101. A Southern Reshuffle – The Yemen Review, May 2023

Abstract:: Political news in May was dominated by the reorganization and resurgence of the Southern Transitional Council (STC). Seemingly sidelined by the Saudi-Houthi talks and the Kingdom’s support of Presidential Leadership Council (PLC) chief Rashad al-Alimi, the Emirati-backed group extended its influence through the recruitment of powerful politicians, an internal reorganization, and a conference resulting in a new ‘Southern National Charter.’ Saudi-Houthi negotiations appear to have stalled over disagreement on a number of long-standing issues, but the recent involvement of China could bring additional resources and leverage to the table. The STC’s revived fortunes have led to renewed political and military mobilization in Hadramawt. The Nation’s Shield forces, paid for and supplied by Saudi Arabia, but under the nominal control of President Al-Alimi, increased their presence in the governorate, and were visited by the Saudi coalition commander before assuming control of an important border crossing. For their part, STC-affiliated forces took up positions on the strategic Ataq-Al-Abr road linking Hadramawt and Shabwa, including a key stretch used by Islah-affiliated forces. Al-Qaeda in the Arabian Peninsula also stepped up its activity, conducting at least two drone strikes in Shabwa as it publicly condemned the easing of tensions between Saudi Arabia and Iran. The Houthis launched their latest offensive in the economic war, banning the sale of domestically produced cooking gas in favor of imports. Imported gas is more expensive, but the brunt of the impact will be felt by the internationally recognized government and its production facilities in Marib. Having shut down the government’s oil exports and rerouted trade to deprive it of customs fees, the sanction will further cripple the government’s finances. It is already having trouble purchasing sufficient fuel to keep the lights on – May saw an extension of rolling blackouts in Aden as a Saudi grant has expired without extension. Summer sees the highest demand for electricity, but a number of generators in the interim capital have already shut down due to the shortage.

Abstract:: Summer has been dominated by rising tensions among the Saudi-led coalition, as competition between Saudi Arabia and the United Arab Emirates continues to undermine the internationally recognized government. The current phase of the rivalry is centered on Hadramawt, the vast eastern governorate bordering Saudi Arabia that has seen repeated bouts of political and military agitation. Saudi talks with the Houthi group (Ansar Allah) are currently on hold, hung up on now-familiar disagreements over the kingdom’s belligerent status and payment of public sector salaries. Perhaps stung by its lack of progress in the negotiations, Saudi Arabia announced new support for the government, totaling some US$1.2 billion. The funding rescued a government in financial crisis: battered by an effective Houthi blockade of oil and gas exports, it could not even afford to keep the lights on. Lengthening blackouts during the hottest months of the year and the cratering value of the Yemeni rial led to protests and political recriminations as the situation grew more desperate. But the faltering peace talks may also augur new rounds of violence. Houthi forces have deployed in increasing numbers outside Marib, and may yet renew their aspirations to capture the city and nearby oilfields. Foreign observers and senior Houthi military commanders have been on hand at maneuvers in the governorate. Tensions are also building on the Red Sea Coast, where the Houthis are mobilizing naval forces on islands near international shipping lanes. Pro-government forces have also moved to the sea, competing to occupy bases near the strategic Bab al-Mandeb Strait.

Abstract:: The strategic city of Marib saw an increase in fighting on several fronts. The Houthis have been reinforcing their positions in the area, which they attempted to seize in a massive and costly offensive two years ago. Should negotiations break down, Marib is seen as a likely area of renewed contestation due to its oil and gas resources. A new counterterrorist campaign was launched in Abyan to target Al-Qaeda forces in the governorate. Named ‘Swords of Haws’, the operation is being conducted by an array of STC and pro-government forces. The campaign reported it had succeeded in securing the Rafd and Jenin Valleys, but had faced strong resistance from Al-Qaeda forces in Mudiya district. Frontline fighting on the border of Al-Bayda and Lahj rose significantly in August, including a particularly large Houthi assault on STC positions on August 26-27 that resulted in dozens of casualties. Two Doctors Without Borders employees were kidnapped by unidentified gunmen in Marib as they traveled from Seyoun. No group has yet claimed responsibility for the incident. An officer investigating last month’s killing of World Food Programme Moayad Hameidi was assassinated. The officer, a member of the Taiz Political Security department, had received death threats and demanded he halt the investigation. Five UN employees were released on August 11, after being held captive by Al-Qaeda for more than 18 months. The group was reportedly released after lengthy Omani mediation and the payment of a ransom, though the UN has disputed these claims. Houthi forces continue to besiege villages of the Bani Nawf tribe in Al-Jawf following the killing of a prominent local Houthi commander. A number of tribes have responded by calling for united action, others have sided with the Houthis.

Abstract:: Between the 1940s and the 1960s, Iran developed into the world’s first petro-state. In the recently published Petroleum and Progress in Iran: Oil, Development, and the Cold War (2022, Cambridge University Press), author Gregory Brew argues that Pahlavi petro-state emerged from a confluence of global and local forces in the context of the Cold War, the global oil economy, and the nascent practice and discourse of international development assistance. The Toynbee Prize Foundation interviewed Gregory Brew on the main arguments and events of his book. Next to providing a brief chronology of the political and economic development of Iran in post-WW2 decades – including the episode of the failed attempt to nationalize Iranian oil industry in the early 1950s followed by the coup d’état in 1953 – Brew explained the concept of dual integration introduced in his book, which tries to account for both local and global integration of the Iranian oil industry. He also highlighted the role of the international development actors, including the World Bank, American developmentalists and development economists in shaping the Pahlavi regime and the Iranian development project.

106. Kashmir in the aftermath of Partition: An interview with Shahla Hussain

Abstract:: “This dappled dawn injured by the night This is not the dawn we awaited. ” Thus, lamented the poet Faiz Ahmad Faiz in his poem ‘Subh-e-Azaadi’ (The Dawn of Freedom) in August 1947 as the two nation-states of India and Pakistan were created unleashing catastrophic violence and bloodshed. The history of the subcontinent’s partition has been a fecund field of inquiry for decades. Often told as the cleaving of the provinces of Bengal and the Punjab, most studies of Partition and its aftermath have not devoted attention to the region of Kashmir. Treated as an exceptional case in official narratives and consequently in histories, Kashmir has been largely absent from accounts of Partition and its ramifications for the lives of millions of its inhabitants, many of whom faced displacement and violence as the erstwhile princely state was prized apart. Shahla Hussain’s Kashmir in the Aftermath of Partition (Cambridge University Press, 2021) offers a corrective to this absence by braiding the history of Kashmir into the history of Partition and by introducing a bottom-up approach to this study. Interweaving official sources with meticulously unearthed vernacular sources, Hussain sets herself to the task of foregrounding people’s experiences of Partition and their aspirations of the future. What ensues is a rich interrogation of the multivalent meanings of freedom and self-determination in Kashmir, the limitations of the myopic model of territorial nationalism adopted by India and Pakistan and the Janus-faced nature of state-sponsored development in the region. Hussain deftly retraces international connections and solidarities between the Kashmiri liberation struggle and movements for decolonization in the mid-twentieth century and underlines the failure of institutions of international governance to accommodate movements for liberation. Kashmir in the Aftermath of Partition therefore brings germane themes of historical inquiry such as anti-colonialism, nationalism, decolonization and development into dialogue. I had the delight of interviewing Professor Hussain about her book, the challenges that this project entailed, and her future research.

