Abstract:
Jordan is in the eye of the Arab cyclone. It remains stable while surrounded by chaotic political situations in Syria, Iraq, Palestine and the Sinai Peninsula. Jordan has not experienced the massive demonstrations aimed at regime change that have been seen elsewhere in the region, and its relative stability has enabled it to cash in on the geo-political services it provides. These services include: hosting refugees from Palestine, Iraq or Syria; remaining a reliable ally for many international powers; featuring a strong army that plays a stabilizing role in the region; serving as an intermediary when neighboring countries need a host or a dealmaker; and providing qualified Jordanian workers to fill open vacancies for companies and countries, especially in the Gulf. The current stability in Jordan matches well its historic capacity to resist and adapt to shocks. However, the contemporary situation of the labor market reveals that the weaknesses observed in the countries having experienced revolutions (e.g., Tunisia and Egypt) are also present in Jordan; labor market participation is low with very few women active, and the unemployment rate of educated young people is worrisome. Both the number of Jordanians working abroad and the number of migrant workers in Jordan show the discrepancy between demand and supply of labor in Jordan. This could become problematic, since the economic situation has been worsening, notably with fewer public jobs available. Hence there is a need for international donors to keep supporting Jordan in a difficult regional environment, for the government of Jordan to wittily manage the balance between Transjordanians and West Bankers in the near future and for new workers to alter their expectations in searching for opportunities outside the public sector.

2. Salafists Are the Wild Card of Egypt's Referendum

Abstract:
Low Salafist turnout for this week's constitutional referendum could signal a broad base of support for growing jihadist violence against the post-Morsi government. The January 14-15 referendum on Egypt's draft constitution is being billed as a referendum on the military's July 3 ouster of Muslim Brotherhood president Muhammad Morsi. Yet the vote is unlikely to alter the country's short-term political trajectory: no matter the results, the military-backed government will continue repressing pro-Morsi forces, who will in turn continue resisting a process they view as illegitimate. The extent to which Salafists participate in the referendum may have longer-term implications, however. High Salafist turnout would suggest an embrace of the Nour Party's decision to participate in the post-Morsi process, whereas low turnout would reflect strong feelings of disenfranchisement that could lead more Salafists to embrace jihadism.

Abstract:
As part of the radical political changes that have affected a number of Arab countries over the past 4 years, the toppling of regimes and the organization of the first fair and free elections in several Arab states have allowed Islamist parties to rise to power. This highly visible political trend has caused mixed reactions, both within these countries and internationally. Prior to the Arab Spring, most countries in the region banned Islamist movements from forming political parties. For decades, members of such movements were jailed, tortured, and exiled from their home countries. Even in those states where Islamist political parties were allowed, they had limited freedom and were under the scrutiny of the regimes, as was, for example, the Moroccan Justice and Development Party.

For 7 years now, the border area between Israel and Lebanon has witnessed calm and stability. At first sight, this has all the appearances of a paradox. The 2006 war between the Israeli Defense Forces (IDF) and the Lebanese organization, Hezbollah, was followed neither by a peace agreement nor by a mere diplomatic process. Both sides prepared their forces to wage the next war and additionally have been confronted in past years to major changes in the distribution of power in the Middle East in the midst of the so-called “Arab Spring.”

Abstract:
The self-styled Islamic State is an accident of history, emerging from multiple social, political and economic tensions in the Middle East and beyond. It has challenged the territorial divisions imposed on the region following the collapse of the Ottoman Empire by carving out for itself a large area of territory. But ultimately, its impact will flow as much from its challenge to established concepts of government, national sovereignty, and national identity. The Islamic State is most notable for the violence with which it asserts control, but its ruthless tactics will likely prevent the group from ruling effectively and building broader support beyond the front line fighters who protect its security and the authoritarian killers who patrol its streets.

Abstract:
The longer the war in Syria continues, the greater the threat these fighters will likely pose. Last week, ten Jordanian Islamists who were apprehended while attempting to join the jihad in Syria were sentenced by the State Security Court to five years of hard labor. And last month, Jordanian F-16 fighter jets destroyed a convoy purportedly carrying al-Qaeda-affiliated anti-Assad-regime rebels traversing the border from Syria. These "spillover" incidents are only the latest in a disturbing trend. Over the past year, reports of Jordanian Salafi jihadists have become routine, raising the specter of terrorism returning to the kingdom.

Abstract:
Security crackdowns will not be enough to eradicate jihadist networks in Tunisia and Libya, which have the patience and ideological conviction to weather drastic reorganization. Eight months ago, the Tunisian government officially designated Ansar al-Sharia in Tunisia (AST) as a terrorist organization. Since then, Tunis has cracked down on the group's activities, going after both its dawa campaign (i.e., proselytization and social-welfare efforts) and any links members have to terrorist plots. On the whole, AST's public response has been to keep relatively quiet. Yet recent developments indicate that the group may be rebranding itself as Shabab al-Tawhid (ST; the Youth of Pure Monotheism), a shift that would have important implications for efforts to counter Tunisian jihadists and their associates in Libya.

The Lebanese Shiite armed movement Hizbollah has gone all-in for Syrian President Bashar Assad. It has shown it will back his regime by any means necessary, despite doubts about its capacity to win a decisive victory and regardless of the risks to the movement's own moral standing and cross-sectarian appeal. As it is drawn ever-deeper into its neighbour's civil war that seems poised to endure for years, it finds itself increasingly distracted from its original anti-Israel focus and risking a profound reshaping of its identity.

10. NATO and the Arab League: The Importance of Being Earnest

With the situation in Syria continuing to deteriorate and a death tally of more than 70,000, the Arab League (AL) reached out to representatives of the Syrian opposition. Arab leaders offered the Syrian National Coalition (SNC) the seat of Syria in the AL's 24th Summit in Doha, which took place on 26 March 2013. In his address on that occasion, SNC leader Moaz Al-Khatib asked the US and NATO to extend "the umbrella of the Patriot missiles to cover the Syrian North". Al-Khatib added: "We are still waiting for a decision from NATO to protect people's lives, not to fight but to protect lives". NATO was quick in responding to Al-Khatib, but gave him the answer that he least wanted to hear. The Alliance's Secretary General Andres Fogh Rasmussen confirmed: "(W)e have no plans to change the purpose of, and coverage of the deployed Patriot missiles".
