Abstract:
On October 7, Hamas killed 1,200 Israelis in the largest terror attack since 9/11, carrying out acts of brutality that matched, and even surpassed, the worst atrocities of the Islamic State. The resulting war in Gaza, the escalation in tensions across the Middle East, and the anger in Arab and Muslim communities over the large number of Palestinian civilians killed in the conflict so far have upended the international terror threat landscape, creating acute concern about reprisals, and given the attacks already seen in France and Belgium, raised the specter of a new global wave of Islamist terror. In our feature article, Devorah Margolin and Matthew Levitt write that “The brutal Hamas-led October 7 attack on Israeli communities near Gaza represented a tactical paradigm shift for the group.” They observe that “the group’s explicit targeted killing and kidnapping of civilians [on October 7] baldly contradicts Hamas’ articulated revised political strategy since it took control of the Gaza Strip in 2007. Ironically, Hamas’ sharp tactical shift only underscores that the group never abandoned its fundamental commitment to the creation of an Islamist state in all of what it considers historical Palestine and the destruction of Israel.” Global jihadi groups have been exploiting the conflict in Gaza to call for attacks. In our feature interview, EU Counter-Terrorism Coordinator Ilkka Salmi says that “these calls to attack or to engage in some terrorist activity spread extremely quickly on social media and that’s why they could have a rapid and serious impact on the security situation. It reminds me of the days back in 2014-2016 when Daesh propaganda was at its high peak. The situation in Israel, combined with that sort of propaganda, could change the security situation in the E.U. quite drastically.” Tore Hamming writes that “three factors are likely to determine the impact of the ongoing events on the trajectory of the terrorism threat in the West: the length of the war, the scale of Israel’s offensive in Gaza, and the degree of support from Western nations to Israel.” Erik Skare stresses that analysts need to holistically examine both what Hamas says and does to better understand the group. He writes: “October 7 likely signifies the victory of those in the movement who have grown frustrated with an excessive focus on politics, advocating instead for a renewed emphasis on violence to reach their long-term goals.” In our second interview, General (Retired) Stephen Townsend, who commanded AFRICOM until August 2022, warns about intensifying jihadi terrorist threats across Africa. He says that al-Qa`ida’s affiliates there are “probably the largest threat to U.S. interests in the region today. And as they gain capacity, they’ll broaden their picture to the region and globally, to include our homeland eventually, I think.” Finally, Asfandyar Mir examines the counterterrorism dilemmas facing the United States in Pakistan and Afghanistan. He writes: “Al-Qa`ida and the Islamic State are pivoting to exploit Hamas’ October 7 terrorist attack on Israel and the civilian harm in Israel’s military campaign in Gaza since … Policymakers should take seriously the risk of a surprise terrorist provocation from Afghanistan.”

Abstract:
In this month’s feature article, Matthew Levitt and Lauren von Thaden examine the recent heightened smuggling challenge at Israel’s borders with Jordan and Egypt. They write: “The guns and drugs that are flowing into Israel are creating societal problems and public safety issues. The influx of weapons is also a major counterterrorism concern. Smuggled weapons have been a contributing factor to the surge of violence that has plagued the West Bank and Israel.” Building on the assessments of Israeli, Jordanian, and Egyptian officials, their study draws on a dataset they compiled of “105 cases of identified, thwarted, or disrupted weapons or drug smuggling attempts into Israel from March 2021 through April 2023 across all of Israel’s borders.” Our interview is with Ravi Satkalmi, the director of intelligence of the United States Capitol Police. He describes the post-January 6 security challenge as “fundamentally different than that posed by 9/11. The risk is fundamentally different when we’re discussing this kind of normalization of political violence against each other—an erosion of our civic norms—rather than a terrorist organization seeking to launch an attack from overseas.” He says that “our goal is essentially to be the premier intel shop for anti-government violence, full stop. We are sitting on a vast trove of threat information that’s being sent to us by our members’ offices and that we are finding on our own. And the key distinction here is we get it from all sides all the time. We’re protecting Democrats; we’re protecting Republicans, people of all political persuasions.” Satkalmi came out publicly as a gay man while previously working at NYPD and describes the importance of inclusivity in the national security and counterterrorism domain. He notes that “essentially, anybody can experience the challenge of belonging and anybody can be part of the solution. If we can check some of our own assumptions about who may be struggling and who effective change agents can be, we improve the likelihood for progress.” Tore Hamming draws on a new cache of Islamic State documents he collected to examine how the Islamic State’s General Directorate of Provinces has managed the Islamic State’s global network. He writes: “With the deaths of successive caliphs, the territorial demise in the Levant, and the growing importance of its external provinces, the General Directorate of Provinces has emerged as the organization’s most decisive body.” His article “describes the institution’s decisive role in the group’s military and economic affairs and its growing responsibility managing its external attack planning and execution.”