Abstract:: KF: This online history project responds to the “fragility, absence, or inaccessibility of archival materials” for the study of South and Southeast Asian history, and the multifaceted historical connections between these regions. Could you tell us about how you have encountered these archival challenges in your research, and what were the solutions that you found? AB: My research so far has focused on India. File transfers from departments of the Government of India to the National Archives of India after independence in 1947 are erratic, and those from earlier periods can be poorly preserved or catalogued. My book project focused on the Swatantra Party, which did not have papers that became available until 2019, a year after I finished my PhD dissertation. Working around these challenges has meant mixing various different kinds of evidence and “reimagining the archive,” to take Sunil Amrith and Tim Harper’s turn of phrase from Sites of Asian Interaction. I, and many of my colleagues, take particular inspiration from the innovative work of Indonesia historian Rudolf Mrazek, whose Engineers of Happy Land involves working across multiple archives in the Netherlands and Indonesia and combining them with sources ranging from motorcyclist journals to poetry.

108. Plowshares into Swords: An Interview with David Ekbladh

Abstract:: As much as it was a moment of America’s reckoning of its own immense power or its sudden vulnerability, the early-1940s was also a moment of a successful transplantation. Technical experts of the League of Nations were shipped (literally in a Pan Am Yankee Clipper) across the Atlantic and were soon incorporated into America’s war effort and postwar planning. Their knowledge on food, public health, world economy, and many more was weaponized, first, to win the war against the Axis powers and later, to “win the peace” against the Soviet Union. How was this transfer of knowledge possible? According to David Ekbladh’s new book, Plowshares into Swords: Weaponized Knowledge, Liberal Order, and the League of Nations (University of Chicago Press, 2022), it is essential to understand the US’ special relationship with the League during the interwar years. Contrary to being skeptical outsiders, many Americans were dedicated insiders; they intermingled with fellow liberal internationalists to exchange ideas to address what they conceptualized as common global problems brought about by industrial modernity. In essence, the successful transplantation of internationalist knowledge at the onset of the Second World War was feasible because it had been nurtured over the preceding two decades within the liberal international society of which the US was an integral part. As Ekbladh points out in the introduction, “American internationalism was, well, international.” During the course of the conversation, Ekbladh expanded upon his views on internationalism and hegemony, the role of internationalists from “non-Great Powers” in the liberal international order, and the place of democracy and planning in the thoughts of the interwar liberal internationalists.

109. A revolution of runaways: An interview with Jesse Olsavsky

Abstract:: The history of the fight against enslavement in the Americas is a rich and multi-faceted one. It should, therefore, come as no wonder that there are still several aspects of it to be disinterred, and which the growing and dynamic scholarship on slavery and emancipation is, year after year, progressively bringing to light. Nonetheless, the new story recounted in the latest book by Jesse Olsavsky (Assistant Professor of History, Duke Kunshan University), The Most Absolute Abolition: Runaways, Vigilance Committees, and the Rise of Revolutionary Abolitionism, 1835–1861 (Louisiana State University Press, 2022), is a wondrous one. This is the history of the Vigilance Committees based in US northeastern cities which organized and supervised the submerged network of secret “lines”, safe “stations”, and trusted “conductors” of the Underground Railroad, along which thousands of African Americans travelled northward, by land and by sea, in the decades preceding the Civil War. Established since the mid-1830s, the Vigilance Committees were urban organizations aimed at illegally assisting enslaved persons escaping slavery in the South, as well as protecting and agitating on behalf of those who had already escaped. These Committees, as the author puts it, represented “a movement within the movement” of abolitionism, but also a form of activism which radicalized anti-slavery militancy and revolutionized its objectives, shifting its focus from the conversion of whites to the abolitionist cause to the desires and needs of the enslaved themselves. Most interestingly, Olsavsky’s study shows how the Vigilance Committees became crucial sites of convergence between northern abolitionists and southern fugitives, and radical spaces of production of knowledge about slavery, communication of the strategies to escape it, and debate around the meanings of freedom.

111. European Communities in South America and the Global Total Wars of the 20th Century: An Interview with Dr. María Inés Tato

Abstract:: Total wars do not just affect the belligerent societies. The two global conflicts of the first half of the twentieth century had repercussions in neutral countries and colonial territories that could not escape of their economic and political impact. This was certainly most evident for the European diasporas in the South American region. How did overseas Europeans participate in the war effort? What were the tensions surrounding the mobilization? What were the effects on the relationship with the adoption countries? These are some of the questions that the authors of Transatlantic Battles. European Immigrant Communities in South America and the World Wars (Brill, 2022) address. The book was edited by María Inés Tato, researcher at the National Council of Science and Technic Research (CONICET), in Argentina, and director of the Group of Historical War Studies of the Institute of Latin American and Argentine History “Dr. Emilio Ravignani”, University of Buenos Aires. Under her coordination, this collective project gathered several historians from different backgrounds, including Juan Pablo Artinian, Norman Fraser Brown, Juan Luis Carrellán Ruiz, Hernán Díaz, Marcelo Huernos, Milagros Martínez-Flener, Germán Friedmann and Stefan Rinke. The main goal of the project was to explore how European communities in South America expressed the transnational nature of their national identities through enlistment in armies and the mobilisation of economic and cultural assets. As Tato says in the book’s introduction, these immigrants, and their families “had two homelands: they were attached to their countries of origin and, at the same time, exhibited strong connections with the societies they resided in, developing a complex identity that recognized their dual allegiance.” Transatlantic Battles should not be understood as an isolated piece of work, but as a contribution to a growing academic movement that, for the last twenty years, has attended to the global dimension of the twentieth-century total wars. Tato herself has published and directed several books on the subject, working closely with colleagues on both sides of the Atlantic.

