401. The Modern Practice of Intervention by Invitation in Africa and Its Implications for the Prohibition of the Use of Force

Abstract:
This article examines how two prominent criteria for permissible military intervention by invitation as developed in doctrine are currently implemented by states as well as how this impacts the prohibition of the use of force. Controversies concern, in particular, the determination of the authority entitled to extend the invitation, as recently illustrated by the Russian claim that its military intervention in the Crimea was based on the invitation of (former) President Yanukovych. Does the inviting authority need to enjoy democratic legitimacy and/or be in de facto control of a state’s territory? Furthermore, it remains highly contentious whether an invitation for forcible intervention may be extended during a civil war. By analysing modern state practice in Africa – where most of the contemporary invitations for military assistance occur – and comparing it with recent developments in other regions, the author concludes that effective control rather than democratic legitimacy is (still) the point of departure for determining the legitimate government of a state. Once recognized, incumbent governments enjoy a large discretion when inviting military assistance from foreign governments. They seem to retain the right to military assistance even in situations of civil war and while exercising limited control over the territory.

Despite a considerable amount of ethnographic research into the phenomena of blood revenge and blood feud, little is known about the role of blood revenge in political violence, armed conflict, and irregular war. Yet blood revenge—widespread among many conflict-affected societies of the Middle East, North Africa, and beyond—is not confined to the realm of communal infighting, as previous research has presumed. An empirical analysis of Russia's two counterinsurgency campaigns in Chechnya suggests that the practice of blood revenge has functioned as an important mechanism in encouraging violent mobilization in the local population against the Russian troops and their Chechen proxies. The need to exact blood revenge has taken precedence over an individual's political views, or lack thereof. Triggered by the loss of a relative or humiliation, many apolitical Chechens who initially sought to avoid involvement in the hostilities or who had been skeptical of the insurgency mobilized to exact blood revenge to restore their individual and clan honor. Blood revenge functions as an effective, yet heavily underexplored, grievance-based mechanism encouraging violent mobilization in irregular wars.

Abstract:
The “hybrid” war of Russia against Ukraine has continued since February 2014. To date, the multiple efforts of international diplomacy, unfortunately, have not resulted either in settlement or even in a “freeze” of the situation in eastern Ukraine. The previous Minsk Agreements adopted in September 2014 (Minsk Protocol and Minsk Memorandum) were disrupted and Russian aggression in Donbas continued. On 12 February 2015, the presidents of Ukraine, France, Germany, and Russia agreed on a new document, “Package of Measures for Implementation of the Minsk Agreements”, which envisaged conflict settlement by the end of 2015. However, implementation of these measures was postponed to 2016 and, given the course of events, has actually become a process which is difficult to forecast and which is indefinite in time.1 It should be noted that on the one hand, the situation in eastern Ukraine has not undergone significant changes for the better – hostilities are ongoing. There are persistent fundamental differences in the positions of the two sides, Ukraine and Russia, on conflict resolution. (In particular, implementation of the Minsk Agreements in line with the Russian scenario threatens to destabilise the internal situation in Ukraine and destroy its statehood.) On the other hand, the international situation is rapidly changing; we see further escalation of international terrorism (the terrorist attacks in Paris), the “migration crisis” in the EU, Russia’s military intervention in Syria, and the gaining momentum of the acute conflict of Moscow and Ankara. This dulls the perception of events in Donbas on the part of the international community, renders these events a somewhat “background” nature in the West, and urges attempts to “freeze” the situation there at any cost, including at the expense of Ukraine’s own interests. Meanwhile, Russia proceeds with military expansion in Donbas, aimed at the destruction of Ukrainian statehood, and now there is no reason to expect a change for the better in the Kremlin’s policy. Thus, the Russian-Ukrainian conflict (which has a regional and global dimension) acquires a long-term nature with recurrent escalation and unpredictable consequences. Russian aggression – the annexation of Crimea and the war in eastern Ukraine – has entailed profound changes in bilateral relations: (а) the legal framework of Kyiv and Moscow relations has been destroyed; (b) institutional mechanisms of state-to-state relations have been destroyed; (c) contacts at the highest level have become impossible, political and diplomatic relations have become confrontational; (d) Ukraine has suffered huge human, economic, and territorial losses; (e) an unprecedented curtailment of economic cooperation has taken place; (f) deep alienation between the peoples of Ukraine and Russia has emerged. The previous official ideology of “strategic partnership”, “fraternal peoples”, and “neighbourliness”, embedded in many joint agreements, has lost its sense.2 A new political-ideological reality has emerged in the relations between Russia and Ukraine. Therefore, a new assessment and review of the nature, ideology, and general institutional system of relations with Russia in key areas (politics, security, economy, energy, humanitarian sphere, etc.) is required, given that the main threat to Ukrainian statehood is the current government in place in the Russian Federation. There is a need to design a new conceptual model of coexistence with Putin’s Russia, which would reflect current realities and prospects of bilateral relations and would take into account the position of Western partner countries and international organisations. However, it is important to keep in mind at least two things. First, one should clearly distinguish the current Putin’s regime and the country of Russia as it is and its society. Second, in rebuffing Russian aggression, a strategic goal should be seen – to restore confidence and interest of the societies of both countries in peaceful coexistence and respect the right of each state to determine the state system in the country and its civilisation development vector.

Abstract:
At the moment, the center of global economic and political gravity is rapidly shifting to the Asia-Pacific Region. This region possesses vast financial, resource-related, industrial and human potential. As the center of global development rapidly shifts to the East, Rus-sia regards the Asia-Pacific Region as the engine of the world economy, the key to which is a burgeoning China. In contemporary international relations the fast-moving rise of the PRC has become a crucial issue that concerns both Western and Russian political leaders, scholars and common citizens. The true intentions of the Chinese leadership as it pursues its foreign policy course remain quite nebulous and ambiguous. In various spheres and at a various levels of Russian society there are quite a few discussions and disputes about what, in fact, lies behind the global phenomenon of the “rise” of China, what consequences it entails for Russia, and how Moscow should organize its relations with Beijing.

Abstract:
The Russian attitude to the Arab Spring—a mixture of skepticism, caution and mis-trust—was for a long time poorly understood outside the country. In the West, which initially saw in the Arab Spring the familiar battle between “democracy from below” and “dictatorship from above,” many accused Moscow of sympathizing with outdated au-thoritarian regimes, even facilitating their behavior, and of being incapable of keeping up with the times. Later, the situation changed. As democratic revolutions were replaced by civil con-flicts (some more peaceful, others more bloody, all exacerbated by ethnic or religious differences) Russia’s conservative position started to find support, both within the Mid-dle East and beyond. The breakthrough Russo-American agreement on Syrian chemical weapons opened the door to the Geneva II talks, bringing factions within Syria to the same talks table, and also helping regulate the Iranian nuclear issue. To understand the factors that shaped the Russian attitude to the Arab Spring, we need to review recent Russian history and how the situation has changed Russia’s bor-ders. In this article, we will attempt to circumscribe these factors, and offer insights into their true nature.

