1. Responsible Statecraft Requires Remaking America’s Foreign Relations Tool Kit

Abstract:: To meet today’s foreign policy challenges, the United States needs to end its overreliance on military superiority and intervention and instead put creative and persistent diplomacy in the lead to promote locally owned solutions to national, bilateral, and regional security issues and to address global challenges not amenable to military force. This rebalancing will not succeed if civilian statecraft is dysfunctional and unprepared. More funding and more diplomats will not solve this problem. What is needed is fundamental reform of structures, processes, and personnel practices, particularly at the State Department. These include strategic planning, resource planning, institutional integration, clear authority over security assistance programs, and moving away from nation-building and toward conflict prevention. Far-reaching changes in the way diplomats are recruited, trained, and promoted are also required. Without such changes, there is substantial risk that our diplomatic tools will be ineffective, resulting in even greater militarization of U.S. foreign policy when diplomacy fails.

2. A New Horizon for the Korea-India Strategic and Sustainable Partnership under Korea's New Southern Policy

Abstract:: India and South Korea, Asia’s third- and fourth-largest economies, respectively, established a Comprehensive Economic Partnership Agreement (CEPA) in 2010 and upgraded their relationship to a special strategic partnership in 2015. South Korean President Moon Jae-in’s “New Southern” policy and Indian Prime Minister Narendra Modi’s “Act East” policy share important objectives and values through which Korea and India can maximize their potential to pursue high tech-oriented, win-win growth. Both countries face the great challenge of diversifying their economic partners in their respective geo-economic domains amid newly emerging international geo-economic dynamics as well as rapidly changing Fourth Industrial Revolution technologies. Given the two countries’ excessive dependence on the Chinese market and potential risks and uncertainties involved in the U.S.-China trade war and related security conflicts, South Korea and India need to deepen bilateral linkages in trade, investment, and cultural contacts. South Korea-India cooperation is crucial in promoting plurilateralism, prosperity, and harmony in East Asia. This paper suggests a specific action agenda to fulfill mutual commitments as entailed in the “Special Strategic Partnership” between these two like-minded countries of South Korea and India.

Abstract:: The US faces many dilemmas in facing an XXI century China. The recent crisis that has occurred in the South China Sea and issues related to the trade war between the two global powers have significantly divided the positions of both states in world affairs. The US policy of engagement and coercion, forcing China into the US liberal order has shown slow progress. Therefore, it is critical to re-evaluate the US foreign policy strategy in facing an XXI century China, which shows discontent towards the values that are promoted by the US. This paper critically analyzes the US foreign policy approach to China, provides key elements of its success, and concludes the major issues faced throughout the process of interacting with the modern global superpower known as China.

4. Shooting Oneself in the Foot? Trade War and Global Value Chains

Abstract:: Despite the “Phase One Deal” agreed on mid-December 2019, bilateral tariffs between US and China remain at unprecedented high levels, which will have long-lasting effects. US tariffs remain very high on parts, components and other intermediate products; similarly, only the last wave of Chinese retaliatory tariffs has been half cut. We investigate in this paper how such tensions between highly interdependent economies will impact trade, income and jobs. We rely on a set-up featuring General Equilibrium, imperfect competition and importantly differentiating demand of goods according to their use, for final or intermediate consumption. This authorizes tracing the impact of protection along the value chains, on prices, value added and factor income. Additional tariffs from official lists are taken into account at the tariff line level, before being aggregated within sectors. Beyond the direct toll of sanctions, US exports to the world post a sizeable decrease as a result of reduced competitiveness led by vertical linkages along the value chains. Because of the tariffs in place as of February 2020, three quarters of the sectors decrease their value added in the US. Consistent with political economy determinants, these twists of value added are transmitted to production factors, leading to sizeable creation and destruction of jobs, and reallocation of capital to the benefit of protected sectors, mostly at the expense of their clients. Ultimately, this paper sheds light on the economic consequences of policies disrupting global value chains.

