1. Securing China's core interests: the state of the debate in China

As China has grown stronger, some observers have identified an assertive turn in Chinese foreign policy. Evidence to support this argument includes the increasingly frequent evocation of China's 'core interests'—a set of interests that represents the non-negotiable bottom lines of Chinese foreign policy. When new concepts, ideas and political agendas are introduced in China, there is seldom a shared understanding of how they should be defined; the process of populating the concept with real meaning often takes place incrementally. This, the article argues, is what has happened with the notion of core interests. While there are some agreed bottom lines, what issues deserve to be defined (and thus protected) as core interests remains somewhat blurred and open to question. By using content analysis to study 108 articles by Chinese scholars, this article analyses Chinese academic discourse of China's core interests. The authors' main finding is that 'core interests' is a vague concept in the Chinese discourse, despite its increasing use by the government to legitimize its diplomatic actions and claims. The article argues that this vagueness not only makes it difficult to predict Chinese diplomatic behaviour on key issues, but also allows external observers a rich source of opinions to select from to help support pre-existing views on the nature of China as a global power.

The international system is returning to multipolarity—a situation of multiple Great Powers—drawing the post-Cold War 'unipolar moment' of comprehensive US political, economic and military dominance to an end. The rise of new Great Powers, namely the 'BRICs'—Brazil, Russia, India, and most importantly, China—and the return of multipolarity at the global level in turn carries security implications for western Europe. While peaceful political relations within the European Union have attained a remarkable level of strategic, institutional and normative embeddedness, there are five factors associated with a return of Great Power competition in the wider world that may negatively impact on the western European strategic environment: the resurgence of an increasingly belligerent Russia; the erosion of the US military commitment to Europe; the risk of international military crises with the potential to embroil European states; the elevated incentive for states to acquire nuclear weapons; and the vulnerability of economically vital European sea lines and supply chains. These five factors must, in turn, be reflected in European states' strategic behaviour. In particular, for the United Kingdom—one of western Europe's two principal military powers, and its only insular (offshore) power—the return of Great Power competition at the global level suggests that a return to offshore balancing would be a more appropriate choice than an ongoing commitment to direct military interventions of the kind that have characterized post-2001 British strategy.

There is general agreement that the world is changing, but considerable disagreement about how it is changing. Commentators variously locate this change in a 'power shift' from West to East, a trade in superpower status between the United States and China, or a transition from an era of bipolarity to one of unipolarity, multipolarity or even non-polarity. These analyses are linked by attention to a smorgasbord of dynamics that are said to be disrupting the smooth functioning of international order: globalization, US militarism, dynamics of revolution and counter-revolution, finance capital, climate change, the rise of non-state actors, new security threats, the dislocating effects of information and communication technologies (ICTs), and more.

It is a great privilege to have this extended version of my Martin Wight Memorial Lecture published in International Affairs—all the more so in this 90th anniversary issue of the journal. International Relations theory and English School thinking have been well represented in International Affairs: since Sir Herbert Butterfield delivered the inaugural Martin Wight Memorial Lecture 38 years ago in 1975, 21 Martin Wight lectures have appeared in these pages. I am delighted, therefore, to be continuing that tradition and very much hope that this trend will endure for many years to come.

5. 'Doing some things' in the Xi Jinping era: the United Nations as China's venue of choice

A more powerful China under the seemingly confident leadership of President Xi Jinping has committed to a more activist global policy. In particular, this commitment has influenced Beijing's policy towards UN peacekeeping operations, with a long-awaited decision to add combat forces to the engineering troops and police and medical units that have been features of its past contribution. In addition, Beijing has doubled the size of its contribution to the UN peace operations budget. This article explains why the UN is a key venue for China to demonstrate its 'responsible Great Power' status and expressed willingness to provide global public goods. The main explanatory factors relate to the UN's institutional design, which accords special status to China even as it represents a global order that promotes the sovereign equality of states. Moreover, there are complementarities between dominant Chinese beliefs and interests, and those contained within the UN system. Especially important in this latter regard are the links that China has tried to establish between peacebuilding and development assistance with the aim of strengthening the capacity of states. China projects development support as a contribution both to humanitarian need and to the harmonization of conflict-ridden societies. The Chinese leadership has also spoken of its willingness to contribute to peacemaking through stepping up its efforts at mediation. However, such a move will require much deeper commitment than China has demonstrated in the past and runs the risk of taking China into controversial areas of policy it has hitherto worked to avoid.

