1. Beyond Putin? Nationalism and Xenophobia in Russian Public Opinion

Abstract:
The role of nationalism within the Russian public is an under - examined but potentially important aspect of the crisis surrounding Russia's annexation of Crimea and its continuing involvement in eastern and southern regions of Ukraine. As commentators have sought to comprehend President Vladimir Putin's motives, many have asserted or assumed that such actions enjoy tremendous Russian public support. Indeed, public opinion polls from Russia indicate that Putin's popularity soared in the wake of the Crimean annexation and that large majorities have supported the government's policies in Ukraine, sympathizing with the Kremlin's negative portrayals of U.S. motives and actions. However, it is not clear whether this wave of public support is a fleeting "rally around the flag" phenomenon or the result of an organic, deeper tendency toward nationalism and xenophobia in the Russian public.

Repeated efforts by the Abe government to engage China in high-level dialogue failed to produce a summit meeting. While Tokyo remained firm in its position on the Senkakus, namely that there is no territorial issue that needs to be resolved, Beijing remained equally firm in its position that Japan acknowledge the existence of a dispute as a precondition for talks. In the meantime, Chinese and Japanese patrol ships were in almost daily contact in the Senkaku/Diaoyu Islands region, while issues related to history, Japan's evolving security policy, Okinawa, and the East China Sea continued to roil the relationship. By mid-summer over 90 percent of Japanese and Chinese respondents to a joint public opinion poll held negative views of each other.

The Sino-Russian strategic partnership was in overdrive during the summer months despite the unbearable, record-setting heat in China and Russia. While the Snowden asylum issue dragged on, “Operation Tomahawk” against Syria appeared to be in countdown mode by late August. In between, the Russian and Chinese militaries conducted two large exercises, which were described as “not targeted against any third party,” a term often used by the US and its allies to describe their exercises. Welcome to the age of speaking softly with or without a big stick.

The term BRICS_/referring to the association of emerging economies of Brazil, Russia, India, China, and South Africa_/dominated the headlines in March 2013 as Durban hosted the annual group summit. South African President Jacob Zuma suggested that the nascent organization's leadership has ''firmly established BRICS as a credible and constructive grouping in our quest to forge a new paradigm of global relations and cooperation.'' The meeting resulted in a much-/hyped proposal to create a joint BRICS development bank that would finance investments in developing nations.

The imminent return of Vladimir Putin to the presidency of the Russian Federation in 2012 raises many questions about the future of Russian foreign and security policy as well as U.S.—Russia relations. To what extent will Putin seek to continue and implement the goals of current President Dmitri Medvedev's modernization program? Will Putin reform the political system in the direction of decentralization of power and pluralism? Will the ''reset'' in U.S.—Russia relations endure? Even with these issues up in the air, the return of Putin as president will not significantly alter the course of Moscow's foreign policy. Some argue that Putin never relinquished authority over foreign policy in the first place, and that may well be true. But even if it is, there are deeper structural reasons involving debates among Russian elites about foreign policy and Russia's place in the world that are more important in explaining why Putin's return will not usher in a significant policy shift

There are about 22,000 nuclear warheads in the world today.Reducing that number_eventually to zero_is a major element of U.S. President Barack Obama's foreign policy. To date, his administration's progress toward this goal has been modest, even with agreement on a new round of U.S.—Russian cuts with the New START treaty. Nonetheless, opponents of his agenda, particularly in Congress, worry that any further arms control will pitch the United States down a slippery slope toward zero. Simultaneously, supporters increasingly complain that Obama has not been bold enough. Their frustration, which is felt in capitals across the world, risks compromising the willingness of key states to support important U.S. foreign policy objectives, especially those related to nonproliferation.

There was a brief period during the past four months –16 days to be precise – when it looked like a breakthrough was possible in the longstanding nuclear stalemate with North Korea; then Pyongyang reverted to form. Shortly after pledging to freeze all nuclear and missile tests, Pyongyang announced a satellite launch, pulling the rug out from under Washington (and itself) and business as usual (or unusual) returned to the Peninsula. The announcement also cast a shadow over the second Nuclear Security Summit hosted by Seoul while providing additional rationale for Washington's “pivot” toward Asia.

