2. Salafi Jihadists on the Rise in Jordan

- The longer the war in Syria continues, the greater the threat these fighters will likely pose. Last week, ten Jordanian Islamists who were apprehended while attempting to join the jihad in Syria were sentenced by the State Security Court to five years of hard labor. And last month, Jordanian F-16 fighter jets destroyed a convoy purportedly carrying al-Qaeda-affiliated anti-Assad-regime rebels traversing the border from Syria. These "spillover" incidents are only the latest in a disturbing trend. Over the past year, reports of Jordanian Salafi jihadists have become routine, raising the specter of terrorism returning to the kingdom.

4. Beirut Spring: The Hariri Tribunal Goes Hunting for Hizballah

- Last week in Beirut, the United Nations Special Tribunal charged with investigating and prosecuting the killers of former Lebanese premier Rafiq Hariri brought six members of Hizballah in for questioning. The tribunal's decision to interview Hizballah in connection with the 2005 murder appears to confirm a 2009 report in Der Speigel -- corroborated more recently by Le Monde -- implicating the Shiite militia in the conspiracy. A shift in the short-term focus of the investigation from Syria to Hizballah will have a profound impact on domestic politics in Lebanon, and potentially on U.S.-Lebanese relations.

- This past Monday, a Lebanese Armed Forces (LAF) transport was targeted by a car bomb that killed five soldiers and wounded twenty-five others. The strike was the third on the LAF since June and occurred in increasingly violent northern Lebanon. In fact, violence in and around Tripoli, the largest city in the north, is now becoming routine. This explosive situation threatens the country's already fragile stability, while providing Syria with an opportunity to loosen the pro-Western ruling coalition's tenuous hold on power.

- This week, Lebanon's new national unity government is slated to announce its ministerial statement (bayan waziri), the policy document that will define Beirut's working parameters and agenda through the spring 2009 elections. For the pro-West majority March 14 coalition, the priority will be to incorporate into the statement a reference to UN Security Council Resolution (UNSCR) 1701, which prohibits weapons movement to Hizballah and expands government sovereignty throughout Lebanon. Hizballah, for its part, will look to maintain the legitimacy of "the resistance." Although March 14 still maintains a government majority, three years of hostility and self-inflicted wounds have left the ruling party dramatically weakened, making it unclear whether the coalition will be able to prevent Hizballah from consolidating further political gains.

- This week, the democratically elected, pro-Western Lebanese government took the bold and unprecedented decision to confront Hizballah. Since its election in 2005, the government had avoided direct conflict with the well-armed Shiite militant political party, but several of the organization's activities -- including apparent preparations for yet another war with Israel -- led the government to provoke a showdown. In response to a May 8 cabinet statement that focused on Hizballah's "attack on the sovereignty of the state," the Shiite organization took to the streets. In the ensuing violence -- the most intense since Lebanon's civil war -- Hizballah began occupying parts of Beirut, leaving the future of Lebanon in doubt.

- Yesterday's car bombing in Beirut, which killed Future Party parliamentarian Walid Eido, underscores the Syrian-backed multifront campaign to undermine stability in Lebanon. One front is the Palestinian refugee camps, particularly Nahr al-Bared, where the Lebanese Armed Forces (LAF) are currently fighting Fatah al-Islam, an al-Qaeda affilate with ties to Syria. A second front is Beirut itself, via terrorist attacks designed to destabilize the state. The blast that killed Eido was the sixth such attack in the past month, and Lebanon's Internal Security Force (ISF) has interdicted several other ambitious terrorist conspiracies, including a plot described by the Lebanese daily as "the Lebanese September 11."