Abstract:: Throughout the 19th century, Brazil and the United States had little intense bilateral relations. This picture changed when the Baron of Rio Branco decided that his country should privilege relations with the United States. As part of his plan the Baron named Joaquim Nabuco as Brazil's first ambassador to Washington. However, Nabuco had an Americanism distinct from that of the Baron. He believed in the possibility of transforming the American continent into a zone of peace. This Americanism was linked to Nabuco's liberal world view, already evident in his struggle against slavery and in his pre-diplomatic intellectual trajectory.

8. An Assessment of the Korea-China Free Trade Agreement

Abstract:: Of all the free trade agreements (FTAs) concluded by Korea with its major trading partners since the turn of the century, the Korea-China FTA may be the largest in trade terms. It is, however, far from the best in terms of the depth of liberalization and the scope of obligations on trade and investment policies. Korea and China agreed to liberalize a large share of bilateral trade within 20 years, but both sides incorporated extensive exceptions to basic tariff reforms and deferred important market access negotiations on services and investment for several years. Political interests trumped economic objectives, and the negotiated outcome cut too many corners to achieve such a comprehensive result. The limited outcome in the Korea-China talks has two clear implications for economic integration among the northeast Asian countries. First, prospects for the ongoing China-Japan-Korea talks will be limited and unlikely to exceed the Korea-China outcome. Second, Korea and Japan need to strengthen their bilateral leg of the northeast Asian trilateral and the best way is by negotiating a deal in the context of the Trans-Pacific Partnership.

10. Investor-State Arbitration Between Developed Democratic Countries

Abstract:: Investor-state arbitration (ISA), also known as Investor-State Dispute Settlement (ISDS), by which a foreign investor is entitled to sue a state for damages resulting from the alleged violation of an applicable bilateral investment treaty or an investment chapter in a regional trade agreement, has come under scrutiny in many parts of the world. But in no countries has it been subject to greater scrutiny and challenge than in developed democracies. First in Canada and the United States as a result of the adoption of NAFTA Chapter 11, subsequently in the European Union as a result of the adoption of the International Energy Charter, and latterly in other countries such as Australia, critics have alleged that ISA grants an undue privilege to foreign investors whose complaints should be heard by domestic courts instead of panels of international arbitrators. Availability of ISA is in fact worldwide, due to a network of more than 3,200 investment treaties; criticisms have been voiced in different parts of the world and various proposals for change have been made. The criticisms in developed democracies have become sufficiently strong for it to be necessary to raise the question of whether recourse to ISA is appropriate in any form in developed democracies. Armand de Mestral’s paper is the first in the Investor-State Arbitration project. The series of papers will be prepared by leading experts from a number of developed democracies. Each will review the experience of ISA within specific jurisdictions, with a view to understanding the debates that have occurred in each one. The focus of the debate is on developed democracies, but the implications for the whole international community are very much in mind.

Abstract:: The still unsigned Bilateral Security Agreement (BSA) between Afghanistan and the United States provides the legal basis for continuing U.S. military presence in Afghanistan. In addition to its substantive importance, the BSA is also a confidence-building mechanism. The delay in putting it in place is compounding uncertainty and further diminishing economic confidence during Afghanistan's already challenging and uncertain transition. Afghans' responses include, among others, hedging behavior (legal and illegal), personal decisions on whether to come back to or stay in Afghanistan, delays in investments, incipient job losses, declining demand for goods and services and real estate prices, and farmers planting more opium poppy.

Abstract:: "Well begun is half done," Aristotle once said, meaning that beginning a project well makes it easier to do the rest. Yet, this may not be true of China–U.S. relations during Obama's presidency. Although the Obama administration secured a smooth transition from the George W. Bush years and attached high priority to relations with China during its first year in office, bilateral relations turned downward over the rest of Obama's first term, leaving a legacy of growing mutual suspicion and rising competition between the two countries, especially in the Asia–Pacific region. In spite of the November 2009 bilateral agreement to build a "positive, cooperative, and comprehensive relationship," the two sides missed opportunities for more cooperation while mishandling and even misguiding bilateral ties on some points.