By any standard, the first four months were a rough start to the year for both Russia and China. While succession politics gripped first Russia and then China, Moscow and Beijing coordinated closely over the crises beyond their borders (Syria, Iran, and North Korea). Toward the end of April, the Russian and Chinese navies held the largest joint bilateral exercise in seven years, codenamed Maritime Cooperation-2012 (海上联合-2012; Morskoye Vzaimodeystviye-2012), in the Yellow Sea. Meanwhile, China's future premier Li Keqiang traveled to Moscow to meet Russia's future-and-past President Putin in Moscow.

In early June, Russia's new, and old, President Putin spent three days in Beijing for his first state visit after returning to the Kremlin for his third - term as president; his hosts (Hu and Wen) were in their last few months in office. Some foreign policy issues such as Syria and Iran required immediate attention and coordination between the two large powers. They also tried to make sure that their respective leadership changes in 2012 and beyond would not affect the long - term stability of the bilateral relationship. Putin's stay in Beijing also coincided with the annual SCO Summit on June 6 - 7. As the rotating chair, China worked to elevate the level of cooperation in the regional security group, which is faced with both opportunities and challenges in Central Asia, where strategic fluidity and uncertainty are increasingly affecting the organization's future.

Berlin's March 2011 abstention on the UN Security Council vote on military intervention in Libya has raised questions about Germany's role in the international system. By abstaining on Security Council Resolution 1973, Germany broke with its Western allies and aligned itself with the four BRIC countries: Brazil, Russia, India, and China. Whether or not the decision signals a weakening of what Germans call the Westbindung, it illustrates the strength of Germany's ongoing reluctance to use military force as a foreign-policy tool even in a multilateral context and to prevent a humanitarian catastrophe. Over the past few years, as the number of German and civilian casualties has increased in Afghanistan, the German public has become more skeptical about the mission of the International Security Assistance Force (ISAF) in particular and about the deployment of German troops abroad in general. Like Germany, other EU member states such as France and the United Kingdom are cutting their defense budgets, but Germany shares few of their aspirations to project power beyond Europe.

11. Crimea's Overlooked Instability

Abstract:
It was, perhaps unfortunately, a picture broadcast round the world. Ditching decorum, Ukraine's protesting parliamentarians hurled eggs, set off smoke-belching flares, poured glue in voting machines, and duked it out (literally) within their legislative chamber on April 27, 2010. At issue was the parliament's ratification of a lease extension for Russia's Black Sea Fleet in the Ukrainian port of Sevastopol, Crimea. The lease was due to expire in 2017, but will now (most likely, although nothing is ever set in stone in Ukrainian politics) continue through 2042. In exchange, Ukraine will receive a roughly 30 percent discount on natural gas imports from Russia, worth up to $40 billion over 10 years. If it works as advertised, Kyiv sold some of its sovereignty for a stronger economy. Given the current economic environment, few dispassionate observers would begrudge Ukraine this singular tradeoff.

Just for once, Comparative Connections' deadline chimed neatly with events on the Korean Peninsula. Late on the evening of Aug. 30, South Korean President Lee Myung-bak, as part of a mini-reshuffle affecting four Cabinet positions, finally replaced his long-term hard-line unification minister, former academic Hyun In-taek. With Lee's characteristic cronyism, the man nominated to replace Hyun was another of his close advisers – geography professor Yu Woo-ik, once Lee's chief of staff in the Blue House and latterly ROK ambassador to China.

The summer of 2011 marked two anniversaries for China and Russia. In June, the Shanghai Cooperation Organization (SCO) celebrated its 10th anniversary at the annual SCO Summit in Astana, Kazakhstan. Over the past 10 years, the regional security group has grown fed by its “twin engines” of Russia and China. Immediately following the SCO Summit, President Hu Jintao traveled to Moscow, marking the 10th anniversary of the signing of the Friendship Treaty between Russia and China. There was much to celebrate as Moscow, Beijing, and the SCO have achieved stability, security, and sustained economic development in a world riddled with revolutions, chaos, crises, and another major economic downturn. The two anniversaries were also a time to pause and think about “next steps.” While the SCO is having “growing pains,” China and Russia have elevated their “strategic partnership relations” to a “comprehensive strategic cooperation and partnership.”

