1. International Democracy Promotion in Times of Autocratization: From Supporting to Protecting Democracy

Abstract:
The worldwide wave of autocratization is doing away with many of the democratic achievements made since 1989. Scholarship on international democracy promotion is yet to theorise how democracy can be protected from autocratization. Such a theory must account for different democratic and autocratic trajectories as well as integrate theoretical approaches from international relations and comparative politics in the study of democracy promotion. However, such a combined perspective is still missing. One reason for this is that the field lacks a clear concept of “protection” and does not yet systematically integrate evidence from democratization research. This paper addresses this research gap. It is the first attempt to develop a concept theory of democracy promotion, which includes support and protection of democracy. Coupling this with a depiction of six phases of regime change, this paper makes a second contribution: based on the proposed conceptual and theoretical integration, it generates a series of testable anchor points for further empirical analysis on what strategies are most likely to be effective during the various phases of regime change.

2. South Korea's Public Diplomacy during the COVID-19 Pandemic: Seeking Status as an Authority in Global Governance

Abstract:
The COVID-19 pandemic caught almost all countries unprepared. Some countries, including South Korea (hereafter Korea), managed to deal with the pandemic relatively more successfully than others and had a proactive global posture from early on, including providing aid, and public diplomacy campaigns. In this paper, I explore Korea’s COVID-19-related public diplomacy activities and its aims. I analyze Korea’s COVID-19 humanitarian aid trends, its policy documents, and the tweets related to the pandemic posted by the country’s official public diplomacy account. I find that the pandemic catalyzed what Korea had already been aiming to do, which is improve its global status to be among top authorities across various issue-areas. Due to the nature of the pandemic, Korea’s public diplomacy has been themed around international cooperation and solidarity. I suggest that Korea should hold onto its international cooperation emphasis on public diplomacy, to form the basis for its status-seeking as an authority in global governance in the post-pandemic era.

Abstract:
We consider how the U.S. news media reports on international affairs. Analyzing ≈40 million news articles published between 2010 and 2020, we explore whether the American news media report differently on various international affairs topics based on partisan leanings. We then analyze ≈25 million articles published by top online news sites to determine whether collective reporting shows disparities between the level of attention afforded major global issues and objective measures of their human costs (e.g. numbers of individuals killed). We find that left- and right-leaning news outlets tend to report on international affairs at similar rates but differ significantly in their likelihood of referencing particular issues. We find further strong evidence that the frequency of reporting on the international issues we study tracks only modestly with their associated human costs. Given evidence U.S. public and policymakers dependence on news reports for foreign affairs information, our findings raise fundamental questions about the influence of these reporting biases.

Abstract:
Our current system of international politics is built on a cartographic real- ity of space. Te legal attachment of sovereignty to territory requires a particular cartographic representation of space. By this I mean that our system of states— being territorially defned—implicitly requires a geography that is mapped in a way that is compatible with our notion of sovereignty. Te cartographic image of state territory enables us to maintain the idea of territorial integrity even when the reality on the ground corresponds very little with the fundamental principles of the UN Charter: Sovereignty (Article 2:1) and Territorial Integrity (Article 2:4).1 When UN operations map the Democratic Republic of Congo it is represented as an integrated territory, and Iraq and Syria maintain their coherent cartographic-territorial representation even when both countries have been divided in all but formal name. Although these are obvious examples of the territorial ideal disagreeing with the power relations on the ground, they actually capture a general logic where the territorial order represented by the map precedes the order on the ground.

7. Using Behavioral Insights to Improve Truancy Notifications

Abstract:
Many states mandate districts or schools notify parents when students have missed multiple unexcused days of school. We report a randomized experiment (N = 131,312) evaluating the impact of sending parents truancy notifications modified to target behavioral barriers that can hinder effective parental engagement. Modified truancy notifications that used simplified language, emphasized parental efficacy, and highlighted the negative incremental effects of missing school reduced absences by 0.07 days compared to the standard, legalistic, and punitively-worded notification—an estimated 40% improvement. This work illustrates how behavioral insights and randomized experiments can be used to improve administrative communications in education.

Climate change poses a new class of security challenges that is confronting societies worldwide. Increased risk of famine, destroyed infrastructure, houses and shelter, and violent conflicts might all be consequences of climate change through gradual changes to ecosystems and extreme weather events. As a way to mitigate these challenges, states have delegated increased power to intergovernmental organizations (IGOs). This Fact Sheet summarizes the key findings of the first systematic review of research on IGOs and climate security, and the implications of existing studies for the theory and practice of global climate security governance.
