- A key issue dominating Iran’s foreign policy agenda is the future of the Iran nuclear deal with regard to the next US president. Non-state armed groups mark the core of Iran’s leverage in the region, but Iran is currently looking into diversifying its means of influence. Although Iran considers its non-aligned position a strength, it is also a weakness. In an otherwise interconnected world, where other regional powers enjoy partnerships with other states and can rely on external security guarantors, Iran remains alone. By being more integrated into regional cooperation and acknowledged as a regional player, Iran could better pursue its interests, but US attempts to isolate the country complicate any such efforts. In the greater superpower competition between the US and China, Iran is unlikely to choose a side despite its current “look East” policy, but may take opportunistic decisions.

He is campaigning for re- election and has promised to bring the boys (and girls) home for Christmas. In late 2019, Trump had already withdrawn most troops from Syria, and now the peace agreement with the Taliban (29 February 2020) will allow him to draw down the US military presence in Afghanistan too. And the US is considering pulling its troops out of the Sahel as well. What does this mean for Europe?

- This paper examines the key drivers shaping Australia’s role as a middle power in an era of intensifying US-China strategic competition. These drivers include the influence of strategic geography; its historical legacy in international affairs; the impact of its economic relationships with states in the Indo-Pacific region; the changing demands of defence policy, including the potential offered by rapid technological change; and, the impact of climate change, resource constraints and demographic factors. The paper considers three possible scenarios that will shape Australia’s middle power policy choices – a US-China strategic equilibrium; a “China crash” scenario that promotes a more nationalist and assertive Chinese foreign policy; and a third “major power conflict” scenario where competition extends into military conflict. The paper concludes that Australia cannot maintain a delicate balance between its strategic alliance with the US and trading relationship with China. It argues there is a need for Australia to adopt a deeper strategic alliance with the US while promoting closer ties with its partners in the Indo-Pacific and supporting the growth of a Free and Open Indo-Pacific region to counterbalance growing Chinese power. Australia needs to embrace an Indo-Pacific step up, and as a middle power, reduce the prospect of a Sino-centric regional order emerging.

- The decision by the United States to withdraw from the “Joint Comprehensive Plan of Action” and re-impose sanctions on Iran broke an international understanding, sanctioned by a UN Security Council Resolution. However, European and other non-US companies dealing with Iran must abide by US law in order to avoid its extra- territorial effects on their US operations. Efforts are being made to help the EU keep its “sovereignty” on sanction issues when there is disagreement with the US, but until now these have not accomplished much. Therefore a new Instrument in Support of Trade Exchanges (INSTEX) was launched at the end of January to ensure the continuation of some trade with Iran. But the only convincing way to allow the EU to increase its autonomy is to boost the role of the Euro in international transactions. Certainly, in today’s unpredictable world, we need more than ever to address the issue of the extraterritorial application of American sanctions – today it is Iran, what if tomorrow it is China?

9. Downsizing Defense in Development: Unpacking DOD’s Development Assistance

- The US Department of Defense (DOD) is not a development agency, but it does manage millions of dollars of development assistance. In the early 2000s, DOD took on a significantly expanded development role, prompting a number of concerns and creating a lingering perception of intensive US military involvement in development activities. In fact, lessons learned from this era drove a reconceptualization of the Pentagon’s role in development. Today, the military controls only a tiny portion of US development funds, most of which go toward health (mainly PEPFAR) and disaster relief activities. This paper provides a brief landscape analysis of DOD’s recent development aid-funded efforts, breaking down its engagement into six key thematic areas. It concludes with five considerations related to DOD’s role in development assistance: (1) DOD has comparative advantages that make it an important actor in US development policy; (2) civilian-military coordination is hard but critical for development policy coherence; (3) adequate resourcing of civilian agencies is critical for effective civilian-military division of labor; (4) increasing the flexibility of civilian agencies’ staffing, programming, and funding could complement the military’s rapid response capabilities; and (5) incomplete transparency and limited focus on results reduces accountability around DOD’s aid investments.

- On 2 March 2019 Pugwash held a roundtable in Tel Aviv in cooperation with the Israeli Pugwash Group and the Alliance Center for Iranian Studies, University of Tel Aviv. More than 25 participants including former officials, academics, and members of civil society attended, including a small number from Europe, the US and Russia. Discussion broadly focused on the situation in the Middle East and the role of the United States and Russia, as well as China, and with a particular focus on Iran’s nuclear and missile programs. Many Israelis continue to have serious concerns regarding the entrenchment of Iranian influence and the extent of their force projection toward the Levant. Equally, many Israelis were keen to understand the nature of the Russian-Iranian relationship, most acutely expressed through their cooperation in Syria in recent years, and how the direction of US policy appears to be evolving in the region. In general, it was observed that the prevailing tensions in the region – with ongoing conflict in Syria and Yemen, the isolation of Qatar amongst many Arab countries, and the deepening rivalry between Iran and other countries – should be viewed through the lens of the lack of communication between officials and non-officials across the spectrum of complex issues.

- After a year in which Iran opted for "strategic patience," in the hope that European nations would compensate for the United States sanctions, it now seeks to present a price tag for the US measures against it, and has thus embarked on a response comprising action in three realms: nuclear, military, and oil exports from the Gulf. In the current circumstances, Iran and the United States are demanding conditions that would make a resumption of negotiations difficult, although both sides apparently understand that dialogue may ultimately be the less dangerous option for them. The latest developments embody the potential for escalation and miscalculation that is liable to affect Israel's security, and therefore the security cabinet should convene to craft an appropriate policy for the near, medium, and long terms.

- The rescue of Bashar al-Assad’s regime by the pro-Assad coalition, comprising Russia, Iran, and Iranian proxies, led to the victory of the regime over the rebels; the coalition’s achievements stem primarily from the effective cooperation between Iran and Russia since 2015 in fighting the rebels. Now, with the battles over, despite shared interests in consolidating the Assad regime, inherent tensions between Russia and Iran regarding influence in Syria have emerged in greater relief. Yet despite the disagreements, this it is not a zero-sum game between Russia and Iran. Both continue to cooperate on a range of issues in the Syrian arena and beyond. Iran for its part continues to see its consolidation in Syria as a strategic objective, and despite difficulties that have emerged, it seems that Tehran remains determined to continue, even if to a lesser extent than originally planned. After the success of Israel’s military actions to halt Iran’s military consolidation in Syria, Jerusalem should maximize the political potential and the shared interest of Russia and the United States to stabilize the situation in Syria, and to reduce Iran’s influence and capabilities in the country.

- The transatlantic relationship is undergoing a period of turmoil. President Trump’s unorthodox policies have exacerbated historical sources of mistrust between the U.S. and its European allies. This working paper approaches the transatlantic bond from the perspective of asymmetric trust, a perennial factor in transatlantic security and defence affairs. For Europe, the U.S. remains the ultimate guarantor of security, rendering allies dependent upon Washington’s decisions and goodwill. From the American perspective, the European allies are not crucial in ensuring U.S. national security, but remain a pool of reliable partners, whom Washington can periodically draw upon to pursue its global ambitions. This paper evaluates how mistrust has featured within the asymmetric alliance setting, and places the current friction between the U.S. and Europe within this broader context. Acknowledging the sources of mistrust and managing mutual suspicions are crucial for the sustainability of the alliance in an increasingly competitive international arena.

16. The Geostrategic Arctic: Hard security in the High North

- The end of the Cold War meant that the Arctic region lost most of its geostrategic relevance. However, due to growing great power competition, the Arctic is back on the geopolitical map. Hard security dynamics in the region are defined by two key elements: the importance of conventional long-range missiles and nuclear weapons for Russia, and the importance of the North Atlantic sea line of communication for European defence. Russia has revitalized its Cold War-era bastion strategy, which aims to ensure the survival of its strategic ballistic missile submarines. In a crisis scenario, this strategy could pose serious challenges to the Nordic countries as well. Five Arctic states are members of NATO and the Alliance’s collective defence is operational in the Arctic. Even if the Arctic is still not a focus area for NATO, the North Atlantic maritime domain is increasingly back on the agenda. Given the divergent strategic interests and lack of common ground between Russia and other Arctic states on grand strategic issues, the Arctic will not be losing its geostrategic importance anytime soon.

- A newfound focus on great-power competition has brought geoeconomics to the forefront of strategic thinking in Washington D.C. The United States is well positioned to use coercive economic tools, particularly unilateral sanctions, in this game because of its structural advantages in the global economy and financial system. President Donald Trump and his administration have also signalled a preference for the unilateral use of sanctions to excel in the competitive international geostrategic environment and confront “rogue regimes”. Meanwhile, wrangling between Congress and the White House over sanctions policy has intensified since the 2016 presidential election. These systemic, policymaker-bounded and domestic-political factors have created a perfect storm in US sanctions policy. While the US may be able to pursue sanctions unilaterally in the short term, in the long run this may dissuade allies from cooperating and erode America’s structural advantages as other states resort to hedging.

- The study applies scenario analysis – with scenarios set in the early 2020s – to generate force requirements, and assesses the ability of NATO’s European member states to meet these requirements based on data from the IISS Military Balance Plus online database. The cost of closing the identified capability shortfalls through equipment acquisition has been estimated. The objective of the study is to enable informed policy dialogue both in Europe and in a transatlantic setting. The study explicitly does not intend to predict future conflicts nor the intentions of any of the actors involved. Neither does it wish to prescribe a certain path of action to be pursued by European NATO governments. The first scenario examined deals with the protection of the global sea lines of communication (SLOCs). In this scenario, the United States has withdrawn from NATO and has also abandoned its role of providing global maritime presence and protection, not just for its own national interest but also as an international public good. It thus falls to European countries to achieve and sustain a stable maritime-security environment in European waters and beyond, to enable the free flow of international maritime trade, and to protect global maritime infrastructure. The IISS assesses that European NATO members would have to invest between US$94 billion and US$110bn to fill the capability gaps generated by this scenario. The second scenario deals with the defence of European NATO territory against a state-level military attack. In this scenario, tensions between Russia and NATO members Lithuania and Poland escalate into war after the US has left NATO. This war results in the Russian occupation of Lithuania and some Polish territory seized by Russia. Invoking Article V, the European members of NATO direct the Supreme Allied Commander Europe (SACEUR) to plan Operation Eastern Shield to reassure Estonia, Latvia and Poland, and other front-line NATO member states, by deterring further Russian aggression. European NATO also prepares and assembles forces for Operation Eastern Storm, a military operation to restore Polish and Lithuanian government control over their territories.

21. Advancing UK maritime aviation in the Queen Elizabeth-class era

- The United Kingdom is on the cusp of regenerating what is a transformational capability. The first of the UK’s new-generation aircraft carriers, HMS Queen Elizabeth, has been at sea on trials for two years, and is working up towards its first operational deployment in 2021. The second ship, HMS Prince of Wales, is scheduled to be accepted into service before the end of the year. The F-35B Lightning II has achieved initial land-based operating capability and the Lightning Force has carried out its first overseas deployment, Lightning Dawn. Maritime aviation in the round has undergone a significant transformation, and there has been a substantial increased focus on collaboration and partnering with industry as well as developing stronger links with critical allies. To underscore the significance of the undertaking, then secretary of state for defence Penny Mordaunt announced on 15 May 2019 that the UK planned to produce a National Aircraft Carrier Policy to lay down a blueprint for how the new carrier era would help deliver the UK’s global objectives. In addition, on 4 June, then prime minister Theresa May announced that the UK would earmark the Queen Elizabeth-class carriers to form part of NATO’s significant new Readiness Initiative. These developments have prompted thought and discussion on the extent to which the carrier programme will enable and actually drive the transformation of UK joint-force capabilities, and are posing questions about the demands such a programme will place on UK defence and industry. - Recent developments in transatlantic relations have reignited the debate about the need for Europeans to assume greater responsibility for their own security. Yet, efforts by European leaders to substantiate the general commitment to 'take their fate into their own hands' are so far lacking sufficient progress. Against this backdrop, the Körber Policy Game brought together a high-level group of senior experts and government officials from France, Germany, Poland, the UK and the US to address a fictional scenario that involves a US withdrawal from NATO, followed by multiple crises in Europe. How will Europeans organise their security and defence if the US withdraws from NATO? To what extent will future European security be based on mutual solidarity, ad-hoc coalitions or a bilateralisation of relations with the US? Which interests would the respective European governments regard as vital and non-negotiable? What role would the US play in European security after the withdrawal? The Körber Policy Game is based on the idea of projecting current foreign and security policy trends into a future scenario – seeking to develop a deeper understanding of the interests and priorities of different actors as well as possible policy options. The starting point is a short to medium-term scenario. Participants are part of country teams and assume the role of advisers to their respective governments.

- The stabilizing role of the INF Treaty is still relevant. Its importance has even increased against the background of the sharp deterioration of relations between Russia and the West in recent years due to the well-known events in Ukraine, aggravated by mutual sanctions and NATO’s military build-up near Russian borders. Preserving the INF Treaty, which has now become the subject of controversy and mutual non-compliance accusations between Russia and the United States, is therefore doubly important.