14. A Detour Strategy for the Test Ban Treaty

Abstract:
Arms control supporters are impatient with the Obama administration as it completes its third year in office. Neither the strength nor the pace of nuclear policy reform has been to their liking. In retrospect, the credit they gave the administration for the New START treaty with Russia appears somewhat tarnished. Once the U.S. Senate ratified the treaty in December 2010, the obvious next step on the agenda was to push for ratification of the Comprehensive Nuclear Test Ban Treaty (CTBT). But in spite of the promises made by the White House, the prospects for a swift CTBT approval process are grim. The administration traded away all its chips in exchange for New START support, and the political landscape for the rest of President Obama's term appears anything but promising. The road to success requires a new approach.

China-Russia economic relations were “reset” on New Year's Day 2011 when the 1,000-km Skovorodino-Daqing branch pipeline was officially opened. The pipeline, which took some 15 years from conception to completion, will transport 15 million tons of crude annually for the next 20 years. The low-key ceremony marking the launch of the pipeline at the Chinese border city of Mohe was followed by several rounds of bilateral consultations on diplomatic and strategic issues in January. In March and April, Moscow and Beijing sought to invigorate their “joint ventures” – the Shanghai Cooperation Organization (SCO) and the Brazil, Russia, India, China (BRIC) forum – at a time when both Moscow and Beijing feel the need for more coordination to address several regional and global challenges and crises.

The last four months of 2011 were both ordinary and extraordinary for Beijing and Moscow. There was certainly business as usual as top leaders and bureaucrats frequented each other's countries for scheduled meetings. The world around them, however, was riddled with crises and conflicts. Tensions on the Korean Peninsula preoccupied both Russia and China as the two Koreas edged toward war at the end of 2010. Unlike 60 years ago when both Beijing and Moscow backed Pyongyang in the bloody three-year war, their efforts focused on keeping the delicate peace. The worsening security situation in Northeast Asia, however, was not China”s only concern as Russia was dancing closer with NATO while its “reset” with the US appeared to have yielded some substance. Against this backdrop, Chinese Premier Wen Jiaobao traveled to Moscow in late November for the 15th Prime Ministers Meeting with his counterpart Vladimir Putin. This was followed by the ninth SCO Prime Ministers Meeting in Dushanbe Tajikistan. By yearend, Russia”s oil finally started flowing to China through the 900-km Daqing-Skovorodino branch pipeline, 15 years after President Yeltsin first raised the idea.

Attempting to reverse the decline of the Russian state, economy, and society, President Dmitry Medvedev and Prime Minister Vladimir Putin have paid increasing attention over the past two years to the modernization of Russia's socioeconomic system. Aware of the importance of cultural and ideological supports for reform, both leaders are developing a ''useable'' past that promotes anti-Stalinism, challenging the anti-liberal historical narratives of Putin's presidency from 2000—2008. This important political development was abrupt and unexpected in Russia and the West. In mid—2009, a respected journal noted in its introduction to a special issue on Russian history and politics: ''turning a blind eye to the crimes of the communist regime, Russia's political leadership is restoring, if only in part, the legacy of Soviet totalitarianism.. . .'' In December 2009, Time magazine ran a story entitled ''Rehabilitating Joseph Stalin.''

Abstract:
The last quarter of 2009 proved to be a quiet one for US-Russia relations. Although there were no major bilateral rifts, several issues continue to fester, including the impasse over the Iranian nuclear program. The biggest disappointment, however, may have been the failure to reach an agreement on the replacement for the Strategic Arms Reduction Treaty (START) that expired on Dec. 5. Negotiations are set to resume in January, but end-of-year remarks by Prime Minister Vladimir Putin about the dangers of the US ballistic missile defense system threaten to throw a wrench into the discussions. Meanwhile, the long-awaited East Siberian oil pipeline destined for Asian markets has finally come on line.

