Abstract:
Opinion surveys demonstrate that a majority of Americans consider Asia the most important region to U.S. interests and a majority of Asian experts support the Obama administration's goal of a “pivot” or “rebalance” to the Asia-Pacific region.1 Yet doubts have also grown about whether the pivot can be sustained by a president politically weakened by the 2014 midterm results, constrained by budget sequestration, and pulled into crises from Ukraine to Iraq and Iran. On issues from immigration to Cuba policy, the Obama administration and the incoming Republican Congress appear set for confrontation. Yet Asia policy remains largely bipartisan—perhaps the most bipartisan foreign policy issue in Washington. It is therefore critical—and practical— to ask that the White House and the Republican leadership in the Congress chart a common course on policy toward Asia for the next two years. This report outlines concrete areas for action on trade, China, defense, Korea, India, and Southeast Asia.

Growing numbers of Central Asian citizens, male and female, are travelling to the Middle East to fight or otherwise support the Islamic State (IS, formerly ISIL or ISIS). Prompted in part by political marginalisation and bleak economic prospects that characterise their post-Soviet region, 2,000-4,000 have in the past three years turned their back on their secular states to seek a radical alternative. IS beckons not only to those who seek combat experience, but also to those who envision a more devout, purposeful, fundamentalist religious life. This presents a complex problem to the governments of Central Asia. They are tempted to exploit the phenomenon to crack down on dissent. The more promising solution, however, requires addressing multiple political and administrative failures, revising discriminatory laws and policies, implementing outreach programs for both men and women and creating jobs at home for disadvantaged youths, as well as ensuring better coordination between security services.

This paper is an attempt to defend the thesis of essential contestedness against the criticism of its logical inconsistency. The author believes that such criticism results from a misconception of whether Gallie's thesis of essential contestedness can be applied to terms such as politics, law, or history. On the example of politics, the author attempts to demonstrate that this term cannot be essentially contested for at least two reasons: firstly, politics is not a concept, but a general term; secondly, it is the appraisals of the concept that are essentially contested, not the concepts themselves. The author of the paper believes that these claims will dispel the doubts about the logical consistency of the idea of essential contestability.

Abstract:
The paper deals with the processes of overcoming Russian 'colonial' impediments to the creation of symbolic spaces for the emergence of a new national self - consciousness in Kazakhstan. The paper highlights the importance of Nazarbaev's decision to transfer to and construct a new capital Astana in fostering the ideas of national identity and ethnic belonging. Therefore, an attempt has been made to observe the phenomena of urbanization and reformulation of state symbols in explaining both ethnic and civic mec hanisms of influences on people's consciousness. Additionally, the works of various Kazakh intellectuals and cultural figures have been taken into consideration to examine the notion of Kazakhness and its' contribution to the development of the Kazakh nati onal identity. Content analysis of architectural design of Astana and state symbols is essential to understand the vision of Kazakhstan's imagined future.

Abstract:
The article examines the impact of emerging international norms on the behavior of states, thus endeavoring to fill a gap within the constructivist IR scholarship which has mostly focused on the relationship betwee n fully - fledged, inter - subjective and internalized norms and the behavior these norms encourage. The main argument it advances is that emerging norms should not be considered as legitimate. Instead, they should be understood in terms of the (morally charge d) legitimacy claims that sustain them and have the ability to prompt states to consider compliance due to a fear of international shaming, exclusion or some other losses. Empirically, the article makes an inquiry into China's approach to the “responsibili ty to protect” (R2P) principle by examining its recent voting strategies in the UN Security Council, namely its abstention on the Resolution tackling Libyan crisis and three subsequent vetoes in relation to Syrian uprising.

Despite the fact that the public in Britain had predominantly negative attitudes towards the Easter n enlargement of the European Union (EU) in 2004, the British government endorsed this policy . Since the legitimacy of elite actions on EU affairs depends on the level of public support, it is important to study the formation of public opinion and the poli tical communication processes in the European context. Using Flash Eurobarometer survey data, this article first tests the determinants of public support for EU enlargement in Britain. It then examines the nature of the relationship between elites and publ ic opinion on the 2004 enlargement. It concludes that the public discussion about enlargement in Britain was fuelled by hysteria rather than facts, and that the British policymakers failed to both provide the worried public with clear facts on the possible effects of enlargement and take substantive policy decisions to alleviate popular concerns.