24. North Korea’s Shift to Diplomacy in 2018: A Result of U.S. Pressure or North Korean Security Calculus?

- After conducting a record number of missile and nuclear tests in 2016 and 2017, North Korea dramatically changed its policy approach and embarked on a diplomatic initiative in 2018. It announced a self-imposed halt on missile and nuclear tests and held summit meetings with the United States, China, and South Korea from spring of that year. Why did North Korea shift its policy approach? This paper evaluates four alternative explanations. The first is that the change was driven by North Korea’s security calculus. In other words, North Korea planned to achieve its security goals first before turning to diplomacy and successfully followed through with this plan. The second is that U.S. military threats forced North Korea to change its course. The third is that U.S.-led sanctions caused North Korea to shift its policy by increasing economic pain on the country. The fourth is that diplomatic initiatives by South Korea and others prompted North Korea to change its position. This paper examines the actions and statements of the United States, North Korea, China, South Korea, and Russia leading up to and during this period to assess these four explanations. It concludes that military threats and economic pain did not dissuade North Korea from obtaining what it considered an adequate level of nuclear deterrence against the United States and that North Korea turned to diplomacy only after achieving its security goals. External pressure may have encouraged North Korea to speed up its efforts to develop the capacity to strike the United States with a nuclear-armed missile, the opposite of its intended effect. Diplomatic and economic pressure may have compelled Kim Jong Un to declare that North Korea had achieved its “state nuclear force” before conducting all the nuclear and ballistic missile tests needed to be fully confident that it could hit targets in the continental United States. These findings suggest that if a pressure campaign against North Korea is to achieve its intended impact, the United States has to more carefully consider how pressure would interact with North Korean policy priorities. Pressure should be applied only to pursue specific achievable goals and should be frequently assessed for its impact.

- Abstract:
- China and the United States view each other as potential adversaries with mixed motives and divergent value systems, yet both can benefit from cooperation to reduce the risk of war, avert arms races, and prevent proliferation or terrorist access to weapons of mass destruction. The two countries have more common interests, fewer ideological differences, and greater economic interdependence than the United States and the Soviet Union had during the Cold War. In principle, arms control broadly defined, i.e., cooperation to reduce the likelihood of war, the level of destruction should war occur, the cost of military preparations, and the role of threats and use of force in international relations, could be at least as important in this century as it was in the last. In practice, though, China’s rise as a strategic power has not been matched by a corresponding increase in the kinds of cooperative agreements that helped keep the costs and risks of superpower competition from spiraling out of control. Why not? This paper argues that because China’s strategy rests on different assumptions about security and nuclear deterrence than U.S. strategy does, its ideas about arms control are different, too. China has historically put more value on broad declarations of intent, behavioral rules, and self-control, while the United States has prioritized specific quantitative limits on capabilities, detailed verification and compliance mechanisms, and operational transparency. When progress has occurred, it has not been because China finally matched the United States in some military capability, or because Chinese officials and experts “learned” to think about arms control like their American counterparts do. Rather, it has happened when Chinese leaders believed that the United States and other countries with nuclear weapons were moving toward its ideas about security cooperation--hopes that have repeatedly been disappointed. Understanding Chinese attitudes toward security cooperation has gained added importance under the Trump administration for two reasons. Trump’s national security strategy depicts China and Russia as equally capable antagonists facing the United States in a “new era of great power competition,” so the feasibility and desirability of mutually beneficial cooperation with China have become more urgent questions. The costs and risks of coercive competition will keep growing until both sides accept that they outweigh whatever benefits might accrue from trying to maximize power and freedom of action in a tightly interconnected world.

- This paper analyzes China’s words and actions regarding the Nuclear Security Summits to better understand what Chinese leadership on nuclear security could look like in the future. It finds that China accomplished the many things it said it would do during the summit process. The paper also explores how China’s policy and actions in other nuclear arenas could be paired with Chinese nuclear security policy to form a coherent agenda for nuclear risk reduction writ large. Consequently, the paper addresses how China doing as it says and does – per nuclear security – may be used as a way in which to inform its future nuclear security roles and responsibilities. In particular, it assesses China’s opportunities to assume a leadership role within this crucial international security issue area, especially at a time where U.S. leadership has waned.

- This month last year, the Kuwaiti government hosted a ‘Conference for the Reconstruction of Iraq’. It was attended by the United Nations Secretary General, António Guterres, along with dozens of foreign ministers and large numbers of other government and business representatives. The timing was perfect for Iraq. The country had recently announced the military defeat of the Islamic State (IS) and was enjoying an unprecedented level of optimism and all-round international good will. Until then, Iraq had for a number of years been suffering from a severe economic crisis, precipitated largely by decades of poor management of state resources, never-ending wars and crises, and the drop in oil prices. Hence, the country needed help and, luckily for the Iraqis, its neighbours were willing to help because failure to address reconstruction needs would add to the country’s fragility and chronic instability.

- This year the North Atlantic Treaty Origination (NATO) marks seventieth anniversary of its creation. Back in 1949, the founding nations gathered around the United States as the leader of Western liberal democracies, establishing NATO as a military and political alliance that was to serve as a barrier against the Soviet Union, ‘’’’ serve as a counterbalance to NATO and the era of the Cold War gained full sway, with clearly established division in Europe between the capitalist West and communist East, and with only a handful of European countries opting for neutrality. Thus, a bipolar system of world order was established, with defined territories and its export of communism throughout the continent. Just six years later, Moscow assembled the Warsaw Pact together with other Eastern European communist countries, excluding Yugoslavia. The Warsaw Pact was to and frontiers of the two global adversaries, and the Cold War pertained until the collapse of the USSR in 1991. From 1991 onwards, fifteen new independent states emerged from the disintegrated Soviet Union, with the newly founded Russian Federation as its legal successor and a permanent member of the United Nations Security Council. Subsequently the Warsaw Pact had collapsed, and Eastern European countries used a transition period that was to bring them closer to the West, ultimately to NATO and the European Union. The collapse of the Soviet Union was the single most important event in history after the World War II and the world entered into a new era. Back in early nineties, it seemed that Russia and the West have buried the tomahawk of war for an indefinite time, and many political theorists and politicians, in both NATO member states and in Russia, have stated that without its archrival NATO no longer had raison d’etre.

30. Volodymyr Zelensky’s Sweeping Victories: Is Ukraine’s Turn Toward the West Definite?

- For more than half a decade Ukraine has been one of epicenters on the map of geopolitical crises in the world and consequently drawn a lot of international attention worldwide. Ever since it gained its independence form the crumbling Soviet Union in 1991, Ukraine was a of the country also changed. Ukraine has been dominated by Russia as the Russian Empire penetrated deep toward the Black Sea in the 17th century, and the position of inferiority towards Moscow was also the case in the USSR. The first upheaval dubbed the Orange Revolution sort of buffer zone between the West and East, between the United States and European allies on the one hand, and the Russian Federation on the other. With the change of political elites and their political preferences, the orientation in 2004, brought to power Viktor Yushchenko, who tried to conduct reforms and bring Ukraine closer to the West, but the effect of his Presidency were ephemeral. President Viktor Yanukovych turned Ukraine’s sight towards Russia again, but also kept the process of EU association alive before suddenly deciding not to sign the Association Agreement with the EU just days before the planned signing ceremony on 29th November 2013. This Yanukovych’s abrupt turn from EU in favor of stronger ties with Russia triggered the wave of massive public demonstrations which later become known as the Euromaidan and subsequently the Ukrainian revolution in February 2014. The Euromaidan Revolution toppled Yanukovych and the new pro-Western government was formed. Russia soon reacted to the change of tide in Ukraine by annexing the Crimean peninsula in March and soon the armed conflict between the pro- Western government in Kiev and Russia backed rebels in Donetsk and Luhansk Oblasts broke out. Ever since the spring of 2014, Ukraine has been engulfed in a brutal conflict in the east of the country that is hampering its efforts to reform and get closer to the EU. Nonetheless, Ukrainian leadership is under the new President Volodymir Zelensky is striving to forge stronger links with the West and the EU.

- Russian President Vladimir Putin has confounded American policy makers with his agenda in the Middle East for at least the past decade. Russia’s stance has varied in its accord with Western policies, at times seeming to align—as in Libya and Yemen—and other times shirking, by showing indifference toward Iran’s nuclear program violations. Western diplomats have long puzzled over Putin’s real aims in the region and whether or not he could ever be a reliable ally. Russian airstrikes in Syria in 2015 marked a turning point in its foreign policy. Taking full advantage of the vacuum created by President Obama’s failure to intervene, Russia stepped in to lead, signaling Moscow’s new commitment to involvement in the region. Just two years prior, Putin had refused to export missiles systems to Syria, raising hopes in the West for a possible partnership that could help to stabilize the region. It was not to be. Russian officials fanned speculation and confusion about its actions in Syria. To the public, they skewed the purpose of intervention, first claiming to target Islamic State, then “terrorists” in general. In fact, Russian bombs fell on anti-Assad rebel groups, some of whom were armed and trained by US intelligence agencies. Thus began a protracted “proxy war” between the United States and Russia that continues today.

32. When Parallel Red Lines Meet: Recent Events in Syria in Various Contexts

- At the strategic level, the convergence in time and space of the events following the chemical weapons attack in Duma by the Syrian regime portend a dramatic development with substantial potential impact for Israel’s security environment. The attack on the T4 airbase, attributed to Israel, falls within the context of the last red line that Israel drew, whereby it cannot accept Iran’s military entrenchment in Syria. The attack in Duma reflects the Syrian regime’s considerable self-confidence at this time. As for Trump, the attack provides him with another opportunity to demonstrate his insistence on the red lines that he drew and take a determined stance opposite Putin. Thus, Israel’s enforcement of its red line and the United States’ enforcement of its red line have met, while Russia finds itself exerting efforts to deter both countries from taking further action that could undermine its achievements in Syria and its positioning as the dominant world power in the theater. However, the strategic convergence does not stop at Syria’s borders, and is unfolding against the backdrop of the crisis emerging around the Trump administration’s demands to improve the JCPOA, or run the risk of the re-imposition of sanctions and the US exiting the agreement. Indeed, the context is even wider, with preparations for Trump’s meeting with North Korean President Kim on the nuclear issue in the far background. Therefore, the clash between Israel and Iran in Syria on the eve of deliberations on the nuclear deal could potentially lead to a change from separate approaches to distinct issues to a broader and more comprehensive framework with interfaces and linkages between the issues.

33. The Attack on the Chemical Weapons Targets in Syria: Doing the Minimum

- Besides the operational success, the attack in Syria earned the United States a clear political achievement, with the enforcement of American red lines by way of a coalition with Britain and France. However, this ad hoc coalition is focused solely on preventing the use of chemical weapons in Syria, and as Trump administration spokesmen clarified, there is no change in the US policy toward Syria. As such, the United States is threatening neither the Assad regime, nor the growing Iranian presence or Russian dominance in Syria. This attack was also not enough to address definitively the violations of the rules of war and the wide-scale attacks on civilians by Assad forces, including the use of conventional weapons, such as massive bombings from the air and barrel bomb attacks from helicopters. The United States and its partners did not present a plan to guarantee that the targeted attacks against civilians – and not just chemical attacks – on the part of Assad and the coalition that supports him will not continue. However, after seven years of war, in which more than a half a million people have been killed and millions have been displaced or have become refugees, the Syrian civilian population deserves more committed international support. For its part, Israel remains alone in the campaign against the consolidation by Iran and its proxies in war-torn Syria.

- Against the backdrop of the visit to Washington by President Macron and the scheduled visit by Chancellor Merkel in an effort to persuade US President Trump not to leave the JCPOA, this article zeros in on the key issues that need to be addressed by the allies. Guided by what is not only necessary but feasible at this late stage, the topics addressed include missiles, inspections, lack of transparency, sanctions, and the sunset provisions. Everything turns on political will – if it exists, agreeing to the proposed steps should not entail a lengthy process, and implementation can realistically begin in relatively short order. Significant results will mean the international community emerges with reinforced solidarity and a strengthened JCPOA. If negotiations progress seriously on this basis, it would make sense for the Trump administration to allow additional time beyond May 12 to complete them.

- In January 2018, the United States and Egypt signed a bilateral communications security agreement known as the Communications Interoperability and Security Memorandum of Agreement (CISMOA), which protects and regulates the use of sensitive American avionics and communications systems. This development now allows, for the first time, the acquisition by Egypt of US-made high precision GPS-based air-to-ground weapon systems and components, as well as advanced air-to-air missiles. Over the years, Israel’s concerns over the sale of large quantities of US weapon systems to Egypt were moderated by the quality cap dictated by the absence of a CISMOA agreement. Israel thus needs to raise this issue with Washington, within the context of the Qualitative Military Edge (QME) discussions. Given the unreliability of enduring stability in the Middle East, as exemplified by the events in Egypt since 2011, Israel should not disregard possible future scenarios in which its QME versus Egypt may matter. Based on the current convergence of security interests between Israel and Egypt, raising this issue with the US, though likely to upset Cairo, is not expected to undermine the practical manifestations of this relationship.

