291. Strategic Connectivity in the Black Sea: A Focus on Georgia

Abstract:
This report argues that the government of Georgia needs to reshuffle its priorities in advancing its strategic connectivity in three major areas: democratic statecraft, economic modernization, and geopolitical identity. By prioritizing these three areas, Georgia can secure a better place as a major hub for transportation and logistics. Taking concrete actions and reforms will secure sustainable economic growth if Tbilisi reinforces its strategic partnerships. The wider Black Sea region has become a strategically important area because it connects Europe to the Eurasian landmass and allows the development of multidimensional and multimodal linkages related to energy, infrastructure, logistics, cyber, military, environment, and migration. This report provides policy recommendations on transportation, logistics, and critical infrastructure supporting proactive approaches for risk management and increasing resilience. The recommendations include innovative public-private cooperation for introducing modern technological and financial solutions. Other recommendations include a Western strategy to push back on Russian aggression and to strengthen security and stability.

293. Phantom Empire: The Illusionary Nature of U.S. Military Power

Abstract:
The U.S. has become a “Phantom Empire,” a country that appears to be powerful because it has a robust military presence abroad but cannot use garrisoned forces to achieve geopolitical objectives. More than 225,000 U.S. troops and DoD personnel are stationed abroad in more than 150 countries. The largest deployments are to wealthy U.S. allies (Japan, Germany, and South Korea) capable of defending themselves. U.S. leaders often justify military commitments by arguing they preserve “influence.” But because American leaders are committed, in most cases, to maintaining troops abroad as a good in and of itself, the U.S. squanders most of its leverage to influence hosts. Threats to withdraw troops are not credible, making them irrelevant for most U.S. geopolitical goals. The sources of U.S. power and influence are ultimately rooted in economic prosperity and soft power. A foreign policy that cultivates these sources of strength over maintaining military commitments would better achieve U.S. geopolitical goals.

Abstract:
China‟s policy of strategic ambiguity towards the territorial dispute in South China Sea has altered the geopolitical architecture. China‟s use of delaying tactics to appease ASEAN states and methods of distraction in its bilateral relations with competing states has improved the security in the region. However, the Chinese leadership is simultaneously conducting domineering activities in the disputed waters of South China. In this context, the study explores China‟s policies in the South China Sea. Additionally, there is a general understanding of the external motives and domestic sources being behind China‟s policy towards South China Sea, however, these factors are often analyzed and studied in isolation. This research article examines both the factors simultaneously and draws conclusions on the potential of armed conflict in the region, especially with respect to the claimant littoral states and the American pivot.

Abstract:
The current energy situation in Europe is being caused by a double crisis and a geopolitical blockage. The long-term climate crisis and the urgent energy crisis have brought green(er) energy to the top of the agenda. However, they are not working in sync. With gas being the easy choice when cutting CO2 emissions rapidly, the handling of the climate crisis has to some extent produced the energy crisis. On top of that, the increased demand for gas has worsened Europe’s strategic and geopolitical situation vis-à-vis Russia. Because of extreme weather conditions in 2021 (a cold winter, low wind, a hot summer), combined with the increasing demand for liquified natural gas (LNG) in Asia, post-lockdown industrial gas demand recovery and a green agenda that requires the phasing out of coal and its replacement with the ‘bridge-fuel’, gas, Europe finds itself in a quandary over gas. Geopolitically, the region is in a difficult situation, which is further aggravated by the EU-Russia power play in the gas sector. Empty gas reservoirs in Europe have given the Russian energy giant Gazprom additional leverage to make increased gas supplies to Europe conditional upon the finalization of the Nordstream 2 project, which is technically finished, but has not been certified. In late November, the German regulator suspended Nord Stream 2, increasing the pressure on the gas market. In this context, the energy transition in the Baltic Sea region has the potential to increase resilience in future energy crises and dampen geopolitical dependence by replacing Russian gas with new forms of energy. Its success depends on numerous factors, including the further synchronization of energy networks, new energy infrastructure and technologies (including renewables), improved energy efficiency, and the creation of a common regional gas market. Fossil fuels are envisaged as playing a pivotal role in the regional and European energy supply for decades to come, but with new investments and diversification of suppliers, the geopolitics of gas can be ameliorated. Continued reliance on fossil fuels Gas In the Baltic Sea region, Soviet-era energy infrastructure has kept many countries in a state of dependence on Gazprom even after independence in the early 1990s. This has prompted the diversification of gas supply routes. With LNG terminals opening in Lithuania (in Klaipėda in 2014) and Poland (in Świnoujście in 2016), and with more projects on the way, such as new LNG projects in Poland, Latvia and Finland, or the Baltic Pipe project to send Norwegian gas to Poland through Denmark (to be partially completed by the end of 2022), the Baltic Sea region is gradually breaking away from Russia’s dominance of gas in Europe.

