2. What Should India Do Before the Next Taiwan Strait Crisis?

Abstract:: In the next two decades, the Taiwan question is likely to assume increasing importance for the Indo-Pacific region. The People’s Republic of China (PRC) is becoming more assertive about unifying Taiwan with the mainland, and it is also making progress toward establishing the military capability toward this end. For a rising PRC seeking to establish itself as the dominant global power, it is untenable that a part of its territory remains outside its control. Possible endeavors toward establishing this control could lead to a response by the United States, which would have broader ramifications for the region and the world. For the United States, any endeavors by the PRC to this end would undermine the very core of the idea that the United States is the defender of freedom and democracy across the world, thus undermining its credibility. It might also deal a devastating blow to the United States’ global power. In this context, and given the significance of Taiwan to both countries, it is an issue that can rapidly escalate, making it a matter of concern in the Indo-Pacific. Further, a conflict over Taiwan would dwarf the global economic fallout that began when Russia invaded Ukraine in 2022. Short of conflict, Chinese coercion of Taiwan could disrupt the freedom of navigation and sea lanes of communication through the Taiwan Strait and will have severe consequences for Asian geopolitics and geoeconomics. Given India’s substantial geopolitical and geoeconomic interests in the region and its long history of exchanges with East and Southeast Asia, India should pay constant and careful attention to this issue. Further, a policy to respond to various contingencies must be thought through and put into place. This paper tries to look at the possible policy that India might adopt ahead of a major crisis in the Taiwan Strait. The paper proceeds in three parts. The first part analyzes the geopolitical and geoeconomic consequences of another Taiwan Strait crisis for India. While it is difficult to estimate the actual damage that would be dealt to the Indian economy, it is clear that all segments of the economy would be affected, with the impact possibly substantial enough to set India back several years. A crisis would also impact India’s geopolitical interests and national security, given that China is increasing its assertiveness both along the Line of Actual Control as well as in the Indian Ocean. The second part argues against a commonplace view that India played no role in crisis management during earlier periods of high tension in the Taiwan Strait—the 1954–55 and 1958 Taiwan Strait Crises, also known as the First and Second Taiwan Strait Crisis, respectively. By using archival material in the United States, the United Kingdom, and India, it seeks to dispel the above notion and that Taiwan ceased to be a matter of interest for India after it had recognized PRC’s claim over Taiwan in 1950. Further, it looks at the lessons for policymaking from India’s handling of the crises. The third part of the paper briefly traces the history of India-Taiwan relations following India’s transfer of its diplomatic recognition to the PRC till the present day. It provides an overview of India’s Taiwan policy. Given that a war in the Taiwan Strait is not beyond reasonable doubt, it then discusses the scenarios India might find itself in and the possible policies to respond to these scenarios. It recommends a close following of the U.S.-ChinaTaiwan strategic triangle, a whole-of-government assessment around impacts of a Taiwan Strait contingency, and an assessment of policy options. It also recommends mapping the expectations that China and the United States would have of India, along with undertaking consultations with key partners on the Taiwan question.

3. US strategy and force posture for an era of nuclear tripolarity

Abstract:: The term “nuclear tripolarity” describes a world in which China has joined the United States and Russia as a leading nuclear power. As China modernizes its existing nuclear forces and deploys new weapons, it is on track to roughly double its deployed nuclear arsenal in the next few years—from approximately 350 to 700 deliverable warheads. The US Department of Defense projects that China will go further, expanding its arsenal to at least 1,500 warheads by 2035.1 At those force levels, China’s arsenal would be comparable to US and Russian deployed nuclear forces, currently capped at 1,550 by the New START Treaty.2 What are the consequences of emerging tripolarity for US nuclear strategy and force posture? If the United States retains its current approach to nuclear force planning, the growth of China’s arsenal (and the ongoing modernization of Russia’s nuclear weapons) will likely compel the United States to significantly increase its own arsenal. The easiest way to do so would be to upload one to two thousand additional warheads from US reserves onto existing delivery systems when the New START treaty expires in 2026. Unfortunately, a major increase in US forces would likely mark just another step in an intensifying arms competition among the three leading nuclear powers, since China and Russia would then feel pressure to respond.

4. Global trends in countries‘ perceptions of the Belt and Road Initiative

Abstract:: Drawing on global media reports, we conduct a sentiment analysis of the image of China’s Belt and Road Initiative (BRI) and the evolution of its image over time. Our main finding is that perceptions of the initiative deteriorated significantly in many geographies from 2017 to 2022. The notable exception is in sub-Saharan Africa where the BRI’s image remains positive, even if slightly less so than in the past. This is notwithstanding increases in debt levels with China, much of which now face potential restructuring. Furthermore, we find significant inter- and intra-regional differences in the average sentiment towards China’s landmark project, as well as a much worse image of the initiative in countries which, until today, are not part of the BRI. Finally, we focus on the European Union, Africa and China’s immediate neighbourhood to better understand the complexities behind the perceived benefits and challenges associated with China’s Belt and Road Initiative.

This paper argues that Türkiye has embraced a conventional foreign policy principle, pursuing the balance of power, to adapt to the new multipolar world in the contemporary period, which can be defined as “the new nineteenth century.” The country can only exploit its power and resilience to the utmost extent after realizing its limitations to accomplish its regional and international foreign policy goals. Then, it might emerge as a dependable crisis mediator and a significant player in world politics.

6. Taiwan Strait Crises: Island Seizure Contingencies

Abstract:: Conflict across the Taiwan Strait could disrupt East Asia’s extensive trade links, sever global production chains, generate serious shocks to regional economies, upend Asia’s security architecture, and, potentially, escalate into a catastrophic superpower war. Many regional states — including U.S. allies — are beginning to seriously consider how they would respond to a potential use of force by the People’s Republic of China (PRC). But analytic attention has focused overwhelmingly on the worst-case scenario of a PRC invasion, largely ignoring more likely contingencies calculated to stay below the threshold of lethal force. It is in this “gray zone” that the PRC has made strategic advances in the East and South China Seas in recent years. This paper argues that, compared with an invasion or blockade of Taiwan’s main island, an operation to capture one or more offshore islands currently controlled by the Republic of China (ROC or Taiwan) would offer Beijing considerable advantages. In an immediate tactical sense, it would offer Beijing greater flexibility and escalation control, lower risk of civilian casualties, and less likelihood of sparking a strong Taiwanese response or U.S. intervention. Strategically, such an operation could open up an array of options for further probes, faits accomplis, information gathering, and coercive pressure on ROC forces—and, in the case of the Penghu (Pescadores) Islands, substantial opportunities for enhanced surveillance, reconnaissance, and logistical support for a future invasion of the main island. Domestically, in contrast with a bloody and potentially catastrophic all-out invasion or a blockade that would risk conflict with the United States, outlying island seizure could offer Beijing a low-risk yet highly symbolic rallying point in a period of likely economic struggles and rising social dissatisfaction. Policymakers and strategists on all sides of politics in Taiwan, the United States and elsewhere need to carefully consider how they would respond to such contingencies, in order to enable an effective international response.

7. Chinese foreign policy in 2023: Stepping back from the brink

Abstract:: When it comes to Chinese foreign policy in 2023, decision-makers in Austria and Europe have to most importantly consider three partly interrelated and highly topical questions that are and should be preoccupying China researchers. Will China escalate its support for Russia during the war in Ukraine? Will China invade Taiwan? How will China’s protest movement and exit from Zero-COVID impact foreign policy? Further trends in China research will address the need to employ digital methods due to a lack of access for fieldwork (COVID or political restrictions) (BCCN 2022), the importance of protests more broadly (labour issues or Hong Kong democracy) (Wei and Chan 2022; Cheng et al 2022), and the fragility of a centralized system around Xi Jinping with no succession plan as Xi enters his third term as president in March 2023 (Tsang and Cheung 2021). Following Russia’s full invasion of Ukraine, Beijing has supported Moscow in the informational and diplomatic domain, but has remained self-interested in the economic domain, and has not shifted from previous policies in the military domain (Chestnut Greitens 2022, 751). China needs Russia as a partner in mounting a (normative) challenge to US power and the liberal international order (Johnston 2022, 1307), gaining influence in multilateral institutions (Wang and Sampson 2022, 374), and preserving the Communist Party regime (Pavel, Kirchberger and Sinjen 2022, 295). The Chinese leadership would like to see a Russian victory, and dreads a defeatinduced regime collapse in Moscow (Lo 2022). Beijing has condemned the West for provoking the war and for imposing sanctions. In the UN, China abstained or voted for Russia. At the same time, since the beginning of the war, bilateral trade has grown significantly. Yet, Chinese companies and banks have partly withdrawn or broken off ties with Russian counterparts to steer clear of secondary sanctions. Moreover, while joint military exercises continue, there is no clear evidence for arms or equipment deliveries.

8. Understanding Alignment Decisions in Southeast Asia: A Review of U.S.-China Competition in the Philippines

Abstract:: The United States and China are engaged in an ongoing struggle for the alignment commitments of Southeast Asian governments, employing a variety of measures to entice, cajole, and threaten states to alter their policy behavior. Caught between this competition, countries in Southeast Asia weigh their alignment options in search of the strategy viewed by the ruling regime as most likely to ameliorate risk and increase its prospects for survival. While nonalignment through hedging is a sought-after option, most often smaller states align with the major power that offers inducements (over coercion), as the material and diplomatic benefits bolster regimes’ claim to performance-based legitimacy and its domestic stability and security. A review of the Philippines’ geopolitical positioning during the Benigno Aquino III (2010–2016) and Rodrigo Duterte (2016–2022) administrations reveals that inducements and coercion have played a significant role in the country’s alignment decisions. During the Aquino administration, coercive measures taken by China in the South China Sea and continued security and diplomatic inducements from the United States underscore the respective approaches of Beijing and Washington. The candidacy and election of Duterte, however, switched this dynamic, and the new president courted and received promises of Chinese economic assistance to support his domestic growth strategy and downplayed U.S. ties in pursuit of a more independent foreign policy. In the end, continued Chinese provocations in the South China Sea and domestic security challenges led Duterte to call upon U.S. assistance once again, and Duterte was unable to initiate a full reconsideration of Manila’s position. Still, his strategic flirtation with China underscores the importance of performance-based legitimacy and the impact of inducements and coercion in shaping the foreign policy choices of smaller states. The findings of this study suggest that Washington’s focus on great power competition and sanctions handicaps U.S. foreign policy in Southeast Asia and beyond. The Philippines’ leaders focused on securing their domestic political prospects and legitimacy; criticism and coercive measures were largely ineffective for the United States or China in gaining influence over policy decisions. Washington should more often consider the promise and provision of inducements—while remaining sensitive to human rights concerns, governance issues, and liberal norms—to support the needs of Southeast Asian states, incentivize more transparent behavior, and increase the likelihood that these states will support U.S. interests in the future.

Abstract:: Perhaps more than any other time in their respective histories, the trajectories of China and Russia were separated by choices in national strategy. A year into Russia’s “special military operation” in Ukraine, the war bogged down into a stalemate. Meanwhile, China embarked upon a major peace offensive aimed at Europe and beyond. It was precisely during these abnormal times that the two strategic partners deepened and broadened relations as top Chinese leaders traveled to Moscow in the first few months of the year (China’s top diplomat Wang Yi, President Xi Jinping, and newly appointed Defense Minister Li Shangfu). Meanwhile, Beijing’s peace initiative became both promising and perilous as it reached out to warring sides and elsewhere (Europe and the Middle East). It remains to be seen how this new round of “Western civil war” (Samuel Huntington’s depiction of the 1648-1991 period in his provocative “The Clash of Civilizations?” treatise) could be lessened by a non-Western power, particularly after drone attacks on the Kremlin in early May.

10. China Is Finally Making Progress on the China-Kyrgyzstan-Uzbekistan Railway

Abstract:: Since the 1990s, China has tried to build the China-Kyrgyzstan-Uzbekistan (CKU) railway. The railway would advance China’s geopolitical and economic interests in Central Asia. Until recently, China has been unable to overcome opposition to the project in Kyrgyzstan and Uzbekistan. However, local concerns about the railway may be giving way since Russia’s war in Ukraine has made new trade routes bypassing Russia more profitable, and a new Uzbek government is looking to expand regional and international engagement.

