Abstract:
Abstract: The present article is based on a number of key assumptions as well as a con- ceptual system of military security, which is anchored in the theoretical system of security studies. Since these two disciplines are relatively young, there is a need to analyze them for the purpose of determining the basic theoretical apparatus in the field of security stud- ies. This article presents an original definition and description of the fundamental nature of security as well as a general description of military security. It includes the vital do- main of the subject’s own activity leading to the maintenance of the proper level of secu- rity. The paper contains original definitions of such basic categories as security, state se- curity and military security. Indeed, much of the content is based on theories used in pre- vious research, but these have served merely as “bricks” that are used to fill in the already existing theoretical structure. Thus, through a specific redesign, a structure compatible with the basic tenets of security studies has been devised, also taking into account recent results of other sciences that cover military affairs.

1262. The Kosovo Model: A (Bad) Precedent for Conflict Management in the Caucasus?

Abstract:
Resolution 1244 adopted by the United Nations Security Council (UNSC) in 1999 was conceived as an interim settlement to allow conflict de-escalation while postponing the search for a lasting solution to the Kosovo crisis. The final settlement should have been negotiated between Serbian authorities and representatives of the Kosovo Albanians and then endorsed by the UNSC, as stipulated in the resolution. However, Kosovo Albanians declared independence unilaterally in February 2008 and Kosovo was recognized as such by the United States and its allies. The Kosovo Albanians promptly abandoned the peace process. Instead of an internationally endorsed negotiated outcome, the Kosovo Albanians’ initiative unilaterally imposed a political settlement on the mediating powers in complete disregard of UNSC authority that had placed Kosovo under international administration. The subsequent involvement of the International Court of Justice (ICJ) failed to resolve the remaining issues between Serbs and Kosovars. In addition to creating a troubling legal precedent, the Kosovo example establishes a bad precedent for future conflict management initiatives, especially for ongoing conflicts in the Caucasus. Issues of concern include the viability of future interim agreements, good faith negotiations and the legitimacy and guarantees provided by the internationalization of conflicts, including the authority of international organizations, multilateral agencies and established legal standards. This paper draws parallels between the Kosovo example and territorial disputes in the Caucasus as well as the implications of the Kosovo model on conflict management processes.

Abstract:
The essay analyses the role of NATO in the post-Cold War period by conduct- ing a comparison of the cases of NATO’s operations in Kosovo and Libya. The article re- veals the enhanced weight of the Alliance member states and the European countries’ ac- tive role in protecting their regional interests and also show how the state interests of the USA and Russia played a significant role in the two cases. This analysis of the behavioral patterns of the former Cold War adversaries could provide a useful interpretation and per- haps an explanation of the current events in Ukraine. The pursuit of power continues to dominate the international relations arena as the confrontation between the USA and Rus- sia is far from over.

Abstract:
At the moment, the center of global economic and political gravity is rapidly shifting to the Asia-Pacific Region. This region possesses vast financial, resource-related, industrial and human potential. As the center of global development rapidly shifts to the East, Rus-sia regards the Asia-Pacific Region as the engine of the world economy, the key to which is a burgeoning China. In contemporary international relations the fast-moving rise of the PRC has become a crucial issue that concerns both Western and Russian political leaders, scholars and common citizens. The true intentions of the Chinese leadership as it pursues its foreign policy course remain quite nebulous and ambiguous. In various spheres and at a various levels of Russian society there are quite a few discussions and disputes about what, in fact, lies behind the global phenomenon of the “rise” of China, what consequences it entails for Russia, and how Moscow should organize its relations with Beijing.

Abstract:
The Russian attitude to the Arab Spring—a mixture of skepticism, caution and mis-trust—was for a long time poorly understood outside the country. In the West, which initially saw in the Arab Spring the familiar battle between “democracy from below” and “dictatorship from above,” many accused Moscow of sympathizing with outdated au-thoritarian regimes, even facilitating their behavior, and of being incapable of keeping up with the times. Later, the situation changed. As democratic revolutions were replaced by civil con-flicts (some more peaceful, others more bloody, all exacerbated by ethnic or religious differences) Russia’s conservative position started to find support, both within the Mid-dle East and beyond. The breakthrough Russo-American agreement on Syrian chemical weapons opened the door to the Geneva II talks, bringing factions within Syria to the same talks table, and also helping regulate the Iranian nuclear issue. To understand the factors that shaped the Russian attitude to the Arab Spring, we need to review recent Russian history and how the situation has changed Russia’s bor-ders. In this article, we will attempt to circumscribe these factors, and offer insights into their true nature.