Last quarter we focused on remarks by US President Barack Obama and Secretary of State Hillary Clinton proclaiming that “America is back in Asia,” an obvious dig at real and perceived neglect of Asia by the previous administration. This quarter, both were forced to postpone planned trips to Asia although, in Secretary Clinton's case, not before giving a major Asia policy address in Honolulu. This quarter also ended the same as last, amid hints that Pyongyang really would, at some not too distant point (but not this past quarter), return to six-party deliberations. On a more positive note, it looks like arms control agreements are on the way back, following the announcement that the US and Russia had finally come to terms on a new strategic arms agreement, to be signed by both presidents in April. Speculation about the “changing balance of power” in Asia also continues as a result of China's economic resilience and apparent newfound confidence, although it still seems premature to announce that the Middle Kingdom is back, given the challenges highlighted at this year's National Peoples' Congress. Political normalcy also appears to be a long way from returning to Bangkok where the “red shirts” have once again taken to the street, prompting the government to declare a state of emergency.

For most of the first quarter, “uneventful” was the best description for bilateral relations between Russia and China. This is especially true when contrasted with the high-profile events in 2009 when bilateral trade declined 31 percent from $56.8 billion to $38.8 billion, Russia sank a Chinese cargo ship in February, the energy “deal of the century” was concluded in April, Moscow's Cherkizov Market was abruptly closed in June, the 60th anniversary of diplomatic relations was celebrated in October, and the China-Central Asian gas line and Russia's Eastern Siberia-Pacific Ocean oil pipeline were opened in December. Only in late March, with the five-day visit by Chinese Vice President Xi Jinping to Russia, was there a return from mutual “hibernation” and an “obsession” with the Obama administration's policies, though for different reasons. Prime Minister Vladimir Putin's invitation was also seen as a “back-to-the-future” effort to size up Xi, who is poised to assume the leadership spot in China by 2012. For Putin, 2012 is also the time to retake the Russian presidency, if he desires to do so.

Unlike the relatively uneventful first quarter in China-Russia relations, the second quarter was full of confusion, crises, and even conflicts along the peripheries of Russia and China and within the Shanghai Cooperation Organization (SCO). Following the sinking of the ROK Navy corvette Cheonan on March 26, the Korean Peninsula experienced significant tension. On April 6, riots and violence broke out in Kyrgyzstan, leading to the ousting of the Bakiyev government two days later. Both Russia and China joined the US-sponsored UNSC sanctions against Iran, although with differing degrees of reluctance. In the midst of this activity, Moscow cautiously and conspicuously orchestrated a “reset” of its foreign policy with a clear tilt toward Europe and the US. Russia's new round of Zapad-Politik (Westpolitik), eliciting quite a few surprises, if not shocks, for its strategic partner in Beijing.

The past quarter in inter-Korean relations might be called the morning after the night before. Tensions over the sunken ROK corvette Cheonan by no means disappeared; the less so since North Korea still denied responsibility, while the South smarted at its failure to convince key powers – China and Russia above all – of Pyongyang‟s culpability. The Cheonan incident remains a crime and an obstacle. Yet hopeful signs are emerging that both sides realize they will have to get past this eventually and that they might as well start now. Among various small initiatives, including flood aid, the quarter ended on a hopeful note with an agreement to hold a fresh round of reunions of separated families in late October.

For much of the third quarter, Russia and China were besieged by disasters of various kinds. Leaders sent each other messages to express their sympathy and support while relief materials were delivered. Bilateral relations began to gather momentum at the end of August when Prime Minister Putin attended the opening of the Russian-Chinese oil pipeline. In September, the Shanghai Cooperation Organization kicked off its Peace Mission 2010 exercise in Kazakhstan. This was followed by President Medvedev‟s state visit to China in the name of “comprehensively deepening Russian-Chinese strategic partnership relations.” All of this occurred against the backdrop of heightened tension on the Korean Peninsula after the sinking of the South Korea Navy ship in March and the rapid deterioration of China-Japan relations after Japan‟s seizure of a Chinese fishing boat in early September.