11. Success in the Struggle against the People's Republic of China

Abstract:: In April 2023, the Australian government released the officially commissioned but independently produced Defence Strategic Review. Intended to assist the government of Australia with its strategic and defense policies over the next decade and beyond, the report offered the fundamental assessment that the Indo-Pacific region “faces increasing competition that operates on multiple levels—economic, military, strategic and diplomatic—all interwoven and all framed by an intense contest of values and narratives.”1 The Biden administration’s National Security Strategy, which had been released several months earlier (October 2022), stated the challenge in even starker terms: “The People’s Republic of China harbors the intention and, increasingly, the capacity to reshape the international order in favor of one that tilts the global playing field to its benefit.”2 At the heart of these statements is the perception that China poses a systemic and comprehensive challenge, not just to the vital interests and values of the United States and Australia, but to the entire system and order that was cobbled together after the Second World War. These postwar rules, norms, institutions, conventions, practices, alliances, and security relationships have been underwritten by US material power. They constitute a liberal order that is under intense challenge from China.3 This report explores what success in relation to China looks like for the US, Australia, and allies such as Japan. Several substantial and thoughtful pieces have described what victory would look like for China,4 and there have also been many good efforts to describe what victory would look like for the US and its allies, given China’s goals and objectives. The current report focuses on a US and Australian vision of success in which the geopolitical contest and struggle are enduring and do not end with a victory for any side. Victory generally means defeating an enemy or opponent in a specific context or activity. Unsurprisingly, the term is commonly associated with defeating an enemy during a battle or compelling the unconditional surrender of the enemy when engaging in war. In victory, there is a clear winner and loser. By way of contrast, success or successful struggle means the accomplishment of an aim or purpose in general or specific contexts. It might include subduing an opponent and attaining victory over that opponent. But success can also be achieved without the strict formal requirement of victory, depending on one’s objective. The term success is used here because the scope of this report is broader than victory in a traditional war context (even if the use of force is always an option to achieve success or deny it to the opponent). It will be apparent that the Chinese notion of war is far broader than the Western notion. The West holds that war is fought within and across identified air, sea, land, space, and cyber domains, and that war has a discernible beginning and end. In the Chinese conception, war has no boundaries or restrictive form and does not necessarily involve the kinetic use of force. It is material, but also ideational, psychological, and structural.5 Indeed, for the Chinese, the apogee of conflict is to win without fighting, even if the Chinese Communist Party (CCP) sees the environment as one of perpetual struggle. Hence, war may have no formal beginning or end. For this reason, a US and Australian vision of success cannot simply be about achieving specific key objectives, like maintaining Taiwanese de facto independence or preventing further Chinese militarization of the South China Sea. To be sure, a vision of success is based on certain fundamental end states (such as preventing Chinese material and normative dominance in East Asia). However, it also accepts the likelihood of a constant struggle against a formidable China, just as China assumes the long-term existence of a formidable US with significant allies in the region. In other words, the authors work on the prudent assumption that China will be neither defeated nor terminally weakened, and that its expansionist ambitions and substantial capabilities will remain. Rather than focusing on a final victory or endpoint, a vision of success conceptualizes an advantageous and enduring state of affairs or system of arrangements in the region that supports the fundamental objectives of the US and its allies in the Indo-Pacific. This report is about successful struggle, but not in the context of a major war where one side wins decisively and the next step is to establish a sensible peace. This is not to discount the possibility that the use of force could be decisive in shaping the region. But the report focuses on scenarios of an increasingly tense competition and rivalry occurring over the next decade and explores what success looks like in that context. It does not discount the possibility or necessity of limited military action, but does not assume that any such action would be decisive in producing a permanent winner and loser.

12. No Winners in This Game: Assessing the U.S. Playbook for Sanctioning China

Abstract:: The relationship between the United States and the People’s Republic of China (PRC) is marked by both geopolitical tensions and deep economic linkages. While policymakers may have once believed that economic integration would inject stability into the overall relationship and provide a deterrent to conflict, that idealistic vision has been shaken by Russia’s brutal invasion of Ukraine. No longer can the United States and its partners assume that the PRC’s economic interest in retaining ties to the global economy will override its nationalist impulses. The once unthinkable idea of imposing severe sanctions on China has become a strategic imperative to consider, as one of a range of measures that the United States and its partners may consider if relations with the PRC deteriorate further. Yet, sanctioning China represents a challenge more complex than any other in the modern era of sanctions. The scale and interconnected nature of China’s economy means that the damage from sanctions will not be contained in China; instead, the negative effects will rebound globally through China’s deep economic ties to nearly every country around the world, including the United States. China has substantial capacity in key economic areas, such as manufacturing, that provide it with important means to retaliate against U.S. sanctions or impose its own economic costs on the United States and its partners. This report seeks to advance policy debates on how to sanction China, if geopolitical conditions warranted doing so at scale. It builds on prior Center for a New American Security (CNAS) research, including a 2023 report that outlines how the United States currently uses a variety of sanctions tools to manage the strategic relationship with the PRC.1 A key finding of the earlier work is that the United States imposes sanctions at a relatively limited scale compared to the scope of challenges that exist in the bilateral relationship, with the notable exception of an increasing range of technology-related sanctions. A large divide separates the existing level of sanctions on China and the full range of economic measures that the United States may consider. This report attempts to envision that fuller range of economic measures and consider whether the use of sanctions would meaningfully advance U.S. interests during a potential conflict. The report begins, in chapter 1, with an assessment of the main economic and political characteristics that would determine China’s vulnerability to, and resolve to withstand, sanctions pressure. The concentration of power at the very top of the PRC’s political system, along with a willingness to subordinate economic objectives to political ones, indicate that China may have a high degree of resolve to absorb the costs of sanctions. China’s continued reliance on the U.S.-dominated global financial infrastructure is a key area of vulnerability to sanctions pressure. But, China retains significant economic leverage through its manufacturing relationships, as well as through the importance of its large domestic market to foreign multinational companies. Attempting to impose sanctions that are asymmetrically more painful to China will be a fraught exercise, given the degree to which China is embedded in global supply chains. In chapter 2, the report examines sanctions actions that the United States and its partners may impose during a conflict scenario, drawing from the sanctions playbook used against Russia and projecting adaptations that would be needed in the China context. The main objective of this analysis is to identify points of asymmetric leverage in the U.S.-China economic relationship, where imposition of a sanction would be more economically damaging to China than to the United States and its partners. The sanctions actions are examined through the lens of a ends-ways-and-means framework, loosely borrowing concepts from the defense community and mapping them into the economic domain. The value in such an exercise is to impose discipline in identifying why a particular economic measure may be taken and what the intended impact would be. It can also enhance the ability to integrate economic actions with those being considered in military or other domains. The report examines possible actions under three broad categories, based on the objective of the sanctions: technology denial, embargo of commodities and materials, and macroeconomic pressure. The research includes analysis by the CNAS Energy, Economic & Security team of economic data and research interviews with a wide range of sanctions, export controls, macroeconomics, trade and finance, and China experts in the United States, Europe, and Asia. In addition to examining potential sanctions options on a sectoral basis, the report also includes a company-by-company lens to assess the potential impact of sanctioning specific Chinese companies. The report finds that the U.S. options to impose harsh sanctions on China are severely constrained. U.S. options to deny militarily relevant technology to China are modest, at best. Certain areas, such as maritime capabilities, will be difficult to target due to the nearly entirely domestic supply chains of China’s main military shipbuilders. Other areas, such as semiconductors, cannot be targeted without running the risk of disruption to critical U.S. supply chains. Overall, efforts to deny technology to China require a longer time horizon to be effective and may have less utility in an immediate run-up period to a potential conflict. Attempts to use sanctions tools to deny commodities or materials to China will require innovation and the development of new sanctions tools. Key commodities, such as energy, are inherently substitutable and globally available, including from many countries that will likely not align with the United States in a conflict with the PRC. Building on the example of the oil price cap used in the Russia context, the United States and partners will need to consider novel policy approaches that provide positive economic inducements to align with U.S. policies, in addition to using traditional sanctions tools.

The geostrategic implications for these complex Chinese smart city construction projects outside of China – particularly surrounding surveillance and artificial intelligence – and a potential future ‘world digital brain’ must be considered by policymakers, even if we are far away from an eventual bifurcation of the global internet.

Abstract:: Supreme leader Xi Jinping’s failure to attend the G20 summit in New Delhi this weekend (September 9-10) — thus nullifying the possibility of a meeting with top Western leaders including American counterpart President Joe Biden — is symptomatic of the isolation that China is facing on the international stage. Instead, Xi is sending Premier Li Qiang, not only to New Delhi but also to a series of meetings between Western and Asian powerhouses, including between the United States, Japan, and the ten members of the Association of Southeast Asian Nations (ASEAN) in Jakarta, Indonesia. ASEAN members seem eager to seize the opportunity to promote free trade and high-tech cooperation with the United States and its Western allies, agreeing this week to inject more funds into projects under the U.S.—ASEAN Comprehensive Strategic Partnership (InvestASEAN.org, September 7; The White House, September 5). By contrast, China’s recent business ties with ASEAN nations has been dominated by a continuous exodus of multinational corporations moving production bases from China and into countries such as Vietnam, Thailand, and Indonesia. Xi’s absence has raised eyebrows, particularly due to the fact that the Chinese Communist Party (CCP) General Secretary has pulled out all the stops when it comes to expanding the People’s Republic of China’s (PRC) clout on the global stage, even while ignoring worsening socio-economic conditions at home, such as rising youth unemployment, declining exports and consumer spending, and disappointing new home sales. Deemed a crypto-Maoist by China’s critics, the CCP chief remains convinced that, in the words of both Mao and himself, “the East is rising and the West is declining,” conditions which would allow the PRC to seize the geopolitical high ground given “opportunities that only come once in a century” (Gov.cn, June 23 ; Xinhua, March 23).

Drawing on original surveys fielded in China during the first six months of the global pandemic, they find that ordinary Chinese citizens are optimistic about China’s future global position, and that this optimism corresponds with the widespread perception that the COVID-19 pandemic is accelerating China’s rise relative to the United States.

16. Azerbaijan in the Struggle for Eurasia Restoring America’s Geostrategic Approach

Abstract:: Azerbaijan is “geopolitically critical” to the United States, argues the 1997 book, The Grand Chessboard, by Zbigniew Brzezinski, the national security advisor to former President Jimmy Carter. Counterbalancing Russia is a primary duty of the United States, and the mere placement of Azerbaijan on the map makes it a crucial partner in that effort. The benefits of partnership extend well beyond Azerbaijan’s immediate neighborhood, the South Caucasus. The country is the sole gateway to the West of the former Soviet states of Central Asia. The independence of those states, Brzezinski explains, “can be rendered nearly meaningless if Azerbaijan becomes fully subordinated to Moscow’s control.” Brzezinski was not alone in championing this view. In the late 1990s and early 2000s, American foreign policy professionals on both sides of the political aisle espoused the same perspective, which we shall dub the “the geostrategic approach.” Its influence generated significant American support for the creation of an East‑West land bridge, across which rail tracks and energy pipelines now stretch—the Silk Road region’s only terrestrial supply lines from Asia to Europe that Russia cannot control. This land bridge opened the way for an air corridor which, during the war in Afghanistan, allowed planes from America’s military bases in the Middle East to reach the battlefield by a route much shorter than any alternative, and one that required no haggling with difficult partners, such as Russia. As it emerged defeated three decades ago from the First Karabakh War (1988‑1994), Azerbaijan was virtually a failed state, inundated with hundreds of thousands of refugees and internally displaced persons. Today it is the wealthiest, most prosperous, and most influential country in its neighborhood. Its victory in the 2020 Second Karabakh War also revealed the startling power of its military. The rise of Azerbaijan has vindicated Brzezinski and his cohort, but even as the country grows stronger and fulfills the role envisioned for it, the geostrategic approach grows weaker. Supporters of this perspective in Washington today are few and far between. Are we witnessing the temporary eclipse of an influential foreign policy doctrine, or its total demise?