- Despite the two blows Iran sustained last week, Israel cannot afford to be complacent or overly satisfied. It will need to follow meticulously the updated policies adopted by each of the theater’s involved actors. Thus far, Israel has held separate policies regarding Iran’s nuclear program and the Iranian proxy war and malevolent influence. Now, it must develop an integrative long term policy and strive for coordinated efforts and meaningful cooperation with the United States, European countries, and the countries of the region. Operational and strategic coordination with Russia remains essential. Contending with the Iranian nuclear challenge will require the establishment of a joint “strategic early warning enterprise,” with the United States and other allies, aimed at preventing critical surprises.

In light of the importance of the great threat that Iran poses to Israel, the exposure operation was a vital step in a long struggle. The alternative of not exposing the material would have meant giving up the chance of using the information to create cognitive value and leaving it in the archives of the intelligence community.

- While the idea of a “European nuclear deterrent” has a long history, it has recently made a comeback in the light of Russian aggression on the continent, growing tensions in the transatlantic relationship since the election of Donald Trump, as well as the British decision to leave the European Union. Voices are being heard in Germany in particular, arguing for stronger European nuclear autonomy. This paper analyses how the French and British deterrents could play a broader and stronger role in ensuring the security of the continent. Discarding the idea of a single “European deterrent”, it suggests possible credible pathways to enhance European nuclear cooperation based on French and possibly British forces, preferably outside the EU context. Furthermore, it suggests that future US decisions and policies towards Europe will be a critical factor in defining the range of realistic scenarios and outcomes.

- One of the most notable consequences of the end of the Cold War was the diminished role of nuclear weapons in international relations. The world’s primary nuclear weapon powers, the United States and the Russian Federation, made considerable reductions in their nuclear forces. The climax of the process was the New START Treaty signed in 2010. Now, the optimism that characterized the first decades of the post-Cold War era is rapidly evaporating. Geopolitical competition again dominates global and regional security dynamics. Nuclear powers are modernizing their forces and introducing novel systems that may affect strategic stability. At the same time, existing arms control regimes are crumbling. This report takes stock of recent developments in deterrence in general, and nuclear deterrence in particular. Its main ambition is to understand how deterrence has changed in light of certain post-Cold War trends. To this end, the report introduces the basic principles of deterrence. It also explores the nuclear-related policies and capabilities of the four nuclear weapon states most directly involved in European security affairs – Russia, the United States, France, and the United Kingdom. Importantly, the report also analyses the implications of the recent trends in strategic deterrence for Northern Europe. - Iran has the largest and most diverse ballistic-missile arsenal in the Middle East – could these systems one day be used to launch nuclear weapons? In a new report, IISS analysts Michael Elleman and Mark Fitzpatrick offer a detailed assessment of the design intentions behind each missile within Iran’s inventory. The result is a clear picture as to which platforms the United States and its allies should seek to remove, and which ones can be discounted. The common claim that Iran’s missile development must be stopped altogether because these systems could deliver nuclear weapons in the future rests on broad generalisations. While there is reason for concern, priority attention should be given to those missiles that might realistically be used for such a purpose, if Iran were to go down a perilous nuclear path. The international standard – but not treaty – for determining the inherent nuclear capability of missiles is the threshold developed in 1987 by the Missile Technology Control Regime (MTCR), which seeks to forestall exports of missile systems able to deliver a 500kg payload a distance of 300km or more. Eight of Iran’s 13 current ballistic missile systems – the largest and most diverse arsenal in the Middle East – exceed this threshold and are thus deemed to be nuclear capable. The other five, all within the Fateh-110 family of missiles, are certainly lethal, especially when shipped to Hizbullah for use against Israel, but they are clearly not intended for nuclear use. Because capability does not equal intent, the MTCR guidelines should be just the first step in an assessment of Iran’s intentions for its missiles. When the United Nations Security Council drafted a new resolution in July 2015 to accompany the Iran nuclear agreement finalised that month, an element of intent was added to previous sanctions resolution language that prohibited launches of Iranian missiles that were ‘capable of delivering nuclear weapons’. The 2015 resolution calls upon Iran not to engage in activity concerning missiles ‘designed to be’ capable of delivering nuclear weapons. What it means ‘to be designed’ is undefined. Judging intent is partly subjective, but technical clues and intelligence information can guide analysis. The soundest approach is to disaggregate Iran’s various missile systems, and to assess design intentions on the basis of the technical capabilities and lineage of the different missiles.

- As US President Donald Trump and North Korean leader Kim Jong-un meet in Singapore on 12 June, it is useful to keep in mind what is at stake. The long-standing tinderbox of the Korean Peninsula, if ignited through another provocation or miscalculation, could spark a full-scale war that could well go nuclear. The prize of diplomacy – sustainable peace on the peninsula – is all the more valuable when one considers the range of military capabilities potentially in play. This information is of use in assessing both the goals of diplomacy and the risks should the current efforts fail. Weapons based on the Korean Peninsula have become faster, more precise and more powerful. North Korea has tested a thermonuclear weapon, an intercontinental ballistic missile and more accurate shorter-range missiles, all designed to offset the relative qualitative weakness of its broader conventional forces. It has also pursued advanced cyber capabilities. South Korea, meanwhile, has focused on developing military systems allowing for more rapid and precise strikes. US forces on the peninsula have introduced yet more advanced capabilities. For these reasons the IISS provides this independent, measured and detailed analysis of military dynamics on the peninsula. The report focuses on the defence policies and military capabilities of the two Koreas, and the US military forces stationed in South Korea which can be brought to bear in a crisis. While it does not ignore unconventional systems, it principally focuses on conventional capabilities. Due to its poverty and isolation, North Korea’s conventional forces have become relatively weaker, compared with those of South Korea and its US ally. Aware of this qualitative inferiority, Pyongyang has invested in asymmetric capabilities, particularly the pursuit of nuclear weapons and ballistic missiles to deliver them. Nonetheless, Pyongyang’s armed forces remain equipped with a wide range of conventional military systems, including large numbers of artillery pieces and multiple-launch rocket systems. Its armed forces, at around 1.2 million, are the fourth-largest in the world. Its conventional military power remains significant, not least because of these numbers (for instance, 4,000 main battle tanks and 8,500 self-propelled- and towed-artillery systems) and the weight of fire they could rapidly bring to bear if employed. Seoul, for instance, is within range of many of North Korea’s artillery systems. North Korea has also developed increasingly advanced cyber capabilities as another aspect of its asymmetric power. The North will continue to improve these, if only to slow the decline in military parity between it and the South. US and South Korean defence authorities assume that the North will, in the event of major conflict, use cyber attacks against South Korean critical infrastructure and command-and-control networks. However, recent events like the Wannacry ransomware attacks have shown that North Korea is now using its cyber power for another purpose: raising revenue to support the regime. Meanwhile, South Korea’s defence policy and military posture is dominated by the security challenge from the North. This has led Seoul to pursue military capabilities, and strategies, designed to defeat North Korean provocations. These range from developments in air-defence, intended to tackle North Korea’s air force and missile capabilities, to strategies designed to pre-empt a potential North Korean provocation. To enable these strategies, South Korea has developed and procured increasingly advanced military systems, ranging from its own Hyeonmu ballistic- and cruise-missiles, to advanced air-to-ground air-launched weapons and, in the next few years, squadrons of F-35A combat aircraft. Working closely with the South Korean armed forces, the US maintains a military presence some 28,500-strong in South Korea, augmented by advanced military systems on the peninsula like the Terminal High-Altitude Area Defense (THAAD) ballistic-missile-defence system, and the military power deployed by the US in the broader Indo-Pacific. - The United Kingdom is among the few European Union member states with full-spectrum military and defence-industrial capabilities. Through Brexit, the EU could lose 20% of its military and 40% of its defence-industrial capabilities, and thereby its influence and credibility as a security actor. The pertinent question is how to arrange the UK’s future participation in European defence. Decision-making on defence matters in the international arena requires skilled diplomacy and the momentum to carry plans through the scrutiny of multiple parliaments. The EU risks inaction through inertia without the UK’s soft powers, placing strategic decision-making at risk. The Union needs the UK’s military enablers, but only until it can deliver its own. In addition, with the UK’s ‘special relationship’ with the United States suffering, London’s influence is on the wane. More autonomy for the EU is possible within a framework of political partners that reaches beyond the EU, incorporating actors such as the UK, and also Norway.

- The United Kingdom, having expressed interest in a strong EU–UK security partnership and having indicated that, if anything, its commitment to NATO will be even stronger after Brexit, has an opportunity to be a leader and facilitator in the context of EU–NATO cooperation in meeting emerging threats. Several of the priority areas and action items defined by these two organisations, following a declaration to enhance their cooperation at NATO’s 2016 Warsaw Summit, play to the UK’s strengths: To increase the level of cooperation between the EU and NATO, and in order to implement the cooperation agenda, the UK should invest both financially and in terms of personnel, via voluntary national contributions to NATO. The UK taking on a leadership role in the area of inter-organisational cooperation would signal to EU partners that stronger support for NATO is not intended to weaken EU initiatives; it is an opportunity to stress the complementary nature of EU and NATO capabilities. Given its limited resources, the UK could, in effect, use engagement in EU–NATO cooperation to hedge its bets on both organisations. Stronger support for NATO can directly benefit the EU’s security and defence initiatives, while making sure that cooperation results in added value in both multinational frameworks, rather than fostering institutional competition.

- With the Iran nuclear accord currently on life support, it is not too late to pursue diplomatic measures that address the growing challenge posed by Iran’s ballistic missiles, argues Michael Elleman in a new report. The lack of curbs on Iran’s missile programme was cited by President Donald Trump in May 2018 as one of the principal reasons for withdrawing from the 2015 Joint Comprehensive Plan of Action (JCPOA). With the nuclear accord consequently on life support, it is not too late to pursue diplomatic measures that address the growing challenge posed by Iran’s ballistic missiles. The most promising would be to lock in, through negotiations, the 2,000 kilometre-range limit that Iran has previously stated is its maximum requirement. While this would not reduce the threat perceived by Iran’s regional neighbours, it would forestall development of systems that could target Western Europe or North America. Tehran is not likely to commit to verification measures for such negotiated range limits, however, without receiving something in return. One bargain that could be considered would be to allow Iran to continue its satellite-launch programme, under certain conditions, while capping the maximum range of its ballistic missiles. Such a trade-off may also be relevant to the North Korean case.

- In its quest to become a global ‘science and tech superpower’ and to build a strong military that can fight and win wars, China has embarked on a major process to achieve civil–military integration (CMI) and develop advanced dual-use technologies. Using various methods both to promote indigenous innovation and to access foreign technology and know-how, China’s goal is to leapfrog the United States and Europe and achieve dominance in these technologies, which will have major civilian and military implications in the future. The EU does not have strong, coordinated strategies to promote the development of indigenous dual-use technologies or to protect Europe’s indigenous innovation. As a result of this patchwork regime, China is either catching up to, or surpassing, European capabilities regarding most of these technologies through a ‘whole-of-government’ regulatory framework and financial investment, as well as by accessing European innovation and technology through a variety of means. For Europe, the incentive to keep up with China’s progress in these technologies, and to protect its own innovation in this field, is one with military, but also commercial and economic, imperatives. At a time when China is increasing its commitment to this process of developing advanced, dual-use technologies, it is high time for Europe to think strategically and take action to leverage its own competitive advantages.

- Turkey and NATO are experiencing a mutual crisis of confidence. Turkish policy makers lack confidence in NATO guarantees and fear abandonment—both prominent historical concerns. At the same time, policy makers within the alliance have begun to question Turkey’s intentions and future strategic orientation, and how well they align with NATO’s. One important factor contributing to this mistrust is Turkey’s recent dealings with Russia. Turkey is trying to contain Russian military expansion in the Black Sea and Syria by calling for a stronger NATO presence at the same time that is seeking to diversify its security strategy by improving ties with Russia and reducing its dependence on the United States and NATO. Turkey’s contradictory stance is no more apparent than in its evolving policy regarding the Syrian civil war. The threat topography of NATO’s southern flank reflects a complex web of state and non-state actors involved in asymmetric warfare. The Turkish shoot down of a Russian jet in 2015 highlighted the complexity and helped to precipitate military dialogue between NATO and Russia in Syria. Since then, Russian President Vladimir Putin and Turkish President Tayyip Erdogan seem to have overcome their strategic differences in their preferred outcome for Syria and have de-escalated the tensions following several rounds of peace talks headed by Russia, Turkey, and Iran and involving some, but not all, factions involved in the Syrian conflict. Yet several important questions about Turkish security policy and its impact on Turkish-U.S./NATO relations remain. What are the security implications of Turkey’s military actions on the southern flank? How is the continued fight against extremism in the region, including ISIS, likely to affect relations? And how should the West respond to Turkey’s security ties with Russia, including the Russian sale of advance military equipment to Ankara? The answers to all of these questions depend in part on whether Turkey’s behavior with Russia in Syria is a tactical move or a strategic shift away from NATO. Understanding these dynamics is key to devising policies and actions to minimize security risks between the U.S., NATO, and Russia. This paper argues that Turkey has economic and political interests in developing closer relations with Russia, but that these interests are not as strong as Turkey’s strategic alliance with the West, and NATO in particular. Turkish policymakers, who lack confidence in NATO, are pursuing short-term security interests in Syria as a way to leverage Western acquiescence to their interests regarding the Kurdish populations in Syria and Iraq. These objectives, however, are not aligned with Russia’s security objectives and do not add up to a sustainable long-term regional security strategy. In the short term, Turkey’s contradictory approaches to relations with NATO and Russia are likely to lead to ambiguity and confusion in the regional security architecture, with Syria being the most visible example of this disarray. To combat this approach, U.S. leadership and NATO should work to convince Turkey that the alliance takes Turkish security concerns in Syria seriously and to minimize the risks of Turkey’s acts as a spoiler in the region. For instance, addressing Turkish concerns over Washington’s arming of the Kurdish rebel group, the YPG, in northern Syria, will go a long way to resolving the key issue motivating Turkey’s decision to partner with Russia.

