The still-unresolved hostage situation involving Jordan, Japan, and the Islamic State is unlike any of the group's previous kidnappings Jordan is in a precarious position, as it seeks the release of one of its citizens-a national hero who comes from a prominent tribe-while not wanting to free one of the perpetrators of the worst terrorist attack in the country's history By demanding the release of failed suicide-bomber Sajida al-Rishawi from Jordanian custody, the Islamic State is trying to elevate itself to the status of negotiating nation-state, and weaken and embarrass a vital member of the coalition seeking its destruction In a striking difference with previous Islamic State hostage situations, current circumstances provide a chance for the group to bolster its standing in the vital Iraqi province of al-Anbar-where al-Rishawi is from-and perhaps slightly lessen tribal pressure on the group The issue is causing tensions between the Iraqi-born leadership of the Islamic State, who want to make the exchange, and a small faction of primarily Saudi fighters, who want to execute the Jordanian pilot for bombing the group.

The self-proclaimed Islamic State is a hybrid jihadist group with a declared goal of establishing a “lasting and expanding” caliphate. Its strategy for survival and growth blends military, political, social, and economic components. Yet the U.S.-led international intervention against it has largely been limited to air strikes. The gaps in the international coalition’s approach as well as deep sectarian divisions in Iraq and the shifting strategies of the Syrian regime and its allies are allowing the Islamic State to continue to exist and expand.

In the 11 months since President Barack Obama committed the United States to “degrade and ultimately destroy” the so-called Islamic State of Iraq and al Sham (ISIS), the group has expanded its international reach, metastasized to form offshoots across multiple regions, and increased its perceived momentum. Although U.S. government officials cite a reduction in the overall size of the group’s sanctuary in Iraq and Syria and the killing of thousands of ISIS fighters, the fall of Ramadi and much of Anbar province to the Islamic State served as a wakeup call that current efforts to counter ISIS are not adequate to the task.2 Meanwhile, the threat posed by the terrorist group to Americans at home and abroad appears to be growing as ISIS-inspired individuals conduct attacks targeting Westerners around the globe, including here in the United States.

Coalition airstrikes are intended to blunt the momentum of the self-declared Islamic State (IS) and provide time for a popular Sunni uprising that might never happen given the understandable lack of trust among all sides The Sunni Awakening that helped diminish the precursor group to IS in 2006-2009 is the successful outlier in Iraq's history of tragic uprisings; and it will not likely be replicated since the conditions that allowed it to succeed no longer exist To that end, one of the foundational assumptions of the effort to dismantle IS-that the Sunni tribes will soon rise up and oppose IS in a second Awakening-is built on uncertain ground Sunni tribal leaders realize there won't be anything near 2007-levels of support (material, financial, training) if they oppose IS en masse, and after gaining next to nothing politically after the first Awakening, there is no trust in a different outcome for any second Awakening Reports of a failed Sunni uprising in eastern Syria are additional disincentives for both Syrian and Iraqi Sunni populations to fight IS, and additional incentive to wait and see what external factors will emerge to change the status quo.

With apparent heavy losses in Kobani, Syria, the so-called Islamic State (IS) is stepping up efforts to ignite the one fight it wants above all: a full sectarian war with Iraq's Shi'a population IS will likely accept serious losses, as long as it can claim to be the Sunni extremist vanguard in the fight against the Shi'a; this means the group will focus on high-profile and high-casualty attacks against Shi'a symbols and populations With the February 2006 bombing the 'Golden Mosque' in Samarra, Abu Mus'ab al-Zarqawi finally got the fight he was looking for against the Shi'a and in doing so moved the IS precursor group AQI further up the list of the most feared and capable Iraqi extremist groups The new government of Prime Minister Haydar al-Abadi will be pressured to overreact to IS attacks and to let loose the Shi'a militia that battled with both Sunni extremists and innocents alike eight years ago; a heavy-handed sectarian response will be a disaster for the country, even if it is asking a great deal for those being attacked to show restraint.

In neighboring Iraq, over 1,100 Jordanians are believed to be fighting for the so-called Islamic State (IS) according to Jordanian former Prime Minister Maruf al-Bakhit, with another 200 having already died fighting Although that's only 0.0203% of Jordan's 6.4 million population, and enough for serious concern, it's testament to Jordanian society that with the constant fighting next door such a small percentage have taken up arms for IS After the 2005 Amman bombings, al Qaeda in Iraq (the precursor to IS) was widely despised in Jordan; now nine years later, over a thousand Jordanians are fighting for the same group In his October 18, 2014 remarks, Bakhit stated that there were between 2,000-4,000 Jordanians who adhere to the violent takfiri ideology most famously espoused by the late Jordanian Abu Mus'ab al Zarqawi Along with the fear of a radicalized population after a decade of war raging across two of its borders is the fear of what happens next in Iraq and Syria According to Bakhit, a partitioned Iraq is too problematic to work despite its obvious appeal amid the current fighting, with resources unevenly distributed across the country and Baghdad far too mixed for one side to claim.