6. The inconsequential gains and lasting insecurities of India's nuclear weaponization

India's nuclear breakout in 1998, foreshadowed as early as 1974, may have been understandable for reasons of global nuclear politics, a triangular regional equation between China, India and Pakistan, and domestic politics. Yet the utility of India's nuclear weapons remains questionable on many grounds. Nuclear deterrence is dubious in general and especially dubious in the subcontinent. Nuclear weapons are not usable as weapons of compellence or defence. They failed to stop the Pakistani incursion in Kargil in 1999 or the terrorist attack on Mumbai in 2008. They will not help India to shape the military calculations of likely enemies. And India's global status and profile will be determined far more crucially by its economic performance than nuclear weapons. Meanwhile, they do impose direct and opportunity costs economically, risk corrosion of democratic accountability, add to global concerns about nuclear terrorism, and have not helped the cause of global nuclear non-proliferation and disarmament. Because the consequences of a limited regional war involving India could be catastrophic for the world, others have both the right and a responsibility to engage with the issue. For all these reasons, a denuclearized world that includes the destruction of India's nuclear stockpile would favourably affect the balance of India's security and other interests, national and international interests, and material interests and value goals.

The final volume of the Foreign relations series of documents on Indochina during the Nixon and Ford presidencies is not as detailed as those which preceded it. However, the documents do not support the view that, once the January 1973 Agreement between the Democratic Republic of (North) Vietnam and the United States had been concluded, the US was prepared to accept DRV's hegemony over the rest of Indochina, provided only that there was a 'decent interval' before it occurred. In fact, both the Nixon and Ford administrations did seek to prevent this from happening, but found their hands tied by congressional opposition. In the case of Cambodia, the United States also found itself the victim of its own illusions about the willingness of the People's Republic of China to support an alternative government led by the former ruler, Prince Norodom Sihanouk. Following the more or less total collapse of American policy in April 1975, some interesting 'post-mortems' from various government departments on the history of US involvement in Indochina are also printed in the volume under review.

Warfare is a uniquely human endeavour, and has been central to human culture and civilization for many thousands of years. Early forms of intergroup conflict were conducted by our hominid ancestors over one million years ago, while the development of larger-scale, organized conflict is recorded by early civilizations in Mesopotamia and China almost 5,000 years ago. The impetuses for warfare, being a complex mix of genetics, psychology, culture, politics, technology and resource availability, are unlikely to disappear in the future, as long as our species survives. Though the nature of warfare is changing, from its most devastating twentieth- century form of industrial 'total' warfare to the geographically and politically complex 'everywhere war' that is beginning to define conflict in the twenty-first century, violent conflict is certain to remain a defining part of the human story.