Abstract:: World economies are facing a troika of challenges in the form of war (in Ukraine), disease (COVID19) and return of inflation, all of which have led to dampened growth globally. This invites us to ask how new these challenges, individually and as a combination, are, and what lessons we can draw from history? To answer these questions, we take a long-run view from more than 100 years of history to discuss the implications of war, disease, and inflation on our economies. This interview features Dr. Natacha Postel-Vinay, an economic and financial historian and Assistant Professor at the Department of Economic History at the London School of Economics and Political Science. Dr. Postel-Vinay is an expert on the economic history of the Great Depression. Her research focuses on public finance, private finance, and welfare. More specifically, her research looks at the connections between bank risk-taking, banking crises, banking crisis resolution, public debt, and moral hazard, all from a historical perspective. I seek her opinion on the current economic environment and discuss how history can inform the present. The talk is structured in two parts. The first part focuses on understanding the similarities and differences between the experiences of inflation, war, and pandemic today compared to the interwar period. This section covers rising indebtedness and the impact of war, pandemic, and inflation on bank lending and credit supply. The second part focuses on highlighting some solutions to the present crisis and highlighting the risks to recovery.

113. The Soviet Union as a Development Actor in West Africa: An Interview with Alessandro Iandolo on Arrested Development

Abstract:: The recently published work Arrested Development: The Soviet Union in Ghana, Guinea, and Mali, 1955–1968 (Cornell University Press, 2022) explores the Soviet Union’s economic partnership with three newly-independent countries in West Africa during the Nikita Khrushchev era. The Toynbee Prize Foundation interviewed the author, Alessandro Iandolo, on the story and the main arguments of his book. Alongside discussing the emergence of the Soviet Union as an international development actor and the challenges it encountered in post-colonial Africa, Iandolo explained the characteristics of the Soviet development model, its similarities and differences to the Western alternatives, and why the Soviet development assistance in Ghana, Guinea, and Mali was not primarily oriented around spreading the communist ideology. Alessandro Iandolo is a historian of the Soviet Union and the world. His research interests cover the USSR’s economic, intellectual, and political interactions with external ideas, states, and people. His current project investigates intellectual exchanges between Soviet and Latin American economists on theorizing “backwardness” and “dependency.” He is a Lecturer in Soviet and Post-Soviet history at University College London.

114. Recovering the History of Interwar International Environmental Law: An Interview with Omer Aloni

Abstract:: For a long time, international legal scholars and practitioners tended to see the League of Nations solely as a historical failure. In leading textbooks and inside the classroom, it was not uncommon to read and hear depictions of the interwar international institutions as a mere prelude to the post-1945 international order. The League, in comparison to the United Nations, was dismissed as a moment of not yet. In the last decade or so, however, more nuanced waves of scholarship across disciplines have unearthed the inner lives of international ordering, exploring the immense efforts and disappointments that surrounded the work of the League and other interwar institutions. In his recent monograph, Omer Aloni joins this renaissance of historical scholarship, adding a distinctively socio-legal perspective grounded in rich archival research to a conversation in which lawyers have been relative latecomers. In this sense, The League of Nations and the Protection of the Environment (Cambridge University Press, 2021) provides an exploration the ways in which the relations between “nature, environment, and humankind” were legally regulated at the international plane in the interwar period—and beyond. Aloni’s monograph offers a textured account not only of the origins of modern international environmental law, but also of the deep roots of our contemporary ecological crises. In it, we find that many of the issues that contemporary commentators decry as novel have, in fact, long histories. For instance, Aloni details that the quest for environmental protection and conservation has long been tangled with difficult questions related to scientific expertise, civil society participation, colonial and imperial hegemony, industrial lobbies and economic interests, and the relationship between public and private interests. By exploring several cases studies (which, as Aloni notes, “cover almost every part of the Earth—from the depth of the oceans to wooden landscapes”), the monograph provides us with a thick account of the interaction between the League, legal vocabularies, and environmental agendas. In our conversation, we explore what Dr. Aloni’s book can reveal about the challenges that international organizations face in their quest to enact environmental regulation as the planetary situation becomes increasingly dire.

115. The Individual and the International: An Interview with Dr. Michele L. Louro

Abstract:: SEAN PHILLIPS: Could you tell us about your intellectual journey? What drew you to write about interwar internationalism and India’s stake in it, and in particular, Nehru’s view of it? Were there any particularly inspiring tutors or texts which lured you in? MICHELE LOURO: This project really began with an inspiring mentor and began with a text that I was intrigued by. I had received a bachelor's degree in psychology and had dreams of being a clinical psychologist, but I wasn't particularly happy researching in the field of psychology and hadn't quite figured out why. In 2003, I decided to change direction and began a Master's degree in history at Miami University (in Oxford, Ohio) which is not really a typical path to academia in the United States. Judith P. Zinsser who is a world historian took me on as a student and really helped my transition from psychology to the humanities. She suggested that I read Jawaharlal Nehru’s Glimpses of World History, which was published in 1934, written whilst he was in prison during the civil disobedience movement 1930-1934. I was really struck by the fact that much of the scholarship was really focused on his much later work, Discovery of India (1946) and what he wrote about the history of the Indian nation. Few historians had really tackled his chronicle, Glimpses of World History (1934), which is a work of one thousand pages in the form of letters to his daughter. I was also struck by why such an iconic nationalist figure and leader chose to write a work of world history as his first major book. That's really where my journey began—it was trying to answer this question: why the "world" rather than the nation was the subject of his first book and what the "world" meant to Nehru. I was also troubled by the assumption that his world history was simply a copy of H.G. Wells’s Outline of World History with an addition of further Indian context. My close reading suggested otherwise very early on. Instead, I came to learn that he was at the League Against Imperialism meetings in the years immediately preceding the years he wrote this text, so I began to think more critically about the international world that Nehru himself was engaged in and also what these experiences had done to shape his ideas about both India and the world he imagined. In thinking this through, I was really lucky to start my PhD at Temple University because I worked with a scholar, Howard Spodek, who was trained in world history and South Asian history. I also worked with Richard Immerman who trained me in international history, history, and Lynn Hollen Lees at Pennsylvania University who trained me in British imperial history. I was lucky to be able to think about this topic from a variety of different sub-fields therefore, pulling these all together to form a better understanding of Nehru and the world he was writing about.

Abstract:: Empires are not ruled only by force. Some degree of resignation or collaboration from local populations is needed. Despite its brief lifespan, the Third Reich was no stranger to this logic. In Western Europe, tens of thousands of European citizens took part in Nazi imperial policies of domination and spoilation, spurred on by fear of losing an unrepeatable opportunity and inspired by the dazzling triumphs of Hitler’s Germany. Such Nazi collaborators are the main subject of David Alegre’s most recent book, Colaboracionistas. Europa Occidental y el Nuevo Orden Nazi (Galaxia Gutenberg, 2022).Born in Teruel, Spain in 1984, this researcher and lecturer at the Autonomous University of Barcelona delves into collaborators’ experiences, their mental universes, their political strategies, and their stormy relations with the German Nazis, including the creation of volunteer units for war against the Soviet Union. Far from seeing themselves as mere pawns, the collaborators believed that close and loyal cooperation with the occupiers would be the fastest and most effective way to promote their personal interests and political projects. Marginalized by their convictions as traitors and persecuted by the Resistance, they would end up signing a blood pact with the occupiers, contributing to the plunder of their countries, and pushing their communities to the brink of civil war.