Abstract:: The China-US bilateral investment treaty (BIT) negotiations have attracted attention due to the relative size and weight of both economies. Despite broad consensus about the importance of such a treaty, there is considerable debate about its shape and content. The debate is reflected in two recent Columbia FDI Perspectives. Donnelly argued that a China-US BIT should be modeled on the US Model BIT without "splitting the difference between Chinese and US positions", and that the possibility of meaningful BIT negotiations are "really up to China at this point".

The roster of participants was diverse and impressive: It included leading scholars, military officers, government officials, and representatives from the for-profit and not-for-profit sectors from India and the United States. The purpose of this volume is to share formal contributions made to the workshop by participants, and to convey some of the insights that surfaced during workshop sessions.

Abstract:: A new government took office in India in May 2014 under the prime ministership of Narendra Modi. One of the first decisions it took was to invite the member states of the South Asian Association of Regional Cooperation (SAARC) for the swearing - in ceremony. The decision was a surprise but widely viewed as a great move, underscoring the resolve of the new government to embed India firmly within the South Asian regional matrix. It also underlined that, even though Modi's priorities will be largely domestic, foreign policy will continue to receive due attention. Modi also immediately set for himself a frenetic pace of international travel for the remainder of 2014, covering countries as diverse as Bhutan, Japan, Brazil, Australia, Nepal, and others in Southeast Asia.

Abstract:: Creating an effective transition for the ANSF is only one of the major challenges that Afghanistan, the US, and Afghanistan's other allies face during 2014-2015 and beyond. The five other key challenges include: Going from an uncertain election to effective leadership and political cohesion and unity. Creating an effective and popular structure governance, with suitable reforms, from the local to central government, reducing corruption to acceptable levels, and making suitable progress in planning, budgeting, and budget execution. Coping with the coming major cuts in outside aid and military spending in Afghanistan, adapting to a largely self - financed economy, developing renewal world economic development plans, carrying out the reforms pledged at the Tokyo Conference, and reducing the many barriers to doing business. Establishing relations with Pakistan and other neighbors that will limit outside pressures and threats, and insurgent sanctuaries on Afghanistan's border. Persuading the US, other donors, NGCO, and nations will to provide advisors to furnish the needed aid effort through at least 2018, and probably well beyond.

Abstract:: A deal to buy Israeli natural gas can help mitigate the kingdom's energy shortage and steer Amman away from problematic nuclear plans, but it risks stirring domestic opposition. In February, two private Jordanian firms signed a contract with a private U.S.-Israeli consortium to import natural gas from Israel's giant Tamar field, located under the bed of the Mediterranean Sea fifty miles offshore from Haifa. The Arab Potash Company and the Jordan Bromine Company -- both partially owned by the Jordanian government -- will pay Houston-based Noble Energy and its partners $500 million over the course of fifteen years to supply a power plant at Jordanian industrial facilities by the Dead Sea. At just $33 million per year, the deal is not financially significant, but it may set a huge precedent in terms of fostering regional economic cooperation and establishing a framework for Jordanian energy security. The political challenges are significant, however, particularly following the March 10 shooting of a Jordanian man at an Israeli-controlled West Bank crossing point.

Abstract:: U.S. administrations and officials are consistently caught flat-footed by the increasing assertiveness of the People's Republic of China (PRC) over disputed territories in the East China and South China Seas. This assertiveness is strident, yet controlled. Beijing's objectives in the region, with respect to maritime issues in particular, have been apparent for several decades. While the United States is well aware of the PRC's "talk and take" approach—speaking the language of negotiation while extending de facto control over disputed areas—U.S. policy has been tactical and responsive rather than strategic and preemptive, thus allowing China to control the pace and nature of escalation in executing talk and take.