Abstract:
As the world rung in 2020, political analysts across the globe were busy making assessments of the past decade and offering predictions as to the dominant geopolitical, economic and social trends over the next ten years. Subjecting Australia to the same scrutiny leaves an impression the 2010s are going resilience is its greatest success as the country has continued to enjoy uninterrupted economic growth amidst the global financial crisis and in the aftermath of the direst recession to hit the world since the Great Depression. This makes it an absolute record-setter across the Western world. Yet, the optimism that such to be remembered as a decade of missed opportunities as ‘kicking the can down the road’ approach to economy, polity and security start to imperil Australia’s reputation as a lucky country. In brief, Australia’s economic positive trends will endure is fading. While Australia has been spared of the surge of populism that has plagued a significant portion of mature democracies across the West, it has suffered from an unprecedented leadership turnover that has impeded action on the most (figuratively and literally) burning issue it faces – that of climate change. On the foreign and security policy front, successive Australian governments have been walking the diplomatic tightrope as the United States remains to be an indispensable ally, while China takes the prime spot as the country’s largest trading partner. Given the intensification of the US-China rivalry, Australia finds itself needing to find a way out of this Gordian knot. Facing the grim prospects of the precipitously warming planet, the return of great power rivalry, the decline of liberal democracies, and the uncertainties of technological change, 2020s are inevitably going to force Australian decisionmakers to make hard choices.

Abstract:
One of the key priorities of the new European Commission is to enhance the EU’s geopolitical credentials and “learn to use the language of power”, as stated by the incoming EU High Representative Josep Borrell. The EU’s ambition is two-fold: to increase the Union’s ability to project power and influence at the global level, including through increased integration and coordination among member states, and secondly to enhance the EU’s strategic autonomy from the US in the political, military and economic domains. Both objectives, ambitious in the best of circumstances, are today under severe strain by the COVID-19 crisis. Implications will be long-lasting and multidimensional, and for Europe, its impact will have a direct bearing on its ambition for strategic autonomy, touching each of the three pillars outlined above.

Abstract:
The central task for Russian foreign policy in the era of President Vladimir Putin has been to regain the undisputed recognition that Russia is a world power like the Soviet Union before it, a status to which Russia feels entitled.1 The United Nations (UN) is Russia’s most important venue for putting its global aspirations and achievements on display. Russia’s status as a permanent member of the UN Security Council boosts its claim to be part of a global oligarchy and grants it the power to veto or undermine initiatives that it deems contrary to its interests. The concepts underlying Russia’s use of the UN to promote its aspirations form the subject of this paper. Russia, like the Soviet Union before it, devotes great resources to its missions at the UN, especially New York and Geneva. It traditionally cultivates extensive expertise among its mission members, appointing them to UN postings several times over their careers and leaving them in place for long periods. Russian diplomats are noted for their abilities in drafting highly technical UN documents in English—none more so than Sergey Lavrov, currently Russia’s foreign minister and formerly its permanent representative to the UN from 1994 to 2004.

The United States, Russia, and Iran have chosen markedly different approaches to security assistance in the Middle East, with dramatic implications for statebuilding and stability. The Middle East and North Africa (MENA) region is the world’s testing ground for the effectiveness of security assistance provided by global and regional powers. That security assistance has contributed to the intensity and frequency of proxy wars—such as those under way or recently wound down in Libya, Yemen, Syria, and Iraq—and to the militarization of state and substate actors in the MENA region. Security assistance is at the core of struggles for military, strategic, ideological, and even economic preeminence in the Middle East. Yet despite the broad and growing importance of security assistance for the region and for competition within it between global and regional actors, security assistance has been the subject of relatively little comparative analysis. Efforts to assess relationships between the strategic objectives and operational methods of security assistance providers and their relative impacts on recipients are similarly rare.

As cyber insecurity has become a growing problem worldwide, states and other stakeholders have sought to increase stability for cyberspace. As a result, a new ecosystem of “cyber norm” processes has emerged in diverse fora and formats. Today, United Nations (UN) groups (for example, the Group of Governmental Experts [GGE] and the Open-Ended Working Group [OEWG]), expert commissions (for example, the Global Commission on the Stability of Cyberspace), industry coalitions (for example, the Tech Accord, the Charter of Trust), and multistakeholder collectives (for example, the Paris Call for Trust and Security in Cyberspace) all purport to identify or operationalize various normative standards of behavior for states and/or other stakeholders in cyberspace. As some of these processes wind down (for example, the Global Commission) and others wind up (for example, the OEWG), cyber norms are at a crossroads where each process’s potential (and problems) looms large.
