4151. Public Diplomacy Challenges in Reaching Russian Audiences

Abstract:
U.S. government broadcasters—Voice of America (VOA) and Radio Free Europe/Radio Liberty (RFE/RL)—have always faced challenges in reaching Russian audiences, both during the Cold War and today. Just as we did during the Cold War, today’s VOA and RFE/RL must give exiled Russians the opportunity to speak directly to their compatriots and to challenge the lies and distortions in Russian media. Shortly after joining RFE/RL in 1982 as the Assistant Director of the Russian Service, I met with senior RL editors and visiting former dissidents to discuss the most effective ways of reaching Soviet citizens during the coldest years of the Cold War. I began by laying out several key points of the Reagan administration’s approach to public diplomacy, primarily the need to treat Russians as victims of Soviet communism and encourage them to take pride in the major accomplishments of Russian culture, philosophy, and religious traditions that had been ignored or distorted by the Soviet regime. As I cited examples of Soviet suppression of religion, the banning of conservative philosophers, and the exiling of nationalist writers such as Aleksandr Solzhenitsyn, I could tell by the quizzical expressions on the faces of my interlocutors that my passionate advocacy for a new form of public diplomacy was falling on deaf ears. Finally, one of the older editors who had spent time in the gulag said: “Look, we understand the need to present Russian culture that has been suppressed by the Soviet authorities and, yes, we know that Russians have suffered under Soviet repression, but Russians cannot be seen strictly as victims nor can their political culture be treated in the same way that we would treat Ukrainian, Georgian, Baltic or other national cultures of the USSR.” He stressed that Communism was a dying ideology, but an aggressive form of Russian nationalism was rapidly gaining strength, especially in the KGB and miliary services, and the West would rue the day when that surging Russian imperialism would merge with brutal Soviet practice. Quite presciently, he predicted an evolving Russian State that would assert its dominance over the other nationalities of the USSR in the name of imperial greatness, and not communism.

Abstract:
While most Western analysts and commentators place responsibility for the war in Ukraine squarely on Vladimir Putin, a few contend that NATO’s enlargement provoked the Russian invasion. Based on my personal interactions with Putin while serving as a U.S. diplomat in St Petersburg in the 1990s, I would argue that a collision between the West and a revisionist Russia led by Putin was virtually inevitable.

At the opening of the COP27 summit in Sharm el-Sheikh, Egypt, on November 7, 2022, United Nations Secretary General Antonio Guterres told the representatives of the countries attending that they faced a choice: work together to cut greenhouse gas emissions or condemn the planet to climate catastrophe. “Humanity has a choice,” Guterres said. “Cooperate or perish. We are on a highway to climate hell with our foot on the accelerator.” Guterres called for the world’s richest and poorest countries to work together to speed up the transition from fossil fuels, and for the wealthy to help with funding to enable poor countries reduce emissions and deal with the negative impacts that they have already suffered due to climate change. “The two largest economies—the United States and China—have a particular responsibility to join efforts to make this pact a reality,” he went on to say. Left unsaid, but understood by most, is that China and the U.S. are also the world’s two largest emitters of greenhouse gases. While the U.S. and much of the rest of the world are still preoccupied with Russia’s invasion of Ukraine, rampant inflation, energy shortages, and the fallout from the Covid pandemic, the existential problem of climate change cannot be ignored.

4154. Would You Say No to Shirley Temple on Thanksgiving?

During the Reagan presidency, “trust, but verify” became the operating principle for negotiations with the Soviet Union on strategic matters, particularly on arms control agreements. The administration’s guidance to those of us in the trenches remained as it had been for previous administrations of both parties. We were to continue to adhere to the principle of reciprocity. In the day-to-day business of managing relations with the Soviet Union, reciprocity essentially meant that if they cut us some slack, we would do the same. Generally, the Soviet Union did not cut us any slack, so we did our best not to cut them any. The top-down authoritarianism of the Soviet system gave them some inherent advantages on these matters, since they faced no pressures to relax the treatment accorded to our diplomats, whereas we frequently did. In the early 1980s, I oversaw the bilateral relations section of the State Department’s Soviet desk, responsible for managing the nitty-gritty of everyday relations. While serving in Moscow just a few years previously, I had been on the receiving end of Soviet “hospitality” toward American diplomats and was generally immovable on issues of reciprocity. Which brings us to Shirley Temple. Those of us of a certain age remember her as the irresistible tyke who tap-danced and sang her way into our hearts on the silver screen. Shirley Temple as a child, curtsey, right hand under chin, right foot forward As an adult, Shirley Temple Black developed an interest in international affairs and served as U.S. ambassador to Ghana, then later to Czechoslovakia. And now, on this chilly November day in Washington, my secretary informed me that she was on the phone and wanted to speak to me. She had, she told me, invited the Soviet consul general in San Francisco to her home in the hilly outskirts of the city for Thanksgiving. She believed that enabling him to experience this quintessential American holiday in a real American home would help him to develop a better understanding and appreciation of our way of life. He had replied that he would be delighted to come, but the State Department would not let him because her home was in an area that Soviet diplomats were not allowed to visit. (At this point, I quietly asked one of my staff to find out whether her home was in a closed area and learned shortly that, in fact, it was.) He had told her that unless she could persuade the State Department to grant him an exception to visit her home he would very regretfully have to decline her generous offer.