Large-scale environmental problems captured the world's attention in the early 1970s, as countries recognized the close links between environmental integrity and economic prosperity. In response to these problems, states created a system of international environmental governance, with the United Nations Environment Programme (UNEP), established at the 1972 Stockholm Conference, at its core. Since then, the institutional framework has grown in size and complexity, with a steady increase in the number of institutions, agreements, meetings, reports, and actors; yet global environmental concerns remain largely unresolved. However, a heightened perception of insecurity and risk has emerged as the leitmotiv of the Olympic Games in recent years, especially since 2001. Insecurity became the dominant discourse of the 2012 Games when the announcement in July 2005 by the International Olympic Committee (IOC) that London had been selected as the host city was over shadowed by the '7/7' terrorist attacks on the London transport system the following day. The holding of the second Africa–India Forum summit in Addis Ababa in May 2011 highlighted the burgeoning political and economic ties between New Delhi and the African continent. It also reflected the growing significance of interest in Africa on the part of a diverse group of developing nations, of which China and India are perhaps the most noteworthy. China's increasing involvement in Africa has been well analysed and discussed; India's connections with the continent have by comparison been relatively overlooked. The United States has entered a period of strategic change. After spending more than a decade fighting a global counterterrorism campaign and two ground wars, it now faces shifting security challenges. The United States has killed Osama bin Laden and decimated the core leadership of Al-Qaeda and like-minded groups in Pakistan, but regional Al-Qaeda affiliates in Yemen and the Horn of Africa have taken the lead in planning and attempting terrorist attacks. American troops have left Iraq and are leaving Afghanistan, but 15,000–30,000 may remain in Afghanistan after 2014 to train Afghan forces and strike terrorist cells. Iran continues to pursue the ability to produce nuclear weapons rapidly should its supreme leader decide to do so, further destabilizing a Middle East region shaken by the Arab Spring. China continues to invest heavily in military modernization, raising sharp concerns among its neighbours. North Korea may continue to lash out militarily as its new leader Kim Jong Un seeks to demonstrate control. Last but certainly not least, the global economy remains fragile, the American economic recovery has stagnated, and US policy-makers have responded to rapidly growing American debt by reducing government spending in numerous areas, including defence. The size of these budget cuts may increase substantially in the months ahead.

Is the much hyped 'rise of Asia' translating into global public good? The leading Asian powers, China, India and Japan, demand a greater share of the decisionmaking and leadership of global institutions. Yet, they seem to have been more preoccupied with enhancing their national power and status than contributing to global governance, including the management of global challenges. This is partly explained by a realpolitik outlook and ideology, and the legacies of India's and China's historical identification with the 'Third World' bloc. Another key factor is the continuing regional legitimacy deficit of the Asian powers. This article suggests that the Asian powers should increase their participation in and contribution to regional cooperation as a stepping stone to a more meaningful contribution to global governance.

Scholars and practitioners assume this situation will persist in the face of China's rise and, indeed, that a more 'normal' Japan can and should take on anincreasingly central role in US-led strategies to manage this power transition. Thisarticle challenges those assumptions by arguing that they are, paradoxically, beingmade at a time when Japan's economic and strategic weight in Asian security isgradually diminishing. The article documents Japan's economic and demographicchallenges and their strategic ramifications. It considers what role Japan mightplay in an evolving security order where China and the US emerge as Asia's twodominant powers by a significant margin. Whether the US-China relationshipis ultimately one of strategic competition or accommodation, it is argued thatJapan's continued centrality in America's Asian grand strategy threatens to becomeincreasingly problematic. It is posited that the best hope for circumventing thisproblem and its potentially destabilizing consequences lies in the nurturing of anascent 'shadow condominium' comprising the US and China, with Japan as a'marginal weight' on the US side of that arrangement.

This article argues that Japan matters crucially in the evolving East Asian security order because it is embedded both in the structural transition and the ongoing regional strategies to manage it. The post-Cold War East Asian order transition centres on the disintegration of the post-Second World War Great Power bargain that saw Japan subjecting itself to extraordinary strategic constraint under the US alliance, leaving the conundrum of how to negotiate a new bargain that would keep the peace between Japan and China. To manage the uncertainties of this transition, East Asian states have adopted a three-pronged strategy of: maintaining US military preponderance; socializing China as a responsible regional great power; and cultivating regionalism as the basis for a long-term East Asian security community. Japan provides essential public goods for each of these three elements: it keeps the US anchored in East Asia with its security treaty; it is the one major regional power that can and has helped to constrain the potential excesses of growing Chinese power while at the same time crucially engaging with and helping to socialize China; and its economic and political participation is critical for meaningful regionalism and regional integration. It does not need to be a fully fledged, 'normal' Great Power in order to carry out these roles. As the region tries to mediate the growing security dilemma among the three great powers, Japan's importance to regional security will only grow.