3. Is Iran Looking to Inspire Shia Homegrown Violent Extremist Attacks?

An October 2018 report by the National Counterterrorism Center defined Shia homegrown violent extremists as “individuals who are inspired or influenced by state actors such as Iran, foreign terrorist organizations such as Hezbollah, or Shia militant groups but who do not belong to these groups and are not directed by them.” At the time, the prospect of such Shia violence was largely theoretical, and officials could identify no tangible threats on American soil. But the January 2020 targeted killing of Iranian Qods Force commander Qasem Soleimani changed the picture, and U.S. officials could now point to a “catalyzing event,” as envisioned in the NCTC brief. Last year’s attack against writer Salman Rushdie and another at a Las Vegas hotel exemplified how Iran-inspired individuals were motivated to act. In this Policy Note, experts Moustafa Ayad and Matthew Levitt explore lone-offender Shia violence largely through the lens of social media. Closer tracking of online networks, they argue, could illuminate this flourishing virtual activity and how it might lead to real-world harm.

Abstract:
Notwithstanding the possibility of a deal soon being reached to revive the JCPOA nuclear deal with Iran, nefarious activity by Iran continues to pose significant counterterrorism and security concerns. In this month’s feature article, Matthew Levitt examines trends in Iranian external assassination, surveillance, and abduction plots based on a dataset of 98 Iranian plots from 1979 through 2021. Levitt notes that “perhaps the most important finding to emerge from this study is the fact that Iran pursues international assassination, abduction, terror, and surveillance plots in a very aggressive fashion, even at times and in places that are particularly sensitive. With the exception of a period right after the 9/11 attacks … Iranian operatives and proxies have carried out operations even during periods of key negotiations—including current negotiations over a return to the JCPOA.” He adds: “Today, with the revolutionary leadership solidifying control over key elements of power in Iran, and with an eye toward protecting the revolution at a time when the revolutionary leadership sees increasing threat coming from elements both foreign and domestic, operations like these are likely to increase.” Our interview is with Randall Blake, who recently retired from U.S. government service after spending 35 years working in a variety of critical roles in the counterterrorism enterprise, including most recently as National Intelligence Officer for Transnational Threats at the National Intelligence Council. Charlie Winter and Abdullah Alrhmoun assess the trajectory in Syria of the Islamic State in the wake of its fluctuating fortunes so far this year. The group’s multi-day assault on Ghwayran prison in northeastern Syria was “by a significant margin, the highest impact and most complex operation launched by the Islamic State in Syria since its territorial defeat.” But just days later, the Islamic State’s leader, who had orchestrated the prison attack, was ‘removed from the battlefield’ during a U.S. raid. Winter and Alrhmoun’s analysis of Islamic State attack claims in Syria since the group’s territorial defeat in March 2019 “suggests Islamic State cadres in Syria may have been saving their energies to carry out a large strike, cutting through the notion that previous declines in operational activity were a sign of weakening or that the prison attack necessarily portends a resurgence.” They add: “In Syria, the Ghwayran prison attack was an example of the latent threat posed by the Islamic State exploding into view. Whatever the monthly ebb and flow of Islamic State operations in Syria, the group is likely to persist as a threat for the foreseeable future.”