50. Will North Korea Denuclearize after the Singapore Summit? Lessons from the past

- Policy-makers, scholars, and analysts disagree about whether North Korea will take any meaningful denuclearization steps after its leader Kim Jong Un met with U.S. President Donald Trump in Singapore in June 2018. Many believe that the breakdowns of the 1994 Agreed Framework and the Six Party Talks process in the 2000s show that North Korea’s nuclear weapons program cannot be constrained through cooperation. According to this view, Pyongyang violated its previous commitments once it received economic and political benefits, and it will do so again. The underlying assumption is that Washington was fully implementing its own commitments until Pyongyang broke the deal. But is this true? This paper discusses three key findings drawn from an analysis of U.S. implementation of past denuclearization agreements with North Korea. The first is that the United Stated did not always follow through with its cooperative commitments because of domestic political constraints, even when North Korea was fulfilling its commitments. This makes it difficult to determine whether North Korea ultimately did not honor its obligations because it never intended to or because it was responding to U.S. actions. The second is that some parts of past deals were more susceptible than others to being undercut by domestic opposition because they received insufficient political attention. The third is that such domestic interference could be minimized by obtaining the widest possible coalition of domestic support from the negotiation stage. The roadmap for North Korea’s denuclearization is unclear, as the Singapore summit did not determine concrete steps toward that goal. Secretary of State Mike Pompeo’s visit to Pyongyang in early July also did not yield specifics such as the scope and timeline of denuclearization. But based on the findings from past agreements, this paper argues that the only way for the United States to find out if engagement will work this time is to test North Korea’s intentions by carrying out Washington’s own cooperative commitments more consistently than in the past.

- Over the past decade, concerns about ensuring sustainability and security in outer space have led the international community to pursue a range of governance initiatives. Governance issues regarding the use of space are complicated because of the physical realities of the space environment and because of the legal status of space as a global resource. As the number of space users grows and the types of activities in space expand, competition for access to space will only continue to grow. Different space actors have different priorities and perceptions regarding space challenges. As more and more militaries around the world turn to space assets, the potential development of counterspace weapons also increases tensions. Ongoing multilateral work on space governance has concentrated primarily on voluntary measures. There have been three major multilateral governance initiatives in the field. The three—the EU Code of Conduct, the COPUOS Working Group on the Long-term Sustainability of Outer Space Activities, and the UN Group of Governmental Experts (GGE) on transparency and confidence-building measures—were related to each other, but each aimed to address slightly different aspects of the governance problem. This paper reviews these initiatives and elucidates ways to forward their progress, for instance, by fully implementing the GGE recommendations, the establishment of national focal points for data exchange, and by fully implementing the UN Registry of Outer Space Objects. It also looks to identify additional steps beyond current activities at the multilateral level for establishing a foundational space governance framework, including institutionalizing the UN Space Debris Mitigation Guidelines; establishing a public space situational awareness database; and examining ways to move forward discussion on active debris removal, national legal obligations regarding military activities, and space traffic management.

- The European strategic landscape has changed dramatically over the course of the last decade. The post-Cold War mantra about the obsolescence of conventional threats in the wider European space proved to be short-sighted with developments at its eastern �lanks, while security dysfunctions in the MENA region and their immanent consequences for the safety of European citizens have loaded a heavy burden on compromise-building and decision-making in the �ield of the Common Security and Defence Policy (CSDP) of the EU. Furthermore, the approach of the new US administration to European security and the strategic consequences of Brexit have changed the wider framework in which security of 'the Old Continent' is to be determined, hence stimulating European leaders to rethink European security in a strive for strategic autonomy of their own. The very ambitiously phrased EU Global Strategy that came out in June 2016, served as both catalyst and umbrella document for such an endeavour. However, in order to achieve measurable progress in responding to contemporary security challenges, it was clear that the EU needs to develop a structural way for member states to do jointly what they were not capable of doing at the national level. This is so especially in the environment in which China, Russia and Saudi Arabia are championing the defence spending, right after the US, while European states are signi�icantly trailing behind. The fact that the EU collectively is the second largest military investor and yet far from being among the dominant military powers only emphasises the burning issue of ef�iciency of military spending and the level of interoperability among member states’ armies. High-level fragmentation of the European defence market and the fact that defence industries are kept in national clusters is clearly contributing to that. The reality on the ground is obviously challenging traditional methods of co-operation that operate mainly in ‘national boxes’ and calling for a paradigm change in the wider policy context of CSDP. However, it remains to be seen to which extent will this new security environment actually be able to push the European defence policy context over the strict national boundaries.

- Despite the rising salience of missile threats, current air and missile defense forces are far too susceptible to suppression. Today’s U.S. air and missile defense (AMD) force lacks the depth, capacity, and operational flexibility to simultaneously perform both missions. Discussions about improving AMD usually revolve around improvements to the capability and capacity of interceptors or sensors. Rather than simply doing more of the same, the joint integrated air and missile defense (IAMD) efforts might be well served by new or reinvigorated operational concepts, here discussed collectively as “Distributed Defense.” By leveraging networked integration, Distributed Defense envisions a more flexible and more dispersible air and missile defense force capable of imposing costs and dilemmas on an adversary, complicating the suppression of U.S. air and missile defenses. Although capability and capacity improvements remain essential to the high-end threats, the Distributed Defense concept focuses on creating a new architecture for today’s fielded or soon-to-be fielded IAMD force to boost flexibility and resilience.

- The Trump administration’s National Security Strategy and National Defense Strategy outline a U.S. shift from counterterrorism to inter-state competition with China, Russia, Iran, and North Korea. However, U.S. policymakers need to be prepared for much of this competition to occur at the unconventional level, since the costs of conventional and nuclear war would likely be catastrophic. U.S. strategy is evolving from a post-9/11 focus on counterterrorism against groups like al Qaeda and the Islamic State to competition between state adversaries. As the National Defense Strategy notes, “Inter-state strategic competition, not terrorism, is now the primary concern in U.S. national security.”1 This shift has significant implications for the U.S. military, since it indicates a need to improve U.S. capabilities to fight—and win—possible wars against China, Russia, Iran, and North Korea if deterrence fails. Though it is prudent to prepare for conventional—and even nuclear—war, the risks of conflict are likely to be staggering. Numerous war games and analyses of U.S. conflicts with Russia in the Baltics, China in the Taiwan Strait and South China Sea, and North Korea on the Korean peninsula suggest the possibility of at least tens of thousands of dead and billions of dollars in economic damages. In addition, these conflicts could escalate to nuclear war, which might raise the number of dead to hundreds of thousands or even millions. According to one analysis, for example, a U.S. war with China could reduce China’s gross domestic product (GDP) by between 25 and 35 percent and the United States’ GDP by between 5 and 10 percent. The study also assessed that both countries could suffer substantial military losses to bases, air forces, surface naval forces, and submarines; significant political upheaval at home and abroad; and huge numbers of civilian deaths.2 These costs and risks will likely give Washington, Moscow, Beijing, Tehran, and even Pyongyang pause, raising several questions. Will these high costs deter the possibility of conventional and nuclear war? If so, what are the implications for the United States as it plans for a rise in inter-state competition? The Cold War offers a useful historical lens. NATO planners prepared for a possible Soviet and Warsaw Pact invasion of Western Europe. The U.S. military, for example, deployed forces to the Fulda Gap, roughly 60 miles outside of Frankfurt, Germany, as one of several possible invasion routes by Soviet and other Warsaw Pact forces. NATO also planned for nuclear war. The United States built up its nuclear arsenal and adopted strategies like mutually assured destruction (MAD). The concept of MAD assumed that a full-scale use of nuclear weapons by two or more opposing sides would cause the annihilation of both the attacker and the defender. The threat of such heavy costs deterred conflict, despite some close calls. During the 1962 Cuban Missile Crisis, the two superpowers nearly went to war after a U.S. U-2 aircraft took pictures of Soviet medium-range and intermediate-range ballistic nuclear missiles (MRBMs and IRBMs) under construction in Cuba. But Washington and Moscow ultimately assessed that direct conflict was too costly. Deterrence held. Instead, the United States and Soviet Union engaged in intense security competition at the unconventional level across Latin America, Africa, Asia, and Europe. Both countries backed substate groups and states to expand their power and influence. Under the Reagan Doctrine, for example, the United States provided overt and covert assistance to anticommunist governments and resistance movements to roll back communist supporters. The Soviets did the same and supported states and substate actors across the globe. In addition, the Soviets adopted an aggressive, unconventional approach best captured in the phrase “active measures” or aktivnyye meropriatia. As used by the KGB, active measures included a wide range of activities designed to influence populations across the globe. The KGB established front groups, covertly broadcast radio and other programs, orchestrated disinformation campaigns, and conducted targeted assassinations. The Soviets used active measures as an offensive instrument of Soviet foreign policy to extend Moscow’s influence and power throughout the world, including in Europe. Unlike the Cold War, the United States confronts multiple state adversaries today—not one. As the National Defense Strategy argues, the United States is situated in “a security environment more complex and volatile than any we have experienced in recent memory” where “the central challenges to U.S. prosperity and security is the reemergence of long-term, strategic competition by what the National Security Strategy classifies as revisionist powers.” But based on the likely costs and risks of conventional and nuclear war with China, Russia, Iran, and North Korea, much of the competition will likely be unconventional—and include what former U.S. State Department diplomat George Kennan referred to as “political warfare.” The term political warfare refers to the employment of military, intelligence, diplomatic, financial, and other means—short of conventional war—to achieve national objectives. It can include overt operations like public broadcasting and covert operations like psychological warfare and support to underground resistance groups.3 The United States’ adversaries today are already engaged in political warfare. Russia, for instance, utilizes a range of means to pursue its interests, such as technologically sophisticated offensive cyber programs, covert action, and psychological operations. Moscow has conducted overt operations like the use of RT and Sputnik, as well as semitransparent and covert efforts. It has also become increasingly active in supporting state and substate actors in countries like Ukraine, Syria, Afghanistan, and Libya to expand its influence in the Middle East, Asia, Europe, and even North Africa. Finally, Russia is attempting to exploit European and transatlantic fissures and support populist movements to undermine European Union and NATO cohesion, thwart economic sanctions, justify or obscure Russian actions, and weaken the attraction of Western institutions for countries on Russia’s periphery. Iran is using political warfare tools like propaganda, cyber attacks, and aid to substate proxies to support its security priorities, influence events and foreign perceptions, and counter threats. Tehran is also assisting state and substate actors in Yemen, Lebanon, Syria, Iraq, Bahrain, and Afghanistan. Iran supports Shia militia groups in Iraq, Hezbollah in Lebanon, the Bashar al-Assad regime in Syria, and Houthi rebels in Yemen. In the South China Sea, China is pouring millions of tons of sand and concrete onto reefs, creating artificial islands. It is also conducting a sophisticated propaganda campaign, utilizing economic coercion, and using fleets of fishing vessels to solidify its assertion of territorial and resource rights throughout the Pacific. Finally, Beijing is targeting the U.S. government, its allies, and U.S. companies as part of a cyber-espionage campaign. With political warfare already alive and well with the United States’ state adversaries, there are several implications for U.S. defense strategy. First, U.S. policymakers need to be prepared for significant inter-state competition to occur at the unconventional level, since the costs and risks of conventional and nuclear war may be prohibitively high. This should involve thinking through trade-offs regarding force posture, procurement, acquisition, and modernization. A U.S. military that predominantly focuses on preparing for conventional or nuclear war with state competitors—by modernizing the nuclear triad, building more resilient space capabilities, acquiring more effective counter-space systems, equipping U.S. forces with high-technology weapons, and emphasizing professional military education (PME) to fight conventional wars—may undermine U.S. unconventional readiness and capabilities. Second, even organizations that already engage in some types of political warfare—such as U.S. Special Operations Command and the U.S. intelligence community—will need to continue shifting some of their focus from counterterrorism to political warfare against state adversaries. This might include, for example, providing more aid to the Baltic States to conduct an effective resistance campaign against unconventional action by Moscow. Or it might involve aiding proxies in countries like Syria and Yemen to counter Iranian-backed organizations. It could also include improving the border security capabilities and effectiveness of Ukrainian military and police units against Russian-backed rebels. Third, the United States should invest in resources and capabilities that allow the military and other U.S. government agencies to more effectively engage in political warfare—and to provide agencies with sufficient authorities to conduct political warfare. One example is improving capabilities to conduct aggressive, offensive cyber operations. Other examples might include advanced electronic attack capabilities, psychological warfare units, security force assistance brigades, and precision munitions. Recognizing that other powers routinely conduct political warfare, George Kennan encouraged U.S. leaders to disabuse themselves of the “handicap” of the “concept of a basic difference between peace and war” and to wake up to “the realities of international relations—the perpetual rhythm of struggle, in and out of war.” Kennan’s advice may be even more relevant today in such a competitive world.