18. Taking the low road: China's influence in Australian states and territories

Abstract:: In November 2020 a Chinese official passed a list of 14 grievances to Australian journalists, highlighting what Beijing regarded as missteps in the Australian government’s relations with China. A striking feature of the list is that many concern Australian Government attempts to limit Chinese engagement with the states and territories, or state-based institutions such as universities. Why did state and territory relations with China concern Canberra? This study explores the changing nature of China’s engagement with Australian states and territories, local governments, city councils, universities, research organisations and non-government organisations, all nested in Australian civil society. What emerges is the astonishing breadth and depth of China’s engagement, much of it the welcome outcome of Australia’s economic and people-to-people engagement with China over many decades. But it’s equally apparent that China has made covert attempts to influence some politicians and overt attempts to engage states, territories and key institutions in ways that challenge federal government prerogatives and have brought the two levels of government into sharp public dispute. Here we provide a detailed analysis of how China has worked to build its political influence and build dependence through trade and economic ties with each Australian state and territory. In addition, unique cross-cutting chapters review the impact of Chinese engagement with Australian universities and show how Beijing’s ‘United front’ organisation is designed to build influence. We assess the impact on Australian businesses and the constitutional challenges presented by Chinese engagement with the states and territories. The study methods and analytical approaches adopted in this book will be a model for similar research in many parts of the world. Understanding the nature of Chinese engagement with subnational jurisdictions is an important way for national governments to shape their security policies and to resist covert and, indeed, unwanted overt interference. This book provides original insights into the scale of the challenge and distils practical policy recommendations for governments at all levels to consider and adopt.

Lampton is former Chairman of The Asia Foundation, former President of the National Committee on United States-China Relations, and for- mer Dean of Faculty at SAIS. Among many written works, academic and popular is his most recent book (with Selina Ho and Cheng-Chwee Kuik), Rivers of Iron: Railroads and Chinese Power in Southeast Asia (University of California Press, 2020). He received his B.A., M.A., and Ph.D. degrees from Stanford University in political science where, as an undergraduate student, he was a firefighter. Lampton has an honorary doctorate from the Russian Academy of Sciences’ Institute of Far Eastern Studies. Abstract:: The concept of Eurasia is one of the most important elements of geopolitics, dating back to the beginning of the last century, and whose development owes much to the works of geographers and political thinkers alike. Nevertheless, although comprising a big portion of the planet’s political space, this region suffers from a relative ‘organizational gap’, especially if compared with neighboring regions such as Western Europe and Southeast Asia for instance. This paper contends that the lack of an overarching political arrangement in Eurasia owes much to particular aspects of the Russia-China relationship, which encompasses Great Power aspirations and competing organizational schemesin the region. Different views about Eurasia itself, associated with a quest for leadership in regional institution-building, put both Russia and China on competitive tracks, essentially obstructing the formation of a broad political design in the broader continent. To substantiate our point, the present work applies certain concepts from historical institutionalism, whose mechanisms enabled a thorough evaluation of patterns of inception, continuation, and change of political institutions, alliances and principles affecting the Sino-Russian relationship over time, as well as its effects on Eurasia’s ‘organizational gap’ per se.

Abstract:: The Indo-Pacific concept is imprecise and designates more a geopolitical reality than a geographical space, but it is not, as is often suggested, a recent creation of the US, nor of the Trump administration. On the contrary, several actors have used it before the United States itself. And the US will not be the last actor to adopt it, either. Abstract:: This paper studies China’s policies and participation in East Asian economic integration and cooperation. The progress of the Regional Comprehensive Economic Partnership (RCEP) is remarkable in the time when global as well as regional economies are facing so many challenges. China as the largest economy in East Asia plays a key role in sustaining regional dynamism. China is active and constructive in initiating the Association of Southeast Asian Nations (ASEAN+1) free trade agreements (FTAs) and an integrated framework of FTAs in East Asia. As RCEP was initiated by ASEAN and supported strongly by China it is essential to keep East Asian economic dynamism: the conclusion of the RCEP negotiations and the implementation has great effects. China’s gains from RCEP are not just economic, but also political. Whilst this paper focuses on economic gains for China, it also analyses the political gains for China, for example, against ‘decoupling’ and political division, which is harmful to East Asian integration and cooperation. The novel coronavirus disease (COVID-19) pandemic is still ongoing, so the timely enforcement of RCEP is important as it gives confidence to the region to keep the region open and to work together to make East Asia dynamic in facing the challenges. Some challenges for East Asia are (i) how to rebuild the supply chains that are either weakened or broken by the pandemic; (ii) how to overcome the new barriers created by government policies in the name of ‘national security’ both in trade and investment areas; and (iii) how to overcome the new divisions created by the United States’ policy under its comprehensive strategic competition with China that leads to the exclusive arrangements in East Asia. East Asian economic integration and cooperation are based on two basic principles: openness and inclusiveness. As a region with great diversity, it is crucial to provide opportunities for all parties with difference. China will continue its open policy and actively participate in multilateral and regional arrangements, and as the largest economy in East Asia it serves as a key pillar to be a centre of the global economy. China will take RCEP as an essential framework to enhance its interest and role in East Asia, as well as in the Asia-Pacific against a politically oriented Indo-Pacific initiative.

Abstract:: With a well-planned strategy and a careful exploitation of the gaps opened by U.S. foreign policy shifts, China has successfully increased its role as a strategic actor in the Middle East, including by gaining a foothold in the regional arms market. Chinese President Xi Jinping’s early December visit to Saudi Arabia, upon King Salman’s invitation, exemplifies the recent improvement in Sino-Arab ties (Xinhua, December 8). While in Saudi Arabia, Xi initiated two new multilateral forums intended to strengthen engagement between China and the Arab world: the China-Arab States Summit and the China-Gulf Cooperation Council summit (Xinhua, December 11). In addition to deepening political rapprochement between Beijing and several regional countries, China is simultaneously establishing crucial military-strategic ties with key Middle Eastern states. Chinese-made drones are already present in the arsenals of multiple Arab countries and technological cooperation between Beijing and its regional counterparts is rapidly increasing. The most striking example in this regard was the United Arab Emirates’ (UAE) revocation of the F-35 deal that constrained its cooperation with the Chinese tech and telecommunications giant Huawei over 5G technology (Al Arabiya News, December 14, 2021). As many Arab countries’ doubts about Washington’s commitment to regional security grow, more and more countries are increasingly open to entreaties from China.

27. Beijing Makes a Big Long-term Bet on Nuclear Power

Abstract:: Last fall, China suffered extensive power outages due to a combination of surging electricity demand and tight supply. A confluence of factors contributed to the energy supply shortage, but nearly all traced back to China’s struggle to manage its overdependence on coal for power generation: rising global coal prices; shuttering of old power plants as part of a push to enhance energy efficiency; emission-reduction efforts; an “unofficial” embargo on Australian coal imports due to geopolitical strife between Beijing and Canberra; and disparities in government price controls (power plants must purchase coal at market rates, but consumer prices are set in a narrow band) that incentivized plants to cease or slow operations rather than produce electricity at a financial loss (Caixin, October 12, 2021; Zaobao, July 14). In 2022, China has avoided a replay of last year’s energy crunch despite the supply shocks in the energy markets induced by the Ukraine conflict by increasing domestic coal production, exploiting the opportunity to import Russian oil and coal at discounted rates and continuing to steadily increase its renewable energy capacity. Boosting domestic coal production has been particularly essential to meet demand. This month, the National Energy Administration (NEA) reported that during the second quarter, China’s raw coal output rose 10 percent year-on-year, which the NEA highlighted as particularly noteworthy given it came on the basis of 16 percent growth in coal output in the same quarter last year (NEA, August 2). Another mitigating factor for China on the energy front has been heavy spring rainfall in many areas of the country that has increased hydropower output over 20 percent in the first half of this year—a substantial boost as hydroelectricity already accounts for about 15 percent of China’s overall energy mix (NEA, August 2; Global Times, May 5).

Abstract:: State media in China remains equivocal about the level of destruction and mayhem caused by the Russian invasion of Ukraine. However, the Chinese government has stated it will meet the challenge of overcoming strained global supplies resulting from the conflict, and has emphasized that the nation’s food security will be ensured (People’s Daily, June 2; China News Service, May 27). Nevertheless, given Ukraine’s position as a global agricultural supplier, China has not fully appreciated the scope of the problem. At a broader level, the war is a litmus test for China’s ability to navigate geopolitical troubles along the Belt and Road Initiative (BRI). Thus far, the conflict has underscored the difficulties facing China in moving beyond convenient cordialities to play the role of a benign ‘balancer’ in global politics. In its relationships with Moscow and Kyiv, Beijing is entangled financially with both sides. Furthermore, China is now exposed to secondary sanctions due to its economic entanglement with Russia. At the same time, its investments, construction projects and supply chains that traverse Ukraine risk destruction as the war drags on.

Thus, the People‟s Republic of China has setup the Belt and Road Initiative (BRI) with a futuristic strategy to gain long-term benefits. This planning is not random at all. It is a cohesive plan to revitalize the financial system of its long-standing collaborator and ally through the China-Pakistan Economic Corridor (CPEC) which is currently the talk of the town. The present study analyzes how Pakistan‟s conventional economic outlook can be transformed through the CPEC. Abstract:: China is ambitious, it is making this known and everyone is beginning to realise it. So much so that today a growing number of observers fear that it will take greater risks to achieve its objectives and fall into the famous "Thucydides' trap"; in short, that it will launch into a war, notably around Taiwan, which would inevitably involve the United States. Isn't its goal to supplant America and become the world's leading power? If, by 2028 or 2030, the Chinese economy were to exceed the US economy in terms of GDP, it is doubtful that it will succeed in removing the US from its pedestal. This is likely to be lower and more contested. But rather than a power transition, the world is witnessing the emergence of new, permanently asymmetrical bipolarity and, no doubt, a new Cold War[1].

Financial sanctions are becoming the preferred economic tool for accomplishing geopolitical goals. These instruments are especially popular with the United States and Europe. In response, rival great powers, notably China and Russia, are diversifying away from Western currencies and developing counterstrategies to maintain economic and foreign policy autonomy. As other countries are hit by increasingly punishing Western sanctions, the incentive to join Russia and China’s alternative international monetary order increases. New analysis, published in this report, shows early signs that some countries may be trying to diversify away from the dollar. A growing circle of countries attempting to evade the Western-centric financial and currency order may over time erode the dollar and the euro’s sizeable lead, though will likely fall well short of ending their global dominance. This report analyzes these trends and quantifies the extent of reserve diversification following Russia’s 2022 war on Ukraine. It also assesses the polarity of the international currency order since the onset of the euro in 2002. Reserve diversification out of the dollar, and into the euro, has been modest, though Chinese renminbi reserves grew after Russia’s February offensive in Ukraine. Dollar unipolarity declined acutely in 2017 as the number of countries sanctioned by the United States increased and the US President Donald J. Trump threatened to revoke alliance commitments. Using economic statecraft while retaining global economic influence will require the United States to keep its economic house in order and allies close, if the current unipolar currency order is to survive.

Abstract:: China treated the visit of Speaker of the House of Representatives Nancy Pelosi to Taiwan at the beginning of August as an expression of U.S. efforts to change the status quo in the region. The reaction of the Chinese authorities was calculated as a controlled escalation of tensions in the Taiwan Strait, but without the risk of direct military confrontation. Harsh rhetoric, military exercises around the island, and the limitation of dialogue with the U.S. confirmed the intention of China to take over Taiwan in the coming years. For the EU, this means the need to intensify support for Taiwan, including the development of political and economic contacts.

34. The Centrality of Karabakh in Caucasus Geopolitics

Abstract:: Azerbaijan’s ability to reassert its territorial integrity in the 2020 war with Armenia was a major event in the modern history of the Caucasus. This war, commonly called the Second Karabakh War, showed the continued centrality of Karabakh in the geopolitics of the Caucasus. Even more specifically, the citadel of Shusha is the center of the Caucasus: the capital of the former Karabakh Khanate, Shusha lies at the center of this conflict and thus of the region’s geopolitics. Surprisingly, very few scholars have underlined this critical point; in fact, only two studies spring immediately to mind. The first is by Elchin Amirbayov, who in 2001 wrote a report for the Harvard Kennedy School’s Belfer Center on Shusha’s “pivotal role” in any future Karabakh settlement; the second is by Faris Shafiyev, who in 2021 contributed a chapter on the “paramount significance” of Shusha in a book co‑edited for ADA University Press by the Co‑Editors of Baku Dialogues. (Amirbayov is presently an adviser to the First Vice President of Azerbaijan; Shafiyev is presently the chairman of the Center of Analysis of International Relations. Both are former Azerbaijani ambassadors.) To reiterate: Shusha has been—in military and symbolic terms—the center of the Armenia‑Azerbaijan conflict, with wide implications that have gone beyond that. For example, it was the loss of Shusha in May 1992 that spelled the end of the first post‑Soviet government of Azerbaijan. Conversely, it was the occupation of Shusha that same year that sealed the Armenia‑Russia alliance, which formed one of the major geopolitical axes of the post‑Soviet Caucasus. But it was also Azerbaijan’s retaking of Shusha that ended the Second Karabakh War. On a deeper level, the Armenia‑Azerbaijan conflict (which centered on but was not limited to Karabakh) formed the main dividing line in the Caucasus. This conflict ensured that the Caucasus was composed of states that were suspicious of each other or in conflict with each other, instead of developing statehood and sovereignty and cooperation together.