Abstract:
The “color revolutions” in the post-Soviet space were initially understood to mean the Rose Revolution in Georgia (2003), the Orange Revolution in Ukraine (2004) and Tulip Revolution in Kyrgyzstan (2005). The one feature these events share is considered to be the non-violent nature of the regime change resulting from mass protests. The 2010 revolution in Kyrgyzstan may also be relegated to this group of cases: although the revolution was not entirely peaceful it nonetheless led to a change in the country’s lead-ership. Somewhat less clear are regime change attempts or mass protests, for example the situation in Andijan (Uzbekistan) in 2005 or the mass protests and riots in Moldova in 2009. It is still unclear whether the power shift in Ukraine in February 2014 should be considered a “color revolution;” there is also no precise definition of the concept of the “Arab spring,” which is usually thought to include the mass upheaval and protests, more often not peaceful, that led (or did not lead) to regime change in a number of countries of the Arab world starting in late 2010. Despite the lack of consensus among political leaders and experts regarding terminology, on the whole the terms “color revolutions” and “Arab spring” have caught on and as a rule are used without further explanation in Russian official discourse in the expert community and in the media.

Abstract:
The aim of this paper is to analyze the impact of political developments in Georgia since the 2012 parliamentary elections on Russo-Georgian relations. First, the authors examine the effect of changes in Georgia’s politics towards the Caucasus, Russia and the Euro-Atlantic region. Second, the authors analyze the opportunities for improving Russo-Georgian relations through studying the three following aspects of this bilateral relationship: creation of common economic space between Russia, Georgia, South Ossetia and Abkhazia; transformation of the Georgian North Caucasus Policy and its shift to-wards cooperation with Moscow; and implications of Georgia’s Euro-Atlantic integration for the regional security. The article suggests that Russo-Georgian relations are not doomed to be strained and have the potential for improvement.

Abstract:
The first few months of 2014 brought an unprecedented collapse of the Russian Federa-tion’s image on the world stage, the worst since the end of the Cold War. The events in Ukraine and the reaction to them by a significant number of countries in the interna-tional community, quickly demoted Russia to that group of countries whose foreign policy provokes harsh condemnation. For the first time in decades, international sanc-tions have been put in place against Russia, adopted by a large number of the world’s largest countries, de facto downgrading Russia to the rank of a rogue state; these sanc-tions are intended to exert pressure on the elite, who are responsible for implementing certain foreign policy decisions. For many experts, the events are associated with a new and sudden sea-change in Russia’s foreign policy. However, it appears to us that the cur-rent stage of cooling relations with the West is a logical consequence of the way in which the Russian state was constructed in recent years; in fact, a different scenario could hardly have been anticipated. This article presents the author’s view of the mecha-nisms and logic that shaped Russia’s foreign policy course, which has evolved through several iterations in the last three years. The below analysis could facilitate a fuller un-derstanding of Russian motives in international relations, and help find opportunities and mechanisms for dialogue between Russia and the West.

Abstract:
When talking or writing about the (Southern) Caucasus, I usually like to start by illustrating the diversity of its three countries when it comes to their cultural, linguistic, historical, economic and religious composition. This is due to the heavy migration in the region and the century-long influence of surrounding regional powers and to the fact that it is located in a strategic triangle between Iran, Russia and Turkey, with additional geopolitical interest coming from the European Union and the United States. There is a significant background of existing conflicts to take into account. For those who know the region this may seem redundant; however, for “newcomers” it is a good start in describing the (Southern) Caucasian Babel.

Abstract:
Is Russia a Partner of the West? This question has been repeatedly asked throughout centuries both in Russia and in the West. In the 13th century, German crusaders, with the Pope’s blessing, invaded the Baltics and pushed further on to Russia, seeking political and spiritual domination. In Russia, this created a rift between those who wanted to draw closer to the West and those who saw it as a deadly threat to the unique east Slavic Orthodox civilization. The crusaders were pushed back, while Russia throughout three more centuries was learning, first unwillingly and later much more consciously, to associate itself with the Tatar-Mongol khans, the conquerors who came from the east.

In recent years, Russia’s active and highly vigorous foreign policy in many conflict zones has become an important international factor in the hottest points (Syria being one of them). Abstract:
What paved the way for the establishment of the foreign policy of the Pahlavi dynasty in Iran? This paper seeks to analyze the phenomenon of the construction of the enemy image in the diplomatic history of Iran from 1798 to 1921 and assess its historical roots as it can be useful for the understanding of the attitudes of Iranian policy makers towards the West. The authors' proposal is to explain the construction of enemy image in a historical context in the cognitive structure of Iranian political leaders towards the great powers in the 20th century until the advent of the Islamic Revolution in February 1979. In doing so, the authors have proposed the following hypothesis: With the continuation of Iran's diplomatic relations with Western powers (Great Britain and Russia) under the Qajar dynasty in 1798, a process took shape which gradually led to the construction of an enemy image in the cognitive structure of future Iranian statesmen in the Pahlavi era, underpinning their political relationships with contemporary powers. The authors' findings include the notion that the historical process in question under the Qajar Dynasty involved a combination of military domination, political influence and economic exploitation by the aforementioned powers.

Abstract:
This paper compares and contrasts Russian policy towards Iran in the early years of 20th century which led to the Anglo-Russia convention of 1907 with the Soviet Union's policy towards Iran during Iran-Iraq war in 1980s. It will explain Russia's involvement in the Great Game with British Empire in regard to expansion of its sphere of influences in Persia. With this in mind, this paper will address both internal and external factors in this period which turned Russia and Britain's competition into an alliance – the Anglo-Russia entente. The Soviet policy towards Iran will also be discussed from the time of the overthrown of the Shah's regime and the establishment of the Islamic Republic up to mid-1987 when the Iran –Iraq war ended. Based on this study, we will conclude that the Russian/Soviet policy towards Iran was constant and the spirit of expansionism lied at the very nature of their foreign policy. They were aggressive when they were a hegemonic power in the region and they compromised with rivals when they were weak.

Abstract:
In May 2008, the five Arctic coastal states - the United States, Russia, Canada, Norway and the Kingdom of Denmark, including Greenland and the Faroe Islands - signed the Illulissat Declaration. The declaration established that the 'Arctic Five' will lay claim to the sea territorial rights awarded to them by the 1982. United Nations Convention on the Law of the Sea (UNCLOS), and that they will settle disputes within the framework of existing international law. This was a very strong message to NGOs and external state actors, arguing that a protective treaty should govern the Arctic, just like the Antarctic.

The international architecture of the circumpolar Arctic region is unusual in several ways. All countries directly involved – Canada, the USA, Russia and the five Nordic nations, who are also the states members of the Arctic Council – are regarded in other contexts as part of a 'Euro-Atlantic' nexus, and all belong to bodies like the Organization for Security and Cooperation in Europe (OSCE). Yet the classic Euro-Atlantic institutions have so far barely engaged with the new issues created by the opening up of the region though ice melting. NATO does not have an Arctic policy as such, while the OSCE itself and the Council of Europe have been only marginally involved. The European Union has a de facto presence in several dimensions (climate management, the energy market, shipping, research and monitoring etc), but has so far failed to secure the status of an observer at the Arctic Council.

Depending on which theoretical framework we use to study Arctic security, we would expect to see different levels of cooperation and competition. From an international law perspective, issues of who has the rights over resources, in terms of owning the seabed, are highly significant. From a geopolitical perspective, the issues of a new ice-free nautical passage north of Russia may result in a new geopolitical reality where Russia is no longer the heartland state but becomes part of the rimland of Eurasia. From a global commons perspective, the key focus is the free and global access to the Arctic.

The energy landscape in the Americas has shifted dramatically in just a few years. Only a decade ago, experts expected most of the world's new oil supplies to come from the former Soviet Union and the Middle East. Now the odds are that most of the growth in global oil supplies will come from North America and Brazil. Just five years ago, conventional wisdom held that North America would become a big importer of natural gas—with some supplies coming from its neighbors to the south. Now, a boom in natural gas production raises the prospect that the U.S. will become a gas exporter. This is occurring at a time when developing countries in Asia are driving the growth in world oil demand. The collision of these trends is radically reshaping the global energy map—reducing oil imports to Europe and North America while increasing shipments from producers in the Middle East, Africa and Russia to the Pacific Rim.