- Twenty-five years of relative calm and predictability in relations between Russia and the West enabled European governments largely to neglect their military capabilities for territorial defense and dramatically redraw Northern Europe’s multilateral, regional, and bilateral boundaries, stimulating new institutional and cooperative developments and arrangements. These cooperative patterns of behavior occurred amid a benign security environment, a situation that no longer obtains. Following Russia’s annexation of Crimea, its military incursion into eastern Ukraine, its substantial military modernization efforts, heightened undersea activity in the North Atlantic and Baltic Sea, and its repeated air violations, the region’s security environment has dramatically worsened. The Baltic Sea and North Atlantic region have returned as a geostrategic focal point. It is vital, therefore, that the United States rethink its security approach to the region—what the authors describe as Enhanced Deterrence in the North.

61. The Revolution in Civil-Military Affairs

- The U.S. has learned many lessons in its wars in Afghanistan, Iraq, and Syria—most of them the hard way. It has had to adapt the strategies, tactics, and force structures designed to fight regular wars to conflicts dominated by non-state actors. It has had to deal with threats shaped by ideological extremism far more radical than the communist movements it struggled against in countries like Vietnam. It has found that the kind of “Revolution in Military Affairs,” or RMA, that helped the U.S. deter and encourage the collapses of the former Soviet Union does not win such conflicts against non-state actors, and that it faces a different mix of threats in each such war—such as in cases like Libya, Yemen, Somalia and a number of states in West Africa. The U.S. does have other strategic priorities: competition with China and Russia, and direct military threats from states like Iran and North Korea. At the same time, the U.S. is still seeking to find some form of stable civil solution to the conflicts in Afghanistan, Iraq, and Syria—as well as the conflicts Libya, Yemen, Somalia, Sudan and West Africa. Reporting by the UN, IMF, and World Bank also shows that the mix of demographic, political governance, and economic forces that created the extremist threats the U.S. and its strategic partners are now fighting have increased in much of the entire developing world since the attack on the World Trade Center and Pentagon in 2001, and the political upheavals in the Middle East and North Africa in 2011. The Burke Chair at CSIS has prepared a working paper that suggests the U.S. needs to build on the military lessons it has learned from its "long wars" in Afghanistan, Iraq, and other countries in order to carry out a new and different kind of “Revolution in Civil-Military Affairs,” or RCMA. This revolution involves very different kinds of warfighting and military efforts from the RMA. The U.S. must take full advantage of what it is learning about the need for different kinds of train and assist missions, the use of airpower, strategic communications, and ideological warfare. At the same time, the U.S. must integrate these military efforts with new civilian efforts that address the rise of extremist ideologies and internal civil conflicts. It must accept the reality that it is fighting "failed state" wars, where population pressures and unemployment, ethnic and sectarian differences, critical problems in politics and governance, and failures to meet basic economic needs are a key element of the conflict. In these elements of conflict, progress must be made in wartime to achieve any kind of victory, and that progress must continue if any stable form of resolution is to be successful.

62. Trump’s 2019 Missile Defense Budget: Choosing Capacity over Capability

- President Trump’s 2019 budget request includes $12.9 billion for missile defense programs, including $9.9 billion for the Missile Defense Agency and about $3 billion in modernization in the military services, building upon the acceleration initiated in the $323 million FY 2017 Above Threshold Reprogramming and the FY 2018 Budget Amendment of $2.0 billion. The proposed budget continues the recent trend of procurement consuming a greater portion of overall missile defense spending, reflecting a choice for prioritizing near-term capacity over longer-term capability. With the exception of two new Pacific radars and a modest effort for tracking hypersonic threats, the request includes strikingly few changes to the program of record. The submission fails to address past shortfalls for more research and development of new missile defense technologies and capabilities, most significantly with its lack of real movement toward a space-based sensor layer for tracking and discrimination, as opposed to merely missile warning. Pursuit of more advanced capabilities will require substantial programmatic changes in the 2020 budget, or with a budget amendment later this year, if such capabilities are recommended by the forthcoming Missile Defense Review. On February 12, the Department of Defense (DoD) released its budget request for FY 2019, which included a total of $12.9 billion for missile defense-related activities. The proposed topline for the Missile Defense Agency comes in at $9.9 billion, comprising $2.4 billion for procurement, $6.8 billion for research, development, test, and evaluation (RDT&E), $500 million for operations and maintenance (O&M), and $206 million for military construction (MILCON). The $9.9 billion request is a 26 percent increase from the FY 2018 budget request of $7.9 billion. Funding for ballistic missile defense within the services includes about $3 billion, largely for the procurement of Patriot Advanced Capability-3 Missile Segment Enhancement (PAC-3 MSE) and Standard Missile-6 (SM-6) interceptors. Overall, the budget reflects a near-term focus on capacity of existing programs, even at the expense of capability improvements. In its current form, the request boosts funding for all four families of interceptors. For homeland missile defense, this includes the continued improvements to the capacity and reliability of the Ground-based Midcourse Defense (GMD) system by continuing to deploy an additional 20 interceptors, several testing spares, and a new missile field at Fort Greely, Alaska. The request also deepens the magazines for Terminal High Altitude Area Defense (THAAD), Aegis, and Patriot interceptors, continuing a procurement-heavy trend from last year.1 The focus on capacity does not answer the question, however, how missile defense efforts will be adapted to the new reality of great power competition described by the National Security Strategy and the National Defense Strategy.2 One of the few new muscle movements in the entire budget is the addition of two radars in the Pacific for discriminating long-range missile threats to the homeland. The idea of a discrimination radar for Hawaii had been publicly floated over the past two years, and had previously been part of the yet-unpassed appropriations marks from the House and Senate appropriations committees. The Hawaii radar is scheduled for a 2023 deployment, with an additional radar deployed by 2024 at a yet-undisclosed location. The two radars will cost approximately $2.5 billion over the course of the Future Years Defense Program (FYDP). The inadequacy of the request lies not with the top line, but rather with the capabilities and strategy that the top line fails to prioritize. Although these radars would be useful to close the near-term Pacific midcourse gap against limited ballistic missile threats to the homeland, such funds must be weighed against the opportunity cost for larger improvements in capability provided by a space-based sensor layer that could provide substantially more capable birth-to-death tracking and discrimination on a more global scale and against a wider diversity of threats. The choice for capacity over capability reflects a near-term time horizon, but further delay in more advanced technologies will carry costs at a later time. In sum, the administration’s budget request for FY 2019 prioritizes near-term readiness against limited but growing ballistic missile threats from sources such as North Korea. This choice, however, falls short of connecting missile defense efforts to the reality of renewed great power competition as articulated in the National Defense Strategy. The inadequacy of the request lies not with the top line, but rather with the capabilities and strategy that the top line fails to prioritize. The 2019 request’s modesty of ambition is manifested by low funding for more advanced programs, such as boost-phase intercept, space-based sensors, and volume kill. Should the forthcoming Missile Defense Review address some of these issues and recommend programmatic changes, their implementation may have to wait until the 2020 budget, unless a budget amendment of some kind prioritizes them for the coming fiscal year.

- Whatever his other limitations, Vladimir Putin has shown he is a master in exploiting Russian nationalism and American and European sensitivities. His latest gambit—publicizing new Russian nuclear systems—several of which are still developmental, may have key components that are untested, or do not yet exist—give him political credibility in asserting Russian national strength in a Russian election year, and emphasize the one key area where Russia remains a leading global super power: its possession of nuclear weapons. The key question is whether they represent any real change in the nuclear balance, Russian and U.S. ability to pose an existential threat to the other state, and mutual assured destruction. If they do not, they are more technological status symbols or “toys” than real threats, although the proliferation of such weapons might allow smaller nuclear powers like Iran and North Korea to defeat today’s missile and air defense systems and technologies. An analysis of the actual content of his speech, the changing nuclear and conventional balance between the superpowers—the U.S., Russia, and China, the global balance of deployed nuclear weapons, the shifts taking in US and Russian balance since the Cold War, and as a result of START, the full range of new U.S. and Russian nuclear programs, and of what Putin did and did not say about Russia's new programs, provides a very different picture from the one Putin portrayed in his speech. It shows that Putin focused on the "toy factor" in emphasize technology over any real world aspects of the balance, arms control, and war fighting.

64. Contested Seas Maritime Domain Awareness in Northern Europe

- Northern Europe, and specifically the Baltic and Norwegian Seas, has been the site of increasingly provocative and destabilizing Russian actions. The country’s use of a range of military, diplomatic, and economic tools to undermine the North Atlantic Treaty Organization (NATO) and its allies highlights the need to monitor and understand Russian activity. The region is characterized by complex factors like unique geographic features, considerable civilian maritime traffic, the presence of advanced Russian and Western military capabilities, and strategic proximity to Russia and the Kola peninsula, home to the Russian Northern Fleet. While the Norwegian and Baltic Seas do differ in key ways, they are linked by the emerging risk posed by Russia’s long-range strike capabilities. Responding to Russian challenges across the competitive space requires a deep understanding of the Northern European maritime environment. Maritime Domain Awareness (MDA), defined by the United States as the effective understanding of anything associated with the maritime domain that could impact the security, safety, economy, or environment of a nation or region, is an exceptionally broad concept. At its core, MDA has three functions: the collection of raw data, the analysis of that data, and the action of disseminating information to and coordinating among the different components of the framework. In order to provide security in Northern Europe, NATO and its allies must use MDA frameworks to understand and respond to the challenges above, on, and underneath the sea, as well as the surrounding land environment. While some constructive work has been done to address the evolving Russian threat, NATO and its partners must make changes to their current MDA capabilities to evolve alongside with it. Russia presents three challenges of particular concern to the MDA efforts in Northern Europe: maritime hybrid warfare, electronic and cyber warfare capabilities, and long-range strike systems. Maritime Hybrid Warfare—The Russian military is experienced and effective in its use of hybrid warfare, seen in Syria, Crimea, and Northern Europe. The ambiguity possible in the maritime domain lends itself well to this strategy. Russia uses three specific approaches in this realm: deception through different types of vessels including civilian ships, deniable forces like the amphibious and light infantry that easily navigate the complex Baltic and Norwegian Seas, and the country’s well-developed and diverse force for seabed warfare. Cyber and Electronic Warfare—Russia’s advanced EW capabilities have the potential to hinder information gathering and dissemination methods, which are both vital functions of MDA. These capabilities are challenging for military personnel but potentially devastating in civilian contexts, especially as civilian networks and technology (like GPS) are far less secure. Long-Range Strike Capabilities—New challenges for NATO and Northern European partners have emerged with Russia’s development of a long-range precision strike complex. The weapons, now being mounted on new and existing Russian naval vessels, give these vessels the option to stay in the Barents or White Seas and strike targets across Northern Europe. This, combined with air force capabilities based on the Kola Peninsula and in Kaliningrad, presents threats unlike any seen by NATO before. These capabilities require NATO and its partners to use MDA frameworks to monitor launch platforms across the domain. The modern history of MDA begins in the United States, with Homeland Security Presidential Directive – 13 (HSPD-13) / National Security Presidential Directive – 41 (NSPD-41) issued in 2004 by President George W. Bush. The document lays out core interests for the United States to enhance security in the maritime domain and creates a cooperative framework to support MDA operations across different spheres. At the same time, the European concept of maritime security awareness was built upon the U.S. definition of the challenge, placed within the context of rising illicit traffic in the Mediterranean. A weakness of the original MDA and Maritime Situational Awareness (MSA) concepts is that many of the associated capabilities and frameworks are focused on civil maritime issues. Given the global proliferation of advanced military capabilities, like antiship cruise missiles, NATO and its partners require a holistic understanding of the maritime environment that focuses on everything from civil maritime actions to high-end military operations and even issues associated with the maritime environment. A key implication of the heightened maritime threat environment is the need to improve the integration of and attention to undersea aspects of MDA. Antisubmarine warfare (ASW), a traditional strength of Western naval intelligence and operations, has atrophied since the end of the Cold War. Today, Russian submarines with conventional long-range missiles pose a threat to NATO. ASW must be integrated with MDA to address these concerns. Comprehensive understanding of the undersea realm should extend beyond ASW. Russia’s amphibious special forces and combat swimmers threaten more than just military targets, including civilian vessels and undersea cables, which are an integral part of MDA. ASW technology can be useful in countering these and other threats. In the Norwegian Sea, the biggest challenge for NATO is detecting advanced ultra-quiet submarines. This issue is sharpened by dramatically depleted stockpiles of sonobuoys, a constant need for increasingly advanced sonobuoy technology, and an American unwillingness to share highly classified information about the undersea domain. NATO would benefit from an apparatus like the ASW Operations Centers (ASWOC), used most prominently during the Cold War to streamline ASW operations. Integration of platforms is a challenge in the Baltic Sea as well, largely because Sweden and Finland are not NATO states, making data sharing challenging. Frameworks like Sea Surveillance Co-Operation Baltic Sea (SUCBAS) and the Maritime Surveillance (MARSUR) project facilitate the work of regional states to address these issues but more must be done. Additionally, NATO monitoring of the Baltic region is largely domain specific and suffers from not examining the maritime domain holistically. The alliance and its partners should also act to focus on resiliency to continue to operate in the face of jamming and nonkinetic attacks from Russia. The key to enhancing MDA capabilities in Northern Europe is the integration of frameworks across the maritime domain. Cooperation between NATO states and allies is vital to understanding the complex environment. The CSIS study team has identified seven recommendations of particular importance: Create a Baltic Sea MDA analytic center at the Baltic Maritime Component Command (BMCC) at Rostock, Germany; Empower a small analytic team at the BMCC to focus on maritime hybrid issues; Develop a training course for military intelligence officers on best practices for Baltic Sea MDA analysis; Create a classified Baltic Sea data environment that can incorporate both NATO and partner states; Develop a multinational operational framework for the Baltic Sea; Integrate subsurface sensors and antisubmarine warfare into a comprehensive MDA framework; and Acquire significant stockpiles of advanced sonobuoys and associated acoustic processing systems. These priority recommendations are presented in detail in Chapter 4 of the report, along with others. Collectively, their implication would markedly enhance security in Northern Europe by closing identified gaps and ensuring capabilities for collection, analysis, and action in MDA.