Abstract:: Examining global cybercrime as solely a legal issue misses an important facet of the problem. Understanding the applicable legal rules, both domestically and internationally, is important. However, major state actors are using concerted efforts to engage in nefarious cyber activities with the intention of advancing their economic and geostrategic interests. This attempt to advance a narrow set of economic interests through cybercrime and economic cyber espionage holds to the potential to erode the trust in the digital economy that has been a necessary condition for the success of the Internet as an economic engine for innovation and growth. By pursuing these efforts, states are prioritizing short-term interests over long-term stability and a responsibly governed, safe and secure Internet platform. This paper explores the recent unsealing of a 31-count indictment against five Chinese government officials and a significant cyber breach, perpetrated by Chinese actors against Western oil, energy and petrochemical companies. The paper concludes by noting that increased cooperation among governments is necessary, but unlikely to occur as long as the discourse surrounding cybercrime remains so heavily politicized and securitized. If governments coalesced around the notion of trying to prevent the long-term degradation of trust in the online economy, they may profitably advance the dialogue away from mutual suspicion and toward mutual cooperation.

Abstract:: The United States currently maintains formal diplomatic relations with all but five United Nations member-states. In addition to these five countries, there are states—including Venezuela—with which U.S. relations continue to be strained. In most such relationships, cooperation across societies is challenging, hampered by seemingly insurmountable political differences between governments. When official cooperation at the higher levels of government proves infeasible, it is often in the interest of both countries to pursue alternative, more informal approaches, sometimes referred to as "Track II diplomacy" Such forms of diplomacy allow for exchanges of people and ideas to build confidence between the two sides. Ideally, the modest gains in trust from Track II diplomacy will translate into a broader opening for political rapprochement.

Abstract:: Nancy Bernkopf Tucker confronts the coldest period of the cold war--the moment in which personality, American political culture, public opinion, and high politics came together to define the Eisenhower Administration's policy toward China. A sophisticated, multidimensional account based on prodigious, cutting edge research, this volume convincingly portrays Eisenhower's private belief that close relations between the United States and the People's Republic of China were inevitable and that careful consideration of the PRC should constitute a critical part of American diplomacy. Tucker provocatively argues that the Eisenhower Administration's hostile rhetoric and tough actions toward China obscure the president's actual views. Behind the scenes, Eisenhower and his Secretary of State, John Foster Dulles, pursued a more nuanced approach, one better suited to China's specific challenges and the stabilization of the global community. Tucker deftly explores the contradictions between Eisenhower and his advisors' public and private positions. Her most powerful chapter centers on Eisenhower's recognition that rigid trade prohibitions would undermine the global postwar economic recovery and push China into a closer relationship with the Soviet Union. Ultimately, Tucker finds Eisenhower's strategic thinking on Europe and his fear of toxic, anticommunist domestic politics constrained his leadership, making a fundamental shift in U.S. policy toward China difficult if not impossible. Consequently, the president was unable to engage congress and the public effectively on China, ultimately failing to realize his own high standards as a leader.

Abstract:: In President Barack Obama's first term, his administration withdrew US forces from Iraq, ratcheted up pressure to thwart Iran's nuclear ambitions, began the adjustment to relations with post-authoritarian governments in Arab countries including Egypt, struggled with how best to handle an increasingly bloody rebellion in Syria, and attempted to restart diplomacy on the Israeli/Palestinian problem. At the beginning of his second term, US interests are at significant risk as the region continues to undergo profound changes, and Arab and European allies are asking for greater US engagement. The region also presents the United States with unanticipated opportunities, such as the development of Arab democracies and a reduction in Iranian influence. The challenge facing the United States is how to lead without dominating, and how to protect and promote US interests without absolving other actors of responsibility. Thus, the task for this administration is to develop a strategy: to match the president's positive rhetoric with meaningful follow-up in terms of diplomacy, assistance, and security cooperation.

