This anthology explores the dynamics of shared religious sites in Turkey, the Balkans, Palestine/Israel, Cyprus, and Algeria, indicating where local and national stakeholders maneuver between competition and cooperation, coexistence and conflict. Contributors probe the notion of coexistence and the logic that underlies centuries of "sharing," exploring when and why sharing gets interrupted--or not--by conflict, and the policy consequences. These essays map the choreographies of shared sacred spaces within the framework of state-society relations, juxtaposing a site's political and religious features and exploring whether sharing or contestation is primarily religious or politically motivated. Although religion and politics are intertwined phenomena, the contributors to this volume understand the category of "religion" and the "political" as devices meant to distinguish between the theological and confessional aspects of religion and the political goals of groups. Their comparative approach better represents the transition in some cases of sites into places of hatred and violence, while in other instances they remain noncontroversial. The essays clearly delineate the religious and political factors that contribute to the context and causality of conflict at these sites and draw on history and anthropology to shed light on the often rapid switch from relative tolerance to distress to peace and calm.

Foreign-backed funding for education does not always stabilize a country and enhance its statebuilding efforts. Dana Burde shows how aid to education in Afghanistan bolstered conflict both deliberately in the 1980s through violence-infused, anti-Soviet curricula and inadvertently in the 2000s through misguided stabilization programs. She also reveals how dominant humanitarian models that determine what counts as appropriate aid have limited attention and resources toward education, in some cases fueling programs that undermine their goals. For education to promote peace in Afghanistan, Burde argues we must expand equal access to quality community-based education and support programs that increase girls' and boys' attendance at school. Referring to a recent U.S. effort that has produced strong results in these areas, Burde commends the program's efficient administration and good quality, and its neutral curriculum, which can reduce conflict and build peace in lasting ways. Drawing on up-to-date research on humanitarian education work amid conflict zones around the world and incorporating insights gleaned from extensive fieldwork in Afghanistan and Pakistan, Burde recalculates and improves a popular formula for peace.

Joel S. Migdal revisits the approach U.S. officials have adopted toward the Middle East since World War II, which paid scant attention to tectonic shifts in the region. After the war, the United States did not restrict its strategic model to the Middle East. Beginning with Harry S. Truman, American presidents applied a uniform strategy rooted in the country's Cold War experience in Europe to regions across the globe, designed to project America into nearly every corner of the world while limiting costs and overreach. The approach was simple: find a local power that could play Great Britain's role in Europe after the war, sharing the burden of exercising power, and establish a security alliance along the lines of NATO. Yet regional changes following the creation of Israel, the Free Officers Coup in Egypt, the rise of Arab nationalism from 1948 to 1952, and, later, the Iranian Revolution and the Egypt-Israel peace treaty in 1979 complicated this project. Migdal shows how insufficient attention to these key transformations led to a series of missteps and misconceptions in the twentieth century. With the Arab uprisings of 2009 through 2011 prompting another major shift, Migdal sees an opportunity for the United States to deploy a new, more workable strategy, and he concludes with a plan for gaining a stable foothold in the region.

Even well-established democracies need reform, and any successful effort to reform democracies must look beyond conventional institutions--elections, political parties, special interests, legislatures and their relations with chief executives--to do so. Expanding a traditional vision of the institutions of representative democracy, Douglas A. Chalmers examines six aspects of political practice relating to the people being represented, the structure of those who make law and policy, and the links between those structures and the people. Chalmers concludes with a discussion of where successful reform needs to take place: we must pay attention to a democratic ordering of the constant reconfiguration of decision making patterns; we must recognize the crucial role of information in deliberation; and we must incorporate noncitizens and foreigners into the political system, even when they are not the principal beneficiaries.

Wael B. Hallaq boldly argues that the "Islamic state," judged by any standard definition of what the modern state represents, is both impossible and inherently self-contradictory. Comparing the legal, political, moral, and constitutional histories of premodern Islam and Euro-America, he finds the adoption and practice of the modern state to be highly problematic for modern Muslims. He also critiques more expansively modernity's moral predicament, which renders impossible any project resting solely on ethical foundations. The modern state not only suffers from serious legal, political, and constitutional issues, Hallaq argues, but also, by its very nature, fashions a subject inconsistent with what it means to be, or to live as, a Muslim. By Islamic standards, the state's technologies of the self are severely lacking in moral substance, and today's Islamic state, as Hallaq shows, has done little to advance an acceptable form of genuine Shari'a governance. The Islamists' constitutional battles in Egypt and Pakistan, the Islamic legal and political failures of the Iranian Revolution, and similar disappointments underscore this fact. Nevertheless, the state remains the favored template of the Islamists and the ulama (Muslim clergymen). Providing Muslims with a path toward realizing the good life, Hallaq turns to the rich moral resources of Islamic history. Along the way, he proves political and other "crises of Islam" are not unique to the Islamic world nor to the Muslim religion. These crises are integral to the modern condition of both East and West, and by acknowledging these parallels, Muslims can engage more productively with their Western counterparts.