35207. Why the CCM is Still in Power in Tanzania? A Reply

In her article “Why the CCM won't lose”, Melanie O'Gorman claims to have found a puzzling dominance of the CCM in Tanzania. Using a survey conducted in 2008 amongst subsistence farmers, she notes that respondents tend to support the ruling party despite the rural neglect. This article questions the methodology and contests the key findings. It argues that the CCM's dominance is a function of the incomplete de - linking of the party from the state of the old authoritarian regime thereby suffocating political space not only for the opposition parties but also for the members of civil society in rural and urban areas. The electoral data from the 2005 and 2010 general elections indicate that the margin of votes across constitu encies for the CCM is in steady decline, thus challenging its dominance.

Abstract:
The term “indigenous” refers to the ethnic minorities within a state but without a state. Generally, the indigenous groups are located across neighboring states. The Roma people in Europe are one of the significant examples of indigenous people that are located across Central and Eastern European states without a state of their own. As the indigenous groups have unique social, cultural, economic and political characteristics, they are distinct from those of the society in which they live. Their language, knowledge systems and beliefs differ from the society as well. Due to their cultural differences, the diverse indigenous peoples share common problems also related to the protection of their rights. They strive for recognition of their identities, their ways of life and their right to political representation and participation. As a result, a special set of political rights have been set to protect them by international organizations such as the United Nations. The United Nations have issued a Declaration on the Rights of Indigenous Peoples to guide state policies in order to protect the collective rights of indigenous peoples, such as their culture, identity, language, and access to employment, health, education and natural resources.

If there is one issue in contemporary international relations that continues to provoke interest in academic and policy making circles alike it is how states, regions and the world should react to a rising China. While the influence of the People's Republic is being felt from Africa and the Global South through to the developed economies of North America and Europe, it is in East Asia where a re-emerging China has most focused the minds of diplomats and strategists, leaders and scholars and, indeed, the military men and women who must navigate this increasingly precarious great power polity. Within this East Asian context this new volume by David Martin Jones, Nicholas Khoo and MLR Smith delivers thoughtful and attentive analysis to the problem of responding to China's rise. The book is neither a historical account of the rise of China, though it does offer sufficient historical contextualisation for the reader, or another collection of prescriptive policy suggestions, though there are clear conclusions made about which regional and state strategies have best dealt with the rise of the Sinic superpower. Instead, this book is a theoretically informed, consistently argued and well written account of how states in a broadly defined East Asia have and continue to react to the changing security environment that confronts them in the first decades of the twenty-first century.

Abstract:
The ideal of equality of opportunity looms large in American history. It is the core tenet of the American dream, promising advancement for everybody willing to work hard and abide by the rules. More generally, it is the benchmark against which the success or failure of the economy's role in promoting the public good is evaluated. As long as a priori equality of opportunity for those participating or looking to participate in economic life is a given, unequal outcomes are justified and even necessary in keeping this virtuous cycle alive. Thus explains Americans' skepticism towards overtly redistributive policies to rectify unequal economic outcomes. A fitting example is the Joe Wurzelbacher aka 'Joe the Plumber', incident involving then presidential hopeful Barack Obama. When prompted about his tax policy proposals, Barack Obama's stated intention of 'spreading the wealth around' did not sit well with most Americans; not even with members of his own party. If public opinion indicates a rejection of government redistributive policies, does that amount to a public unfazed by rising levels of income inequality?

The recent financial crisis devastated financial markets the world over. The events of the crisis caused many to question the policies of the pre-crisis era, which tended towards minimizing regulation as well as many others amorphously placed under the term Washington Consensus. The text Globalisation, the Global Financial Crisis and the State , edited by John H. Farrar and David G. Mayes, professors of law and finance, respectively, focuses on the interactions between states, economic policies and laws against the backdrop of the global financial crisis. Utilizing perspectives in the fields of law, political science and economics, the twelve chapters delve into interdisciplinary arguments over the changing regulatory structure of the world and the global forces that shape the state. The authors' overarching argument is that the financial crisis marked a discursive departure from the models supported by pre financial crisis policies typified by the Washington Consensus towards a more multilateral approach symbolized by the emergence of the G-20 and more state oriented control over commercial activities.