- Few recent American foreign policy decisions have been as divisive as the Joint Comprehensive Plan of Action (JCPOA) nuclear arms control agreement with Iran. Advocates of the agreement have focused far too exclusively on its potential benefits. Opponents equally exclusively on its potential faults. Both sides tend to forget that any feasible arms control agreement between what are hostile sides tends to be a set of compromises that are an extension of arms races and potential conflicts by other means. As a result, imperfect agreements with uncertain results are the rule, not the exception. President Trump has made it clear that he opposes the agreement and would like to terminate it. His dismissal of Rex Tillerson as Security of State, and his replacement by Mike Pompeo – along with his dismissal of General H.R. McMaster and replacement with John Bolton – indicate that President Trump may well seek to terminate the agreement in the near future – action which might or might not have significant bipartisan support. He faces a May 5th to decide whether to again waive economic sanction against Iran, a decision which comes up for renewal every 120 days.

- The issue: China’s increased military presence in the Indian Ocean should not come as a surprise. China is following in the traditional path of other rising powers; it is expanding its military operations to match its interests abroad. The security implications of China’s push into the Indian Ocean region are mixed. In peacetime, these efforts will certainly expand Chinese regional influence. In wartime, however, China’s Indian Ocean presence will likely create more vulnerabilities than opportunities. China’s military forays into the Indian Ocean have triggered a series of warnings. The term “string of pearls” was first used to refer to Chinese basing access in the Indian Ocean by a 2004 report for the U.S. Department of Defense. That report suggested China’s growing regional presence could “deter the potential disruption of its energy supplies from potential threats, including the U.S. Navy, especially in the case of a conflict with Taiwan.” Other scholars have warned that Beijing seeks to “dominate” the Indian Ocean region. Others suggest that the Chinese government is simply following its expanding trading interests and seeking to secure its supply lines against disruption. Although China’s presence in the Indian Ocean may permit it to increase its regional influence, Chinese facilities and forces would be highly vulnerable in a major conflict. Thus, the security implications of China’s push into the Indian Ocean region are mixed. In peacetime, these efforts will certainly expand Chinese regional influence. In wartime, however, China’s Indian Ocean presence will likely create more vulnerabilities than opportunities.

- The Issue Some U.S. policymakers have argued that the United States should withdraw its military forces from Syria. But the United States has several interests in Syria: Balancing against Iran, including deterring Iranian forces and militias from pushing close to the Israeli border, disrupting Iranian lines of communication through Syria, preventing substantial military escalation between Israel and Iran, and weakening Shia proxy forces. Balancing against Russia, including deterring further Russian expansion in the Middle East from Syrian territory and raising the costs—including political costs—of Russian operations in Syria. Preventing a terrorist resurgence, including targeting Salafi-jihadist groups like the Islamic State and al Qaeda that threaten the United States and its allies. Our Recommendations: Based on U.S. interests in Syria, Washington should establish a containment strategy that includes the following components: Retain a small military and intelligence footprint that includes working with—and providing limited training, funding, and equipment to—groups in eastern, northern, and southern Syria, such as the Syrian Democratic Forces (SDF). Coordinate with regional allies such as Jordan and Israel to balance against Iran and Russia and to prevent the resurgence of Salafi-jihadists. Pressure outside states to end support to Salafi-jihadists, including Turkey and several Gulf states. As the war in Syria moves into its seventh year, U.S. policymakers have struggled to agree on a clear Syria strategy. Some U.S. policymakers have argued that the United States needs to withdraw its military forces from Syria. “I want to get out,” President Trump said of the United States’ military engagement in Syria. “I want to bring our troops back home.”1 Others have urged caution, warning that a precipitous withdrawal could contribute to a resurgence of terrorism or allow U.S. competitors like Iran and Russia—along with their proxies—to fill the vacuum.2 In addition, some administration officials have argued that the Islamic State has been decimated in Syria and Iraq. The National Security Strategy notes that “we crushed Islamic State of Iraq and Syria (ISIS) terrorists on the battlefields of Syria and Iraq.”3 But between 5,000 and 12,000 Islamic State fighters remain in Syria and continue to conduct guerrilla attacks, along with between 40,000 and 70,000 Salafi-jihadist fighters in Syria overall.4

- U.S. strategy in the Eastern Mediterranean is long overdue for revision. Policies, priorities, and activities girded by U.S.-led alliance structures were developed to stabilize Europe and deter Soviet aggression at the dawn of the Cold War. Seventy years later, they are no longer fit for purpose. However, the region remains a linchpin for an array of vital U.S. interests. In the last decade alone, regional conflicts and state fragmentation have caused millions of migrants and internally displaced to flee their homes, creating one of the largest migration crises since World War II. The arrival of an unprecedented number of migrants has triggered political backlash and polarized domestic politics in Europe and in the Eastern Mediterranean. Many of the littoral states in the Eastern Mediterranean have faced destabilizing economic crises that have created deep political and strategic vulnerabilities. Significant natural gas deposits discovered off the coasts of Israel, Cyprus, and Egypt could boost regional economic prospects as a potential energy-producing region, but a divided Cyprus, historical animosities, as well as a lack of infrastructure connectivity hinder this regional economic potential.

69. Shield of the Pacific: Japan as a Giant Aegis Destroyer

- Several decades ago, former Japanese Prime Minister Yasuhiro Nakasone once described his country as a “big aircraft carrier” from which to defend against Soviet aircraft.1 Although such an analogy fails to capture the richness and depth of the U.S-Japan alliance, it did say something important about Japan’s unique geographic and strategic position. Today’s air and missile threats in the Asia-Pacific region are different, as is the joint U.S.-Japanese defense posture to meet them. Given a handful of changes underway, however, one might instead say that Japan is shaping up to be a giant Aegis destroyer group of sorts. A vision of much more robust air and missile defense capability in the Asia-Pacific region hinges upon the forthcoming acquisition of Aegis Ashore sites in Japan. Japan’s intent to acquire two such sites was announced in December 2017, a decision supported by 66 percent of the Japanese population, according to one recent poll.2 But the potential significance of Japanese Aegis Ashore deployments has not yet been widely understood. Combined with military forces in other domains, these sites will be the foundation of more robust air and missile defenses against North Korea and form a base upon which to adapt to more sophisticated future threats, including China. Assuming the approval process for the foreign military sales comes along well, this development has broad implications for the United States and America’s allies.3 The road to more layered missile defense goes in part through Aegis Ashore, and the road to innovative Aegis Ashore deployments probably goes through Tokyo. The U.S. Navy’s Aegis Combat System has evolved considerably since the first Aegis ship deployed in 1984. Some 90 Aegis ships are currently operated by the United States, and five other countries have Aegis ships as well: Australia, Norway, South Korea, Spain, and Japan. The word “Aegis” refers to the shield of the ancient god Zeus, and Aegis ships have long provided fleet air defense, strike, and antisubmarine warfare. Over the past decade, 35 American and 4 Japanese Aegis ships have also acquired a ballistic missile defense mission. The most recent configurations are capable of executing the integrated air and missile defense (IAMD) mission, with simultaneous air defense and ballistic missile defense operations.

It is also a warning that the U.S. cannot focus on the nuclear issue and ICBM, rather than the overall military balance in the Koreas and the impact that any kind of war fighting can have on the civil population of South Korea and the other states in Northeast Asia. The nuclear balance is an all too critical aspect of regional security, but it is only part of the story and military capability do not address the potential impact and cost of any given form of conflict.

- The Trump Administration has adopted an "America First" strategy, and taken aggressive stands on NATO burden sharing, trade, the JCPOA nuclear agreement with Iran, and the treatment of refugees that have led many in Europe to question its support for NATO and the Transatlantic Alliance. At least some European security experts talk about the U.S. as it was backing away from the NATO alliance, and a split between the United States and Europe that will force Europe to create its own approach to creating military and other security forces. Many aspects of the Trump Administration's approach to foreign policy are as controversial in the U.S. as in Europe, and President Trump has proved to be an exceptionally volatile and combative leader who can express himself in extreme terms and suddenly change his positions. However, it but it is important to note the underlying realities that shape the new U.S. strategy, the U.S. military role in the NATO alliance, and Europe's own divisions and failures to create effective forces. The current tensions between the U.S. and given European powers should not lead Europeans - or Americans and Russians for that matter – to ignore the fact that the U.S. remains fully committed to a strong Transatlantic alliance, that its forces and capabilities are critical to European security, and the Trump Administration's FY2019 budget to Congress will greatly increase the contribution that U.S. forces make to NATO and Transatlantic Security.

73. The U.S. Defense Budget in FY2019: Underlying Trends

- The report draws on a wide range of official sources and is designed to provide an overview of official reporting on major trends rather than make an independent analysis. The U.S. provides a vast amount of detail on its annual budget request for military and international affairs spending – much of it in graphic, tabular, and summary form. The material presented here is an attempt to pick the key materials to show where the U.S. is focusing its military spending, how it relates to its strategy, how major force improvements will affect U.S. capabilities, and how the U.S. is dealing with its strategic partners and potential threats. However, the user should be aware that much of the material presented is often uncertain and is not comparable from source to source. There also is no easy or single way to summarize the trends in the U.S. defense budget. The materials that go into just the unclassified portions of the Department of Defense’s annual submission of President’s budget request to Congress, and the subsequent Congressional review of that request, run well over several thousand pages. It is also critical for the reader to understand that only the portion of the report dealing with the National Defense Authorization Act (pages 24-43) represents the final result of Congressional action and the FY2019 budget signed by the President, and not all of the portions of reference action by the key Committees involved were approved in exactly the form shown in the final bill signed by the President. Much of the material is drawn from sources that precede the final Congressional markup because the Department never updates most of the tables and charts in the Department of Defense request until the following year and new budget submission. The material presented also shows that different sources define total defense spending in different ways, and include different expenditures and convert current to constant dollars in different ways. More importantly, most sources report in terms of “Budget Authority” (BA) – the total money the Congress authorizes in a given Fiscal Year that can be spent over a period of years. This is the best estimate of what the Congress is actually approving. However, some sources in terms of “Budget Outlays” (BO) – only the money that can be spent in 12-month period of that U.S. Fiscal Year. (Which begins on 1 October of the year the Congress acts upon, and ends on 30 September of the following year). This is the best way of assessing the impact of spending on how well the budget is balanced, the size of the deficit, and impact on the federal debt. Budget projections for future years present other problems. The Congressional Budget Office (CBO) provides detailed estimates of how the President’s budget request – and the final budgets the Congress authorizes – will impact over time. Many such estimates precede Congressional action on the budget, and it then takes several months for the CBO to estimate the probable future trends in the total federal budget and impact of the final Congressionally approved levels of U.S. defense spending on that total federal budget and the U.S. GDP. This often creates major lags in official estimates of the trends in every aspect of federal spending, the budget deficit, and the national debt. More broadly, the Department of Defense has effectively abandoned any serious effort to create a program budget, and to provide a realistic estimate of the cost of the Future Year Defense Program beyond the fiscal year directly under review. It essentially rolls forward current activities and plans to make estimates of the next four years that are based on the spending levels in the budget year under review. It bases such estimates largely on input categories such as personnel, O&M, RDT&E, and procurement. The Department of Defense does not report expenditures by major mission or command. The Department defines “strategy” largely in terms of broad concepts and goals. It does not tie its “strategy” to net assessments of the balance in terms of threats and strategic partners, to specific force plans, to specific actions and schedules, to specific costs, or to measures of success and effectiveness. Unclassified reporting in “PPB” – or planning, programming, and budgeting– form has become a functional oxymoron. The Congress does hold strategy hearings and directs studies of key strategic issues, but these efforts rarely address any of the practical details of any aspect of the nature and cost of U.S. strategy. Similarly, the outyear estimates of military spending by the Department of Defense, OMB, and the Congressional Budget Office (CBO) focus on a “baseline” that assumes the United States does not actually use its military forces in any operational form. The limited estimates provided for future Overseas Contingency Operations are “placeholders” and not actual estimates. This is partly inevitable given the inability to predict the future, but it creates a practical problem in a country whose civil plans call for major future increases in mandatory spending on retirement, medical case, and welfare. This means the official U.S. projections of civil spending rise relative to military spending in ways history indicates will be highly unrealistic.

