301. Transmission of Information Across International Equity Markets

Abstract:
This paper provides evidence of transmission of information from the U.S. and Japan to Korean and Thai equity markets during the period from 1995 through 2000. Information is defined as important macroeconomic announcements in the U.S., Japan, Korea, and Thailand. Using high-frequency intraday data, I focus the study on return volatility and trading volume because the implications of new information are much clearer than for returns. I find a large and significant association between emerging-economy equity volatility and trading volume and developed-economy macroeconomic announcements at short-time horizons. This is the first strong evidence of this sort of international information transmission. Previous studies' findings of at most weak evidence may be due to their use of lower frequency data and their focus on developed-economy financial market innovations as the measure of information.

Half a century has passed since the Republic of Korea (ROK) and the United States concluded a mutual defense treaty. Despite occasional disharmonies and even conflicts, cooperation as well as friendship has prevailed in their bilateral relations, and the alliance has proved to be one of the most successful ones in the post World War II period. However, since the advent of the George W. Bush administration in January 2001, the rift between the two allies has become highlighted to the extent that the alliance is seen as being seriously weakened or even irrevocably damaged.

At the locus of the "last glacier of the Cold War," there is a double paradox at work on the Korean peninsula, structured and symbolized by two competing alliances forged during the heyday of the Cold War: North Korea with China (1961) and South Korea with the United States (1954). The peninsula is currently experiencing an unprecedented crisis of alliance maintenance, even survival. For better or worse, the Democratic People's Republic of Korea (DPRK), or North Korea, is the only country with which the People's Republic of China (PRC) "maintains"—whether in name or in practice—its 1961 Cold-War pact. Yet amidst Chinese worries that the U.S.-DPRK nuclear confrontation may spiral out of control, in March 2003 Beijing established a leading Group on the North Korean Crisis (LGNKC), headed by President Hu Jintao. The LGNKC's mission is to improve assessment of the intelligence "black hole" over Pyongyang's nuclear capabilities and intentions and to formulate a cost-effective conflict management strategy.

Since he became president of Russia, Vladimir Putin has played an active role on the Korean peninsula, pursuing ties with both North and South Korea. Putin's engagement with both Korean states has contributed to a perception by some that Russia could play an influential role in helping to resolve the second North Korean nuclear crisis that began in October 2002 when a North Korean official admitted that his country has been pursuing a secret uranium enrichment program.

The security dynamics on the Korean peninsula are changing with the uncertain future associated with the North Korean claim that it now has nuclear weapons and an active program of building a "powerful deterrence force". This dramatic reversal of Pyongyang's nuclear stance, which is more than rhetorical but action-driven, followed its announced withdrawal from the Nuclear Nonproliferation Treaty early in 2003 and its nullification of the 1992 North-South Korean non-nuclear agreement.

Most people would acknowledge that the military and economic alliance between the U.S. and South Korea (Korea hereafter) has played a very important role in shaping the modern history in Korea. Among other things, many have pointed out that Korea's savings in military spending in order to deal with the North Korean threat since the Korean War is one of the major benefits of the strong alliance, because the savings that should have been diverted to military expense could be invested for improved economic development. Also, under this security arrangement, Korea has successfully implemented the strategy of export-as-anengine- for-economic-growth by borrowing heavily from the international financial market. Without the U.S.'s security guarantee, international borrowing would have been much more costly. Another important aspect of the strong alliance is that the U.S. has been the major market for Korean exports for several decades.

Amidst the rigid command economy of North Korea, there exists an unofficial yet flourishing market economy, currently operated through Jung Ma Dung, or literally a market place. Of course, a market place is a common feature of even the poorest country in the world and does not require special scrutiny. Yet to North Koreans who have been hitherto completely accustomed to government rationing for all their economic necessities, an economic activity for personal profit is a completely new and almost revolutionary concept. More importantly, the market place in the north has been gradually developed, with strenuous public oppression at the beginning, by a dire need for physical survival of its ordinary people. Without precedence and knowledge, they established, purely through trial and error, every aspect of the market place best suited for the existing peculiarities and constraints of its economy. Now the market place is so widely and firmly established, with the participation of practically everybody in North Korea, ranging from high government officials to common soldiers, that no power, including the leadership itself, can completely shut it down without causing a major revolt, especially by starving and desperate soldiers with weapons to wield, reminiscent of the October Revolution in czarist Russia.

Abstract:
Since the end of World War II, the United States and Korea have enjoyed a very close relationship in many important areas. Such a relationship started with the liberation of Korea in 1945 by U.S. troops from the Japanese occupation of almost four decades and also included the shedding of blood by Americans for the defense of South Korea from the North Korean and Chinese invasion during the bitter Korean War of 1950-53. Most Koreans, especially those older Koreans who personally experienced the tumultuous years of the Japanese occupation and the Korean War, still harbor such goodwill and sense of gratitude towards America and Americans that perhaps no other country has earned nearly as much in Korea's long history. Even now, the United States is maintaining a significant military presence, including its ground troops, in order to assist the Korean government in repelling any potential military threats from the heavily-militarized North Korea.