Abstract:: Tension between the United States and its partners in the Gulf flared up visibly in the last several months, notably with Saudi Arabia's public displays of displeasure with the US approach to the Syria conflict, nervousness about an interim nuclear deal with Iran, and sharp differences over Egypt. 51. Morocco's Vital Role in Northwest Africa's Security and Development

Abstract:: The links between the United States and Morocco are among the oldest of the US' diplomatic bonds. In 1777, Morocco's Sultan Mohammed III was the first foreign sovereign to recognize the independence of the thirteen former British colonies. Subsequently, the 1786 Treaty of Peace and Friendship—negotiated by Thomas Barclay and signed by Thomas Jefferson and John Adams—established diplomatic relations between the two countries. Modified in 1836 with the addition of various security and commercial protocols, the accord is still in force, making it the United States' longest unbroken treaty relationship. But as venerable as this history is, the strategic importance of Morocco to pursuing the Atlantic community's interests in the security and development of northwestern Africa has only recently become fully apparent to US policymakers and analysts. President Barack Obama's invitation to King Mohammed VI to make an official visit to the United States this year indicates the importance that both countries attach to this significant strategic relationship.

Abstract:: When compared to its often rocky relations with Arab countries to the west, the Islamic Republic of Iran has managed to retain largely cordial ties with its neighbors to the east. Historic linguistic, religious, and cultural connections have helped Iran keep its influence in South Asia and become a key trading partner despite US-led sanctions. Because of its strategic location on the Persian Gulf and Arabian Sea, Iran provides India with access to Afghanistan and Central Asia that does not require transit through Pakistan. However, Iran and its neighbors, including Pakistan, face acute challenges such as scarce and poorly managed water resources, ethnic insurgencies, energy imbalances, and drug trafficking that require regional solutions.

Turkey's handling of its Kurdish population and its relations with Kurdish groups throughout the region are creating new challenges for US foreign policy and US-Turkish relations. US policy toward the Kurds remains subordinate to wider regional security interests. Officially, the United States does not support the establishment of an independent Kurdish state. In practice, however, US policy is often inconsistent: the United States backs Kurdish groups in some states while opposing them in others.

Abstract:: Policymakers must identify and understand Syria's political opposition, both in exile and on the ground, in order to develop a clear vision of their aims and a better strategy for support. Any successful U.S. policy in Syria should focus on constructing a viable alternative to Assad's government. This report provides detailed information on the diverse groupings of the Syrian political opposition in order to inform the international community's response to the conflict. It distinguishes between the expatriate political opposition and the grassroots protest movement operating on the ground in Syria. Policymakers must come to the understanding that they may not get the chance to sit across the table from a single opposition party, but rather will have to work directly with the nascent political-military structures that have formed at a local level. The key to creating an effective national opposition lies in connecting the established national coalitions with the grassroots political movement. The most well-known and widely recognized established political opposition coalition is the Syrian National Council (SNC ). The SNC is based in Istanbul and functions as a loosely-aligned umbrella organization comprised of seven different blocs: the Muslim Brotherhood, the Damascus Declaration, the National Bloc, the Local Coordination Committee (as representatives of the grassroots movement), the Kurdish Bloc, the Assyrian Bloc, and Independents. The SNC has not meaningfully engaged with local opposition forces, and is losing credibility and influence within Syria as the conflict grows more militarized. The other significant established political opposition coalition is the National Coordination Committee (NCC ). The NCC is based in Damascus and favors a negotiated political settlement and dialogue with the regime. This stance has made the NCC less popular amongst the grassroots opposition movement. The grassroots movement functions at a local and regional level through coordination between the local coordinating committees and revolutionary councils. This movement has become tactically adept, better organized, and more cohesive, developing nascent political structures. The local coordinating committees, called the tansiqiyyat, form the base unit of organization. As the movement has grown, urban centers have developed oversight councils called the revolutionary councils to manage the committees within specific districts. The revolutionary councils are the main organizational structure for the grassroots political opposition. They manage the activities of the tansiqiyyat, organize protests, and coordinate with the armed opposition. The Syrian Revolution General Commission (SRGC) is the largest grassroots coalition. It represents roughly seventy percent of the revolutionary councils and the majority of the local coordinating committees. armed opposition cooperates with the grassroots political opposition and a number of insurgent groups have shown a willingness to work under the guidance of the revolutionary councils. The lack of secure communications equipment has hindered the grassroots opposition's ability to coordinate above the local level because the government retains the overwhelming capacity to monitor, track and suppress greater organization at a national level. The established political coalitions such as the SNC have articulated a national vision for a post-Assad future and have received nominal support from the international community, yet they lack strong networks and popular legitimacy inside Syria. On the other hand, the grassroots political opposition has gained the support of the people, but it lacks a national vision and united front as the basis for international support. The United States must consider adopting a bottom-up strategy that provides better support to the grassroots movement operating within Syria. This entails developing better relations with critical elements of the grassroots movement and working with key individuals who have deep networks of supporters within Syria but also maintain ties to the SNC or the NCC . A bottom-up strategy would provide an avenue for U.S. support that incorporates both national and local opposition groups and encourages the emergence of a legitimate national political leadership.

