On January 18, six senior members of the Lebanese terrorist organization Hezbollah and a commander of Iran's Islamic Revolutionary Guard Corps were killed while visiting Quneitra in the Syrian Golan Heights, reportedly by an Israeli missile. The attack came just days after Hezbollah secretary-general Hassan Nasrallah threatened to deploy troops across the border into the Galilee in retaliation for repeated Israeli strikes against militia targets in Syria. In the past, the audacious timing and resultant high-profile casualties would have prompted significant and unambiguous Hezbollah military retribution. While the group may eventually retaliate -- anonymous Hezbollah officials in Lebanon say it is "inevitable" -- its ongoing military operations in Syria and the evolving sectarian dynamic in Lebanon may constrain its actions. The pressure to respond is great, but the last thing Hezbollah needs right now is an escalation with Israel that devolves to war.

October 26 marks the twentieth anniversary of the Israeli-Jordanian peace treaty. Yet the treaty was far more than just a formalization of a de facto ceasefire -- it fundamentally changed the nature of the Israeli- Jordanian relationship, enhancing security, stability, and U.S. interests in a turbulent region.

Inspired by events in Tunisia, tens of thousands of Egyptians took to the streets on January 25 in major cities from Alexandria to Cairo, the largest demonstrations to hit the country since the bread riots of the 1970s. The government, which did not initially confront demonstrators in Cairo's Tahrir Square, finally took forceful action to remove them late last night. Today, January 26, the Interior Ministry announced that public gatherings and protests will no longer be tolerated; there were further clashes in Cairo and Suez. More protests are anticipated after Friday prayers (January 28). Will the government's tactics quell the demonstrations or cause them to spread? And what approach should Washington take?

Last week in Beirut, the United Nations Special Tribunal charged with investigating and prosecuting the killers of former Lebanese premier Rafiq Hariri brought six members of Hizballah in for questioning. The tribunal's decision to interview Hizballah in connection with the 2005 murder appears to confirm a 2009 report in Der Speigel -- corroborated more recently by Le Monde -- implicating the Shiite militia in the conspiracy. A shift in the short-term focus of the investigation from Syria to Hizballah will have a profound impact on domestic politics in Lebanon, and potentially on U.S.-Lebanese relations.

On Monday, Lebanese prime minister Saad Hariri will visit Washington for a meeting with President Obama. In announcing the meeting, White House press secretary Robert Gibbs called it "a symbol of the close and historic relationship between Lebanon and the United States." Indeed, between 2005 and 2009, bilateral ties were never closer or more consequential, with the Cedar Revolution ending nearly three decades of Syrian suzerainty in the country. Over the past year, however, Hariri has had to govern in coalition with Hizballah. The Iranian-Syrian backed Shiite militia will be the elephant in the Oval Office during Monday's meeting.

9. Renewed Violence against Egypt's Coptic Christians

Abstract:
On January 6 -- Christmas Eve according to the Eastern Orthodox calendar -- six Coptic Christians and a policeman were killed in a drive-by shooting while exiting church in Naga Hammadi, Upper Egypt. The attack, which came in retaliation to an alleged rape of a twelve-year-old Muslim girl by a Christian man, was the largest assault on Copts in Egypt since a January 2000 massacre left twenty dead in Sohag. The days since the shooting have been marked by violent clashes and the burning of Christian and Muslim property. These developments have unfolded against the background of increased political pressure on Islamists -- evoking the 1990s, when the killing of Copts by Islamist militants was a routine occurrence and the Egyptian Muslim Brotherhood (MB) was banned from political participation. Thus, while Naga Hammadi might be an isolated incident, it could also presage the return of Egypt's Islamists to the bloody sectarian attacks of the 1990s.

10. Arming Hizballah? U.S. Military Assistance to Lebanon

The August 3 fatal shooting of an Israel Defense Forces officer by a Lebanese Armed Forces soldier has sparked debate regarding the utility and wisdom of the U.S. military assistance program to Lebanon. Although such assistance is not new, the program's scope dramatically increased after the 2005 Cedar Revolution ended Syria's thirty-year occupation and swept the Arab world's only pro-Western, democratically elected government to power. In recent months, however, Syrian influence has returned, while Hizballah has secured enough political power to effectively reverse many of the revolution's gains. Even before the August 3 incident, these changes on the ground prompted Rep. Howard Berman (D-CA), chair of the House Committee on Foreign Affairs, to place a hold on the 2011 assistance package.