Abstract:
In an August 2010 address to the Cuban National Assembly, President Raúl Castro unveiled a plan that would irrevocably alter the Caribbean nation's trajectory. As part of a broader package of economic changes to increase productivity and exports in a number of sectors, the government planned to lay off 1 million state workers over the next five years, half of those in just six months. The announcement was based on the basic principle that the state could no longer afford to keep unproductive companies afloat and provide the public services—like universal education and health care—that are key to Cuba's socialist model. While Cuba is no stranger to economic crises, this time the proposal appeared to be well grounded and more in line with contemporary economic trends. To pick up the slack shed by the public sector, the Cuban government introduced a number of economic "updates," known as lineamientos (guidelines), to the Cuban economy. The idea was to create space for private-sector growth by granting more licenses for Cubans to employ themselves—an incremental first step grudgingly taken toward a more market-friendly system.

Technology contains no inherent moral directive—it empowers people, whatever their intent, good or evil. This has always been true: when bronze implements supplanted those made of stone, the ancient world got scythes and awls, but also swords and battle-axes. The novelty of our present situation is that modern technology can provide small groups of people with much greater lethality than ever before. This paper takes a closer look at the discourses of the EU and Russia in relation to the ground-breaking events in Kosovo (1999/2008) and the South Caucasus (2008) while digging deep into the discursive practices and contextual aspects of these conflicts. We will argue that, on a more abstract level, the EU and Russia were applying the same logic of discourse - either professing humanitarian concerns, including 'responsibility to protect', or emphasising 'obligation to refrain' - across these similar instances of intervention and secession declared to be exceptions by both. Across these cases, both actors were not only blurring the common understanding of these terms and the rules of their application in practice, but also advancing implicitly such blurring as, in fact, a norm. However, when the principles in relation to secession are blurred, it is easy to follow the examples of both Russia as well as the EU, depicting specific instances of secession selectively as exceptions and legitimating one's essentially arbitrary behaviour vis-à-vis the professed international norms.

This article explores the conflict processes in one of the most volatile regions in post-Soviet space - South Ossetia. The objective of the analysis is to bring more nuanced and explicit distinction to the understanding of the heterogeneous nature of the armed conflict. By studying the evolution of issues at stake and conflict processes we can trace the pattern of conflict behavior. The study focuses on an assessment of the extent to which ethnicity is merely a convenient common dominator to mobilize ethnic groups in the struggle over resources, land, or power. This study rejects the common notion that the contemporary conflicts in the South Ossetia can be understood as "unfinished business" from the past ethnic conflicts that had been "frozen" under the communist regime.

This article develops a new conceptual framework of 'moral power' by arguing that the 'civilian'/'normative' power Europe paradigms are insufficient for understanding the essence of the conflict resolution policy of the European Union (EU) in the South Caucasus. Analysing the conflicts of Abkhazia, South Ossetia and Nagorno-Karabakh, the study reveals that until the August 2008 war, the EU was an incoherent actor in terms of the interplay among its institutions and member-states. The EU's policy has been devoid of a long-term peace-focused strategy, making it inconsequential; as a result, the EU has merely dealt with, rather than managed, the conflicts. Its rhetoric has been inconsistent with practice. Often the EU has subordinated its values to material and power-related interests. Moreover, the EU has hardly been normatively stable in its approach to the Nagorno-Karabakh conflict. Bypassing inclusiveness until the launch of the Geneva talks pertaining to the Abkhazian and South Ossetian conflicts, the EU has not enjoyed much legitimacy by the de facto states. Whereas the EU has largely failed to resolve the South Caucasian conflicts, it has achieved partial success by putting a halt to the 2008 hostilities between Russia and Georgia. Overall, having faltered as a 'civilian'/'normative' power it still has to fare as a 'moral power'.

In this article, we examine the formation of Russia's energy policies vis-à-vis Europe and the Far East. As energy policy is a very complex field, we propose a new structurationist analytical model to deal with that complexity. Our model highlights the practices by which actors acquire information of their policy environments, which are conceptualised as structures enabling and constraining their actions. These practices involve intentions, interests and schemata. In our case analyses - the Nord Stream pipeline project and the Sakhalin Island's energy politics - we find that profit interests, as part of a wider business frame, most centrally guide Russian actors. The often-hyped energy superpower frame is found to be ambiguous. It generally does not bring the intentions of Russian actors together well, even if such a frame resonates with some of Russia's European customers. Energy security frames are found to be prevalent among Russia's customers and are highly differentiated. Environmental frames are mostly instrumentally deployed. Russian energy actors are capable of displaying collective intentionality, but are incapable of fully controlling the various dimensions of the complex policy environment.

Christine M. Philliou's meticulous study, rooted in a harmony of multiple theoretical and methodological perspectives, elaborates on the experience of Ottoman governance between the 1770s and the 1850s. Since the Ottoman Empire governed a multi-confessional, multilingual and multinational territory, Philliou emphasizes the necessity of synthesizing sources scattered across the archives of successor states and the Great Powers in order to grasp the Ottoman Empire's complexities. Her hybrid vantage point, based on egodocuments and archival sources written in Ottoman Turkish, Greek, French and English, reveals the diffusion of Ottoman governance into many official and unofficial spheres of influence. Thus, Philliou's revisionist approach challenges the binary of state and society by exploring "how institutions, networks, and individual personalities that functioned within the state were influx and being shaped by forces and ideas outside the formal state apparatus" (p.18). Philliou supports this argument through the elaborate account of Phanariots, who operated within and between the Ottoman institutions despite their lack of official askeri, or tax-exempt status.

However, Tazmini convincingly shows that both revolutions had related roots: the people's opposition to Western-inspired, autocratically enforced modernization that was endorsed by the Russian Tsars and Iranian Shahs. Moreover, in Vladimir Putin and Mohammad Khatami, she argues, both countries saw reformers with a similar outlook. By adopting beneficial Western practices without 'Westernizing' their countries, Putin and Khatami overcame the “antinomies of the past.” After the introduction, chapters two, three, and four discuss the experiences of modernization in Russia and Iran under the Romanov tsars and Pahlavi shahs. Both Peter the Great (in the 18th century) and Reza Shah (in the 20th century) sought to catch-up with developed European countries. To this end, they embarked on ambitious modernization programs, which were continued by their successors. In this context, Tazmini shows that the Russian and Iranian modernization programs only partially followed the European example. While embracing outward signs of modernity such as modern industries, state-society relations remained traditionally autocratic. Tazmini rightly grasps this as “modernization without modernity” in an attempt of “modernization from above.” Modernization from above is described as a “double helix” of economic modernization on the one hand and authoritarian political stagnation on the other hand. Dynamics of Energy Governance in Europe and Russia Relations between Europe and Russia in the post-Cold War era constitute a fascinating area of study, as it involves many interlinked socioeconomic and political issues. Significantly, the events that shaped the political landscape of contemporary Europe, i.e., the reunification of Germany and collapse of the Soviet domination of East Europe, were precursors to the disintegration of the Soviet Union. The book under discussion focuses on the issue of energy governance in Europe and Russia, which is significant as both Russia and Europe share a flourishing codependent energy trade relation and the issue touches on many areas of common bilateral concern- political, economic, technological, environmental, bureaucratic and legal. The book has twelve chapters, divided in three thematic sections, apart from Introduction, Conclusion and Afterword. It represents a culmination of debates exchanged through the Political Economy of Energy in Europe and Russia (PEEER) network and approaches the entire issue through the theoretical approach of International Political Economy. Essentially, the book aims to focus on multiple actors and institutions that shape the policy processes of energy governance in Europe and Russia, in the context of an interlinked and interdependent global, regional and local scenario. In the first section on “Transnational Dynamics” the focus is on legal issues. Tatiana Romanova discusses EU-Russian energy relations in the context of legal approximation (Article 55 of the EU-Russian Partnership and Cooperation Agreement), noting two particular focal points – the improvement of the energy trade scenario and the clean energy agenda. Daniel Behn and Vitally Pogoretskyy analyze the system of dual gas pricing in Russia and its impact on EU imports. They raise an important debate between the Statist and Liberal approaches by questioning the consistency of this system with WTO regulations. For Anatole Boute, the export of European foreign energy efficiency rules to non-EU countries, especially Russia, has the potential to become the cornerstone of the EU's new energy diplomacy, to meet the challenges of a secure energy supply from Russia, and to mitigate bilateral climate concerns. M. F. Keating, on the other hand, deals with the connection between and possible harmonization of global best practices (to systemically use competition, regulation and privatization to reform the energy sector) and the EU's energy security agenda.