4155. Where the “Marshall Plan” Became the Organization for European Economic Cooperation

In 2022, Europe and the U.S. marked the 75th anniversary of the Marshall Plan, and this year is the 20th anniversary of a permanent Paris exhibit that documents its achievements. When I was posted to Paris as the Public Affairs Officer from 2002 to 2006, the public affairs offices (except for the press section), along with the consular affairs services, were in the Hôtel de Talleyrand facing the Place de la Concorde, about a block from the main U.S. embassy building. The Talleyrand, as we called it, gave visitors easier access for these more public functions of the embassy. Running back and forth to meetings at the embassy was a small price to pay for offices overlooking the majestic Concorde. In 2003, the Talleyrand marked a new milestone. Following initial restorations of the Talleyrand’s State Apartment rooms, the embassy invited representatives of the Marshall Plan’s participating nations and restoration sponsors to celebrate the opening of the George C. Marshall Center and its permanent exhibit, “The Marshall Plan: The Vision of a Family of Nations,” created by French and American historians and curators to memorialize the project that revitalized Europe after the devastation of World War II. The Talleyrand has an illustrious history dating from the 18th century and a no-less- illustrious list of inhabitants that included the building’s namesake today, Charles-Maurice de Talleyrand-Périgord, and the Rothschild family, who made the Talleyrand their home until the German occupation of Paris. The “hôtel particulier” (private urban mansion) lived through an evolving history of changes, including its own salvation when only quick action by the Allied forces saved the Place de la Concorde and surrounding buildings from Hitler’s order to destroy Paris.

Hanging on the living room wall in our summer house in Sweden is a framed pen-and-ink cartoon from our time late in communist-era Bulgaria. As with most memorabilia, there is a story behind it. One Saturday in September 1987, our family went for a drive in the mountains outside of Sofia, as we often did on weekends. On the way home, we passed through Bankya, a famed mineral springs spa town that now is officially part of the capital city. We noticed a small outdoor craft fair in progress, so we stopped to look around. At one of the stands, we met a gentleman named Iovio Terziev, a cartoonist/caricaturist, who was hawking several of his pen-and-ink drawings. Some were humorous, some mildly “political.” In the former category, I recall one depicting a physician seated at a desk and peering down at a file. Before him stood a man bandaged from head to toe with only his eyes visible. Without looking up at the patient, the doctor is saying to him “please remove your clothes.” That, I guess, is what passes for Bulgarian humor. However, the drawing that particularly caught my eye was one entitled “Glasnost.”

In September 2001, just days before 9/11, I arrived in Pissila, Burkina Faso for my Peace Corps assignment. I was eager to get to work helping my new home community do surveillance for a neglected tropical disease (NTD) called dracunculiasis, or Guinea worm disease. As a Peace Corps Volunteer in rural Burkina Faso, I biked from village to village, asking community members if they were aware of anyone with Guinea worm disease, an infection that has impacted both humans and animals since ancient times. Thanks, in part, to the work of volunteers before me, I never actually saw a person with Guinea worm disease during my two years as a volunteer. Burkina Faso was on the brink of eliminating the disease, and I remember thinking that the children in my community would never know the word for Guinea worm in their language, Moorè; it would not be in their vocabulary because they would never have to worry about it. I’ve reflected on that more than once during my career in public health. Knowing that we are truly making diseases history has been the drive underlying my efforts for the last two decades.

4158. Coming to Grips with Poverty in Africa

Reducing poverty has been at the heart of U.S. foreign assistance in dozens of low-income countries for more than a half-century. Despite U.S. foreign policy objectives, much work, and hundreds of billions of assistance dollars expended, the poorest of the poor have not advanced. While some low-income countries have made some small progress, after decades of aid most are still in the bottom ranks of absolute poverty. All the countries in the Least Developed Country (LDC) category have more poor people than ever before. Thirty-seven of forty-seven of these LDC countries are in Africa. Although a handful of countries have graduated from LDC status, this disturbing ranking remains basically unchanged since the LDC list was established by the UN General Assembly in 1971. This unchanging list of extremely poor countries tells us that a better understanding of poverty is needed, especially in Africa, to make U.S assistance programs more effective. While Asian countries have made remarkable progress over the past 50 years in reducing the number of poor, the absolute number in sub-Saharan Africa (SSA) continues to grow. People in SSA are more than twice as likely to live in poverty than in South Asia, the next poorest region in the world. The World Bank reported there were 284 million Africans living in extreme poverty in 1990; this number had risen to 433 million in 2018 and continues to rise. The percentage of the population living in poverty in SSA is slowly decreasing, but this decline is overcome by population growth. The COVID-19 pandemic pushed tens of millions of people below the poverty line of $1.90 per day. Climate change, rising crime, inflation, and violent conflict are forcing many more millions below this line. Governments that are unable to provide basic services and struggle to cope with high levels of national debt compound the problem. The 2030 UN targets for eradicating poverty will not be met.

4159. Honoring Diplomats Punished for Doing their Job Well

The Department of State recently set a useful precedent by honoring Archer Blood, the U.S. consul general in Dhaka during Pakistan’s brutal suppression of free elections in East Pakistan (now Bangladesh). He reported Pakistani atrocities and complained when the United States refused to denounce them. Henry Kissinger, then the National Security Advisor, viewed Pakistan as a strategic ally. He had Blood recalled to Washington, clobbered with a career-ending poor evaluation, and stuck in a dead-end job. Blood’s story is told in the award-winning book, The Blood Telegram. By celebrating Blood and naming a conference room after him, the Department corrected an injustice. It should now do the same for George Horton, another diplomat punished for telling the truth and promoting humanitarian values. The Horton and Blood cases are remarkably similar. Both men were consuls general who witnessed horrendous attacks on civilian populations. Both argued the United States should condemn these horrors, and both intervened to save lives and make the truth known. Both were punished by the Department of State for reporting the truth and challenging extant policy. Both later went public with their accounts, and both have been posthumously vindicated. The major difference is that Horton’s experience came half a century earlier and he was treated even worse.

