As a bridge between the Middle East, the former Soviet republics, and the Euro-Atlan- tic zone, the Caspian Sea is increasingly at the center of the global geopolitical and commercial game. In addition to its strategic location, the Caspian Sea, according to analysts, could contain between 6 and 10 percent of the world's gas reserves, and from 2 to 6 percent of the world's oil reserves.

Abstract:
After many 'ostrich years' the European head is out of the sand: there really is a problem with the legitimacy – or rather, the perception of legitimacy – of the European construct. It is not a mere 'bee in the bonnet' of some irritating academics disconnected from reality. Eurobarometer indications are at their lowest and the results of a highly respected Pew Center survey, too, show a remarkable fall in support for Europe among its citizens. Political differences on how to tackle the Euro crisis are, worryingly, both reflective and constitutive of what one may call a solidarity deficit.

Abstract:
This paper aims to investigate the Peninsular School for Peace's contributions in the sixteenth and seventeenth centuries to the establishment of international law for indigenous peoples within a proper collective dimension. The recognition of collective rights of indigenous peoples is part of a phenomenon which occurred in the transition to the twenty-first century and is known as the collectivization of the international law of human rights. The first section of this article will discuss the inadequacy of modern human rights sources to recognize indigenous peoples as subjects of collective rights. This inadequacy stems from the lack of legal mechanisms that are able to reach the collective dimension of claimed international human rights in the context of contemporary indigenous movements. Thus, the second section will defend a pre-Westphalian conception of international law and support the return to its historic origins – in the Jus Gentium condition in an earlier view of the consolidation of the Modern NationState – in order to understand how the theorists from the Peninsular School for Peace faced questions of conscience generated by the collision between the Luso-Spanish kingdoms and indigenous sovereignty in the New World. For this purpose, the works of theologians Francisco de Vitória (1492-1546), Luis de Molina (1531-1600), and Francisco Suárez (1548-1617) provide insight. In this context, this paper endeavors to redeem the democratic peninsular doctrine towards a new reasoning for the international law of indigenous peoples.

Abstract:
There is great optimism in transitional justice literature that indigenous legal processes can capture the meaning of conflict in ways that more remote, state- or international-based processes cannot. However, if the innovations in terms of inclusiveness, gender, and fairness that transitional justice invariably promote when employing indigenous justice processes are to make a long-term, sustainable impact beyond the transitional moment, greater attention must be given to how their employment as a form of transitional justice might interact with the usually simultaneous process of rule of law reconstruction. If transitional justice actors are to interact productively with justice sector reformers and national governments to establish traditional dispute resolution mechanisms in post-conflict States, they will have to abandon some of their more romantic notions evident in the literature and policy documents of indigenous justice as something inherently restorative, as an antidote to the shortcomings of legal formalism or as a site of resistance to the State Leviathan. Enthusiasts for the employment of indigenous mechanisms in transitional justice can learn lessons from the processes of de-romanticization that legal pluralism went through and the experiences of peace building missions in recent decades.

Abstract:
The Russian economy, though so far in better shape than Europe, is facing the possibility of very slow growth in the near future. Its tendency to volatility was demonstrated in 2008-09, when Russian GDP fell more than that of any other large country. Looking at that experience and at current concerns, it seems that Russia has both demand-side (slow world growth, uncertain future oil prices) and supply-side (falling labour-force) problems. The continuing failure to provide secure property rights for business probably compounds these difficulties.