This collection reveals the growing prevalence of nonkinetic tools while exploring the balance authorities must strike between preventing attacks and protecting civil rights. Two very different events epitomized the CT/CVE challenge facing the incoming Biden administration in 2021: the January 6 insurrection at the Capitol and the August U.S. troop withdrawal from Afghanistan. The first reflected the sharp rise in violent extremism from white su­premacists, anti-government actors, and other similar figures, while the second presented the disturbing prospect of Taliban-ruled Afghanistan as a haven for Islamist terrorism. These watershed moments occurred as Washington sought to free up funds to address a wide range of equally important national security issues, from the rise of China and Russia, to climate change, domestic infrastructure needs, and public health issues. The tenth volume of The Washington Institute’s Counterterrorism Lecture Series, edited by Matthew Levitt, covers the period January 2021 to March 2022. While revealing a trend toward nonkinetic tools—as indicated by a full-day Institute panel devoted to the subject—the selections also probe the delicate but necessary balance officials must strike between preventing attacks and protecting civil rights.

In the sixth in a series of TRANSITION 2021 memos examining the Middle East and North Africa, Matthew Levitt reimagines the U.S. counterterrorism enterprise with a view to its long-term sustainability. Since the September 11 attacks, Washington has poured funding into a largely military-led response to terrorism, but today both Democrats and Republicans stress the need to end “forever” wars, focus limited resources on protecting the homeland, and lean more on foreign partners to address terrorism in their neighborhoods. Yet any shift in posture must seek a maximum return on the twenty-year U.S. investment in counterter­rorism while also keeping up with terrorists’ exploitation of new technologies, from drones to encrypted communication to social media. This will require finding areas of policy overlap between counterterrorism and Great Power competition, and disentangling U.S. counterterrorism budgets from the military budgets on which they have been grafted over the past two decades. More broadly, the author explains, “convincing partners to share more of the counterterrorism burden will require that Washington repair its damaged credibility and demonstrate the staying power to meet its alliance commitments.” In the coming weeks, TRANSITION 2021 memos by Washington Institute experts will address the broad array of issues facing the Biden-Harris administration in the Middle East. These range from thematic issues, such as the region’s strategic position in the context of Great Power competition and how to most effectively elevate human rights and democracy in Middle East policy, to more discrete topics, from Arab-Israel peace diplomacy to Red Sea security to challenges and opportunities in northwest Africa. Taken as a whole, this series of memos will present a comprehensive approach for advancing U.S. interests in security and peace in this vital but volatile region.

The administration's achievements were counterbalanced by a striking lack of alignment among three U.S. national security strategies and the discouraging rapid rise of far-right extremism at home. The Trump administration has a mixed record on counterterrorism, overshadowed by troubling trends. On the positive side, it continued the Obama administration’s efforts to defeat the Islamic State on the battlefield while pressuring other jihadist groups in Syria and aggressively pushing back on Iran and its terrorist proxies. But these achievements were counterbalanced by a striking lack of alignment among the U.S. National Security Strategy, National Defense Strategy, and Counterterrorism Strategy, hobbling effective policy execution. Still more discouraging has been the rapid rise of far-right extremism at home, a development President Trump has refused to denounce and even stoked. The Israeli evidence could reveal a troubling reality wherein groups publicly defend the human rights of some people while supporting acts of terrorism targeting others. On October 19, Israel designated six Palestinian NGOs as terrorist groups affiliated with the Popular Front for the Liberation of Palestine, causing a firestorm among international civil society and human rights organizations. While such action is inherently controversial, any assessment must consider the underlying evidence, which here emerged from a series of investigations pointing to massive fraud. The effort drew on various sources, including classified intelligence, seized materials, and statements made by arrested employees. And it cast light on high-profile cases such as the August 2019 murder of Israeli teen Rina Shnerb, whose killers were employed by one of the designated groups. In this groundbreaking Policy Note, counterterrorism expert Matthew Levitt closely analyzes Israel’s NGO designations. In doing so, he validates U.S., European, and international requests for an explanation, but simultaneously cautions that the evidence—if proven even partially true—could reveal a troubling reality wherein Palestinian NGOs publicly defend the human rights of some people while supporting terrorist acts against others.

