  • Abstract: The year 2013 marks Indonesia's arrival on the global health diplomacy stage. In mid- June, the country's health minister became chair of the Global Fund to Fight AIDS, Tuberculosis, and Malaria. The president is cochairing a high-level panel advising the UN secretary-general on the global development agenda beyond 2015 that will report to the UN General Assembly in September. The same month Indonesia will host a conference of Asia-Pacific finance and health ministers to discuss ideas for funding universal health coverage in the countries of the region.

  • Abstract: The U.S.- Indonesia relationship is critical to the national interests of both nations, and will only grow more so in the years to come. The catch words are now well- known. Indonesia is the world's fourth largest country and third largest democracy. It is the largest Muslim- majority nation, one of the most pluralistic societies on the planet. Its political system provides proof that democratic norms and values are not dependent on culture, history, or religion.

  • Abstract: As China's economy expanded in recent decades, there has been a corresponding rise in the amount of foreign assistance it offers to the developing world. In particular, China increased aid to countries in Africa, Latin America, and Southeast Asia. Some of China's methods and objectives are controversial with the international aid community. Critics accuse China of frequently following a “mercantilist” strategy in using aid and loans in order to secure natural resources such as oil and raw materials. One commentator went so far as to describe Chinese aid as “rogue aid,” because it is driven by self-interest and not what is best for the developing world.1In remarks widely interpreted as aimed at China, Secretary of State Hillary Clinton recently warned countries to be “wary of donors who are more interested in extracting your resources than in building your capacity.”2Added to these feelings, China treats the methodology of its aid as a competitive asset and has sought to distance itself from international efforts at creating a cooperative framework for foreign assistance. In spite of this, since the second term of the Bush administration, the United States has sought to engage with China on international development. This includes high-level meetings be-tween the heads of China's foreign aid bureaucracy and the U.S. Agency for International Development (USAID), as well as on-the-ground attempts to find common ground on development.

  • Abstract: Southeast Asia will be the next big growth engine in Asia. Indonesia, Malaysia, the Philippines, Thailand, and Vietnam, with a population of 525 million and a combined GDP of $2.8 trillion (when measured by purchasing power parity), are expected to grow almost 6 percent between now and 2030, according to the Asian Development Bank. For years, they have been eclipsed by China and India, but now their combined GDP is catching up with India and they could overtake Japan in less than two decades. For U.S. firms, these five members of the Association of South East Asian Nations—hereafter the ASEAN-5—are a trade, energy, and environment story.

  • Abstract: The last quarter of 2009 featured high-level Chinese leadership diplomacy with individual Southeast Asian countries, ASEAN, and Asian regional multilateral groups. Salient meetings involved the ASEAN Plus 1 and Asian leadership summits in Thailand in October, a presidential visit to Malaysia and Singapore, including the APEC leaders meeting in Singapore in November, and high-level visits to Australia in late October, and Myanmar and Cambodia in December. Chinese official media commentary showed some concern over recently heightened US and Japanese diplomatic activism in the region. The South China Sea disputes and military tensions along the China-Myanmar border were much less prominent than earlier in the year.

  • Abstract: Political conflict in Thailand between the ruling, rural-based pro-Thaksin People Power Party (PPP) and an urban elite coalition calling itself the People's Alliance for Democracy (PAD) – though actually opposing democratic elections – turned violent in November and shut down Bangkok and the capital's airports for several days. The PPP government was forced to postpone the ASEAN summit scheduled for early December because of the violence and rescheduled the meeting for February 2009 to the dismay of other ASEAN leaders. Nevertheless, the new ASEAN Charter, which provides the Association with a legal personality for the first time, was activated at a special meeting of ASEAN foreign ministers in Jakarta on Dec. 15. Southeast Asian leaders welcomed Illinois Sen. Barack Obama's election as the next U.S. president although some commentators noted that the Democratic Party has sometimes followed a trade protectionist policy when the U.S. economy is in difficulty. The Democrats have also taken a tougher position on human rights. In general, though, no significant change is foreseen in U.S. policy for Southeast Asia under President-elect Obama.

  • Abstract: The cancellation of a draft peace agreement between the Moro Islamic Liberation Front and the Philippine government triggered renewed violence in the Philippine south and allegations that U.S. forces are involved in Philippine armed forces suppression activities. Both Manila and Washington deny the charges, though U.S. Special Operations Forces have been training the Philippine military in Mindanao since 2002. The U.S. has added new sanctions against Burma's junta and continues to criticize its political repression, while aid for the victims of Cyclone Nargis remains under the Burmese military's control. Ratification for ASEAN's new Charter by its member states has been achieved by eight of the 10 countries. The delays include concerns in the Indonesian and Philippine legislatures about Burma's detention of Aung San Suu Kyi as well as the junta's insistence that any ASEAN Human Rights Commission be toothless. The U.S. State Department has expressed concern over the Malaysian government's arrest of opposition leader Anwar Ibrahim on suspicious sodomy charges. Malaysian leaders responded angrily that the U.S. complaint constitutes interference in Kuala Lumpur's domestic politics and that Washington is not “the policeman of the world.”

  • Abstract: Chinese relations with Southeast Asia were overshadowed for most of the quarter by Chinese leadership preoccupations with the 2008 Olympic Games and various crises involving toxic Chinese milk supplies, turmoil in U.S. and international financial markets, leadership uncertainty in North Korea, and the Russia-Georgia war. Although official Chinese media highlighted President Hu Jintao's meetings with Southeast Asian and other world leaders at the Beijing Olympics, he and other top leaders did not travel to Southeast Asia except for the foreign minister's attendance at the ASEAN meetings in Singapore in July. New troubles emerged with Vietnam, notably over oil exploration in the South China Sea. The recent pattern of Chinese, Japanese, and South Korean leaders meeting independent of ASEAN, despite their continued avowals of ASEAN's “leadership” in East Asian regional matters, paused when Japanese officials announced the postponement of a planned summit among the three northeast Asian powers in September on account of the resignation of Japan's prime minister.