Abstract:
People around the world are experiencing first-hand the growing impacts of climate change – more frequent and destructive hurricanes in Florida and the U.S. Gulf coast; devastating floods in Pakistan; accelerated melting of glaciers in the poles and mountain ranges around the world, to name just a few. The science confirms these trends, but the world is still not doing enough to combat climate change. In this article, I will describe where we are in global efforts to limit global warming; the important role of the private sector in those efforts; the vital role U.S. and other diplomats are playing to catalyze action; and how we might better institutionalize climate diplomacy at the State Department.

4161. “La Grande Bouffe” or, Now and Then Diplomatic Life Does Include a Swanky Dinner Party

In Esprit de Corps, Lawrence Durrell’s classic satirical riff on diplomatic life in Belgrade during the 1950s, he writes that “it was a slack period diplomatically and as always happened during slack periods the Corps busied itself trying to see which Mission could give the most original parties.” Life in general and diplomatic life in particular in the Bucharest of the 1970s and in 1950s Belgrade, of course, were not identical. Nevertheless, there were certain similarities, both being the capitals of “Balkan” communist states and hosting a capable but sometimes underemployed resident diplomatic corps. Aside from the diplomatic club, a relic from pre-communist times that featured a golf course, six tennis courts, an outdoor swimming pool, and a clubhouse restaurant, Bucharest provided relatively few social outlets for local diplomats. Contacts with Romanians for most embassies in the early 1970s were perforce limited, and tended to be stiff and formal when they did occur. In order to accept an invitation from a foreign (non-communist) mission or diplomat, most Romanians first had to obtain permission from the appropriate authorities. Such permission often was delayed or denied, except to the favored, and reliable, few. Consequently, frequent, and at times imaginative, parties and other social events characterized diplomatic life among the embassies in Bucharest. The younger staff members of the Western missions, and those of a few other friendly countries such as Japan, Israel, Turkey, and Brazil, were in many cases lively, intelligent, and creative. They were not content to sit quietly at home when they could arrange or attend a good party or other diversion. Far from it!

4162. A Mongoose Walked into a Narcotics Den…

The American embassy in Sri Lanka, like its counterparts worldwide, has the task of liaison and coordination with local authorities on the subject of narcotics. When I served there from 1986 to 1989, narcotics’ use was not a major problem, nor was the country an exporter or a major transit point. Nevertheless, these are relative terms, and the Sri Lankan government was worried that narcotics activity in the country was growing. Both governments were concerned about the increasing evidence that at least one of the Tamil separatist groups was funding its activities by drug smuggling from South Asia to Europe. Soon after my arrival in Colombo, a young colleague who held the narcotics portfolio (among his other duties) arranged a luncheon with four of his most important contacts in the narcotics area: police, customs, etc. We discussed various aspects of the problem and of our bilateral cooperation in the field. At one point, we discussed inspection and control mechanisms at airports and ports, and especially the virtues of specially trained sniffer dogs. The subject interested me as I had some knowledge of the subject from my days in counterterrorism. We all realized that, useful as they are, dogs have disadvantages: scarcity, cost of procurement and maintenance, difficulty of adaptation to tropical climates, and a negative cultural reaction to them among many Moslems. I cannot remember exactly who first broached the thought (although I would like to take credit), but suddenly we were discussing the possibility of replacing sniffer dogs in Sri Lanka and elsewhere in Asia with an indigenous animal, to wit, the mongoose. The more we talked, the more the idea seemed worth pursuing. The senior police officer present claimed experience with local mongooses as pets and insisted that they were clever and trainable, and notable for their ability to smell.

My wife Maggie, our two-year-old son Matthew, and I arrived in China in 1981 as part of a rapidly expanding cohort of American diplomats surging into the country following the formal establishment of diplomatic relations in 1979. We were excited to be in the early wave of American diplomats going back to China after 30 years of separation and enmity. We also were prepared for some difficult times, but could only anticipate what would be facing a young American diplomatic family in Beijing. China was just beginning its ascent from the disaster of the Cultural Revolution, and the reality of the past was all around us. The average annual income in China in 1981 was $100. The Beijing air was thick with coal dust, and our hotel room attracted rats while we waited months for permanent housing. One main dish at a Peoples’ Restaurant we visited was dumplings with coffee grounds. Our Chinese counterparts were both curious and cautious, delighted to be able to engage with us and also making excellent use of the impenetrable bureaucracy as necessary. Washington was eager to make headway, and we, as did many Americans, saw a genuine opportunity to open new doors for shared benefit. The sounds and sights, the scenes and senses were fascinating, and for us every day was challenging. We considered it the most important gamble for American diplomacy in the 20th century.