The adoption of the Geneva Accord between Iran and the P5+1 (the US, UK, France, Russia, China plus Germany) to resolve issues related to Iran's nuclear program on November 24, 2013, brought about a series of debates in political circles. In many ways, it could be considered a historic event with international and regional implications and also ushered in a new chapter in Iran-U.S. relations. At the international level, it could have a great impact on the ways in which world affairs are managed. In fact, it was a victory for diplomacy, multilateralism and a thrust towards a multi-polar international system after more than a decade of unilateralism and military interventionist policies with all its catastrophic consequences. At the regional level, by fostering new alignments, it may have a positive impact on current problems; be it elimination of weapons of mass destruction or countering terrorism and extremism that is now expanding beyond the region. The Accord in Geneva also fosters hope for solid and productive relations between Iran and the U.S. after more than three decades of estrangement. Considering that a new geostrategic situation is unfolding in the region, this article tries to answer the questions related to its international and regional implications, as well as its impact on the very delicate issue of Iran-U.S. relations. At the end, some of the major challenges that lay ahead in the implementation of the Accord are examined.

Kazakhstan needs the short transit route leading to open waters to supply its demands and export oil and gas to international markets. Iran's territorial status in the heart of Eurasia, has offered new capabilities for commerce, industry, and development to this country. On 27 January 2015 the Verkhovna Rada of Ukraine adopted the Resolution “On the Appeal of the Verkhovna Rada of Ukraine to the United Nations, European Parliament, Parliamentary Assembly of the Council of Europe, NATO Parliamentary Assembly, OSCE Parliamentary Assembly, GUAM Parliamentary Assembly and national parliaments of the countries of the world on the recognition of the Russian Federation as an aggressor state”. It is stated in the document that “Ukraine remains the target of military aggression by the Russian Federation, which the latter carries out, among other things, by supporting, and providing supplies for large-scale terrorist attacks. … taking into account the provisions of the UN Charter and UN General Assembly Resolution 3314 ‘Definition of Aggression’ dated 14 December 1974, the Verkhovna Rada of Ukraine recognises the Russian Federation as an Aggressor State…”.1 This Appeal defines the current situation and character of the ongoing Russia-Ukraine conflict, the reason and source for which is Russia’s expansionist policy in the post-Soviet area, which the Russian Federation, represented by its current leadership, considers its “zone of privileged interests”. This forms the basis for Russia’s hard pressure on Ukraine to integrate into Eurasian alliances under the auspices of the Russian Federation (RF), and blocking Kyiv’s course towards European and Euro-Atlantic integration. Such policy, as implemented by Russia since the beginning of 2000, did not involve establishing real partner relations between Moscow and Kyiv on the basis of parity and equality, – its goal was to turn Ukraine into a controlled state, which would operate in the framework of Russia’s policy. Russia’s geopolitical plans regarding Ukraine were ruined in February 2014. In return, Putin’s regime resorted to outright aggression against Ukraine – in March 2014 Crimea was annexed, later began the military expansion in Eastern Ukraine. This “undeclared” or “hybrid” war of Russia against Ukraine has now lasted for almost a year; during this war Ukraine has suffered large-scale human, territorial and economic losses. A critical outcome of this war is mutual estrangement of both countries’ societies. The Russia-Ukraine conflict is not a “local”, “peripheral” event, – it has regional and global dimension, and contains challenges and threats to the global security system. Annexation of Crimea, the situation in Eastern Ukraine are turning into a large-scale “frozen conflict”, which is a threat to security and stability not only on the European continent, but in the world at large. Leading Western countries and international organisations have not recognised the annexation of Crimea, thus, demonstrating political and diplomatic solidarity with Ukraine; have supported Ukraine in its battle against Russian aggression in Donbas. Ukraine has received considerable external financial and material-technical support. “Restraining” sanctions against Russia have been implemented. Currently, Ukraine is in the epicentre of critical West-Russia confrontation, which is characterised by an unprecedented loss of mutual trust. Ukraine-Russia relations are in a critical and unpredictable state. The political and diplomatic confrontation is ongoing; fundamental agreements and arrangements have been violated; the system of institutional interstate relations has been practically shattered; confrontation in the sphere of economy and energy sector is exacerbating, informational aggression of the Russian Federation against Ukraine continues. In general, current events give no reason to expect changes for the better in Russia’s policy towards Ukraine in the foreseeable future. Thus, the current state of Kyiv-Moscow relations demands creating fundamentally different conceptual and strategic approaches to co-existence with Putin’s Russia, a review of international contacts system, introduction of specific measures towards Russia.

The Russian government sincerely believes that Assad's removal from power would trigger the expansion of jihadism and instability in the Caucasus and southern Russia. Moscow is deeply concerned about the rise of Islamists in the Middle East, including Qatar and Saudi Arabia's efforts to support the most radical factions in Syria. At the same time, the obvious absence of the ideological background behind current Russian-Syrian relations makes them a trade item. Repeated efforts by the Abe government to engage China in high-level dialogue failed to produce a summit meeting. While Tokyo remained firm in its position on the Senkakus, namely that there is no territorial issue that needs to be resolved, Beijing remained equally firm in its position that Japan acknowledge the existence of a dispute as a precondition for talks. In the meantime, Chinese and Japanese patrol ships were in almost daily contact in the Senkaku/Diaoyu Islands region, while issues related to history, Japan's evolving security policy, Okinawa, and the East China Sea continued to roil the relationship. By mid-summer over 90 percent of Japanese and Chinese respondents to a joint public opinion poll held negative views of each other.

Economic and financial crises never fail to impact international migration patterns, processes, and policies. The Great Depression (1929-33) resulted in massive repatriations of Latin Americans from the United States and the introduction of highly restrictive immigration policies in a number of industrialized countries, including France and Canada. The Oil Crisis (1973) resulted in severe restrictions on labor migration, a concomitant growth in asylum applications and irregular migration in Europe, and the emergence of new flows of labor migration to new industrial centers in Asia and Latin America. As a result of the Asian financial crisis (1997-99), several Southeast Asian countries introduced policies of national preference and sought to expel migrant workers. The Russian financial crisis (1998) accelerated rates of emigration from Russia, in particular of Russian Jews and the highly-skilled. The gravity of the Latin American financial crisis (1998-2002) also resulted in a significant exodus, in particular from Argentina.