Last month, a power struggle between rival factions in the Jordanian Muslim Brotherhood (MB) came to a head when the Hamas-aligned "hawks" attempted to install their preferred candidate as secretary-general of the organization's political party, the Islamic Action Front (IAF), over protests from the "doves." Reconciliation efforts have thus far failed, and it increasingly appears that Jordan's Islamists will emerge from this crisis divided and weakened. Although King Abdullah and others would no doubt welcome this outcome at first glance, the trend toward increased militancy among the Jordanian -- and Egyptian -- Muslim Brothers suggests that ideological contagion from Hamas continues to have an impact on the region's Islamists.

Abstract:
Since 2005, Washington has obligated more than $700 million in military assistance to the Lebanese Armed Forces. In the aftermath of the LAF's August 3 cross-border shooting of two Israeli officers, one fatal, this funding has come under increasing scrutiny. Not coincidentally, the shooting followed a series of setbacks for Washington's allies in Beirut, which in turn fundamentally altered the conditions that had spurred the 2005 spike in U.S. funding. It is unclear how this new dynamic is affecting the military, but many infer from the shooting that the LAF is shifting away from neutrality and toward Hizballah. More broadly, the incident has resurrected questions as to whether Washington's main policy objective for the LAF --establishing state sovereignty throughout Lebanese territory -- is ultimately achievable.

On September 10, after seventy-three days of trying to formulate a government, Lebanon's prime minister designate, Saad Hariri, resigned his mandate. Although Hariri's pro-West March 14 coalition secured a parliamentary majority in June elections -- and with it the right to govern -- the Hizballah-led minority rejected the cabinet he submitted to President Michel Suleiman. Now that March 14 has reelected Hariri as its candidate for premier, the stage is set for yet another showdown with Hizballah and its allies. As the process drags on, both Hizballah and March 14 are hardening their positions. Meanwhile, Syria, via the regime-controlled press, is hinting at a return to violence in Beirut. Today, on the nineteenth anniversary of the Taif Accords, which ended the civil war, Lebanon again stands on the precipice.

On August 18, Egyptian president Hosni Mubarak travels to Washington for a White House meeting with President Barack Obama. The trip -- Mubarak's first visit to the United States in six years -- marks the culmination of a six-month effort by the Obama administration to hit the reset button with Cairo. After years of tension resulting from the last administration's focus on human rights and democratic development, the traditional U.S.-Egyptian bilateral "bargain" has been effectively restored. In exchange for cooperation on key mutual interests -- the peace process and the Iranian threat --Washington appears to have shelved longstanding concerns over internal Egyptian governance. While the new dynamic may help mitigate some regional crises, the political and economic challenges Cairo faces will not age well, particularly as the state enters its first period of leadership transition in twenty-eight years.

Six weeks after the pro-West March 14 coalition defeated the Hizballah-led alliance in Lebanon's parliamentary elections, no new government has been formed in Beirut. Although March 14 leader Saad Hariri was given a mandate back in early June to become prime minister and form a cabinet, he has still not completed the sensitive and contentious negotiations with the opposition. Hariri's difficulties in allocating seats among his coalition allies and political adversaries were anticipated, and to a certain extent are routine for Lebanon. But the calm that followed the free and fair elections is eroding, as Hizballah and its allies in Damascus press for more political concessions from Hariri. These developments, coupled with the apparent failure of Saudi-Syrian reconciliation efforts, are elevating tensions, threatening a banner tourism season, and raising the possibility of a return to violence in Beirut.

16. Sulaiman Meets Obama as Washington's Lebanese Allies Face Crisis at Home

On December 14, Lebanese president Michel Sulaiman is scheduled to meet with President Barack Obama at the White House. It is widely anticipated that during his visit, Sulaiman will request administration support for an increase in U.S. military assistance. Despite concerns that U.S. materiel will leak to Hizballah, Washington will likely agree to augment this funding, given the Lebanese Armed Force's excellent security record with equipment of U.S. origin. The question of U.S. military funding for Lebanon highlights recent developments in Lebanese politics that point to the resurgence of Hizballah -- and its Syrian and Iranian backers -- in Beirut. Although the pro-West March 14 coalition scored an impressive electoral victory in June, six months later, the government that has emerged constitutes a setback for Washington and its Lebanese allies. The scope of the setback -- for both the coalition and the United States -- was recently summarized by Syrian Ambassador to the United States Imad Mustafa, who said, "We love it!... It is exactly the sort of government we think should rule Lebanon."