Following the January 3, 2020, U.S. drone strike that killed Islamic Revolutionary Guard Corps Quds Force chief General Qassem Soleimani, there is significant concern that Iran may seek to retaliate against U.S. interests in the Middle East, and possibly even in the U.S. homeland. In our feature article, Matthew Levitt forecasts that “Iran and the foreign legion of Shi`a proxies at its disposal are likely to employ new types of operational tradecraft, including deploying cells comprised of operatives from various proxy groups and potentially even doing something authorities worry about but have never seen to date, namely encouraging Shi`a homegrown violent extremist terrorist attacks.” Annie Fixler assesses Iran will likely not order a major intensification of cyber operations against the United States to avenge Soleimani per se, because “claiming credit [to make clear any attack is in retaliation] also removes plausible deniability, which is one of the benefits of cyberattacks in the first place.” Instead, she argues, the state-sponsored cyber threat from Iran will continue along its current elevated trajectory, driven to a significant degree by the Iranian regime’s desire to hit back because of U.S. sanctions. Our feature interview is with Brigadier General Dagvin Anderson, Commander of U.S. Special Operations Command Africa. In our second interview, conducted by Amarnath Amarasingam, an official at Europol’s EU Internet Referral Unit outlines how in November 2019, the unit coordinated with messaging platforms, including Telegram, to carry out a major takedown of Islamic State channels online. At a time of continued concern over the security risk posed by the thousands of Islamic State fighters detained in northern Syria, Bennett Clifford and Caleb Weiss assess the global threat posed by jihadi attacks on prisons and jihadi riots inside prisons. They document how from West Africa to Southeast Asia, targeting prisons systems in this way has continued to be a priority for the Islamic State and other jihadi groups. “In planning these types of attacks,” they write, “jihadis are interested in restoring their force size, releasing incarcerated jihadi leaders or specialists, and/or creating a propaganda win.”

10. A Paris Reset on Hezbollah? Implications for French Interests and Regional Security

In this study, counterterrorism expert Matthew Levitt explores the history and current status of Hezbollah operations against French interests, and details how a change in Paris's longstanding opposition to designating the group could bolster French efforts to stabilize Lebanon. Lebanon’s corrupt political system needs major reforms, but Hezbollah has indicated, unsurprisingly, that it will reject any changes that diminish its political status. Specifically, the group insisted in late September that it maintain control of key ministries in any future government. This demand cut against the work of French authorities seeking to help stabilize the country following the devastating port blast in early August. In his response, President Emmanuel Macron signaled a break from typical French passivity toward Hezbollah. He denounced the group’s attempts to pose as a legitimate political party while engaging in militant activity independent of the Lebanese state. In this Policy Note, counterterrorism expert Matthew Levitt shares the little-known story of Hezbollah’s targeting of French interests, dating to the early 1980s. He then shows how the group poses a unique and growing set of challenges to France, both at home and abroad, and argues that Paris should reconsider its longtime opposition to designating Hezbollah in its entirety as a terrorist organization. Such a policy change, he contends, would bolster Macron’s efforts to stabilize Lebanon while mitigating threats within French territory.

