Abstract:
Religions are reemerging in the social, political, and economic spheres previously occupied and dominated by secular institutions and ideologies. In the wake of crises exposing the limits of secular modernity, religions have again become significant players in domestic and international politics. At the same time, the Catholic Church has sought a "holy alliance" among the world's faiths to recentralize devout influence, an important, albeit little-noticed, evolution in international relations. Holy Wars and Holy Alliance explores the nation-state's current crisis in order to better understand the religious resurgence's implications for geopolitics. Manlio Graziano looks at how the Catholic Church promotes dialogue and action linking world religions, and examines how it has used its material, financial, and institutional strength to gain power and increase its profile in present-day international politics. Challenging the idea that modernity is tied to progress and secularization, Graziano documents the "return" or the "revenge" of God in all facets of life. He shows that tolerance, pluralism, democracy, and science have not triumphed as once predicted. To fully grasp the destabilizing dynamics at work today, he argues, we must appreciate the nature of religious struggles and political holy wars now unfolding across the international stage.

Soon after the American Revolution, ​certain of the founders began to recognize the strategic significance of Asia and the Pacific and the vast material and cultural resources at stake there. Over the coming generations, the United States continued to ask how best to expand trade with the region and whether to partner with China, at the center of the continent, or Japan, looking toward the Pacific. Where should the United States draw its defensive line, and how should it export democratic principles? In a history that spans the eighteenth century to the present, Michael J. Green follows the development of U.S. strategic thinking toward East Asia, identifying recurring themes in American statecraft that reflect the nation’s political philosophy and material realities. Drawing on archives, interviews, and his own experience in the Pentagon and White House, Green finds one overarching concern driving U.S. policy toward East Asia: a fear that a rival power might use the Pacific to isolate and threaten the United States and prevent the ocean from becoming a conduit for the westward free flow of trade, values, and forward defense. By More Than Providence works through these problems from the perspective of history’s major strategists and statesmen, from Thomas Jefferson to Alfred Thayer Mahan and Henry Kissinger. It records the fate of their ideas as they collided with the realities of the Far East and adds clarity to America’s stakes in the region, especially when compared with those of Europe and the Middle East.

Laura Sjoberg positions gender and gender subordination as key factors in the making and fighting of global conflict. Through the lens of gender, she examines the meaning, causes, practices, and experiences of war, building a more inclusive approach to the analysis of violent conflict between states. Considering war at the international, state, substate, and individual levels, Sjoberg's feminist perspective elevates a number of causal variables in war decision-making. These include structural gender inequality, cycles of gendered violence, state masculine posturing, the often overlooked role of emotion in political interactions, gendered understandings of power, and states' mistaken perception of their own autonomy and unitary nature. Gendering Global Conflict also calls attention to understudied spaces that can be sites of war, such as the workplace, the household, and even the bedroom. Her findings show gender to be a linchpin of even the most tedious and seemingly bland tactical and logistical decisions in violent conflict. Armed with that information, Sjoberg undertakes the task of redefining and reintroducing critical readings of war's political, economic, and humanitarian dimensions, developing the beginnings of a feminist theory of war.

