Abstract:
This issues paper is dedicated to the late Sylvia Chant, who named household-level measurement as a barrier to evidence related to the ‘feminization of poverty.’ Her work underpinned the commitment of the author and International Women‘s Development Agency (IWDA) to change the way that poverty is measured so that its gendered dimensions are visible. As IWDA worked with othersi to create an alternative quantitative measure of poverty, Chant’s focus on the “feminization of responsibility and obligation – women’s increasing liability for dealing with poverty (responsibility), and their progressively less choice other than to do so (obligation)” ii informed the inclusion of voice, unpaid work and time use as dimensions of gendersensitive measurement of multidimensional poverty.

2. Mapping Pathways for Peace through the Composition of Official Development Assistance

Abstract:
Mapping the changing composition of official development assistance (ODA) against peace and conflict patterns in recipient countries over time can enhance the understanding of how pathways to peace look like in practice. This working paper presents empirical findings from more comprehensive research into the composition of ODA across aid recipient countries in the period 1990–2020. ODA is broken down into humanitarian, development and peacebuilding aid components. While development assistance is found to dominate across all types of country contexts, and the humanitarian share tends to be larger during conflict, peacebuilding assistance varies by conditions in countries. Post-conflict countries that avoid conflict relapse receive significantly higher shares of peacebuilding aid compared to post-conflict countries that relapse. A ternary graph is introduced to strategically track the composition of the total ODA envelope at the country level during different time periods. The findings suggest that a more effective future deployment of ODA for the advancement of peace and stability is possible.

Abstract:
Middle-power democracies—countries which regardless of their geopolitical weight have made democracy support a sustained component of their foreign policy—will be crucial to reimagining democracy support strategies and policies to better meet the moment. Some of these states have crafted new initiatives and wielded diplomatic tools to deepen their impact in recent years. However, these states have on the whole punched below their collective weight. This paper suggests that middle-power democracies can maximize their impact on global democracy in the following ways: Enhancing solidarity: when a country acts courageously in defense of democracy, it needs to know that others will stand alongside it. Sharpening their focus: middle-power democracies should target policy areas aligned with democratic values on issues both at the top of the geopolitical agenda and at the top-of-mind for citizens around the world—for example, economic recovery, injustice and discrimination, corruption, digital repression, and climate change. Improving diplomatic cooperation: pursuing flexible and focused multilateral partnerships allows for collaboration on key policy interests and amplifies middle-power actions.

Abstract:
Hybrid threats and hybrid conflicts and wars are one of those terms that have suddenly entered in public knowledge, raising many concerns. This is not surprising because there is no common and generally accepted definition of hybrid threats by which these processes are defined. The emergence of this term in the the complexity of this issue. Specifically, hybrid threats are not a new phenomenon to theorists of conflicts and wars. What makes hybrid warfare different from previous wars is the change in the importance and intensity of the individual components of the conflict, such as information or influence warfare component. In fact, until regional media space was, in the beginning, connected with journalist’s perception that intention of the state is to impose censorship of writing and publishing. Over time, fear in the media receded and gave way to understanding the end of the 20th century, information and media operations, that could be called influence or cognitive operations, were in the function of military operations.

Abstract:
In an interconnected world, economic and political interests inevitably reach beyond national borders. Since policy choices generate external economic and political costs, foreign state and non-state actors have an interest in infl uencing policy actions in other sovereign countries to their advantage. Foreign infl uence is a strategic choice aimed at internalizing these externalities and takes three principal forms: (i) voluntary agreements, (ii) policy interventions based on rewarding or sanctioning the target country to obtain a specific change in policy and (iii) institution interventions aimed at influencing the political institutions in the target country. We propose a unifying theoretical framework to study when foreign in fluence is chosen and in which form, and use it to organize and evaluate the new political economics literature on foreign infl uence along with work in cognate disciplines.

Abstract:
The Belt and Road Initiative (BRI), officially unveiled in 2013, is China’s landmark foreign and economic policy initiative to achieve improved connectivity, regional cooperation, and economic development on a trans-continental scale. China has promoted the BRI as a cooperative initiative that will lead to a win- win situation for both China and BRI partner countries. However, there are many different views and pushbacks against the BRI and suspicions of China’s underlying intentions. Impacts of the BRI can be assessed either through a model-based quantitative study or through a broadly representative survey. Our paper used the latter approach as we were not aware of any such study in the past. We implemented an online survey from 20 June to 19 July 2019 which over 1,200 Asian opinion leaders responded to. Asian opinion leaders were defined as policy makers, academics, businesses, and media practitioners from 26 Asian countries that have signed a BRI agreement with China. Stakeholders’ perspectives on the following issues were solicited: (i) why China might have been interested in launching the BRI; (ii) perceived benefits and risks to countries participating in the BRI; and (iii) policies that the stakeholders would like to recommend both to China and their own governments. Though mixed views on the specifics of the BRI emerged, respondents generally felt that the BRI was a positive development facilitating international economic cooperation and development. The recommendations of this survey should be of some use in making the BRI a truly win-win initiative for all.

