Abstract:
Prospects for a Saudi-Israel diplomatic breakthrough appear to have cooled lately amid Riyadh’s rapprochement with Tehran and domestic ferment in Israel. But a narrow focus on these obstacles misses deeper, more encouraging trend lines, including Saudi public receptivity to people-to-people contact already underway in business and sports. Crown Prince Muhammad bin Salman has stirringly referred to Israel as a “potential ally,” and the transformative post-oil future he is mapping out for the kingdom offers the promise of bilateral cooperation in commerce, high-tech, and tourism, among other sectors. Notwithstanding Riyadh’s deal with Iran, the Saudis and Israelis still share a common threat in the Islamic Republic and a common interest to address it. The key to a Saudi-Israel normalization agreement, writes Segal Executive Director Robert Satloff in this new Institute Policy Note, is the U.S. role. While cautioning that a “Sadat to Jerusalem” moment is unrealistic for Saudi Arabia and Israel in the near future, especially given competing priorities for Riyadh, he argues that President Biden could—if he so chooses—negotiate a historic three-way, win-win-win arrangement that not only establishes formal Saudi-Israel relations but also advances a range of important American interests.

News reports of a nearing breakthrough in the Iran nuclear talks will trigger sighs of relief, but the deal will likely prove disappointing on many fronts. With Russia’s horrific onslaught against Ukraine, news reports of a likely breakthrough in the Iran nuclear talks will trigger sighs of relief. But sadly, that relief will be misplaced. U.S. negotiators have already admitted that the forthcoming deal will not match the nonproliferation achievements of the 2015 agreement, and no official has even hinted that the revised text will either penalize Iran for its flagrant violation of its commitments or address the range of problems that have emerged since the original deal was reached. In this Policy Note, Washington Institute executive director Robert Satloff delivers a powerful, bipartisan critique, assessing how and why three successive American presidents started their terms with sound ideas on Iran and leverage to advance them but accepted either flawed agreements or America’s own isolation. Looking beyond a new Iran deal, he proposes an urgent agenda: scrupulous enforcement; a renewed push for a “longer, stronger” agreement; early preparation for the day after restrictions expire; close coordination with regional partners to counter Iran’s rising influence; and outreach to the Iranian people, who will see little benefit from the windfall in sanctions relief likely coming to Tehran. American leadership, determination, and resilience, he notes, will be essential.

In a region where publics are clamoring for healthcare, housing, jobs, and freedom of expression, progress toward electoral democracy need not always be the top priority. Against the backdrop of simmering protests, endemic economic challenges, the continuing struggle to contain the Covid-19 pandemic, and fallout from the U.S. withdrawal from Afghanistan, The Washington Institute has launched a series of policy papers to help guide the Biden administration’s approach on democracy, reform, human rights, and political change across the Middle East and North Africa. The series addresses a range of questions: How do changes in the region over the last decade affect the new administration’s approach to these issues? How should the administration best prepare for the “new normal” of protests in the region? What are the policy tools at America’s disposal, and how might they be improved upon? How can Washington turn much-needed attention to new areas of focus, such as corruption and public-sector reform? What does public opinion research tell us about what the region’s publics want in their countries—and from the United States? And where might enhanced U.S.-EU coordination play a constructive role? The proposed answers will assist policymakers in advancing opportunities for reform, preserving U.S. interests, and navigating Middle East realities in the context of America’s global priorities. In this inaugural essay, David Pollock and Robert Satloff offer broad guidelines for a reimagined American democracy and human rights agenda in the region. At its core is a call for recognizing the many paths to improving human rights, accountable governance, and participatory democracy and their connection to a range of U.S. interests. Over the past four years, the Trump administration embraced Riyadh almost unconditionally, looking the other way even after outrages such as the killing of journalist Jamal Khashoggi. But now, the Biden administration has vowed to “reassess” the alliance, adopting a posture informed by American interests and values alike. A more balanced approach makes sense, the authors contend, recognizing the fundamental U.S. interest in the direction of social and economic reform underway in the kingdom. Such a policy should stay focused on shared goals, from ensuring a stable oil market to pushing back against Iran, promoting Arab-Israel normalization, preventing nuclear proliferation, countering terrorism, reducing or ending regional conflicts, and encouraging a more tolerant version of Islam at home and abroad. As soon as next month, Israel’s new government could approve plans to annex a substantial portion of the West Bank. The trigger for this comes from Washington—a shift by the Trump administration to recognize Israel’s new self-declared borders. But that still doesn’t explain why. What might Israel gain by discarding a reasonably tolerable, surprisingly sustainable status quo for a step that virtually the entire world considers a violation of law and reason? And what costs might Israel incur—strategically, diplomatically, politically, and otherwise—for carrying out annexation? In this Policy Note, Washington Institute executive director Robert Satloff looks at annexation through the prism of its advocates and finds their arguments sadly defeatist and surprisingly indifferent to the dangers the move could produce. The impact, he notes, will reach America too, given that this example of U.S.-Israel cooperation risks undermining the edifice of the bilateral relationship. But the worst outcome is by no means certain, and numerous actors are capable of dissuading Israel from taking this fateful step. All the same, the idea of annexation has now been legitimized in Israel and will surely reemerge. Ultimately, the threat annexation poses to shared U.S. and Israeli interests will only dissipate when U.S. policy no longer incentivizes it.

The countries of northwest Africa -- Morocco, Algeria, and Tunisia -- have proven either more resilient or more adaptive than other Middle East states to the political upheavals that have engulfed the region over the last half-dozen years. If President Trump decides to honor his commitment to relocate the U.S. embassy in Israel from Tel Aviv to Jerusalem, he should move quickly to consult with Israel, assess and prepare responses for potential security challenges, and engage key regional and international partners in the context of a broader adjustment of U.S. policy, according to a new presidential transition paper by Washington Institute executive director Robert Satloff. "Past presidents -- both Democratic and Republican -- who made and then broke this promise were evidently convinced that the relocation of America's main diplomatic mission to Jerusalem would ignite such outrage and trigger such violence that the costs outweighed the benefits," he writes. "This analysis, however, takes ominous warnings by certain Middle East leaders at face value, builds on what is essentially a condescending view of Arabs and Muslims that assumes they will react mindlessly to incendiary calls to violence, and fails to acknowledge the potential impact of subtle, creative, and at times forceful American diplomacy."

In last night's State of the Union speech, President Obama had the opportunity to educate the American people on the unique challenges posed by the "Islamic State"/ISIS, as well as the tough choices the United States and others will have to make as they deal with this phenomenon. Instead, he cited the issue only in passing, reiterating his "degrade and ultimately destroy" commitment without giving any idea what the next steps are beyond mentioning the increasingly risible effort to arm a Syrian opposition on slow simmer (see PolicyWatch 2357, "Train and Equip Not Enough for U.S.-Backed Syrian Rebels"), and the passing of a Congressional resolution to authorize the use of force against ISIS. This was in contrast to the extensive airtime he dedicated to touting his initiative on Cuba, which -- regardless of one's views on that decision -- is an almost irrelevant issue given the various crises occurring around the globe.