Abstract:: Particularly in today’s evolving geopolitical and economic reality triggered by Russia’s invasion of Ukraine, the Caspian region has gained greater relevance whilst acquiring renewed significance. More specifically, one of the geostrategic consequences of Putin’s ongoing assault against Ukraine and its broader implications for the global economy has been the enhanced impetus for ensuring the pragmatic and strategic utility of the “Middle Corridor” (also more formally known as the Trans‑Caspian International Transport Route, or TITR) for the Caspian region and beyond as a viable commercial transport route alternative to the long‑established northern pathway through Russia. China, which has been eager to expand its economic networks, had hoped to dominate economically the utilization of the Middle Corridor as part of an expanding BRI. But at least some of the countries in the region (and beyond) have grown increasingly uneasy about participating in it. They have viewed China as leaving many of its BRI promises unfulfilled. And they have also become more concerned that Beijing’s BRI engagement comes with too many geopolitical strings attached and can lead to debt traps. By and large, China has invested in a number of infrastructure projects in Central Asia within the framework of BRI. Most of China’s activity has taken place on the eastern shore of the Caspian. Major port, pipeline, and infrastructure projects on the Caspian’s western shore have been done without much, if any, direct Chinese involvement. Making the Middle Corridor work properly is not an easy task: it will take considerable degrees of time, financial means, and political commitment. With many economic and political challenges lingering around, by no means, the cross‑country transportation route could become the cheapest option any time soon. Nonetheless, in an increasingly raucous world where diversifying supply chains reduce risk and has become more desirable, the route could become not only fully viable but, more importantly, truly cost‑effective.

Abstract:: Myanmar is blessed as well as cursed by its geography. Sandwiched between Asia’s heavyweights, China and India, it is potentially in a favorable position for trade and economic relations with both countries. However, trade and economic relations are secondary to China’s geopolitical and security interests in Myanmar. China´s main objective in Myanmar is to gain access to the Indian Ocean through Myanmar and gain control over a dual-use deep-sea port in Kyauk Phyu on Myanmar´s west coast. Another priority for China involves managing the stability of the two countries´ 2,000 km shared border. The porous border region has for decades played host to armed conflicts and is also the center of a billion- dollar drugs production and trafficking network. China regards Myanmar as forming part of its neighborhood, an extension of its national interests, and is extremely sensitive to any western engagement along its borders.

Abstract:: A new era in foreign policy is starting for the five Central Asian states—Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan—in which the role of former colonial master Russia is significantly diminished as Moscow concentrates its attention and resources on the debacle it created when it started a war on Ukraine. Abstract:: Current understanding of the cyber postures of China, Russia, the United States and the European Union (EU) merits re-evaluation. It is often assumed that China and Russia are aligned, yet this is not always the case. Unlike Russia, which has an ongoing focus on information security, China’s official documents incorporate both information security and cybersecurity concerns that are similar to those of the EU and the USA. Moreover, while often paired, the EU and the USA have differing regulatory structures in cyberspace. Further, both actors increasingly mirror Chinese and Russian concerns about the impact of information warfare on domestic stability. By examining key trends in each actor’s cyber posture, this SIPRI Research Report identifies points of convergence and divergence. Abstract:: This talk was composed of three main sections. First, Dr. Chen introduced the DPP's evolving cross-Strait policy by breaking it down into three respective phrases:1990s, 2000s, and 2010s. Then he explained why the party changed from championing independence versus unification in 1990s; intraparty power struggle between de facto and de jure independence in 2000s; and reach the current position of "opposition to de facto unification under one China" rather than "pursuit of Taiwan de jure independence" in 2010s. Second, he shared his research finding and understanding regarding the DPP's view towards the status quo of cross-Strait relations. Third, he discussed the change and continuity of the DPP's position towards sovereignty and cross-Strait relations. Jason Chen has served in different positions in the Democratic Progressive Party for years mainly covering the party's external relations including cross-Strait relations and national security. His last position with the DPP was advisor (Section of National Security) in New Frontier Foundation, the DPP's think tank.

Abstract:: During the last two decades, key reforms in social, economic, and political structures have elevated Turkey into a rising regional power. In the Middle East, the increasing influence of Turkey for a better part of the last two decades has been reinforced by its humanitarian oriented foreign policy. Whereas this transformation is extensively attributed to the reform agenda by the Justice and Development Party (AKP), the last decade has proved to be challenging for Turkey’s foreign policy stance. Regional dynamics, such as the Syrian civil war, Qatar crisis, and the Kurdish question, have influenced Turkey to gradually shift from its previous subtle to a more assertive foreign policy. Additionally, the frequent domestic political challenges and economic pressure on the AKP government have only pushed Turkey further towards a more assertive Middle East foreign policy. This article examines how regional and domestic political developments are influencing Turkish foreign policy approach. The analysis will attempt to provide a comprehensive perspective on why Turkish geopolitical engagement and an increasingly assertive foreign policy that is characterised by unilateralism particularly in the pursuit of national and regional security is leading to its isolation.

Abstract:: Contemporary analysis of Eastern Mediterranean geopolitics tends to focus on the discovery of offshore hydrocarbons, and how a desire to maximize commercial profits has spurred a realignment of regional interests. There is similar emphasis on how this realignment pushed some Eastern Mediterranean states into conflict with one another over maritime boundaries and drilling rights. But while natural gas pipelines may dominate political and analytical discourse, there are other infrastructure projects that deserve attention and shed further light on the region’s evolution and Israel’s role in this transitionary period. One example to support this claim is the EuroAsia Interconnector, an ambitious infrastructure project that intends to connect the European electrical grid via undersea cable from Greece to Cyprus, and Israel. Few in Israel are familiar with the interconnector. Unlike the much-publicized EastMed pipeline, the interconnector garners little attention. Ironically, there is a greater chance that the interconnector – whose cable would run along a similar route as the EastMed pipeline – will successfully link Israel and Europe in the Eastern Mediterranean, and not the more recognizable natural gas project.

Abstract:: This paper addresses the U.S.-South Korea alliance in the context of Asia’s evolving security architecture. At the crux of the issue is the Biden administration’s desire to uphold the rules-based international order by reinforcing the network of inter-Asia alliances and multilateral institutions, on one hand, and the Moon government’s relative reluctance to deepen and expand security ties linked to an Indo-Pacific strategy that counter-balances China, on the other hand. Leveraging the existing alliance relationship, the Biden administration should encourage Seoul to coordinate with other like-minded countries committed to sustaining a rules-based regional order while assisting Seoul in mitigating potential strategic vulnerabilities. Conversely, as a middle power, South Korea must not shy away from the region’s security architecture, but instead actively coordinate with other actors in shaping the region’s strategic environment. By working in concert with other countries in the Indo-Pacific, Seoul can reduce its geopolitical vulnerability while advancing its national and regional interests.

Abstract:: To Japanese authorities, there is no such thing as the “Senkaku question”. China is pursuing with increased assertiveness a strategy of coercion, using ambiguity and “grey zone” operations to put the onus of potential escalation on Tokyo.1 The vague and ambiguous nature of this strategic power play makes it all the more dangerous and complex. When Tokyo proclaims, with reason, that “the government continues to control and administer the territory by such means as patrolling and law enforcement,” it seeks to answer the permanent pressure that China exerts in the zone.2 However, the maintenance of the status quo, when China exerts an almost continuous pressure in the waters surrounding the Senkaku Islands and Japanese fishermen do not have access to part of Japan’s own national territory, poses other types of problems that the People’s Republic of China tries to exploit at the service of broader ambitions. It also poses a challenge in crisis management: how can the Japanese government be active and in control of situational developments, and not just reactive, without going as far as sparking a major incident in the East China Sea?

Abstract:: There is no question that China's presence in the Middle East is growing significantly. Will China continue to deepen its involvement in the region and play a role in shaping the regional order, taking the place of the United States? In other words, will China practice major power diplomacy in the Middle East? The view among researchers in China and elsewhere1 over this question is divided. To categorize their arguments into two camps, there is a cautious engagement theory that warns against the risk of getting caught up in the turmoil in the Middle East and recommends (or predicts) that China protect its economic interests while maintaining political neutrality vis-à-vis the Middle East as it has done so far. On the other hand, there is an active engagement theory advocating (or foreseeing) that China deepen its engagement, proactively participate based on the responsibility of a major world power in solving problems in the Middle East, and actively propose its own ideas in order to protect Chinese interests in the Middle East.

Abstract:: China, even if it rises, does not present much of a security threat to the United States. Policymakers increasingly view China’s rapidly growing wealth as a threat. China currently ranks second, or perhaps even first, in the world in gross domestic product (although 78th in per capita GDP), and the fear is that China will acquire military prowess commensurate with its wealth and feel impelled to carry out undesirable military adventures. However, even if it continues to rise, China does not present much of a security threat to the United States. China does not harbor Hitler‐style ambitions of extensive conquest, and the Chinese government depends on the world economy for development and the consequent acquiescence of the Chinese people. Armed conflict would be extremely—even overwhelmingly—costly to the country and, in particular, to the regime in charge. Indeed, there is a danger of making China into a threat by treating it as such and by engaging in so‐called balancing efforts against it. Rather than rising to anything that could be conceived to be “dominance,” China could decline into substantial economic stagnation. It faces many problems, including endemic (and perhaps intractable) corruption, environmental devastation, slowing growth, a rapidly aging population, enormous overproduction, increasing debt, and restive minorities in its west and in Hong Kong. At a time when it should be liberalizing its economy, Xi Jinping’s China increasingly restricts speech and privileges control by the antiquated and kleptocratic Communist Party over economic growth. And entrenched elites are well placed to block reform. That said, China’s standard of living is now the highest in its history, and it’s very easy to envision conditions that are a great deal worse than life under a stable, if increasingly authoritarian, kleptocracy. As a result, the Chinese people may be willing to ride with, and ride out, economic stagnation should that come about—although this might be accompanied by increasing dismay and disgruntlement. In either case—rise or demise—there is little the United States or other countries can or should do to affect China’s economically foolish authoritarian drive except to issue declarations of disapproval and to deal more warily. As former ambassador Chas Freeman puts it, “There is no military answer to a grand strategy built on a non‐violent expansion of commerce and navigation.” And Chinese leaders have plenty of problems to consume their attention. They scarcely need war or foreign military adventurism to enhance the mix. The problem is not so much that China is a threat but that it is deeply insecure. Policies of threat, balance, sanction, boycott, and critique are more likely to reinforce that condition than change it. The alternative is to wait, and to profit from China’s economic size to the degree possible, until someday China feels secure enough to reform itself.

Abstract:: Australia’s interests in Antarctica are better served by the Antarctic Treaty System (ATS) than anything we could negotiate today. We should redouble our commitment to its ideals of science-driven, rules-based management — and counter the narrative of ATS ‘failure’. China is pushing the boundaries of ATS practice by exploiting fisheries and tourism, and probably seeking access to Western technologies in Antarctica. And in the future, Beijing could lead a coalition of states seeking mineral riches that only China is likely to be capable of retrieving. Australia should watch China’s activities closely, but react cautiously. We should be wary of false analogies with the Arctic and not overreact to marginal military developments. We should shield the ATS from Australia–China tension and US–China competition.

