2. US-China lessons from Ukraine: Fueling more dangerous Taiwan tensions

The lessons that Washington and Beijing appear to be learning from Russia’s February 2022 invasion of Ukraine, and from Ukraine’s resistance and counteroffensive, could set the stage for a crisis over Taiwan in the next few years. This grim prospect is driven by the United States and China arraying themselves for a strategic rivalry since 2017 through the continuing trade war, economic decoupling, and increasing rhetorical and military positioning for confrontation over Taiwan. In light of the Chinese military’s threatening gestures, belligerent rhetoric, and other recent actions that read like they could be preparation for war, there is a danger that the successive warnings by senior US military commanders that Chinese CCP General Secretary and President Xi Jinping has already decided to use military force in the near term could become the proverbial tail wagging the dog — and could impose a logic that makes a US-China war more likely, rather than enhancing deterrence.1 Therefore, the key question for the United States and its allies is how an increasingly truculent and belligerent Chinese leadership can be incentivized to walk back from the brink. This paper examines what lessons China, the United States, and European allies have drawn from the Ukraine conflict and how such lessons have shaped these actors’ strategic assumptions. It concludes with a discussion of policy recommendations for the transatlantic community confronting the possibility of a US-China conflict over Taiwan.

4. Kazakhstan could lead Central Asia in mitigating the world’s energy and food shortages

Russia’s war against Ukraine has had significant economic and political repercussions across the globe, including energy shortages and growing food insecurity. The war has forced Central Asian states to emphasize their independence from Moscow and accelerate their economic diversification. Central Asia—comprising Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan—has the potential to mitigate global shortages of energy, food, and fertilizers, caused by Russia’s war of aggression. The primary challenges for Central Asia and its Western partners remain diversifying export routes and expanding the capacity of alternative transportation corridors, especially the Trans-Caspian International Transportation Corridor, or the “Middle Corridor.” Kazakhstan is the leading producer of uranium ore in the world, grows 2 percent of the world’s wheat, and has major hydrocarbon reserves. Kazakhstan has the opportunity to lead Central Asia forward on the path to becoming an important supplier of energy, grain, fertilizers, and nuclear fuel to world markets. The energy crisis in Europe spurred renewed interest in the long-planned Trans-Caspian natural gas pipeline. A potential United States and European Union ban on uranium civilian-reactor fuel exports from Russia could ensure Kazakhstan’s importance as a nuclear fuel exporter to Europe. To do this, Kazakhstan first needs to build its own conversion and enrichment facilities. This would allow it to double its share in the European market while utilizing the Middle Corridor. By encouraging Western investment, the states of Central Asia can become an important force in global commodity markets. To this end, they should implement the recently signed far-reaching regional agreements on cooperation and integration, so that they are less susceptible to “divide and conquer” strategies from predatory foreign powers and can exercise greater leverage when negotiating as a bloc. The US and the EU should also recognize that Central Asia’s energy and agricultural potential and resources make the region an area of strategic interest with promising business opportunities. The Central Asian states need to intensify their Western-oriented diplomatic outreach to attract support from state and private actors for investment and technological partnerships. Geographic proximity to Russia and China means Central Asian countries will always have economic relationships with Moscow and Beijing. But greater Western engagement in the region can diminish the chances for Russo-Sino cooperation in Central Asia. Russia’s war against Ukraine has weakened its geopolitical position and the Western sanctions on its economy have opened up new opportunities for Central Asia to supply critical energy and food commodities to world markets. Kazakhstan, as the region’s largest economy and its largest producer of oil, uranium, and grain, is well-positioned to lead this transition.

5. Humanitarian aid: Defining new areas of US-LAC collaboration

The US humanitarian assistance and disaster relief (HADR) system—well practiced and extensively developed—could further serve US and partners’ needs in Latin America and the Caribbean (LAC) and beyond through targeted improvements. Based on our experience as HADR practitioners with operational and academic expertise, we share insights from many years of working with partners in the Americas. The task is urgent: fragile governments and organizations further impacted by COVID-19 and climate change have exposed HADR deficiencies that need to be rapidly strengthened. Redoubling the US’s HADR commitment to allies and partners can also have strategic benefits during a period of renewed competition with the People’s Republic of China. We believe that the United States can strengthen its HADR work globally, and particularly with LAC countries, through partnership and relationship building as well as education and exercises. By deepening its strengths and address- ing room for improvement, the United States can remain the partner of choice for LAC countries and conserve its positional advantage over China and other strategic competitors. How can LAC and partner nations (such as the United States), nongovernmental organizations, and regional and other global organizations strengthen their abilities to respond to natural disasters? What can the United States do to improve its disaster preparedness and response in LAC? And what can Washington learn from Beijing’s approach to disaster assistance in LAC? In crafting this report to address these questions, we drew from a roundtable discussion, verbal and written consultations with subject matter experts, and written material. A full description of the methodology is provided in the appendix. The findings of the report include eight recommendations grouped under two mutually complementary areas: (1) partnership and relationship building, and (2) education and exercises. Not only are these recommendations timely and relevant for HADR practitioners, but taking these steps would strengthen Western hemispheric security by investing in the region’s infrastructure and human capital. As the United States and its LAC partners consider future room for cooperation and collaboration, HADR work will form an indispensable centerpiece of their strategies.

6. An imperative for women’s political leadership: Lessons from Brazil

In politics and positions of power, the lack of equitable representation of women is striking. Women represent 49.7 percent of the world population, yet only twenty-seven countries have a female leader as of February 2023.2 Brazil, which elected its first and only woman president in 2011, has seen slow progress in ensuring greater female participation in politics. Political violence against women, among other factors, is a deterring factor for women’s political participation. Political violence is not a new phenomenon, nor it is exclusive to women. However, evolving analysis has identified differences between political violence generally and political violence against women. The latter is directed at women with the intent of restricting their political participation and active voice, while also generalizing women’s participation as “wrong.” In the Brazilian context, political violence against women is a “physical, psychological, economic, symbolic, or sexual aggression against women, with the purpose of preventing or restricting access to and exercise of public functions and/or inducing them to make decisions contrary to their will.” As such, political violence against women plays an important role in deterring women’s active participation in politics—and even more daunting for black, indigenous, or LGBTQI+ (lesbian, gay, bisexual, transgender, or queer) women. Brazil has a unique opportunity to adjust its legislation and reframe the incentives in the political sphere tackle this issue now, ahead of municipal elections in 2024. Doing so will ensure greater and more equitable political participation, enrich the political debate, strengthen the legislative agenda, and further solidify the country’s democratic ethos, even if other challenges to democracy remain. This report presents solutions Brazil could take to reach this more representative and resilient version of democracy.