Most signs during the late summer and early fall of 2002 pointed to progress on the Korean peninsula. North Korean leader Kim Jong Il had finally grasped, it appeared, the need for international moderation and domestic reform. The United States seemed ready to respond in kind. But with the visit to Pyongyang in October of U.S. Assistant Secretary of State James Kelly – the first high-level contact since the Bush Administration came into office – the situation quickly unraveled. Instead of offering the “bold initiative” that was reportedly in the works, Kelly confronted his interlocutors with evidence that their government had mounted a new, clandestine uranium-based nuclear program. The North Koreans refused to disavow the program and insisted on their right to nuclear weapons. Kelly responded that the United States would not engage the DPRK unless and until it abandoned the program. The status of the 1994 U.S.-DPRK Agreed Framework, which had capped North Korea's plutonium-based program in return for international assistance in meeting its civilian energy needs, was uncertain at best. The Korean Peninsula Energy Development Organization (KEDO), the mechanism for providing that aid, stopped heavy fuel oil shipments to North Korea at the end of 2002 at American insistence.

There is no easy answer to the prospect of a nuclear Democratic People's Republic of Korea. A preemptive war against Pyongyang, even if the strikes were initially directed only at the North's nuclear facilities, would create an unacceptable risk of full-scale war on the peninsula. Sanctions would create their own set of risks. Current punitive economic measures have increased the suffering of millions of North Koreans but have not succeeded in altering President Kim Jong-il's behavior. Further sanctions would certainly not work without the support of the surrounding countries.

Some months ago a Stanford freshman came to ask for help on his project on Korea. At the time, I thought he was a Korean American, given that his command of both English and Korean is excellent. To my surprise, I learned that he was educated until high school in Korea and had never been to the United States before coming to Stanford. He surprised me further when he told me about his high school, the Korean Minjok Leadership Academy (KMLA). Located in a remote area of Kwangwon province—arguably the more underdeveloped region in South Korea—KMLA aspires to be Korea's version of Eton. The school's goal is to produce Korea's future leaders, and to instill in them a strong national identity (see its website at http://www.minjok.hs.kr). Fascinated by what he told me, I made a visit to his high school in fall 2002.

Despite the passage of 50 years since an armistice ended military hostilities, the Korean peninsula remains divided, a Cold War vestige that seemingly has been unaffected by the evolution that has occurred elsewhere. If anything, US confrontation with North Korea—a charter member of its “axis of evil”—has intensified in recent years. Yet today, increasing numbers of South Koreans, accustomed to living for decades in the shadows of the North's forward-deployed artillery, do not regard the North as a serious threat. Growing prosperity and confidence in the South, in marked contrast to the North's isolation and penury, have transformed fear and loathing into pity and forbearance. Instead, it is the United States, an ocean away, that regards the North and its nuclear weapons program with alarm. As the United States has focused on the nuclear program, its ally, South Korea, has observed the North Koreans' nascent economic reforms and heard their talk of conventional forces reduction, and the gap in the two countries' respective assessments of the North Korean threat has widened dangerously, threatening to undermine their alliance.

A famine in the late 1990s resulted in the deaths of perhaps 600,000 to 1 million people out of a pre-famine population of roughly 22 million. The people of the Democratic People's Republic of Korea (North Korea or DPRK) are perhaps the least free on earth, barely surviving under a totalitarian regime that denies basic human dignity and lets them starve while pursuing military might and weapons of mass destruction. The purpose of this paper is to describe the national independence movement of the Korean residents in the United States and Hawaii before 1945, with emphasis on the roles played by its three most prominent leaders, Syngman Rhee, An Ch'ang-ho and Pak Yong-man. The first shipload of Korean immigrants came to Hawaii in 1903, largely for economic reasons. In the ensuing years, as Japan steadily made inroads into Korea, however, patriotic sentiments seized the Korean community. With the formal installation of the Japanese colonial regime in 1910, the restoration of sovereignty in their homeland became the primary political agenda of the Korea immigrants.

The U.S. Census Bureau reported 1,076,872 Koreans residing in the United States as of April 1, 2000 (http://www.census.gov). These are the respondents who identified themselves as "Korean alone." If those who reported themselves as "Korean in combination with other Asian or other race" are added, the total amounts to 1,228,427. The figures for mixed-heritage persons belonging to two or more ethnic and/or racial groups should be used with caution, especially for comparative analysis, because categories containing these individuals are not mutually exclusive. For this reason, in this analysis the "Korean alone" population figure was mainly used.

With the advent of civil democracy in Korea, the grand epic of the Korean independence struggle began to be more systematically mined in the 1990s with newly discovered sources from the leading revolutionaries, albeit with mixed outcomes. In the past decade, the most spirited controversy in the international arena of Korean Studies has been "the An Ch'angho Controversy" which created spirited debates on the interpretation of An Ch'angho (1878-1938) and the Korean nationalist movement, including the nature of his philosophy, vision and strategy. Since An Ch'angho was arguably the foremost leader of the Korean independence quest, it was not only a controversy about An Ch'angho as a man and leader but also about getting at the truth of the shape and course of the Korean nationalist struggle as a whole.