In 1950 six nations created the European Coal and Steel Community, laying the foundations for what would later become the European Union. Since then many other regions have integrated and the number of regional organizations has proliferated. In Africa alone there are several, and often countries are members of multiple organizations. Regional organizations are key actors in tackling tough problems, such as protecting human rights, preventing and resolving conflict, strengthening regional cooperation, and promoting economic growth. The purpose of this issue's Forum, consisting of five articles, is to provide readers with a theoretical and practical overview of key aspects of regional integration and regional organizations. The first two articles provide a theoretical discussion on regional integration, while the following three articles present case studies on regional organizations – the Shanghai Cooperation Organization, the Arctic Council, and ASEAN. These pieces are summarized in Piero Graglia's introduction. Other contributions to this issue include articles about self-defense groups in Mexico, reconstruction efforts in Afghanistan after the 2014 withdrawal, the Chinese middle class, and Scotland's referendum on independence. The issue also features interviews with Ambassador Joseph D. Stafford III on his experience in the U.S. Embassy in Tehran during the hostage crisis, Professor Joseph S. Nye on American leadership, and Ambassador-at-Large Melanne Verveer on global women's issues. In selecting the topics for this issue we have reached beyond the headlines in an effort to explore tough and persistent global problems. We are proud to end our tenure as Editors-in-Chief with an issue that looks to the future. Over the last two decades there has been a veritable explosion of research and policy discussion on regional integration and regionalism all over the world. Some of the most influential thinkers in the field emphasize that regions and regionalism are now central to global politics. For instance, Peter Katzenstein rejects the “purportedly stubborn persistence of the nation-state or the inevitable march of globalization,” arguing that we are approaching a “world of regions.” Similarly, Amitav Acharya examines the “emerging regional architecture of world politics,” whereas Barry Buzan and Ole Weaver speak about a “global order of strong regions.” “Regions are now everywhere across the globe and are increasingly fundamental to the functioning of all aspects of world affairs from trade to conflict management, and can even be said to now constitute world order,” Rick Fawn writes. While there is a strong tendency in both policy and academia to acknowledge the importance of regions and regionalism, the approach of different academic specializations varies considerably, and regionalism/regional integration means different things to different people in different contexts. Such diversity could be productive. However, the prevailing diversity is a sign of both weakness and fragmentation. We are witnessing a general lack of dialogue among academic disciplines and regional specializations (European integration, Latin American, Asian, and African regionalism) as well as theoretical traditions (rationalism, institutionalism, constructivism, critical and postmodern approaches). There is also thematic fragmentation in the sense that various forms of regionalism, such as economic, security, and environmental regionalism, are only rarely related to one another. Such fragmentation undermines further generation of cumulative knowledge as well as theoretical innovation. It also leads to unproductive contestations, among both academics and policy makers, about the meaning of regionalism, its causes and effects, how it should be studied, what to compare and how, and not least, what are the costs and benefits of regionalism and regional integration

Abstract:
The academic study of regional integration is scattered amongst different disciplines. Political scientists have a longstanding interest in regional integration but historians, economists, lawyers, and international relations scholars have been studying regional integration as well. Often a comparative perspective is taken. Hence the development of “Comparative Regional Integration Studies” as an institutionalized academic activity aimed at performing scientifically sound comparisons of regional integration processes across the globe and across time. But as Alberta Sbragia rightly noted, the study of comparative regionalism is ill-defined and “its boundaries are certainly permeable.” There is indeed a lot of confusion about the study-object of the field. Take for instance Ernst Haas's classic definition of regional integration: “the study of regional integration is concerned with explaining how and why states cease to be wholly sovereign, how and why they voluntarily mingle, merge, and mix with their neighbours so as to lose the factual attributes of sovereignty while acquiring new techniques for resolving conflict between themselves.” Here the emphasis is on losing sovereignty. But is this the case for all forms of regional integration? What if the “integration” is organized on a purely inter-governmental basis? Furthermore, both the concepts of “integration” and “region” are problematic. Integration has a normative connotation as it is often implicitly regarded as a positive development (in contrast to the negative connotation of disintegration) and region is a polysemous concept that can refer to supranational, subnational, or cross-border areas. It is therefore not always clear what the unit or object of comparison is. And on top of that, regional integration in Europe seems to obscure the field as scholars disagree on what place the EU should take in comparative regional integration studies. In recent years, many authors have pointed to these conceptual and other methodological problems. This article argues that comparing different forms of regional integration is scientifically feasible, but only if a social constructivist point of view is taken. Only in this way can a general theory be developed that allows understanding of the diversity of integration processes. It also claims that it is policy-relevant to compare the European integration experiences with regional integration in the rest of the world.

Abstract:
The “Turkish model” has been upheld as a positive example for Middle Eastern countries, particularly in light of the Arab Spring. While Turkey is, in many respects, successful—it has a dynamic economy and in recent years has made great strides toward political liberalization— and the current Turkish government has high standing in the Arab world, this paper will argue that the applicability of a “Turkish model” to other settings is limited. In part, this is due to confusion over what the “Turkish model” precisely is or should be. For many years, the “Turkish model” was taken to be Kemalism, or a statist, authoritarian, secular order imposed “from above” with the goals of modernization and Westernization. More recently, the “Turkish model” would mean embracing a more moderate-type of political Islam, exemplified by the ruling Justice and Development Party (AKP). While the AKP has proven to be successful in Turkey, it came to power in conditions very different than those that prevail in the Arab world at present. In particular, the AKP has evolved to reconcile itself to secularism in Turkey and embraced a program of Europeanization through accession talks with the European Union, an option not on the table in Arab states. Finally, a comparison of the political culture of Turkey with that in much of the Arab world reveals significant differences in values and priorities between the two cases.

It is important to note that this book is a collection of essays written by eminent academics from the North African countries that are experiencing change and reform as well as European scholars. They provide important conceptual and methodological insights as they investigate the diverse patterns of political mobilization, the various indigenous traditions of order and governance, and the institutional mechanisms that have shaped the state-making process.