By consulting the work of well-known and obscure al-Qaeda theoreticians, Michael W. S. Ryan finds jihadist terrorism strategy has more in common with the principles of Maoist guerrilla warfare than mainstream Islam. Encouraging strategists and researchers to devote greater attention to jihadi ideas rather than jihadist military operations, Ryan builds an effective framework for analyzing al-Qaeda's plans against America and constructs a compelling counternarrative to the West's supposed "war on Islam." Ryan examines the Salafist roots of al-Qaeda ideology and the contributions of its most famous founders, Osama Bin Laden and Ayman al-Zawahiri, in a political-military context. He also reads the Arabic-language works of lesser known theoreticians who have played an instrumental role in framing al-Qaeda's so-called war of the oppressed. These authors readily cite the guerrilla strategies of Mao, Che Guevara, and the mastermind of the Vietnam War, General Giap. They also incorporate the arguments of American theorists writing on "fourth-generation warfare." Through these texts, readers experience events as insiders see them, and by concentrating on the activities and pronouncements of al-Qaeda's thought leaders, especially in Yemen, they discern the direct link between al-Qaeda's tactics and trends in anti-U.S. terrorism. Although al-Qaeda in the Arabian Peninsula (AQAP) is not the biggest problem -- or even the biggest security challenge -- facing the Yemeni government, the United States and much of the international community still place it above other issues. Successful counterterrorism is directly linked to state stability. If Yemen becomes a failed state within the next few decades, U.S. counterterrorism objectives would be decisively undermined. In early September, three senior leaders of Jordan's Muslim Brotherhood (MB) resigned from the organization's executive bureau after it voted to dissolve the MB political department -- one of the few remaining components of the organization controlled by moderates. The resignations were a protest against not only the executive bureau's decision, but also the MB's increasingly close affiliation with Hamas. Today, the Jordanian MB is facing an unprecedented internal crisis, pitting the traditional moderate East Bank leadership -- Jordanians who are not originally Palestinian -- against the powerful pro-Hamas Palestinian-led element. Lately, these divisions have been aggravated by Hamas political bureau head Khaled Mashal's apparent efforts to exploit the shifting balance of power within the MB to further his own organization's agenda in Amman. Ironically, Jordanian authorities -- who have long prided themselves on managing the Islamist issue -- have done little to stem the tide.

The quest of Palestinian refugees to return to their homes is not only a legal and moral right but has become a major part of Palestinian identity and symbolizes Palestinian historical narratives. It has been an effective instrument of mobilization that became the political priority of various resistance groups which later formed the Palestine Liberation Organization. The PLO embarked on a line of negotiation which sought to reconcile rightist and realist approaches. They sought acknowledgment by Israel of its responsibility for the refugee issue and acceptance in principle of their right of return while showing flexibility and readiness to discuss various formulations of return. At the core of the inter-Palestinian debate is the dynamic between the two objectives of achieving statehood and the resolution of the refugee issue. State-building came to be seen not only as a means of reconstructing Palestinian identity but also as a catalyst to resolution of the refugee issue. A peace agreement should widen the options for the refugees and address all aspects of the refugee issue including the rights of repatriation to Israel, return to a Palestinian state, compensation, and equality and full citizenship rights in countries where refugees choose to remain. A comprehensive peace agreement must include the regional aspects of the refugee issue and all regional actors. There is an urgent need to review the current format of negotiations and bring about more balanced and effective international political engagement in the bilateral Israeli-Palestinian negotiations.

The Mumbai attacks have been linked to Lashkar-e-Taiba and radical Islamic groups in Kashmir generally. Yet it would be a mistake to see Lashkar only as a local organization with only a local agenda. Saudi Arabia has contributed very much to what Lashkar-e-Taiba looks like, how it thinks, its motivation, ideology, and funding. Saudi Arabia presents itself as the protector and the spearhead of the defense of Muslims around the world against what they define as the Western cultural attack. The Saudis are very committed to recruiting, funding, and funneling ideology to embattled Muslim minorities, and use Muslim charities as their tool to implement this policy. The Saudi methodology is to take advantage of a humanitarian crisis to get a foot in the door. Who could be against assisting widows and orphans and setting up schools and clinics? Some of the money is indeed funneled to support terrorism - families of suicide bombers. The notion of global Islam has also penetrated to Gaza and exists under the umbrella of Hamas, which is enabling a revival of global jihadi organizations there such as Jaish al-Islam and others. This phenomenon is radicalizing the already radicalized society in Gaza. Hamas could agree to a hudna (calm) for fifty years, but there will be no recognition of Israel or a cessation of the struggle against it. If Hamas was ready to act pragmatically, it would no longer be Hamas. And then the frustrated factions within Hamas would break off and join up with the radical global jihadi organizations in Gaza.