Nancy Bernkopf Tucker confronts the coldest period of the cold war--the moment in which personality, American political culture, public opinion, and high politics came together to define the Eisenhower Administration's policy toward China. A sophisticated, multidimensional account based on prodigious, cutting edge research, this volume convincingly portrays Eisenhower's private belief that close relations between the United States and the People's Republic of China were inevitable and that careful consideration of the PRC should constitute a critical part of American diplomacy. Tucker provocatively argues that the Eisenhower Administration's hostile rhetoric and tough actions toward China obscure the president's actual views. Behind the scenes, Eisenhower and his Secretary of State, John Foster Dulles, pursued a more nuanced approach, one better suited to China's specific challenges and the stabilization of the global community. Tucker deftly explores the contradictions between Eisenhower and his advisors' public and private positions. Her most powerful chapter centers on Eisenhower's recognition that rigid trade prohibitions would undermine the global postwar economic recovery and push China into a closer relationship with the Soviet Union. Ultimately, Tucker finds Eisenhower's strategic thinking on Europe and his fear of toxic, anticommunist domestic politics constrained his leadership, making a fundamental shift in U.S. policy toward China difficult if not impossible. Consequently, the president was unable to engage congress and the public effectively on China, ultimately failing to realize his own high standards as a leader.

Indonesia's military government collapsed in 1998, igniting fears that economic, religious, and political conflicts would complicate any democratic transition. Yet in every year since 2006, the world's most populous Muslim country has received high marks from international democracy-ranking organizations. In this volume, political scientists, religious scholars, legal theorists, and anthropologists examine the theory and practice of Indonesia's democratic transition and its ability to serve as a model for other Muslim countries. They compare the Indonesian example with similar scenarios in Chile, Spain, India, and Tunisia, as well as with the failed transitions of Yugoslavia, Egypt, and Iran. There is a high risk that someone will use, by accident or design, one or more of the 17,000 nuclear weapons in the world today. Many thought such threats ended with the Cold War or that current policies can prevent or contain nuclear disaster. They are dead wrong--these weapons, possessed by states large and small, stable and unstable, remain an ongoing nightmare. Joseph Cirincione surveys the best thinking and worst fears of experts specializing in nuclear warfare and assesses the efforts to reduce or eliminate these nuclear dangers. His book offers hope: in the 1960s, twenty-three states had nuclear weapons and research programs; today, only nine states have weapons. China has developed sophisticated hedging strategies to insure against risks in the international petroleum market. It has managed a growing net oil import gap and supply disruptions by maintaining a favorable energy mix, pursuing overseas equity oil production, building a state-owned tanker fleet and strategic petroleum reserve, establishing cross-border pipelines, and diversifying its energy resources and routes. Though it cannot be "secured," China's energy security can be "insured" by marrying government concern with commercial initiatives. This book comprehensively analyzes China's domestic, global, maritime, and continental petroleum strategies and policies, establishing a new theoretical framework that captures the interrelationship between security and profit. Arguing that hedging is central to China's energy-security policy, this volume links government concerns about security of supply to energy companies' search for profits, and by drawing important distinctions between threats and risks, peacetime and wartime contingencies, and pipeline and seaborne energy-supply routes, the study shifts scholarly focus away from securing and toward insuring an adequate oil supply and from controlling toward managing any disruptions to the sea lines of communication. The book is the most detailed and accurate look to date at how China has hedged its energy bets and how its behavior fits a hedging pattern.