As the result of changes in European governance, the environment in which national parties operate has been unambiguously modified. The complexity of European structures has put additional pressure on national parties and forced them to adapt to new challenges. The emergence of sub-national level has created new arena for national parties to perform their customary functions such as candidate selection, formulation of party manifestos, government formation etc. Yet, the sub-national level stipulated by other institutional structure differs significantly from the national one. The democratic deficit intrinsic to the EU institutions affects and changes the internal organization of national parties. Aylott, Blomgren, and Bergman aim to fill this research gap by investigating the impact of European integration on democratic accountability within Nordic political parties. The authors seek to uncover “the black box of party organization” (p. 2) through the lens of modified delegation and accountability procedures on both national and European levels.

Nazrin Mehdiyeva's work is elegantly argued and timely volume on small states and energy politics; however, in looking to contribute to both of these literatures, she opens up questionable points in her book. Her main aim was to understand the conditions that allowed Azerbaijan to pursue an autonomous foreign policy after the Cold War while focusing on energy's role in the context of global energy insecurity. Mehdiyeva's structure relies on a simple and clear deductive narrative. Chapters 2 and 3 focus on small state literature and its application in Azerbaijan's institutional context; 4 focuses on Russia, the main 'antagonist' in the narrative, and 5 on the Caspian sea issue; while 6 and 7 deal with alternative allies in the form of Turkey and the United States. The last chapter concludes with the author's projection of future foreign policy.

As an editor Bekemans presents to academic readers a rich collection of essays initially presented at the international workshop 'Cultural and Value Roots for Intercultural Dialogue in a European Context' held in October 2011 at the University of Padua under the auspices of the Jean Monet Centre. The essays presented at the conference and published a year latter provide to the reader an excellent overview of the topic and capture the engaging academic discourse that took place at the conference. The book aims to define the set of values that in turn define European identity. It also poses very important questions, such as what is the common set of 'core values', how to maintain and enrich those values in the face of globalization, multiculturalism and economic crises and how to work across institutions to promote and preserve those values.

The Concept of the Political , translated from the 1933 study – La Notion du "politique" et la théorie des différends internationaux , represents a significant contribution for the European public specialized in the field of international relations. While this text may at the first sight seem different from other versions of realism and more related to international relations theory today, in fact, the core assumptions addressed in this study are connected to political realism. The translation of this book represents the first initiative to make Morgenthau's European writings more accessible to students of international relations, particularly to English-speaking researchers. This endeavor both in French and English is relatively little known compared to his major and successful textbook Politics Among Nations , published in 1948 and considered one of the leading writings of the realist school. As the title indicates, this book is constructed around the complex and controversial “concept of the political”, a concept whose correct understanding Morgenthau, and many others before him, considered essential for any theory of political life. Thus, the purpose of this book is to provide an understanding of Morgenthau's oeuvre and worldview and to emphasize the ontological and epistemological commitments of the author, which influenced his later works.

Capitalism and Democracy: A Fragile Alliance, was originally written in Dutch and translated into English in order to reach the larger Anglophone audience. This book is the result of Klundert's sixty years of study in the field of economics. The focus of the book revolves around the central question of whether it is possible to combine capitalism and democracy. The book is divided into two parts. The first part emphasizes the importance of technological progress as a main engine for economic growth. The second part highlights what has been described as “the diffusion of capitalism across countries”. In this work, the author also sets out to ascertain whether or not such diffusion gives rise to regional varieties of capitalism.

The book by Rolf Hosfeld is a sophisticated exploration into the intellectual and historical context in which Karl Marx developed his thought and work. A scholar with a broad and highly interdisciplinary cultural background, the author effectively combines the histor y of political and philosophical ideas, political and intellectual history and the attention to the world of literary works to cast light upon the multiple sources and internal developments of Marx's ideas. Unlike most of the literature that developed arou nd the Marxian world, he provides both a thorough analysis of philosophical issues and an enjoyable portrait of events and intellectuals; at the same time, he focuses on Marx 'the philosopher' as well as on Marx 'the man', underlying the intimate connectio n between the public and the private sphere in the way he shaped his own thought throughout his life.

A trifecta of international gatherings – the Asia Pacific Economic Cooperation (APEC) Leaders Meeting in Beijing, the East Asia Summit (EAS) in Nay Pyi Taw, and the G-20 gathering in Brisbane – had heads of state from around the globe, including US President Barack Obama, flocking to the Asia-Pacific as 2014 was winding to a close. North Korea was not included in these confabs but its leaders (although not the paramount one) were taking their charm offensive almost everywhere else in an (unsuccessful) attempt to block a UN General Assembly resolution condemning Pyongyang's human rights record. More successful was Pyongyang's (alleged) attempt to undermine and embarrass Sony Studios to block the release of a Hollywood film featuring the assassination of Kim Jong Un.