Some countries do not have effective domestic sovereignty. In these "weak states," the central government lacks the will or capacity to enforce contracts, punish criminals, or deter terrorists in all parts of the internationally recognized territory. Kimberly Marten's new book, Warlords: Strong�Arm Brokers in Weak States, chronicles how order is subcontracted. Marten defines warlords as "individuals who control small pieces of territory using a combination of force and patronage" and who "rule in defiance of genuine state sovereignty but through the complicity of state leaders" (p. 3). What exactly is meant by "complicity of state leaders" varies substantially by context, but at base, Marten employs an extended delegation metaphor: "the principal actor (the state) relies on an agent (the warlord) to fulfill assigned tasks" (p. 30). The empirical chapters then take the reader on a sweeping tour of the peripheries of Iraq, Russia, Georgia, and Pakistan. Warlords demonstrates that in all of these places, state officials can be either hoodwinked or coerced into letting charismatic local authorities build their own invisible patronage networks. Though the theoretical insights are neither new nor controversial to students of comparative politics, the particulars of why resources are funneled to local violence entrepreneurs at the periphery of empire make for a compelling read.

For most of modern history Mongolia has been isolated from the world due to the geopolitical struggles between Russia and China. As the Communist system collapsed and liberal democracy was established, many outsiders wondered why the country succeeded in democratization where other neighboring ex-Soviet states had failed. The odds were mainly against the country, due to high levels of poverty and geographical distance from established mature democracies. Nevertheless, in Mongolia the common answer is that the political culture was compatible with the principles of liberal democracy. This work is an empirical study of macro and micro developments based on modernization theory. It explores the values and attitudes of the general population in an effort to examine what makes it pro-democratic. The main finding is that the general claim of modernization theory is applicable to Mongolia, but in relation to political culture as a mediator between economic development and democratization.

The government of Poland has addressed a number of difficult national security issues since the nation regained its independence from Soviet control in 1989. Longstanding border disputes with neighboring countries and the perceived disparate treatment of Polish minorities in these countries are just two examples of the many external security challenges Poland faced head-on after its emergence from the Warsaw Pact. Poland\'s leadership has also addressed a number of internal security problems, such as the mod- ernization of its Cold War-era military and the transfer of control of the armed forces from the Polish General Staff to civilian authorities within its Ministry of Defense.

Great Powers (GPs) have always been prominent in international relations. Their rise and fall often lead to structural transformations of international relations. In the past decade, the world has witnessed the rise of some New GPs (NGPs), which primarily consist of Brazil, Russia, India, China, and South Africa (BRICS). While the effect of the supremacy of the United States, an Old GP (OGPs), on international law has been examined extensively since 2000, international lawyers have hardly discussed how the rise of NGPs may shape and reshape international law. The Russian economy, though so far in better shape than Europe, is facing the possibility of very slow growth in the near future. Its tendency to volatility was demonstrated in 2008-09, when Russian GDP fell more than that of any other large country. Looking at that experience and at current concerns, it seems that Russia has both demand-side (slow world growth, uncertain future oil prices) and supply-side (falling labour-force) problems. The continuing failure to provide secure property rights for business probably compounds these difficulties.

The SCO grew out of a Chinese initiative (hence its name) from the late 1990s that brought together all the states that had emerged from the Soviet Union in 1991 and signed bilateral border-delimiting treaties with China: Russia, Kazakhstan, Kyrgyzstan, and Tajikistan. In 2001, these states and Uzbekistan formally created the SCO. Since then it has added observer states—Mongolia, Afghanistan, India, Iran, and Pakistan—and dialogue partners—Turkey, Belarus, and Sri Lanka. The SCO's original mandate seemingly formulated it as a collective security organization pledged to the defense of any member threatened by secession, terrorism, or extremism—for example, from Islamic militancy. This pre-9/11 threat listing reflected the fact that each member confronted restive Muslim minorities within its own borders. That threat may indeed be what brought them together since China's concern for its territorial integrity in Xinjiang drives its overall Central Asian policy. Thus, the SCO's original charter and mandate formally debarred Central Asian states from helping Uyghur Muslim citizens fight the repression of their Uyghur kinsmen in China. Likewise, the charter formally precludes Russian or Chinese assistance to disaffected minorities in one or more Central Asian states should they launch an insurgency. In practice the SCO has refrained from defense activities and followed an idiosyncratic, even elusive, path; it is an organization that is supposed to be promoting its members' security, yet it is difficult to see what, if anything, it actually does. Officially published accounts are of little help in assessing the SCO since they confine themselves to high-flown, vague language and are short on specifics. We see from members' actual behavior that they primarily rely on bilateral ties with Washington, Beijing, or Moscow, or on other multilateral formations like the Russian-organized Collective Security Treaty Organization (CSTO), itself an organization of questionable effectiveness. Therefore, this essay argues that the SCO is not primarily a security organization. Rather, it provides a platform and regulatory framework for Central Asian nations to engage and cope with China's rise and with Sino-Russian efforts to dominate the area. As such, it is attractive to small nations and neighboring powers but problematic for Russia and the United States. Analyzing the SCO's lack of genuine security provision, its membership expansion considerations, and Russia's decline in power will help clarify the organization's current and future roles.

In any given week, there is significant competition for the title of “most dangerous country in the world.” Some may believe it is Syria or Mali, Iran or North Korea, China or Russia, or dozens of others. As tragic as conditions may be in these countries, as potentially harmful as their policies may seem, no state truly comes close to the multiple dangers inherent in Pakistan today. Trends in this nation may converge to form one or more nuclear nightmares that could spread well beyond the region to threaten international security and the lives of millions. Experts estimate that Pakistan has between 90-110 nuclear weapons and enough fissile material to produce 100 more. It has an unstable government, a fragile economy, strong extremist influences in its military and intelligence structures, and Al Qaeda, as well as half a dozen similar terrorist groups operating inside the country. The confluence of these factors not only increases the potential for a nuclear escalation between Pakistan and its regional rival, India, but perhaps the even more terrifying scenario that a terrorist group will acquire fissile material, or an intact weapon, from Pakistan's burgeoning stockpiles. Both of these risks are unacceptable. The United States can and must take concrete steps to reduce the risks posed by Pakistan's unique combination of instability, extremism, and nuclear weapons…

Abstract:
THIS is a path-breaking book that contributes to the literature on ethnicity and nationalism from various aspects. Conceptually, it develops a typology of three regimes of ethnicity—monoethnic, multiethnic, and antiethnic. The monoethnic regime, unlike the two other types, prioritizes one ethnic group in terms of citizenship and immigration. The multiethnic regime differs from the two others by constitutionally recognizing multiple ethnic groups and even providing them territorial autonomies and some affirmative action policies. The antiethnic regime, in this regard, refuses to recognize a single or multiple ethnic identities as basis of state policy.

STARTING FROM 1980s different religions “went public” all around the world and reclaimed their agency in the public sphere. However, while in this process of 'deprivatization' certain religious traditions such as Catholicism became the focus of many research initiatives, the Eastern Orthodox tradition attracted little scholarly attention. The book Religion, Identity and Politics in Poland and Russia, which is based on Sevinç Alkan Özcan's Ph.D. thesis submitted to the Marmara University in Istanbul in 2010, does justice to these two traditions with its focus on the role and stance of the Polish Catholic Church and Russian Orthodox Church within the context of church-state relations, public space, civil society and democratization in two post-communist countries: Poland and Russia. In these two countries, Catholicism and Orthodox Christianity, despite interruptions during the communist rule, play a determining role in church-state relations, political patterns, national identity and social sphere. The book offers a well-structured comparative analysis and valuable insights into the experiences of these two major representatives of Catholicism and Orthodox Christianity in Eurasia during the pre-communist, communist, and post-communist era.