Despite its impressive size and population, economic vitality, and drive to upgrade its military, China remains a vulnerable nation surrounded by powerful rivals and potential foes. Understanding China's foreign policy means fully appreciating these geostrategic challenges, which persist even as the country gains increasing influence over its neighbors. Andrew J. Nathan and Andrew Scobell analyze China's security concerns on four fronts: at home, with its immediate neighbors, in surrounding regional systems, and in the world beyond Asia. By illuminating the issues driving Chinese policy, they offer a new perspective on the country's rise and a strategy for balancing Chinese and American interests in Asia. Though rooted in the present, Nathan and Scobell's study makes ample use of the past, reaching back into history to illuminate the people and institutions shaping Chinese strategy today. They also examine Chinese views of the United States; explain why China is so concerned about Japan; and uncover China's interests in such problematic countries as North Korea, Iran, and the Sudan. The authors probe recent troubles in Tibet and Xinjiang and explore their links to forces beyond China's borders. They consider the tactics deployed by mainland China and Taiwan, as Taiwan seeks to maintain autonomy in the face of Chinese advances toward unification. They evaluate the strengths and weaknesses of China's three main power resources—economic power, military power, and soft power. The 1954 conference on theory, sponsored by the Rockefeller Foundation, featured a who’s who of scholars and practitioners debating the foundations of international relations theory. Assembling his own team of experts, all of whom have struggled with this legacy, Nicolas Guilhot revisits a seminal event and its odd rejection of scientific rationalism. Far from being a spontaneous development, these essays argue, the emergence of a “realist” approach to international politics, later codified at the conference, was deliberately triggered by the Rockefeller Foundation. The organization was an early advocate of scholars who opposed the idea of a “science” of politics, pursuing, for the sake of disciplinary autonomy, a vision of politics as a prerational and existential dimension that could not be “solved” by scientific means. As a result, this nascent theory was more a rejection of behavioral social science than the birth of one of its specialized branches. The archived conversations reproduced here, along with unpublished papers by Hans Morgenthau, Reinhold Niebuhr, and Paul Nitze, speak to this defensive stance. International relations theory is critically linked to the context of postwar liberalism, and the contributors explore how these origins have played out in political thought and American foreign policy.

Governance discourse centers on an “ideal type” of modern statehood that exhibits full internal and external sovereignty and a legitimate monopoly on the use of force. Yet modern statehood is an anomaly, both historically and within the contemporary international system, while the condition of “limited statehood,” wherein countries lack the capacity to implement central decisions and monopolize force, is the norm. Limited statehood, argue the authors in this provocative collection, is in fact a fundamental form of governance, immune to the forces of economic and political modernization. Challenging common assumptions about sovereign states and the evolution of modern statehood, particularly the dominant paradigms supported by international relations theorists, development agencies, and international organizations, this volume explores strategies for effective and legitimate governance within a framework of weak and ineffective state institutions. Approaching the problem from the perspectives of political science, history, and law, contributors explore the factors that contribute to successful governance under conditions of limited statehood. These include the involvement of nonstate actors and nonhierarchical modes of political influence. Empirical chapters analyze security governance by nonstate actors, the contribution of publicprivate partnerships to promote the United Nations Millennium Goals, the role of business in environmental governance, and the problems of Western state-building efforts, among other issues. Recognizing these forms of governance as legitimate, the contributors clarify the complexities of a system the developed world must negotiate in the coming century.

While American national security policy has grown more interventionist since the Cold War, Washington has also hoped to shape the world on the cheap. Misled by the stunning success against Iraq in 1991, administrations of both parties have pursued ambitious aims with limited force, committing the country's military frequently yet often hesitantly, with inconsistent justification. These ventures have produced strategic confusion, unplanned entanglements, and indecisive results. This collection of essays by Richard K. Betts, a leading international politics scholar, investigates the use of American force since the end of the Cold War, suggesting guidelines for making it more selective and successful. Betts brings his extensive knowledge of twentieth century American diplomatic and military history to bear on the full range of theory and practice in national security, surveying the Cold War roots of recent initiatives and arguing that U.S. policy has always been more unilateral than liberal theorists claim. 9. India's Israel Policy

India's foreign policy toward Israel is a subject of deep dispute. Throughout the twentieth century arguments have raged over the Palestinian problem and the future of bilateral relations. Yet no text comprehensively looks at the attitudes and policies of India toward Israel, especially their development in conjunction with history. P. R. Kumaraswamy is the first to account for India's Israel policy, revealing surprising inconsistencies in positions taken by the country's leaders, such as Mahatma Gandhi and Jawaharlal Nehru, and tracing the crackling tensions between its professed values and realpolitik. Kumaraswamy's findings debunk the belief that India possesses a homogeneous policy toward the Middle East. In fact, since the early days of independence, many within India have supported and pursued relations with Israel. Using material derived from archives in both India and Israel, Kumaraswamy investigates the factors that have hindered relations between these two countries despite their numerous commonalities. He also considers how India destabilized relations, the actions that were necessary for normalization to occur, and the directions bilateral relations may take in the future. In his most provocative argument, Kumaraswamy underscores the disproportionate affect of anti-colonial sentiments and the Muslim minority on shaping Indian policy.