By consulting the work of well-known and obscure al-Qaeda theoreticians, Michael W. S. Ryan finds jihadist terrorism strategy has more in common with the principles of Maoist guerrilla warfare than mainstream Islam. Encouraging strategists and researchers to devote greater attention to jihadi ideas rather than jihadist military operations, Ryan builds an effective framework for analyzing al-Qaeda's plans against America and constructs a compelling counternarrative to the West's supposed "war on Islam." Ryan examines the Salafist roots of al-Qaeda ideology and the contributions of its most famous founders, Osama Bin Laden and Ayman al-Zawahiri, in a political-military context. He also reads the Arabic-language works of lesser known theoreticians who have played an instrumental role in framing al-Qaeda's so-called war of the oppressed. These authors readily cite the guerrilla strategies of Mao, Che Guevara, and the mastermind of the Vietnam War, General Giap. They also incorporate the arguments of American theorists writing on "fourth-generation warfare." Despite China's effort to maintain peace with its neighbors, its military and economic growth poses an undeniable threat. Regional states must account for a more powerful potential adversary in China, and China has become more ambitious in its efforts to control its surroundings. Historical baggage has only aggravated the situation as China believes it is reclaiming its rightful place after a time of weakness and mistreatment, and other Asia-Pacific countries remember all too well their encounter with Chinese conflict and domination. Through a careful consideration of historical factors and raw data, Denny Roy examines the benefits and consequences of a more politically, economically, and militarily potent China. Since China's intended sphere of influence encroaches on the autonomy of regional states, its attempts to increase its own security have weakened the security of its neighbors. Nevertheless, there is little incentive for Beijing to change a status quo that is mostly good for China, and the PRC thrives through its participation in the global economy and multilateral institutions. Even so, Beijing remains extremely sensitive to challenges to the Chinese Communist Party's legitimacy and believes it is entitled to exercise influence on its periphery. On these issues, nationalism trumps any reluctance to upset the international system. Diplomatic disputes regarding the islands in the South China Sea, as well as controversial relations with North Korea, continue to undermine Chinese promises of positive behavior. Roy's study reveals the dynamics defining this volatile region, in which governments pursue China as an economic partner yet fear Beijing's power to set the rules of engagement.

Teaching America’s military history is an important civic duty because “We the People” are responsible for the common defense and therefore should know something about it. At the Foreign Policy Research Institute (FPRI), we encourage teachers to integrate military history into the history that they already teach, and we think they can do so without personal military experience, just as they teach about so many other aspects of American life. Starting in 2006, FPRI teamed up with the First Division Museum at Cantigny to offer the first Teaching Military History Institute for Teachers. This history institute series built upon and expanded the proven FPRI model that has been in operation since 1992. The concept is simple: assemble an audience of dedicated secondary school teachers, bring in first tier scholars of varied perspectives to address them on substantive military topics, and stimulate their interaction over a weekend at the world class setting of the First Division Museum. Omitted are the pedagogical lessons that can be learned back at one’s school. Teachers earn continuing education credits for attendance and are encouraged to develop lesson plans to incorporate knowledge from these weekends into their teaching. Since 2006, nearly 300 teachers have gone through one or more of these Institutes. This volume is a selection of materials presented at the eight Teaching Military History Institutes held since 2006. This e-book can be used as a resource by teachers, students, and the public to expand their understanding of how the U.S. military has helped to shape American history—not only on the battlefield but also socially, politically, economically, and technologically. We believe that our common defense will be better if the public is familiar with our military history. We hope that users and readers will enjoy this collection and use it to further that purpose.

Few observers foresaw the Arab Spring, but it should not have surprised anyone that the Islamist movements - the most organized movements in the Arab world - became the main beneficiaries of the turmoil that ensued. Islamism, in its gradualist and pragmatic approach embodied by the Muslim Brotherhood and its offshoots worldwide, seems ready to reap the rewards of its three decades-old decision to abandon violence and focus on grassroots activities. This monumental change has created many concerns among liberals, religious minorities and, more generally, all non-Islamists in the countries where Islamists have won. In addition, Arab states ruled by non-Islamist regimes have expressed concern. The former worry that Islamist ideology - even in its more contemporary, pragmatic form - remains deeply divisive and anti-democratic, often at odds with their values and interests. The latter believe that on foreign policy issues, most of the positions of various Brotherhood-inspired parties are on a collision course with the policies of established regimes in the region.

Laura Sjoberg positions gender and gender subordination as key factors in the making and fighting of global conflict. Through the lens of gender, she examines the meaning, causes, practices, and experiences of war, building a more inclusive approach to the analysis of violent conflict between states. Considering war at the international, state, substate, and individual levels, Sjoberg's feminist perspective elevates a number of causal variables in war decision-making. These include structural gender inequality, cycles of gendered violence, state masculine posturing, the often overlooked role of emotion in political interactions, gendered understandings of power, and states' mistaken perception of their own autonomy and unitary nature. Gendering Global Conflict also calls attention to understudied spaces that can be sites of war, such as the workplace, the household, and even the bedroom. Her findings show gender to be a linchpin of even the most tedious and seemingly bland tactical and logistical decisions in violent conflict. Armed with that information, Sjoberg undertakes the task of redefining and reintroducing critical readings of war's political, economic, and humanitarian dimensions, developing the beginnings of a feminist theory of war.