This article explores the strategic importance Turkey holds to the European Union and how Ankara could contribute to the EU's achieving the status of a veritable global power. It seeks to understand how the often contradictory threads (democratization vs. creeping authoritarianism) in the recent transformation of Turkish domestic politics affects its European credentials. The main argument of the paper is that it is in the core interest of both parties to align their policies in the neighboring regions, namely the Balkans, Caucasus, and the Middle East, especially in the post Arab Spring era. What hinders the genuine EU-Turkey partnership is often the political and tactical short-sightedness of both parties rather than the factual divergence of strategic interests.

For many decades, the Arab despots would serve the Western interests in the region in return for a Western disregard to democracy policies in their countries. By the outbreak of the Arab uprisings in the Middle East, this implicit agreement between the West and the Arab despots was put in jeopardy. This article defines the challenges faced by the Western interests as a result of these revolts. Moreover, it digs deeper into the American and European reactions to the uprisings. Finally, the article contemplates the reasons behind the western behavior towards these revolts. Against this backdrop, this article argues that the implicit agreement is still possible in spite of the Arab uprising, albeit with a diverse formula.

ALMOST eight years on from the start of accession negotiations, the view of Turkey-European Union (EU) relations is somber. Abstract:
THE CONCEPT of humanitarian intervention and international practice in the nineteenth and early twentieth century is the subject of Against Massacre: Humanitarian Interventions in the Ottoman Empire 1815-1914 by Davide Rodogno. This book addresses the European roots of humanitarian intervention and rejects the mainstream argument that humanitarian intervention is a practice of international relations that emerged after the end of the Cold War. Rodogno's emphasis, rather, is on the fact that the roots of humanitarian intervention can be traced back to the nineteenth century. He defines humanitarian intervention as a “coercive diplomatic and/or a group of states inside the territory of a target state” (p. 2). The book comprises ten chapters and concentrates mainly on the political and legal aspects of the European involvement into the internal affairs of the Ottoman Empire.

Lambton, there was, from the 1970s onwards, a serious dearth of studies in the field, both in Turkey and Europe. However, it is with great pleasure that we state that from the 2000s on-wards, Seljuq studies have been revivified by the training of new young researchers in the field and by the organisation of symposia and the publication of new books and articles, among which is the book reviewed here.

The furore that greeted news that negotiations were to start on a transatlantic free trade agreement revealed not only the potential importance of any putative deal, but also the tendency of Europeans to view international politics almost uniquely in economic terms. This neglect of security and broader geostrategic issues is short-sighted and dangerous. It is precisely the liberal world order in place since the Second World War that has allowed Europeans to develop their economic potential. Leaving it to the United States to preserve that order is an increasingly problematic strategy, with the US ever more reluctant to police the world in the way it once did. The US has, for many years, asked its partners to contribute more to the preservation of common security interests. Given the failure of these attempts to date, it might be time for Washington to resort to tougher tactics in an attempt to entice Europeans out of their geostrategic retirement.

The European Union and the United States are on the verge of agreeing to a transatlantic free trade agreement. The proposed Transatlantic Trade and Investment Partnership is aimed at boosting EU and US economic growth, but the negotiating partners have not excluded the defence sector from negotiations. Europe is at a tipping point regarding the rationale for its defence-industrial integration efforts. Any TTIP extending to the defence sector will raise questions about the nature of the European Defence Technological and Industrial Base, and, crucially, how it impacts the North Atlantic Treaty Organisation and the Common Security and Defence Policy.

The global economic crisis revealed China to be an interdependent giant, one whose 'rise' was undeniable but also one whose deepening participation in transnational production sharing and network trade made it highly susceptible to an external shock. China weathered the storm relatively well - avoiding a recession, in particular - not because it had 'decoupled' from the G7 economies but because its stimulus measures were unusually swift and powerful. One cost, however, has been a worsening domestic imbalance between investment and consumption that carries a heightened risk of asset price inflation, non-performing loans and destabilising levels of local government debt. Meanwhile, China's ties to the world economy have not fundamentally changed since the crisis began. Despite stirring leader rhetoric and summit declarations, the BRICS have made only modest progress in meeting their goals. East Asia, North America and Europe remain China's principal trade partners, and cross-border production chains connecting these regions remain the dominant mode of China's incorporation into the world economy.

The momentous changes in the Middle East and North Africa have brought the issue of human rights and democracy promotion back to the forefront of international politics. The new engagement in the region of both the US and the EU can be scrutinised along three dimensions: targets, instruments and content. In terms of target sectors, the US and EU are seeking to work more with civil society. As for instruments, they have mainly boosted democracy assistance and political conditionality, that is utilitarian, bilateral instruments of human rights and democracy promotion, rather than identitive, multilateral instruments. The content of human rights and democracy promotion has not been revised.