59. A Strategic US Approach to India’s COVID-19 Crisis

Abstract:: The recent surge of COVID-19 in South Asia challenges India’s traditional ability to aid its smaller neighbors, a change that could, in turn, affect India’s influence in its competition with China. Unless India can recover from this surge with the help of allies like the United States, the pandemic could impact the Indo-Pacific’s geopolitical balance. In the past, India has often acted as a first responder across South Asia, helping other countries recover from natural disasters, and it initially occupied this role during the first months of the coronavirus pandemic, when it helped several South Asian and Indian Ocean region countries cope with the effects of the disease. India’s role as ‘first responder’ has been a key factor in its geopolitical power and in maintaining its role as a leader in the region. However, the resurgence of COVID-19 has jolted India at a time when democratic countries, including the United States, view India as critical to balancing China’s deepening influence cross Asia. South Asia, a region holding 23 percent of the world’s population, now accounts for over 11 percent of global COVID-19 cases and 6 percent of COVID-related deaths. The world’s largest democracy and second-most populous country, India alone currently accounts for over 84 percent of South Asia’s cases and deaths. For most of 2020, it appeared that India, thanks partly to a lockdown, had managed to avert a huge health crisis. During this time, India supported its immediate South Asian neighbors by supplying personal protective equipment and medications. However, the latest COVID-19 surge has created a crisis that has strained the Indian health infrastructure’s ability to meet. With more resources being diverted towards domestic ends, India’s ability to maintain friends and influence other countries has diminished, also potentially shrinking its sphere of influence. The US must therefore go beyond dealing with its own health crisis and also support India in dealing with its crisis. Instead of allowing China to consolidate its positions in Pakistan, Sri Lanka, Bangladesh, Nepal, and the Maldives, helping India restore its ability to provide assistance would be in the best interests of the United States and its allies.

60. Tangled Threats: Integrating U.S. Strategies toward China and North Korea

Abstract:: China and North Korea pose intertwined challenges for U.S. and allied policy. The Korean Peninsula constitutes just one area among many in U.S.-China relations. Meanwhile, issues on the peninsula remain central to the future stability and security of Northeast Asia and implicate many broader questions about regional and global order. Dealing with China and North Korea as an interlocking pair requires integrated policies that balance the risks and rewards of various possible approaches. This policy brief explains how to develop such policies and why they are the best option for the current regional landscape. North Korea plays several roles in China’s foreign policy. These include diverting geopolitical attention away from China, providing Beijing with an opportunity to cooperate with other states, creating a point of leverage for China to extract concessions on separate issues, and acting as a flashpoint with the potential for a regional war that directly affects China’s security. At any given time, some roles will be more pronounced than others, but each of them is always present to some degree. Any integrated U.S. strategy toward the pair will have to account for a volatile geopolitical landscape in Northeast Asia. Major trends include closer ties between Beijing and Pyongyang, deteriorating U.S.-China relations, and South Korea’s desire, especially under the government of President Moon Jae-in, to engage North Korea while balancing ties with China and the United States. The United States should employ a strategy toward China and North Korea that blends calibrated pressure and results-oriented engagement. The goal of this strategy should be problem-management rather than problem-solving. Washington should implement this approach across four areas: shaping U.S.-China relations regarding the Korean Peninsula; engaging North Korea on political and security issues; promoting stable deterrence in the region; and coordinating a shared inter-Korean and foreign policy with South Korea. Key recommendations for the United States include acknowledging that major breakthroughs are unlikely with either China or North Korea; proposing four-party nuclear and peace talks with South Korea, North Korea, China, and the United States; and standing up a Nuclear Planning Group that includes Washington, Seoul, and Tokyo to bolster deterrence and stem nuclear proliferation pressures.

61. Partners, Competitors, or a Little of Both? Russia and China in the Arctic

Abstract:: The Arctic’s melting icecaps are changing more than the geography of the region. The diminishing sea ice and declining snow cover have allowed for new shipping lanes and growing access to natural resources, increasing geopolitical competition in the region. A defining feature of this competition is the growing interest and activity of Russia and China in the Arctic. Not only have the two countries increased their presence in the region, but coordination between them is growing. Political observers in Washington and beyond understand well the challenges that Russia and China each pose to the United States. But little thought has been given to how their interests and actions will combine and the challenges that such alignment will pose for the United States and its allies and partners. Previous CNAS research has highlighted the risks that greater Russia-China cooperation creates. This research argues that the growing partnership between Moscow and Beijing is amplifying the challenges that both actors pose. In the Arctic, Russia and China’s interests are converging around resource extraction projects, the expansion of the Northern Sea Route, and the enhancement of operational awareness and security cooperation. The increasing synergy in the Arctic will be most consequential for the United States on two fronts: First, Beijing is working with Moscow to improve its military capabilities. Second, Russia is increasing its economic reliance on China in the Arctic in ways that may raise Moscow’s willingness to back Beijing’s priorities in other regions and on other issues to avoid jeopardizing its economic ties with Beijing. Increasing military cooperation: Through joint research and, to a lesser extent, its joint military exercises with Russia, China is enhancing its military knowledge of and insight into the Arctic. Though China’s actual military presence in the Arctic is minimal, the two countries’ cooperation is enhancing Chinese insight into Russian dual-use technology, which Beijing can use to build its military capabilities. China can learn from Russia’s dual-use and hybrid capability development in the Arctic, accelerating its efforts to erode U.S. military advantages and posing a greater threat in the event of military conflict. Russia and China may also strengthen their military relationship in the Arctic in the future, including expanding the scope of their joint exercises in the region. Ultimately, sustained or deepening Russia-China military cooperation may threaten America’s ability to deter Chinese and Russian aggression in the region.

62. Advancing a Liberal Digital Order in the Indo-Pacific

Abstract:: The United States and other regional democracies risk losing ground in the competition to shape Asia’s digital future. China is making rapid inroads in developing the region’s 5G infrastructure and is playing an increasingly expansive role in the broader digital ecosystems of Indo-Pacific countries. Beijing’s position at the center of Asia’s developing digital order poses a series of challenges to the interests of America and its democratic allies and partners—ranging from the potential compromise of critical networks to the development of new technology standards that favor Chinese companies and undermine civil liberties. Policymakers are scrambling to ascertain how to compete effectively with China in the digital space, when Chinese companies and technology are already interwoven into the digital landscape. These Chinese companies are obligated to assist China on national security, intelligence, and cyber security issues, raising the prospect that they could be employed to carry out espionage or sabotage in the service of Chinese Communist Party (CCP) geopolitical goals. In the case of 5G telecommunication network development, the United States will need to expand its campaign to promote additional trusted vendors who can supply safe, reliable, and cost-effective alternatives to Chinese offerings. Shaping the 5G ecosystem now will set the stage for how the broader U.S.-China technology competition will play out over the next decade. Undersea fiber-optic cables represent another area of technology infrastructure that is being contested between China and the United States. With nearly 95 percent of intercontinental internet data flowing through these undersea cables, it is imperative that they be treated and protected like other critical technologies and infrastructure. Washington must recognize that many issues in digital development remain ambiguous, and it must craft policies that account for the field’s complexity. For example, some countries will seek to maintain a relatively liberal political environment while embracing Chinese technology for economic development purposes. Others will seek out alternatives to Chinese suppliers as a means of maintaining their own security and independence but might still employ those technologies in illiberal ways in order to suppress dissent and maintain political control at home. Moreover, the fast-moving nature of innovation in digital technologies means that technological development will often outpace the creation of liberal political, legal, and regulatory regimes—even in the United States. The development of democratic norms and best practices to combat disinformation, restrict surveillance technologies, and give individuals the right to control their own data is still in a nascent stage. In other words, much of what constitutes a liberal digital order is still being defined. The challenges to ensuring a future liberal digital order are immense; to meet them, the United States must develop a multifaceted approach that prioritizes coordination with democratic allies and partners. The Quadrilateral Security Dialogue between Australia, India, Japan, and the United States, or the Quad, will play a key role in ensuring protection of emerging and critical technologies through its newly formed working group, announced following the first-ever leaders-level Quad summit in mid-March. Working closely with other technologically advanced Indo-Pacific allies and partners such as South Korea and Taiwan on digital development initiatives will also be important. The degree to which the United States can work with democratic allies and partners to pool resources and capabilities, while also setting mutually agreed standards and guidelines for use of digital technologies, will determine whether those technologies are harnessed in a way that advances free and open societies or contributes to strengthening autocratic regimes.

63. Hedging by Default: The Limits of EU “Strategic Autonomy” in a Binary World Order

Abstract:: For some time, international relations has trended in the direction of an American and Chinese dominated binary world order. While the Trump administration has been an accelerator not a cause of this trend between 2016 and 2020, not coincidentally the post 2016 era has also seen key EU figures move to develop a strategy of greater "strategic autonomy". This interest in strategic autonomy was, in no small part, a reflection of growing European distrust in the reliability of both China and, increasingly, the USA. The paper shows, in contrast to the Cold War era during which the EU was unambiguously aligned, how the EU now appears to have embarked on a hedging strategy, albeit implemented more by default than design. In its desire to defend its core interests the EU appears to lean to one side or the other on an issue by issue basis in at least seven key policy domains identified in the paper. This approach is seen to be the outcome of its dual desire to articulate the values of its much touted “Geopolitical Commission" at the same time as it tries to continue its traditional institutional commitment to multilateralism. The paper concludes that the ambiguity present in this endeavour to straddle the realist-liberal fence only serves to expose the limitations of the strategy.

65. How China and Pakistan Negotiate

Abstract:: Since being officially launched in April 2015, the China-Pakistan Economic Corridor (CPEC) has been one of the most watched set of projects under the aegis of Chinese President Xi Jinping’s signature Belt and Road Initiative (BRI). Having already injected around $25 billion into Pakistan, the CPEC not only has been dubbed the “flagship project” of the BRI, but it also holds a central role in Beijing’s global ambitions.1 While much has been said about the geopolitical implications of the CPEC, including for both India and the United States, less attention has been devoted to providing in-depth insights into the mechanics of how the BRI is unfolding on the ground in Pakistan. How do China and Pakistan negotiate the terms of CPEC deals? To what extent has Islamabad managed to exert agency in its dealings with Beijing? How does China adapt to the contexts it operates in? By now, the CPEC has been subject to much media, academic, and policy scrutiny, but these questions have not been answered. The power asymmetry between the two partners—coupled with the impression that the BRI represents a unidirectional Chinese endeavor, not just in Pakistan but also globally—has contributed to the erroneous representation that Beijing is merely imposing the CPEC on its all-weather partners in Islamabad. On the contrary, this study highlights China’s adaptive strategies in dealing with a host of Pakistani actors (including political parties, local communities, and the military) against the backdrop of Pakistan’s evolving political landscape and change in leadership following the country’s 2018 elections. In filling this gap, this paper foregrounds the importance of adopting a relational approach to studying how the BRI unfolds on the ground. This entails looking at how Pakistan and China have negotiated the CPEC’s energy, infrastructure, and industrial cooperation projects. The analysis is based on semi-structured elite interviews conducted by the two authors during three rounds of fieldwork in 2015, 2018, and 2020–2021 triangulated with a host of official reports, statements, and newspaper articles. Examining the domestic contours of the CPEC shows that Pakistani actors have wielded agency in important ways throughout the process, while Chinese actors at times have accommodated key Pakistani demands.

