Abstract:
In late April 2009, the Policy Planning Staff of the Foreign Ministry of the Federal Republic of Germany requested that the James Martin Center for Nonproliferation Studies (CNS) undertake studies on four emerging issues in the fields of arms control, disarmament, and nonproliferation, to be completed by June 15, 2009. The four issues were: The need to address the interrelationship between nuclear and conventional arms reduction, if the United States wants to entice others to go along the path to Global Zero. The world after drastic nuclear arms reductions, including the fear of U.S. conventional superiority/global strike capabilities;  The need (and promising areas) to make (nuclear) arms control and disarmament a strong component of NATO's new strategic concept;  Missile Defense, also covering a possible threat from others than Iran and the need to bring missile defense into the NATO-Russia Council; and Substrategic nuclear weapons, with a description of a way to achieve mutual transparency, reduction, and elimination in Europe.

Abstract:
Today two key nuclear powers, China and Russia, stand at the crossroads of nuclear policy: both Beijing and Moscow are reassessing their nuclear policies and postures. The decisions they make will affect their negotiating positions for years to come; therefore, now is the time to engage both countries in discussions about deep nuclear reductions that could ultimately lead to the elimination of their arsenals. Such actions will contribute to reaching “nuclear zero”—the complete elimination of all nuclear weapons—an idea that was the focus of two recent opinion articles coauthored by George Shultz, William Perry, Henry Kissinger, and Sam Nunn, who stressed the necessity of “turning the goal of a world without nuclear weapons into a practical enterprise among nations.”

Abstract:
The last 20 years have witnessed the economic emergence of several countries, which are considered today to be “pivotal states”, “regional powers”, and “emerging powers” in world politics. These emerging powers encompass countries such as China, India, Brazil and Russia, (the BRICs), which have in common both that they have experienced rapid economic growth and that they seek to influence the global economy and world politics to a greater degree than they did before their rise. The BRICs have become leading exporters and lenders (especially China to the US) as well as holders of currency reserves, and they (plus Mexico) are expected to surpass the GNP of the G7 industrialized countries by the year 2040. The reasons for the assignment of a new role, and often of increased power, to these states are their demographic and geographic size, their economic and military capacities, and their political aspirations.

Abstract:
This paper has its origins in the observation that government responses to the global financial crisis are as much political phenomena as they are economic. The current global financial crisis, among its many consequences, has on a very high level shaken up the world political order. And while the crisis is international in origin—its roots lie in the breadth and the degree of the dispersal of risk associated with mortgagebacked securities, as well as the growing imbalance in international capital flows—its resolution is necessarily being carried out first and foremost on a domestic level. This is not least of all because, in the decade since the Asian financial crises, states have begun to play a dramatically increased role in international finance in relation to both multilateral financial institutions such as the IMF and traditional private actors. In an age where global economic ties are integral to domestic economies and where states themselves are becoming some of the biggest players in international capital markets, a state's global financial standing will more than ever determine its political clout on the world stage. With states acting as market makers, lenders of last resort, and regulators of last resort, the key to understanding the future of individual states in the global economic order can be found only by analyzing states' domestic and foreign policy decisions within the context of the specific constraints facing those states at home and abroad.

Abstract:
From the vantage point of 2008, some of the most memorable initiatives of U.S. international economic leadership—the Paris and Louvre Accords, the support for Poland and Russia after the fall of communism, the Uruguay Round, and the Mexican Financing Loan—seem like quaint reminders of a simpler time. In the coming years, the exercise of international economic leadership will surely prove more complex than in the past. The very success of the American vision of a global spread of vibrant and competitive markets has created a huge, rapidly integrating private economy of trade and finance much less amenable to guidance, let alone control, by governments. Unlike in diplomacy and defense, where non state actors are growing in importance but still a side show, in inter- national economics, households, corporations, labor unions, and non-profits are now the dominant players in most parts of the world. While they respond to national laws and policies, their interests are varied and their operations often span borders.

717. The Struggle for a Civilised Wider European Order

Abstract:
Europe's two crises – the Georgia-Russia war of August and the ongoing global financial and economic crisis – point to huge challenges for the organisation and policies of the European Union. The present paper concentrates on the risks that the crises represent for one of the EU's prim e objective, to achieve a civilized wider European order. At least the current episodes show that with leadership the EU can act fast in both diplomacy and finance. But the next question is how to follow through, beyond a passing moment of an effective six-month presidency of the EU. This is the subject of the present note, which advocates a comprehensive upgrading of the EU's policies in the wider European area, and contributes ideas for the revision of the European Security Strategy currently being prepared. The aim would be to strengthen EU policies towards South-East Europe, East Europe and Central Asia, and defuse the current confrontation between a normative Europe and an aggressive Russian realpolitik; better still Russia might, after reflecting on what the two crises mean for its fundamental interests, conclude that the time had come for a more genuinely cooperative understanding with the EU.

Abstract:
The “Friendly EU Border” project, as a part of which the present report has been prepared, commences from the assumptions that external EU borders represent an important aspect of the EU's policies in the field of security and of Justice and Home Affairs. Finland, a country with a long external border with Russia, has been a member of the EU since 1995. Thus, Finland's experience is pertinent for other EU Member States that joined the Union in 2004 and 2007, most of which share their external borders with third countries outside the EU. The EU membership has certainly affected the operations of the Finnish border control, but – perhaps even more notably – the Finnish border control expertise has had a crucial influence on the way border control has been developed on European scale.

719. Russia's Dagestan: Conflict Causes - Europe Report N°192

Abstract:
The North Caucasus (Russian) Republic of Dagestan has avoided large-scale violence despite its proximity to Chechnya but is now suffering from escalating street warfare. Several hundred local and federal security forces, administrators, politicians, ministers and journalists have been killed since 2003. The militant Islamist organisation Shariat Jamaat is responsible for much of the violence. Some of its leaders fought in Chechnya, but its extremist propaganda is also attracting unemployed Dagestani youth. This home-grown extremism, espousing jihadi theology and employing terrorist methods, is a new phenomenon. Police efforts to end the street war have been ineffective and in some instances counter-productive. While supporting loyal local elites, Moscow can help halt the increase in violence if it implements an efficient anti-corruption policy and reintegrates youth into the economic and political system.

720. Georgia and Russia: Clashing over Abkhazia

Abstract:
With the dispute between Georgia and Russia in a new, dangerously confrontational phase, the risk of war in the South Caucasus is growing. Concerned by NATO's plans for further extension to former Soviet republics and Kosovo's unilateral but Western-orchestrated independence, Russia has stepped up manipulation of the South Ossetia and Abkhazia conflicts. Georgia remains determined to restore its territorial integrity, and hawks in Tbilisi are seriously considering a military option. Both sides need to recognise the risks in current policies, cool their rhetoric and cease military preparations. Russia should cease undermining its peacekeeper and mediator roles and be open to a change of negotiating formats. Georgia should adopt a new approach to the Abkhaz, encouraging their links to the outside world to lessen dependence on Russia and emphasising incremental con­­fidence building to establish the mutual trust needed for successful negotiations. The U.S. and European Union (EU) should be firm and united in cautioning both Moscow and Tbilisi against military adventures.