The European Union's approach to "energy security" has strongly focused on diversifying its gas import sources and routes, and mitigating the risks of supply disruptions from Russia at home. Yet gas markets have changed dramatically recently: Liquefied Natural Gas trade and new suppliers of gas have emerged. The shale gas revolution in the United States has made markets more liquid. Today's key energy security challenge is domestic: increased recourse to intermittent sources of renewable energy has destabilized electricity markets and blackouts cannot be excluded. To prepare for the future, the EU will need to introduce coherence in its climate change policies, as recourse to coal - the most CO2 emitting of all fossil fuels - is rising again. It could also engage more closely with China and India to deal with shared concerns about rising oil and gas import dependency and pollution from coal, and rethink its approach to Russia and other energy suppliers in its neighborhood.

VISITING MOSCOW during his first international trip as China's new president in March, Xi Jinping told his counterpart, Vladimir Putin, that Beijing and Moscow should “resolutely support each other in efforts to protect national sovereignty, security and development interests.” He also promised to “closely coordinate in international regional affairs.” Putin reciprocated by saying that “the strategic partnership between us is of great importance on both a bilateral and global scale.” While the two leaders' summit rhetoric may have outpaced reality in some areas, Americans should carefully assess the Chinese-Russian relationship, its implications for the United States and our options in responding. The Putin-Xi summit received little attention in official Washington circles or the media, and this oversight could be costly. Today Moscow and Beijing have room for maneuver and a foundation for mutual cooperation that could damage American interests.

WITH THE recent downturn in U.S.-Russian relations, observers in both Washington and Moscow have remarked upon the cyclical nature of this key bilateral relationship. As Fyodor Lukyanov, a leading Russian commentator, noted in late 2012, “If we look at the relationship since 1991, it's the same cycle all the time, between kind words and inspiration and deep crisis. Yeltsin, Clinton, Bush, Putin, Obama, it's the same pattern.” Indeed, the phases of high hopes and expectations in the years 1991–1994, 2000–2003 and 2009–2011—followed by deep disappointment in the intervening and subsequent years—do seem to represent a cyclical pattern. But viewing U.S.-Russian relations in terms of cycles or patterns is misleading. It implies that the relationship is governed by immutable forces beyond the control of policy makers—like the laws of physics or the business cycle. But the problems in U.S.-Russian relations are man-made, and therefore their resolution lies in the hands of the respective political establishments in Washington and Moscow. That is not to say it would be easy to fix them, or that such a fix is likely anytime soon. In fact, the opposite seems true. However, since agency, not structure, is the key determinant, policy makers bear the responsibility for improving this state of affairs and have it within their power to do so.

JEAN-JACQUES Rousseau famously lamented, "Man is born to be free-and is everywhere in chains!" To which Alexander Herzen, a nineteenth-century Russian journalist and thinker, replied, in a dialogue he concocted between a believer in human freedom and a skeptic, "Fish are born to fly-but everywhere they swim!" In Herzen's dialogue, the skeptic offers plenty of evidence for his theory that fish are born to fly: fish skeletons, after all, show extremities with the potential to develop into legs and wings; and there are of course so-called flying fish, which proves a capacity to fly in certain circumstances. Having presented his evidence, the skeptic asks the believer why he doesn't demand from Rousseau a similar justification for his statement that man must be free, given that he seems to be always in chains. "Why," he asks, "does everything else exist as it ought to exist, whereas with man, it is the opposite?"

The U.S. government seems outraged that people are leaking classified materials about its less attractive behavior. It certainly acts that way: three years ago, after Chelsea Manning, an army private then known as Bradley Manning, turned over hundreds of thousands of classified cables to the anti-secrecy group WikiLeaks, U.S. authorities imprisoned the soldier under conditions that the UN special rapporteur on torture deemed cruel and inhumane. The global economy is undergoing a paradigm shift, from a Western-dominated economic model to one that is more complex and multi-polar. The centres of consumption, production, and innovation are no longer concentrated solely in the Western economies, but are shifting to new emergence economies in different continents, specifically China, Russia, Brazil, and India, as well as South Africa, named BRICS. One of the central issues for the future of this new coalition is energy security. This concept is a top priority of policymakers not only in the West hemisphere, but also in countries of the economically emerging world in current and also coming decades. Worldwide demand for primary energy will increase in next years either and based on international forecasts, hydrocarbon will still be the dominant source of energy. Consequently, widespread energy relationships with other oil and gas-rich countries outside BRICS like OPEC, in general, and Iran, in particular, seems much more significant. The latter, as the second country throughout the world in terms of combined fossil reserves, benefits an outstanding geo-economic position. Obviously, Iran would be able to play a prominent role in this respect. So, this question could be raised that what are the main challenges, as well as opportunities for Iran and BRICS in any actual and potential interactions in energy field?

In Great Game, Local Rules the New Great Power Contest in Central Asia, Alexander Cooley develops an excellent analytical framework for looking at the activities of China, Russia and the United States in Central Asia. Cooley offers three broad arguments. First, he observes that the three big powers have pursued different goals in Central Asia, which has meant that their interests do not necessarily conflict. China's main objective has been to stabilize Xinjiang by ensuring cooperative relationships on Xinjiang's border. This prompted beijing to resolve border disputes with kyrgyzstan, Tajikistan and kazakhstan on favorable terms for its Central Asian neighbors. The U.S. has sought to stabilize Afghanistan by establishing supply and base arrangements in Central Asia. Despite the ups and downs with Tashkent which led to the closing of the U.S. base at karshi khanabad in 2005, washington has largely achieved its objectives in the region. Russia has sought to remain the major power or hegemon in the region. Despite this ambitious goal, Moscow has been willing to accept efforts by the U.S. to establish bases in Central Asia because it also is interested in containing, if not defeating the Taliban in Afghanistan.

Russian interests in the Eastern Mediterranean have been highlighted both by the country's diplomatic and naval activity related to the Syrian crisis as well as by its stance on economic and energy issues in Cyprus. This article traces the emergence of the modern national identities of Azerbaijanis and Armenians back to the last quarter of the nineteenth century. In doing so, it emphasizes the ways national identities were shaped by Azerbaijani and Armenian intellectual elites, reflecting their historical heritage of being parts of Turkish, Persian, and Russian empires. Accordingly, the evolution of mutual perceptions of Azerbaijanis and Armenians vis-à-vis their imperial neighbors–and vice versa–is highlighted. The article focuses on the period of the second half of the nineteenth century until 1920/1921, when following a two-year intermezzo of independent states in the South Caucasus, both Armenia and Azerbaijan were effectively incorporated into the emerging Soviet Union.

Abstract:
Every approach and development of the World-Systems Theory is carried out in a structured time-space continuum. Concerning the spatiality, this theory understands the world in a stratified and hierarchical way on three areas: core, semiperiphery and periphery . Such division "is not merely functional – that is to say, occupational – but also geographical." (Wallerstein 2003a, 492) That understood, the world-systems' observed areas are not only a theoretical construct in order to understand the international division of labor but also real, authentic, historically built and spatially established geographical areas, whose differences – sudden or not – do exist, "as point the price criteria, the wages, the life levels, the gross domestic product, the per capita gross and the commercial balances" (Braudel 1984, 22). As David Harvey explains, these areas "are perpetually reproduced, sustained, undermined and reconfigured by the socioecological and political-economic processes that lie on the present" (Harvey 2000, 98). It indicates that the spaces do not belong to a single area anymore, but that the processes are "what structure the space" (Taylor and Flint 2002, 21) in an unstoppable and perpetual way.