19. Saudi Arabia's Dubious Denials of Involvement in International Terrorism

Saudi Arabia's past involvement in international terrorism is indisputable. While the Bush administration decided to redact 28 sensitive pages of the Joint Intelligence Report of the U.S. Congress, nonetheless, Saudi involvement in terrorist financing can be documented through materials captured by Israel in Palestinian headquarters in 2002-3. In light of this evidence, Saudi denials about terrorist funding don't hold water. Israel retrieved a document of the International Islamic Relief Organization (IIRO) which detailed the allocation of $280,000 to 14 Hamas charities. IIRO and other suspected global Saudi charities are not NGOs, since their boards of directors are headed by Saudi cabinet members. Prince Salman, a full brother of King Fahd, controls IIRO distributions "with an iron hand," according to former CIA operative Robert Baer. Mahmoud Abbas, in fact, complained, in a handwritten December 2000 letter to Salman, about Saudi funding of Hamas. Defense Minister Prince Sultan has been cited as a major IIRO contributor. It was hoped, after the May 12 triple bombing attack in Riyadh, that Saudi Arabia might halt its support for terrorism. Internally, the Saudi security forces moved against al-Qaeda cells all over the kingdom. But externally, the Saudis were still engaged in terrorist financing, underwriting 60-70 percent of the Hamas budget, in violation of their "roadmap" commitments to President Bush. Additionally, the Saudis back the civilian infrastructure of Hamas with extremist textbooks glorifying jihad and martyrdom that are used by schools and Islamic societies throughout the West Bank and Gaza Strip. Ideological infiltration of Palestinian society by the Saudis in this way is reminiscent of their involvement in the madrassa system of Pakistan during the 1980s, that gave birth to the Taliban and other pro bin-Laden groups.

On Thursday, October 24, the Federal Bureau of Investigation issued a new terrorist threat alert (this time warning of attacks on transportation systems), highlighting once more why attention has been focused on al-Qaeda and its affiliated groups since September 11, 2001. A year on, however, other Middle Eastern terrorist groups and state sponsors of terrorism still receive inconsistent attention despite a sharp rise in their activity. In fact, militant Islamist groups from al-Qaeda to Hamas interact and support one another in an international matrix of logistical, financial, and sometimes operational terrorist activity. Inattention to any one part of the web of militant Islamist terror undermines the effectiveness of measures taken against other parts of that web.

That image, however, was reinforced when London's al-Sharq al-Awsat Arabic daily reported that the Islamic Army of Aden (IAA, or Aden-Abyan Islamic Army), an al-Qaeda affiliate, claimed responsibility for an explosion that crippled a French tanker on October 6 in the Yemeni harbor of Mina' al-Dabba. Moreover, a recent letter allegedly written by Osama bin Laden praises the "bold heroic jihad operations . . . against the crusader's oil tanker." The attack, which killed one crewman, underscores Yemen's importance as an area of concern in the U.S. government's "war on terror."

In this arena, however, urgency needs to be tempered with realism. Over the last week, Iran has seen the most extensive rioting since the 1979 revolution. On Sunday, October 21, official accounts showed that public buildings, including thirty-two nationalized bank branches, were attacked in fifty-four Tehran neighborhoods. Rioting also occurred in cities across the country, with at least 180 arrested in Isfahan alone. Riots continued Monday night, resulting in a thousand arrests over the two nights. Financial Times estimated that over 100,000 participated in the Tehran rioting on Thursday night.

Two decades ago, a generation of Middle East scholars in America revolted against their teachers — the founders of Middle Eastern studies in America. They did so in a bid to revitalize funding and job opportunities in the field. The banner they waived was that of Edward Said's 1978 Orientalism, in which he argued that Europeans and Americans were afflicted by bias when analyzing trends in the region. In effect, that left Middle Easterners as the only scholars who could claim to study the region objectively. But now, the revolutionaries have become the establishment, and it is time for the younger generation of Middle East scholars to effect a revolution against their own teachers..