117. The Rise of Sanctions as a Tool of Modern War: An Interview with Nicholas Mulder

Abstract:: The 2008 global financial crisis and the dislocations it caused sparked a renewed interest in economic and international histories of capitalism, globalization, and internationalism and produced a new corpus of writings that we broadly know as new economic and new international histories. Nicholas Mulder’s new book The Economic Weapon: The Rise of Sanctions as a Tool of Modern War is the latest addition to this corpus. It details the history of sanctions, their wartime origins in the economic blockade of the First World War, and their evolution from a deterrent to an actively used tool of modern state warfare. In doing so, it raises and answers important theoretical questions about the limits and contradictions of the interwar liberal international order, state sovereignty, and the legitimacy of a totalising instrument that profoundly and rather devastatingly impacts civilian societies. Through the story of sanctions, the book also offers a fresh perspective on the tragic escalatory spiral of the 1930s—the rise of fascist states but also the Second World War. Straddling regions from Albania, Greece, and Switzerland to Manchuria and Latin America, The Economic Weapon has all the trappings of a gripping international economic history: it blends detail and analysis harmoniously. I had the delightful pleasure of speaking with the author, Nicholas Mulder on a balmy spring day about the book. We talked, inter alia, about Professor Mulder’s scholarly journey, the origins and evolution of sanctions, the ethical dilemmas they posed, and the role of historical memory in the history of sanctions. Professor Mulder was also very generous in giving us a glimpse into his exciting new project on confiscation.

118. Decoding South Asia on the 75th Anniversary of Independence and Partition: An Interview with Ayesha Jalal and Sugata Bose

Abstract:: Earlier this year in August the three post-colonial states of South Asia—India, Pakistan, and Bangladesh—marked the 75th anniversary of the end of the British Raj as well as the partitioning of the subcontinent in 1947. Ayesha Jalal’s The Sole Spokesman first published in 1985 remains one of the foundational texts on partition. The work was instrumental in revising previous historiographical trends that advocated that the 1947 partition was the logical end of religious communalism that had plagued the subcontinent. The work refocused much needed attention to the partition resulting from the failure to devise a suitable power sharing mechanism at a federal level. The decolonization of the subcontinent in 1947 also heralded the end of the age of empires. The British Indian Army not only guarded Britain’s empire in much of Asia and Africa, but also provided critical defense to other European empires in the Indian Ocean arena. The loss of India deprived Britain of this critical instrument of coercion and governance. Sugata Bose in his A Hundred Horizons (2006) explored the structures of power in the Indian Ocean world in an age of global empire as well as the anticolonial solidarities that circulated in this interregional arena. Ayesha Jalal is the Mary Richardson Professor of South Asia and the Muslim World at Tufts University and Sugata Bose is the Gardiner Professor of Oceanic History and Affairs at Harvard University. The 75th anniversary provides a wonderful opportunity to not only revisit these two seminal works together, but also to have a larger conversation regarding the craft of history writing and the emerging trends of the discipline. On behalf of the Toynbee Prize Foundation, I thank them both for giving their valuable time for this interview.

119. How Would Europe Defend Itself?

Abstract:: Achieving greater European defensive autonomy is unlikely to be quick or easy. While there are alternatives, adapting NATO to this end is arguably the most realistic path. Pointing out the significant challenges to European defensive autonomy should not be construed as an endorsement of the status quo. Contending demands for limited U.S. military resources in Asia and elsewhere augur a reduced U.S. role in NATO regardless of Europe’s capacity to defend itself. Given current deficiencies with European capabilities and the failure of many NATO members to meet basic funding obligations, significant spending increases are likely needed to actualize greater independent European military capabilities. Smaller coalitions within NATO could achieve more effective solutions at the regional level, as opposed to trying to achieve full defensive autonomy among all 29 European members. In particular, defense of the Nordic-Baltic region could be an important test case. Nuclear issues will be particularly difficult to navigate. Reliance on either British or French nuclear forces as NATO’s primary deterrent comes with important challenges. Likewise, retaining the U.S. nuclear umbrella absent U.S. ground forces in Europe could prove unworkable. Russia’s capacity to rebound long term and pose a more robust threat to Europe should not be discounted. This underscores the importance of working through the difficult issues associated with European defensive autonomy in the current strategic window of Russian weakness.1

120. Assessing Realist and Liberal Explanations for the Russo-Ukrainian War

Abstract:: Many commentators have claimed that the Russo-Ukrainian War invalidates or refutes core aspects of realist international relations (IR) theory. However, the opposite is the case: many realists correctly predicted the war, and realism offers a compelling explanation for its causes, while explanations based on liberal IR theory are weak and often inconsistent with the evidence. By focusing on factors like the balance of power and the security dilemma, the realist explanation for the Russo-Ukrainian War emphasizes Russian security concerns in the face of NATO expansion and Western-sponsored regime change. Liberal explanations, by focusing on the internal attributes of states and their decision-makers, instead attribute the war to the pathologies of the Russian government. The dominant liberal narratives regarding the causes of the war are that Russian President Vladimir Putin has always been intent on reincorporating Ukraine into Russia and/or that the democratic example set by post-Maidan Ukraine would threaten President Putin’s own autocratic rule at home. Neither of these explanations stand up to scrutiny. For decades, a long list of policymakers, diplomats, and scholars warned against Western encroachment on Russia’s borders and cautioned that a crisis like the current war could erupt due to continued NATO enlargement. These predictions are consistent with realist theory and the explanations for the war offered by realists. Liberal IR theory encourages a crusading, messianic, and highly militarized foreign policy that consistently produces outcomes inimical to U.S. interests. Realist IR theory offers a better framework through which to understand international politics and encourages a more prudent foreign policy that defends fundamental U.S. security interests while avoiding unnecessary conflicts with other powers.

121. The Restraining Effect of Nuclear Deterrence

Abstract:: Recent developments in international affairs and military technology have led some analysts to conclude that the nuclear revolution, which purportedly prevents war between nuclear powers, no longer has much effect—that the world is getting safer for nuclear war or conventional war beneath the nuclear umbrella. This conclusion is wrong; technological change has not meaningfully shifted the political calculus pacifying relations between nuclear weapons states. The war in Ukraine demonstrates the continued strength of nuclear restraint: while Russian President Vladimir Putin is risk-acceptant and brutal, he did not attack a country protected by U.S.-extended deterrence, and, like NATO members, he appears deterred by the possibility that a Russia-NATO war could escalate out of control. North Korea provides another example of the endurance of mutual deterrence: Despite heated rhetoric and a barrage of missile tests, North Korea remains deterrable, and its small arsenal has also been able to deter the United States. Because the chances of nuclear war are usually low but never zero, the nuclear age should continue to be an era of great power restraint. Traditional foreign policy approaches emphasizing strategic ambiguity and arms control, including with China, remain useful tools to help keep the peace.