Allies laid out actions to be taken across the diplomatic, economic, and military spheres. Now the Alliance must implement those responses. Beijing will be watching closely.

8. China and the new globalization

The unitary globalized economy no longer exists. Driven in significant part by security considerations, a new and more diverse globalization is both required and being built. The transition is ongoing, and its final form is yet to be determined. Many of the causal factors for this very significant change revolve around China and the consequent responses to its actions by the United States, other democracies of the transatlantic alliance, and the advanced democratic economies of the Indo-Pacific. There are other important factors generating this new globalization including the impact of the Russia-Ukraine war both on energy markets and on trade and investment with Russia generally, as well as the global requirements for mitigating and adapting to climate change. However, China has been a critical element in what might be described as the “maximum trade-centered globalization,” which has dominated trade and investment policy in the three decades since the end of the Cold War. This issue brief describes the still-developing new globalization focusing on the issues surrounding China. A fundamental challenge that China presents arises because its actions have generated significant security and economic challenges, yet it nonetheless is a massive trade and investment partner for the “advanced democratic economies” (ADEs),1 which for purposes of this analysis include the Group of Seven (G7) countries,2 plus Australia, Norway, the Republic of Korea, and the European Union. Adapting to a new globalization requires establishing a strategic approach that resolves the inherent contradictions between those conflicting considerations.

9. Authoritarian kleptocrats are thriving on the West’s failures. Can they be stopped?

A hidden web of power revealed itself to Internet users in early 2022. Following a brutal government crackdown in Kazakhstan in January, anyone using open-source flight-tracking websites could watch kleptocratic elites flee the country on private jets. A little more than a month later, Russia’s invasion of Ukraine brought a new spectacle: social media users were able to track various oligarchs’ superyachts as they jumped from port to port to evade Western sanctions. These feeds captured a national security problem in near real time: In Eurasia and beyond, kleptocratic elites with deep ties to the West were able to move themselves and their assets freely despite a host of speeches by senior officials, sanctions, and structures designed to stop them. Kleptocratic regimes—kleptocracy means “rule by thieves”—have exploited the lax and uneven regulatory environments of the global financial system to hide their ill-gotten gains and interfere in politics abroad, especially in the United States, the United Kingdom, and the European Union. They are aided in this task by a large cast of professional enablers within these jurisdictions. The stronger these forces get, the more they erode the principles of democracy and the rule of law. Furthermore, the international sanctions regime imposed on Russia in response to its invasion of Ukraine has little hope of long-term success if the global financial system itself continues to weaken. The West still has a long way to go to rein in the authoritarian kleptocrats who have thrived on the institutional dysfunction, regulatory failure, and bureaucratic weakness of the transatlantic community for far too long. We need to rethink not just how we combat kleptocracy, but also how we define it. Policy makers need to understand that authoritarian regimes that threaten transatlantic security are closely linked to illicit financial systems. As it stands, our thinking about how foreign corruption spreads is too constrained by stereotypes about kleptocratic goals and actions.

10. Cybersecurity for innovative small and medium enterprises and academia

Abstract:
Innovation is fundamental to United States global leadership, critical both for the economy and for national security. Yet the resilience of the US innovation ecosystem against adversary cyber espionage and attack—most specifically from China—has not received the attention required, particularly given the essential innovation roles played by small and medium-sized enterprises (SMEs) and by academia. In response to that challenge, this report sets forth a proposal for expert-provided cybersecurity resilient architectures for SMEs and academia that are engaged in the development and operation of key emerging and advanced technologies. Such cybersecurity resilient architectures would be operated by the private sector and funded through the establishment of transferable cybersecurity investment tax credits. The use of such architectures for the protection of emerging and advanced technologies would play a key role in ensuring that the United States maintains its worldwide innovation leadership.

11. The Afghan refugee crisis: How to resurrect the global refugee resettlement coalition

Six months after the fall of Kabul, the humanitarian situation in Afghanistan has deteriorated at an alarming rate. The threat of famine and economic collapse looms over the entire country. Consequently, many Afghans are fleeing both these appalling conditions and the oppressive Taliban that now control the country. However, Afghan asylum seekers will be facing difficult circumstances even after they leave their country. The global resettlement order remains severely atrophied after the refugee crisis of the mid-2010s, leaving it unable to face the challenge in a rise in Afghan refugees or for other future refugee crises. As the humanitarian tragedy in Afghanistan intensifies, a new global refugee resettlement coalition has to be formed to address the escalating refugee crisis. The primary objectives of this report, written by Rory Stewart, Senior Fellow at Yale University’s Jackson Institute and former UK development minister, are to: outline the ways in which states have already attempted to respond to the Afghan refugee crisis; discuss realistic and measured ways to address the refugee crisis without undermining border security; improve transatlantic and global coordination in reinvigorating standards on refugee resettlement across the world. This report outlines how the refugee resettlement coalition can be restructured. Beginning with the United States, United Kingdom, and coalition of likely EU member states (such as France, Germany, Benelux, and the Nordic countries), these countries can resettle approximately 320,000 refugees annually. This would happen if each country committed to taking in 0.05% of their respective populations each year: 33,026 for the United Kingdom, 166,400 for the United States, and 120,000 for the likely coalition of willing EU member states. The report also explains how the humanitarian situation in Afghanistan has deteriorated significantly since the fall of Kabul, why Afghans are leaving their home country in increasing numbers, and why the international community must reinvigorate the global resettlement coalition to address this crisis and future refugee crises.

12. US-China vaccine diplomacy: Lessons from Latin America and the Caribbean

COVID-19 has laid bare the competing strategies and practices of the United States and China to amass further clout in Latin America and the Caribbean (LAC). In many ways, the pandemic is quickly accelerating a regional trend seen over the last decade: China uses its growing economic and diplomatic muscle to provide an alternative to US activities and interests. The implications of diverging COVID-19 responses, notably at the onset of the pandemic’s rise in the region, will reverberate beyond the health sector. What might the differing US and China pandemic approaches portend for future influence in the region? For the United States and China, the pandemic has opened new opportunities to deepen regional ties. Both countries’ assistance eventually centered on vaccine diplomacy, but China was first out of the gates in offering vaccinations beyond its borders. For LAC, its interactions with the United States and China during the pandemic are emblematic of broader trends: China provides an alternative to LAC during crisis moments; and regional leaders use US-Chinese competition to their advantage. Both instances are visible in the region, including in the four geographic areas analyzed in the following pages: Central America, Trinidad and Tobago (T&T), Brazil, and Mexico. In each case, distinct US and Chinese engagement at various stages of the pandemic—along with the host countries’ own actions and reactions—have yielded short-term results and some that are likely to persist. In Central America, China provided strategic diplomatic messaging alongside vaccine shipments, but the United States donated more vaccines. In T&T, Chinese vaccines were accompanied by a new loan, and the country’s prime minister applied a pragmatic approach to acquire vaccines from both the United States and China. For Brazil, laboratory-to-laboratory agreements highlighted a different version of vaccine diplomacy: one that occurs at the subnational level. In Mexico, numerous diplomatic exchanges occurred alongside substantial vaccine purchases from US and Chinese manufacturers. Vaccine-related diplomacy also contributes to an evolving discussion about the different ways China and the United States more broadly engage the region—and vice versa. Starting from a low base, Chinese engagement with LAC has focused on and grown significantly in diplomacy, trade, and investment over the last decade. China is either the first- or second-largest trading partner for many countries in the Americas and a top source of foreign direct investment among its allies. Current US strategy in the region similarly reflects a new sense of deploying diplomatic tools to advance hemispheric prosperity, while doing so as part of a broader vision that reflects partnering to address global challenges—from climate change and the instability that sparks migration to shoring up democracy and addressing corruption. Overall, the region’s proximity, shared peoples, history, and borders with the United States provide greater depth and multidimensionality to the relationship. Consequently, vaccine diplomacy represents a greater marginal opportunity for China to broaden and deepen regional ties.