Defined as operations other than war, stability operations were, for the entire history of the United States military, considered a dangerous distraction if not an outright drain on combat resources. Nonetheless, American troops are now deployed far more often for stability operations than for conventional war. In 2005, the U.S. Department of Defense reversed its traditional stance on stability operations, elevating them to a primary mission alongside more conventional offense and defense goals. Jennifer Morrison Taw argues that this action represented a revolutionary change with significant implications on U.S. foreign policy. Through a detailed examination of the accompanying adjustments to U.S. military doctrine and adaptations in force preparation, Taw connects the elevation of stability operations to the far-reaching, overly ambitious American preoccupation with managing international stability. And the rest of the world, which sees us as negligible, even contemptible (“all corrupt and all dictators,” they say), consider that henceforth, they no longer need us.

The Permanent Secretary of State for Foreign Affairs analyses Danish foreign-policy priorities in 2011. The troublesome situation for the global econ-omy, including an uncertain outlook for the future, was the most impor-tant backdrop for Danish foreign policy in that year. The United States and China each have or will soon have the ability to inflict grave harm upon the other by nuclear attack, attacks on satellites, or attacks on computer networks. Paradoxically, despite each country's power, its strategic vulnerability is growing. Particularly since September 11, 2001, Americans have sensed this vulnerability. The extent to which the Chinese sense it is unclear. Vulnerability to nuclear attack is familiar to both countries. But the United States and China are also becoming exposed to damage in space and cyberspace because of their growing reliance on those domains for their prosperity and security, as well as each side's increasing antisatellite (ASAT) and cyber war capabilities. For China, economic integration, production, and commerce-and thus, sustained growth and perhaps political stability-depend vitally on data sharing, making networks and satellites as strategic as they are for the United States. All three strategic domains are "offense dominant"-technologically, economically, and operationally. Defenses against nuclear, ASAT, and cyber weapons are difficult and yield diminishing results against the offensive capabilities of large, advanced, and determined states such as the United States and China. Nuclear weapons are patently offense dominant because a single explosion can destroy a city. Moreover, it is easier and cheaper for China to improve the survivability of its strategic missile launchers, to multiply deliverable weapons, and to penetrate U.S. missile defenses than it is for the United States to maintain a nuclear first-strike capability. Though it has yet to admit it, the United States cannot deny the Chinese the second-strike nuclear deterrent they are determined to have. Satellites are inherently vulnerable: conspicuous, easy to track, and fragile. Destroying them or degrading their performance is easier than protecting them. ASAT interceptors are much cheaper than satellites. Likewise, defending computer networks becomes harder and more expensive as the scale and sophistication of the attacker increase. The woes of the cyber defender are compounded by integrated global markets and supply chains for digital components and equipment-in which U.S. and state-affiliated Chinese corporations are leading competitors-increasing the potential for strategic degradation of network infrastructure and disruption of services. In general, strategic offense dominance gives each country an incentive to invest in offense, which in turn spurs the other to keep pace. Apart from offense dominance, the advance of technology has slashed the costs in lives and treasure of strategic attack, as capabilities have graduated from mass invasion to heavy bombing to nuclear weapons to ASAT and cyber war. If one ignores possible deaths resulting from disruption of public services, ASAT and cyber war might even be considered "nonviolent." As the number of expected casualties from strategic attack options drops, so could international opprobrium and the inhibitions of decisionmakers. Absent deterrence, thresholds for war in space and cyberspace could become perilously low as offenses improve.

He relative roles of nation states, private companies and local institutions in managing water resources have long been debated by economists, anthropologists and water sector professionals. Each of these disciplines offers a different perspective on water management. The Integrated Water Resource Management (IWRM) model has been widely promoted as the only option for managing nations' water resources since the 1990s, yet the debate has been clouded because there has been a lack of serious alternative options for water resource management beyond state control. In particular, the role of communities has been misrepresented because they are frequently excluded from important aspects of environmental management. For many people, community-based institutions can fulfil a fundamental role in the management of common pool resources, such as water resources or forestry. This is particularly true when state capacity is weak or communities remain on the periphery of support from any government. This publication explores how local water resources can be managed successfully by community-based institutions in support of state level initiatives, where they exist.