4164. Doing More with Less, or a Stunt?

Faced with inadequate funding, US embassies in the developing world regularly hear the refrain “Do More with Less.” In the late 1970’s, as ambassador to Guinea, I worked with the socialist/communist President Sekou Touré. He had banned commerce of any sort. As a result, Guinea must have been the only country in Africa without markets, without women seated behind mounds of nuts, vegetables and grains, without the bustle of trading activity. The countryside and villages of what had been a relativity prosperous French colony were dirt poor and unhappy. Sekou Touré blamed that on the Guinean people. He complained to me on one occasion: “I am fed up with my Guinean people. I tell them to work and produce for the good of everyone, not just their own families, and they won’t do it”! I refrained from replying that national collectivism might not be the best way to encourage productivity. This was at the height of the Cold War, and, partly as a consequence of his policies, Guinea hosted a Soviet mission of 1200 (sic!), which included engineers, mining and agricultural experts, medical advisors, railroad technicians and more. The Chinese mission, in competition with the Soviets, numbered 700, which included construction laborers engaged in erecting a splendid government center and theater. By contrast, my embassy had sixteen American staff members. How could our pint-size embassy possibly compete with the scale of presence of our Cold War adversaries? Well, in the 1970s USAID was providing a sum of $25,000 to every American ambassador to direct as he or she thought best to the development of their country of assignment. In traveling about Guinea, I had seen youth in every village playing the universal sport of soccer—but with a bag of rags, an old shoe, sometimes even a plastic bottle in place of a ball. So, I ordered $25,000 worth of soccer balls, each imprinted with the clasped hands of American aid. We were able to distribute one to each village and community in Guinea. Football field at dusk. Ball on the grass to lower right, players in silhouette against the sky.The distribution opened the door to a particularly African form of corruption. The minister of the interior was responsible for countrywide distribution. The minister could not resist the temptation to deliver a disproportionate number of soccer balls to his own tribal area. A national employee of the embassy, the member of a different tribe, learned of this misdemeanor and we were able (largely) to correct it. Some USAID officials in Washington complained that this was a “stunt”, not economic development. But no other expenditure of $25,000 could possibly have drawn more attention and gratitude to the United States.End.

In the 1933 movie Dinner at Eight, Jean Harlow’s character notes to her society grande dame hostess that she had read an author who asserted technology would soon take the place of every profession. The hostess eyes her platinum blonde guest and responds with the classic line “My dear, that’s something you need never worry about.” And neither do we in our line of work. There is an enduring critical role for diplomacy—personal and institutional—in a world that is always changing. Today’s diplomacy is facilitated by technology in terms of access to information and communication within Washington, from Washington agencies, between DC and overseas posts, and among our missions to an extent unimaginable when I entered the Foreign Service in 1980. The days of the airgram are long past, of waiting for encrypted teletype messages to be deciphered and printed, of mastering Wang computers and the art of producing documents on daisy wheel printers—and good riddance to all!

4166. Mission Strategic Plans: A Neglected Developmental Tool

US missions are required to prepare Integrated Country Strategies (ICS) every three years. In addition, missions with USAID programs are required to prepare Country Development Cooperation Strategies (CDSS) every five years. In developing countries, the strategies usually focus on increasing food crops and nutritional levels. I found during fifty years of work in a dozen missions that few read these strategies and even fewer apply them in their work. Missions go through a stressful period of completing these documents, but once Washington approves them they are often forgotten in a flurry of competing action requirements. Missions are usually engaged with applying the latest U.S. policy or assistance directives. And work priorities and budgetary allocations can shift dramatically with the installation of a new US administration.

Sitting at my desk in March 1996, with a large picture window behind me, in my role as deputy chief of mission in Bangui—the capital of the Central African Republic (CAR)—it seemed a normal lunch hour. Several people had left the chancery, including the ambassador and the consular officer. The silence of the moment was suddenly broken when the country’s then president, Ange-Felix Patasse, called. In French, he asked first for the ambassador, but since she was away, he spoke to me and uttered one line: “Madame, the soldiers are on the move,” and hung up. Seconds later I heard the crack of gunshots and fell to the floor, far from the picture window. I knew the shots were close. Grabbing my cellphone, I called the State Department’s operations center to give a quick brief. The officer who answered was a woman who had been in my entering Foreign Service class. “Vonda,” I said, “I’m calling you from the floor of my office. The military here is beginning to attack the government and we have shots in the embassy area.” She responded that she’d write up a brief for the secretary of state immediately and told me to call back as soon as safe to do so. My first reaction was not one of fright, but to go into reporting mode: “start a log if there’s a crisis.” I did so on yellow legal paper, aiming to capture every shot or movement. About five minutes later, the consular office ran into my office, hair askew, his normally placid, serious demeanor mutated into one of fear. He couldn’t get home to his wife and children. Manned barricades of soldiers with AK-47’s barred access to the diplomatic residential section located along the winding Bangui River Road separating the CAR from the Congo. I instructed him to grab the list of all American citizens registered with the embassy so they could be told of the dangerous situation and advised to stay in place until further notified. All this happened like clockwork; I don’t remember feeling anything except the need to get the job done. That is, I must notify Washington (check), start the log (check), and find the ambassador (check). Fortunately, she too came running into the secured area. Her chauffeur caught wind of the fighting as soon as they had begun traveling. All of this transpired within 15-20 minutes of the president’s call. I knew that I next had to draft a reporting cable and call our country desk officer at the State Department. All of this was automatic. Just like our colleagues in the military, we diplomats undergo stringent training for the unexpected, the sudden coups, natural disasters or civil wars that might occur anywhere in the world. Knowing this methodology intellectually is one thing; having it occur on your watch, another. But my mind, body, fingers, and voice flew into action without a second thought. On automatic, brain and body doing the necessary. Since my secretary’s residence was located before the barricaded road, she had been able to rush back as well. I began dictating the log to her, referencing my legal pad, and then adding the analysis for Washington, in this case for the National Security Council, the Defense Department, intelligence agencies, our United Nations mission, as well as for our allies in Europe, Africa and Asia. All would want to know, as they had vested interests on the continent, and the potential of any conflict bleeding over into a threatening environment for their citizens was always a fear.