10. East Asia Before the West: Five Centuries of Trade and Tribute

From the founding of the Ming dynasty in 1368 to the start of the Opium Wars in 1841, China has engaged in only two large-scale conflicts with its principal neighbors, Korea, Vietnam, and Japan. These four territorial and centralized states have otherwise fostered peaceful and long-lasting relationships with one another, and as they have grown more powerful, the atmosphere around them has stabilized. Focusing on the role of the "tribute system" in maintaining stability in East Asia and fostering diplomatic and commercial exchange, Kang contrasts this history against the example of Europe and the East Asian states' skirmishes with nomadic peoples to the north and west. Scholars tend to view Europe's experience as universal, but Kang upends this tradition, emphasizing East Asia's formal hierarchy as an international system with its own history and character. His approach not only recasts common understandings of East Asian relations but also defines a model that applies to other hegemonies outside of the European order.

Confucianism has shaped a certain perception of Chinese security strategy, symbolized by the defensive, nonaggressive Great Wall. Many believe China is antimilitary and reluctant to use force against its enemies. It practices pacifism and refrains from expanding its boundaries, even when nationally strong. In a path-breaking study traversing six centuries of Chinese history, Yuan-kang Wang resoundingly discredits this notion, recasting China as a practitioner of realpolitik and a ruthless purveyor of expansive grand strategies. Leaders of the Song Dynasty (960–1279) and Ming Dynasty (1368–1644) prized military force and shrewdly assessed the capabilities of China’s adversaries. They adopted defensive strategies when their country was weak and pursued expansive goals, such as territorial acquisition, destruction of their enemies, and total military victory, when their country was strong. Despite the dominance of an antimilitarist Confucian culture, warfare was not uncommon in the bulk of Chinese history. Grounding his research in primary Chinese sources, Wang outlines a politics of power crucial to understanding China’s strategies today, especially its policy of “peaceful development,” which, he argues, the nation has adopted mainly because of its military, economic, and technological weakness in relation to the United States.

Has the international movement for democracy and human rights gone from being a weapon against power to part of the arsenal of power itself? Nicolas Guilhot explores this question in his penetrating look at how the U.S. government, the World Bank, political scientists, NGOs, think tanks, and various international organizations have appropriated the movement for democracy and human rights to export neoliberal policies throughout the world. His work charts the various symbolic, ideological, and political meanings that have developed around human rights and democracy movements. Guilhot suggests that these shifting meanings reflect the transformation of a progressive, emancipatory movement into an industry dominated by “experts” ensconced in positions of power. Guilhot’s story begins in the 1950s when U.S. foreign policy experts promoted human rights and democracy as part of a “democratic international” to fight the spread of communism. Later, the unlikely convergence of anti-Stalinist leftists and the nascent neoconservative movement found a place in the Reagan administration. These “State Department Socialists,” as they were known, created policies and organizations that provided financial and technical expertise to democratic movements and also supported authoritarian, anti-communist regimes, particularly in Latin America. Guilhot traces the intellectual and social trajectories of key academics, policymakers, and institutions, including Seymour M. Lipset, Jeane Kirkpatrick, the “Chicago Boys,” influenced by Milton Friedman, the National Endowment for Democracy, and the Ford Foundation. He examines the ways in which various individuals, or “double agents,” were able to occupy pivotal positions at the junction of academe, national, and international institutions, and activist movements. He also pays particular attention to the role of the social sciences in transforming the old anti-communist crusades into respectable international organizations that promoted progressive and democratic ideals, but did not threaten the strategic and economic goals of Western governments and businesses. Guilhot’s purpose is not to disqualify democracy promotion as a conspiratorial activity. Rather he offers new perspectives on the roles of various transnational human rights institutions and the policies they promote. Ultimately, his work proposes a new model for understanding the international politics of legitimate democratic order and the relation between popular resistance to globalization and the “Washington Consensus.”