Abstract:: Finland's decision to acquire advanced semi-stealthy Joint Air-to-Surface Standoff Missiles (JASSM) from the United States is much more than an arms deal – it has significant political and regional military implications. Finland is only the second country to be approved for JASSM. No NATO country has ever received such approval. This suggests something about the closeness of the relationship between the United States and Finland, as well as something about how the United States sees European and regional defence arrangements. In the web of multilateral, multinational and bilateral relationships that Finland is weaving to enhance its security, the US relationship is a key cable The JASSM acquisition significantly changes Finland's ability to disrupt enemy activities, both within Finland and beyond its borders. Despite being a conventional weapon, it will serve as a deterrent. Finnish decision-makers have a responsibility to understand both the implications of the new capabilities, and to ensure that the continued development of the Finnish Defence Forces is not inhibited due to misunderstandings of what a modern defence requires and consists of.

Abstract:: The United States and Canada have simultaneously re- invigorated their diplomatic and military postures toward the Asia-Pacific region. As two of the world's closest allies, it is worth exploring the possible synergies and tensions between their efforts to identify areas of possible policy coordination. Canada has considerable assets that could support US diplomacy in the region, including the legacy of its good offices and its close ties with the US military; however, these assets are outweighed by three liabilities. First, Canada's diplomacy to the Asia-Pacific is driven by its desire to diversify away from the US market. Although relatively innocuous in isolation, the politics of this shift, driven by growing concern in Canada about whether the United States remains a reliable market for energy exports, adds a layer of complexity. Second, Canada's closer economic ties with China could undermine its willingness to support the United States on tough regional security issues in the Asia-Pacific. Third, and related, Canadian silence about navigational freedoms, the primary security issue between the United States and China in East Asia, has not gone unnoticed. This paper argues that, on balance, Canada may not be an ideal Pacific partner for the United States.

Abstract:: This paper provides a brief overview of current developments relevant to Sino-U.S. security relations, and to China's involvement in regional security issues, in East and South-East Asia. The most fundamental challenge with regard to regional stability is how the roles of China and the United States in the Asia Pacific can be reconciled. While the U.S. is concerned that a rising China will eventually push American influence out of East and South-East Asia, China in turn fears that the U.S. will try to retain its leadership role by exploiting and amplifying tensions between the Chinese and their neighbours. Currently the Sino-U.S. rivalry is threatening unity within ASEAN, which poses an immediate risk for regional stability. A substantial improvement in regional stability – whether in South-East or in East Asia – is unlikely unless the U.S. and China manage to stabilise their bilateral relationship. It is important for all interested parties, inside Asia but also outside (including in Europe), to contribute to a move away from a scenario in which regional stability continues to deteriorate, and in the direction of a scenario that involves a cooperative arrangement between China and the U.S. in a stable multilateral setting.