122. Neutrality Not NATO: Assessing Security Options for Ukraine

Abstract:: The United States should not guarantee Ukraine’s security, whether via the NATO alliance or some lesser means. Guaranteeing Ukraine’s security serves no major U.S. interest and would increase the risk of a U.S. or NATO war with Russia and nuclear escalation. Those dangers are why the United States refuses to fight directly for Ukraine against Russia today, and they would induce similar caution if the United States guaranteed Ukraine’s security. Lacking a major interest, U.S. promises to defend Ukraine will be unserious and unbelievable. Fake security guarantees for Ukraine might have some deterrent value, despite their lack of credibility, given the terrible risks involved for Russia in testing those promises. However, fake security guarantees would likely degrade Ukraine’s security on balance, both by preserving a cause of the war and by encouraging Ukrainian leaders to make dangerous choices based on the false prospect of U.S. protection. Announcing plans to guarantee Ukraine’s security once the war ends would encourage Russia to continue fighting. Guaranteeing Ukraine’s security now would demand a choice between ignoring the commitment and undermining other U.S. security guarantees or fighting for Ukraine and sparking an immediate nuclear crisis. What the United States can credibly offer Ukraine is armed neutrality, where the United States, ideally with European allies taking the lead, provides Ukraine with arms and training without security guarantees.

123. Overreach in Africa: Rethinking U.S. Counterterrorism Strategy

Abstract:: Due to an overly broad definition of threat, the United States currently commits far too many military resources to counterterrorism, especially in Africa. The United States is pursuing military action against at least thirteen terrorist groups in Africa, but only one of those groups has the “global reach” to be a threat to Americans. Consequently, the U.S. military is fighting a slew of counterinsurgency—not counterterrorism—wars in Africa today, a strategy that borders on nation-building. Counterintuitively, U.S. security assistance, training, and military activity in Africa since the 2000s has inadvertently aided the growth of terrorist groups in the region. Most concerning, U.S. policy today could be helping to inspire the next generation of global jihadists tomorrow, intent on attacking the United States and its closest democratic allies. U.S. military activity in Africa has expanded significantly over the past decade and a half and this trend will likely continue even further without an intentional course correction. The potential for further mission creep and overexpansion is high. Washington should wind down direct military activity and close most military bases in Africa, while also curbing security assistance to local regimes.

124. Reset U.S.-Syria Policy

Abstract:: After 12 years of civil war, Syrian President Bashar al-Assad’s government has consolidated its power and defeated credible threats to its rule. The anti-Assad armed opposition, which once controlled half of Syria, is relegated to the northwestern province of Idlib. While the Biden administration recognizes that Assad will likely remain in office, U.S. policy remains punitive, maintaining comprehensive sanctions on Syria until Assad negotiates political reforms with his opponents and agrees to free and fair elections. This policy will not produce the desired results. Assad is firmly entrenched, benefits from the help of security partners in Iran and Russia, who prefer that he stays in power, and remains highly unlikely to comply with U.S. demands. The status quo amounts to collective punishment of the Syrian population. Approximately 900 U.S. troops remain in eastern Syria, allegedly to train and advise the Kurdish-led Syrian Democratic Forces against ISIS. But ISIS lost its territorial caliphate more than four years ago. The risk of keeping U.S. forces there in perpetuity which includes sporadic attacks on U.S. positions and escalation risks with various actors, outweighs any rewards. Neither the sanctions nor the occupation of eastern Syria serves U.S. security interests. The former does no good, and the latter risks embroiling the United States in a mission without an end date. The United States should withdraw its remaining forces and offload what is left of the counter-ISIS mission to local actors. The United States should also reduce if not end its failing sanctions regime.

125. Moving to an Offshore Balancing Strategy for East Asia

Abstract:: Those calling for Washington to expand U.S. military presence in the Western Pacific have misread the regional security environment. The United States can reduce its military footprint in East Asia without jeopardizing its national security or the stability of the region. China is not poised to dominate East Asia or any other part of the Indo-Pacific region. While the distribution of power in East Asia has shifted in favor of Beijing, it does not follow that China constitutes a major threat to the territorial integrity or political independence of all neighboring states. Regional powers can deter China from launching wars of aggression by investing in the right kinds of defensive weaponry to capitalize on geographic advantages. The United States should play the role of an “offshore balancer” by helping China’s neighbors to become more resilient to coercion from Beijing. The leaders of several prominent states in East Asia are anxious to avoid a “cold war” between the United States and China. Washington should heed their calls for restraint. Pushing these governments to choose a side in the U.S.-China rivalry would needlessly antagonize them. The issue of Taiwanese security presents a special challenge for the United States and its allies. Taiwan has the most to lose from China’s rise and perceives U.S. military support as essential to its survival as a de facto independent entity. However, the United States can retrench from East Asia without “abandoning” Taiwan to China. Peace in East Asia and the wider Indo-Pacific does not depend upon the United States enjoying primacy in the region. On the contrary, the pursuit of U.S. military primacy in the Western Pacific will make it more difficult to maintain regional security and promote economic prosperity over the long term.

Abstract:: In 2014, the Houthis, a Zaydi Shia armed group from the Sa’ada region of northern Yemen, aligned with former President Ali Abdullah Saleh, who had been removed following the Arab Spring uprisings. Together, they defeated the government led by President Abd Rabbuh Mansur Hadi, and established control over the Yemeni capital of Sana’a and the entirety of northern Yemen. At that time, Iran began to progressively increase its support for the Houthis, seeing partnership with the group as an opportunity to advance its revisionist agenda in the region and establish its influence in the southern Red Sea, an area of immense strategic significance. Threatened by aggressive Iranian expansionism at its doorstep, in March 2015, Saudi Arabia entered the war alongside Hadi. As Iran sided with the Houthis and Saudi Arabia sided with Hadi, Yemen became the battlefield of both a domestic competition for power between different local factions and a regional competition for influence between Teheran and Riyadh.

Abstract:: Haitian officials and world leaders are calling for an armed humanitarian intervention backed by the United Nations (UN) to defeat organized crime. Gangs in Haiti have reportedly kidnapped and killed hundreds of civilians and displaced thousands. Gangs are also limiting access to fuel and blocking critical humanitarian aid to civilians. Add to this a resurgence of cholera. The United States asked the UN Security Council in October to approve a targeted intervention, under Chapter VII of the UN Charter. US Ambassador to the United Nations Linda Thomas-Greenfield underscored “extreme violence and instability” in Haiti and proposed a mission led by a “partner country” (not the United States or UN peacekeeping forces). There is nominal support for the mission. In the coming weeks, Canada will send naval vessels to Haiti’s coast, and Jamaica has offered some troops, but no country is taking the lead. Critics argue that past missions in Haiti did more harm than good. In 2010, UN peacekeepers even reintroduced cholera into Haiti. Nonetheless, the United States is pushing for an intervention.