66. India’s Fog of Misunderstanding Surrounding Nepal–China Relations

Abstract:: India’s postindependence ties with Nepal were predicated on the intimate cultural and historical links between the two countries. As India’s first prime minister, Jawaharlal Nehru, noted, “though Nepal was an independent country, it was very closely allied to India in culture and tradition and we did not look upon it as a foreign country.” New Delhi also regarded China as an “interloper” in Nepal in 1950 who threatened India’s security and interests in the region, ignoring at least a century of Sino-Nepali history centering around Tibet. This paper argues that New Delhi’s close relationship with Nepal, bound in history and culture, and the misperception about China’s relations with Nepal before 1950 have contributed to a skewed understanding of Sino-Nepali relations. The Working Paper looks at the impact that New Delhi’s misperceptions of Sino-Nepali relations, termed the “fog of misunderstanding,” has had in the context of the triangular relations between China, India, and Nepal. The paper is divided into four sections arranged chronologically. The first section looks at the historical Sino-Nepali relationship from the mid-eighteenth to the mid-twentieth centuries. It establishes that this early relationship was centered on Tibet. While the Gorkha kings of Nepal sought to preserve their trade privileges in the region, the Chinese were concerned about the security of their southwestern frontier. Notably though, Beijing’s concern with security does not appear to have extended into any desire to conquer Nepal. This section also touches upon British India’s policy toward Nepal in the nineteenth century, and the subsequent approach that the government of independent India took in the first few years, without an adequate appreciation of Kathmandu’s history with China. As a consequence, India developed a suspicious attitude toward Beijing’s desire to re-establish ties with Kathmandu after the Chinese Civil War, and shaped its policy toward Nepal with this factor in mind. The second section delves into Indian and Chinese policies toward Nepal in the period from 1955 until the end of the monarchy in 2008. It showcases how, during this long period, the three kings of Nepal sought to leverage their ties with China in order to maintain some semblance of balance and how China, in turn, followed a limited but strategic approach that was centered on the kings. The fog of misunderstanding continued to shroud India’s attitude to Nepal-China relations during this period and, consequently, India’s Nepal policy lacked a working template to manage relations with a smaller neighbor sandwiched between India and China in a way that would preserve New Delhi’s influence in a positive way. In contrast to China’s political approach, New Delhi fluctuated between the monarchy and an assortment of democratic political parties, suggestive of a provincial approach in New Delhi’s dealing with Kathmandu. As a result, China’s approach ensured that its main objective in Nepal, namely the security of its southwestern frontier, was secured with a relatively low-risk and low-cost strategy. The third section deals with the aftermath of the fall of the Nepali monarchy, 2008 to 2016. During this important period, New Delhi had a fresh opportunity to reset ties by providing the support to democratic forces in Nepal, that could have resulted in a transformation of the Indo-Nepali ties. However, India appeared to hew to its traditional policy. China, on the other hand, quickly built new ties with the post-monarchical dispensation. India’s perceived actions as a result of the adoption of the new constitution of Nepal plunged Indo-Nepali ties to a nadir. It seems to have pushed Kathmandu to strengthen its relationship with China. This section of the paper also outlines the changing nature of China’s policy and objectives in Nepal, especially in the second decade of the twenty-first century, and its possible implications on the future course of the triangular relationship, as well as for India-Nepal relations. It postulates that under President Xi Jinping, China’s policy toward Nepal has shifted from protecting its periphery to a broader goal of bringing Nepal under its strategic control. This section highlights the political and economic levers that Beijing is using to build a preeminent position in Nepal. The paper concludes with an assessment of options available to all three countries going forward, and India’s options in Nepal in the face of China’s new policy in the region. It suggests that a decisive reset in policy toward Nepal is required to restore healthy relations that are based on mutual respect and mutual sensitivity. New Delhi may need to re-orient its thinking toward Nepal in the context of triangular relations, including on the boundary issue and the 1950 Treaty of Peace and Friendship that have been long-standing irritants in the India-Nepal relationship. Nepal, for its part, should also reflect carefully on whether its leveraging of China might become counterproductive in the light of changing strategic balance in its vicinity, and the implications of giving up the policy of balance for one that tilts decisively toward Beijing. The paper concludes that there is sufficient scope and opportunity for course correction by India, and that through sustained efforts India may be able to preserve its influence and security in Nepal and counter China’s expanding footprint.

67. Taiwan’s Opportunities in Emerging Industry Supply Chains

Abstract:: To some, the acute supply chain crisis that has followed in the wake of the coronavirus pandemic is a sign of poor planning, lack of resilience and surge capacity, and industry rigidity. Inflation is also having a major impact and will inevitably lead to some supply chain reconfiguration. But structural shifts matter too, including rising costs in mainland China—the world’s manufacturing’s powerhouse—and the overconcentration of freight in just ten companies that control 85 percent of global container capacity. Globalization has bequeathed a system that seemed efficient until it was tested by the multidimensional crises of the last two years. In industry after industry, C-suites are planning for a world of disruption. At a minimum, companies aim to build resilience and redundancy into their supply chains. But there is another factor—political risk—that is complicating planning, especially in technology-intensive industries. Specifically, the emergence of multidimensional strategic competition between Beijing and Washington has interrupted the flow of goods, capital, people, technology, and data. And these geopolitical disruptions look set to become a long-term structural trend. This is a sea change that will invariably bleed into many industries and rejigger supply chains. But amid the disruption, some economies will have fresh opportunities to attract investment, build out new industries, and diversify their growth drivers. Taiwan is one such economy that may stand to benefit from the supply chain rethink. This paper explores some ways that it could do so. But to seize opportunities in this dynamic environment, Taiwan needs policy changes and technology investments to better position its ecosystem of government, business, academia, research institutions, and labor to attract new supply chain opportunities, especially for the Fourth Industrial Revolution and the emerging economy of the twenty-first century. Two prior Carnegie Endowment studies of Taiwan’s economic competitiveness included specific recommendations that could comprise the foundation of an ecosystem that serves the public interest by bolstering Taiwan’s profile and role in more and more global supply chains. Most notably, these were Carnegie’s recommendations to position Taiwan’s economy as a trusted hub, trusted vendor, trusted tester, and trusted conduit for technology-intensive R&D and production. Taiwan’s public interest would benefit if such opportunities became a counterpoint to mainland China’s scale advantages. But Taiwan faces intense competition from other economies in Asia and Europe that also seek to capitalize on supply chain shifts, reaping the harvest from their investments while carving out specialized niches amid rising suspicion of mainland China-origin technology products and services. This study aims to help to refine competitive choices for Taiwan while highlighting unique comparative advantages that would make it an especially attractive place for new global investments. The paper digs deeply into two opportunities for Taiwan. The first involves dynamic changes in one of the high-tech industries that Taipei has made into a strategic priority—the life sciences, including biotechnology and precision medicine. Despite twenty years of concerted effort and some signal successes, especially with drug development and diagnostics, Taiwan has not captured a role or market share analogous to its multidecade build-out in semiconductors. For Taiwan, trust will be the crucial variable and competitive advantage. Taiwan could, for example, leverage its advantages with high-quality medical data to become a locus for clinical trials, while also leveraging other advantages for global supply chains in the drug discovery, advanced diagnostics, and personalized medicine markets. But to do so, it will need to make policy and regulatory changes and make some new strategic investments. The second chapter turns to whether Taiwan’s economy could be positioned as a leader in testing, validating, and deploying software, which would give Taiwan-based firms a larger role in the information technology services business where mainland China, India, and others have a larger profile. Elements of Taiwan’s ecosystem could potentially be positioned to use software engineering to ensure that business software and services produced by local companies and their international partners are more tested and more trusted than competing products on the market.

Abstract:: This article aims to analyze the main elements and processes underway in Eurasia, involving three essential actors: the United States, Russia, and China. At first, it is emphasized the importance of Eurasia as a space that has historically influenced the hegemonic disputes between Great Powers. Then, Eurasia is analyzed as a space for development cooperation, presenting the intersections of the Chinese BRI and the Russian EAEU. Last, the US approach to China is addressed, specifically the Indo-Pacific strategy. We conclude that despite the intense pressure to contain the rise of China and Russia in Eurasia, rivaling both powers is not feasible. In the current path, it will boost the cooperation between two giants, China and Russia.

69. The Pandemic as a Geopolitical Game Changer in the Indo-Pacific: The View from Japan

Abstract:: The coronavirus pandemic that struck in late 2019 has affected the world profoundly, and Japan is no exception. But the direct impact on Japan has been relatively small considering the number of cases of infections and deaths relative to the size of Japan’s population, particularly considering its elderly population and high density. For instance, among the G7 countries, Japan has had the fewest cases of infections (4,690 per million population as of May 2, 2021) compared to 32,276 in Canada, 40,620 in Germany, 64,804 in the United Kingdom, 66,828 in Italy, 86,283 in France, and 99,652 in the United States. Similarly, among the G7 countries, Japan has had by far the fewest number of deaths (81 per million population as of May 2, 2021) compared to 638 in Canada, 996 in Germany, 1,601 in France, 1,776 in the United States, 1,870 in the United Kingdom, and 2,004 in Italy. This chapter argues that although the direct disruptions to Japan resulting from the pandemic have been less than to the other G7 countries, the effect of the pandemic on other nations with strong geopolitical importance to Japan—in particular, the United States and China—coupled with changes in Japan’s domestic political and economic environment have accelerated changes in geopolitical posture and direction that were already in progress in Japan. The fundamental geopolitical challenge facing Japan is how to ensure its military security, political independence, and economic prosperity in the face of a less reliable and less predictable United States and a more powerful and more assertive China. For Japan, the ideal resolution of this challenge is to maintain positive and constructive relations with both countries, while recognizing the reality that even as economic ties with China—whether in trade, investment, finance, tourism, or the exchange of people—are growing relative to ties with the United States, political and security ties (and the sharing of common values) with the United States remain the centerpiece of Japan’s foreign policy. Given this context, it is only natural that Japan would seek to diversify and strengthen its relationships with other countries, regions, economic arrangements, and international organizations and institutions. This diversification, which could be seen since the end of the Cold War in the early 1990s, has gained momentum in recent years, and the pandemic has served only to accelerate it. The analysis proceeds through the examination of the following: 1) pandemic chronology; 2) Japan’s domestic politics; 3) relations with the United States; 4) relations with China; 5) Japan’s diversification strategy; and 6) conclusions.

Abstract:: COVID-19 has not gone away, and observers are now discussing possible long-term effects of the pandemic, including on geopolitics. A report by the European Parliament discussed five COVID-generated factors that could impact the geopolitical environment, i.e., supply chains, health multilateralism, digital diplomacy, climate change, and democratic activism. It predicted a reshuffling of value chains, where cooperation within the same “bloc” would be strengthened, while states continue their reshoring efforts, consequently shifting the current geopolitical environment. The report pointed out that the pandemic necessitated thorough scientific cooperation and information sharing beyond the level that the WHO had initially offered, suggesting changes in patterns of behavior, as in adapting to digital platforms while opening opportunities for nations to counter climate change and strengthen their geopolitical positions. Moreover, it also looked at the number of protests resulting from the pandemic and its economic effects and suggested that such pressure would encourage governments to mollify inequality. Missing is optimism that countries will be stirred to pursue common interests. Missing too is the geopolitical fallout from acutely worsening Sino-U.S. relations, as in South Korea, which stands at the forefront of states facing pressure from both sides. With the unforeseen disruption in both global and domestic economies, much attention has been paid to the effect of COVID-19 on the economic side rather than the political side, perhaps because many did not expect that the pandemic would last this long. However, recent disruptions are clearly rife with serious political implications, both domestically and globally. Above all, as seen from Seoul, their impact on the relationship between Beijing and Washington demonstrated how much the economic forces could spill into geopolitics. Koreans follow this impact attentively, realizing that worsening Sino-U.S. ties may reverberate on one or both powers, increasing pressure on Seoul’s efforts to sustain a precarious balance for the sake of its North Korean policy and its hope for regional stability. Many nations in the Indo-Pacific have recently struggled between the United States and China, trying to find the most advantageous equilibrium between security and economy. South Korea has uniquely stood on the frontlines, as in 2016-17 when it bowed to the U.S. and deployed the Terminal High Altitude Area Defense (THAAD) missile defense targeting North Korea, which was met with strong Chinese pressure—strict economic sanctions through unofficial channels and demands to promise the “three noes” that restricted further missile defense deployment to deescalate the tension. President Biden’s new measures to bridge security and economy through multilateralism call for Seoul to choose between acceding to U.S. requests or risking China’s threats to respond aggressively—even as some anti-THAAD sanctions remain in place. President Xi Jinping’s warnings point to China’s harsh response. South Korean concerns have grown because of the relationship between the current global supply chains and geopolitics, which is a preoccupation of the Biden administration. Situated at the juncture of supply networks centering around China, South Korea’s economy is almost certain to be heavily hit. Furthermore, the pandemic brought ongoing pressures for de-globalization and de-dollarization to the forefront with major ramifications for Seoul. Much of the anxiety has focused on the geopolitics of deteriorating relations between Beijing and Washington. The former is warning Seoul against joining the Quad, agreeing to trilateralism with Japan and the U.S., and tilting the balance away from China in the Sino-U.S.-ROK triangle. Meanwhile, the Biden administration, even before it clarifies its regional strategy, is nudging Seoul in precisely the opposite direction. The year 2020 raised challenging issues for Seoul, which loom in 2021 as more severe geopolitical tests for the Moon administration. To properly gauge the effect of COVID-19 on South Korea’s geopolitics, it is crucial to understand the world before the pandemic. Has COVID-19 functioned as an independent variable in South Korean geopolitics? If there is a discernable difference, we have to see whether that difference was caused by COVID-19. This paper proceeds in four parts: 1) outlining the pre-pandemic status quo up until 2020; 2) assessing how COVID-19 affected international geopolitics; 3) examining how it influenced South Korea’s supply chain and geopolitics; and 4) analyzing ongoing discourse on South Korea’s strategic choice amid the U.S.-China rivalry. These sections are followed by brief conclusions on implications for policy choices.