In this illuminating Policy Note -- complete with detailed maps and satellite imagery -- Matthew Levitt and Samantha Stern tell the story of the Lebanese NGO Green Without Borders and explain why the mandate for the UN Interim Force in Lebanon must be reworked. According to its blog, the Lebanese NGO Green Without Borders plants trees, creates public parks, and fights forest fires. But the benignly named outfit also has another mission. Working with Hezbollah's construction arm Jihad al-Binaa and with the militant group's allies inside and outside the government, GWB openly seeks to advance the "southern Green resistance" against Israel. To this end, it provides direct cover for Hezbollah's operational activities, from harassing UN patrols, to carrying out missile attacks on Israel, to obstructing UN cameras at the border with deliberately placed trees. In this illuminating Policy Note -- complete with detailed border maps and satellite imagery -- Matthew Levitt and Samantha Stern tell the story of GWB and explain why the mandate for the UN Interim Force in Lebanon must be reworked after the secretary-general's next report in July. Ghaddar is the Institute's Friedmann Fellow and a former journalist with the Lebanese media. Levitt is the Institute’s Fromer-Wexler Fellow, director of its Reinhard Program on Counterterrorism and Intelligence, and creator of its newly released Hezbollah Select Worldwide Activity Interactive Map and Timeline. In our cover article, Matthew Levitt examines Hezbollah’s procurement channels, documenting how the group has been leveraging an international network of companies and brokers, including Hezbollah operatives and criminal facilitators, to procure weapons, dual-use items, and other equipment for the group and sometimes Iran. Levitt details how in the context of the war in Syria, “some of Hezbollah’s most significant procurement agents—such as Muhammad Qasir—have teamed up with Iran’s Quds Force to develop integrated and efficient weapons procurement and logistics pipelines through Syria and into Lebanon that can be leveraged to greatly expand Hezbollah’s international weapons procurement capabilities.” Levitt reveals Qasir appeared in footage of meetings last month between Syria’s President Assad and Iran’s President Hassan Rouhani and Supreme Leader Ayatollah Khamenei, underscoring the importance Damascus and Tehran attach to Qasir’s efforts. Our interview is with Vayl S. Oxford, the director of the U.S. Defense Threat Reduction Agency (DTRA). The Islamic State threat to Europe has grown less acute since the Islamic State lost much of its territory in Syria and Iraq, but a significant threat remains. Petter Nesser identifies three factors that explain why the most recent wave of terrorism in Europe rose so high: the participation of European countries in the anti-Islamic State coalition, the strong reach of jihadi-terror networks into Europe, and the efforts of “terrorist entrepreneurs.” He warns anger among European Islamist extremists caused by the military intervention against the Islamic State, networks created in the jihadi battlegrounds of Syria and Iraq, and veteran European foreign fighters intent on orchestrating terror back home could combine to inflict new waves of terrorism in Europe. Lachlan Wilson and Jason Pack outline how the Islamic State in Libya has rebounded since its loss of Sirte in 2016 by fighting a twin-track war of attrition involving attacks on state institutions along the coast and a guerrilla insurgency in Libya’s interior deserts. Geoff Porter outlines how counterterrorism efforts in Algeria and low support for jihadism among Algerians has significantly weakened the Algerian chapter of al-Qa`ida in the Islamic Maghreb (AQIM). Lastly, we’re very pleased to announce that Don Rassler, the Director of Strategic Initiatives at the Combating Terrorism Center, has joined the CTC Sentinel editorial board.

Abstract:
As demonstrators rail against economic problems, corruption, and sectarianism, the group’s role in undermining the public’s financial and physical security is coming under greater scrutiny. Lebanese citizens took to the streets this weekend to protest the country’s acute financial crisis, which has been marked by one of the highest debt ratios in the world, a new currency crisis, and fears that a strike will close gas stations indefinitely. Many believe that deep-rooted corruption and sectarianism got them into this mess, and may now complicate efforts to get them out. Against this backdrop, more criticism is being directed at Hezbollah, the widely designated terrorist organization that is simultaneously the most powerful party in Lebanon’s government and an aggressively sectarian movement that keeps its activities and weapons outside the government’s control. As the Treasury Department recently noted, developments over the past few weeks have underscored the extent to which the group’s actions “prioritize its interests, and those of its chief sponsor, Iran, over the welfare of Lebanese citizens and Lebanon’s economy.”