This article is a call for making the Eurasian steppe an object of study within International Relations. The first section argues that the neglect of the steppe is due to 19th-century prejudice against non-sedentary polities as being barbarian. This is hardly a scholarly reason to neglect them. The second section is a nutshell overview of literature on the steppe from other fields. On the strength of these literatures, we postulate the existence of what we call an almost three thousand year long steppe tradition of ordering politics. The third section of the article suggests that the steppe tradition has hybridised sundry polity-building projects, from early polity-building in the European the Middle Ages via the Ottoman and Russian empires to contemporary Central Asian state-building. We conclude this exploratory piece by speculating whether a focus on the steppe tradition may have the potential to change our accounts of the emergence of European international relations at large.

The emergence of an energy security crisis between Russia and European countries has cast doubt on the argument that commercial ties lead to peaceful political relations between states as the energy trade between Russia and Europe has been inclined to generate conflict rather than cooperation. Nevertheless, the crisis has showed that military security issues no longer dominate the agenda and that issues produce different degrees of cooperation and conflict between governments. Furthermore, governments cannot use military force in order to resolve issues in an era of interdependence. Therefore, the European Union (EU), which suffers from an asymmetric dependence on energy resources imported from or via Russia, has adopted a diversification policy. This policy not only affects energy security but also the EU's enlargement process. Accordingly, a diversification policy requires embracing alternative energy sources, such as Turkey's involvement in oil and gas pipeline projects bypassing Russia. Thus, Turkey's contribution to European energy security creates an interdependence, which could affect Turkey's relations with the EU.

Structural theories of international relations anticipate no meaningful differences of kind, as opposed to capabilities, among states. Empirical investigations of enduring and strategic rivalries hint at a distinction, however, between states that see themselves as potential rivals and those that do not. Constructivists go further, suggesting that the roles adopted by states during their interactions are the result of varying underlying images of threat. This paper develops the theoretical claim that three different images of threat may produce distinct kinds of rivalry and thereby three paths to militarised interstate conflict. Each image of threat is rooted in a different normative context: strategic threats are associated with violations of the enforcement of Hobbesian cooperative security arrangements; competitive threats are associated with violations of fairness or reasonableness standards in Lockean exchange relationships; and institutional threats are associated with violations of the basis for commitment to Kantian communities of peace. A logistic regression analysis of Correlates of War data, combined with other data relevant to the three threat images, provide empirical support for each of these rivalrous paths to conflict.

MOSCOW—In March 2013, the Bureau of Diplomatic Security at the U.S. State Department issued a warning for Americans wanting to come to the Winter Olympics in Sochi, Russia next February: Beware of SORM. The System of Operative-Investigative Measures, or SORM, is Russia's national system of lawful interception of all electronic utterances—an Orwellian network that jeopardizes privacy and the ability to use telecommunications to oppose the government. The U.S. warning ends with a list of “Travel Cyber Security Best Practices,” which, apart from the new technology, resembles the briefing instructions for a Cold War-era spy: Consider traveling with “clean” electronic devices—if you do not need the device, do not take it. Otherwise, essential devices should have all personal identifying information and sensitive files removed or “sanitized.” Devices with wireless connection capabilities should have the Wi-Fi turned off at all times. Do not check business or personal electronic devices with your luggage at the airport. ... Do not connect to local ISPs at cafes, coffee shops, hotels, airports, or other local venues. .. Change all your passwords before and after your trip. ... Be sure to re- move the battery from your Smart- phone when not in use. Technology is commercially available that can geo-track your location and activate the microphone on your phone. Assume any electronic device you take can be exploited. ... If you must utilize a phone during travel consider using a “burn phone” that uses a SIM card purchased locally with cash. Sanitize sensitive conversations as necessary.

AZAN, Tatarstan—Shelves of vodka line a shop wall in Kazan, the capital of the Tatarstan republic. Just opposite, Islamic prayer beads sit in heaps on a rack. In this Russian-ruled region with a Muslim majority, bars and mosques exist side by side. A nearby store advertises clothing for Muslim women, and inside, Zulfia, one of the two female owners, helps customers with traditional headscarves and brightly colored skirts. Since she opened the store nine years ago, Zulfia says demand is increasing as women embrace Muslim traditions with a modern twist. Outside, the Kazan Kremlin, a citadel home to Tatarstan's president, stands elevated on the banks of the Kazanka River where its Islamic minarets and Orthodox domes overlook the city.

SUKHUMI, Abkhazia—Angie loves traveling, dancing, and peach juice. She doesn't like boundaries. That's because this young human rights worker is from Abkhazia, a self-declared independent territory claimed by Georgia. The 26-yearold, who works for the organization World Without Violence, survived a war, and it has left her with some strong opinions. "I have this habit not to trust Georgians, except those I know long and well," she says. "There isn't a family in Abkhazia which doesn't have a victim from those days. This is terrible, and it's really hard to forget."

MOSCOW—A seven-story cube of glass, concrete, and solar panels rises out of a grassy field on the outskirts of Moscow. Dubbed "the Hypercube," it's the first completed building of the Skolkovo Innovation Center, intended to serve as Russia's version of Silicon Valley. In less than two years, throngs of creative workers are expected to fill the Hypercube's offices, ice rink, and nearby cafes. The original plan even provided for a weather-controlled dome rising over the complex, though it was eventually deemed too expensive and scrapped.

This article contrasts the parallel \'wars on terror\' that liberal and authoritarian states have prosecuted since 9/11 to determine their broader significance for the pursuit of \'purposes beyond ourselves\' in an increasingly multi-polar world. While acknowledging that states rallied to defend their monopoly on legitimate violence after 9/11, I maintain that the ensuing \'wars on terror\' have simultaneously exacerbated longstanding disagreements between liberal and authoritarian states over the fundamental principles of international society. Under American leadership, liberal states have sought to eradicate jihadism through the transplantation of liberal values and institutions to Muslim-majority societies, countenancing sweeping qualifications of weak states\' sovereignty to advance this goal. Conversely, authoritarian states led by Russia and China have mounted a vigorous counter-offensive against both jihadism and liberal internationalist revisionism, harnessing counter-terrorism concerns to reassert illiberal internationalist conceptions of state sovereignty in response. Reflecting international division more than solidarity, the \'wars on terror\' have illuminated a deeper triangular struggle between revisionist liberal internationalism, jihadist anti-internationalism and illiberal authoritarian internationalism that will significantly complicate Western efforts to promote liberal values in coming decades.

Abstract:
Imagine a mid-sized country. Its population, area, and energy consumption make it a flyweight compared to the emerging giants of China and India. Unlike Russia or Brazil, it possesses virtually no fossil fuels of its own – apart from disastrously dirty lignite and some expensive-to-extract hard coal. Furthermore, this country is located in Europe, a continent that has become synonymous with economic crisis and sluggish growth. Why do the energy policies of such a country – namely Germany – matter? The reason is in its dedication to systematically transform its energy system. It is the first major industrial country to seriously consider the challenge of overcoming the entire range of problems associated with fossil and nuclear fuels – from emissions to cost, from nuclear proliferation to nuclear waste, from environmental devastation to health impacts. If Germany, despite medium irradiation levels, limited land to grow biomass, and average wind and water resources, succeeds in transforming the energy system to renewable sources while maintaining system reliability and keeping an eye on cost, then every other country in the world will be able to follow on that track, too. And the challenges entailed for these countries will be significantly lower.