Abstract:
Despite its distinct presence in Korean society for nearly one and a half millennia, the world of Buddhist nuns has remained closed to the "gaze" of outsiders. Even the hagiographies on renowned nuns are available to the public only in snippets and mostly as legends. The dearth of serious treatments of Buddhist nuns in Korean literature thus reflects and at the same time perpetuates the sense of mystery with which the life of a female renunciant is veiled in popular perception. In modern poetry, there is a tendency to lyricize the mystique of the nun, as is illustrated by two well-known poems from the 1930s: Paek Sok's "Yosung" (The Nun); and Cho Chi-hun's "Sungmu" (The Nun's Dance). From the late 1980s, however, the female monastic community has come under increasing scrutiny by a handful of writers and filmmakers, most notably represented by Han Sung-won, Nam Chisim, and Im Kwon-taek.

In recent years, Korea has seen a remarkable diffusion in broadband Internet connections. This paper explores the actions and factors contributing to this diffusion from three viewpoints: public sector, private sector, and social. We suggest that the matching of demand and supply is the most important factor in the fast diffusion of broadband in Korea. In particular, fierce infrastructure competition has led to quality services at a low fixed price. We also consider two challenges that lie ahead: take-up of retail e-commerce applications, and the need to bridge the digital divide.

A half-century of zero-sum confrontation between South and North Korea ended symbolically when the two leaders of divided Korea finally met on June 13, 2000. The 74-year-old Kim Dae-jung, president of South Korea (the Republic of Korea, or ROK), flew to Pyongyang, the capital of North Korea (the Democratic People's Republic of Korea, or DPRK), to meet his counterpart, 58-year-old Kim Jong-il, chairman of the National Defense Committee. At Sunan Airport, the two leaders embraced while thousands of mobilized North Koreans sent up rousing cheers. Tens of thousands more lined the motorcade route into the city, and millions around the world watched the television coverage, fighting to keep back tears of joy.

Abstract:
Despite the June 2000 summit meeting and meetings between high level U.S. and North Korean officials on the one hand, and economic turmoil and continued food shortages on the other, we believe North Korea remains committed to maintaining strong military forces. These forces continue to be deployed close to the border with South Korea in an offensively oriented posture, and North Korea's NBC and missile programs likely remain key components of its overall security strategy. The most likely large- scale regional war scenario over the near term, which would involve the United States, would be on the Korean peninsula. In recent years, North Korea has continued to pose a complex security challenge to the United States and its allies. Prior to the 1994 Agreed Framework, North Korea is believed to have produced and diverted sufficient plutonium for at least one, and possibly two, nuclear weapons. In addition, although North Korea froze the production of plutonium in 1994, there are concerns that North Korea is continuing with some elements of a nuclear weapons program. North Korea also possesses stockpiles of chemical weapons, which could be used in the event of renewed hostilities on the peninsula. Research and development into biological agents and toxins suggest North Korea may have a biological weapons capability. North Korea has hundreds of ballistic missiles available for use against targets on the peninsula, some of which are capable of reaching tar-gets in Japan. Its missile capabilities are increasing at a steady pace, and it has progressed to producing medium-range ballistic missiles (MRBMs). The move toward rapprochement between the leaders of North and South Korea, symbolized by their well-documented embrace at the June 2000 summit, gave reasons for hope and new expectations for reconciliation between the two Koreas. The enthusiasm and euphoria generated by this summit, however, failed to move forward to concrete steps toward genuine peace and stability on the Korean peninsula. The reason has less to do with the enthusiasm of the summer as the hard realities of the political and economic issues confronted by each Korea and the geopolitical situation surrounding the Korean peninsula. So far Seoul's engagement policy toward North Korea has given an impression of one side giving and yielding without due reciprocity by the other side. This work will address the post-summit developments in inter-Korean relations, marking the one-year anniversary of the June 2000 Korean summit. It will reassess the meaning and significance of the summit talks by reevaluating the sunshine policy of ROK President Kim Dae Jung, analyzing the progress and problems for implementation of the June 15, 2000, joint declaration, and speculating about the DPRK's possible opening and its reform policy measures.

In 1950, Korea was among the poorest countries in the world, with a per capita income of under US$150.1 Ravaged by a brutal war between 1950-53, a divided Korea was predicted to remain a "basketcase" for the foreseeable future. However, South Korea (hereafter Korea), defied the dire predictions — becoming in less than a generation the quintessential developmental success story — and a model for other developing countries to emulate. With the exception of a relatively short-lived recession in 1979-80, Korea enjoyed continuous economic growth between 1960 and 1997. With the economy expanding at an annual rate of over 8%, Korea's per capita income grew to US$10,973 by mid-1997, earning it membership in the exclusive OCED (Organization of Economic Cooperation and Development) group of nations.2 Already the world's eleventh largest economy in 1996, Korea publicly stated its ambition to outperform Japan technologically in the new millennium. Indeed, as the world's largest supplier of computer memory chips, the second largest shipbuilder, the third largest producer of semiconductors, the fourth largest maker of electronics and the fifth largest automobile maker, Korea hardly made an idle boast in its ambition.