Although terror attacks conducted by individuals are not a new phenomenon, recent years have seen an alarming increase in these "lone-wolf" incidents. The Islamic State, for instance, has been proactive in using its global tentacles to conscript individuals to carry out attacks in its name. Meanwhile, in Israel, solo operators unaffiliated with organized terror groups have taken to carrying out attacks with the weapons at hand—cars, knives, homemade. We are pleased to present the third edition of the Harvard Journal of Middle Eastern Politics and Pol icy. This volume is being published at a time of rapid transformation in the Middle East and North Africa. The euphoric uprisings of 2011 have met with fierce resistance from resilient autocrats and the complex realities of reshuffled domestic politics. With corruption scandals threatening the long-venerated Turkish model, an Egyptian military reasserting itself in political life, and heated tribal disputes compromising an already fragile Libyan state, which way the region is headed remains altogether unclear. These volatile domestic transformations coincide with regional diplomatic realignments. Nuclear diplomacy between Iran and the West has complicated the relationship between Washington and its traditional allies in Israel and the Gulf. The Obama administration’s hesitance to intervene militarily in Syria has at times further strained these ties. Meanwhile, the unprecedented diffusion of Syrian refugees risks destabilizing neighboring states and igniting a region-wide conflagration. This year’s Journal sheds light on many of the dynamics underlying what we see as a larger regional transformation. Ibrahim Sharqieh opens the Journal with a commentary on the often overlooked plight of Palestinian “double refugees”—those first displaced by conflict with Israel, displaced again by conflict in Syria. There is no guarantee that a peace deal will be reached within the current timeline, but a Palestinian return to armed struggle would be a far greater political, economic, and humanitarian disaster than any short-term frustration with the negotiations. Peace processes are rarely peaceful processes, and the current U.S.-led effort to reach an Israeli-Palestinian "framework agreement" is no exception. As the tempo of negotiations between the main parties picks up speed, more radical actors have reemerged to violently oppose the process, from Palestinian Islamic Jihad (PIJ) and the Popular Resistance Committees, to Salafi jihadist groups, to Marxist factions such as the Popular Front for the Liberation of Palestine (PFLP). Many observers have focused on the sharp increase in rockets fired at Israel from Gaza in the past few weeks and the prospect of another Gaza war. But that issue, while crucial, has drawn media attention away from two equally troubling trends: the increase in violence across the West Bank, and new signs that some officials from the Palestinian Authority and its leading party, Fatah, may be hedging their bets and preparing for wider violence if the peace process fails.

The Bahraini government will need to distinguish better between protestors and terrorists if it wants Washington and other foreign partners to believe its claims of Iranian support for local militants. On May 5, in what has become an increasingly typical event in Bahrain, several individuals threw Molotov cocktails at a police post in a Shiite village, damaging storefronts but causing no casualties. Such incidents have intensified over the past few months in villages surrounding the capital, Manama -- in March, three police officers were killed by a bombing in al-Daih; last month, an explosion wounded another officer in the same village; days later, a police car was firebombed in Hamad Town.

The group's legal challenge will likely succeed for now, but the EU can reinstate the ban by relying on the plethora of evidence from European terrorism cases involving Hamas. In the latest sign of the legal troubles facing the European Union's designation regime -- the authority under which governments can freeze funds and economic resources of illicit actors -- the EU General Court is expected to annul the terrorist designation of Hamas on December 17. The judgment comes on the heels of a similar action in October that annulled the Council of the European Union's designation of the Liberation Tigers of Tamil Eelam (LTTE) on similarly procedural grounds. Although the new judgment is not expected to acquit Hamas of charges related to violence, it comes at a time when the group's terrorist and militant activities are on the rise. And like the LTTE, Hamas will surely point to the judgment as "evidence" that it is not a terrorist entity.

In July 2006 al-Qaeda nearly executed what would have been its most devastating terrorist attack since 9/11. A group of British citizens had planned to detonate liquid explosives aboard at least ten airliners en route from the United Kingdom to the United States and Canada. British authorities were able to foil the plot, in large part because of critical financial intelligence. As a result they quickly announced plans to increase the use of financial intelligence tools to disrupt future terrorist operations. "Our aim is simple," then-Chancellor of the Exchequer Gordon Brown asserted. "Just as there be no safe haven for terrorists, so there be no hiding place for those who finance terrorism."

The State Department's recently released Country Reports on Terrorism 2009 (CRT 2009) reveals several important trends in the evolution of global terrorism. The good news is that al-Qaeda is facing significant pressure, even as the organization and its affiliates and followers retain the intent and capability to carry out attacks. What remains to be seen is if the dispersion of the global jihadist threat from the heart of the Middle East to South Asia and Africa foreshadows organizational decline or revival for al-Qaeda itself and the radical jihadist ideology it espouses. How governments and civil society alike organize to contend with the changing threat will be central to this determination. The bad news is that governments and civil society remain woefully ineffective at reducing the spread and appeal of radical Islamist extremism.