Abstract:: How has the COVID-19 pandemic reshaped or influenced China’s geopolitical outlook and its grand strategy for the years to come? This is a question that will determine China’s relationship with the United States, the Indo-Pacific region, and the rest of the world. In the Chinese strategic community, the pandemic has been regarded as a “watershed” event that has reshaped the structure of the international system and the power equilibrium. Its importance is elevated to the same status as the end of World War II, which determined the bipolar international system between the U.S. and the Soviet Union, and the end of the Cold War which began thirty years of U.S. hegemony in a unipolar world. Although China began as a sheer loser in the pandemic given its culpability in the origin of COVID and its early poor management of the domestic spread of the disease, Beijing believes that it has eventually emerged as a pure winner in the pandemic: the relative gain China has made vis-à-vis the U.S.’s bigger losses in disease control, national power, economic growth, global leadership, and credibility has strengthened Chinese confidence that the tide is turning in China’s favor. The “effectiveness” of the Chinese political system, as manifested in its domestic disease control, has reinforced China’s ideological conviction of its superiority. As China uses COVID diplomacy to demonstrate the superiority and desirability of its political system, the pandemic is perceived as an opportunity for it to shape the new international order and promote China’s desired “Community of Common Destiny.” Challenges remain, as the U.S. revamps its alliance system under the Biden administration and as regional powers and Western countries grow increasingly concerned and anxious about China’s growing confidence and capabilities. However, for China, the pandemic has been a great opportunity, and China has emerged from it as a pure winner. It is an interesting question as to how the pandemic has changed the nature and the dynamics of the great power competition between the U.S. and China. Most would agree that the pandemic exacerbated, accelerated, and aggravated the deterioration of relations that the U.S. and China had already been experiencing before 2020. However, the differences lie in the degree, intensity, velocity, and extensiveness of the damage. Without the pandemic, the downward slope U.S. and China had already been on would not have come to a state of “freefall” in 2020. And that “freefall” period has long-lasting and significant implications for their bilateral relations in the post-COVID world. The damaged trust, confidence, and credibility, and the deeply entrenched sense of hostility, or even antagonism, have made any effort to repair the relations extremely difficult, if not completely impossible. And this reality will affect the regional dynamics in the Indo-Pacific region for the many years and decades to come.

Abstract:: It is a conventional wisdom that information is power, but even more power lies in the manner in which it is (mis)used. Disinformation, misinformation, malinformation, all parts of so called ‘information disorder’, are phenomena that seem to be wreaking havoc worldwide nowadays. The emergence of the Internet and social media has brought fundamental changes to the way information is produced, communicated and distributed and thus has given new momentum to the phenomenon of ‘information disorder’. Its effects, in combination with online technologies, are proving to be devastating: it destabilizes public discourse, undermines general belief in democratic institutions and threatens national, international and civilian security. Based on a theoretical analysis approach, the paper will look into the nature of the ‘information disorder’, and how the Internet and social media contribute to its growing influence. It will also examine what are the effects of the phenomenon, and how it threatens national and international security. With Russia arguably being the most aggressive in spreading disinformation nowadays, and Ukraine being the country affected by Russia’s information offensive the most, the paper will try to analyze Ukraine’s policies and actions to combat Russia-generated ‘information disorder’. In the conclusion, the paper will make an effort to suggest recommendations on tackling negative informing.

Abstract:: Russia’s recent buildup of A2/AD (anti-access/area denial) forces in Crimea and Kaliningrad, coupled with its increasingly confronting rhetoric in the Black and Baltic Seas, pose a serious challenge for the NATO’s Eastern flank countries. While the mare sui generis status of the Black Sea might be altered under the expected inauguration of Canal Istanbul in 2023 as it would probably require the revision of the Montreux Convention, the mare liberum status of the Baltic Sea might also be questioned as Russia contests NATO’s Enhanced Forward Presence in this region. Facing this challenging geostrategic context, Pilsudski’s ideas of Intermarium seem to have revived within the Central and Eastern European countries under modern interfaces such as the Bucharest Nine and the Three Seas Initiative. This paper proposes a comparative analysis between the Black Sea and the Baltic Sea in terms of their newly-emerged geostrategic context, discusses the feasibility of the recent endeavours to promote cooperation within the Central and Eastern European countries and not ultimately, highlights the utility of a regional military alliance in support of NATO.

Abstract:: Both India’s and South Korea’s strategic choices are deeply influenced by the rapidly evolving Indo-Pacific construct, particularly amid a mounting U.S.-China rivalry. With India’s “Look/Act East” policy and South Korea’s “New Southern Policy” offering a perfect stage for deepened mutual cooperation, both nations need to further their relations to build Asia’s future while advancing their respective national interests. With both countries following stringent foreign policies as a result of the actions of their immediate neighbors, they present a geopolitically strategic complementarity for their relationship to prosper and emerge as one of the most important relationships in the region. Seoul’s hesitation to overtly embrace the “Indo-Pacific” concept is not really a barrier; rather a geo-political overture to discard the balance of power politics and pursue an autonomous foreign policy. India’s preference for the “Indo-Pacific” is equally based on strategic autonomy, imbibing universal values and an inclusive regional order. Both countries emphasize a free and rules-based Indo-Pacific and have immense potential to establish security and connectivity partnerships as the keystone of their bilateral ties. With India and South Korea understanding the economic importance versus security ramifications of China, and with Japan’s reemergence as a key regional, if not global actor, both countries need to bring serious strategic intent to their relationship. Making use of the ASEAN platform and bilateral dialogues, South Korea and India have the potential to become one of the strongest Indo-Pacific partners of the 21st century

Abstract:: South China Sea’s territorial disputes gained the spotlight yet again with the April 18, 2020 announcement1 by China’s State Council, through which, it approved setting up ‘two new’ municipal districts (dependencies of the southernmost Sansha city, in the Hainan province) covering the South China Sea – namely the ‘Xisha District’ and ‘Nansha District’. Home to an estimated 11 billion barrels of untapped oil, and 190 trillion cubic feet of natural gas, the Spratly Islands in the South China Sea possess rich natural resources and fishing areas. The Fiery Cross Reef will be in charge of the administration of the islands, reefs, and sea areas of the Spratly Islands.2 The Fiery Cross Reef used to be an underwater reef that was converted into an artificial island following massive land reclamation undertaken by China. This reef was virtually untouched by manmade structures until March 2014 and was transformed into an artificial island in the span of one year by March 2015. Furthermore, the Woody Island will be in charge of the administration of the islands, reef, and sea areas of the Paracel Islands.3 China’s Ministry of Civil Affairs and the Ministry of Natural Resources has released the longitudes, latitudes, and standardized names of 25 islands and reefs and 55 undersea geographic entities in the disputed South China Sea. The listed islands include Sanzhizai – an islet north of the Woody Island in Sansha city in South China’s Hainan Province.

Abstract:: In 2019, the 38th Commandant of the Marine Corps released his planning guidance that laid out the strategic focus and future direction of the Marine Corps. General David H. Berger’s intent for the following four years concurred with the analysis of the previous Commandant and the necessary alignment of the Corps with the National Defense Strategy for the future needs of the Fleet by focusing on five areas: force design, warfighting, education and training, core values, and command and leadership. General Berger cogently noted that the coming decade will be characterized by conflict, crisis, and rapid change—just as every decade preceding it. And despite our best efforts, history demonstrates that we will fail to accurately predict every conflict; will be surprised by an unforeseen crisis; and may be late to fully grasp the implications of rapid change around us. Berger’s primary concern is that the Marine Corps is not fully prepared— equipped, trained, or organized—to support the naval force. To that end, force design became the priority for Marine Corps efforts to fulfill its role for the Fleet as prescribed by the U.S. Congress. The level of change required to integrate the Corps of the future with the naval forces of today would not happen overnight and certainly not without a great deal of growing pains to ensure the Corps is equipped and prepared for the future security environment. When Force Design 2030 was released in March 2020, the Marine Corps was prepared to make the force-wide changes necessary to partner with the Navy and serve as the country’s naval expeditionary force. Our current force design, optimized for large-scale amphibious forcible entry and sustained operations ashore, has persisted unchanged in its essential inspiration since the 1950s. It has changed in details of equipment and doctrine as technology has advanced toward greater range and lethality of weapon systems. In light of unrelenting increases in the range, accuracy, and lethality of modern weapons; the rise of revisionist powers with the technical acumen and economic heft to integrate those weapons and other technologies for direct or indirect confrontation with the U.S.; and the persistence of rogue regimes possessing enough of those attributes to threaten United States interests, I am convinced that the defining attributes of our current force design are no longer what the nation requires of the Marine Corps. Berger’s plan pointed to specific areas of change required to make force design a reality: the size, capacity, and capability of the Corps. In an austere fiscal environment, the Marines must assess their current capabilities to achieve a smaller footprint with broader reach—do more with less. As the reality of COVID-19 and the 2020 U.S. presidential election have so poignantly reminded us all, these tasks cannot and should not rest on any single shoulder and any response should be well considered and intended to benefit the greater good. This issue of the Journal of Advanced Military Studies (JAMS) will address elements of the Commandant’s Planning Guidance, particularly the concept of naval integration and what it means for the Services, especially the Marine Corps. Our authors look to the past for relevant examples of military successes and failures of integration, but they also discuss how future warfare will play out based on these concepts. The authors explore the topic from a variety of perspectives, including those for and against, and they offer analyses of past and current attempts and what naval integration may mean for the future of the Corps. The following articles present the capabilities that will be required to shift from a traditional power projection model to a persistent forward presence and how the Marine Corps can exploit its positional advantage while defending critical regions. Our first author, Dr. Matthew J. Flynn, presents a historical approach to the topic in his article “The Unity of the Operational Art: Napoleon and Naval Integration.” Flynn’s research calls for greater coordination between the sea and land domains to improve U.S. national security. His article draws parallels between Napoleon Bonaparte’s defeat and the importance of naval integration for military success: “Napoleon’s fate reveals a great deal about naval integration and how it explains France’s defeat and, most importantly, that there is but one operational art—not one for land and one for sea.” Our second author, Andrew Rhodes, also relies on a historical example with his discussion of the salient lessons that can be learned from the Sino-Japanese War. Rhodes encourages professional military educators and planners who are developing future operational concepts to look beyond simply retelling history and consider how the legacy of this conflict might shape Chinese operational choices. He reinforces From the Editors 9 Vol. 11, No. 2 the concept that military history is not simply a resource for answering concerns about future conflict, but it encourages us to ask better questions about the role of the sea Services and how they can handle uncertainty when preparing for the future. Lieutenant Colonel Michael F. Manning’s “Sea Control: Feasible, Acceptable, Suitable, or Simply Imperative” offers a historical review of early twentieth century Japanese naval battles as a framework to model possible future contests for control of the maritime domain. Manning believes that control of the maritime domain is a prerequisite for assured access and sets the condition for successful Joint operations. Manning believes that “nations not only have to compete with their enemy’s major air and naval capabilities but must also defend against land-based airpower; missiles; torpedoes; short-range, antisurface warfare assets; and coastal mines.” Colonel Scott Erdelatz (Ret) and his team of coauthors focused on an old approach for a new era of naval integration that acknowledges the long-term threat posed by China but also considers how much of what we know as the Marine Corps should be retained to fulfill other missions. Erdelatz et al. also analyze how radical integration might incur significant risk for the Marine Corps if long-term force structure decisions are based on still-evolving concepts and unproven technologies. Major Michael Kohler’s article, “The Joint Force Maritime Component Command and the Marine Corps: Integrate to Win the Black Sea Fight,” discusses how most current Marine and Navy integration takes place at the Service-chief level and primarily focuses on the Pacific. Kohler, however, believes that naval integration is also an important component of a successful defense against Russian expansion in the Black Sea region. Dr. John T. Kuehn shifts the focus to carriers and amphibious operations with his article “Carriers and Amphibs: Shibboleths of Sea Power.” Dr. Kuehn argues that aircraft carriers and Amphibious Ready Groups (ARGs) with an embarked Marine Expeditionary Unit represent shibboleths of seapower that conflate a deeper understanding of where the U.S. Fleet belongs now and where it needs to go in the future to face the challenges of the twenty-first century. Major B. A. Friedman’s article, “First to Fight: Advanced Force Operations and the Future of the Marine Corps,” then circles back to the traditional Marine Corps stance as always first to fight and the need for advanced force operations in the Corps of the future. Steven A. Yeadon’s article, “The Problems Facing United States Marine Corps Amphibious Assault,” rounds out the current perspective with a review of issues the Marine Corps has faced with amphibious assaults. Yeadon offers actionable information on current limitations and vulnerabilities of U.S. amphibious forces to chart a way forward for a robust forcible entry capability from the sea. Ludlow’s article, “Losing the Initiative in the First Island Chain: How Organizational Inefficiencies Can Yield Mismatched Arsenals,” presents what may be considered a losing proposition of initiatives in China’s First Island Chain; however, strategic gaps in capabilities have emerged that could dramatically impact the ability to execute an island-defense strategy. The final article by Lieutenant Colonels Terje Bruøygard and Jørn Qviller, “Marine Corps Force Design 2030 and Implications for Allies and Partners: Case Norway,” offers a larger discussion of Force Design 2030 and its future implications for American allies with a case study on Norway. The authors encourage the Department of Defense to consider greater interoperability between and among Services and allies, including increased communication with allies on changes happening at the Service and national level of the U.S. armed forces. The remainder of the journal rounds out with a review essay and a selection of book reviews that continues our focus on naval integration, but it also highlights continuing challenges in national security and international relations. The coming year will be busy for the JAMS editors as we work to provide journal issues on a diverse range of topics relevant to the study of militaries and defense.