Religious concerns stand at the center of international politics, yet key paradigms in international relations, namely realism, liberalism, and constructivism, barely consider religion in their analysis of political subjects. The essays in this collection rectify this. Authored by leading scholars, they introduce models that integrate religion into the study of international politics and connect religion to a rising form of populist politics in the developing world. Contributors identify religion as pervasive and distinctive, forcing a reframing of international relations theory that reinterprets traditional paradigms. At the time of this writing, the United States and the other members of the International Security Assistance Forces are completing nearly a decade of conflict in Iraq and Afghanistan. What started as more conventional or traditional fights has degenerated over time into insurgency warfare, something U.S. Forces have had to re-learn and re-build to fight. Re-learn and re-build are key elements as U.S. Forces have fought insurgencies in the past, but consistently maintained forces to fight more conventional warfare. Counterinsurgency (COIN) is very different from armored vehicles rolling through the Fulda Gap, or the race to Baghdad. It is a fight not against a Government as much as it is a fight for control of the mind-set of the population by non-state actors in a race to gain popular support. It is a grassroots battle that not only requires military force, but security established at the local level through everyday police presence that represents the Rule of Law, the national Government, and safety and stability locally. It is against this backdrop that the Center for Technology and National Security Policy (CTNSP) and the Combating Terrorism Technical Support Office (CTTSO) came together to look at Policing and COIN and the ways, methods, and techniques that could be shared to help overcome the insurgencies Coalition forces face. The efforts of the CTNSP at the National Defense University (NDU) and the CTTSO culminated in a one-day workshop held on September 29, 2010, on Policing and COIN Operations: Lessons Learned, Strategies, and Future Directions.

Since the 2003 Rose Revolution, Georgia has undertaken serious reforms, moving the country towards becoming a democracy anda market economy. Instead of proceeding at a steady pace, Georgia haschosen to take an accelerated path to reform. Since coming to office,the Saakashvili administration has underlined its ambition to bring Georgia into Euro-Atlantic structures. After an energetic start, Georgia ran into difficulties in late 2007 and 2008. During this period, the democratic credentials of the Saakashvili government were put to the test for the first time.The government was faced with massive public demonstrations, to which it responded in a heavy-handed fashion. The security forces attacked protesters, and the government declared a state of emergency, blaming the unrest on Russia. Many domestic and foreign observers feared that Georgia was abandoning the road to democracy. However, the state of emergency was soon lifted, and the government called an early presidential election. International observers judged the election to be largely democratic, despite some irregularities, but opposition forces claimed that the president's results had been boosted by fraud. Mr Saakashvili won an absolute majority in the first round of polling. The subsequent parliamentary elections in the spring of 2008 gave the ruling United National Movement party a landslide victory. With 119 out of 150 seats, theparty currently holds a two-thirds majority in parliament. The two major opposition parties (winning 17 and six seats respectively) refused to take their seatsin parliament.

In this paper, Europeanization of minority rights in Turkey will be explained in detail and in the conclusion part, it will be compared and contrasted with the Europeanization of minority rights in Greece. In this comparison, it is difficult to compare and contrast the mechanisms of Europeanization in Turkey and Greece because these mechanisms are suitable for the member states of the European Union (EU). For the candidate countries, the question of “how it is Europeanized” can be only answered with conditionality. Therefore, instead of trying to adapt Turkey in the case of minority rights to the mechanisms of Europeanization for the member states, in this study, it will be dealt with how the EU matters in affecting the minority rights protection in candidate and member states. Therefore, what this study implies when it is expected to explain Europeanization of mi`nority rights in Turkey is not to handle this case through the Europeanization theories, but how the EU affects the candidate countries through conditionality.

