jason Kuo, an Assistant Professor in the Department of Political Science at National Taiwan University, argues that Chinese influence on Taiwan threatens Taiwan’s democracy. The author utilizes the result of a public opinion poll conducted by the Asian Barometer Survey to support his argument. According to the poll, 91 % of Taiwanese citizens answered that Taiwan is influenced by China, and about half of the respondents were unsatisfied with democracy’s economic performance and problem-solving decisiveness. To protect Taiwan’s democracy from China, Dr. Kuo states that maintaining U.S. supremacy is crucial as the U.S. plays an important role in protecting Taiwan’s democracy.

Columbia University ILAS panel on Democratic presidential candidates and Latin America. Among leading Democratic candidates some basics are widely shared. They agree that military force should be a last resort and that long-term occupations are damaging. They promise to reinvest in diplomacy and rehabilitate the US image abroad, as well as trying to achieve US policy goals, by rebuilding alliances and recommitting to multilateralism on climate change, on nuclear arms control. They want to use foreign aid and international institutions to improve human security, address the root causes of migration, and seek diplomatic solutions to conflicts. There is a rough division between the mainstream, Obama-style approach represented by Joe Biden and the mayor from South Bend, Indiana, Pete Buttegieg, who both believe that US alliances and international institutions are force multipliers for the United States. Together, the so-called moderate candidates have about 40% of the Democratic voter support in surveys. The progressive wing is represented by Senators Bernie Sanders and Elizabeth Warren, who want to reduce US military activity abroad and also reform the global economic order in order to reduce inequality, conflict, and environmental damage. Together, Sanders and Warren have about 40% of the Democratic vote as well.

32. Arab, Iranian, and Turkish Responses to President Trump’s Impeachment

A survey of how regional media outlets discussed the congressional impeachment process and its potential ramifications on the 2020 presidential election. Across the Middle East, the story of President Trump’s impeachment and subsequent acquittal received secondtier coverage compared to regional or local issues. Many Arabic-language websites and newspapers translated and republished Western articles as opposed to creating their own content on the issue, such as Al Jazeera publishing a translated version of a Guardian editorial. Moreover, the bulk of the articles just explained the facts or process of impeachment rather than expounding on its significance. Some celebrated the idea that there is a mechanism for peaceful removal of a leader. Most commented on the unlikelihood of Trump’s removal and how America is facing unprecedented polarization. Those articles that did offer their own editorial content were split on whether impeachment will help or hurt Trump’s election campaign. Publications in the Gulf states tended to portray impeachment as an act of “political vengeance” by Democrats against Trump, “who won despite their opposition” (Sky News Arabia). Most Gulf papers posited that Trump will ultimately benefit in the 2020 election “after proving his innocence before the Senate” (Al Seyassah). Yet Qatari coverage deviated from the general Gulf trend. For example, one Al Jazeera article asserted that the impeachment case against Trump “is simple, and established not only by officials speaking under oath, but by his own words and actions.” Egyptian newspapers were more split on how impeachment will affect the election. Anti-American outlets in Syria suggested it will hurt him, with Al Baath noting “all data indicate that Trump’s hope for a return to the White House have faded.” Lebanese publications tended to take a more neutral view. The Hezbollah-controlled newspaper Al Akhbar wrote that the prospect of impeachment weakening Trump’s electoral campaign “is similar to that of his potential main rival,” arguing that Joe Biden was also tainted by the process. Most Iranian media tended to copy Western sources, but two themes prevailed among outlets offering original content: portrayal of impeachment as a scandal that has tainted Trump’s presidential legacy, or neutral analysis of how impeachment may or may not harm his reelection chances. A few analytical pieces suggested that he might be able to transform the scandal into an asset for his campaign, since it may “lead to more popularity among the middle class.” While most Iranian articles leaned against Trump, few appeared to praise Democrats. Turkish articles generally depicted impeachment as a “gift” to Trump’s campaign. SETA, a think tank that supports President Recep Tayyip Erdogan, claimed that what “hasn’t killed Trump will make him stronger.” Sabah News, another pro-Erdogan source, wrote that impeachment will “unite Republican senators and members of the House of Representatives around him.”

Making matters worse, Washington and Beijing have attempted to divert domestic attention away from their own substantial shortcomings by blaming each other. On June 6, the Wall Street Journal set off an avalanche of commentary by reporting that U.S. President Donald Trump ordered a drastic reduction in U.S. troops deployed in Germany within a space of only six months. The move was met with significant pushback in Washington and Brussels, causing Congressional Republicans to raise their concerns in letters and public statements. Trump’s announcement, however, was in fact an extension of earlier plans mooted in June 2019, when the administration first suggested moving at least 1,000 troops from Germany to Poland. At the time, Trump suggested that the proposed move was to “affirm the significant defense cooperation between our nations.” Washington picked up this potential troop move again in a rather unrelated context following a spat over the German refusal to participate in a naval mission in the Persian Gulf to deter Iran, reinforcing the notion Trump keeps using American deployments in Germany as a bargaining chip for any interaction on foreign policy with the Merkel government.

On August 26, Politico reported that U.S. service members were injured after an altercation with Russian forces in northeast Syria. This pattern of Russian challenges to U.S. forces was enabled by the Trump administration’s decision to retreat from parts of northern Syria in 2019, allowing Russia to fill the void. Until this decision was made, the two countries had agreed to make the Euphrates River the deconfliction line to keep U.S. and Russian forces separated. Russia stayed on the west side of the river, and the United on the east side, where this incident took place. Robert Hamilton, Senior Fellow at the Foreign Policy Research Institute, commented on the story and warned that it will not be a one-off incident: “We need to respond to this immediately and forcefully. Russian forces deliberately escalated against U.S. partners when I was running the ground deconfliction cell for Syria in 2017, but tended to be careful when U.S. forces were present. On December 8, the House voted to pass the 2021 National Defense Authorization Act (NDAA), authorizing a total of $740.5 billion in defense appropriations and continuing a trend of defense spending increases. The bill, passed by a margin large enough to override a threatened veto from President Trump, includes pay increases for US servicemembers, mandates the renaming of ten US military bases currently named after Confederates, and has a notable focus on competition with China. The 2020 Chicago Council Survey finds that the US public overall tends to prefer to maintain current levels of defense expenditures. But a plurality of Democrats, younger Americans and the college-educated favor cuts to the US defense budget, while a plurality of Republicans favor expanding it.