This article is written in the general spirit of contributing to the development of the English School (ES) approach to International Relations (IR), and from the specific perspective of the work of Martin Wight. The literature on international society has greatly enriched our understanding of international order. However, it falls short in what it offers to one important contemporary debate. This deficiency results from its evasion of a central dilemma: how is the role of the Great Powers in managing international order best sustained when their number approximates to one single Great Power? Given the English School's attachment to the role of the Great Powers, it cannot afford to ignore this question. This article adapts ES theory to reflect a world characterized by a concentration of power. The concept of hegemony is central, and will be applied to the arguments about a putative succession between the United States and China. The case is made that their respective power trajectories need to be plotted, not just against relative material capabilities, but taking into account also the appeal of the international orders they come to represent.

This article provides an analysis of President Obama at mid-term. It looks at the mid-term elections from the perspective of the political issues that informed the debate, the implications of Republican control of the House of Representatives for both legislation and relations between the administration and Congress, and the policy areas where cooperation and possible progress is possible. The article looks at the Tea Party movement as a collection of single issue and multi-issue political groups ranging from 'nativists' to Christian fundamentalists to the eclectic and unprecedented combination of fiscal and social conservatives seen at Glen Beck's 'honoring America' event at the Washington Monument. This broad movement may be seen as a classical revitalization movement, not unlike those described by Anthony F. C. Wallace. It is opposed by another 'revitalization movement' namely the 'American renewal' promised by Obama as he ran for office in 2008. These countervailing narratives—in effect two different versions of America, one reflecting the Tea Party broadly conceived and the other reflecting Obama's 'promise'—are seeking political traction among independents. The implications of this struggle are momentous. The prevailing narrative will frame policy going forward on a range of domestic issues and on selected foreign policy questions, which will include the present debate on the Strategic Arms Reduction Treaty (START) with Russia and the upcoming debate on China, which will have even further reaching effects. Finally, this article describes Obama's struggle to frame his policy successes and the ensuing debate in a favourable light. His opponents have sought to limit his progress by presenting him as 'the other', an effective but destructive technique that could have longer term effects on the domestic political discourse. However, the author remains an optimist; he believes, together with 50 per cent of Americans, the president is likable, logical and gives a good speech, and that he will be re-elected in 2012.

The Cambridge history of the Cold War is a three-volume work by 75 contributors, mostly from the United States and the United Kingdom, and is intended as 'a substantial work of reference' on the subject. The bulk of the text deals, in frequently overlapping chapters, with the main protagonists of the conflict—viz. the United States, the Soviet Union and the People's Republic of China—and the areas in which they clashed. At the same time, it aims to go 'far beyond the narrow boundaries of diplomatic affairs', although it is not always successful in doing so. In analysing the origins of the Cold War, the contributors pay perhaps too much attention to ideology as opposed to geopolitics, a flaw which is made easier by the absence of sufficient historical background. On the other hand, the duration of the conflict and the failure of various attempts at détente is more successfully explained in terms of the zero-sum game nature of the conflict and its progressive extension from Europe across the rest of the world. When it comes to the end of the Cold War, the overall conclusion is that this came about through both a shift in the international balance of power following the Sino-Soviet split and the political and economic problems of the Soviet bloc. It is generally agreed that Mikhail Gorbachev's willingness to abandon old shibboleths both at home and abroad was a major factor in bringing about the end of the conflict. An editorial in the Wall Street Journal asserts that 'China won't be a responsible stakeholder' and acts as a 'free-rider'. Observing China's growing assertiveness in foreign policy and purported attempts to undermine the current liberal world order, Elizabeth Economy writes in Foreign Affairs that 'China is transforming the world as it transforms itself. Never mind notions of a responsible stakeholder; China has become a revolutionary power.'