Observers claim that public policies fail ‘often’. This paper asks, ‘how often’? It is an important question, because public policies absorb resources to address major social issues. We should know if policies are proving bad social investments; routinely failing to solve focal problems at high costs. Unfortunately, it is not easy to assess this. Many public policy organizations—governments in particular—do not provide accessible views onto overall success or failure. The World Bank does, however, provide such view—and it supports policy interventions one finds in governments across the world. The paper thus examines World Bank failure rates. It finds that there are different answers to the ‘how often’ question, depending on responses to a second question, ‘what is failure anyway?’ In studying both questions, the paper identifies a bias in the World Bank—and probably all organizations adopting rational ‘plan and control’ policy processes—to measuring ‘project and product success’ rather than a broader view of success as ‘problems are solved with development impact’. This means that policy organizations like the Bank judge success based on whether planned products are delivered through an efficient process; not whether policies solve the problems that warranted intervention in the first place, or whether the policies promoted development outcomes. Is this how citizens would want their public policy organizations to conceptualize success?

Contemporary international relations are carrying a wide range of challenges that have led to the necessity to rede�ine existing national and international strategies grounded predominantly on conventional state-based threats. Recognising vulnerability to non-conventional challenges, contemporary strategies are increasingly acknowledging the importance of the changing character of warfare. Namely, not only have the non-conventional threats become increasingly perilous, but the overlapping of different classes of threats have dramatically increased the complexity of existing challenges. This leads to a conclusion that future con�licts are very likely to be multidimensional, with blurring and combined forms of combat characterised by expanding dynamics and growing destructiveness, frequently called hybrid. Due to the fact that it includes a wide range of fairly unconsolidated categories, the term itself had received a signi�icant amount of criticism related to an alleged lack of conceptual clarity. Still, while the mainstream transatlantic security policy elites largely operate in traditional terms and only modestly use the contemporary framework of strategic thinking, the challenges and increasingly assertive opponents are following a different path.

When the 45th president of the United States takes office in 2017, he or she will inherit a century-old mantle of global leadership. The new president will immediately confront questions about America’s influence in the world and its ability to protect American interests and maintain global peace and stability. Today, some of the greatest threats to U.S. national security originate from the very forces of growing interconnectedness that the post-World War II order has enabled. For years, global businesses and expanding communications have been connecting the peoples and nations of the world together at faster and faster rates, and these changes have produced tremendous opportunities and prosperity in the United States and around the world. But at the same time, the rise of global interconnectedness means that it has become easier for transnational security threats—from terrorism to organized crime—to spread. These threats, which increasingly overlap to comprise an illicit world that parallels the state system, put at risk the international system that has upheld peace and prosperity. In addition, other transnational threats—from climate change to health pandemics—increasingly threaten the United States and countries around the world and require coordinated, effective efforts to tackle them. The majority of these threats originate in or are exacerbated by areas where a state’s citizens do not see their government as legitimate, or where legitimate governments are unable to extend their lawful powers across their entire geographies. From states in open conflict in the Middle East to states in Latin America and Africa that still struggle with vast ungoverned territories, the lack of legitimate governing institutions is an invitation for illicit transnational forces to grow. Terrorists find their greatest safe haven in countries where governments cannot or will not control their territory; pandemic diseases go undetected and untreated due to governments not properly addressing health care needs; organized criminal groups can create regional and global networks when corrupt governments are complicit or absent; and climate change wreaks even greater havoc when there is no effective government to take steps to mitigate the threats. The missing links in all of these cases are legitimate governing institutions that can reflect the will of their people, respond to their needs, and extend their authority across the entire populace.

Fifteen years ago, Samuel P. Huntington published, first as an article (“The Real Clash of Civilizations?” Foreign Affairs, Summer 1993) and then as a book (The Clash of Civilizations and the Remaking of World Order, Simon and Schuster, 1996), his famous argument about the clash of civilizations. The clash that he was referring to was the clash between the West—Western civilization—and the rest. Of the rest, he considered the greatest challenges to the West would come from the Islamic civilization and the Sinic, or Confucian, civilization. These challenges would be very different because these civilizations were very different. But together they could become a dynamic duo that might raise very serious challenges to the West.