Abstract:
The “color revolutions” in the post-Soviet space were initially understood to mean the Rose Revolution in Georgia (2003), the Orange Revolution in Ukraine (2004) and Tulip Revolution in Kyrgyzstan (2005). The one feature these events share is considered to be the non-violent nature of the regime change resulting from mass protests. The 2010 revolution in Kyrgyzstan may also be relegated to this group of cases: although the revolution was not entirely peaceful it nonetheless led to a change in the country’s lead-ership. Somewhat less clear are regime change attempts or mass protests, for example the situation in Andijan (Uzbekistan) in 2005 or the mass protests and riots in Moldova in 2009. It is still unclear whether the power shift in Ukraine in February 2014 should be considered a “color revolution;” there is also no precise definition of the concept of the “Arab spring,” which is usually thought to include the mass upheaval and protests, more often not peaceful, that led (or did not lead) to regime change in a number of countries of the Arab world starting in late 2010. Despite the lack of consensus among political leaders and experts regarding terminology, on the whole the terms “color revolutions” and “Arab spring” have caught on and as a rule are used without further explanation in Russian official discourse in the expert community and in the media.

Abstract:
The aim of this paper is to analyze the impact of political developments in Georgia since the 2012 parliamentary elections on Russo-Georgian relations. First, the authors examine the effect of changes in Georgia’s politics towards the Caucasus, Russia and the Euro-Atlantic region. Second, the authors analyze the opportunities for improving Russo-Georgian relations through studying the three following aspects of this bilateral relationship: creation of common economic space between Russia, Georgia, South Ossetia and Abkhazia; transformation of the Georgian North Caucasus Policy and its shift to-wards cooperation with Moscow; and implications of Georgia’s Euro-Atlantic integration for the regional security. The article suggests that Russo-Georgian relations are not doomed to be strained and have the potential for improvement.

Abstract:
The first few months of 2014 brought an unprecedented collapse of the Russian Federa-tion’s image on the world stage, the worst since the end of the Cold War. The events in Ukraine and the reaction to them by a significant number of countries in the interna-tional community, quickly demoted Russia to that group of countries whose foreign policy provokes harsh condemnation. For the first time in decades, international sanc-tions have been put in place against Russia, adopted by a large number of the world’s largest countries, de facto downgrading Russia to the rank of a rogue state; these sanc-tions are intended to exert pressure on the elite, who are responsible for implementing certain foreign policy decisions. For many experts, the events are associated with a new and sudden sea-change in Russia’s foreign policy. However, it appears to us that the cur-rent stage of cooling relations with the West is a logical consequence of the way in which the Russian state was constructed in recent years; in fact, a different scenario could hardly have been anticipated. This article presents the author’s view of the mecha-nisms and logic that shaped Russia’s foreign policy course, which has evolved through several iterations in the last three years. The below analysis could facilitate a fuller un-derstanding of Russian motives in international relations, and help find opportunities and mechanisms for dialogue between Russia and the West.

Abstract:
A continuing transformation of the post-Soviet space is presently underway as it sheds the last elements of its common Soviet past. New geopolitical and spatial configurations and integration associations are being created, with a new set of players and develop-ment priorities appropriate to today’s international situation and the new challenges. The ideological dogma of “fraternal allied republics” is being replaced by the prag-matism of national interests and a desire to take a rightful place in the system of world economic ties. The topic of integration and choosing an integration vector is a central theme in the foreign policy of each new independent state. The project to establish the Eurasian Economic Union (EEU) is one of the most im-portant Russian integration initiatives since the breakup of the Soviet Union. The objec-tives and tasks of a new integration group, as well as the makeup of the integration core and potential participants, have now been determined.

Abstract:
It is no secret that authoritarian forms of government are predominant across post-So-viet space, although some are softer than others. In Moscow, Astana, Minsk, Dushanbe, Ashkhabad and so forth across almost the entire region, each country is governed by “strong personalities,” some enlightened, others not. Even today’s Ukraine, which is a little closer to the West in terms of geography and mentality, con-tinues to hesitantly fluctuate between poles of democracy and authoritarianism. Truth be told, these endless oscillations will ultimately mean the death of the country. Authoritarianism offers uncontested advantages that help the former Soviet repub-lics to find and maintain stability during transition: authoritarian methods are the short-est path to consensus, and facilitate control and governance. The population, mean-while, has no objection to “strong personalities,” tolerating figures that might be over-thrown elsewhere, because they are “saviors of the homeland” – a legend discreetly confirmed by all-pervasive state propaganda. All of history, both recent and more dis-tant, tells us of endless “foreign chicanery,” the permanent state of being “surrounded by enemies,” as if living in a “besieged fortress,” where it is so often necessary to “power through,” “resist and rebuff” and so on, and so forth.