The geography of power is at present being dramatically transformed, notably by the rapid economic rise of China. What makes international order legitimate in a world in which political and economic foundations are rapidly shifting? This article examines analogies and lessons from a previous transition, from a world order centered on Britain, to a US dominated global order. The article looks at two interpretations of the transition, one by E. H. Carr, the other by Charles Kindleberger. China is beginning to behave in the way expected of a Kindleberger hegemon, but also sees the possibilities of asserting power in a world that in the aftermath of 2008 looks much more like the chaotic and crisis-ridden interwar period as interpreted by E. H. Carr. The challenge for the management of the new international order will lie in the ability of China to embrace the universalistic vision that underpinned previous eras of stability, in the nineteenth century and in the late twentieth century.

This article examines the rising prominence of strategic nuclear deterrence in Sino-US relations. China is the only major nuclear power that has been actively expanding its offensive capabilities. Its nuclear modernization has inevitably caused concerns in the United States. The article suggests that China's nuclear programme is driven significantly by US missile defence, which has fundamentally altered the incentive structures for Chinese nuclear deterrence. The article also assesses the latest Chinese perception of US strategic adjustment under the Obama administration and its potential impact on arms control. It reveals that recent measures by the United States to restrain its missile defense could be conducive for achieving a strategic nuclear understanding between the two countries. The article then suggests a number of concrete actions for China and the United States to realize such an understanding.

China has grown increasingly dependent on imports of oil and, as a consequence, has become a major and very visible player in the international energy markets. For a country which has traditionally been strongly committed to the principle of self-reliance, this dependence on foreign oil has been a source of vulnerability and anxiety. But it has also been a strategic opportunity for China to chart its own ambitions and objectives as a global economic and political actor. This article addresses the various ways in which China has incorporated its energy import needs within its foreign policy. There are, it is argued, three dimensions to this. There is, first, integration and cooperation with the West and other large oil-importing countries and a shift away from neo-mercantilism to a growing reliance on international markets. Second, there is a complementary strategy of balancing, which seeks to develop the energy resources close to its borders, in Russia and Central Abstracts Asia, which are not so vulnerable to western intervention. The material transformation of the Chinese economy is forcing a concomitant process of political adjustment—and not just in China. Other states are being forced to accommodate the 'rise of China'. In this context, this article first presents a comparative analysis of China's impact on two countries, Australia and South Africa, which have little in common other than a wealth of natural resources and a possible status as middle powers; this is a particularly useful exercise because these states are geographically distant and have very different political structures and general developmental histories. Second, the authors consider how China's bilateral ties look from a Chinese perspective in these two very different relationships. Over the last two decades, as Mainland China has been developing and liberalizing its economy, Taiwan has been undergoing an equally remarkable but very different political transformation, from martial law in 1987 to its current status as one of the most vibrant, stable democracies in Asia. Despite its eventful experience of the democratization process, the parliamentary and presidential elections in 2008 proved that Taiwan is now a mature, and stable, democracy. It has passed the ultimate test, seeing the successful transition of rule from one party to another and back again, without social turmoil. Economic performance over the same period has been less striking. Once among the fastestgrowing economies, Taiwan is now afflicted by a relatively low growth rate, and problems over the outflow of capital and investment to the Mainland. The potential for conflict over cross-straits relations remains but it has been significantly reduced under President Ma and by the Mainland Chinese government's greater accommodation with a democratic Taiwan in the last decade. The risk of a military conflict between the two sides, which could drag in the US, and therefore the rest of the world, cannot be entirely discounted, however. Taiwan's greatest challenges in the next decade remain the same as in the last – to maintain its identity, to develop its democratic system, and to handle relations with the Mainland in a way that preserves its interests while avoiding conflict. Taiwan's system, which has so far proved itself robust and effective, faces a new challenge too: how to benefit from the increase in Mainland investment abroad.