Abstract:: In looking at twenty years of independence in the former Soviet region of Central Asia, Kazakhstan stands out in most respects as a stable oasis in a desert of uncertainty. It is the wealthiest country in Central Asia. It has not suffered any serious conflict since gaining independence, and the development of its economy, financial sector, and private sector has been steadily moving forward as has its engagement with the global economy. It is little wonder, therefore, that the most stable and fruitful bilateral partnership for the United States in the region over the past twenty years has been with the Republic of Kazakhstan. Abstract:: Out of the proposed alternatives for dealing with Pakistan discussed in Washington, one that seems to have gained some traction calls for aggressively playing up Pakistan's civil-military divide by propping up civilians while dealing harshly with the military and the Inter-Services Intelligence (ISI). While normatively attractive, the approach to deal with Pakistan as two Pakistans is unworkable. It grossly exaggerates the U.S.'s capacity to affect institutional change in Pakistan and fundamentally misunderstands what underpins the civil-military dynamic. In reality, any attempt by the U.S. to actively exploit this internal disconnect is likely to end up strengthening right wing rhetoric in Pakistan, provide more space for security-centric policies, and further alienate the Pakistani people from the U.S. A more prudent approach would be one that limits itself to targeted interventions in areas truly at the heart of the civil-military dichotomy and that would resonate positively with the Pakistani people: by continuing to help improve civilian governance performance and by providing regional security assurances to Pakistan.

Abstract:: During his recent visit to Japan, British Prime Minister David Cameron signed a landmark defense cooperation agreement with Japanese Prime Minister Yoshihiko Noda making the United Kingdom Japan's only defense technology partner after the United States. The agreement comes just months after Japan relaxed its post-World War II restrictions on its participation in international research, development and trade in defense equipment. There are few publicly-available specifics on the deal, but official statements from Tokyo suggest the plan is to start small and slowly increase cooperation. Artillery and tank technology has been mentioned; along with helicopters, mine detection and chemical protection suits.

Abstract:: US Assistant Secretary of State Kurt Campbell has just completed a lightning visit to Australia for formal discussions with newly installed Foreign Minister Bob Carr. In spite of the political turmoil that brought Carr to office, the Australia-US alliance is in the best shape of its 60-year history. Having begun as a Cold War convenience, about which the United States was not enthusiastic, it has become a key part of Washington's regional role and a cornerstone not only of Australia's defense and security policy, but of its broader engagement with the world. The arrival in early April of the US Marine Corps to begin six-month training rotations in Darwin is emblematic of the alliance's standing and its evolution.

Abstract:: The divided Korean peninsula is a flashpoint in the regional security complex in East Asia. The central issue is the threat posed by North Korea and how to meet it. After a review of North Korea as an international actor and of two important incidents in 2010 (the sinking of the South Korean naval ship Cheonan and North Korea's shelling of the South Korean coastal island of Yeonpyeong), the rationality underlying the country's military efforts is considered. South Korea's Nordpolitik is reviewed and the rise and decline of its sunshine policy and the role of its alliance with the United States is described. Two non-Korean great powers, China and the United States, are important actors in the region, and their relations with North Korea, goals and priorities, and implementation strategies are outlined. The report concludes with reflections on the potential for changing the present security complex, which is marked by a fear of war, into a restrained security regime, based on agreed and observed rules of conduct.

Abstract:: This report presents the results of a study on the link between the rise of militants and the quality of subnational governance in Pakistan: whether a link exists and, if so, what the United States can do about it, if anything. Its basic finding is that Pakistan's governance problems are not caused by militancy, and its problems with militancy are not directly caused by its governance problems, but improving governance will be necessary (though not sufficient) to counter militancy. Pakistan's governance problems are extensive and will take a long time to overcome. But they are not insurmountable, and recent trends offer reason for hope: the military's prestige has declined, the civilian government is likely to complete its full term, the judiciary is increasingly independent, civil society is increasingly confident even in the face of militant intimidation, and recent reforms—the Local Governance Ordinance of 2001 and the Eighteenth Amendment to the constitution—have put in place a set of institutions and incentives that are likely to contribute to improvements in the future.