The Russia—Georgia war of August 2008 had repercussions well beyond the South Caucasus. The war was the culmination of Western tensions with Russia over its influence in the post—Soviet space, while the fallout exposed divisions within the transatlantic community over how aggressively to confront Moscow after its invasion of undisputed Georgian territory and its permanent stationing of troops in Abkhazia and South Ossetia.1 The conflict also called into question Georgia's relationship with the United States, as well as U.S. credibility as a regional security partner in light of Washington's apparent inability either to restrain Tbilisi from launching an attack against Tskhinvali in August 2008 or to help its ally once the war began.2 Since the war, both the United States and Europe have provided significant financial support to help rebuild Georgia and have denounced the continued presence of Russian forces in the breakaway territories. The transatlantic community, however, has failed to develop a forward-looking strategy toward those territories.

The United States has been widely blamed for the recent financial crisis. As the U.S. economy floundered and China continued to grow in the great recession of 2008—2009, Chinese authors launched ''a flood of declinist commentary about the United States.'' One expert claimed that the high point of U.S. power projection was 2000. The Chinese were not alone in such statements. Goldman Sachs advanced the date at which it expects the size of the Chinese economy to surpass the U.S. economy to 2027. In a 2009 Pew Research Center poll, majorities or pluralities in 13 of 25 countries believed that China will replace the United States as the world's leading superpower. Even the U.S. government's National Intelligence Council projected in 2008 that U.S. dominance would be ''much diminished'' by 2025. President Dmitri Medvedev of Russia called the 2008 financial crisis a sign that the United States' global leadership is coming to an end, and even a sympathetic observer, Canadian opposition leader Michael Ignatieff, suggested that Canada should look beyond North America now that the ''the noon hour of the United States and its global dominance are over.

The National Defense Authorization Act of 2008 requires the U.S. secretary of defense to conduct a nuclear posture review (NPR) in consultation with the secretaries of energy and state, and to report the results to Congress before the end of 2009.The NPR, therefore, will be the Obama administration's forum for reviewing U.S. nuclear weapons policy, posture, and related programmatic and technical issues. Navigating and choosing among sharp disagreements in each of these areas, in order to map the wisest path forward for national and international security, is a difficult task. President Barack Obama has already made decisions on a number of important nuclear issues, but the NPR will need to relate these to the overall nuclear weapons posture. How will his desire to ratify the Comprehensive Nuclear Test Ban Treaty (CTBT) relate to the size and capabilities of the U.S. nuclear weapons complex? Should the United States arm some Trident submarines with conventionally/-tipped ballistic missiles? Should it pursue new arms control agreements with Russia beyond negotiating a new Strategic Arms Reduction Treaty (START)? What should medium/-term U.S. objectives for strategic and non/-strategic warhead numbers and types be? What about ballistic missile defense? The list of important questions is long and, unless integrated into a broader strategic vision, presents a disparate jumble of choices.

In the aftermath of the 2008 Georgian war, President Dmitri Medvedev, setting out Russia's foreign policy principles, spoke about the country's spheres of ''privileged interests'' and the government's obligation to defend Russian citizens abroad. Coming less than a month after Russia's armed response to Georgia's attack on its breakaway province of South Ossetia, where most residents had been provided with Russian passports, this statement produced a shock. It sounded as if Moscow was reclaiming the Soviet geopolitical legacy of Russia's spheres of influence and was prepared to intervene with force in countries with significant ethnic Russian minorities. Every four years, the National Intelligence Council (NIC) publishes an unclassified report projecting global trends over the next fifteen years. The intent is to help incoming decisionmakers lift their sights above the here-and-now, focusing on longer-term trends likely to shape the strategic future of the United States. Inevitably, the NIC's estimations find a far wider audience. The most recent edition, Global Trends 2025: A Transformed World (hereinafter the report), was published last November, and already has received substantial media attention both within the United States and overseas. Completing the report in the midst of the financial crisis required the NIC to make risky predictions on the world's most volatile issues, from youth bulges and climate change to odds on a nuclear Iran, from whether the International Monetary Fund (IMF) might soon be spelled SWF for sovereign wealth funds in the developing world, to a Russia (and a Gazprom) rising, even as the ground was shifting day to day beneath its feet.