Visits to Trinidad by international celebrities, even relatively minor ones, were few and far between during our years at Embassy Port of Spain (1977-1980). We did not get to host even a single Congressional delegation. Though we never saw him, we heard that Mick Jagger came there at least a couple of times to take part in the annual Carnival festivities and that famed British portrait and fashion photographer Norman Parkinson liked to visit. If there were others of note, I didn’t know about them or no longer recall them. So, it was a pleasant surprise when we heard toward the end of our tour that on-location portions of an American film were to be shot on the island. Titled “Gold of the Amazon Women,” the made-for-TV opus featured Swedish actress Anita Ekberg, Donald Pleasence, Bo Svenson, and a bevy of starlets, models, and others to play the Amazon women. The presence of the actors and film crew caused quite a stir among the local diplomatic corps and expat community. Although our ambassador had the opportunity to meet with the movie folks, the rest of the embassy staff, much to their disappointment, had no such possibility. We were, therefore, particularly pleased to learn that we would be allowed to watch some of the filming taking place at Chaguaramas, a disused and by then somewhat overgrown former US naval facility near Port of Spain that had been turned over to the Trinidadians in 1963. The tropical vegetation there apparently made it a suitable location for the movie’s “jungle” scenes.

In talks on the Foreign Service, I’ve often told this story about the reaction back home to my new career: After several months of training in Washington, I visited Chattanooga over the July 4, 1963, holiday. At a barbeque hosted by my parents, people were curious about what I was doing since I had graduated from college. “Why, I’ve joined the Foreign Service,” I proudly announced to the first couple that asked. Their eyes widened and their jaws dropped in consternation. “Now why in HAIL would yew go and do a thaing like that?” asked the husband. Further conversation revealed that they mistook the Foreign Service for the Foreign Legion (about which they had recently seen some old Hollywood movies on TV), and they couldn’t imagine why I would want to go and fight for the French army in the Sahara Desert. Among my parents’ friends and neighbors, the American Foreign Service was totally unknown, but most Americans were familiar with the French Foreign Legion because of numerous movies about it from the 1920s through the 1960s. The most notable was Beau Geste, released in 1939.

After the Vietnam War ended in 1975, US–Vietnam relations were marked by continuing hostility. Deaths during the war have been estimated as 58,220 American soldiers and, on the Vietnamese side, a staggering two million civilians and one million soldiers.[1] The US had no diplomatic ties with Vietnam and imposed a full trade embargo on the country.[1] Less than fifty years later, the two countries are close economic and strategic partners thanks to their successful diplomatic efforts.

As I stood in line (safety distanced) to receive a COVID test before returning home to the US after a trip to Cote d’Ivoire in 2022, I was able to see and reflect upon the enduring legacy of the American public health diplomacy effort to fight the global pandemic of HIV. The testing site had the unmistakable dual-flag PEPFAR (The President’s Emergency Plan for AIDS Relief, announced by George W. Bush in 2003) logo outside, indicating that the testing equipment (and likely the training for the personnel inside) came via a PEPFAR project. I’ve seen similar stamps on rural labs and remote health posts across the countries I’ve worked in (as well as on the airport welcome signs of many a friendly health worker who has readily included me in their work), and it always serves to remind me of the common goals we are working towards in these health diplomacy projects.

Modern Türkiye (the official spelling of Turkey since 2021) sprang like a phoenix from the ashes in 1923, overcoming daunting odds. Its predecessor, the Ottoman Empire, had foolishly joined the war with the Central Powers in 1914 and naively thought its Arab subjects would remain loyal, only to have been utterly defeated and then dismembered. A rebellion led by the empire’s most famous war hero and leader, Kemal Ataturk, overthrew the last sultan, rejected an unjust treaty to divide up the country and repelled the occupying Allies. He established a contemporary republic based on popular will and modern law to begin a new history for the Turkish people. Born from the wreckage of war and national chaos, Türkiye now, one hundred years on, has become a formidable player on the global stage. World War One witnessed four empires – the German, Austro-Hungarian, Russian, and Ottoman – disappear from history. Of the four, the Turks were the most severely treated by the European victors. Little of Germany and none of the Austro-Hungarian states were occupied. Türkiye was. The country also was originally forecast to become a League of Nations mandate, losing its sovereignty, a punishment not assessed against any other Central Power. Türkiye’s victory at the negotiating table in the early 1920’s over the European Allied Powers and on the battlefield principally against the Greeks, who were encouraged by the British to invade Türkiye to recover territories, was a singular achievement. The final agreement – the Treaty of Lausanne – gave Türkiye its complete independence on October 29, 1923, with Mustafa Kemal as its first president. It was the only such treaty negotiated by a WWI Central Power state with the Allies.