In an important shift, inspired partly by drift in the Doha Round negotiations, the EU announced in 2006 that it would seek new free trade area arrangements with fast-growing economies, particularly in Asia. The plan, which ended a moratorium on the launch of bilateral trade talks, in place since 1996, was billed explicitly as a contribution to the EU's own growth and jobs strategy as well as a market-opening exercise. However, the policy has so far been no more effective than multilateral negotiations in producing concrete results. Negotiations with South Korea and ASEAN have made only slow progress, while the state of talks with India remains unclear. The EU spent most of 2007 renegotiating long-standing agreements with African, Caribbean and Pacific (ACP) countries in an effort to satisfy WTO rules. Meanwhile, the EU's partnership agreements with China and Russia have expired, and appropriate successor arrangements are still being sought. In both cases, a number of important bilateral problems and strains will need to be dealt with. With its various trade negotiations treading water, the EU may need to review its options. One could be a more aggressive pursuit of market access, modelled on the US approach. Alternatively, the EU's traditional preference for multilateral engagement may reassert itself.

Undoubtedly, the Chinese currently think of Europe, and of the European Union, primarily in economic terms. Since 2004, the EU has been China's first trading partner, accounting for 15% of its overall external trade in 2006, with a bilateral increase of 25% from 2005. Overall, bilateral trade between China and the EU has increased more than sixty-fold since 1978 to reach nearly €255 billion in 2006. In return, China is the EU's second largest trading partner, after the United States, and in 2006 became the largest source of EU imports, amounting to approximately €192 billion, or 14.4% of the total, a 21% increase from 2005. Over the same period, EU exports to China increased by 23% to approximately €63 billion.

Since the end of the Second World War, US foreign policy towards the Asia-Pacific has been characterized by the assertion of American dominance. To this end, policy-makers in Washington have adopted a varied policy towards China. From 1950 to 1972, the US pursued a containment policy designed to thwart the revolutionary goals of Maoist foreign policy. Beginning with Nixon's rapprochement with Beijing in 1972, US policy was dramatically altered to meet the overriding goal of deterring the Soviet threat. The US and China actively cooperated to contain Soviet and Vietnamese influence in Northeast and Southeast Asia. The end of the Cold War, preceded shortly before by the Tiananmen massacre, saw another shift in the US position, whereby China was no longer looked upon with favour in Washington. Acting on his presidential campaign promises not to repeat George Bush Senior's policy of 'coddling dictators'in Beijing, President Clinton initially enacted a policy that explicitly linked China's human rights record to the renewal of most favoured- nation trade status with the US. When this linkage failed, a striking policy reversal occurred as the Clinton administration adopted an unrestrained engagement policy in which it eventually underplayed Sino-US differences in the spheres of trade, human rights, and strategic-military ties.

Recent years have seen increasing liberalization of trade in financial services associated with the GATT / WTO negotiations. The Agreement concluded on 13 December 1997 by 70 WTO members will result in a significant impact on the financial services sector for these members. Although China has not yet been admitted to membership of the WTO, it has come under pressure to open its financial services market. Market access in this sector has been not only one of the major issues in its WTO accession talks, but also intrinsically linked to China's ongoing domestic financial system reforms, consistent with the gradualist scheme for its overall economic reform. China has been liberalizing its financial services sector, but only gradually. This paper outlines the reforms in its financial sector since 1979, and then offers an explanation for the slow speed of reform .