No war in modern history is so obscure about its beginning as the Korean War. From the very first day of the war, both the North Korean and the South Korean governments accused the opponent of being guilty of an invasion. In the early morning of June 25, 1950, the North Korean government charged that the South Korean Army had made a surprise attack into its territory by 1-2 km across the 38th parallel at four points, the west of Haeju (Ongjin), the direction of Kumchon (Kaesong), the direction of Chorwon (Yonchon and Pochon), and Yangyang, and announced a counterattack to repulse the attack.1 The South Korean government announced on that day that the North Korean Army had invaded all along the 38th parallel at dawn. Based on the South Korean Army's reports, Ambassador Muccio reported to the U. S. government that the North Korean Army invaded the South by bombarding Ongjin around 4 o'clock in the morning and began to cross the 38th parallel at Ongjin, Kaesung, Chunchon, and the East Coast. In the United Nations, the U. S. government condemned the North Korean government for unlawfully invading South Korea and made a move to admonish North Korea to take back its army.

Immediately before the Japanese surrender in the Pacific War (1941-5), there was one Korea, though it had been under Japanese colonial rule for 36 years. The 38th parallel, which the American policymakers hastily picked out as the operational boundary between U.S. and Soviet troops in the Far East at the last stage of the Pacific War, divided one Korea into the two, North and South.1 Soviet troops occupied North Korea, Americans entered the South, and the two sides began military occupation in the two Koreas. The latitude, which Washington policymakers conceived to be a temporary line to halt the further southward advance of Soviet troops and thereby physically eliminate the possibility of Soviet participation in the Japanese occupation, and to facilitate the process of establishing a Korean government "in due course," however, began to embrace new political and military connotations. The two Koreas, even on a temporary basis, thus appeared. The status of and situations in the two Koreas were almost the same at the beginning of the military occupations. In both parts of Korea, people were very poor mainly because of the harsh Japanese mobilization for conducting the Pacific War. There were neither major factories, nor organized indigenous troops, nor influential political groups except the strong popular desire to establish a Korean government right away. Almost every well-informed Korean had a distinctive idea about the future of Korea and the nature of its government. As a result, "too many" political organizations and parties were formed, and, especially, the American military government judged that the Koreans were "too much" politicized. All in all, the situations in the two parts of Korea were almost identical as much as the status of being the occupied. The policies and strategies of the two occupiers—the United States and the Soviet Union—toward Korea, however, were different. Despite the wartime agreement with the United States that Korea should be independent "in due course," which meant that a Korean government should be established after the period of multinational trusteeship, the Soviet Union was not enthusiastic about the idea of multi-tutorship for Korea. Instead, the Soviet authority was busy in communizing the northern half of Korea, trying to make it a stronghold for securing the entire Korean peninsula. The Chief Soviet Delegate, Colonel General T. F. Shtykov, made it clear, at the Joint Commission convened in Seoul on March 20, 1946, that Korea should be "loyal to the Soviet Union, so that it will not become a base for an attack on the Soviet Union" in the future.2 This Soviet position was directly contrary to the primary objective of the United States in Korea, that is, "to prevent Russian domination of Korea."3 Unable to find a compromised solution on Korea through the Joint Commission, the United States internationalized the Korean issue by turning it over to the United Nations. The Soviet Union, however, did not accept the U.N. resolution that a Korean government would be established through holding a general election throughout Korea, and the Soviet authority in North Korea rejected the entry of U.N. representatives. As a result, the two Korean governments were created, one in the South blessed by the United Nations and the other in the North brewed by the Soviet Union, in August and September 1948 respectively.

"By strategy," John Lewis Gaddis wrote in his seminal book Strategies of Containment, "I mean quite simply the process by which ends are related to means, intentions to capabilities, objectives to resources."1 My intention here is to employ this definition in examining the American course in Korea from the origin of the war there in the country's division in 1945 to the aftermath of fighting in 1953. My approach is to analyze a series of key US decisions, from the one to divide the peninsula at the 38th parallel in August 1945 to the ones to conclude a military pact with the Republic of Korea and to issue a "greater sanctions" statement immediately following an armistice in July 1953. My argument is that it took a destructive war before US policymakers successfully matched ends and means in Korea in a manner that ensured future stability. Unfortunately, though, that congruence also ensured indefinite division.