Shaykh Yousef al-Qaradawi, head of the Sunni studies department at Qatar University and a well-known Islamic scholar, was the first in the Arab Sunni world to Islamically legitimate the suicide operations of Hamas (1995). But he was also among the first Islamic scholars to condemn the September 11 attack on the United States. In mid-October, he joined four other scholars in sanctioning the participation of American Muslim military personnel in the attack on Afghanistan, as long as they were not involved in fighting and only in administrative and logistics activities. This report was viewed by American Muslims as a ruling, but the statement has not appeared on his official website (www.qaradawi.net) alongside his other rulings, articles, and interviews. Secretary of Defense Donald Rumsfeld's visit to the Middle East and Central Asia last week — in an attempt to shore up the coalition against anti-American terrorism — brought him to Saudi Arabia as well. The Saudi government has neither openly acknowledged how they will allow the United States to use the space-age technology Combined Air Operations Center (CAOC) that opened in June at Prince Sultan Air Base, near al-Kharj, southeast of Riyadh; nor has it said what landing or refueling rights will be granted. Amid conflicting statements by anonymous officials, the Saudi paper al-'Ukaz quoted Minister of Defense Sultan bin 'Abd al-'Aziz: "We do not accept the presence in our country of a single soldier at war with Muslims or Arabs." History is not encouraging here — the Saudi royal family did not allow the United States to use its air bases during 1998's Operation Desert Fox against Iraq.

October 12 marks the first anniversary of the terrorist attack on the American warship USS Cole, an attack that killed seventeen sailors while the ship was refueling in Aden harbor, Yemen. The current situation in the region creates an opportunity for Afghanistan and the United Front. The United Front is the only force present in Afghanistan and ready to move against Osama bin Laden and the Taliban. If there is cooperation between the forces of the United States and the United Front, the job of eliminating Al Qaeda's infrastructure and removing the Taliban from power will be easier than if the two act separately. Yet, the leadership of the United Front is aware of the misconception in Washington that there are certain factions of the Taliban that could be dealt with and convinced to join forces against bin Laden. Abstract:
British foreign secretary Jack Straw arrives in Tehran today to "build alliances with every country that we can." In fact, Iran is the acid test of U.S. resolve to fulfill the goal set by President George Bush in his speech to Congress, namely, "From this day forward, any nation that continues to harbor or support terrorism will be regarded by the United States as a hostile regime." While Iran could be a useful ally vis-a-vis Afghanistan, there is no sign that Iran has any intention of stopping its support for terrorism. The objective of U.S. policy should be finding a way to take advantage of Iran's anti-Taliban sentiment while still pressing ahead with efforts to terminate Iran's own support for international terrorism.

A nuclear breakout by Iraq or Iran could have a number of direct and indirect effects on the region: First, a nuclear breakout by either will cause the United States to be much more careful in its dealings with that state, particularly when it comes to considering military action. America's military freedom-of-action will be greatly constrained. Second, an Iraqi breakout would almost certainly cause Iran to further accelerate its own nuclear efforts and might spur Tehran to withdraw from the Nuclear Nonproliferation Treaty, which it increasingly sees as a liability. Third, the emergence of a nuclear Iraq and/or Iran could cause the members of the Gulf Cooperation Council (GCC) to seek an independent deterrent capability — including chemical weapons. (The large petrochemical industries of the Gulf could provide many of the precursor chemicals needed for such an effort.) Saudi Arabia might even seek to buy nuclear weapons from Pakistan.

As U.S. policymakers review options for national missile defense and ways to reshape the military to meet future threats, nuclear proliferation — particularly in the Middle East — looms large as one of the most critical future challenges facing the United States. In the coming years, it is conceivable, if not likely, that the United States will have to respond to a nuclear breakout by Iraq and/or Iran. Such a development could have a dramatic impact on the strategic environment of the Middle East by altering the regional balance of power and encouraging further proliferation in the region and beyond. A nuclear breakout by either of these countries would also undermine international proliferation norms, put U.S. forces in the region at risk, pose a direct threat to U.S. friends and allies, and greatly constrain America's military freedom of action in the region. The likelihood of such a development — or at least its potential impact — will, however, be influenced by steps the United States takes now to deal with such an eventuality. And Washington is more likely to successfully manage the consequences of a nuclear breakout by Iraq or Iran if its response is not improvised, but based on prior planning.