A new report, Iraq: Implementing a Way Forward, authored by Atlantic Council staff and fellows C. Anthony Pfaff, Ben Connable, and Masoud Mostajabi lays out findings and recommendations to assist the Iraqi government and its international partners in improving political, social, economic, and security conditions to enhance national stability, stabilize Iraq’s democratic processes, and promote broad-based, Iraqi-generated economic growth. The report draws on two years of engagement with experts from Iraq, the United States, and Europe through a US-Europe-Iraq Track II Dialogue convened from March 2020 through December 2021. Convened by the Atlantic Council’s Iraq Initiative and the Konrad-Adenauer-Stiftung with support from DT Institute, the Dialogue consisted of a series of workshops to identify policies to help address Iraq’s political, socioeconomic, and security challenges. Dialogue participants included former and current high-level officials and experts, all of whom are committed to a better future for Iraq.

14. Entangling alliances? Europe, the United States, Asia, and the risk of a new 1914

Abstract:
How has alliance formation and maintenance changed since the Cold War? As Russia invades Ukraine, China threatens Taiwan, Iran harasses Gulf States, and Turkey’s neighbors worry about Ankara’s designs, it is a good time to reassess the validity of alliances for global security. Some believe that traditional military alliances are getting weaker or outmoded, and will increasingly be replaced by looser ad hoc groupings such as the Quad, the defense-alliance trio known as AUKUS, or coalitions for given operations such as those in Kosovo, Afghanistan, Iraq, or Libya. However, standing alliances are proliferating (increasing in numbers), widening (welcoming new members), and deepening (reinforcing solidarity and cooperation). The result is a network of interlocking defense relationships, to which an ever-thicker layer of new security groupings and quasi alliances is being added. The emerging system is complex, and policymakers would do well to think through possible future crises to imagine how the various moving parts would end up interacting. They should avoid drawing on the Cold War as a guiding epoch, as it was a comparatively stable and predictable bipolar order. Alliances will also be consistently tested as well, because, as alliances are created or reinforced, adversaries react and probe their limits. Will this expanding network of alliances create more stability or more instability? Does alliance proliferation reduce or increase the risk of war? And if war erupted somewhere, what would be the risks of escalation? The dawning multipolar world, featuring an increasingly dense network of security arrangements, uncomfortably remind us of the years 1912-1914, shortly before the outbreak of World War I. A definitive answer may be impossible to arrive at, but evidence suggests that the current proliferation of alliances is, on balance, more stabilizing to world order than not. The broad set of alliances, suballiances, and security arrangements act as a “safety belt” for world order, rather than as a “conveyor belt” to catastrophe.

15. Narrative Warfare: How the Kremlin and Russian news outlets justified a war of aggression against Ukraine

In the weeks and months leading up to Russia invading Ukraine on February 24, 2022, the Kremlin and pro-Kremlin media employed false and misleading narratives to justify military action against Ukraine, mask the Kremlin’s operational planning, and deny any responsibility for the coming war. Collectively, these narratives served as Vladimir Putin’s casus belli to engage in a war of aggression against Ukraine. To research this report, the Digital Forensic Research Lab (DFRLab) identified recurring pro-Kremlin narratives over two timeframes: the 2014–2021 interwar period and the seventy days leading up to the 2022 invasion. For the interwar period, we reviewed more than 350 fact-checks of pro-Kremlin disinformation. We then collected more than ten thousand examples of false and misleading narratives published by fourteen pro-Kremlin outlets over the seventy-day pre-invasion period. To understand how these narratives evolved, we catalogued them by themes, sub-narratives, and relationships to pre-invasion escalatory events. This allowed us to produce a timeline of false and misleading Kremlin narratives encompassing the year leading to the invasion, showing how Russia weaponized these narratives as its actions on the ground escalated toward war.

As the US energy sector’s reliance on digitalization grows, its vulnerability to cyberattacks also increases. To better understand current and future threats, the Atlantic Council Global Energy Center convened the Atlantic Council Task Force on Cybersecurity and the Energy Transition to develop a cybersecurity framework designed to protect US energy infrastructure—and by extension, national security—against cyberattacks. Former Secretary of the US Department of Homeland Security Michael Chertoff and former General Wesley Clark served as co-chairmen of the task force, which produced this report, “Securing the Energy Transition against Cyber Threats.” The task force found that existing efforts to strengthen cybersecurity are insufficient to meet the demands the energy transition will bring. The fragmented, sometimes rivalrous set of institutions regulating and coordinating current cyber defenses leaves many gaps, ambiguities, and weak links. This report recommends a suite of key actions that government can take to shore up the US energy sector against future cyber threats.

The Fourth Industrial Revolution is highlighted by the interconnection of devices and sensors to the internet. The computing and communication capabilities of these devices allow for roughly 2.5 quintillion byes of data to be produced, stored, and analyzed daily. For example, every second, an exponential amount of healthcare data is generated and mined for valuable insights. Today, approximately 30% of the world’s data volume is being generated by the healthcare industry. By 2025, the compound annual growth rate of data for healthcare will reach 36%. This data is fed into machine learning and artificial intelligence models that have strong impacts on multiple healthcare domains that have the potential to impact the socioeconomic statuses of billions of people across the world. Those entities that have functional access to data capital have more options than those that do not. The data divide is the gap that exists between individuals who have access, agency, and control with respect to data and can reap the most benefits from data driven technologies, and those who do not. The data divide can only be reduced if the there is optimization in the data process, monitoring and evaluation of the policies and programs from major stakeholders, and alignment of public private partnerships for social good.