Abstract:: The row between International Olympic Committee (IOC) President Thomas Bach and Ukrainian President Volodymyr Zelensky over potential Russian and Belarussian athlete participation at Paris 2024 exposes the Achilles’ Heel of the Olympic Games: the peace-promising celebrations are inescapably ensnared in nation-state power politics. The IOC announced on January 25 a proposal to facilitate participation in the 2024 Olympic Games for individual athletes from Russia (and close ally Belarus) individually and neutrally in the Paris games. The statement reversed an IOC Executive Board decision from February 28, 2022, to impose more sweeping participation sanctions on Russia following the Ukraine invasion.

133. WHY DO MASS EXPULSIONS STILL HAPPEN?

Abstract:: January 30, 2023 marks 100 years since the signing of the Lausanne Convention—a treaty codifying the compulsory “population exchange” between Greece and Turkey. An estimated 1.5 million people were forcibly expelled from their homes: over one million Greek Orthodox Christians from the Ottoman Empire and 500,000 Muslims from Greece. This population exchange was not the first such agreement, but it was the first compulsory exchange. Turkish nationals of the Greek Orthodox religion and Muslim Greek nationals did not have the option to remain. Further, Greek and Muslim refugees who had fled the Ottoman Empire and Greece, respectively, were not allowed to return to their homes. Only small populations in Istanbul and Western Thrace were exempted from the treaty.

Abstract:: It is no exaggeration to say that the power of feminism, which is felt in marches on March 8 (International Women’s Day), November 25 (International Day for the Elimination of Violence against Women), and other dates, has made it one of the most important movements in Latin America. Women in Mexico are organizing and joining forces against all of the violences we face, from homes to the streets, from schools to hospitals and other institutions, as well as in our workplaces and in mixed spaces. Beyond naming and protecting others from the aggressions of violent men, our unity and presence in the streets give us tools to break the patriarchal pact that is so present in daily life and politics. Feminists and women participate in broad and diverse struggles: against racism, for memory, by searching for the disappeared, in defense of water and territory, for labor rights and justice, for the right to free, safe, and legal abortion, in support of migrants, for the legalization of marijuana, against violence, and for peace.

Abstract:: The March 23 Movement (M23) — Mouvement du 23 Mars in French — is an armed group operating in Nord Kivu province of the Democratic Republic of Congo (DRC), with alleged backing from the Rwandan government. The roots of the M23 go back to the disrupted integration process of Rwandophone militants following the Congo Wars, splitting those willing to return to Rwanda and others desiring to stay in DRC.1 Many fighters remained in Nord Kivu province to form the National Congress for the Defence of the People (CNDP) under the leadership of a former Rwandan Patriotic Front (RPF) militant, Laurent Nkunda. Abstract:: In the first two months of 2023, suspected United States drone strikes killed two senior leaders of al-Qaeda in the Arabian Peninsula (AQAP) in Yemen’s Marib governorate. One of the group’s top explosives experts, a Yemeni citizen named Husayn Hadbul (also known as Hassan al-Hadrami), was killed on 30 January. The group’s media chief and leader of the group’s Shura Council, Saudi citizen Hamad al-Tamimi (also known as Abu Abd al-Aziz al-Adnani), was killed on 26 February. These strikes on high-profile AQAP leaders took place amid a resurgence of AQAP activity in Yemen, which started during the United Nations-mediated truce between Houthi and anti-Houthi forces that lasted from April to the beginning of October 2022, and that has informally held to this date.1 The lull in fighting between Houthi and anti-Houthi forces induced by the truce allowed for a broader political and military reconfiguration within the anti-Houthi camp. At the political level, former President Abdrabbuh Mansur Hadi was replaced by an eight-member Presidential Leadership Council (PLC) to enhance coordination among anti-Houthi forces. Armed militias affiliated with the secessionist Southern Transitional Council (STC) and other United Arab Emirates (UAE)-backed forces exploited the new situation to gain control over territory in southern Yemen. As part of this territorial expansion, STC forces spearheaded several offensives against AQAP beginning in August 2022, leading to a sudden rise in AQAP activity in 2022.2 However, the nature of this overall increase is disputed, with some analysts arguing that it is a sign of AQAP’s weakness rather than its strength.3

Although street demonstrations have subsided for the time being, how the protest movement will evolve — and how it will impact the stability of the Islamic Republic — remains an open question. This report explores potential answers to this question by examining notable trends and implications of the wave of demonstrations that unfolded in the country between September and December 2022. It argues that several emerging aspects of the nationwide movement may pose a long-term challenge to the regime. The demonstrations following Amini’s death were not only unique in regard to their geographical spread and longevity, but also in the way they brought together different segments of society with both distinct and overlapping grievances. Moreover, amid a harsh crackdown by Iranian authorities, engagement in violence by demonstrators has trended upward: between mid-September and December 2022, ACLED records the highest number of violent demonstration events for any round of nationwide demonstrations in Iran since the beginning of data collection in 2016. The increased use of Molotov cocktails and the killing of dozens of security personnel are among the most significant trends in demonstration violence observed in the latest round of events. The demonstrations did not reach a critical mass necessary to pose an immediate threat to the survival of the regime. Yet, this latest round in a sequence of increasingly violent demonstrations is indicative of growing resentment in Iranian society against the ruling elites and a willingness to express it forcefully despite severe repression. As the regime refuses to reform, the growing frequency and intensity of demonstrations suggests that the government will find itself in an increasingly unstable domestic position and increasingly isolated in the international arena.

Abstract:: The Jalisco New Generation Cartel (CJNG) is a Mexican criminal group that emerged as a splinter group of the Milenio Cartel – one of the Sinaloa Cartel’s allies – after the capture of its leader in 2009 led to internal divisions.1 Initially, the group operated as an armed wing of the Sinaloa Cartel. As part of this alliance, it engaged in a deadly turf war against Los Zetas in Veracruz state, where the group stood out for its use of violence and involvement in numerous massacres.2 Under the leadership of Nemesio Oseguera Cervantes, also known as El Mencho, the CJNG grew as an independent organization and one of the most powerful actors in Mexico’s criminal underworld. Rivaling its erstwhile ally, the Sinaloa Cartel, the CJNG turned from an armed wing into a complex drug-producing and trafficking structure, which supplies markets across the globe.3 It has diversified its activities and sources of income, relying on extortion, kidnapping, human trafficking, illegal mining, and oil theft,4 such as the capture of the avocado and oil trade in Michoacán and Guanajuato states.5 To support its growth and international ambitions, the CJNG has expanded its presence to at least 27 of Mexico’s 32 states.6 The presence of the CJNG has often driven increased violence at the local level, notably in areas of territorial dispute with other criminal groups.

