1. Promoting diaspora investment in fragile settings: The case of Somalia

Abstract:
This policy brief analyses the extent to which diaspora investment can support economic development and livelihoods, with a particular focus on fragile settings. Using the case study of Somalia, the brief explores some of the main advantages and risks associated with this tool. On the one hand, diaspora investment can channel finance into productive activities in the diaspora’s country of origin, supporting the creation of revenue streams, while also generating returns for diaspora investors. On the other hand, particularly in fragile settings, these investments can also undermine social cohesion and even increase the likelihood of violent conflict, especially if they are channelled along identity lines. On the basis of this analysis, the brief offers the following recommendations to donor governments interested in promoting diaspora investment in Somalia and beyond: (i) to ensure effectiveness, donors should gather comprehensive, in-depth data on the needs and preferences of both potential investors in the diaspora and investees in the country of origin; (ii) to avoid exacerbating tensions and conflict, donors should be as inclusive and transparent as possible in their engagement with stakeholders, most notably in the selection of beneficiaries; (iii) any efforts to promote diaspora investment in fragile settings should be grounded in a thorough understanding of the specific context in which they are implemented, in order to understand both the economic and political implications of such investment.

Iraqi diaspora mobilization and the future development of Iraq – authored by Dr. Oula Kadhum, explores Iraqi diaspora mobilization before and after the 2003 invasion and fall of the regime of Saddam Hussein. It looks at the ways members of the diaspora sought to help in the rebuilding of their country of origin, at both the elite and grassroots levels, as well as investigating changes over time. Importantly, it analyses the obstacles that have hindered diaspora mobilization since 2003 and argues that the Iraqi diaspora is a valuable, yet largely untapped resource for Iraq.

4. #StopXinjiang Rumors: The CCP’s decentralised disinformation campaign

Abstract:
This report analyses two Chinese state-linked networks seeking to influence discourse about Xinjiang across platforms including Twitter and YouTube. This activity targeted the Chinese-speaking diaspora as well as international audiences, sharing content in a variety of languages. Both networks attempted to shape international perceptions about Xinjiang, among other themes. Despite evidence to the contrary, the Chinese Communist Party (CCP) denies committing human rights abuses in the region and has mounted multifaceted and multiplatform information campaigns to deny accusations of forced labour, mass detention, surveillance, sterilisation, cultural erasure and alleged genocide in the region. Those efforts have included using Western social media platforms to both push back against and undermine media reports, research and Uyghurs’ testimony about Xinjiang, as well as to promote alternative narratives. In the datasets we examined, inauthentic and potentially automated accounts using a variety of image and video content shared content aimed at rebutting the evidence of human rights violations against the Uyghur population. Likewise, content was shared using fake Uyghur accounts and other shell accounts promoting video ‘testimonials’ from Uyghurs talking about their happy lives in China. Our analysis includes two datasets removed by Twitter: Dataset 1: ‘Xinjiang Online’ (CNHU) consisted of 2,046 accounts and 31,269 tweets. Dataset 2: ‘Changyu Culture’ (CNCC) consisted of 112 accounts and 35,924 tweets. The networks showed indications of being linked by theme and tactics; however, neither achieved significant organic engagement on Twitter overall—although there was notable interaction with the accounts of CCP diplomats. There were signs of old accounts being repurposed, whether purchased or stolen, and little attempt to craft authentic personas. Twitter has attributed both datasets to the Chinese government, the latter dataset is specifically linked to a company called Changyu Culture, which is connected to the Xinjiang provincial government. This attribution was uncovered by ASPI ICPC in the report Strange bedfellows on Xinjiang: the CCP, fringe media and US social media platforms.

Diaspora humanitarianism is characterised by rapid mobilisation and engagement that is built upon social networks, affective motivations, informal delivery and accountability mechanisms. This has implications for how it fits into the broader international humanitarian system. KEY TAKEAWAYS: ​​■ Diaspora humanitarianism grows out of transnational connections that link diaspora groups with their families and homelands. This relational and affective dimension enables rapid mobilisation and delivery to hard-to-reach areas. ■ Remittances to conflict-affected countries surpass official humanitarian aid six times, blurring boundaries between short-term emergency relief and long-term development. ■ Accountability practices tend to be informal and trust-based, structured around reputation. Abstract:
This Clingendael policy brief seeks to explain visible manifestations of Turkish politics in European cities. Why does Turkish politics lead to unrest in Rotterdam and Berlin and what institutional mechanisms facilitate this? The brief highlights various drivers, institutional manifestations and historical changes, but also points out that there are a number of uncertainties and questions about the motivations for, and modus operandi of, Turkey’s influence in European societies. These questions are all the more relevant as European policy-makers increasingly seek to take measures in order to curb this. The main argument developed in this brief is that effective policy ‘at home’ (in Europe) will require better knowledge of socio-political developments ‘abroad’ (in Turkey). The first and second parts of this brief, therefore, show how the drivers of Turkish influence on the diaspora have changed over time. The third section highlights how present-day diaspora politics is institutionally anchored in Western Europe. Most of the practical examples in this brief are drawn from the Dutch context, but the dynamics will be familiar to those observing this phenomenon in other Western European countries.