Nuclear power has received renewed global interest as a secure source of carbon-free energy. In the context of worsening climate change and Russia’s invasion of Ukraine and resultant energy market constrictions, many countries are actively pursuing conventional and advanced nuclear development, while others are canceling or postponing scheduled shutdowns. As climate change continues to impact both energy supply and demand, nuclear energy is poised to play a major role in the reliability of the future clean energy mix. Challenges to nuclear rollout will require solutions. Construction timelines remain extended, as do licensing processes. Social constraints also hinder development prospects. These potential stumbling blocks require steadfast coordination between allies like the United States and Japan, especially as other nuclear energy heavyweights like Russia and China avoid many of those same bottlenecks in their pursuit of domestic buildout and export. Despite those issues, though, nuclear energy is forecasted to play a major role in the later stages of the energy transition, in which countries look to decarbonize the more difficult parts of their economies. The advent of advanced technologies and the completion of large-scale projects portends the arrival of nuclear energy’s reliability and versatility just as the global energy sector needs it.

Latin America and the Caribbean is in the midst of a delicate economic transition, with five of the LAC6 countries attempting a tax reform before their GDPs recovered to pre-pandemic levels.1 As the region confronts rising inflation, the economic spillovers of the war in Ukraine, and budgetary pressures left behind by the pandemic, governments should improve their taxation systems to rebuild fiscal stability, stimulate growth, and enhance equity – a delicate balancing act among overlapping policy priorities. Regional taxes are a heavy administrative burden, requiring nearly twice the time to complete in LAC as in the OECD.2 At the same time, the region struggles with average tax evasion of 5.6 percent of GDP3 and a continued overreliance on corporate income taxes.4 With still-high public debts and fiscal deficits, governments must respond by implementing policies to streamline and modernize revenue collection and management. What are the pros and cons and trade-offs involved in increasing or decreasing the region’s three main taxes (VAT, PIT, and CIT)? How can governments optimize enforcement and collection without resorting to rate changes? What policies outside the tax authority are needed to support tax reforms? How can policymakers better navigate the thorny politics of tax reforms? The following pages provide new analysis and concrete recommendations to address these questions. With a renewed focus on multilateralism, President Joe Biden, in his first one hundred days, has actively been reengaging with traditional US allies and partners repeatedly sidelined by the Trump administration. African countries have been included in this effort. When addressing the African Union Summit of African presidents in February, he reaffirmed the United States’ commitment to partnering with African nations to address challenges including climate change and erosion of democratic institutions. Biden has gained widespread praise for supporting the appointment of Dr. Ngozi Okonjo-Iweala as the first African head of the World Trade Organization (WTO), nominating officials who have deep experience in African markets to Cabinet positions, such as Linda Thomas-Greenfield as ambassador to the United Nations, and putting together a historically diverse government, including many senior members of the African diaspora. Building on this early progress, Biden has an opportunity to reset US-Africa policy by not only prioritizing it at a level unseen during the last four years, but also changing the long history of siloing Africa policy. The Biden administration should look to further integrate African nations into broader US foreign policy, acknowledging Africa’s increasing importance to US priorities and enhanced standing on the global stage. Doing so will allow the new administration to deepen commercial and people-to-people ties with African nations, benefiting US businesses, furthering US interests, and working to address global challenges, such as public health and climate change. This more multifaceted and nuanced engagement with African states will set a foundation for stronger US-Africa partnerships, support mutual economic growth, and contribute to strengthening US global leadership. While cooperation with African states is critical to regional stability and global security, this issue brief sets aside security policy and focuses on ways the Biden administration can strengthen its commercial policy and public diplomacy with African nations. This effort includes building on commercial policies started under the Trump administration, facilitating green growth, and deepening people-to-people ties. In doing so, Biden’s domestic priorities of promoting diversity and climate responsibility will be reflected in Africa policy and ensure US businesses can take advantage of increasing opportunity in African markets and remain competitive globally.

The ongoing COVID-19 pandemic has disclosed the importance of resilient power – a society’s capability to absorb unexpected major shocks, handle and adapt to these, and then, most importantly, bounce back. As the pandemic still rages, endurance has become a major challenge for individuals, institutions, companies, and societies. It emphasizes another dimension of resilience: it is not only about how fast society is able to bounce back and recover at a certain moment, but also how it can withstand repeated shocks over time. The pandemic also brought the notion of solidarity to the forefront and exposed the connection between strong resilience and solidarity in open societies. Solidarity was repeatedly tested within and between nations, as well as between different parts of society. Fragmentation and competition flourished amid weak resilience and discouraged tendencies toward cooperation, despite potential gains. To successfully handle modern challenges to homeland security and resilience, such as climate change and pandemics, there is no way around efficient cooperation. For resilience to be strong, it must be developed not only among states but also in partnership with the private sector, as resilience must be ensured for individuals, communities, private businesses, and public institutions, and at all levels of authority. Furthermore, the pandemic has heightened other threats to modern societies, including disinformation, cyber operations, attacks on election systems, and social media manipulation. Ultimately, these threats are targeted to undermine democracy itself. They differ in character, magnitude, and scope, but are often non-military. This new report, “A Transatlantic Agenda for Homeland Security and Resilience Beyond COVID-19”, highlights some of these modern challenges, which could be possible focus areas for transatlantic cooperation, as well as ideas for building and enhancing capabilities. This report is the result of a half-day online workshop held on January 28, 2021. This report aims to help shape a transatlantic agenda on homeland security and resilience that encompasses everything from policy and capabilities to future science and technology in a time when the transatlantic relationship is ideally positioned to be revitalized and deepened.

Mounting US-China tensions and the COVID-19 pandemic have led to growing calls in the United States and among its allies and partners, including Japan, to address the vulnerabilities in global supply chains critical to national security and economic competitiveness. Strategic uncertainty has led stakeholders to pose the following questions. How can firms manage short-term and long-term risks to balance national security requirements and commercial interests? With new administrations in both the United States and Japan, the two countries have an opportunity to consider these questions and rethink coordination of their efforts to establish secure and resilient supply chains. This issue brief analyzes recent developments in US and Japanese supply-chain policy, explores the importance of closer coordination through case studies of the semiconductor and rare-earth minerals industries, and provides a set of recommendations for the Joseph R. Biden Jr. and Yoshihide Suga administrations to enhance US-Japan cooperation in the years ahead. These recommendations include actions to operationalize the April 2021 US-Japan Joint Leaders’ Statement by creating a bilateral interagency Supply Chain Steering Committee that includes sector-specific working groups to enhance public-private-partnerships in high-technology industries, and by expanding bilateral supply-chain cooperation into multilateral efforts through flexible and informal frameworks.