The Kyoto Protocol agreed in December 1997 was a landmark, but not an end point. Negotiations are on going to fill in the gaps left in the Protocol. From 2 to 14 November the Conference of Parties met again to follow up on Kyoto in its fourth session (COP-4) in Buenos Aires. After the media hype of the Japan meeting, the lack of news coverage was not entirely deserved. Although discussions had to focus on filling in the details in the framework of the Kyoto Protocol, these details will determine just how big a step Kyoto was The Framework Convention on Climate Change (FCCC) was negotiated at the \'Earth Summit\' in Rio de Janeiro in 1992 and has entered into force in 1994. Under the Convention the Parties have committed themselves to stabilize greenhouse gas concentrations \'at a level that would prevent dangerous anthropogenic interference with the climate system\'. The headline commitment for the countries listed in Annex I of the Convention, the industrialized countries, is to return greenhouse gas emissions to 1990 levels, and to show a reversal in the trend of growing emissions before the year 2000. The Conference of Parties meets annually as the supreme body of the Convention, dealing with various issues related to it. The Kyoto Protocol, negotiated at COP-3 in Japan, is a Protocol to the FCCC, and as such was also on the negotiating table of the COP in Argentina. It sets out renewed, and now legally binding, emission reduction commitments for the Annex B Parties (the industrialized and former COMECON countries). The overall commitments add up to a 5% reduction from 1990 in a basket of greenhouse gases, including carbon dioxide, methane, nitrous oxide, some industrial gases (HFCs, PFCs, SF6) and emissions and removals from land-use change and forestry (LUCF). After its entry into force, the Meeting of Parties (to the Kyoto Protocol) will take over the responsibility for the Protocol issues Many Annex B Parties that have taken up commitments under the Kyoto Protocol stressed the importance at working on the rules for the mechanisms of the Protocol. The EU also stressed the need for limits on the use of these mechanisms and a compliance regime. The G77/China stressed the importance of a debate on the adverse effects and impact of responses. One of the commentators said that Article 17 on international emissions trading \'contains the basic principles, but its main feature is the fact that it can be interpreted to anyone\'s liking\'. Many articles leave room for further work by the COP. Even if the text was not deliberately ambiguous, only general principles were described, so that the 170 Parties at the negotiations could reach agreement, with a later COP to decide on the details of the issue This paper will first briefly discuss the science of climate change and then consider the Buenos Aires Plan of Action and the most important individual issues of the conference.

49. Pipeline Gas In Northeast Asia

The lack of indigenous oil and gas resources in Northeast Asia is a real obstacle to the region's economic development, and the region has paid the price. The importance of the introduction of pipeline gas into Northeast Asia lies not only in diversifying supply sources but also in providing price leverage for the region's consumers. Despite many implementation problems, the Sino-Russian agreement on East Siberian gas and pipeline development laid a firm basis for the introduction of pipeline gas into the region, and this could fundamentally affect the region's energy supply balance in the coming decades. The introduction of pipeline gas will open a new era of multilateral cooperation in the region. It is now no longer a matter of whether but when and how this gas will be introduced. Northeast Asia — comprising China, Russian Asia (Siberia and the Far East), Korea and Japan — forms the world's biggest market for liquefied natural gas (LNG). Out of world trade totalling just over 100 bcm in 1996, 63.8 bcm was imported by Japan and 13 bcm by Korea, together representing 75% of the world total. Given that China is set to import both LNG and pipeline gas in the next decade, there will be further rapid growth in the region's demand for gas. Many questions about the scale of expansion, the introduction of pipeline gas as a part of the expansion, the role of natural gas in power generation, and the establishment of multilateral cooperation for the pipeline development remain unresolved. Nevertheless, recent announcements by CNPC (China National Petroleum Corporation) of two contracts signed with the Kazakstan government for the development of oilfields for transport via pipeline to western China are a strong signal that the Northeast Asian region is set to witness the introduction of long-distance pipeline oil. In the longer term, these developments may be eclipsed by the development of pipeline gas. This paper briefly reviews the potential gas and oil supply sources to the Northeast Asian region and recent developments, together with the problems that need to be tackled for early implementation of pipeline gas. After presenting the results of a unique survey on the views of both Japanese and Korean companies on the Northeast Asian natural gas market and the development of long-distance pipelines, the paper discusses the implications of such developments.