The United States and China are competitors, but they also seek cooperation on a range of global issues. As the U.S.-China relationship becomes more complex, South Korea needs to carefully evaluate its policy toward China in order to find the best ways to ensure Chinese cooperation on the North Korean issue, particularly taking into account China’s evolving view of North Korea. Under the leadership of Xi Jinping, China is profoundly changing its foreign policy, including its relations with the United States and the two Koreas. - The recent collapse in the U.S.-Russia relationship has roots that stretch back to fundamental misunderstandings at the end of the Cold War. Western democracies have watched with dismay as tightening political controls in Russia have throttled domestic pluralism, while Moscow’s roughshod foreign policy and military tactics have driven its neighbors into submission or open hostility. Russia has bemoaned what it sees as Western arrogance and a stubborn refusal to recognize its security concerns and great-power status. Today, Russia’s annexation of Crimea, support of Syrian repression, and, above all, meddling in the U.S. presidential election have shattered any desire in Washington—at least outside the Oval Office—to search for common ground. Indeed, amid congressional logjams on nearly every issue, overwhelming bipartisan majorities passed a stiffer sanctions regime. The narrative in Moscow, meanwhile, paints a consistent picture of Washington actively rallying Europeans to expand footholds around Russia’s borders with an ultimate goal of regime change in the Kremlin itself. In spite of President Donald J. Trump’s apparent eagerness to improve relations, deepening resistance across the political spectrum makes any progress fanciful at this stage.Whether either side understands how to get relations back on track remains uncertain. What is clear is that neither side wants to. Deep-seated U.S. mistrust and an unyielding Russian government seem likely to confine the bilateral relationship to a series of sour exchanges and blustery confrontations for now. Yet one persistent weakness will ultimately limit Russia’s foreign agenda: an economy that is likely to fall increasingly behind those of its major neighbors and partners. For now, Russia has largely learned to tolerate Western economic sanctions, and its companies have found ways to live with restricted access to finance. Without reform and economic integration with the West, however, Russian influence will drift toward the margins of global diplomacy. Russia’s economy will atrophy from a combination of hyperconcentrated decision-making, continuing dependence on hydrocarbons, and persistent financial isolation. Core goals of Russia’s foreign policy will steadily recede from view, including important elements of the economic agenda with its immediate neighbors, the European Union and China. Though a snapback of oil prices would undoubtedly delay any day of reckoning, even large new inflows of petro-profits will not fundamentally close the widening gap with major partners.

- Once again, Trump has broken the mould. The 100-day mark is traditionally used to assess a new administration’s progress in advancing its policy agenda. With Trump, that’s impossible. In foreign policy at least, it’s more appropriate to ask whether at the 100-day mark the Trump administration is any closer to actually having a policy agenda. In no region is this question more pressing than in the Asia Pacific. The Asia Pacific is home to two-thirds of the world’s population, two-thirds of the global economy, and provides two-thirds of all global economic growth. It is the arena for the most serious challenge to America’s international role since it emerged as a global power a century ago. It is also the region that hosts six of the world’s nine nuclear states, and four of those have the fastest growing stockpiles and the most unpredictable nuclear doctrines. Few would dispute that for over 70 years, the United States has both stabilised the Asia Pacific’s fractious strategic affairs and underpinned its rapid economic development. And so the possibility of a radically different American role in the region instituted by the least conventional President in living memory is of vital interest not only to the residents of the region, but to the world as a whole. We asked experts from across the ANU College of Asia and the Pacific to watch and assess the impact of Trump on the Asia Pacific during the first hundred days of his Presidency – and how the region, and Australia should respond. It’s the sort of exercise that the largest and most comprehensive collection of expertise on the Asia Pacific on the planet can do with relish – and with a customary policy eye. The result is a fascinating and varied portrait of how the new administration has affected the world’s most dynamic region, and how the region is likely to react. When viewed together, these essays allow us to reflect on three questions that will be crucial for this region and the world over the next four years and perhaps beyond. - The elected President Donald Trump and his new administration at the White House sewed confusion and alarm in Asian and India-Pacific by broadcasting ambiguous and disconcerting signs about the American new policy towards the region. The later steps taken recently point to a certain return to the traditional parameters of Washington's Asian policy: the alliance with Japan and South Korea, and a firm attitude to China in commitment to dialogue, at the same time confirmation of Asia's strategic importance for the American fundamental interests. Since the campaign trail, Trump had already hinted at abandoning the pivot policy on military, commercial and diplomatic terms. Just three days hereinafter his assumption of power, the ambitious and highly contentious Trans-Pacific Partnership was ditched, which spread great dismay among the Trans-Pacific partner countries. To add, the One-China policy, respected by all the Republicans and Democrats since the historical Shanghai Communiqué in 1972, was threatened due to Trump's phone call to the Taiwanese President, Tsai Ing-wen, during his first days in office. Would Trump presidency actually redraw the geopolitical landscape in Asia?

- The United States and Japan are jointly developing and deploying an integrated advanced regional missile defense system meant to counter threats from North Korea. North Korea possesses a large and diversified arsenal of short- and medium-range missiles that could strike Japanese cities and military bases in the event of a crisis and cause measurable damage. The missile defense system currently in place provides strong kinematic defensive coverage over Japanese territory. However, in general, the offense enjoys a strong cost advantage. It is impractical to deploy as many defensive interceptors as there are offensive missiles, which, in turn, limits the efficiency of missile defenses. It should be understood that regional missile defenses in the Asia-Pacific are neither capable nor expected to provide 100% defense. Rather, their goal is to provide sufficient capability to bolster deterrence and, should deterrence fail, to provide enough defense in the initial stages of a crisis to protect vital military assets. Additionally, U.S. and Japanese forces apparently also need to develop a better command and control architecture to operate the Asia-Pacific regional missile defense system. Finally, while the system is meant to defend only against regional threats, China has argued that the system might in the future be able to intercept Chinese ICBMs, thereby diluting its strategic deterrent against the United States. Maintaining effective defenses against North Korea while reassuring China will be one of the major challenges the U.S. and Japan face in their missile defense endeavor.

- The U.S.-led effort to establish a missile defense architecture for the Persian Gulf has been slower and less successful than the United States had hoped, mainly due to an unwillingness and inability to cooperate among the Gulf Security Council nations whose nations the system is designed to defend. Given, inter alia, Iran’s growing ballistic missile arsenal and unease with the Joint Comprehensive Plan of Action in Gulf Arab capitals, security reassurances to the Gulf monarchies will become simultaneously more important and more difficult to make credible. In this environment, missile defense will be an important, but by no means sufficient, mechanism for assuring the Arab Gulf states. Cooperation on missile defense with the Gulf monarchies should continue, but with a realistic understanding of what is possible given the current chaos and political dynamics of the region.

- This report views the Hashd al-Shaabi (Popular Mobilisation Forces, PMF) as having played an intrinsic role in the provision of security in Iraq since the dramatic rise of the Islamic State (IS). However, through the lens of nationalism it analyses the negative role the PMF may play once IS is defeated. The report therefore presents suggestions to deal with the perceived threat of the PMF in the short to medium term. The various groups within the PMF essentially represent a number of subnationalisms, which to a different extent act as competition to the state. The leaders of the various militias use their own particular brand of nationalism in their attempts to gain and maintain power and in doing so they dilute any prospect of national unity or loyalty to the state. Through providing security they act as competition to the Iraqi army which directly impacts on the perception of the state and is used by members of the PMF for political gain. The multiple competing subnationalisms in Iraq do little for the fostering of Iraqi unity or the functioning of Iraq as a state, and are likely to result in the continuation of violent conflict. Therefore, dealing with the challenges surrounding the PMF will be one of the most pressing issues in Iraq following the defeat of IS. The ultimate solution to this problem would be the incorporation of these forces through demobilisation and integration into the conventional ISF. Having one inclusive army, police force and border patrol operating under unified command structures and accountable to civil bodies of oversight is not only an important symbol in aiding national reconciliation and promoting cooperation between different communities, it is also a primary prerequisite for the effectiveness of the security sector as a whole. However, the current situation on the ground, in terms of security, reconciliation, and political will, precludes an aggressive, straight-forward pursuit of this objective. This necessitates an initial phase in which significant progress in these areas is made before incorporation of most PMF units can realistically take place. The government of Prime Minister Abadi needs to use its time following IS’ defeat to build a solid political platform based on shared citizenship, unity and reform. This platform has to include serious reforms in the areas of security and national reconciliation. At the same time, an assistance programme will have to be set up for individual militia members wishing to either integrate into the ISF or make the transition from fighter to civilian immediately following IS’ defeat. This joint process will allow for the gradual dissolution of the PMF as the functioning of the Iraqi state improves, cooperation and unity is advanced, and the army grows in strength. During this time the government can stop colluding with the PMF and begin incorporating, containing, and eventually suppressing the various groups within the PMF based on the level of loyalty to the state that the group holds. Only then can a comprehensive demobilisation and reintegration programme based on formal agreements with all militias be launched as an ultimate solution to Iraq’s problem with militias and subnationalisms. It is crucial that this programme is adapted to fit the local context and that the government of Iraq can exert primary control over it. Accordingly, some conventional standards of DDR programming may have to be deviated from in order for this programme to be successful.

- This year is the 25th anniversary of the election of the first Parliament and government of the Kurdistan Region of Iraq(KRI). Thanks to the safe haven that the United States and its European allies created in 1991 to protect the displaced Kurdish population from Baghdad’s brutal attacks, the Kurds turned a crisis into an opportunity to build a forward-looking nation with democratic aspirations. The journey was a tough one, with many successes and failures, but U.S.-KRI relations grew stronger and developed into a mutually rewarding partnership. The United States continued to protect the Iraqi Kurds from Saddam Hussein’s regime in 1990s and ensured that they would have their fair share in the post-Saddam Iraq. The U.S. once again came to the rescue of the KRI in the face of the Islamic State (ISIS) onslaught in 2014 and continued its support to date. The Kurds have reciprocated with unreserved loyalty and solid support for U.S. policies in Iraq. Peshmerga forces became indispensable partners in the U.S.-led global coalition and instrumental in the ultimate military defeat of ISIS in Iraq. Some consider this KRI-U.S. partnership a tactical and temporary one, not only because ISIS is being defeated, but also because the United States will ultimately stop relying on the Kurds due to their inability, like the rest of Iraq and other Middle Eastern countries, to promote the rule of law and good governance, and to control corruption, which runs unacceptably deep. However, the U.S. and the KRI can prove otherwise. For a start, the United States continues to need strategic partners in the ever-changing Middle East, where its vital interests will remain at stake. In a region that is in turmoil and where terrorism is on the rise, the U.S. and Europe face much-reduced space, presence and leverage for driving and shaping events. Regional state and sub-state actors (like the KRI) have grown in influence across borders. A multitude of nonstate actors, legitimized or not, have become increasingly influential in driving events. The KRI, lying in the heart of the Middle East, is just what the United States needs, where it is most needed. The Kurds have proven themselves skillful and dynamic survivors in a conflict zone that is overwhelmed by powerful rivals. They have strong, collaborative, love-hate relations with the Shia political elite of Iraq. They share a long border with the previously ISIS-occupied Sunni Arab territories, where the challenge of stabilization is greatest. They accommodated the majority of the displaced Sunni Arabs and other ethnic and religious minorities during the ISIS war. Internationally, despite the complexity and sensitive nature of the Middle East’s politics, the political parties of the KRI have actively engaged and maintained relatively good neighborly relationships with both Iran and Turkey. Being a Muslim-majority country and having been part of Iraq, the KRI leaders have had unhindered access to most of the Arab countries. On the issue of KRI’s internal governance challenges, the United States can help a great deal via constructive engagement. The KRI, as a small, emerging nation, remains vulnerable in the world’s toughest neighborhood. This gives the U.S. plenty of leverage that it has never used effectively. In fact, the U.S. has the same kind of leverage with all of its allies in the Middle East but was never willing to use it in fear of negative reactions. On the contrary, the previous U.S. administration chose to almost totally disengage with the region, particularly Iraq, and virtually abandoned its obligation to spread the values of liberty and the rule of law in the Middle East. The consequences were disastrous, forcing the U.S. to return and face a war against the most radical of terrorists. It might be rare for politicians to request or accept conditional help, but the KRI leaders do when such requests come from trusted friends. They are, and have been, responsive to terms and conditions that are linked to good governance, designed to help their country become a better, stronger and more prosperous place. KRG leaders viewed these conditions as incentives and opportunities to reform. Many used them to convince their fellow leaders to endorse change. In short, tough love works with the Kurds and the United States should help the KRI become the partner it deserves, and the partner KRI deserves to be.