26. Hong Kong’s future on edge: Countering China’s national security law

Over the past seventy-five years, the United States and its allies have constructed and defended a rules-based international system that has provided unprecedented levels of peace, prosperity, and freedom. In recent years, the system has come under increasing strain, as a new era of great power competition has emerged. Despite hopes that China would become a “responsible stakeholder” in a rules-based system, Beijing has grown increasingly assertive, especially under President Xi Jinping. Beijing’s more confrontational path poses a significant challenge to a rules-based system. The challenge presented by China is particularly acute in the context of Hong Kong, where the Chinese Communist Party (CCP) has brashly violated an international treaty and curtailed democratic institutions and human rights. As the world enters an era of strategic competition with China, Beijing’s actions in Hong Kong should be a priority for policymakers in the United States and allied countries. This report addresses the importance of Hong Kong within the context of China’s broader challenge to the rules-based system and offers recommendations for how the United States and its allies can prevent a further erosion of democracy in Hong Kong and, over time, seek to restore it. It suggests that the United States and its allies still have available a range of pragmatic policy tools that can can be used to exert pressure and impose meaningful costs on Beijing. These should be implemented as part of a broader, comprehensive strategy to prevent China from undermining the rules-based system in the security, economic, and governance domains. On June 30, 2020, the CCP imposed a sweeping new National Security Law on Hong Kong, effectively giving Beijing direct control over the autonomous territory. Since then, China has acted to erode Hong Kong’s liberal traditions, in violation of Beijing’s treaty commitments under the Sino-British Joint Declaration. The National Security Law has for all practical purposes outlawed democratic activism, organizing, and speech. Over the past year, Beijing has cracked down on Hong Kong’s democratic institutions and thrown the pro-democracy movement into disarray. Beijing’s crackdown in Hong Kong is aimed at achieving several objectives. First, China’s leaders seek to maintain the legitimacy of the CCP in the face of a pro-democracy movement that it fears could spread to the mainland. Second, they seek to advance the unification of China by harmonizing the cultural, social, and economic aspects of life across the country, including Hong Kong. Third, the CCP aims to achieve a comprehensive modernization of China, while retaining the Party’s leadership, including by reaping economic benefits from the Greater Bay Area Integration Plan. Finally, China’s crackdown is aimed at stemming the advance of a liberal, democratic world order by pushing back on democratic norms that it views as antithetical to the Party and a danger to its efforts to modernize China on its own terms.

Arab countries, rich and poor, large and small, are rapidly approaching a moment of reckoning. A confluence of anachronistic governance, economic mismanagement, and disruptive technology, which has changed the dynamics of both the supply and demand for hydrocarbon fuels and raw materials, is pushing the region to a tipping point. Together, these factors spell an end of the welfare state and an irreversible break in the social compact that has been in place for the past five decades. Neither future instability nor secular stagnation are foreordained for the region. Close cooperation between the United States and the European Union is essential if advanced economies are to develop effective responses to the array of challenges presented by China. Washington and Brussels share concerns regarding competitive distortions arising through the state’s role in the Chinese economy, the use of advanced technologies to repress ethnic minorities and fuel its military, and the spread of authoritarian influence through the Belt and Road Initiative (BRI). However, there has been a lack of coordination and cooperation in recent years between the US and EU when it comes to responding to China’s policies and behaviors. Washington’s focus on risks to US economic and national security contrasts with an emphasis in Brussels on ensuring reciprocity and leveling the economic playing field. But, with the transatlantic relationship back on a better footing under the Biden administration, new structures for transatlantic dialogue being put in place, and a greater focus on the Indo-Pacific in both Washington and Brussels, this paper argues there is now an opportunity for the United States and Europe to learn from each other and harmonize some of their China-related efforts.

32. The trip from Donbas: Ukraine’s pressing need to defend its veterans

The war in the Donbas is entering its sixth year no less violent, and no closer to a peace agreement, than when it began. When Russia invaded in 2014, the Ukrainian army was wholly unprepared. Many officers were corrupt, had long-standing relations with the Russian military from their days in the Soviet army, and lacked combat experience.1 Maidan revolutionaries became volunteer soldiers, and private-security-turned-militia groups sped to the front to stop the Russia-led separatist offensive. Six years later, Ukraine struggles to care for and reintegrate the 385,000 Donbas veterans and volunteer combatants, thirteen thousand of whom are legally disabled.2 A lack of support for veterans creates a critical void in Ukraine’s national security and hobbles its transition to democracy. Ukraine’s new Ministry of Veterans Affairs (MVA) consolidates approximately twenty disparate social services for veterans. With its establishment, politicians and civil society leaders agree that the country needs a comprehensive strategy for veterans care. The lack of care exacerbates several crises confronting veterans, including high rates of suicide, under- and unemployment, divorce, and domestic violence.3 It also leaves them alone to counter disinformation targeted at veterans by Russia. They are also vulnerable to recruitment by right-wing and oligarch-sponsored security services, as they seek employment and to recreate the unit solidarity of the front.4 An unfit veterans support network that provides little care risks veterans’ political and social disaffection, declining levels of recruitment and retention for the military, and the fracturing of families. Setting up a responsive veterans care system furthers Ukraine’s democratic transition. Citizen soldiers make up half of the army’s recruits. Architects, engineers, teachers, accountants—citizens from all walks of Ukrainian life—enlist on a regular basis for time at the front. The Ministry of Veterans Affairs needs to reinforce Ukraine’s emerging democratic political culture that honors citizen service and places constituent needs at the heart of governance. Care and protection for Ukraine’s veterans is also in the strategic interest of the United States, the European Union, and NATO, which seek a peaceful, stable, and undivided Europe. NATO continues to support Ukraine’s efforts to bring its security and defense sector closer to Alliance standards and practices, including strengthening civilian control and democratic oversight over the sector, improving planning and budgeting processes, and reforming the nation’s security services. Reform of Ukraine’s veterans policies bolsters NATO efforts by providing a roadmap for civilian oversight of veterans affairs and security service reform in the form of post-deployment transition and reintegration support for soldiers. A robust, comprehensive veterans support program aids recruitment and retention, leading to a stronger Ukrainian military more prepared for its combat operations in the east—a war whose outcome will determine European security for decades.

33. Enhancing US-Japan cooperation on clean energy technologies

Abstract:
Japan’s October 2020 pledge to reach net-zero emissions by 2050 presents an opportunity to expand the robust US-Japan energy partnership into additional clean energy areas. But with a stark divide on energy policy in the United States, how can the US-Japan energy partnership appeal to disparate visions of the energy transition and be politically durable? In the wake of Japan’s net-zero announcement, the Global Energy Center is launching this new report, “Enhancing US-Japan cooperation on clean energy technologies,” which explores how the United States and Japan can increase the politically durable foundation for clean energy cooperation in their already robust energy partnership. Reed Blakemore and David W. Yellen analyze which technologies could form such a foundation, and they recommend that the two countries prioritize technologies that address three interrelated goals: enhancing energy security and resilience, becoming more competitive and spurring economic growth, and reducing remissions. The report suggests a path forward for the United States and Japan, not only to expand bilateral clean energy cooperation, but also to lay the groundwork for a broader Indo-Pacific partnership on clean energy markets and technologies.

