  • Abstract: Once marginal in shaping the geopolitics of the Southern and Eastern Mediterranean, Gulf power projection and competition have become a central driver of the politics of Tunisia, Egypt, Libya and Syria since the 2011 Arab Spring uprisings. The political turmoil that engulfed these states created both threats and opportunities for Qatar, the UAE and Saudi Arabia, the rich and ambitious states of the Arabian Peninsula. Their involvement, which combined economic aid, political support and at times military assistance, was structured around their notion of what is the desired or acceptable role of Islamist movements in Arab politics. On the one hand, Qatar supports Islamist movements and most notably the Muslim Brotherhood as instruments of influence and popular appeal, while the UAE and Saudi Arabia perceive them as a security and ideological threat to their regional influence and domestic stability.

  • Abstract: In the Kurdistan National Congress (KNK) headquarters in Brussels, one may be surprised to find that the co-chair rule governing the activities of the congress requires joint male and female leaders to share the office. As inefficient as such a dual head might seem, it sets the stage for gender equality. Overall, the duties of both men and women in the Kurdish movement leave no time for marriage or other traditional gender roles. This is particularly true of the Kurdistan Workers’ Party (PKK) and its related organizations, such as the Syrian Kurdish Democratic Union Party/Peoples Defense Units (PYD/YPG).

  • Abstract: After years of war, the Syrian state apparatus has fragmented into a loosely knit network of overlapping and competing authorities that hold sway over different areas. Multiple groups are enacting and performing what are perceived to be key state tasks, sometimes living side by side, and sometimes fighting, competing and negotiating in overlapping networks of power. These cross-cutting ties defy any easy dichotomies between rebels and government of the sort we have become all too familiar with from military control maps. This does not imply that theSyrian state is on the verge of collapse or sectarian ethnic division. Rather the Syrian government has continued to function internationally as a sovereign state, and it has been able to draw on its administrative and institutional capacities, and even to nurture new and old local power elites in the form of prominent families, business leaders, clans and sheiks. In order to survive, the Assad regime has paradoxically outsourced or co-shared key state functions – the means of violence, border control, taxation and service provision – to or with a multiplicity of foreign and local actors, whether foreign Shia militias, the Kurdish YPG or Local Defense Forces. Many of these foreign powers and militias are likely to remain in Syria after the war in order to secure so-called strategic depth, and they thrive on a certain degree of ‘controlled state chaos’. Similarly, the multiplicity of local actors and intermediaries that have been empowered during the war will not easily relinquish their new found autonomy, and may, just like the Syrian opposition, push the Syrian state towards greater localization and decentralization.

  • Abstract: Russia seems to be gearing for fresh efforts to reach new political arrangements in Syria, after the balance of power has shifted in favor of the Syrian regime. During a speech at the Valdai International Discussion Club at Sochi resort on October 18, 2018, Russian President Vladimir Putin announced that his country achieved its goals in Syria. He noted that the Russian military intervention was aimed at fighting terrorism and preventing the fragmentation of Syrian territory, invoking the case of Somalia as a model that Russia prevented its recurrence in Syria, adding that the next stage will be devoted to settlement in the United Nations. However, this does not negate the fact that such efforts may encounter many challenges, over the key outstanding issues, foremost among is the position of the Syrian regime itself.

  • Abstract: A close look at the competing claims, actors, and movements for authority within the Syrian civil war reveals three distinct periods of political and religious influence: that of Syrian scholars, who were the first to inject religious language into the revolution; that of Salafi scholars predominantly from the Gulf; and lastly, that of jihadi organizations like ISIS and Hay’at Tahrir al-Sham, who were active on the ground. This paper focuses on which figures relied on action—rather than theoretical abstraction—to establish legitimacy and authority on the ground in Syria. Tracing the conflict from the first clerical attempts to coordinate the Syrian opposition to the conflict’s regionalization, and, later, internationalization, this paper demonstrates that the words of actors on the ground are more likely than those of far-off figures—however popular—to resound effectively.