On the battlefields of Iraq and Afghanistan, U.S. soldiers, sailors, airmen, and marines have confronted third-party national combatants. Known as “foreign fighters,” these individuals have gained deadly skills and connections that can be exported or exploited to devastating effect in other locations. Over the past two decades, the foreign fighters phenomenon has grown after the Soviet invasion of Afghanistan in 1979—to the ethnically cleansed fields of the Balkans to Chechnya and beyond. But this is not a new problem. This report is the second volume of findings from an important series of FPRI conferences on the so-called foreign fighter problem. These conferences have brought together leading experts in the field to examine and discuss this phenomenon from different ideational and disciplinary perspectives. While the first volume dealt primarily with functional areas of the phenomenon, this edition focuses primarily on the case studies of al Qaeda franchises or allied affiliates in Somalia, the Maghreb, Yemen, and Afghanistan/Pakistan. Today, the outcomes of the geopolitical revolution unfolding across North Africa and the Middle East are far from clear, the problems associated with al Qaeda and its affiliated movement are likely to breed havoc for the foreseeable future across the region. Furthermore, the veterans spawned by such conflicts undoubtedly will present problems for international security writ large, too. The cases and phenomenon analyzed here may well provide important lessons for both those interested in the regions under examination here, but also for others who examine international challenges far removed from the study of radical extremism of the al Qaeda variety.

In contrast to the close cooperation practiced among European states, space relations among Asian states have become increasingly tense. If current trends continue, the Asian civilian space competition could become a military race. To better understand these emerging dynamics, James Clay Moltz conducts the first in-depth policy analysis of Asia's fourteen leading space programs, concentrating especially on developments in China, Japan, India, and South Korea. Moltz isolates the domestic motivations driving Asia's space actors, revisiting critical events such as China's 2007 anti-satellite weapons test and manned flights, Japan's successful Kaguya lunar mission and Kibo module for the International Space Station (ISS), India's Chandrayaan lunar mission, and South Korea's astronaut visit to the ISS, along with plans to establish independent space-launch capability. He investigates these nations' divergent space goals and their tendency to focus on national solutions and self-reliance rather than region-wide cooperation and multilateral initiatives. The 1954 conference on theory, sponsored by the Rockefeller Foundation, featured a who’s who of scholars and practitioners debating the foundations of international relations theory. Assembling his own team of experts, all of whom have struggled with this legacy, Nicolas Guilhot revisits a seminal event and its odd rejection of scientific rationalism. Far from being a spontaneous development, these essays argue, the emergence of a “realist” approach to international politics, later codified at the conference, was deliberately triggered by the Rockefeller Foundation. The organization was an early advocate of scholars who opposed the idea of a “science” of politics, pursuing, for the sake of disciplinary autonomy, a vision of politics as a prerational and existential dimension that could not be “solved” by scientific means. As a result, this nascent theory was more a rejection of behavioral social science than the birth of one of its specialized branches. The archived conversations reproduced here, along with unpublished papers by Hans Morgenthau, Reinhold Niebuhr, and Paul Nitze, speak to this defensive stance. International relations theory is critically linked to the context of postwar liberalism, and the contributors explore how these origins have played out in political thought and American foreign policy.

Governance discourse centers on an “ideal type” of modern statehood that exhibits full internal and external sovereignty and a legitimate monopoly on the use of force. Yet modern statehood is an anomaly, both historically and within the contemporary international system, while the condition of “limited statehood,” wherein countries lack the capacity to implement central decisions and monopolize force, is the norm. Limited statehood, argue the authors in this provocative collection, is in fact a fundamental form of governance, immune to the forces of economic and political modernization. Challenging common assumptions about sovereign states and the evolution of modern statehood, particularly the dominant paradigms supported by international relations theorists, development agencies, and international organizations, this volume explores strategies for effective and legitimate governance within a framework of weak and ineffective state institutions. Approaching the problem from the perspectives of political science, history, and law, contributors explore the factors that contribute to successful governance under conditions of limited statehood. These include the involvement of nonstate actors and nonhierarchical modes of political influence. Empirical chapters analyze security governance by nonstate actors, the contribution of publicprivate partnerships to promote the United Nations Millennium Goals, the role of business in environmental governance, and the problems of Western state-building efforts, among other issues. While American national security policy has grown more interventionist since the Cold War, Washington has also hoped to shape the world on the cheap. Misled by the stunning success against Iraq in 1991, administrations of both parties have pursued ambitious aims with limited force, committing the country's military frequently yet often hesitantly, with inconsistent justification. These ventures have produced strategic confusion, unplanned entanglements, and indecisive results. This collection of essays by Richard K. Betts, a leading international politics scholar, investigates the use of American force since the end of the Cold War, suggesting guidelines for making it more selective and successful. Betts brings his extensive knowledge of twentieth century American diplomatic and military history to bear on the full range of theory and practice in national security, surveying the Cold War roots of recent initiatives and arguing that U.S. policy has always been more unilateral than liberal theorists claim.
