Abstract:
Since October 27, the Houthis have launched three medium-range ballistic missiles at Israel, a first since Saddam Hussein fired Scud missiles into the country in 1991. The Yemen-based jihadists have also launched at least eight salvos of cruise missiles and long-range explosive drones focused on the southern port of Eilat. Moreover, they have attacked U.S. assets directly during the Hamas-Israel war, shooting down one MQ-9 Reaper drone and routing numerous missiles near Navy vessels. If Iran continues to develop the group’s capabilities, the Houthis may provide the broader “axis of resistance” with a potent new chess piece. In this timely Policy Note, Michael Knights assesses the rising Houthi threat and explains how the United States and its allies can respond more assertively and effectively. A revamped policy would recognize the intimate alliance between the Houthis and Iran—which has never been a “marriage of convenience,” as some analysts have imagined—and seek to counter the group’s aggression with the goal of securing U.S. interests and providing a better future for the Yemeni people.

Abstract:
Last year was one of the bloodiest in the West Bank since the second Palestinian intifada two decades ago, and 2023 is already on track to surpass it. Worse yet, the latest surge of violence comes at a time of exceptional fragility within the Palestinian Authority. Much of this fragility can be attributed to Israeli actions that chip away at the PA’s credibility and effectiveness—a fact driven home by Israel’s deadly February 22 raid in Nablus (see below). Yet the PA’s poor governance and political ossification are key contributors as well, as leaders in Ramallah steadily lose control over parts of the West Bank in a vicious cycle of instability and ever-eroding legitimacy. If this trajectory continues, the PA might even run the risk of unraveling altogether. As the United States seeks diplomatic ways to restore calm and curb escalatory policies on both sides, it should pay closer attention to domestic Palestinian factors that contribute to these damaging trends.

Communities outside the West Bank security barrier constitute an obstacle to a future two-state solution and a potential source of friction between Washington and Jerusalem. Springtime in Israel has been marked by instability, from a spate of deadly terrorist attacks to the resignation of Idit Silman from the coalition government and violent clashes in Jerusalem. Yet these developments do not change the fundamental challenges in U.S.-Israel relations: first, the shape of a new Iran nuclear deal, and second, Israel’s West Bank policy, which has largely allowed the hardcore among Jewish settlers to pursue their ideological goals through the construction of settlements, outposts, and neighborhoods outside major blocs. By granting Israel much more say over the sovereignty of a future Palestinian state and its ability to absorb refugees, the document may undermine the administration’s ability to build an international coalition behind its policies. President Trump’s “Peace to Prosperity” plan was presented as a departure from previous approaches—a notion that invited praise from its supporters (who saw it as a recognition of reality) and criticism from its opponents (who saw it as an abandonment of valued principles). The plan does in fact diverge from past efforts in fundamental respects, yet there are also some areas of continuity, and ultimately, the extent to which it gains traction will be subject to many different political and diplomatic variables. Even so, the initial substance of the plan document itself will play a large part in determining how it is viewed by various stakeholders, especially those passages that veer away from the traditional path on core issues. Part 1 of this PolicyWatch assessed what the plan says about two such issues: borders and Jerusalem. This second installment discusses security, refugee, and narrative issues.

On the twenty-fifth anniversary of the peace treaty, both parties and the United States have strategic interests in upholding and reinforcing the relationship. The optimism that characterized the signing of the Israel-Jordan peace treaty a quarter-century ago has long since dissipated. Today, the peace rests on a strong security foundation but lacks popular support, particularly on the Jordanian side. Nevertheless, there remain important opportunities for strengthening Israel-Jordan relations and preserving that pillar of America’s steadily eroding security architecture in the Middle East. It is critical for Washington to prioritize Jordan on its agenda. This includes urging the still-to-be-formed Israeli government to take responsible action on two fronts: keeping Amman’s interests in mind when formulating policy toward the West Bank, and implementing long-delayed initiatives that would help Jordan’s struggling economy.

Abstract:
In early September, three senior leaders of Jordan's Muslim Brotherhood (MB) resigned from the organization's executive bureau after it voted to dissolve the MB political department -- one of the few remaining components of the organization controlled by moderates. The resignations were a protest against not only the executive bureau's decision, but also the MB's increasingly close affiliation with Hamas. Today, the Jordanian MB is facing an unprecedented internal crisis, pitting the traditional moderate East Bank leadership -- Jordanians who are not originally Palestinian -- against the powerful pro-Hamas Palestinian-led element. Lately, these divisions have been aggravated by Hamas political bureau head Khaled Mashal's apparent efforts to exploit the shifting balance of power within the MB to further his own organization's agenda in Amman. Ironically, Jordanian authorities -- who have long prided themselves on managing the Islamist issue -- have done little to stem the tide.

Last week, Jordan's minister of information publicly confirmed that senior Jordanian officials have been meeting with Hamas in an effort to "solve pending security issues." These talks represent a significant shift for Amman, since relations between Jordan and the Palestinian group had been frozen for two years, following the arrest of three Hamas members in the kingdom on terrorism and weapons charges. Although the decision to renew contacts with Hamas suggests that Amman remains concerned with Hamas-related activities in the kingdom, the timing also highlights domestic and regional pressures on King Abdullah and the Jordanian government.

Abstract:
Almost a decade after expelling Hamas from its territory, Jordan is in the process of reassessing its ties with the militant Palestinian group, an organization dedicated to undermining the two-state solution. Although Jordanian officials repeatedly have stated their aversion to dealing with non-state actors, recent discussions with Hamas suggest that Jordanian policy is driven more by pragmatism than principle. Current realities, including the growing strength of Hamas and the waning prospects of peace between Israel and the Palestinians, are propelling Amman to engage in tactical shifts in its foreign policy to protect its national interests. How this will affect the peace process and Palestinian president Mahmoud Abbas remains to be seen.

Abstract:
Egypt has been scrambling to formulate a new policy toward the Gaza Strip this week after being challenged by Hamas, which opened more than eleven crossings along the Israeli-constructed wall that serves as the Egypt-Gaza border. Up to 750,000 Palestinians have flooded the northeastern corner of the Sinai Peninsula since January 23, spending approximately $130 million in local markets, while tens of thousands of Egyptians took advantage of the lack of immigration, customs, and security controls to cross into Gaza. This massive movement of people caught many by surprise and may have serious ramifications for Israel, Egypt, and the Palestinians.

Abstract:
Hamas's June 2007 victory over Fatah was more than a political achievement -- it was a military bonanza. From its capture of Fatah's security headquarters, Hamas acquired stockpiles of American-made small arms and ammunition as well as a wide range of military equipment and vehicles originally transferred to bolster Fatah forces loyal to President Mahmoud Abbas. In addition, increased smuggling activity since June has reportedly provided Hamas with Russian-made weapons, including antitank and antiaircraft missiles. Israel's Shin Bet estimates that forty tons of explosives entered Gaza in the two months following Hamas's takeover, along with 150 rocket-propelled grenade (RPG) launchers in August alone. In all, according to Israeli public security minister Avi Dichter, it would have taken Hamas approximately one year to obtain the amount of weaponry seized during the Gaza takeover through smuggling or other means.