The rise of the Islamic State in Iraq and the Levant (ISIL) has created an area where Turkish and Kurdish interests overlap: both parties are thoroughly alarmed at ISIL\'s expansion. However, delicate and sensitive cooperation against ISIL has to take place in the broader context of the complicated and evolving Kurdish-Turkish relationship. While Turkey develops its response to the ISIL threat and the Syrian crisis, it is also managing Kurdish relations as part of its effort to redefine the Turkish state and Turkish national identity. On their side, the Kurdish leaders — especially the Kurdistan Regional Government (KRG) in Iraq — are compelled to deal with a complex and sometimes competing array of Kurdish organizational alliances and interests that cross international borders, while trying to deepen their relations with Ankara. Despite the complicated nature of the situation, there are reasons to be hopeful.

There is an ever-growing demand in the world for humanitarian action in response to the suffering caused by complex emergencies and natural disasters. Part of the power and appeal of humanitarianism is its universality, that is, the idea that humanitarianism is premised on cross-cultural moral truths and principles and a concern for the alleviation of suffering of humankind, regardless of differences. This idea of universality, however, is being called into question as expressions of humanitarianism and humanitarian actors become increasingly diverse. While Western states and organizations have long dominated the international humanitarian order (IHO), this is no longer the case today, with non-Western governments and societies becoming increasingly important and visible contributors to international humanitarian assistance. At the same time, these new IHO players are contributing to a broader range of perceptions of what constitutes legitimate humanitarianism; and while the concern for the suffering of others may be universal, it is clear that the response to suffering may differ across cultures.

A large and impressive literature has arisen over the past fifteen years concerning the emergence, transfer, and sustenance of political norms in international life. The presumption of this literature has been, for the most part, that the winds of normative change blow in a progressive direction, toward greater or more stringent normative control of individual or state behavior. Constructivist accounts detail a spiral of mutual normative reinforcement as actors and institutions discover the advantages of normative self- and other evaluation. There is also now much interesting research focused on the question of how to predict the emergence of future norms.

35225. The "Responsibility to Prevent": An International Crimes Approach to the Prevention of Mass Atrocities

On September 9, 2013, diplomats and civil society activists gathered in a ballroom in New York to welcome Jennifer Welsh as the UN Secretary-General's new Special Adviser on the Responsibility to Protect (RtoP). In her first public appearance in that role, Special Adviser Welsh explained that one of her top priorities would be “to take prevention seriously and to make it meaningful in practice.” “In the context of RtoP,” Welsh added during the discussion, “we are talking about crimes, and crimes have implications in terms of how we deal with them. You'll hear me say that a lot.” Welsh's approach of treating RtoP as a principle that is primarily concerned with prevention and is firmly linked to international crimes neatly captures the evolution of RtoP since its formal acceptance by states at the 2005 UN World Summit. Paragraphs 138 to 140 of the World Summit's Outcome Document not only elevated the element of prevention to a prominent place within the principle of RtoP but also restricted the scope of RtoP to four specific crimes under international law: genocide, war crimes, ethnic cleansing, and crimes against humanity. The crime and prevention–focused version of RtoP has subsequently been defended and promoted by Secretary-General Ban Ki-moon and by UN member states. After a period of somewhat chaotic construction efforts, the dust is starting to settle on global justice theory. The alternative theoretical options are gaining clear shape. Mathias Risse's excellent On Global Justice is a work of judicious consolidation. He develops a nuanced and complex position that he calls “pluralist internationalism.” Its starting point is the claim that there are several different grounds of justice, that is, reasons for identifying a certain population of people and holding that they have claims of justice against each other, the proper adjudication of which is settled by a certain type of principle. Different principles may apply to different groups of people identified in different ways.

But it is hard to know whether this belief is justified and, if it is, how exactly to characterize the injustice at issue. Until recently, someone who turned to the philosophical literature in the hope of finding answers to these questions would likely have been disappointed. This gap is unfortunate, given the moral importance of the issue and the degree of public interest in it.