Abstract:: Prime Minister Noda advanced a legislative package on tax and social security reform but faced stiff political headwinds in the form of a frustrated public and a jaded opposition steeling for an election. Japanese concerns over the safety of the MV-22 Osprey aircraft scheduled for deployment in Okinawa dominated the bilateral agenda – at least in the media – and tested the mettle of Japan's widely-respected new defense minister. The two governments agreed to continue consultations on Japan's interest in the Trans-Pacific Partnership (TPP) but political paralysis in Japan and presidential politics in the United States could complicate efforts to make progress in the near term. Two reports issued over the summer addressing US force posture strategy in the Asia-Pacific and the agenda for US-Japan alliance, respectively, focused on the future trajectory for the bilateral relationship.

Abstract:: This monograph was presented at the Strategic Studies Institute (SSI)-Carnegie Council conference connected with the Council's U.S. Global Engagement Program. In this case, the engagement in question is with Russia, and this monograph specifically addressed the issues of how those aspects of the reset policy with Moscow that concern arms control and proliferation are proceeding. It duly addresses the question of whether further reductions in strategic offensive weapons are likely anytime soon, i.e., is it possible to go beyond the parameters in the recently signed and so-called New Strategic Arms Reduction Treaty (START) treaty with respect to reductions. Other critical issues involve the issues of missile defenses that Moscow vehemently opposes and the question of tactical or nonstrategic nuclear weapons, which the North Atlantic Treaty Organization (NATO) wishes to have Russia reduce.

Abstract:: Since 2006, when Mexican president Felipe Calderon declared war on the drug cartels, there has been a rise in the number of Mexican nationals seeking political asylum in the United States to escape the ongoing drug cartel violence in their home country. Political asylum cases in general are claimed by those who are targeted for their political beliefs or ethnicity in countries that are repressive or failing. Mexico is neither. Nonetheless, if the health of the Mexican state declines because criminal violence continues, increases, or spreads, U.S. communities will feel an even greater burden on their systems of public safety and public health from “narco refugees.” Given the ever-increas¬ing brutality of the cartels, the question is whether and how the United States Government should begin to prepare for what could be a new wave of migrants coming from Mexico.

The last impediment was removed on November 9, when Russia and Georgia concluded an agreement on monitoring trade flows across their disputed border. The WTO Working Party, which oversaw the negotiations, then approved Russian accession on November 10, clearing the way for formal membership to be adopted at the WTO ministerial conference to be held December 15–17, 2011 (WTO 2011).

Abstract:: There is arguably no more unlikely U.S. ally than Saudi Arabia: monarchical, deeply conservative socially, promoter of an austere and intolerant version of Islam, birthplace of Osama bin Laden and fifteen of the nineteen 9/11 hijackers. Consequently, there is no U.S. ally less well understood. Many U.S. policymakers assume that the Saudi regime is fragile, despite its remarkable record of domestic stability in the turbulent Middle East. “It is an unstable country in an unstable region,” one congressional staffer said in July 2011. Yet it is the Arab country least affected in its domestic politics by the Arab upheavals of 2011. Many who think it is unstable domestically also paradoxically attribute enormous power to it, to the extent that they depict it as leading a “counterrevolution” against those upheavals throughout the region. 2 One wonders just how “counterrevolutionary” the Saudis are when they have supported the NATO campaign against Muammar al-Qaddafi, successfully negotiated the transfer of power from Ali Abdullah Saleh in Yemen, and condemned the crackdown on protestors by Syrian president Bashar al-Assad, and how powerful they are when they could do little to help their ally Hosni Mubarak in Egypt.

Abstract:: China\'s innovation policy and its perceived threat to American innovation and competitiveness is a hot topic in U.S.-China economic relations. The role of standardization, together with intellectual property rights and government procurement, are at the center of this conflict. Fundamental differences in their levels of development and economic institutions lead to quite different approaches to standards and innovation policy by the two countries. China\'s strategy of pursuing indigenous innovation based on local standards faces internal challenges in trying to bring together a diverse group of stakeholders with conflicting interests, as well as external pressures to adopt international standards. Enhanced cooperation on standards and innovation policies should be possible, once the United States and China accept that, while their economic and innovation systems are different, they are deeply interdependent. Both sides would benefit, creating new Chinese markets for American firms and easing technology licensing restrictions for Chinese firms.