In the latter half of the 1990s, as the North Atlantic Treaty Organization (NATO) was preparing to expand its membership for the first time since the admission of Spain in 1982, Russian officials claimed that the entry of former Warsaw Pact countries into NATO would violate a solemn ''pledge'' made by the governments of West Germany and the United States in 1990 not to bring any former Communist states into the alliance. Anatolii Adamishin, who was Soviet deputy foreign minister in 1990, claimed in 1997 that ''we were told during the German reunification process that NATO would not expand.'' Other former Soviet officials, including Mikhail Gorbachev, made similar assertions in 1996—1997. Some Western analysts and former officials, including Jack F. Matlock, who was the U.S. ambassador to the Union of Soviet Socialist Republics (USSR) in 1990, endorsed this view, arguing that Gorbachev received a ''clear commitment that if Germany united, and stayed in NATO, the borders of NATO would not move eastward.'' Pointing to comments recorded by the journalists Michael Beschloss and Strobe Talbott, former U.S. defense secretary Robert McNamara averred that ''the United States pledged never to expand NATO eastward if Moscow would agree to the unification of Germany.'' According to this view, ''the Clinton administration reneged on that commitment . . . when it decided to expand NATO to Eastern Europe.''

As documented in this chapter during the last quarter (and over the last several years), U.S.-Russian relations have deteriorated to post-Cold War lows. Given the number of distractions over the last few months, relations stabilized somewhat in that the usual number of caustic barbs hurled across the oceans was limited. The leaders of the two nations are increasingly preoccupied with finding solutions to the economic ills affecting their respective nations and the entire world. As the Obama administration comes to office there seems to be a determination to reestablish a working relationship with the Kremlin, something that was obviously lacking during the August crisis when Russian troops invaded Georgia. President-elect Obama and future Cabinet members – as well as members of Congress – have publicly stated the need to recalibrate relations with Russia, starting with arms control.

In contrast to the hectic third quarter of the Beijing Olympics and South Ossetia, the last quarter of 2008 was calmer for Russia and China. Their bilateral relations, nonetheless, seemed to become more substantive. The 13th annual Prime Ministerial Meeting in Moscow in late October and the 13th session of the Russian-Chinese Intergovernmental Commission on Military-Technical Cooperation in Moscow in early December provided some fresh impetus for the impasse in two important areas of bilateral relations: the long-awaited oil pipeline to China and military relations. Separately, the quarter also witnessed the final, albeit low-key, ceremony for settling the last territorial issue when Russia officially transferred to China control of one and a half islands of the disputed territory near Khabarovsk. However, the world around Russia and China was in turmoil not only because of the financial tsunami that was leaving no nation behind, but also because of regional crises between India and Pakistan as well as Israel and Palestine, and the stagnation in the Korea denuclearization process.

The bilateral dialogue in the first quarter of the year was cordial, if somewhat distant. The administration of President Barack Obama sent clear and positive signals to the Kremlin. At times President Dmitry Medvedev and Prime Minister Vladimir Putin reciprocated with positive language; at times Moscow's negative rhetoric reappeared. Clearly the Russian leadership has been making a cautious assessment of the new U.S. leader. Optimism was again evident at the London meeting between Obama and Medvedev on the eve of the G20 summit on global economic issues. In London, the two leaders pledged cooperation on a variety of issues, centering on arms control. There has been nothing positive in the bilateral relationship to report since last April when then-President George W. Bush visited then-President Putin at Sochi. Since that time, the relationship has plunged to depths unseen since the Cold War. Although many observers wish to see progress (and have come to forecast it), there is clearly much work to be done to repair the rift that has developed over the past six years.