Moscow’s repeated warnings about possible world war and nuclear conflict in response to Western support for Ukraine’s fighting forces have elicited calls in the West to resist “nuclear blackmail.”[1] Some observers go further to claim that moderating Western policy in light of nuclear dangers would actually increase the likelihood of nuclear war, if not now then in the future.[2] Prof Timothy Snyder (Yale University) advances the argument succinctly. He writes: “All of you who are saying that we have to give in to [Russian] nuclear blackmail are making nuclear war more likely. Please stop. When you give in to it, you empower dictators to do it again, encourage worldwide nuclear proliferation, and make nuclear war much, much more likely.”[3] The stratagem of this argument is to turn concern about nuclear war against itself; To see the concern itself as the problem. This is wrong headed. There are a variety of effective and sensible ways to inhibit nuclear weapons proliferation, but categorically daring nuclear threats made by nuclear weapon superpowers fighting wars on their borders is not one of them.

This article tracks and assesses the evolution of Russian nuclear threats in the Ukraine crisis, the related interplay between Moscow and Washington, the factors driving Russian thinking on nuclear use, the nuclear options available to Russia, and why US-NATO leaders and hawkish observers dismiss these options as impracticable. We conclude that the probability of Russian nuclear use, although conditionally modest, is rising as Ukraine’s armed forces push forward toward Crimea and the Russian border while also increasing their retaliatory attacks on recognized Russian territory. On its present trajectory, the crisis will soon run a risk of nuclear conflict greater than that experienced during the 1962 Cuban Missile Crisis.

Riding the Afghan tiger has always been an incredibly risky venture, as history is witness, and getting off safely has almost always been impossible. There is no reason to believe that the new political dispensation in Afghanistan will not experience or exercise more violent changes in the near future. This is a tinderbox situation, and as always, Afghanistan is serving as a proxy for external neo-imperial ideologies and political maneuvers. This genealogical pattern is not unfamiliar to historians—Afghanistan served the same purpose in the nineteenth century between Britain and Russia, in the twentieth century between the USSR and the United States at the height of the Cold War, and in the twenty-first century between the so-called enlightened and liberal Western world order led by the United States and the dark forces of “jihadi” terrorism. China, India, and Pakistan are perhaps setting the board for a new iteration of this eternal “Great Game.”

Cyber deterrence needs to rely on a combination of deterrence by punishment of select attacks and deterrence by denial. By definition, punishment means that deterrence has failed, but given that it’s impossible to deter all cyber attacks and intrusions, Western governments with offensive cyber capabilities could retaliate against specific cyber attackers. The harm done to targets of such retaliation and the arbitrary nature of how they’re selected for punishment would increase the cost in most cyber attackers’ cost-benefit analysis. The public also expects the government to avenge, particularly egregious cyber attacks.

Both Russian and Ukrainian forces are now working with groups of drones launched against adversary positions. This often involves different drone types working in pairs—such as an intelligence, surveillance and reconnaissance (ISR) drone directing and guiding a loitering munition to a target. There is growing evidence that Ukrainian forces are using these tactics to identify and target Russian positions. A typical group raid on the Russian trenches involves one drone to draw the attention of a counter-UAV unit, exposing their position, while other drones subsequently attack exposed soldiers.

Despite the distance, outer space and Earth are linked. However, our increasing dependence on space-based assets makes parsing the multitude of challenges and tradeoffs more difficult. Amidst talks of great power competition, space weapons, and commercialization there are equally pressing issues concerning production of knowledge, truth, and accountability. Though these topics sometimes overlap with national security (as with arms treaties or interstate war), they also affect the broad concept of human security—the wellbeing and safety of individuals and communities. As states and international organizations consider what to do to ensure the sustainable development and use of outer space, concerns should go well beyond simply reducing the level of debris, whether asteroids should be mined, or what qualifies as a space weapon.

The escalating trend in China’s assertion operations is unmistakable, and it would not be unreasonable to expect that in the near future the next escalatory step would be to engage in a limited application of force as a demonstration of its intent and resolve. To counter Unrestricted Warfare, the West must recognize that Chinese doctrine is no longer confined to accepted parameters, but encompasses the whole of society. This more closely reflects politics, economics, finance, and the media. This also resembles Mao’s conception of the Protracted People’s War, in which political indoctrination and the support of the people became the paramount objective versus military prowess. The idea embraced victory achieved through the wearing down of the enemy. Thus, the doctrine of Unrestricted Warfare seeks to break all the established rules and to weaken from within, using the enemy’s openness to corrupt their political system. Success encourages other nations to adopt rule-breaking to stay competitive. The rule makers will be defeated by their own adherence to the system they built. An effective counter doctrine begins with an acknowledgement that the accepted rules do not apply to the CCP regime.

Beijing and Moscow’s prevailing term was (and is) cyber “sovereignty.” Underpinning this perspective in China is an emphasis on the importance of “sovereignty” broadly and the importance of multilateralism, where governments are the driver of decision-making, over multistakeholderism (the current global internet governance approach), where academics, members of civil society, companies, and others have a voice alongside governments. The Russian government’s perspective draws on the Russian concept of “information security,” its belief in the importance of “sovereignty” to security, and its officials’ paranoia about “color revolutions” in other countries like Ukraine; Putin believes these events are the result of foreign interference and could occur in Russia. Although there are many general similarities between the two, Chinese and Russian officials do not view the global internet in exactly the same way.