In recent interviews, Hamas leader Khaled Mashal has offered to cooperate with U.S. efforts to promote a peaceful resolution to the Arab-Israeli conflict, indicated a willingness to implement an immediate and reciprocal ceasefire with Israel, and stated that the militant group would accept and respect a Palestinian state in the West Bank and Gaza Strip based on the 1967 borders, with East Jerusalem as its capital. But the conciliatory tone of this hardline Hamas leader, who has personally been tied to acts of terrorism and is himself a U.S.-designated terrorist, is belied by the group's continued violent actions and radicalization on the ground, as well as the rise to prominence of violent extremist leaders within the group's local Shura (consultative) councils. Hamas's activities of late appear to be diametrically opposed to the compliance of Mashal's statements.

On December 8, the United Nations Security Council will host its first-ever thematic debate on drug trafficking as a threat to international security. This focus is notable. U.S. officials are increasingly concerned with the evolving threat of drug trafficking, especially as terrorist organizations stake a bigger claim in this illegal arena. In fact, on November 18, FBI director Robert Mueller met with senior Turkish officials to address U.S.-Turkish efforts targeting the Kurdistan Workers Party (PKK), also known as Kongra-Gel. A press release from the U.S. embassy in Ankara following the meeting stressed that U.S. officials "strongly support Turkey's efforts against the PKK terrorist organization" and highlighted the two countries' long history of working together in the fight against terrorism and transnational organized crime.

On January 11, 2008, a Boston federal court convicted Emadeddin Muntasser, Samir Almonla, and Muhammad Mubayid of conspiring to defraud and conceal information from the U.S. government. Prosecutors proved the defendants fraudulently used the charity they ran -- Care International -- "to solicit and obtain tax deductible donations for the purpose of supporting and promoting the mujahedin (Muslim holy warriors) and jihad (violent armed conflict)." The defendants concealed from U.S. authorities the fact that Care was an outgrowth of and successor to the al-Kifah Refugee Center, and engaged in non-charitable activities such as the solicitation and expenditure of funds to support violent jihad.

On March 8, 2007, a French court ordered the Wiesenthal Center's director for international relations in Paris to pay a symbolic €1 fine in a defamation suit brought by a U.S.-designated Hamas front organization. The Comité de Bienfaisance et de Secours aux Palestiniens (Committee for Welfare and Aid to the Palestinians) (CBSP) charged that it had been defamed by allegations that it finances terrorism and raises funds to support the families of suicide bombers recruited by Hamas. Atlhough the French court acknowledged that the 150 exhibits submitted by the defense "indeed constituted an impressive body of evidence," it nonetheless issued a symbolic ruling in favor of the plaintiff.

On February 20, the U.S. Department of the Treasury designated Jihad al-Bina, Hizballah's construction company in Lebanon, effectively shutting the terrorist group's firm out of the international financial system. While the designation will not take effect at the United Nations -- sanctions under UN Security Council Resolution 1267 only target elements associated with al-Qaeda or the Taliban, to the exclusion of any other terrorist groups -- international lenders and donors, including financial institutions, NGOs, and governments, are unlikely to want to assume the reputational risk of working to rebuild Lebanon in partnership with Hizballah instead of the Lebanese government. Moreover -- and contrary to conventional wisdom -- the designation presents a rare public diplomacy opportunity in the battle of ideas in the war on terror.

Recently, the Palestinian Authority (PA) shut down several Islamic charity committees in the West Bank, stating that Hamas was using them as a means to transfer funds to the group's activists there. Meanwhile, on October 22, the U.S. federal trial of the Dallas-based Holy Land Foundation (HLF) and several of its officers -- accused of financing Hamas (a U.S.-designated terrorist group) by funding some of these same charities -- ended in mistrial.

Foreign aid is an important and effective tool for buttressing allies, alleviating poverty and suffering, supporting key foreign policy objectives, and promoting the image and ideals of the United States abroad. Indeed, as its own website attests, the U.S. Agency for International Development (USAID) "plays a vital role in promoting U.S. national security, foreign policy, and the War on Terrorism." Toward these goals -- and considering that several agency-approved aid recipients have been linked to terrorist groups in recent years -- USAID's proposed new partner-vetting system (PVS) is a welcome and overdue development.