Two weeks ago, the US envoy to Afghanistan announced that American and Taliban negotiators had drafted a negotiation framework to end the 17-year long war in Afghanistan. Though American troops ousted the Taliban government following September 11th, the Taliban initiated a long-running insurgency against the US-backed Afghan government. After more than a decade of fighting, the Afghan government, the United States, and Taliban insurgents each failed to secure victory and, instead, the conflict has reached an unfavorable equilibrium for each of the parties. Abstract:
Can military forces mitigate insurgent activity—“win hearts and minds”—by implementing small, localized aid projects? Evidence from the recent wars in Afghanistan and Iraq has provided contradictory answers to the question of aid’s ability to mitigate violence. Some research finds that aid projects increase the legitimacy of the state among civilians and, under specific circumstances, dampen violence. Other studies, however, show that aid projects provoke insurgent activity, even when delivered by non-military organizations. Despite this ambiguous understanding of counterinsurgency (COIN) aid projects, the US military and its allies spent billions of dollars in Afghanistan and Iraq on projects meant to “win hearts and minds’’ among the populace. After all, there are good theoretical reasons for doing so. Aid projects might make the option of taking up arms less attractive by offering employment opportunities and stimulating local economies (i.e., the “opportunity cost” model of participation in rebellion). They might also encourage locals to share vital anti-insurgent intelligence with military forces.

White House National Security Advisor John Bolton recently declared, “In this administration, we’re not afraid to use the phrase ‘Monroe Doctrine.’” The Monroe Doctrine harkens back 200 years to a policy that captures the idea that a hegemonic power holds dominion over a particular geographic region—its sphere of influence—where it serves as the sole arbitrator of the rules of the game. Bolton likely referred to the doctrine’s Roosevelt corollary where, “the United States was justified in exercising ‘international police power’ when there was unrest in Latin America.” In explicitly referencing this doctrine from the past, Bolton seemingly took a page from the playbook of the Game of Thrones’s (GoT) Night King, bringing back to life things once considered dead. As President Obama’s Secretary of State John Kerry stated, “’The era of the Monroe Doctrine is over. The relationship that we seek and that we have worked hard to foster is not about a United States declaration about how and when it will intervene in the affairs of other American states.’”

As insular academics, we often grumble that if only people in power listened to us, the world would be a better place. Maybe this is the case, maybe this is wishful thinking. Regardless, it is not controversial to say that increased interactions and understanding between different experts across society is probably a good thing. Given this, what is the best way to get academic research and researchers in conversation with members of the policy community? Related, how do we recommend policy to this often diverse group of people? In March we held a National Science Foundation (NSF)-sponsored academic workshop at the Center for International Development & Conflict Management (CIDCM) at the University of Maryland on Rebel Governance and Legitimacy. As part of our workshop, we organized a policy/practitioner working group sponsored by American University. This meeting included practitioners from a range of government agencies, research centers, and think tanks, such as the US State Department, ICE, the Department of Homeland Security, the Stimson Center, and the Holocaust Memorial Museum among others. In addition to a conversation about our research findings from the CIDCM workshop, we engaged in a broader conversation about the relationship between our academic research and the challenges currently faced by the policy community. A lot has been made about translating between these communities (here and here as examples).

In recent weeks, much has been made of President Trump’s reluctance to pressure the Russian government to extradite Russian intelligence officials indicted for hacking the Democratic National Committee’s email server during the 2016 presidential campaign. Noting that the United States and Russia do not have an extradition treaty, National Security Advisor John Bolton labeled calls for formal extradition “pretty silly.” However, the lack of any formal treaty has not deterred Russian President Vladimir Putin from calling for the extradition of Bill Browder—an investor who helped reveal massive corruption within the Russian government—or Michael McFaul, the former ambassador to Russia. Clearly, Trump and Putin understand the formal extradition relationship between the US and Russia quite differently. So what is the state of extradition between the two countries? Extradition is a process where persons charged with or convicted of a crime against the law of one state and found in a foreign state are returned by the latter to the former for trial or punishment. With limited exceptions, the United States grants extradition pursuant to a treaty, and the US Code (18 USC 3181) currently lists more than 100 agreements in force. While the US government does not currently consider it to be in effect, the United States once had an extradition treaty with Russia.

The meeting was surrounded by expectations and marked by all types of speculation. Donald Trump has put US policy in East Asia on autopilot. But that could leave the United States far off course — and in a crisis, Trump will be required to fly the plane. Despite President Donald Trump’s promise to adopt an America First foreign policy, US policies in East Asia — on issues from trade, to diplomatic engagement, to the North Korean nuclear crisis — now more closely resemble those of Trump’s predecessors than his campaign vision. There are few advisers around President Trump with the necessary expertise, experience, and inclination to implement an America First foreign policy in Asia. Most principals hold conventional Republican views, and lead institutions that have advanced conventional policies. As a result, US policy in East Asia is on autopilot. The greatest risks are not a deliberate crash, but that of a crisis, in which the autopilot will disengage and President Trump will be required to fly the plane; or that the United States will drift far off course before a qualified pilot can retake control.