- Relations between Iraq and Kingdom of Saudi Arabia (KSA) have remained largely cold or nonexistent since the 2003 Iraq War, an outcome of the war itself that saw the empowerment in Iraq of Riyadh’s regional archrival, Iran. Since January 2017, however, bilateral relations improved considerably as Saudi officials flocked to Baghdad to meet Iraqi counterparts. Iraqi officials and public figures reciprocated, in speed, with their own visits to the KSA. The surprising rapprochement agenda have thus far resulted in, among other things, restoring Saudi diplomatic representation in Iraq, opening al-Jadidah Arar border-crossing on the Saudi northern borders with Iraq, and inaugurating the Saudi Arabia-Iraq Coordination Council, opening a new era of strategic ties between the two countries. Iraqi media now reports that the Saudi Crown Prince Muhammad Bin Salman will start an official visit to Iraq in November. In the process, he will become the highest-level Saudi official to do so since 1990. What explains the timing of this rapprochement policy?

- There was general agreement that the JCPOA was a very positive solution to a complex issue, providing a constructive and peaceful way forward for the Middle East in particular, and the non-proliferation regime in general. The deal contained in the JCPOA is working as intended. Iran has been determined by the IAEA on multiple [6] occasions to be in full compliance with its obligations, and now has the most comprehensive safeguards and verification regime in history. World powers have followed through with some sanctions relief thereby aiding the Iranian economy. Furthermore, there have been other positive dimensions, including an effective joint commission process, greater transparency among parties, as well as communications and interactions taking place in a more positive atmosphere. At the same time, it was recognized that the deal is unstable: although the terms of the JCPOA were ring-fenced from the wider geopolitical environment of the Middle East, political manoeuvring can threaten its continued implementation. The spill-over of non-nuclear issues, often labelled under “Iranian behaviour”, should not be allowed to derail the process. It was noted in a positive sense that all the main candidates in the Iranian Presidential campaign have signalled their desire to continue with the JCPOA. However, several participants felt that some of Iran’s regional policies could undermine this, risking a negative reaction from the US and other states. Some argued that given Iran’s disputed compliance history with IAEA safeguards agreements (which even two years later remains heated) and, in general, the uneasy relations in the past between Iran and IAEA, it is important that Iran continue to strictly comply to the letter of the JCPOA. The US domestic context provides perhaps the greatest potential risk to the sustainability of the JCPOA. It was noted that President Trump may not, after all, ‘tear up’ the deal. The possibility was raised that, because many in his national security team were seen as hostile to Iran, any minor safeguards violation may be seized upon to terminate the deal. Such a hard-line approach could isolate the US from a global consensus and weaken its hand in other relevant matters. There is further danger that Congress could act alone in enacting a bill (of which many are on the table) that would be in contravention of the JCPOA. This possibility was considered unrealistic by some participants. Some details of Security Council resolution 2231 were seen as problematic in a number of ways: the explicit provisions on ballistic missiles were viewed as an unnecessarily punitive measure unrelated to the main goals of the JCPOA; equally, some of the inquiry and resolution mechanisms were seen by some as unbalanced. The JCPOA should in any case be understood as a temporary solution. Even though continuing to implement it effectively would build more confidence, ultimately trust between Iran and some Western states will likely never be high. However, the deal does hold the potential for transformative progress in Iran-US relations, pending further steps to de-escalate and normalize relations. Many of Iran’s neighbours worry that the remaining latent nuclear capacity has only delayed the possibility of a nuclear-armed Iran down the road; at the same time, many regional states are also pursuing nuclear fuel cycle programs. The JCPOA should also offer the international community an opportunity to consider how to extend some measures indefinitely and extend them to other countries. Regional stability and non-proliferation could be enhanced by extending some of the JPCOA provisions to the Middle East and beyond it. As such, Pugwash should make efforts to convene and organize meetings to explore far-reaching initiatives that are in the spirit of the agreement; for example: initiatives to discuss ‘internationalizing’ the nuclear fuel cycle; forward-looking regional agreements, such as a threshold of uranium enrichment, a ban on plutonium reprocessing, or limits on stockpiles of LEU; innovative safeguards measures, such as advanced monitoring technology, enhanced access to centrifuge production facilities, or explicitly set times for snap inspections; further multilateral scientific and technical cooperation, such as the SESAME project.

- War is lurking on the Korean Peninsula. North Korea has embarked on an accelerated buildup of weapons of mass destruction and modernization of its already large conventional force. It has been consistently testing a series of ballistic and intercontinental missiles, performing nuclear tests, and accelerating toward development of a fully functional nuclear weapon that could strike the United States. The North Korean regime is now estimated to have as many as twenty nuclear warheads and could soon be able to make some to �it on the missiles necessary to deliver them. With time running out, Washington may come to the conclusion that a preventive military strike against North Korea’s nuclear and missile programs is the only way to deprive Pyongyang of capability to launch a nuclear-tipped intercontinental ballistic missile on the US. On a visit to Seoul in March this year, Secretary of State Rex Tillerson left open the option of a military strike to prevent the development of nuclear weapons program from advancing too far, vowed to defend allies in the region, and ruled out negotiations with Pyongyang. As Washington and Pyongyang escalate their war of words, with both sides hinting it could end with a nuclear con�lict, the prospect of serious con�lict is stronger than ever.

- The Stanford Center for International Security and Cooperation engaged several Chinese nuclear organizations in cooperative research that focused on responses to radiological and nuclear terrorism. The objective was to identify joint research initiatives to reduce the global dangers of such threats and to pursue initial technical collaborations in several high priority areas. Initiatives were identified in three primary research areas: 1) detection and interdiction of smuggled nuclear materials; 2) nuclear forensics; and 3) radiological (“dirty bomb”) threats and countermeasures. Initial work emphasized the application of systems and risk analysis tools, which proved effective in structuring the collaborations. The extensive engagements between national security nuclear experts in China and the U.S. during the research strengthened professional relationships between these important communities.

- There has been much controversy and criticism about drone strikes conducted by the United States, especially those that have targeted Al Qaeda operatives outside Afghanistan in Yemen, Somalia, and the border regions of Pakistan. Many questions have surfaced about the effectiveness of using drone strikes. There is also a widespread perception that strikes have killed many civilians and that they are illegal. The Obama administration recently promised to release information about the number of civilians killed, as well as its policy guidance governing drone strikes outside Afghanistan. However, this new information is unlikely to directly address the question of what legal framework governs such drone strikes. In fact, the Obama administration has never been completely clear about its views on the legal basis for the drone program. But an understanding of the legal framework is necessary to evaluate the new information and the legality of the drone program.

As part its domestic political transformation during the past decade, Turkey has decreased its reliance on NATO, leading to questions among observers about Turkey’s future strategic orientation away from the West. This brief argues that Turkey’s strategic objectives have indeed evolved in the recent past and that this is apparent in the mismatch between the country’s general security policy objectives and the outcomes of its policies on nuclear issues. At present, nuclear weapons do not serve a compelling function in Turkish policymakers’ thinking, beyond the country’s commitment to the status quo in NATO nuclear policy. Since nuclear deterrence is secondary to conventional deterrence, Turkey’s policies on nuclear issues are predominantly shaped by non-nuclear considerations. These decisions, in the absence of careful consideration of nuclear weapons, increase nuclear risks. This brief explores how Turkey could formulate more effective and lower risk nuclear policies than it currently does by employing cooperative security measures and how such a reorientation could strengthen to its overall security policy in the process.

- With the Presidential Elections coming closer, the global attention is shifting more and more to the United States. During the terms of George W. Bush, especially during his second tenure, the image of the US as an untouchable superpower was somewhat mitigated. In 2001 the US witnessed the largest attack on its territory since Pearl Harbor and military interventions in Afghanistan and Iraq took a heavy toll in human lives and material and �inancial expanses. Upon this, the campaign in Iraq had no legal foundation, and that caused a rift with the European allies, especially with two big continental powers Germany and France, and the consequences are still largely felt to date. The legitimacy and the credibility of the US as the global strong leader was further watered down with the �inancial crunch originating on Wall Street, spilling over to the rest of the world, especially the European Union (EU). At the moment when American image and credibility hit the ground, the White House saw a new president Barack Obama, the �irst African American to sit in the Oval Of�ice. In the internal policy, Obama’s two terms saw the American economy gaining an undisputed strength. Unemployment rate and de�icit were cut in half, exports and the dollar were on the hike, just like the GDP growth and the real estate market. Obama’s foreign policy showed to be much more diplomatic and arguably more ef�icient than that of the Bush administration.

- The Russia-ASEAN summit being held in Sochi on 19-20 May 2016 to mark twenty years of Russia’s dialogue partnership with ASEAN is a further indicator of President Vladimir Putin’s ‘pivot to Asia’ policy, triggered also by its current confrontation with the west. Through this pivot, Moscow wants to assert Russia’s geopolitical status as a Euro-Pacific as well as Asia- Pacific power. It is a pragmatic response to the shifting of global power to Asia. It also builds on the growing Russo-Chinese relations to develop the Russian Far East, a resource-rich but underdeveloped region into the gateway for expansion of Russia into the Asia Pacific. At the same time, the growing asymmetry in achieving the economic and strategic goals of Russia and China has resulted in fears that the Russian Far East will turn into a raw materials appendage of China. Moscow lacks the financial resources to support Putin’s Asia pivot. Therefore, Russia needs to strengthen ties with other Asia-Pacific countries and ASEAN as a regional grouping so as to attract more diversified trade and investments into its Far East region. It is in this context that the Sochi summit takes on added significance. However, given Russia’s sporadic interest in Southeast Asia and its strategic role defined mainly by the limited potential of Russian energy and arms exports to ASEAN Member States, the PR diplomacy and summitry at Sochi may not deliver substantive outcomes for Russia. Nonetheless, Moscow aims to enhance its status in the east and seek business and strategic opportunities through the summit thereby compensating to some extent Russia’s loss following the sanctions imposed by the west over the annexation of Crimea.

- Cultural data gathered by researchers has provided militaries across the globe with intelligence and a unique insight into a category of analysis that is not normally given primacy in military strategic planning. Such data has been used in the past; it was used during World War Two to gain insight into the Japanese mind; it was used during British Colonial pacification efforts in Northern Africa; and it is again used today by the U.S. armed forces’ Human Terrain Teams to understand and relay cultural expectations and needs of occupied communities. This paper examines how the U.S. forces relate to an idea of culture for consumption as intelligence through an analysis of the Human Terrain Teams Handbook. Through this lens, we show how the U.S. armed forces condition members of Human Terrain Teams to interact with and think about local cultures in certain ways that are operationally relevant to military activities.

- In the years since the 2000 Nuclear Non-Proliferation Treaty (NPT) Review Conference, NPT nuclear weapons states have engaged in consequential transparency measures about their stockpiles of nuclear weapons and materials. The level of transparency thus far achieved, however, has proven uneven in terms of the types and amounts of information released and in terms of the frequency of those releases—and most importantly, has not contributed significantly to fulfillment of these states NPT commitments. Nuclear weapons states should reassess the scope of their transparency efforts to date and consider expanding the types of information that they reveal to provide international assurances and achieve gains in support of the nuclear nonproliferation regime. This paper identifies particular steps that these states could take to fulfill the desire for greater transparency that move beyond declarations of the number and status of nuclear weapons and nuclear materials. In particular, it focuses on how transparency can be expanded about the operational practices and protocols that govern the day-to-day management of their military nuclear materials—their warheads, weapons components, and material stockpiles—and how transparency in this area would contribute to fulfilling their disarmament and nonproliferation commitments.

- The military intervention launched by Russia in Syria in September 2015 has altered the character of this protracted civil war and – quite remarkably – has both advanced and jeopardised Russia’s positions in the Middle East. This risky experiment in power projection constitutes a continuation of traditional Russian policy in this rapidly transforming region, but is also a departure from the strategy of careful manoeuvring aimed at exploiting the confusion in U.S. and European policies. Quite possibly the main drivers for this proactive move were either domestic factors or issues related to the confrontation with the West caused by Russia’s conflict with Ukraine. The present analysis, however, deals only with the Middle Eastern contexts, aims and consequences of this enterprise.