Abstract:: Elections in Greece come less than three months after the deadly head-on train collision at Tempe in the north of the country that killed 57 passengers. The incident on 28 February triggered demonstrations against the government of Prime Minister Kyriakos Mitsotakis, chastising him for initially blaming the collision on “tragic human error.”1 The unrest that followed caused the government to delay announcing the election date, which had been anticipated in April. Due to a new voting law, the elections will be held under a proportional representation system, wherein the leading party needs to secure at least 46% to have a chance to win absolute majority in parliament. However, this percentage has not been reached in the last three decades,2 making a clear victory on 21 May unlikely.

Abstract:: The post-2003 security landscape in Iraq has seen the proliferation of dozens of militias identifying with Shiite Islam. Many of these actors are integrated into the Popular Mobilization Forces (PMF) – a paramilitary group established in 2014 to counter the Islamic State and later incorporated into the Iraqi state forces – and have strong relations with the Iranian regime and its security apparatus.1 These Iran-backed groups include prominent militias such as Kataib Hizbullah (KH), Asaib Ahl al-Haqq (AAH), and Haraka Hizbullah al-Nujaba (HHN), as well as a number of recently formed ‘facade groups’ like Ashab al-Kahf and Qasim al-Jabarin. Such facade groups are generally assumed to operate on behalf of KH, AAH, and HHN (see graph below). These groups are notable for portraying themselves as the Muqawama, or the ‘resistance’ against the United States and other foreign forces.

Abstract:: One year of full-fledged conventional war fought on the European continent between two large countries, including a nuclear power, is obviously a historical watershed for NATO and the whole Euro-Atlantic area, whose strategic implications are yet to be fully assessed. Abstract:: Throughout the fifteen years that following the 2011 withdrawal from Iraq, each American presidential administration has experienced domestic calls to leave the Middle East. However, each time these voices grew louder, a new regional variable emerged that compelled the American administration to return to its traditional role dictated by urgent strategic security and economic interests. After the withdrawal from Iraq, a strategic vacuum led to the emergence of and fight against ISIS, with the deaths of thousands both locally and internationally, and millions from the region displaced. The U.S. military was forced to return to the region to contribute to the efforts to eliminate ISIS. When this goal was declared completed, new regional threats emerged in the form of Iran and its weapons, which threatened not only America’s allies but also the free flow of global oil supplies. While the Biden administration thought this problem could be resolved through a package of incentives and agreements with Iran, the war in Gaza has emerged to confirm once again the error of U.S. assessments that contend that this region is no longer important to America’s strategic interests. According to the third section of the U.S. National Security Strategy document signed by President Biden in October 2022, America's top priority on the global stage is to surpass China, followed by limiting Russia's influence. The national security priorities also include combating terrorism in the Middle East.

191. Why China Is Taking Sides Against Israel—and Why It Will Likely Backfire

Abstract:: When news broke of the Hamas attack on Israel last month, the silence from Beijing was conspicuous amid the din of international statements. When the government finally addressed the conflict at a press conference the day after, its words were remarkable for being unremarkable. An unnamed Foreign Ministry spokesperson expressed “deep concern,” called on “relevant parties to remain calm, exercise restraint, and immediately end the hostilities,” and lamented the “protracted standstill of the peace process”—a diplomatic endeavor in which Beijing has never shown more than a passing interest. The wording was nearly identical to China’s reactions during past Gaza conflicts, despite the fact that the circumstances were radically different. Because the brief remarks failed to condemn Hamas or even recognize the scale of the horrors that occurred on October 7, Israeli commentators interpreted them not as neutral, but as hostile. Beijing soon confirmed that interpretation. On October 14, Foreign Minister Wang Yi asserted that Israel’s actions went “beyond the scope of self-defense” and demanded that it stop imposing “group punishment” on Palestinians, while still refusing to condemn Hamas. Chinese media have likewise presented the war as one of Israeli aggression—despite being heavily censored, their early reports were rife with anti-Semitic, anti-Israel commentary claiming that Hamas was defending the two-state solution, even though the group’s past and present actions are patently bent on destroying the Israeli state. Notably, the strident tone in online Chinese commentary moderated in the run-up to President Xi Jinping’s November 15 meeting with President Biden, underscoring the government’s well-established influence over such messaging. This approach is a stark departure from Beijing’s past impassivity toward Middle East conflicts, in which Chinese officials had usually sought to avoid entanglement. Rather, it reflects the government’s new inclination to use far-flung conflicts as opportunities to undermine the United States and score points in the “Global South.” Yet it could also hold longer-term consequences for China, particularly regarding the government’s three-decade effort to improve relations with Israel. In addition, using the current crisis to take potshots at Washington may constrain Beijing’s ability to project impartiality in other regional conflicts.

193. Nonviolent Protest Movement in Suweida Continues to Resurrect Calls from the Syrian Revolution

Abstract:: On December 8, residents of Suweida city and the surrounding areas came out to protest the Assad regime yet again. Days later, as the movement entered its sixteenth week, a long line of protesters appeared in the town of Salkhad in the south of Suweida province. On these streets, waves of protesters chant “the people want the downfall of the regime,” echoing cries of the Arab Spring that has in the past sparked swift military backlash from the Syrian Regime. Syrian opposition flags are common, along with the Druze flag—the community to which the large majority of Suweida’s inhabitants belong. Meanwhile, several residents of Salkhad and nearby Shahbaa city broke into their local Baath party offices to either close down or take documents from an already closed building. These offices joined the fate of other Baath party offices throughout the province that have been shut down in towns including Melh, Arman, al-Qurayya, and Sama al-Bardan. In videos posted to social media, these protesters tore up pictures of Bashar al-Assad in a clear challenge and explicit rejection of the regime’s legitimacy, demanding its departure. In the events of this one week, Syrians following the protests could see a microcosm of the larger Suweida protest movement, now over a hundred days in and with no signs of stopping. Although the peaceful demonstrations in Suweida are no longer in the international spotlight since the outbreak of the Gaza war, the movement is remarkable for its longevity and continued open articulation of so many of the ideas that initially motivated Syrians to take to the streets in 2011, and that the Syrian regime has tried so desperately to repress in the intervening years. These protests are the means through which the demonstrators communicate with the world, and have become a symbol for many Syrians both within the country and outside of it. When they began in mid-August 2023, their unprecedented scope meant that they were almost immediately hailed as a second wave of the Syrian revolution. At the time, many wondered: Will Suweida be the turning point? Will this movement be able to oust the Assad regime and usher in a democratic political process that could make reconstruction possible, allowing the return of refugees and the displaced? While protesters in Suweida have not yet accomplished these admittedly audacious goals, neither have they been silenced or forced into submission in the intervening months. This in itself should be seen as a victory; the Suweida movement has become the longest, most organized, widespread, and participatory movement since the outbreak of the Syrian civil war, a mixed-gender civilian movement with broad and influential participation from all segments of Suweida’s society.