17. The Obama Administration Reaches Out to Syria: Implications for Israel

Abstract:
In early March, two senior U.S. officials traveled to Damascus for the highest-level bilateral meeting in years, part of the new administration's policy of "engagement." Washington seeks to test Damascus' intentions to distance itself from Iran. While a "strategic realignment" of Damascus is unlikely, in the short term the diplomatic opening is sure to alleviate international pressure on Damascus. The Assad regime made no secret of its preference for Barack Obama last November. At the same time, Syrian regime spokesmen appear to be setting preconditions for an effective dialogue, saying Washington would first have to drop the Syria Accountability Act sanctions and remove Syria from the list of State Sponsors of Terrorism. U.S. diplomatic engagement with Syria comes at a particularly sensitive time, just a few months before the Lebanese elections, where the "March 14" ruling coalition faces a stiff challenge from the Hizbullah-led "March 8" opposition, and Washington has taken steps to shore up support for its allies. Should the U.S. dialogue with Damascus progress, Washington might consent to take on an enhanced role in resumed Israeli-Syrian negotiations. However, U.S. participation on the Syria track could conceivably result in additional pressure for Israeli concessions in advance of any discernible modifications in Syria's posture toward Hizbullah and Hamas. Based on Syria's track record, there is little reason to be optimistic that the Obama administration will succeed where others have failed. Washington should not necessarily be faulted for trying, as long as the administration remains cognizant of the nature of the regime. Damascus today remains a brutal dictatorship, which derives its regional influence almost exclusively through its support for terrorism in neighboring states and, by extension, through its 30-year strategic alliance with Tehran.

Abstract:
The Israeli military campaign in Gaza has exacerbated the already strained relationship between Hamas and Egypt, and threatens to further undermine their ties. Under increasing stress from Israeli air operations over the past week, Hamas has been pressing Egypt to open the Rafah Crossing to provide sanctuary to ordinary Gazans and the organization's targeted leadership. Instead of helping Hamas, however, Cairo -- which views its own Islamists with increasing concern -- seems more interested in weakening the organization. Although the relationship appears poised for a breakdown, Hamas, with only Israel and Egypt on its borders, will continue to depend heavily on Cairo if it hopes to remain in power in Gaza.

Last week, Jordan's minister of information publicly confirmed that senior Jordanian officials have been meeting with Hamas in an effort to "solve pending security issues." These talks represent a significant shift for Amman, since relations between Jordan and the Palestinian group had been frozen for two years, following the arrest of three Hamas members in the kingdom on terrorism and weapons charges. Although the decision to renew contacts with Hamas suggests that Amman remains concerned with Hamas-related activities in the kingdom, the timing also highlights domestic and regional pressures on King Abdullah and the Jordanian government.

Last week, Lebanese president Michel Suleiman met with President Bush at the White House -- the first visit by a Lebanese head of state since 1996 -- and reportedly pressed for a continued U.S. commitment to the bilateral military assistance program. Since the program's revitalization after the election of the pro-West March 14 coalition in 2005, the administration has provided nearly $400 million in foreign military financing (FMF) to Beirut, making Lebanon the second largest per capita recipient of U.S. military assistance after Israel. While Washington continues to back Beirut (the administration has requested $60 million in military assistance for Lebanon for 2009), Hizballah's recent political gains and lingering questions about the future disposition of the Lebanese government will likely prevent the administration from expanding either the quantity or quality of the military requests.

On May 21, after five days of mediation, Qatari officials announced a compromise solution to the Lebanese crisis between the pro-Western government and Hizballah-led opposition backed by Iran and Syria. According to preliminary reports, the negotiations centered on presidential elections and electoral reform, yet avoided the critical issue of Hizballah's weapons. Although details are still emerging, the broad outline of the agreement suggests that Hizballah has translated, at least temporarily, its May 7 military victory into a political victory. But given the potential outcome of the 2009 parliamentary elections, the Shiite group's victory may be short lived.

Since its election in 2005, the government had avoided direct conflict with the well-armed Shiite militant political party, but several of the organization's activities -- including apparent preparations for yet another war with Israel -- led the government to provoke a showdown. In response to a May 8 cabinet statement that focused on Hizballah's "attack on the sovereignty of the state," the Shiite organization took to the streets. In the ensuing violence -- the most intense since Lebanon's civil war -- Hizballah began occupying parts of Beirut, leaving the future of Lebanon in doubt.