If the first rule of export control regulation is to define clearly the problem to be solved, the second, with some exceptions, is to ensure that the rule is both effective and not counterproductive. By “effective,” I mean that the rule actually stops or hinders the end users of concern from getting the items at issue from any source. My reference to “not counterproductive” means ensuring that foreign competitors of U.S. companies do not gain outsized advantages in markets to which U.S. firms no longer have access thanks to export controls. The income gained in these instances could allow the foreign competitors to out-innovate, out-compete, or even displace entirely the U.S. company. The exceptions pertain to situations where the U.S. should impose a unilateral control to express objection to and not otherwise support human rights violations or move quickly when the issue to be addressed is urgent, particularly if there is a threat to the warfighter. In both cases, the point remains that the eventual adoption of multilateral or plurilateral controls will make them more effective.

Russia’s February 2022 invasion of Ukraine upended what policymakers thought they knew about the world and territorial military aggression. The ensuing war has brought destruction to Europe unlike anything since the Second World War. Regardless of how the war ends, several strategic trends, whether entirely new or preexisting and now reinforced, have set in a motion a new strategic environment in which the United States must compete. In the spring of 2023, ISD convened two New Global Commons/Schlesinger Strategic Surprise working group meetings with participants drawn from academia, think tanks, government, international organizations, non-governmental organizations, and the private sector. The group identified key trends and potential strategic surprises emanating from Russia’s invasion of Ukraine, honed in on the issues that would affect the strategic environment regardless of the war’s outcome, and put forth policy guidelines and recommendations for the United States as it seeks to navigate a more diverse geopolitical landscape in the coming years.

As Putin and his kleptocratic regime of oligarchs wage a devastating war in Ukraine, the costs of corruption have never been so starkly visible. Beyond Russia, recent examples of corruption in China, Afghanistan, the Northern Triangle, the Solomon Islands, and elsewhere, prove that rampant corruption poses a significant threat to aspirations for a greener, healthier, more peaceful, and more democratic world. Countries such as Russia and China have elevated their brand of corruption into a distinct and powerful aspect of their foreign policy. They employ this strategic corruption abroad to stunt economic growth; prop-up fellow authoritarian regimes; exacerbate social inequality; erase political trust; accelerate pandemics and degrade healthcare systems; exploit the environment; and propel state oppression. As U.S. policymakers seek to counter this strategic corruption, they must first recognize the extent to which domestic laws and actors within the United States enable this corruption to fester. In the fall of 2021 and spring of 2022, ISD convened a series of New Global Commons working group meetings with participants drawn from academia, think tanks, government, international organizations, non-governmental organizations, and the private sector. The group crafted workable definitions of corruption, evaluated the unique political and related threats posed by corruption and kleptocracy, assessed Russia and China’s use of strategic corruption, and developed principles and recommendations for government and non-government entities to build a global, sustained, anti-corruption response.

Abstract:
National trade control systems and sanctions enforcement across the globe have been particularly challenged by Russia’s 2022 invasion of Ukraine, the unexpected types and number of goods to control, the need for rapid control of those items, and Russia’s determination to thwart others’ trade controls. The Russian situation demonstrates that even countries with strong strategic trade control systems have vulnerabilities. • In the aftermath of Russia’s invasion of Ukraine, the results of the Peddling Peril Index (PPI) for 2021/2022 provide a method to assess a total of 31 countries identified by their respective roles in the transshipment of restricted goods or the supply of dual-use goods used by the Russian military. • The purpose of this study is to identify patterns in these countries’ scores and lessons in finding ways of thwarting Russia’s success in violating sanctions and export controls.

Nearly three months after the Institute and The Washington Post publicly revealed detailed information on the plans of JSC Alabuga1 (“Alabuga”) to produce thousands of deadly Shahed136 kamikaze drones on Russian soil, satellite imagery indicates that plans are progressing at the Alabuga Special Economic Zone. Yet, the company responsible, JSC Alabuga, and related companies are still not found on public U.S. or allied sanctions lists. The information in internal documents, analyzed by Institute staff over hundreds of hours, reveals not only detailed timelines for Alabuga’s production of weaponized drones and the establishment of mass production with Iranian assistance, but also multiple pressure points and vulnerabilities. Now, not later, is the time for the U.S. government to take the lead, work with partner governments and industry, and use leverage against those less inclined to cooperate, to hinder Alabuga from succeeding in providing the Russian military with thousands of Shahed-136 drones. With winter fast approaching, and Alabuga’s Shahed output increasing, Russia can be expected to accelerate its Shahed-136 attacks against Ukraine’s vital energy infrastructure, causing brutal living conditions for the civilian population. A key, overdue first step is for the United States and its allies to sanction JSC Alabuga and its associated companies

4194. Electronics in the Shahed-136 Kamikaze Drone

Abstract:
Shahed-136 kamikaze drones, filled with Western electronics, continue to destroy Ukrainian lives and their civilian infrastructure. These drones, also known as Geran 2, are produced and assembled at JSC Alabuga facilities inside the Alabuga Special Economic Zone in Russia, with assistance from Iran. Yet, the company responsible, JSC Alabuga,1 and related companies are still not found on public U.S. or allied sanctions lists. Information in internal Alabuga documents, analyzed by Institute staff over hundreds of hours, show a remarkable ability to acquire sophisticated electronic components from the West and build modules aimed at defeating Ukraine’s ability to jam Shahed-136 drones and require Ukraine and its allies to keep deploying additional or more advanced jamming systems. The detailed information on the Shahed-136’s electronic components, with part numbers and manufacturer, provide a valuable opportunity to thwart exports of these specific parts to Russia and its partner Iran, which has to date supplied most of these electronic parts to Alabuga for use in the Shahed-136 drone. Starting next year, however, Alabuga has committed to outfit Shahed136 drones with electronic components it acquires on its own. The danger posed by Alabuga should mobilize governments to apply sanctions and other restrictive measures to Alabuga and the associated companies revealed in the documents. Sanctions on Alabuga would not only be helpful in disrupting Alabuga and associated companies’ procurement efforts, but they would cause stress to a giant drone factory that has to produce thousands of Shahed-136 drones on a tight schedule, with little previous experience with drone production, hundreds of new employees on its payroll, and under financial pressure to prove itself as a capable supplier to the military.