34. Colombia’s shale resource potential

Oil and gas production is a significant driver of Colombia’s economic growth. With decreased conventional hydrocarbon production in recent years, unconventional shale resources could provide additional revenues from the sector and stimulate growth as the country recovers from COVID-19. But care must be taken to ensure that shale production is environmentally sound and that royalties reach local communities. As the Iván Duque administration prepares to award investigative pilot projects (PPIIs) for shale development in November 2020, the Atlantic Council’s Adrienne Arsht Latin America Center and Global Energy Center launched on October 29 the report “Colombia’s Shale Resource Potential,” the second in the Global Energy Center’s Future of Shale series. In the report, John D. Padilla explores the necessary conditions for successful shale development in Colombia. He analyzes key global and local factors that will determine whether the country’s abundant shale resources can be developed safely and sustainably. The new report argues that the most important factors that will support sustainable shale development are political will, legal certainty, and a robust, yet flexible, regulatory framework for PPIIs.

35. African agency in the new Cold War: Traditional power competition in the post-COVID-19 African landscape

Since the end of the Cold War, a handful of powers have been able to exert influence across the whole of the African continent: the United States, China, the European Union (EU), and India. These external powers have rarely competed directly against each other, as they have exercised influence in well-defined, separate spheres: The United States has held the soft power advantage for its aid and security assistance; China in infrastructure and increasing trade; India in the mercantilist activities of its diaspora; and Europe as an ally of the United States focused on countering irregular migration. The resource-scarce post-COVID environment will accelerate competition between these powers and lead them into intersecting spheres of influence. Even with an incoming Joseph Biden administration, the United States is set for declining influence on the continent, creating a vacuum for Europe and China to either willingly or begrudgingly fill. Budget constraints on aid and defense, complemented by a shifting strategic emphasis toward great power competition, will lead the United States to scale down its security and development assistance in nonstrategic nations, instead urging American businesses to compete head on with Chinese firms in the marketplace. China, in turn, will be faced with an opportunity to ramp up its security assistance and will try to forge a new soft power advantage. This will be meant to overcome growing reputational concerns over debt relief and as a means to maintain the support of the African voting bloc in the United Nations as China faces enhanced global scrutiny. Europe may diverge more from the United States as it, too, is forced to carry a greater counterterrorism burden and seeks to combat a new surge of irregular migration, possibly nudging NATO to expand its footprint as well. And India will emerge from COVID-19 with a compelling value proposition for African nations seeking new economic partnerships. Some African nations will find themselves in the crosshairs of a new Cold War mentality that could threaten regionalization and the blooming ethos of pan-Africanism. Key countries that will be implicated include Kenya, Ethiopia, Nigeria, South Africa, Senegal, and the Democratic Republic of the Congo (DRC). Their pursuit of bilateral versus pan-African interests will be decisive in setting the continent’s trajectory—toward a new African Century, or another period of thwarted ambitions. This paper explores the shifting roles of Africa’s traditional external powers: China, the United States, the EU, and India. Section 1 introduces the evolving postures and colliding interests of these powers. Section 2 maps out the competitive post-COVID landscape and outlines economic and security flashpoints. Finally, Section 3 identifies opportunities for African nations to pursue their own ambitions while resisting the imposition of a new Cold War–style competition on the continent.

36. Alliance power for cybersecurity

There is only one internet and only one cyberspace connecting individuals, enterprises, and nations all over the world. Ever more frequently, this shared space is coming under attack from malicious actors, both state and non-state, who are seeking to exploit cyberspace’s shared infrastructure for their own ends. Addressing cybersecurity threats is therefore an international problem that requires an international solution. But given the myriad of threats faced in the cyber domain and the ambiguous borders that exist there, how can states best address these challenges and ensure the safety of their own networks and people? In this new report from the Scowcroft Center’s Transatlantic Security Initiative, Cyber Statecraft Initiative senior fellow Kenneth Geers argues that the best way for democratic states to defend their own cyber networks is to leverage the multinational strength of political and military alliances like NATO and the European Union. Alliances like NATO give democracies an advantage over their authoritarian rivals by providing already established mechanisms for multinational cooperation. Alliances are therefore better equipped to tackle the inherently international challenges of cybersecurity. To illustrate the impact of alliances on cybersecurity, Geers uses events in Ukraine as a case study, comparing the Ukrainian government’s efforts to defend against Russian cyberattacks shortly after the 2014 revolution with measures taken in cooperation with partners to defend the 2019 presidential election. Geers illustrates how collective action in 2019 produced improved security outcomes compared to efforts taken by Ukraine alone. Building on these lessons, Geers argues that the only structures likely to produce tangible results in cybersecurity are those within political and military alliances. Indeed, the only credible cyber superpower is a robust alliance. The report then offers a series of recommendations on how NATO and the EU can promote trust and collaboration among Allies and partners to build a more effective cyber alliance.

37. Turkey’s Refugee Resilience: Expanding and Improving Solutions for the Economic Inclusion of Syrians in Turkey

Since 2014, Turkey has not only hosted the world’s largest refugee population but has also modeled a best practice for the global refugee policy discussion. Turkey’s experience on the key issues such as jobs and employment should be examined as lessons for both refugee hosting countries and donor countries alike. The country has provided Syrians under Temporary Protection the right to access work permits and formal employment. Facilitating self-reliance for such a large number of refugees’ households remains a challenging task, even in the medium to long-term. This is especially the case in a context where increasing levels of unemployment in Turkey compounded by the socio-economic impact of the COVID-19 pandemic have posed a serious challenge to job creation and increased competition for available opportunities. Many Syrians living in Turkey experiencing partial or complete loss of income while incurring higher expenses, which is compounded for most households by a lack of savings. Addressing these challenges requires to draw lessons learnt at both policy and operational level to effectively support access to livelihoods opportunities. This notably involves fostering greater engagement and partnership with the private sector, on the one hand, and exploring innovative solutions such as e-work and online livelihoods opportunities on the other. The COVID-19 pandemic is proving to be an important test on the government’s and their international partners’ relevance and flexibility and their ability to quickly step up efforts in that direction. In this context, UNDP Turkey—a longstanding development partner and the co-lead of the Refugee and Resilience Response Plan (3RP)—joined hands with the Atlantic Council’s program on Turkey—”Atlantic Council IN TURKEY”—to explore policy options to foster socioeconomic inclusion among Syrians under Temporary Protection. Building on the experience and expertise of both organizations, our joint policy report : “Turkey’s Refugee Resilience: Expanding and Improving Solutions for the Economic Inclusion of Syrians in Turkey” aims at outlining pragmatic and innovative options to facilitate refugees’ access to decent employment so as to contribute to our common objective to #leavenoonebehind.