An appealing and original aspect of Mathias Risse's book On Global Justice is his argument for humanity's collective ownership of the earth. This argument focuses attention on states' claims to govern territory, to control the resources of that territory, and to exclude outsiders. While these boundary claims are distinct from private ownership claims, they too are claims to control scarce goods. As such, they demand evaluation in terms of distributive justice. Risse's collective ownership approach encourages us to see the international system in terms of property relations, and to evaluate these relations according to a principle of distributive justice that could be justified to all humans as the earth's collective owners. This is an exciting idea. Yet, as I argue below, more work needs to be done to develop plausible distribution principles on the basis of this approach.

I must begin by expressing how gratifying it is that On Global Justice would receive such careful attention by three thoughtful colleagues. I will do my best to respond to their questions and objections. Let me start with Arneson. Since differences between us are large, I shall first say a few things about my basic outlook. Common humanity is one ground of justice. The distinctively human life generates claims, and their form is that of natural rights. However, explorations of how the distinctively human life generates obligations lead only to a rather limited set of rights—basic security and subsistence rights. Inquiries into another nonrelational ground also produce rather limited results. That ground is humanity's collective ownership of the earth. The principle of justice associated with it merely requires an equal opportunity to use natural spaces and resources for the satisfaction of basic needs. In particular, this result is incompatible with any kind of welfarist commitment. The sheer fact that anybody's welfare as such would be lowered or raised is not a matter of justice. If people share associations with each other (membership in a state, or being connected by trade, say) we can derive obligations from their shared involvement with these associations. But unless people do indeed share such associations, the obligations that hold among them will be rather limited.

Thomas Piketty's Capital in the Twenty-First Century is a tour de force—a compelling and accessible read that presents an eloquent and convincing warning about the future of capitalism.* Capitalism, Piketty argues, suffers from an inherent tendency to generate an explosive spiral of increasing inequality of wealth and income. This inegalitarian dynamic of capitalism is not due to textbook failures of capitalist markets (for example, natural monopolies) or failures of economic institutions (such as the failure to regulate these monopolies), but to the way capitalism fundamentally works. Unless the spiral is controlled by far more progressive taxation than is now the norm, the political fallout could undermine the viability of the successful “social state” (p. 471) in the advanced economies, putting the democratic state itself at risk.

We are happy to publish Volume 7, Issue 1 (January/ February 2015) of the Counter Terrorist Trends and Analysis (CTTA) by the International Centre for Political Violence and Terrorism Research at the S. Rajaratnam School of International Studies, Nanyang Technological University, Singapore. From a terrorism and counterterrorism perspective, the year 2014 was particularly significant. This was due as much to the potential impact of drawdown of US and International Security Assistance Forces (ISAF) from Afghanistan as to the declaration of the establishment of a so-called Islamic Caliphate by the Islamic State of Iraq and Greater Syria (ISIS). While the former has emboldened old and established groups like Al Qaeda Central, the Afghan Taliban, the Tehrik-e-Taliban Pakistan and the Islamic Movement of Uzbekistan, among others, the claim of the establishment of the “so called Islamic State” by ISIS seem to have galvanized disparate elements within the Muslim world, drawing fighters in thousands to Iraq and Syria and spurring radicalization and extremism in many countries in an unprecedented scale.

A nuclear armed Iran is unacceptable, and the best way to keep nuclear weapons out of Iran's hands is with a credible agreement. Sanctions have forced Iran to the negotiating table, but increasing sanctions now risks collapsing valuable progress and undermining international support. Congress should consider other options to turn up the heat on Iran—like improving monitoring and verification. The U.S. has made significant progress at the negotiating table toward preventing a nuclear armed Iran. Increasing sanctions isn't the only option to keep the pressure on Iran both now and after a deal is reached. Given Iran's history of deception, the U.S. cannot simply trust, but must actively verify that Iran sticks to the deal. Congress can and should strengthen monitoring processes while maintaining an independent role in verifying Iran's compliance.

From its inception, membership in ESIL has included automatic online and print subscriptions to EJIL – including very soon a tablet version.The relationship has only strengthened in recent years, with ESIL Presidents and Presidents-elect serving ex officio on the EJIL Board. Washington's nascent policy of "uncoordinated deconfliction" with Bashar al-Assad's regime in the fight against the "Islamic State"/ISIS may not be a formal alliance, but it does have the potential to foster serious problems. The regime's tacit agreement to avoid firing on coalition strike aircraft -- juxtaposed with long delays in the Obama administration's train-and-equip program for the Syrian opposition and the president's October 2014 letter to Iran's Supreme Leader on cooperation against ISIS -- is creating widespread perceptions that the United States is heading into a de facto alliance with Assad and Tehran regarding the jihadists. If Washington continues this policy as is, it will merely contain ISIS, not "defeat" or "destroy" the group as called for by President Obama. Worse, it could lead to a deadly extremist stalemate in Syria between Iranian-backed/Hezbollah forces and jihadists, amplifying threats to U.S. national security interests.