The three-year long Korean War (June 25, 1950 - July 27, 1953) devastated both South and North Korean economies. It broke out when the two Koreas barely managed to maintain socio-economic stability and restore pre-WWII industry production capability to some extent. The distorted and exploited economy by Imperial Japan was demolished by the brutal war. It started out as the appearance of a civil war, but in effect was carried out as an international war. Thus, it was a severe and hard-fought one between UN forces (including South Korea and 16 other nations) and North Korea and its allies (China and USSR). Although it took place in a small country in Far-Eastern Asia, it developed into a crash between world powers, East and West, and left treacherous and incurable wounds to both Koreas. Nearly four million people were presumed dead, and much worse were the property and industrial facility damages.1 Its impact on the Korean economy was so immense that consequential economic systems and policies re-framed the course of economic development in the following years. In spite of such enormous impacts of the Korean war on the economy, few studies exist. Of those that do, most are centered around describing or estimating war-related damages, while some focus on the long-term effects of US aid on the Korean economy.

Like all major wars of attrition, the Korean War brought devastation to the natural and human landscapes of the entire Korean peninsula. Not only did the individuals suffer, but also the social fabric that had held the nation together was irreparably damaged. Not exempt from the ravages of the war, politics also had to undergo transition. It hence makes sense to ask the question of what impact the war made on Korean politics. Seen from a short-term perspective, the war forced each side to taste the governing style of the opposite side—albeit with a strong military touch in both. During the first three months of the war, for instance, the South was occupied by the northern forces and ruled in "people's democracy." In the subsequent few months of northward march after the Inchon landing, the allied forces controlled the restored areas under "liberal democracy." In the period immediately following the 1953 armistice, the politics of each Korea saw post-war adjustments, the most pronounced of which was the bloody purge in the North of potential challengers to Kim II Sung.

The South Korean military was a victim as well as a beneficiary of the Korean War. By the time of the outbreak of the war, the military was a fledgling force, dreadfully inferior in equipment and training. The military was almost crushed within a few days of the war. Ironically, the war transformed and strengthened the military; the infantile and immature Korean military became trained, equipped, and combat-experienced. Quantitatively, the military grew to be one of the largest militaries in the world; qualitatively, the third-rate "police reserve" became a modern professional military. Within the society, the military became the most Westernized and influential institution. In other words, the Korean War was a painful catalyst for the development of a strong Korean military.

The Agreed Framework (AF) between the United States of America and the Democratic People's Republic of Korea (DPRK), signed in Geneva on October 21, 1994, has become the centerpiece of recent US efforts to reduce the threat of conflict with North Korea. In particular, it seeks to bring the DPRK into compliance with its obligations under the nuclear Non-Proliferation Treaty (NPT) not to acquire nuclear weapons. The AF document sets goals, outlines programs, initiates a US-led nuclear-power consortium, and notes linkages. The AF refers to a wider range of diplomatic and international security initiatives, such as the NPT and the agreement on denuclearization of the Korean Peninsula, and is meant to reinforce others, including those related to the reconciliation of the two Koreas.

Abstract:
This paper conducts an event study for a sample of firms listed on the Korean Stock Exchange. The study finds that positive and statistically significant abnormal returns occur around the announcement date of foreign direct investments. This finding suggests that security prices in the Korean stock market do reflect firm-specific information, and that FDI by Korean MNCs are, on average, value increasing investment decisions. The finding is consistent with the studies of Doukas and Travlos (1988) and Fatemi (1984) which found similar results for U.S. MNCs.

From June 13 to 15, 2000, the first-ever summitry was held between the two Koreas since the peninsula's division at the end of World War II. The two heads of state produced a five-point agreement2 designed to launch an era of dialogue between the erstwhile enemies. As part of the agreement, a limited number of people with separated families have since traveled to each other's capital for a tearful reunion. The ground has been broken to re-link the countries by rail that would pass through the Demilitarized Zone. Bureaucrats of the two countries have engaged in a flurry of activity including high level talks and the historic visit by North Korea's defense minister to the South. Seoul's chaebols also got themselves busy to jump aboard the bandwagon heading north. And the new mood of detente peaked at the opening ceremony of the 27th Olympiad in Sydney when athletes from the two Koreas—albeit competing as separate national teams—marched together following a hastily concocted flag with an image of the Korean peninsula.

The past decade has witnessed a growth in major efforts to study mass reactions to democratic regime change on a global scale. Since 1991 Professor Richard Rose, of the Center for the Study of Public Policy at the University of Strathclyde in Glasgow, Scotland, has been conducting the New Democracies Barometer surveys and the New Russia and Baltic Barometer surveys to compare the mass experience of democratization in post-Communist countries. Since 1995 Dr. Mata Lagos, of Market Opinion Research International in Santiago, Chile, has been conducting the Latinobarometro surveys on an annual basis to trace and compare the levels and sources of popular support for democracy and democratic reforms in 15 Latin American countries along with Spain. Most recently, in1999, Professor Michael Bratton of Michigan State University in the United States and Robert Mattes of the Institute for Democracy in South Africa launched the Afrobarometer to map mass attitudes toward democracy, markets, and civil society in a dozen African countries.