The year of 2009, which marks the 60th anniversary of diplomatic ties between China and Russia, unfolded with a series of high-profile interactions. The “Year of Russian Language” in China was launched, which is to be reciprocated by Russia's “Year of Chinese language” in 2010. An oil pipeline is finally to be built from Skovorodino to northeast China 15 years after its initial conception. The two militaries were engaged in the first round of talks for joint exercises to be held in July-August. The Shanghai Cooperation Organization held its first special session on Afghanistan as it officially reached out to NATO. Meanwhile, top leaders and senior diplomats were busy coordinating policies regarding the financial crisis and growing tensions on the Korean Peninsula. All of this, however, could hardly conceal a sense of uneasiness, particularly from the Chinese side, about the sinking in mid-February of a Chinese cargo ship by the Russian Coast Guard near Vladivostok. While Beijing requested a thorough and timely investigation, Moscow seemed more interested in a weapons smuggling case allegedly involving top Russian naval officers.

President Barack Obama traveled to Moscow in early July to meet the Russian leadership, the political diarchy of President Dmitry Medvedev and Prime Minister Vladimir Putin. The meetings were conducted in a cordial atmosphere, but this particular summit stood out from summits of the past two decades between U.S. and Russian leaders: there was no backslapping camaraderie or use of first names. Obama conducted the visit with a minimum of pomp and a maximum of professionalism. His job was to assess the state of U.S.-Russian relations, assess the leadership situation in Russia, and to decide on the best path to improve bilateral relations. Although most of the headlines stated that the results of the summit were “mixed,” Obama seems to have achieved what he wanted and laid the groundwork for achieving normalcy in relations for the next six months or so. The most pressing issues, however, remain unresolved, and it is not clear if progress can be sustained beyond the end of the year.

Between June 14-18 Russian and Chinese heads of state interacted on a daily basis at three summits: the Ninth annual SCO summit and the first ever Brazil, Russia, India, and China (BRIC) summit (both in Yekaterinburg), and their own annual bilateral meeting in Moscow. The locus of Russian-China relations was, therefore, “relocated” to Russia. Economic issues dominated these meetings as the global financial crisis deepened. Mounting danger on the Korean Peninsula and instability in Iran were also recurring themes. After months of anticipation, Prime Minister Aso Taro dissolved the Diet on July 21 and scheduled elections for the Lower House. On Aug. 30, Aso's Liberal Democratic Party suffered a crushing defeat at the hands of the Democratic Party of Japan and DPJ President Hatoyama Yukio became prime minister on Sept. 16. With Japan focused on the historic shift of power for most of the quarter, politics took primacy over diplomacy. In this environment, Japan-China relations continued to tread water, waiting for the arrival of a new government in Tokyo. Perhaps the good news is that there were no major dilemmas or disruptions and the new Japanese leadership had early opportunities to establish a relationship with their Chinese counterparts.

Now that the world is finally coming around to understanding the man Vladimir Putin and what it is he represents, he appears to be stepping down – sort of. In December, Putin named his preferred successor, longtime aide and fellow Petersburger Dmitri Medvedev. While George Bush proclaims to have understood Putin after their first meeting in 2001, most Russia observers in the U.S. have been arguing over Putin and what his government represents for the better part of eight years. Does he represent a true change for Russia (a democratic change for the better) or is he steering that nation back to more historically familiar, repressive patterns? Now that the Kremlin has come forward with its own explanation, and has been bandying about the term “sovereign democracy,” the question of what Putin and the Kremlin represent is no longer hard to decipher. Russia has chosen a path that is by no means unique: a mercantilist, authoritarian form of democratic government that is very familiar to Asia watchers. What is becoming apparent is that, if anything, the U.S. form of democracy is the unique model, difficult to copy and long in development. Russia and other infant democracies may arrive one day, but “sovereign democracy” is here for the time being in Russia.