Abstract:
When talking or writing about the (Southern) Caucasus, I usually like to start by illustrating the diversity of its three countries when it comes to their cultural, linguistic, historical, economic and religious composition. This is due to the heavy migration in the region and the century-long influence of surrounding regional powers and to the fact that it is located in a strategic triangle between Iran, Russia and Turkey, with additional geopolitical interest coming from the European Union and the United States. There is a significant background of existing conflicts to take into account. For those who know the region this may seem redundant; however, for “newcomers” it is a good start in describing the (Southern) Caucasian Babel.

Ukraine - Europe's New Proxy War? Dr. Geraint Hughes | 22 May 2014 DOWNLOAD PDF On February 27 and 28, 2014, shortly after the revolution in Kiev that toppled Viktor Yanukovych’s government, the Autonomous Republic of Crimea was taken over by thousands of masked and armed Russian troops, backed by armor and attack helicopters. In an unconvincing attempt to hide their origin, the soldiers wore no insignia and passed themselves off as a ‘self-defense’ militia drawn from the ethnic Russian majority of the peninsula, which until 1954 had belonged to Russia itself. In fact, this occupation force consisted either of personnel from the Black Sea Fleet (BSF) based in Crimea or troops sent from the Russian Federation. Russia’s parliament subsequently voted to grant President Vladimir Putin powers to order further interventions in Ukraine to ‘protect ethnic Russians’, whilst a ‘referendum’ held in Crimea on March 16 produced an overwhelming vote in favor of union with the Russian Federation. Three days later, Russian troops and ‘self-defense’ militias forcibly evicted Ukrainian naval personnel from their own bases, formalizing the annexation of Crimea. This landgrab by Russia, and the separatist turmoil it is currently inciting in Eastern Ukraine, constitutes the most serious crisis in Europe since the Georgian war of August 2008. Although the post-Yanukovych government in Ukraine has acted cautiously and focused on mustering diplomatic support, the country has become the location of a diplomatic confrontation between Russia and the West (the United States, its NATO allies, and member states of the European Union) that could potentially deteriorate into a military clash between Kiev and Moscow. There are repeated instances in history where states have resorted to proxy warfare rather than the overt use of force, using non-state para-military actors to subvert and undermine an adversary. In the process, sponsor states have armed, equipped, trained, and sheltered proxies, and have at times even reinforced them with advisors and special forces personnel, as is the case with Russian military intelligence (GRU) and special forces (spetsnaz) troops reportedly reinforcing local ‘separatists’ in the ‘Donetsk People’s Republic’. Proxy warfare has also sometimes preceded an overt military intervention. Given both Putin’s threats to ‘defend’ ethnic Russians and the mobilization of Russian army and air force units over the past two months, this remains a very real possibility in Ukraine. The overall objectives of a sponsor state usually involve the coercion of an adversary, its disruption, or the attainment of a transformative objective, which in turn can involve the successful encouragement of separatism, the annexation of territory, or regime change. Allowing for the absence of solid information on Russian aims it is likely that Moscow’s present reasons for destabilizing Ukraine involve an opportunistic combination of these three outcomes. Putin may well hope that the turmoil he is inciting in the East of the country will forestall the forthcoming elections on May 25 and will force Kiev to subordinate its foreign policy to Russian interests. It is likely that he may consider the takeover of more Ukrainian territory if its government persists in its efforts to forge closer ties with the United States and EU.

Abstract:
By evoking economic turmoil in Europe, the global crisis of 2007-2008 had important impacts on the economic and political integration of the European Union (EU), leading to a reassessment of the relationship between the core– periphery countries and the model of the ‘democratic European welfare state.’ Most studies that address this problem in the EU focus on the fiscal mismanagement and welfare policies of the non-core or periphery countries (i.e. Greece) as the main culprit. Unlike the mainstream ideas, this paper explains the recent European crisis as a result of the liberalization and deregulation process that started with the second globalization wave in the 1970s. This paper also questions whether the recent radical nationalist trend in the EU countries can be explained as a byproduct of the crisis, using Polanyi’s notion of “double movement”.