38. Strategies for reforming Afghanistan’s illicit networks

This report explores illicit networks in Afghanistan in the context of peacebuilding, democratic consolidation, and enhancing state capacity. Existing literature on the topic is sparse. While the 1990s saw study of the subject matter as tangential to international arms and drug trafficking policies, this period laid the foundation for renewed interest on the issue partially catalyzed by the 2001 US-led invasion. The 2008 global financial crisis shifted this lens toward one of countering the financing of terrorism strategies, corruption, and money laundering. The current day reflects a broadening of how illicit networks are analyzed beyond sector-specific policies; that is, the subject matter today encompasses more of the sectors that make it profitable, rather than focusing only on the most relevant component at a given time. Indeed, it is an internationalized issue, encompassing the smuggling of different goods and involving individuals of varying motivations and capacities within and without Afghanistan. Illicit networks can be broadly understood at three main levels: hyper-local, national, and international. At a hyper-local level, illicit networks represent a series of interpersonal relationships that facilitate the exchange of goods and compensation (taking many forms) beyond the reach of central law enforcement or political authority. Nationally, illicit networks comprise regional and countrywide patronage, criminal, and insurgent networks that organize and profiteer from the hyper-local relationships on a macro level. Internationally, actors with reach outside of the country move illicitly gained goods such as poppy, talc, methamphetamine, minerals, and others, as well as people via human trafficking, into trading hubs in Iran, Pakistan, and the Gulf for export into international markets. They then use poorly regulated financial institutions throughout the world (notably, Western and Gulf banking systems) to store funds, some of which make their way back to Afghanistan (though this phenomenon is particularly difficult to track). This report outlines several specific policy recommendations that will be necessary to combat the illicit networks in a manner that supports the durability of the ongoing peace process in Afghanistan and the continued consolidation of its fragile democratic institutions. These recommendations include the following: For Afghanistan: Provide a path for illicit actors into the formal economy; Generate political will and support; Establish high-level Afghan support for countering illicit trafficking; and upholding the rule of law; Implement enhanced border management; Expand the negotiating table to include more localized narratives; Strengthen and internationalize counter-threat finance strategies For the United States: Support a comprehensive economic settlement; Ensure future interoperability between Afghan and US security forces For regional stakeholders: Provide access to global markets to enhance regional trade integration; Cut off regional and international components of networks to reduce viability and profitability via neighborhood watchdogs, in conjunction with the United States

39. A strategic concept for countering Russian and Chinese hybrid threats

Tackling hybrid threats, particularly from state actors such as Russia and China, remains one of the greatest challenges for the transatlantic community. Hybrid threats have gained more traction among policymakers and publics across Europe and the United States, especially in a world with COVID-19. Over the last five years, Euro-Atlantic nations and institutions, such as NATO and the European Union (EU), have taken important steps to respond to hybrid issues. But, as hybrid threats become more prominent in the future, policymakers must move toward a more coherent, effective, and proactive strategy for countering Russian and Chinese hybrid threats. To develop such a transatlantic counter-hybrid strategy for Russia and China, this paper argues that two major things need to happen. First, transatlantic policymakers have to build a common strategic concept to guide collective thinking on hybrid threats. Second, transatlantic policymakers need to take a range of practical actions in service of that strategic concept. In a strategic concept for countering Russian and Chinese hybrid threats, Lauren Speranza offers five strategic priorities that could form the basis of this strategic concept and presents a series of constructive steps that NATO, the EU, and nations can take, in cooperation with the private sector and civil society, to enhance their counter-hybrid capabilities against Russia and China.

40. Geometries of deterrence: Assessing defense arrangements in Europe’s northeast

The conventional military threat from Russia towards Europe most acutely affects a number of frontline Nordic and Baltic states from the Barents Sea in the Arctic through the Baltic Sea region: Estonia, Finland, Latvia, Lithuania, Norway, Poland, and Sweden. Since Russia’s invasion of Crimea in 2014, these countries, in concert with other Euro-Atlantic allies and partners, have concentrated on strengthening their own defenses and on developing and enhancing eight sets of different defense cooperation arrangements. As the only two non-NATO and militarily nonaligned nations in the region, Finland and Sweden’s role in regional security and their level of cooperation with these and other partners poses challenges as well as opportunities for deterrence and defense in Europe’s northeast. These two countries have particularly emphasized cooperation with partners as they seek to build an interlocking web of security relationships to improve defense in the region. The core arrangements within this network include: The Finnish-Swedish bilateral defense relationship; Nordic Defense Cooperation; Nordic-Baltic Eight; The Northern Group; NATO Partnerships; The European Union; Ad hoc arrangements such as the Joint Expeditionary Force; Framework Nations Concept, and European Intervention Initiative; Finnish-Swedish-US trilateral and bilateral defense cooperation. These “geometries of deterrence” vary in scope, scale, and membership, but taken together, they enhance a range of important components of deterrence. In Geometries of Deterrence, Hans Binnendijk and Conor Rodihan assess the contributions of each of these arrangements against an ideal or “gold standard” for conventional military deterrence, before evaluating the arrangements collectively and offering recommendations to further strengthen deterrence for Finland, Sweden, and indeed for all of Northeastern Europe.

42. An affordable defense of Asia

For the last two decades, China has studied the US military, identified its key weaknesses, and developed the tactics and forces best suited to exploit those vulnerabilities. These challenges are compounded by significant deficiencies in today’s US joint force across all domains of conflict—sea, air, land, space, electronic warfare, and cyber. Proposed budgets cannot overcome those deficiencies using legacy systems. Therefore, the current US military strategy for the defense of Asia—a conventional defense of the first island chain from Japan to the Philippines, built on current air and sea platforms supported by major air and sea bases—needs to be adapted. The United States and its allies have two major advantages they can exploit—geography and emerging technologies. In Forward Defense’s inaugural report, An Affordable Defense of Asia, T.X. Hammes crafts a strategy for leveraging these advantages. Hammes makes the case that by developing novel operational concepts that take advantage of emerging technologies, while integrating these concepts into a broader Offshore Control Strategy which seeks to hold geostrategic chokepoints, the United States can improve its warfighting posture and bolster conventional deterrence. This paper advances the following arguments and recommendations. 1. The geography of the Pacific provides significant strategic, operational, and tactical advantages to a defender. 2. New operational concepts that employ emerging, relatively inexpensive technologies—including multimodal missiles, long-range air drones, smart sea mines, and unmanned naval vessels—can support an affordable defense of Asia. 3. These new technologies can and should be manufactured and fielded by US allies in the region in order to strengthen alliance relationships and improve their ability to defend themselves. 4. Autonomous weapons will be essential to an affordable defense of Asia.