Abstract:: Connectivity linkages between the People’s Republic of China (PRC) and trans-Himalayan countries have taken on a new hue with the recent Himalayan ‘Quadrilateral’ meeting between China, Pakistan, Afghanistan and Nepal (MOFA (PRC), July 27). Often referred to as a “handshake across the Himalayas,” China’s outreach in the region has been characterized by ‘comprehensive’ security agreements, infrastructure-oriented aid, enhanced focus on trade, public-private partnerships, and more recently, increased economic and security cooperation during the COVID-19 pandemic.[1] The geopolitics underlying China’s regional development initiatives, often connected with its crown jewel foreign policy project Belt and Road Initiative (BRI), have been highly concerning—not just for the countries involved, but also for neighboring middle powers like India, which have significant stakes in the region.[2] At the Himalayan Quad meeting, foreign ministers from all four countries deliberated on the need to enhance the BRI in the region through a “Health Silk Road”. Chinese Communist Party (CCP) General Secretary and PRC President Xi Jinping’s ‘Community of a Shared Future for Humanity’ was cited as justification for facilitating a “common future with closely entwined interests,” and the ministers agreed to work towards enhancing connectivity initiatives to ensuring a steady flow of trade and transport corridors in the region and building multilateralism in the World Health Organization (WHO) to promote a “global community of health” (Xinhua, July 28).

Abstract:: The ecological dimensions of the death of the Aral Sea are fairly well known. Once the fourth largest lake in the world, the Aral has all but disappeared since 1960. The complex and fragile ecosystems that once characterized the Aral Sea basin have been supplanted by the parched landscape of the Aralkum Desert, leading to a dramatic collapse of biodiversity. Desertification, in turn, has profoundly altered the regional climate, for the absence of the sea’s moderating influence has resulted in drier, hotter summers and more frigid winters.

Abstract:: China’s naval modernization, a process that has been underway in earnest for three decades, is now hitting its stride. The advent of the Type 055 cruiser firmly places the PLAN among the world’s very top naval services. This study, which draws upon a unique set of Chinese-language writings, offers the first comprehensive look at this new, large surface combatant. It reveals a ship that has a stealthy design, along with a potent and seemingly well-integrated sensor suite. With 112 VLS cells, moreover, China’s new cruiser represents a large magazine capacity increase over legacy surface combatants. Its lethality might also be augmented as new, cutting edge weaponry could later be added to the accommodating design. This vessel, therefore, provides very substantial naval capability to escort Chinese carrier groups, protect Beijing’s long sea lanes, and take Chinese naval diplomacy to an entirely new and daunting level. Even more significant perhaps, the Type 055 will markedly expand the range and firepower of the PLAN and this could substantially impact myriad potential conflict scenarios, from the Indian Ocean to the Korean Peninsula and many in between. This study of Type 055 development, moreover, does yield evidence that Chinese naval strategists are acutely aware of major dilemmas confronting the U.S. Navy surface fleet.

88. United G20 must pave the way for robust post-COVID-19 recovery

Abstract:: The world is facing unprecedented health and economic crises that require a global solution. Governments have locked down their economies to contain the mounting death toll from the COVID-19 pandemic. With this response well underway, now is the time to move into a recovery effort. This will require a coordinated response to the health emergency and a global growth plan that is based on synchronized monetary, fiscal, and debt relief policies. Failure to act will risk a substantial shock to the postwar order established by the United States and its allies more than seventy years ago. The most effective global forum for coordinating this recovery effort is the Group of 20 (G20), which led the way out of the global financial crisis (GFC) in 2009, the closest parallel we have to the current catastrophe. Eleven years ago, world leaders used the G20 meeting in London as the forum to deliver a unified response and a massive fiscal stimulus that helped stem economic free fall and prevented the recession from becoming a second Great Depression. A decade on, it is clear that the G20 is the only body with the clout to save the global economy. This does not mean that the G20 should be the only forum for actions for its member states. The United States, for example, should also work closely with like-minded states that support a rules-based world order, and there are many other fora where it can and must be active with partners and allies. But no others share the G20’s depth and breadth in the key focus areas for recovery. The other multilateral organizations that could take up the challenge lack either the substance or membership. The United Nations may count all countries as members but is too unwieldly to coordinate a response. The International Monetary Fund (IMF) has the resources but requires direction from its 189 members. The Group of Seven (G7), which once oversaw financial and economic management, does not include the fast-growing emerging economies. The G20 represents both the world’s richest and fastest-growing countries, making it the forum for international collaboration. It combines that representation with agility.

Abstract:: China’s coercive behavior in the post–Cold War period suggests three patterns. First, China uses coercion when it wants to establish a reputation for resolve. Second, China has been a cautious bully, resorting to coercion only infrequently. Third, when China perceives the “geopolitical backlash cost” of military coercion to be high, it chooses instead to use sanctions and grayzone coercion. (“Geopolitical backlash cost” refers here to the possibility that the target state will seek to balance against China, with the potential for U.S. military involvement.) When China perceives the geopolitical backlash cost to be low, it is more likely to use military coercion.

Abstract:: On October 6, 2020, newly appointed Representative of the Republic of China (Taiwan) to the United States, Bi-khim Hsiao discussed the challenges and opportunities in US-Taiwan relations with Professor Tom Christensen. Representative Bi-khim Hsiao assumed her position as Taiwan’s Representative to the United States in July 2020, after serving as a Senior Adviser to the President at the National Security Council of Taiwan. Representative Hsiao previously served four terms in the Taiwan Legislature, representing overseas citizens for the first term, and then the constituents of Taipei City and Hualien County through different terms. For many years she was ranking member of the Foreign Affairs and Defense Committee and previously the chair of the USA Caucus in the Legislative Yuan. She began her political career serving as Director of the Democratic Progressive Party International Affairs Department. After Taiwan’s first democratic change of government in 2000, she became an Adviser in the Office of the President, and was international spokesperson for all DPP presidential elections between 2000 and 2012. Representative Hsiao has taken on numerous leadership roles in international organizations. She was the Chair of the Council of Asian Liberals and Democrats (CALD), an organization representing Asian democratic political parties. Between 2005 and 2012, she was elected Vice President on the Bureau of Liberal International (LI), a London-based global political party organization. She is also a founding Board Member of the Taiwan Foundation for Democracy. Born in Kobe, Japan, Representative Hsiao grew up in Tainan, a city in southern Taiwan. She has an MA in Political Science from Columbia University in New York and BA in East Asian Studies from Oberlin College, Ohio.

94. Participation of Kazakhstan in the Chinese “One Belt, One Road” Initiative: Advantages, Problems and Prospects

Abstract:: The article is devoted to the geoeconomic goals and prospects of implementing the Chinese initiative „One Belt, One Road”. The author explores the benefits, problems and future opportunities that open up to the Republic of Kazakhstan as a participant in this initiative. The analysis carried out in the article showed that there are still many problems in the implementation of the Silk Road Economic Belt (SREB) project taking into account the state program of Kazakhstan “Nurly Zhol”, and difficulties arise in the practical implementation of various cooperation areas. At the same time, Kazakhstan should be guided exclusively by its national interests in cooperation with China in the framework of the “One Belt, One Way” initiative.

Abstract:: While President Moon Jae-in has a calmer demeanor than his mentor and friend, former President Roh Moo-hyun, there can be no doubt that his vision for transforming Northeast Asia is as far-reaching. While Moon has been more careful to assuage the U.S. president, less abrasive in his language toward Japan, and more strategic in reaching out to leaders in China and Russia, his strategy of putting North Korea at the forefront of regional realignment has similar geopolitical ambition. The objective is the rejuvenation of a reintegrated peninsula with the capacity to steer actions by all of the great powers rather than falling prey again to their machinations that are not in Korea’s interest.

96. Putin’s Strategic Framework for Northeast Asia

Abstract:: This paper discusses the strategic framework for Russia’s policies toward Northeast Asia, placing it in the context of Moscow’s geopolitical repositioning after the Ukraine crisis and the ensuing confrontation with the United States, and the alienation from Europe. After 2014, the Ukraine crisis put an end to Russia’s quarter-century-long attempt to integrate with the West and become part of a Greater Europe and the Euro-Atlantic community. At the same time and in the same place (Ukraine), Russia’s attempt to build a power center in the former Soviet space came to an end. Ukraine was not the cause of either failure, but it was the trigger of both. The conclusion was clear. Russia was not fit for integration into something that was bigger than Russia, and Russia was no longer capable of integrating former borderlands. Two-plus decades after the break-up of the former Soviet Union, Russia stood alone—but also free. Such was the end of a grand illusion linked to the West, and also the end of three centuries of empire-building.

Abstract:: When Xi Jinping’s strategizing in East Asia is discussed, attention centers on the southern tier, stressing the Belt and Road Initiative (BRI). Policies toward Northeast Asia have been treated mostly as ad hoc responses to specific countries in shifting circumstances. The prospect that Xi has in recent years adjusted his overall approach toward this region has scarcely been explored. Unlike Southeast Asia, however, Northeast Asia is a geopolitical hotbed, with Russia and North Korea as military threats to the international community beyond any threats present to the south. At the same time, Japan and South Korea are U.S. military allies incomparably more significant than U.S. partners in Asia’s south. Given the legacy of the Six-Party Talks, focus on the strategic battleground here would seem desirable in its own right and as a key indicator of Xi’s evolving strategic thinking.

Abstract:: The two first decades of the 21 st Century were marked by the recrudescence of two powerhouses, Russia and China. Given their important role on global geopolitics, these two countries took advantage of the gaps resulted from yet another crisis on the structure of global capitalism, which influenced the relative decline of the United States capacity to impose its will on the international system as they had been able to do so since the end of World War II. This article’s objective is to analyze the global geopolitical rearrangement due to a weakened United States which opened the possibility for the BRICS nations to emerge as possible sources of power. To reinforce this analysis, the world-systems perspective, (here on referred to as WSP) elaborated mainly by Immanuel Wallerstein and Giovanni Arrighi is used, as well as a geopolitical approach to provide a link to international relations theories. Therefore, this paper is divided on to four sections. The first one interrelates the geopolitical theories and those of the WSP. The second section is guided towards understanding the origins and fundamentals of the WSP. On the third section, an approach is made towards the motivations and the effects of the rearrangement of power on the world’s geopolitics. Finally, on the last section, the roles and opportunities that have arisen from the emergence of the BRICS nations on the international system are presented.

Abstract:: As the world’s economic and political centre of gravity moves increasingly towards East and South Asia, we can expect a number of countries in these regions to devote more attention to the Middle East. 100. Whose “Indo Pacific”? competing visions of regional order

Abstract:: The introduction of the term “Indo Pacific” is designed to focus attention on a vast geographic space stretching from the eastern coast of Africa and the Gulf to the eastern seaboard of Asia, via its great continental heartland. Its advocates claim it represents nothing less than the conceptualisation of a new “mental map” precipitated by the intensifying trade and energy flows across between the Indian and Pacific Oceans, and the pulsing economies of the Asian continent that they propel forward. In short, the Indo Pacific is now viewed by many as the heart of the global economic and political system. As the discussion below reveals the Indo Pacific mental map is a conscious attempt by certain governments to reframe or “rescale” the region they inhabit, or must interact with. In the case of several key countries featured below, the Indo Pacific has now displaced the earlier “Asia Pacific” regional descriptor. Yet this by no means indicates consensus on its exact definition and interpretation among such states, nor its universal acceptance among others.