When Catherine Ashton took up office as High Representative of the Union for Foreign Affairs and Security Policy (HR), she met with high expectations - and much disappointment. As the first incumbent of the remodelled position, she had the chance to leave a legacy for her successor, but faced an unclear job description. What was the HR's role in EU foreign policy? It is argued that the HR acted as a diplomat and manager of EU external action, while her role performance in co-leadership and brokering were less successful. Role expectations and performance entered a fragile equilibrium at the end of Ashton's tenure. However, the future role of the HR might shift more towards a co-leader of EU foreign policy.

The Lisbon Treaty fundamentally changed the presidency regime of the European Union at the expense of one of the oldest and most central institutions of European integration: the rotating presidency. The chair positions of the European Council, the Foreign Affairs Council and the Eurogroup have been decoupled from the rotating presidency. Understanding the reduced role of the rotating presidency requires attention for the changing dynamics of EU policymaking, especially for the new intergovernmentalism which implies decision-making outside the classic community method and for the rise of the European Council to the status of a lead institution.

The 2014 elections brought a record number of xenophobic populist parties into the European Parliament (EP). They have a strong incentive to be more united and active than in previous terms, and they could use the Parliament to shape voter attitudes, pressure mainstream parties to adopt more xenophobic rhetoric, fragment the mainstream right, and obstruct parliamentary proceedings. The rise of xenophobic populism could affect the open society through the EU's policies and budget if it alters EP debates on issues that split left and right, particularly Roma exclusion, migration and asylum, and EU external policies and development aid.

After two rounds of peace talks in Geneva failed to resolve the Syrian crisis, Moscow proposed in December 2014 its own peace talks between the Syrian government and the opposition. Earlier this month, Russian deputy foreign minister Mikhail Bogdanov confirmed that the talks would take place January 26-29, according to Russian press reports. Bogdanov has described the talks as "consultative" and "preparatory," without any preconditions or set agenda. They could, he said, lead to more concrete discussions. Although the United States is not participating in the Moscow talks, U.S. secretary of state John Kerry expressed hope on January 14 in Geneva that they "could be helpful."

On January 18, six senior members of the Lebanese terrorist organization Hezbollah and a commander of Iran's Islamic Revolutionary Guard Corps were killed while visiting Quneitra in the Syrian Golan Heights, reportedly by an Israeli missile. The attack came just days after Hezbollah secretary-general Hassan Nasrallah threatened to deploy troops across the border into the Galilee in retaliation for repeated Israeli strikes against militia targets in Syria. In the past, the audacious timing and resultant high-profile casualties would have prompted significant and unambiguous Hezbollah military retribution. While the group may eventually retaliate -- anonymous Hezbollah officials in Lebanon say it is "inevitable" -- its ongoing military operations in Syria and the evolving sectarian dynamic in Lebanon may constrain its actions. The pressure to respond is great, but the last thing Hezbollah needs right now is an escalation with Israel that devolves to war.

A pro-EU government is now in power in Kyiv, there is a revived civil society pressing for democratic reforms and the actions by Russia have both reinforced Ukraine's pro-West line and led to the priority given Moscow being questioned by some member states. It is therefore essential to grant Ukraine a membership perspective to strengthen this trend and encourage Kyiv to confront and overcome the basic problems that face the country.

The Winter Olympic Games in Sochi and the annexation of Crimea were two major international events in which Russia engaged in early 2014. In spite of all the divergence in the logic underpinning each of them, four concepts strongly resonate in both cases. First, in hosting the Olympics and in appropriating Crimea, Russia was motivated by solidifying its sovereignty as the key concept in its foreign and domestic policies. Second, the scenarios for both Sochi and Crimea were grounded in the idea of strengthening Russia as a political community through mechanisms of domestic consolidation (Sochi) and opposition to unfriendly external forces (the crisis in Ukraine). Third, Sochi and Crimea unveiled two different facets of the logic of normalisation aimed at proving - albeit by different means - Russia's great power status. Fourth, one of the major drivers of Russian policy in both cases were security concerns in Russia's southern flanks, though domestic security was also an important part of the agenda.