The ongoing COVID-19 pandemic has forced nearly all public policy questions to be seen through the lens of how to detect and respond to the disease as it spreads rapidly across the globe. These include obvious questions of national health care policy and whether there is a place for international efforts to coordinate their national responses. Trade policy has come to the fore as a growing number of countries restrict exports of critical medical supplies to ensure sufficient availability for patients in-country. In this crisis, international collaboration to keep trade flowing has been limited and has not prevented many countries from imposing new trade restrictions. The importance of digital policies has grown as countries seek to harness the tools of big data, artificial intelligence (AI), and vital infrastructure to trace outbreaks of the virus and assist efforts to find cures and vaccines. While digital tools are proving vital in efforts to track outbreaks and trace contacts, legitimate concerns are growing about potentially invasive government surveillance even after the virus retreats. These policy areas—health, trade, and digital—overlap in the international, national, and local efforts to reduce the duration of the pandemic and mitigate its effects with respect to human lives and economic well-being. The analysis in this paper, while initially conducted before anyone had ever heard of COVID-19, has been impacted by its sudden emergence and will likely require updating to assess the experiences of this ongoing crisis. The paper, which focuses on the U.S.-India bilateral relationship, concludes with a series of questions, as opposed to policy recommendations. This is due partly to the very complexity that all governments confront in mapping out digital policies given the ubiquitous role digital networks and devices play in our daily lives. But these questions may have even more tangible relevance now that COVID-19 is forcing a reckoning with a severe interruption in global economic growth, which could be on the scale of the Great Depression in the 1930s. Ultimately, the governments of India, the United States, and other nations will determine for themselves what answers are relevant to their individual circumstances.

45. Counting the cost: Avoiding another war between Israel and Hezbollah

Almost fourteen years since the 2006 war, Hezbollah and Israel seem to be drifting closer to war than at any time in the last decade. Even as Lebanon and Israel grapple with the COVID-19 pandemic, neither the Israeli military nor Lebanon’s Iran-backed Hezbollah are allowing the disease to distract from their long-running enmity. With the military buildup on both sides, the mutual destruction would be far reaching. Given the risks at hand, the Atlantic Council has released a new report, “Counting the Cost: Avoiding Another War between Israel and Hezbollah,” authored by Nicholas Blanford, a Beirut-based nonresident senior fellow in the Atlantic Council’s Middle East programs, and Brig. Gen. (Res.) Assaf Orion, senior research fellow at the Institute for National Security Studies in Tel Aviv. The authors examine the current force posture of the Israel Defense Forces and Hezbollah, identify potential triggers that could lead to a war, analyze how the next war would be fought by both sides, and offer recommendations to at least maintain the current relative calm and avoid a conflict that could cost thousands of lives and bring unprecedented ruin to both Lebanon and Israel.

Transatlantic cooperation is essential to European energy security, which is and should remain a key national security priority for the United States. European energy security is crucial for the maintenance of a strong European economy and for European political stability, both of which are in the best interests of the United States. The new report from the Atlantic Council Global Energy Center, European Energy Security and the Critical Role of Transatlantic Energy Cooperation: Final Report and Recommendations, by Richard L. Morningstar, András Simonyi, Olga Khakova, and Jennifer T. Gordon, provides insights into how the United States and European Union (EU) can work together to strengthen European energy security. The Global Energy Center’s new report recommends that the United States and the EU focus their energy cooperation in several areas that will benefit the EU’s efforts to meet climate targets and that, at the same time, will also bolster energy security. These areas include: the development of competitive and transparent energy markets; the identification of alternative energy sources and routes; collaboration on new energy technologies to reduce greenhouse gas emissions; and coordination of a transatlantic financing strategy. Additionally, new energy infrastructure, interconnected grids, the European Green Deal, and broader geopolitical challenges also represent areas of opportunity for cooperation between the United States and the EU.

The year 2020 marks the turning of a page for the Western Hemisphere, a region that in 2019 saw uncertainty dominate headlines as new governments came in and out of office, trade tensions grew, and citizens took to the streets to voice their concerns with the status quo. For years, the opportunities that could come with a stronger bilateral relationship between the United States and Brazil have been underestimated. Significant potential exists to produce sizeable benefits for both societies. That potential must be maximized. While US and Brazilian governments and businesses have begun to seize the benefits of the synergies the two countries share, hurdles remain that prevent a full and successful commercial reality. The United States and Brazil would benefit from a closer and stronger trade and foreign-direct-investment-relationship that would amplify growth and prosperity, in both the short and long terms. Deepening the economic relationship would pay dividends in other areas as well, translating into greater opportunities for strategic bilateral cooperation. This paper recognizes that the moment is now and that 2020 is a pivotal year to substantively advance bilateral economic ties. Building upon the successes and progress made over the years, this paper incorporates the input and expertise of the US and Brazilian private sectors and policymakers to offer a renewed vision and new momentum for strengthening US-Brazil trade and foreign direct investment (FDI), supporting concrete steps toward deepening the commercial relationship, and laying the foundation for a potential free trade agreement (FTA) between the United States and Brazil. As the global balance of power shifts, as the world faces new hurdles that could slow growth, and as Latin America must contend with more uncertainty amid new external shocks, the two countries strategically and economically have countless reasons to deepen commercial relations. Stronger ties will ultimately provide additional certainty at this critical time.

With US-Iraq ties strained and a Strategic Dialogue between the two countries set to begin in June 2020, this Atlantic Council Iraq Initiative report by Nonresident Senior Fellow and former White House National Security Council Iraq Director Dr. C. Anthony Pfaff analyzes the current challenges in the relationship and presents policy recommendations. Abstract:
The aviation sector has been working to decarbonize, but it faces unique challenges since decarbonization options that may work for ground or maritime transport are generally not feasible for air travel. Sustainable aviation fuels (SAF) present an opportunity to decarbonize the aviation sector, but federal policies that address SAF have largely included SAF as an add-on to existing policies that are meant primarily to address ground transportation. However, due to the unique challenges presented to decarbonization by the aviation sector, the use of SAF should be incentivized through pragmatic, sector-specific federal policies. The new Atlantic Council report by Fred Ghatala, Sustainable Aviation Fuel Policy in the United States: A Pragmatic Way Forward, provides a set of near and long-term federal policy options that could be implemented in order to encourage the use of SAF. The report contextualizes each policy choice and explains the implications of each option, differentiating between policies that can be implemented in the near-term and policies that require long-term implementation.