Historically, Korea has been under the influence of its ambitious neighbors, China, Japan and Russia, which causes Korea's intense concern for its long-term independence. Through the budding signs of North-South Korea unification, Korea perceives that long-term peace and security derive from having a close diplomatic and economic relationship with the United States as the most crucial ingredient. Many factors influence the electoral results. One of them in the western countries is the economic condition. Whether they are personal or national economic conditions, the importance of economic factors in elections cannot be ignored. This paper focuses on economic voting and investigates whether economic voting worked in the Korean elections after 1987. It is generally accepted that Korean democratization was achieved in 1987. Before that year, democratization was the prevailing issue in elections because many Koreans still thought that the government was an authoritarian regime. Though the opposition parties insisted political democracy as first priority and urgent task required for Korea to accomplish, the ruling parties emphasized efficient and fast economic development led by ruling elites.

A church as an organization is a normative and an ideological institution. In America, it is a voluntary organization as well. Just like any other similar organization, a church needs a financial resource for its operation and goal achievement. Without it, a church is not able to operate or survive. As a voluntary association, a church's financial resource is heavily derived from voluntary donations of its members. Although church members can confer their financial support to their church in various ways, the major portion of a church's financial resource comes from its members' regular offerings at worship services. This study is the first attempt to analyze empirically the regular offerings of Korean Presbyterian church members in a comparison with those of African American and Hispanic Presbyterians.

Knoke asserts that "a minimal definition of a voluntary association is a formally organized named group, most of whose members are not financially recompensed for their participation." As Sills notes, all non-state, common-purpose organizations with voluntary memberships may be considered voluntary associations - organizations whose existence is dependent upon freedom of association. A review of the literature, however, reveals that substantial variations exist in the definition of voluntary associations. For example, previous studies of voluntary associations differ with regard to the inclusion or exclusion of such organizations as labor unions, churches, business and trade associations, political parties, professional societies, and philanthropic groups. There is, nevertheless, a consensus that "the voluntary association is a nonprofit, non-government, private group which an individual joins by choice," and that voluntary associations are "sparetime, participatory associations" to which people belong without pay. Voluntary associations have offices filled through established procedures, periodic scheduled meetings, qualifying criteria for membership, and some formalized division of labor, although organizations do not necessarily exhibit all of these characteristics to the same degree.

South Korea today has the eleventh largest economy in the world. Although recent setbacks placed a temporary brake on several decades of surging economic development, these obstacles have now been largely overcome. The Republic of Korea is proving once again that it has one of the most vibrant economies among advanced industrial countries. These gains have been accompanied by corollary advances in medicine, transportation, urban planning and agriculture, to name but a few areas of noteworthy development. In 1987 the country moved away from its authoritarian past and instituted a working democratic system. In short, the pace of change in the economy, in politics and in social life generally has been spectacular. It is entirely appropriate, therefore, that Korean achievements, as documented in a wide range of government publications, should now be made accessible, in English, to scholars, policy makers and the interested public. Korean Government Publications: An Introductory Guide is the first comprehensive English-language guide to this wealth of information, much of it published in both Korean and English. It is especially timely because of the recent upsurge in the number of government publications and because the mistrust of documents published under authoritarian regimes has dissipated with the advent of genuine democracy.

In this paper, we present evidence that among developing countries, those that are resource-abundant invest less in education. We then discuss the economic processes behind this evidence. We describe a virtuous circle in which rising private returns to human capital and other assets lead to increased work effort and higher rates of private investment immediately, including among the poor, and generate higher productivity and lower inequality in the future. With resource abundance, however, governments are tempted to move away from the policies that generate this virtuous circle. Dutch Disease and related effects tend to lower the rate of return to the agricultural and human capital investments available to the poor. Resource rents accumulate in the hands of the government, and/or a small number of businessmen, further reducing incentives to invest. Staple-trap effects lead to the subsidization of capital, thereby taxing labor. The labor market in the resulting capital-intensive economy offers little benefit for moderate levels of education. The government may try to assuage the poor by directing some proportion of resource rents to populist programs that create new fiscal burdens but that do not enhance productivity. In short, resource abundance tends to break the virtuous circle linking education, growth and inequality in several places: the choice of development strategy, the level of inequality, the lack of incentives for investment in education, and the creation of a welfare state. We illustrate this breakdown by contrasting the cases of Korea and Brazil, and, since resource abundance need not be destiny, we conclude with policy lessons for resource-abundant developing economies.

Territorial development processes and patterns in Korea from the 1950s have encountered four turning points. The first involved the reconstitution of the Korean nation state, which, following radical land reform, implicitly focused on the expansion of the Seoul Capital Region. The second came with the launching of strategies for export-oriented urbanindustrial growth in the early 1960s, which led to the development, in the 1970s, of an urban-industrial corridor moving from the rapidly expanding metropolis of Seoul to the southeast coast, centered on Pusan and heavy industrial complexes. The third turning point was brought about by rising wages and labor costs; the ascending value of the Korean currency; and the overseas relocation of labor-intensive industries, which saw a repolarization of growth in Seoul and a deindustrialization of other metropolitan economies. While some regions outside of Seoul began to register high rates of economic growth around automotive and electronics industries in the early 1990s, this pattern was abruptly challenged at the fourth turning point, the 1997 financial crisis in East and Southeast Asia. Recovery from the crisis is being pursued under a fundamentally new political and economic strategy of decentralized policymaking. The major territorial development question facing Korea at this turning point is whether localities can create capacities to rebuild and sustain their economies through direct engagement in a turbulent world economy.