On April 8, Egypt held elections for nearly 53,000 municipal representatives. Not surprisingly, participation was abysmal: Egypt's ruling faction, the National Democratic Party (NDP), ran unopposed for more than 80 percent of the seats, while the Muslim Brotherhood -- the country's only real opposition party -- boycotted the contest in response to government harassment. Although the White House issued a statement expressing concern about "widespread electoral violations," these issues represent only a fraction of Egypt's domestic problems, which also include food shortages, labor unrest, and increasing Islamist social and political penetration. Complicating matters, these crises coincide with the first political transition in decades -- the impeding retirement of eighty-year-old President Hosni Mubarak, who has ruled since 1981. The run-up to the twentieth summit -- the first ever held in Damascus -- has been overshadowed by the controversy surrounding Syria's role in undermining Lebanon's presidential elections. And Damascus has exacerbated regional concerns by inviting Iran to attend the summit. As a result of these developments, several Arab states have downgraded their planned level of representation at the meeting, dashing for now Syria's hopes of improving its tarnished image in the Arab world. Given these tensions, it is likely that this summit -- like so many of its predecessors -- will fail to make good on its ambitious agenda.

On December 14, the European Union is slated to initial an association agreement with Syria. The pact had been on hold since 2004 because the EU "deemed that political circumstances were so far not right for its signature and ratification." These "circumstances" mostly concerned Damascus's pernicious policies in Lebanon, including its presumed role in the 2005 assassination of former Lebanese premier Rafiq Hariri. In recent months, however, Syria has rehabilitated its image in Europe, helping the pariah state end a lengthy period of international isolation. If it is signed, the agreement would be the latest in a series of cost-free diplomatic gains for Damascus in Europe.

Responding to the Israeli military campaign against Hamas in Gaza, the Lebanese Shiite militia cum political party Hizballah denounced the Jewish state and organized large rallies. Hizballah secretary general Hassan Nasrallah went so far as to call for a popular insurrection against the pro-West regime in Egypt, whose stance was not deemed sufficiently supportive of Hamas. Despite the strong rhetorical response, however, four days into the Israeli operation the organization had still not fired a single rocket into Israel in defense of the Palestinians. Absent a dramatic change of conditions on the ground, Hizballah is unlikely to participate in this round of hostilities.

On January 25, Lebanon will participate in Paris III, the third international donor conference for Lebanon convened by French president Jacques Chirac since February 2001. The top agenda items are grants and soft loans for Lebanon and the economic reform plan of Lebanese prime minister Fouad Siniora. For Siniora and his "March 14" ruling coalition, the success of the conference -- i.e., international commitments to provide billions to Lebanon -- is exceedingly important, as the government is coming under increasing pressure from the Hizballah-led opposition. Indeed, this week, the opposition upped the ante in its continuing effort to topple the Siniora government, closing key Lebanese arteries, including the highways into Beirut and the airport road. If Paris III is broadly perceived as "successful," it will strengthen Siniora and demonstrate that the March 14 coalition can govern and advance key Lebanese interests without Hizballah participation in government. Should international donors not prove particularly generous, the momentum will shift toward the opposition.

On October 31, Saad Hariri, leader of the "March 14" majority bloc in the Lebanese parliament, met with opposition leader Michel Aoun, head of the Hizballah-allied Free Patriotic Movement (FPM), the largest Maronite Christian party in Lebanon. Discussions focused on the September 25-November 25 presidential elections, which will decide whether Lebanon's next chief executive will align with the pro-Western, reform-minded March 14 coalition or follow the path of current president Emile Lahoud and align with Syria. Despite increasing pressures on the March 14 forces -- including an apparent Syrian-orchestrated assassination campaign -- a breakthrough agreement between the majority and the opposition remains unlikely. Meanwhile, Hizballah has warned the March 14 bloc that if it does not compromise on the choice of president, the opposition will adopt a "more direct" approach.