492. The Human Element: Nuclear Power Development in the Middle East

Abstract:
Most discussions on nuclear power in the Middle East in recent years have focused predominantly on Iran's suspected weapons program. However, the region is also home to another major nuclear-related trend: it is likely to play host to the first new nuclear energy states of the twenty-first century. While many countries in the broader Middle East have expressed interest in civil nuclear power, three–the United Arab Emirates (UAE), Turkey, and Jordan–have set firm tar- gets for its implementation by the end of this decade. If they are to reach these ambitious goals and if they are to develop and deploy safe, secure, and sustainable civil nuclear power programs, these countries will have to overcome a range of technical, institutional, and, most importantly, human-resource related challenges. Of the countries in the region, the UAE is by far the most advanced in the development of its program. Having made public its interest in civil nuclear power in a white paper in 2008, the country purchased four nuclear reactors the following year from a South Korean consortium and is aiming to have its first reactor connected to the grid in 2017, an extremely ambitious time frame for a newcomer nuclear energy state. Turkey has a long history of attempting to implement civil nuclear power, and its latest agreement with Russia for the provision of four reactors at Akkuyu on the Mediterranean coast is, by some counts, its sixth attempt at a commercial-scale program. However, there is good reason to believe that this time will be different for Ankara; the terms provided by Rosatom– the Russian state-controlled nuclear company that will finance, build, and operate the project–shield Turkey from a large amount of financial–if not operational–risk, and the Akkuyu project is due to be operational by 2020. Like Turkey, Jordan has a public goal of de- ploying its first nuclear reactor by the end of the decade. Having reduced its shortlist of nuclear vendors to two bidders (Rosatom and a French-Japanese consortium led by Areva and Mitsubishi), the Jordanian Atomic Energy Commission plans to make its final decision in time to start construction of its first plant by the end of 2013.

Abstract:
The collapse of the Soviet Union led to the appearance of new players in the Central Asian region, the most important of which is China. In the span of some twenty years, China has become a major trade partner and investor in the region. Its trade with nations in the region has grown impressively, from almost nothing in 1991 to more than USD 30 billion in 2011, with China being the region\'s second-largest trading partner after Russia. According to the Premier of the State Council of the People\'s Republic of China, Wen Jiabao, Chinese direct investments in Central Asia by 2012 are estimated at USD 250 billion. China is extensively building oil and gas pipelines, developing a network of transportation links, "as well as expanding its diplomatic and cultural presence in the region."

Abstract:
In the Lopota Valley, a picturesque spot situated near Georgia's mountainous northeast border with Russia's Dagestani autonomous region, a series of skirmishes took place on the 28thand 29thof August 2012 that cost the lives of two troops from elite units of the Georgian Ministry of the Interior, a military doctor, and eleven gunmen identified as North Caucasus Islamist insurgents, leaving a few Georgian military personnel injured and one insurgent, a Russian citizen, captured by Georgian special forces. While the circumstances of what happened in the vicinity of the north Kakhetian village of Lapankuri have not yet been sufficiently revealed, the event might have considerable implications for the security situation in the entire region of the North and South Caucasus. The purpose of this article is to analyze various perspectives and issues related to this incident and to prove that the hostage crisis in the Lopota Valley indicates the existence of and the foreshadowing of much greater regional instability. The article shall outline the general course of events and those responsible for the incident. It will then introduce various perspectives on the incident from Georgian, Russian, and Dagestani authorities and sources, and analyze the short-term and long-term implications of the incident.

Each instance of communication via the Internet depends on the transfer of confidential, readily available, and authenticated information. If this information is read, altered, or forged in any way, it jeopardizes the secure and safe operation of any service depending on the transfer of data. Thus, the exploitation of data can be leveraged in ways that can have devastating effects on modern societies. The problem with a networked society is that the international conventions on the use of force fail to sufficiently safeguard the world from the instability caused by computer attacks. This article seeks to remedy the situation by defining what kinds of actions carried out via computerized networks constitute a use of armed force or armed conflict.

Significant changes in the global strategic landscape over the past two decades include the fall of the Iron Curtain and the dissolution of the Soviet Union, accelerated globalization, increasing reliance on digital information technologies in all aspects of life, the rise of China and India, global financial crises, the political revolutions of the Arab Spring, and the emergence of violent Islamist extremism as a key feature of the geopolitical landscape. Yet at the same time, many of the key dynamics of the international arena remain unchanged from twenty years ago, including the volatility and instability of the Middle East, the lack of development in most of Africa, the ever-increasing integration of the global economy, and the preeminence of the United States as an actor in global affairs, with other states, such as the United Kingdom, Germany, and Russia also playing key roles.

Eurasianism' is a relatively new concept in Russian history, and not one that appeals beyond a fairly narrow circle. The argument goes back to the turn o Russia somehow a creation of Europe, of Germans especially? Peter the Great had famously set about the westernization of the place, and St Petersburg had been put up almost as a stage-set, "a combination of Wedgwood and cardboard". By 1900, something of a nationalist reaction to such westernization set in, and the Eurasianists made much more of their Asiatic-for short, 'Tatar'-side. They had had quite enough of hearing that the original Russians had been drunken buffoons whose civilization had to be planted upon them by Vikings or Poles or Baltic Germans. No, they said, we have a Tatar side, and we owe a great deal to the Asiatics. In this, they were quite right. Pushkin had said, of the Mongols who had crushed Russia for two and a half centuries, that they, unlike the Arabs who had taken so much of Spain at the same time, had not brought "Aristotle and algebra". But in reality the Mongols brought a great deal, especially in styles of government. A third of the old Russian nobility had Tatar names ("Yusupov" from "Yusuf", "Muraviev" from "Murad", etc.) while Ivan the Terrible himself descended, through his mother, from Genghiz Khan, and through his grand-mother from the Byzantines. For a long time, under the Soviet Union, a sort of vehement and stupid nationalism was permitted to occlude the Tatar element in Russian history. Now, matters are rather different. In 2005 there were celebrations of it at Kazan; and there is an interesting aspect of Putin's reign, that Tatars have been doing remarkably well.

Abstract:
According to the introduction of this book, it is the hope that this collection of essays "will enhance insight on the Caucasus and cogently encourage European Union citizens and civil servants to develop more policy towards the South Caucasus" (p. 22). Such is considered essential by the authors since the EU became a "Black Sea power" in 2007 with the memberships of Romania and Bulgaria and the impact of the August 2008 Russian-Georgian war, in which Russia was sending a message to the West that it regarded the region as its own "backyard. Interestingly some of the chapters deal with developments in the North Caucasus-a part of the region politically attached to the Russian Federation-that may affect or be affected by developments in the South Caucasus. Most of these essays, while diverse in subject matter,are brief in length, but welldocumented and clearly written; despite the title of the book, some chapters include extensive historical background especially regarding the 19 th and 20 th centuries when the entire Caucasus region was either under the control or being conquered by the Russian Empire and later the Soviet Union. Recurrent themes in this book are: 1) the transition process through which the South Caucasus republics have been moving from autocratically-ruled to hopefully more democratic societies with greater political and economic freedom, and 2) the Russian Federation's relations with the republics of both the North and South Caucasus.