The 17th Congress of the Chinese Communist Party in October – which positioned China's fifth generation of leadership, particularly Xi Jinping and Li Keqiang, for the post-Hu Jintao China five years from now – paled in comparison to Putin's surprising posturing in early December to shape Russian politics beyond 2008. If his “Operation Successor” is implemented, Deputy Prime Minister Dmitri Medvedev would be elected Russian president in March 2008 and Putin would be prime minister for the next four to eight years. At the conclusion of the final summit meeting between Presidents George Bush and Vladimir Putin at the Russian resort of Sochi in early April, relations between Moscow and Washington appeared to have righted themselves. The cordial meeting between the outgoing presidents left a sense of optimism in both Moscow and in the West that U.S.-Russia relations would improve until at least the fall presidential elections in the United States. Things have quieted down between the two nations over the last quarter, as the leadership of both countries has gone about business at home and has lessened (though not ceased) the often-negative rhetoric. But when the summer concludes, Russia will again loom large in U.S. political debates, and the big questions of U.S. foreign policy – whether they revolve around Iran, Iraq, Afghanistan, Northeast Asia, or even Venezuela – will necessarily include Russia policy. And as President Dmitry Medvedev unveils his own version of “sovereign democracy,” U.S. foreign policymakers will be forced to address the fundamental question of whether U.S. policy toward Moscow is centered on its strategic interests, or on democratic values.

The inauguration of Dmitry Medvedev as Russian president marked the least eventful, albeit the most speculated about, power transition in the history of the Russian Federation. Throughout the spring and early summer it seemed that U.S.-Russia relations could sink no further. Ill will beset the relationship. Heated discussions were carried out almost weekly on issues such as missile defense, Iran's nuclear program, Iraq, energy nationalism, and perhaps most significantly, NATO expansion. At one point, Vladimir Putin compared the U.S. to a “frightening monster,” while Senator (and Republican presidential nominee) John McCain called for Russia's eviction from the G8. In August, the worsening situation came to a head when Russian troops invaded and occupied South Ossetia (a Georgian Province), and launched attacks on other Georgian cities. The U.S. reaction was swift: condemnation, followed by the transport home of Georgian combat troops deployed in Iraq, the ferrying of supplies to Georgian ports by U.S. warships, the extension of $1 billion in aid, and the deployment of a small contingent of U.S. troops for “humanitarian” missions in Georgia. But some feel the response was not enough. The reaction did nothing to cow Moscow. By the end of August, Russia had asserted de facto control of both South Ossetia and Abkhazia and had recognized both as independent nations. Meanwhile the U.S. turned inward to deal with its financial crisis, leaving relations with Moscow on the backburner – at least temporarily.

Chinese relations with Southeast Asia were overshadowed for most of the quarter by Chinese leadership preoccupations with the 2008 Olympic Games and various crises involving toxic Chinese milk supplies, turmoil in U.S. and international financial markets, leadership uncertainty in North Korea, and the Russia-Georgia war. Although official Chinese media highlighted President Hu Jintao's meetings with Southeast Asian and other world leaders at the Beijing Olympics, he and other top leaders did not travel to Southeast Asia except for the foreign minister's attendance at the ASEAN meetings in Singapore in July. New troubles emerged with Vietnam, notably over oil exploration in the South China Sea. The recent pattern of Chinese, Japanese, and South Korean leaders meeting independent of ASEAN, despite their continued avowals of ASEAN's “leadership” in East Asian regional matters, paused when Japanese officials announced the postponement of a planned summit among the three northeast Asian powers in September on account of the resignation of Japan's prime minister.

The third quarter of 2008 was quite eventful for Russia and China as well as their bilateral relationship. The 29th Summer Olympics in Beijing opened and concluded with extravaganza and a record 51 gold medals for China. Shortly before the opening ceremony on Aug. 8, Georgia's attacks against South Ossetia – a separatist region of Georgia – led to Russia's massive military response, a five-day war, and Russia's recognition of their independence. Thus, the August guns and games brought the two strategic partners back to the world stage. One consequence of the Georgian-Russian war is that China's “neutrality” is widely seen as a crisis in China's strategic partnership with Russia.