Abstract:
The European Union’s international identity is a theme that has attracted great scholarly interest in the last two decades, parallel to the increasing role of the Union as a global actor. This period has also witnessed the rise of constructivism as an approach in International Relations with a specific focus on the social nature of and ideational factors in international affairs. Many of the works published in this time frame have approached the topic of European Union identity from a constructivist perspective that focused on the outcomes of the identity construction process within the Union, drawing parallels between the processes of identity construction and dissemination in nation states and at the European level. This study, by differentiating between the critical and conventional constructivist accounts of identity, offers a discursive analysis of the European Union’s identity that concentrates instead on the building blocks and evolution of the identity construction process within the Union. To this aim, it explores the ways in which the identity of the European Union has been represented in the foreign policy discourse originating from the Union’s various institutions and leaders, based on a particular conception of ‘Europe.’

Today, capital, people and information flows have increased more than ever before among different regions in the world. Every flow creates a different local-global interaction in its own social environment. One of social environments in which this kind of interactions occurs is property markets. There are some theories to explain the nature of local and global interactions in social sciences literature. However, the success of these theories in explaining the nature of local-global interactions in a property market became subject to a research very few. This research aims to make a contribution to this area. The study also intends to find general answers to some important questions emerge in the internationalization process of property markets. The study focuses on the three well-accepted interaction theories of social sciences, which are imperialism, globalisation and glocalisation. The validity of the assumptions of these theories in the case of Istanbul’s retail property market is questioned in this research. The emergence of social structures and the specific behaviours of these structures in local property markets may be understood better when true point of view is found out about interactions. This article looks at the relevance, comprehensiveness and integrity of the Erasmus+ programme in Ukraine thorugh the lenses of Ukrainian students' eyes. It takes account of recently signed political provisions of the EU-Ukraine Association Agreement and demonstrates support outlined in the Agreement toward goals of the Erasmus+ programme. The core component of the article presents analysis of students' questionnaires. The questionnaires were composed of questions aimed at supporting or countering different arguments related to the introduction of the Erasmus+ programme in Ukraine.

Abstract:
The article focuses on cross-cultural communication (drivers and barriers) of Ukrainian and American managers within international Non-Governmental Organizations (INGOs) in Ukraine. The goal of this qualitative research is to analyze communication dynamics of foreign managers-expatriates with local Ukrainian staff members, identify how culture impacts communication and compare US and Ukrainian cultural dimensions using G. Hoftede’s cultural dimension, F. Trompenaars business culture analysis models and cultural adjustment theory. The data in the article are based on the qualitative research study that was conducted in Ukraine and US, where 22 managers (locals and expats) were interviewed and shared case studies of cross-cultural encounters of managers in international NGOs in Ukraine. Research results helped identify barriers and drivers of communication and specify peculiarities of managerial communication values within INGOs.

Article examines perceptions of leadership of two different generations of Ukraine using Leadership Practice Inventory (LPI). Leadership practices accepted in certain societies correlate with the dominant culture and reflect its norms and expectations. This quantitative research project focused on adaptation of LPI and testing leadership concepts in Ukraine, a country with an interesting history and unique geopolitical location. The survey results showed peculiarities and differences of Ukrainian leadership perceptions of two different generations.

This article discusses the 'Big Society' of the U.K. and particularly the Localism Bill, a distinct component of this agenda aimed at decentralizing government, transferring power to local authorities and communities. This research examines the Localism Bill effectiveness and ways in which it is different from other decentralization efforts, while also exploring the possibility of adopting select provisions of the Localism Bill in Yerevan. Our main findings show that the respondents who are well informed about the U.K. government’s domestic policies recognize the freedoms and flexibilities that are transferred to local governments. The level of satisfaction with the Council has increased considerably among the citizens of Sutton. Our analysis also demonstrates that respondents to the second survey were willing to champion and/or support local government reforms in Yerevan. Nonetheless, the majority of them did not believe such reforms were feasible at this time.

Abstract:
By applying an international political sociology to NATO’s military intervention over Libya, this paper proposes an analysis of securitization processes developed into particular military technologies and representations of the use of violence in the context of international military interventions. Our aim is to study securitization logics contained in the use of highly sophisticated military technologies allowing to create a particular sense of (in)security fixed on the referential of the use of violence. We try to demonstrate the different ways through which the use of violence is represented as more or less securing by an analysis of a practical and discursive construction of an opposition between NATO’s instrumental-rational use of violence and Gaddafi’s one, portrayed as irrational and indiscriminate.