194. New Poll Sheds Light on Saudi Views of Israel-Hamas War

Abstract:: AWashington Institute poll conducted from November 14 to December 6, a nationally representative sample of 1,000 Saudi citizens measured how Saudi attitudes have shifted due to the Israel-Hamas war. According to responses, the Saudi popular attitude towards the outcome of the war is clear: the overwhelming majority (91%) express agreement with the statement that “despite the destruction and loss of life, this war in Gaza is a win for the Palestinians, Arabs, and Muslims.” And as for the role of the broader Arab world, almost all (96%) agree with the proposal that “Arab countries should immediately break all diplomatic, political, economic, and any other contacts with Israel, in protest against its military action in Gaza.” Polling during a war is likely to produce more volatile results as circumstances shift quickly on the ground—during the current polling period, for instance, the Israel-Hamas war had several major shifts, including a temporary ceasefire from November 24-30 and the subsequent expansion of Israel’s incursions into southern Gaza. However, comparisons with Saudi polling fielded in August can help provide a barometer as to just how sharply this conflict has, at least temporarily, shifted certain attitudes, and how little it has moved others. While Hamas as a movement remains unpopular among the majority of Saudis—in contrast to a new trend of widespread popular support in countries like Lebanon, Jordan, and Egypt—just 16% of Saudis say that “Hamas should stop calling for the destruction of Israel, and instead accept a permanent two-state solution to the conflict based on the 1967 borders.” Nor do most believe that Hamas’s attack on October 7 targeted Israeli civilians—the overwhelming majority of Saudis (95%) responded that Hamas did not actually kill civilians when asked about whether they believed the Hamas killing of civilians was against Islam. This view is widespread across the eight countries polled by TWI, and similar results appear in a recently released poll of Palestinians from PSR. There, the overwhelming majority reported that they had not seen any videos of Hamas members committing atrocities, and only 10% of Palestinians (17% of Gazans and 5% of West Bankers) stated that they believed that Hamas committed war crimes in the current war, in comparison to 95% who say the same about Israel. While the majority of Saudis continue to express a negative opinion of Hamas, the Israel-Hamas war has generated a significant boost in its popularity. There has been a thirty point shift in positive attitudes towards Hamas, from just 10% in August to 40% in November/December. Responses in the most recent poll, alongside those in 2014 and 2021, demonstrate the increased popularity Hamas achieves among some Saudis during or in the immediate aftermath of conflict between Hamas and Israel, along with its likely disappearance over time. In the aftermath of the 2021 Hamas-Israel conflict, for instance, five years of steadily decreasing popularity in Saudi Arabia suddenly reversed, though just to a quarter (23%) of the total population.

Part of the blame can be laid on the twin shocks of the COVID-19 pandemic and the Ukraine war, which disproportionately affected the country due to its heavy reliance on threatened resources such as wheat and tourism revenue from Russia and Ukraine. Yet the bulk of its struggles can be attributed to Cairo’s broad economic mismanagement under President Abdul Fattah al-Sisi, which has included everything from currency manipulation to misplaced spending priorities, wasteful megaprojects, and undue state and military control over the economy. Since March 2022, Egypt’s currency has lost half its value and now stands at 30 pounds to the U.S. dollar—a drop spurred by the flight of dollars and the IMF’s requirement to adopt a flexible exchange rate. As a result, official inflation reached nearly 22% in December, fifteen points higher than it was at the end of 2021. Shortages are now frequent, and prices for basic goods have soared by nearly 40%. The rising cost of essential bread in particular will be difficult to maintain much longer. Meanwhile, the debt-to-GDP ratio has risen to 95%, with a record $100 billion in loan payments due over the next four years. Egypt’s 2022-23 budget allocates over 50% to debt servicing and loan repayments, and this sky-high figure will only increase further over time because the loans are dollar-denominated.

Abstract:: Last year was one of the bloodiest in the West Bank since the second Palestinian intifada two decades ago, and 2023 is already on track to surpass it. Worse yet, the latest surge of violence comes at a time of exceptional fragility within the Palestinian Authority. Much of this fragility can be attributed to Israeli actions that chip away at the PA’s credibility and effectiveness—a fact driven home by Israel’s deadly February 22 raid in Nablus (see below). Yet the PA’s poor governance and political ossification are key contributors as well, as leaders in Ramallah steadily lose control over parts of the West Bank in a vicious cycle of instability and ever-eroding legitimacy. If this trajectory continues, the PA might even run the risk of unraveling altogether. As the United States seeks diplomatic ways to restore calm and curb escalatory policies on both sides, it should pay closer attention to domestic Palestinian factors that contribute to these damaging trends.

200. Can Federalism Work in Lebanon?

Abstract:: As Lebanon’s economic and socio-political conditions have spiraled downward since the rise and fractionalization of the 2019 popular protests—known as the October 17 Revolution—various proposals have emerged as to how to remedy the bankrupt and virtually failed state. All agree that the current outlook is grim; today, the Lebanese currency has lost almost all its value and the presidential seat is contested and remains vacant. Political elites are at loggerheads and blamed for robbing the state, society is polarized across intra- and inter-confessional lines, and poverty has reached a popular level not seen since the Great Famine of World War I. Among the proposed suggestions is the federal option, put as an alternative to the country’s confessional system. Such ideas are not new; in fact, the federal option had been championed and the subject of debate among mainly Christian politicians and parties prior to and during Lebanon’s civil war (1975-1990). President Camille Chamoun (1952-1958) offered a detailed plan for a federal Lebanon; the Lebanese Front, representing mainly Maronite aspirations, likewise presented a federal project during the Lebanon National Dialogue in Lausanne in 1984; and president-elect Bashir Gemayel, assassinated in 1982, toyed with the idea of federalism. However, Lebanon’s civil war ended when the antagonistic parties signed the Document of National Reconciliation of 1989, also known as the Taif Agreement, which introduced administrative decentralization instead of federalism. And while the agreement ended the civil war, it subsequently ushered in an era of Lebanese politics marked by the Syrian occupation of Beirut until 2005 and the rise of the Islamist Shia party Hezbollah, effectively building a state within a state and commanding a militia more or less better equipped than the Lebanese Armed Forces. Meanwhile, Lebanon’s political elites entered into a Faustian pact with Hezbollah under which they legitimized the ‘Party of God’ in exchange for turning a blind eye to their theft of the state. It is this bargain that has brought Lebanon to its almost total collapse as a state and a nation.