Yesterday, the U.S. Treasury Department designated as a terrorist organization one of the largest Hamas charities in Gaza, the al-Salah Society, along with its director, Ahmed al-Kurd, a well-known Hamas activist. The organization was outlawed by Israel in 2002 and temporarily shut down by Palestinian security services in 2003. The new U.S. designation criminalizes American donations to al-Salah and officially informs banks and donors of the organization's ties to and activities on behalf of Hamas.

Abstract:
July 18 marked the thirteenth anniversary of Argentina's deadliest terrorist attack: a 1994 car bombing carried out by Hizballah at Iran's behest. The attack targeted the Asociacion Mutual Israelita Argentina (AMIA), a Jewish community organization, killing 85 and wounding more than 200. Last week also saw the release of a new National Intelligence Estimate (NIE) warning of an increased likelihood that Hizballah could attack U.S. soil if it, or Iran, feels directly threatened by the United States. Washington continues to take action against the organization, but given Hizballah's impressive fundraising capabilities and Iranian support -- both highlighted recently by Argentinean officials involved in the long-running AMIA case -- the task is challenging.

Could Hamas members in the Gaza Strip join ranks with the global jihadist movement led by al-Qaeda? There is merit to this question, given the recent Hamas takeover of the territory and al-Qaeda's call for Muslims around the world to finance and arm Hamas. The interpersonal relationships between Hamas and al-Qaeda members present a significant danger. Although, as an organization, Hamas is not about to join al-Qaeda, individual Hamas members could (see Jake Lipton, "The War of Words between Hamas and al-Qaeda," PolicyWatch no. 1254). Moreover, a lawless Gaza -- like Iraq's Anbar province, Pakistan's federally administered tribal areas, and Somalia -- could quickly become a safe haven for both homegrown and imported jihadists.

On July 19, Lebanon's incoming prime minister, Fuad Siniora, announced the formation of a new Lebanese cabinet, a move praised in Washington as another step toward democratic reform. At the same time, the State Department warned that it would not be able to maintain contact with newly appointed Minister of Energy and Water Muhammad Fneish, who is a member of Hizballah. Beyond the fact that U.S. officials are prohibited by law from dealing with members of officially designated Foreign Terrorist Organizations like Hizballah, Fneish's appointment raises the larger question of how to deal with the extensive presence of active terrorist groups in a Lebanon no longer dominated by Syria.

On July 11, al-Seyassah, an independent Kuwaiti newspaper, reported that Syrian president Bashar al-Asad froze the assets of his country's minister of interior affairs, Ghazi Kanaan. If so, that is surely a reaction to Kanaan's June 30 designation—along with Chief of Syrian Military Intelligence for Lebanon Rustum Ghazali—by the U.S. Treasury Department as a Specially Designated National (SDN) under Executive Order (EO) 13338. The two were cited for directing “Syria's military and security presence in Lebanon and/or contributing to Syria's support for terrorism.”

Now that Israel has disengaged from the Gaza Strip and four settlements from the northern West Bank, the international community has a clear interest in doing all it can to see that the post-withdrawal security situation remains stable so that the exit from Gaza leads to further steps along the path laid out in the Quartet's Roadmap to Middle East peace. As former World Bank leader James Wolfensohn, now Washington's special envoy for disengagement, lobbies world leaders to offer significant support for Palestinian development projects, a parallel effort is necessary to create new, transparent public and private social-service organizations unaffiliated with Hamas or other groups engaged in terrorism or political violence.

On February 24, 2005, the Palestinian Legislative Council (PLC) approved the new cabinet proposed by Prime Minister Ahmed Qurei. Often described as technocratic and progressive, the cabinet is widely seen as fitting the Bush administration's requirement of being "untainted by terror." Indeed, Secretary of State Condoleezza Rice highlighted the new cabinet as one of the "important steps" the Palestinian Authority (PA) had taken toward reform and described this week's London conference, held in support of the PA, as an opportunity to express "international support for their extremely important reform movement." Yet, one cabinet appointment gives reason for concern: the new minister of economy, Mazen Sunuqrut, has close, longstanding ties to Hamas.