The Institute for Science and International Security has reviewed open-source images and information found on the internet, identifying several key Western parts, commonly available on the commercial market, used in the Russian Lancet-3 kamikaze drone. - The Lancet-3 is an effective combat drone that has been successful in combat operations against Ukrainian systems, including Western supplied armor and artillery. - This report follows a series of reports published in the last year by the Institute on Russian drone systems and its acquisition of foreign technology. - Russia is increasingly relying on large quantities of unmanned aerial vehicles (UAVs) to identify, target, and attack Ukrainian positions, vehicles, and structures. - Russia has a limited capability to design and produce advanced strategic commodities. To build these UAVs, Russia depends on extensive procurement networks to acquire strategic commodities produced by foreign countries, particularly the United States. - Because of the use of civilian Western components in Russian military systems, the United States and its partners are intensifying controls on critical items used in Russian drones, but more needs to be done.

Abstract:
Iranian-designed Shahed-136 kamikaze drones continue to destroy Ukrainian lives and their civilian infrastructure. These drones, also known as Geran-2, are produced and assembled by JSC Alabuga inside the Alabuga Special Economic Zone in Russia, with critical assistance from Iran. Recent commercial satellite imagery appears to show that the buildings making the drones continue to operate, and at higher levels than other facilities located at the SEZ. The image, taken on a Wednesday morning in late November, shows a winter scene of the SEZ, with all the visible buildings covered in snow, except the two buildings making the Shahed-136 drone. The heat generated by the Shahed-136 buildings’ interior appears to have melted the snow on their roofs, implying ongoing operation.

After the fall of Saddam Hussein’s dictatorship in 2003, Iraqi political parties proliferated in a show of enthusiasm for the country’s emerging democracy. In recent years, however, a handful of personalities and families have consumed all of the country’s political oxygen, dashing hopes for a truly pluralistic ecosystem. Especially discouraging has been the authoritarian shift in Kurdistan, once viewed as a democratic beacon in the Middle East. At the federal level, feuding between the Sadr and Maliki camps now dominates Shia politics, and Mohammed al-Halbousi has crowded out other Sunni players. Meanwhile, corruption touches every surface, and the rare official who holds to ethical standards risks being rendered entirely ineffectual. In this wide-ranging Policy Note, experts Sardar Aziz and Bilal Wahab outline the dispiriting state of Iraqi politics and how the United States can respond. To achieve the scaled-down goals of maintaining sovereignty and accountability, they argue, American officials must be creative, working with Iraqi institutional actors while simultaneously engaging with less central figures such as apolitical military commanders and the business community.

Since October 27, the Houthis have launched three medium-range ballistic missiles at Israel, a first since Saddam Hussein fired Scud missiles into the country in 1991. The Yemen-based jihadists have also launched at least eight salvos of cruise missiles and long-range explosive drones focused on the southern port of Eilat. Moreover, they have attacked U.S. assets directly during the Hamas-Israel war, shooting down one MQ-9 Reaper drone and routing numerous missiles near Navy vessels. If Iran continues to develop the group’s capabilities, the Houthis may provide the broader “axis of resistance” with a potent new chess piece. In this timely Policy Note, Michael Knights assesses the rising Houthi threat and explains how the United States and its allies can respond more assertively and effectively. A revamped policy would recognize the intimate alliance between the Houthis and Iran—which has never been a “marriage of convenience,” as some analysts have imagined—and seek to counter the group’s aggression with the goal of securing U.S. interests and providing a better future for the Yemeni people.

On the thirtieth anniversary of the landmark Oslo I Accord, the Washington Institute for Near East Policy has published a remarkable compendium that includes essays by officials who played significant roles in the Israeli-Palestinian peace process from the deal’s signing in September 1993 through the present. The volume includes personal perspectives from former diplomats, analysis of public opinion among Israelis and Palestinians, and policy recommendations for U.S. officials. The writers conclude that while the prospects for peace appear dim at the moment, wise policymaking may yet fulfill the promise of the Oslo Accords.

In April, Islamic State fighters in Mali seized villages surrounding the city of Menaka, marking the group’s first territorial conquest since losing its final Syrian foothold in 2019. The human cost of these advances has been steep. By May, at least 150,000 individuals had reportedly been displaced, and civilians have been subjected to targeted killings, kidnappings, and looting. The offensive occurred amid a string of regional of security setbacks: namely, France’s August 2022 military withdrawal (which followed the Malian junta’s expressed preference for Russia’s Wagner Group), the April 2023 dissolution of the UN mission in Mali, and the junta’s decision earlier this month to form a tripartite alliance with Burkina Faso and Niger, thereby undermining the French-led G5 Sahel framework designed to thwart jihadist actors in the region. In this amply illustrated Policy Note, Aaron Zelin and Sarah Cahn explain that while the United States may have limited room for maneuver in Mali today, it can promote regional stability and U.S. national interests by pursuing further sanctions against local Islamic State officials and exploring constructive arrangements with nearby African states.