American military power underpinned the security structure of the Asia Pacific region during the Cold War. Post-Cold War, its role is still vital to peace and stability in the region. The most overt manifestations of American military might are the Japan–America Security Alliance (JASA) and the Korea–America Security Alliance (KASA). These bilateral alliances, together with a modified Australia–New Zealand–United States (ANZUS) treaty relationship, point to the diversity of security interests and perspectives in the region. Even during the height of the Cold War, the region never quite presented the kind of coherence that would have facilitated the creation of a truly multilateral defense framework of the sort exemplified by NATO. In Southeast Asia, the lack of strategic coherence resulted in a patchwork of defense arrangements between local and extraregional states. Dominated by the United States, the Southeast Asia Treaty Organization (SEATO) was only nominally regional.

The Asian financial crisis of 1997–98 involved, among other things, a failure of regulation. Some believe this failure is endemic to global capitalism, and others believe it was profoundly local and idiosyncratic, emanating from regulatory flaws in the affected countries, stretching an arc from Thailand and Indonesia to Korea and Japan. There is also a debate about the nature of the regulation that failed. Some argue that the crisis emanated from a surfeit of nettlesome regulations and endemic industrial policy; others claim it happened for want of effective regulations and (even) industrial policy. Across the hypotenuse of these disagreements, however, stretches a universal recognition that regulatory infrastructure and institutions do matter and that they must play a major role in the way we think about economic development. After the miracle years in East Asia, “good governance” has become the Spirit of the Age.

The initial postwar challenge from East Asia was economic. Japan crashed back into global markets in the 1960s, became the largest surplus and creditor country in the 1980s, and was viewed by many as the world's dominant economy by 1990. The newly industrialized countries (Korea, Taiwan, Hong Kong, Singapore) followed suit on a smaller but still substantial scale shortly thereafter. China only re-entered world commerce in the 1980s but has now become the second largest economy (in purchasing power terms), the second largest recipient of foreign direct investment inflows, and the second largest holder of monetary reserves. Indonesia and most of Southeast Asia grew at 7 percent for two or more decades. The oil crises of the 1970s and the financial crises of the late 1990s injected temporary setbacks but East Asia has clearly become a third major pole of the world economy, along with North America and Western Europe.

The tax bur- den in 1996 exceeded 45% of GDP in five countries, all in Europe – Den- mark, Sweden, Finland, Belgium and France. The Korean peninsula is crucial to Japanese security. Currently, the Japan-United States alliance is being reinvigorated to meet the continuing threat posed by North Korea as well as new challenges in the post-cold war era. The recently announced new defense cooperation guidelines outline the support the Japanese will extend to U.S. forces during peacetime, during an armed attack on Japan, and in emergencies "in areas surrounding Japan." In order to avoid unduly alarming China and to win public acceptance of the reformulation of the alliance in the absence of the kind of mortal threat once posed by the Soviet Union, the continuing danger posed by North Korea has been underlined. Yet, should the North Korean threat disappear, justifying the Japan-U.S. alliance will be that much more difficult. To forestall any danger of unraveling of the alliance, Japan must work with South Korea to formulate a new vision of the security relationship between Seoul and Tokyo that more closely integrates their common interests with those of their mutual ally, the United States.

This study examines the relationship between structural characteristics of business firms and their effectiveness in South Korea, using multivariate regression analysis. The objective is to analyze the relationships between organizational characteristics and financial structure. This study is not concerned with individual-level variables (for example, interaction patterns and role conflict) or psychological variables (motivation, individual stress), although these are also important aspects of organizations. The view of organizations in the present study is strongly influenced by the work of scholars who argue that organizations are characterized by structural relationships among interdependent attributes.

The Korean peninsula, especially the demilitarized zone (DMZ) that splits it in two, is one of the world's most dangerous flashpoints. President Clinton called it "one of the scariest places on earth." In addition to the troops massed on the DMZ, the fragility of Northeast Asian security is underscored by North Korea's military and technological capability. The Democratic People's Republic of Korea (DPRK), North Korea, has one of world's largest armies, a million men, with artillery capable of bombarding Seoul. In August 1998, the DPRK launched a Taepodong I missile, which has the range to hit anywhere in South Korea or Japan. With further development, such missiles could reach Alaska, Hawaii, or even the continental United States.

At the height of the Cold War, the dominant Western theories of alliance building in interstate relations argued that alliances tend to be motivated more by an external need to confront a clearly defined common adversary than by the domestic attributes of alliance partners. The newly reinvigorated U.S.-Japan alliance, however, together with the newly expanded NATO, seems to depart from the conventional pattern by emphasizing shared democratic values and by maintaining a high degree of ambiguity regarding the goals and targets of the alliance. Although these new features of American-led military alliances provide an anchor in an other- wise highly fluid situation in the post–Cold War world, many Chinese foreign-and defense-policy analysts believe that U.S. alliances with Asian countries, particularly with Japan, pose a serious, long-term challenge, if not a threat, to China's national security, national unification, and modernization. The ambiguity of the revised U.S.-Japan security alliance means that it is at best searching for targets and at worst aiming at China.