In last night's State of the Union speech, President Obama had the opportunity to educate the American people on the unique challenges posed by the "Islamic State"/ISIS, as well as the tough choices the United States and others will have to make as they deal with this phenomenon. Instead, he cited the issue only in passing, reiterating his "degrade and ultimately destroy" commitment without giving any idea what the next steps are beyond mentioning the increasingly risible effort to arm a Syrian opposition on slow simmer (see PolicyWatch 2357, "Train and Equip Not Enough for U.S.-Backed Syrian Rebels"), and the passing of a Congressional resolution to authorize the use of force against ISIS. This was in contrast to the extensive airtime he dedicated to touting his initiative on Cuba, which -- regardless of one's views on that decision -- is an almost irrelevant issue given the various crises occurring around the globe.

The crisis in Ukraine has turned the tables of the post-Cold War relationship between the United States and Russia. The ongoing transformation can result in a number of outcomes, which can be conceived in terms of scenarios of normalisation, escalation and 'cold peace' - the latter two scenarios being much more probable than the first. NATO ought to shore up its defences in Central and Eastern Europe while Washington and its allies engage in a comprehensive political strategy of 'new containment'. This means combining political and economic stabilisation of the transatlantic area with credible offers of benefits to partners in the East and pragmatic relations with Russia which are neither instrumentalised (as was the case with the 'reset') nor naïvely conceived as a 'partnership'.

Russia's actions towards Ukraine in 2013-14, which inaugurated a new Cold War in its relations with the West, presented a dilemma to Russia's allies: whether to align themselves with Russia's choices or pursue a more independent course of action. The leadership of Belarus, Russia's closest ally, chose the latter option both by establishing dialogue with the interim government and President of Ukraine, Oleksandr Turchinov, considered illegitimate in Russia and, later, by being present at the inauguration of Petro Poroshenko on 7 June 2014 and downplaying Russia's position on the 'federalisation' of Ukraine as the only way out of the country's instability. The perspective of the intra-alliance security dilemma helps explain the divergence of views between Russia and Belarus, while pointing to the changing position of the parties towards the Eurasian integration project.

The European Endowment for Democracy (EED) is a recently established instrument of democracy promotion intended to complement existing EU tools. Fashioned after the US National Endowment for Democracy, the EED's privileged area of action is the European neighbourhood. Meant as a small rapid-response, actor-oriented 'niche' initiative, its main task is to select those actors, from both civil and political society able to produce a change in their country. The EED represents a step forward in the EU's capacity to foster democracy, but does not necessarily go in the direction of more rationality and effectiveness. Not all EU member states support the EED with the same enthusiasm and it is still not clear how it fits into the EU's overall democracy promotion architecture. Its actions may be successful in a very constrained timeframe. However, recent crises at the EU's borders would seem to call for a strategy that takes into consideration systemic hindrances, post-regime change complexities, regional dynamics and finally rival plans of autocracy promotion.

Readmission is not simply a means of removing undesirable foreigners through coercive methods. When viewed as a way of ensuring the temporary stay of foreign workers in the labour markets of European destination countries, readmission may also impact on the participatory rights of a growing number of native workers facing equally temporary (and precarious) labour conditions, in a context marked by employment deregulation and wage flexibility. These implications have clear democratic significance. A new analytical perspective applied to the expansion and development of the readmission system, is aimed at promoting a reflection on an unexplored research area bridging the gap between labour migration regulation and labour market deregulation.

Abstract:
EU migration and asylum policy is facing tough challenges at the southern borders of the Union as migration and asylum pressures rise, fuelled by political instability and poverty in several regions of Asia and Africa. Current European border control practices create three spaces of control: externalised borders, through readmission and return agreements which enrol third countries in border control; the EU borders themselves through the work of Frontex and the development of a whole arsenal of technology tools for controlling mobility to and from the EU; and the Schengen area, whose regulations tend to reinforce deterrence at the borders through the Smart Border System. As a result, the EU's balancing act between irregular migration control and protection of refugees and human life clearly tips towards the former, even if it pays lip service to the latter. More options for mobility across the Mediterranean and more cooperation for growth are essential ingredients of a sustainable migration management policy on the EU's southern borders. In addition asylum management could benefit from EU level humanitarian visas issued at countries of origin.