At the end of August, the United Nations is set to convene a "World Conference Against Racism, Racial Discrimination, Xenophobia and Related Intolerance" (WCAR) in Durban, South Africa. But with less than one month to go, preparations for the conference are in shambles. Draft texts under consideration are replete with language equating Zionism with racism. Efforts to address anti-Semitism and the Holocaust have been perverted beyond recognition. Governments and nongovernmental organizations are demanding apologies and recognition of the right to reparations and compensation for slavery, the slave trade, colonialism, and other historical wrongs. These problems have prompted the Bush administration to warn that it may boycott the entire event.

On June 27, 2001, Michael Rubin, a Washington Institute visiting scholar and Carnegie Council fellow, addressed the Washington Institute's Policy Forum. Dr. Rubin has just returned from nine months in northern Iraq, where he taught in the region's three universities. The following is a rapporteur's summary of his remarks. Iraq remains at the forefront of U.S. and international attention. Many contentious issues — such as sanctions, weapons of mass destruction, and the future political disposition of the country — remain unresolved. In analyzing the source of Iraq's problems, it is useful to compare those portions of Iraq under the control of Saddam Hussein to the three northern governorates (Dahuk, Irbil, Sulaymaniyyah), which are controlled by the Kurdistan Democratic Party (KDP), the Patriotic Union of Kurdistan (PUK), and the Islamic Unity Movement of Kurdistan — especially as all parts of Iraq fall under the same set of UN sanctions. The population in the north is approximately 3.5 million, many of whom are Kurdish, Turkoman, or Assyrian, and almost 1 million of whom are displaced persons expelled from Saddam's portion of Iraq. By refusing to grant visas to many journalists, Saddam's government consistently seeks to deny press coverage to northern Iraq. Those who do visit Baghdad-controlled Iraq are restricted to guided tours with Iraqi government minders and are prevented from traveling into the Kurdish-controlled north. Foreigners visiting the north, however, are able to move around freely without prearrangement.

On Friday in Europe, Secretary of State Colin Powell is set to meet Crown Prince Abdullah, the de facto ruler of Saudi Arabia. Washington's relationship with the world's largest oil exporter has become strained for reasons more complicated than Crown Prince Abdullah's recent reluctance to meet President Bush at the White House, allegedly because of perceived U.S. bias toward Israel and against the Palestinians. Saudi diplomacy suffers a credibility problem because contradictory statements by top Saudi officials often leave diplomats guessing as to what is the real Saudi position.

To see her remarks in their entirety, The election of Muhammad Khatami as president of Iran four years ago has given rise to a perception that he is a maverick, a rare political leader in Iranian history who advocates values important to the Western world: political pluralism, freedom of expression, and human rights for all, including religious minorities. However, Khatami's unwillingness to confront the establishment became clear early in his presidency. After students staged five days of protest in July 1999 — the first true test of Khatami's courage — the president took a different turn. He decided at critical moments to side with the establishment, no matter how much he might alienate his own supporters.

The Bush administration this week launched initiatives on two fronts of U.S. concern about the Middle East: Secretary of State Colin Powell's proposals to end Arab–Israeli violence and Vice President Dick Cheney's national energy policy. While the energy policy report concentrates on domestic issues, it necessarily discusses the Middle East. Its prescriptions about the Middle East, however, are vague. The following is a rapporteur's summary of her remarks. Russia and Iran see themselves as strategic partners, and therefore their relations are based on an overall security conception. It would be a misperception to assume that because Washington and Moscow share concerns about Islamist radicalism that Russia would necessarily decide to cooperate with the United States on Iran. It would also be a misperception to think that Russia wants to sell arms to Iran solely in order to make money and that the United States can induce Russia not to make these sales by offering a better economic deal.

Today's decision by Iranian president Mohammad Khatami to run for re-election was more important than the actual election on June 8, which he is sure to win. But neither matters nearly as much as the crucial question for Iran's future — namely, will hardliners let the formal government rule or will they continue their crackdown through the revolutionary institutions they control? The answer will be key for U.S. policy options towards Iran.

Tomorrow, Lebanese prime minister Rafiq al-Hariri begins his visit to Washington, his first since the September 2000 elections that saw his return to the office he held from October 1992 to December 1998. His ears are ringing with voices of two interwoven debates at home — namely, debates about the deterioration of the security situation along the Lebanese–Israeli border and about the continued Syrian presence in Lebanon. Hariri, a seasoned businessman who is well aware of the delicacy of the situation and of his limitations as the head of a government with restricted powers, does not see this visit as a mere courtesy call, but as a milestone. To assure his own political survival, he needs to extricate Lebanon from its severe economic crisis and avoid entanglement in war. For the new American administration that is still formulating its Middle Eastern policy, this visit could be an opportunity to prevent a conflagration in Lebanon and to begin a new long-term policy towards Lebanon and Syria.