This monograph explores contemporary Japan-ROK security relations from the perspective of U.S. strategic interests in Asia. Japan and the Republic of Korea have been aligned but not allied since the beginning of the Cold War, and the United States has long been frustrated in its desire to strengthen the Japan-ROK leg of its network of bilateral alliances in Asia. The United States abandoned the goal of encouraging a formal U.S.-Japan-ROK alliance early on in the Cold War, and in the current strategic environment a trilateral alliance would probably be counterproductive. At the same time, however, the fluidity of East Asian security relations today has heightened the dangers of leaving the Japan-ROK security relationship in an ambiguous state. Closer Japan-ROK security cooperation will enhance U.S. efforts to maintain forward presence, manage diplomacy and potential crises on the Korean Peninsula, and integrate China as a cooperative partner in the region. In contrast, distant Japan-ROK relations would complicate all of these U.S. objectives. Hostile Japan-ROK relations, particularly in the context of Korean reunification, would have a spillover effect on Sino-U.S. relations and could return the region to the great-power rivalry of the last century.

Does history repeat itself? It appears so for Korea as an unfortunate geopolitical pawn of its stronger neighbors for the last century or so. History does not seem to repeat in quite the same way, however. As Chinese diplomat Huang Zunxian recommended in 1880 that Chosun (Korea's official designation during the Yi Dynasty) “side with the Qing” ( qinzhong ) while relegating the relative importance of Japan and the United States to the levels of “aligning and connecting” ( jieri and lianmei ), respectively, Korea remained for the most part the most loyal subsystem of the Sinic world order, thereby missing out on opportunities for self-strengthening and realignment and eventually becoming a Japanese colony. More than a hundred years later, the Republic of Korea (hereafter Korea) may now be about to confront a similar dilemma, but this time with a reversed order of preferences. That is to say, the rise of China, with which Korea has already accomplished diplomatic normalization, may gradually force the Seoul government to reconfigure its Cold War–based strategic thinking and reassess its half-century alliance relationship with the United States.

The domestic politics of our Asian alliances is like the story of the dog that didn't bark. Though our defense ties with Japan and Korea were forged in the Cold War, nearly ten years after the Berlin Wall came down, few voices are being raised to amend, let alone terminate, either the Treaty of Mutual Cooperation and Security with Japan or the U.S.-Korea Mutual Defense Treaty. Although large numbers of U.S. troops remain in both countries, congressional criticisms of allied “free riding” are rarely heard. Our alliances with Japan and Korea provoke little discernible opposition from the Congress, the press, or the general public. Polling data suggests that public support for the alliances and for forward deployments in both countries remains high. And no prominent leaders of the Congress are threatening to link security concerns to outstanding economic issues with the Japanese or South Koreans—a tactic frequently utilized a decade ago.

The nuclear nonproliferation regime was challenged in 1998 by nuclear-weapon tests in India and Pakistan, by medium-range missile tests in those countries and in Iran and North Korea, by Iraq's defiance of UN Security Council resolutions requiring it to complete its disclosure of efforts to acquire weapons of mass destruction, and by the combination of “loose nukes” and economic collapse in Russia. Additional threats to the regime's vitality came in 1999 from the erosion of American relations with both China and Russia that resulted from NATO's 1999 bombing of Yugoslavia—with additional harm to relations with China resulting from U.S. accusations of Chinese nuclear espionage and Taiwan's announcement that it was a state separate from China despite its earlier acceptance of a U.S.-Chinese “one China” agreement. Major threats to the regime also came from the continued stalemate on arms-control treaties in the Russian Duma and the U.S. Senate, from a change in U.S. policy to favor building a national defense against missile attack, and from a Russian decision to develop a new generation of small tactical nuclear weapons for defense against conventional attack.

The heated dispute that erupted at the end of the GATT (General Agreement on Tariffs and Trade) negotiations between the United States (US) and the European Union (EU) on audio-visual services is fairly representative of the cultural argument in trade. Culture is often proclaimed to oppose full liberalisation of international exchanges of goods and services. In 1989, after the liberalisation of US film import in Korea, angry Koreans directors in some Seoul theatres showing US movies released poisonous snakes Japan traditionally opposed rice imports on the basis that it would endanger Japanese culture. German director Wim Wenders replied to the latter by provocatively reminding that the essence of US national culture being trade the Americans have no sense of any possible contradiction between trade and culture. When, to justify the remarkable work of the Australian Film Commission, experts came up with a tentative definition of Australian culture, the simple evocation of Crocodile Dundee generated outrage, especially among the feminists. It is uneasy to find an acceptable and workable definition of national culture to analyse its impact on trade.