Jordanians go to the polls tomorrow to elect nearly 1,000 local representatives and 92 mayors. On their own, these elections are of minimal interest to Washington: municipalities have small budgets, limited responsibilities, and scant independence from the central government. But the voting comes just a month after the Hamas takeover of Gaza, during a spike in the violence in Iraq, and a week after a landslide victory for the Islamist-leaning Justice and Development Party (AKP) in the Turkish national elections. Adding to the significance of the Jordanian ballot is the fact that, after boycotting the 2003 contest, the Jordanian Muslim Brotherhood's political party, the Islamic Action Front (IAF), will participate in this year's elections. Yesterday's car bombing in Beirut, which killed Future Party parliamentarian Walid Eido, underscores the Syrian-backed multifront campaign to undermine stability in Lebanon. One front is the Palestinian refugee camps, particularly Nahr al-Bared, where the Lebanese Armed Forces (LAF) are currently fighting Fatah al-Islam, an al-Qaeda affilate with ties to Syria. A second front is Beirut itself, via terrorist attacks designed to destabilize the state. The blast that killed Eido was the sixth such attack in the past month, and Lebanon's Internal Security Force (ISF) has interdicted several other ambitious terrorist conspiracies, including a plot described by the Lebanese daily as "the Lebanese September 11."

Recent developments related to the war in Lebanon—a warning from Damascus that Israeli forces in Lebanon should keep away from the Syrian border, the placement of Syrian forces on a heightened state of alert, the explosion of a crude improvised explosive device (IED) on the Syrian side of the Golan, President Bashar al-Asad's bellicose August 1 Army Day speech, Syrian facilitation of Iranian efforts to resupply Hizballah, and Israeli attempts to interdict these supply lines through air strikes along the Lebanon-Syria border—have prompted concerns that the fighting in Lebanon could escalate to involve Syria. On Wednesday, an international conference will open in Italy to discuss the state of Lebanon and explore potential formulas for an Israeli-Hizballah ceasefire. Current conditions make an immediate ceasefire unlikely, but should changing events make a ceasefire possible, one of the first priorities for the Bush administration and the international community will be to find a mechanism to reinvigorate and implement the remaining stipulations of UN Security Council Resolution 1559. In particular, that means disarming Hizballah. The group will no doubt oppose international and domestic efforts to disarm it, but the Lebanese government and the international community can take steps in the context of a ceasefire to consolidate Lebanese resentment toward Hizballah and press ahead with Resolution 1559.

Earlier today, Hamas politburo chief Khaled Mashal held a press conference in Damascus broadcast live on al-Jazeera, al-Arabiya, and Syrian state television. During the broadcast, Mashal described kidnapped Israeli soldier Cpl. Gilad Shalit as a “prisoner of war,” said that prisoner exchange was the only solution to the crisis, and appeared to recommend direct negotiations between Israel and Hamas. The press conference was significant, not only for its content, but because it was held in a Damascus hotel: typically in the past, when Syria-based terrorist organizations took responsibility for operations, they did so from Beirut. The high profile Mashal statement from Damascus suggests that the Asad regime has changed its rules of engagement from tacit to explicit support for Hamas. The shift highlights Syria's emboldened foreign policy a year and a half after the assassination in Beirut of former Lebanese prime minister Rafiq Hariri.

Hizballah has been deployed along the blue line, the internationally accepted border between Lebanon and Israel, since May 2000 when the Israeli army left southern Lebanon. Hizballah's fulltime strength is 500–600 well trained, combat experienced fighters, but in an emergency the organization can also call upon thousands of other fighters with elementary training. Training continues in the eastern Bekaa valley, although at a much reduced rate compared to the 1990s. At present, Hizballah uses Shebaa Farms to justify its military operations and continued weapons possession, a rationale based on the claim that the Shebaa Farms are Lebanese territory occupied by Israel, even as the United Nations considers this territory to be Syrian.

Acting Lebanese interior minister Ahmad Fatfat arrived in Washington June 20 for his first official visit in his new capacity. The U.S. trip comes one month after a radical Sunni Islamist organization was legalized in Lebanon, and just weeks after thousands of Shiite Hizballah supporters rioted in Beirut after the broadcast on LBC television of a comedy skit satirizing Hizballah leader Hassan Nasrallah. On May 7, Lebanese Druze leader and member of parliament Walid Jumblat told reporters in Cairo that Hizballah should disarm. These comments came just four days after Jumblat offered his assistance to the Syrian opposition in establishing "a democratic and free Syria." Jumblat has always been an enigmatic and unpredictable interlocutor, and his recent statements on Syria and Hizballah typify his disregard for the conventions of the Lebanese political establishment.
